Rapid Change before 1914

It is a conceit of our own times to suppose that we are obliged to live, and national leaderships to make decisions, amid unprecedentedly rapid change. Yet between 1900 and 1914, technological, social and political advances swept Europe and America on a scale unknown in any such previous timespan, the blink of an eye in human experience. Einstein promulgated his special theory of relativity. Marie Curie isolated radium and Leo Baekeland invented Bakelite, the first synthetic polymer. Telephones, gramophones, motor vehicles, cinema performances and electrified homes became commonplace among affluent people in the world’s richer societies. Mass-circulation newspapers soared to unprecedented social influence and political power.

In 1903 man first achieved powered flight; five years later, Ferdinand Count Zeppelin lyricised the mission to secure unrestricted passage across the skies, an increasingly plausible prospect: ‘Only therewith can the divine ancient command be fulfilled … [that] creation should be subjugated by mankind.’ At sea, following the 1906 launch of the Royal Navy’s Dreadnought, all capital ships lacking its heavy ordnance mounted in power-driven turrets became obsolete, unfit to join a fleet line of battle. The range at which squadrons expected to exchange fire, a few thousand yards when admirals were cadets, now stretched to tens of miles. Submarines were recognised as potent weapons. Ashore, while the American Civil War and not the First World War was the first great conflict of the industrial age, in the interval between the two the technology of destruction made dramatic advances: machine-guns achieved reliability and efficiency, artillery increased its killing power. It was realised that barbed wire could be employed to check the movements of soldiers as effectively as those of beasts. Much speculation about the future character of war was nonetheless mistaken. An anonymous 1908 article in the German publication Militär-Wochenblatt asserted that the 1904–05 Russo-Japanese experience in Manchuria ‘proved that even well-defended fortifications and entrenchments can be taken, even across open ground, by courage and cunning exploitation of terrain … The concept of states waging war to the point of absolute exhaustion is beyond the European cultural experience.’

Socialism became a major force in every continental state, while Liberalism entered historic decline. The revolt of women against statutory subjection emerged as a significant issue, especially in Britain. Across Europe real wages rose almost 50 per cent between 1890 and 1912, child mortality declined and nutrition greatly improved. But despite such advances – or, in accordance with de Tocqueville’s view that misery becomes less acceptable when no longer absolute, because of them – tens of millions of workers recoiled from the inequalities of society. Industries in Russia, France, Germany and Britain were convulsed by strikes, sometimes violent, which spread alarm and even terror among the ruling classes. In 1905 Russia experienced its first major revolution. Germany displaced France and Russia as the British Empire’s most plausible enemy. Britain, which had been the world’s first industrialised nation, saw its share of global manufacturing fall from one-third in 1870 to one-seventh in 1913.

When Baseball Was Everywhere

There is no big bang theory of baseball. It evolved, like the blues and the miniskirt. Bat-and-ball games were being played in Massachusetts in 1735 and in Pennsylvania in 1831. The New York Knickerbockers put baseball rules down on paper in 1845, but nine innings weren’t the norm until 1857 and overhand pitches wouldn’t gain acceptance until 1884.

Through every modification, baseball’s popularity swelled. By the end of the Civil War, America finally had a pastime with mass appeal; somehow square dancing and rail splitting had never quite captured the public imagination. A pair of milestones marked the transition to commercialism. In 1869 the Cincinnati Red Stockings put ten players on salary, a luxury the team seemingly couldn’t afford, since the Stockings unraveled within two years. In 1876 the eight-team National League of Professional Base Ball Clubs began play; this was the first entity with the resources and the leadership to survive over time. (That’s the same National League still going strong today.) The 52–14 Chicago White Stockings won the 1876 championship, finishing six games ahead of the spunky Hartford Dark Blues and St. Louis Brown Stockings.

Poet Carl Sandburg grew up in Galesburg, Illinois, in the 1880s on a steady diet of Chicago sports pages, which fed his fantasy that he would someday wake up a big-league outfielder. “What is this fascination about making a hickory stick connect with a thrown ball . . . or running for a fly and leaping in the air for a one-handed catch?” he mused in his memoir Always the Young Strangers. “These questions have gone round and round in the heads of millions of American boys for generations.” Adulthood didn’t necessarily bring definitive answers to such questions.

The professional ranks expanded in 1901 with the spawning of an American League to compete with the National League, but their combined sixteen teams occupied only the top floor of what historian Harold Seymour referred to as the sprawling “House of Baseball.” There was plenty of action below and it wasn’t confined to schoolyards or playgrounds. Industrial and recreation leagues flourished. Grown men by the tens of thousands laced on spikes and lost themselves in takeout slides and doubles that split the gap. Indian reservations had hardball teams. Employees of coal companies, trolley car manufacturers, police departments, funeral homes, and local Communist parties took to the field together in off-hours. As baseball became the language of leisure, it collided with another cherished American tradition: the will to win. The result was predictable. Dollar bills got stuffed into uniform pockets, usually because a company or a town or some civic-minded pooh-bah had lost patience with losing. This semipro ethos infused the farthest fringes of the sport. Dwight Eisenhower earned spending money patrolling center field for a team in the Kansas State League in 1910, registering under the phony surname “Wilson” in order to protect his amateur status. Young Mr. Eisenhower had his eyes on an appointment to West Point and—who knows?—maybe a career in the military. On a summer day in 1915 an estimated 100,000 fans flooded Cleveland’s Brookside Park to watch a game between the White Autos and Omaha Luxers, two regional semipro superpowers.

The WPA Guide for Alabama made mention of “a semi pro team in nearly every town.” Some of the teams courted a broad audience. When Nashville, [Alabama Arkansas], hosted Dierks, [Alabama Arkansas], for a game in 1924, the Nashville News reported, “Ladies will be admitted free, as will one-armed and one-legged men and children under 6 years old.” Up north in New York, the Brooklyn Bushwicks installed lights on their field in 1930, five years before the Major Leagues took the plunge into night baseball.

Family-owned Bona Allen, Incorporated, of Buford, Georgia, had several thousand employees. It primarily produced shoes but also supplied the raw leather used to make baseball gloves. The semipro Bona Allen Shoemakers crisscrossed the Southeast with players earning a princely $300 to $400 a month. The company mounted a giant shoe on a Chevrolet chassis and an advance man would drive from town to town, handing out leather key chains to drum up interest before ball games. There was a standing offer: every member of an opposing team that beat Bona Allen received a free pair of dress shoes. The company didn’t give many away. In 1936, for example, the Shoemakers stomped to a 73–6 record, peeling off a 35–game winning streak. Their ballpark in Buford was a gem. Crowds turned out even when the Shoemakers weren’t there. In-progress summaries from important road games were relayed by Teletype to the Bona Allen plant. Somebody would read the updates over a loudspeaker while hundreds of fans sat in the stands outside cheering a deserted field.

Major League baseball held the line at just sixteen teams until 1961, but a crazy quilt of minor leagues got stitched together by independent hands. As far back as 1909 there were 246 minor league teams loosely tied to 35 leagues. These were rogue operators that sold their best players to the highest-bidding big-league club. In 1921 the Major Leagues chose to take more direct control of their destiny and adopted the farm system. American and National league teams were free to own and operate multiple minor-league affiliates that would feed talent up the organizational chain. Branch Rickey, then running the St. Louis Cardinals, was the visionary godfather of this new business model. The New York Yankees followed a few steps behind him. Those two teams set about assembling well-funded farm systems that would give them a competitive advantage for decades to come. Other teams dragged their feet and paid the price as the Yanks and Cards made regular trips to the World Series.

By 1932 the minor leagues had contracted to 102 teams and 14 leagues, but they were still a vibrant enterprise and still predominantly independent. However, the country remained largely rural and provincial. The automobile was duke, not yet king, of the culture. Fans wanted to cheer for a home team that was only a few blocks from home; all the better if they could walk to the ballpark. Since most major and minor league teams were many miles away, local semipro teams bridged that sports gap, although the definition of “semipro” was elastic. At the “light” end of the semipro spectrum, players received a token salary or passed the hat for donations during games. They’d often put in a full day’s work before slipping on their uniforms. At the opposite, “heavy,” extreme were generously subsidized clubs like the Bona Allen Shoemakers. They charged admission to games, the quality of play was high, the pay was excellent, and work obligations generally minimal. A player’s “job” might be to read the newspaper or to hopscotch bars at night chatting up fans. In 1930 the average minor leaguer earned about $65 a month. It was not unheard of for prospects to turn down a pro contract in favor of sticking with their company or town team. The money was likely to be better and there was the added security of year-round employment, no trifling consideration with the economy a shambles.

This book is far, far better by every measure than the very poorly written Barnstorming Hawaiian Travelers book I’ve just finished. I had to force myself to finish the last one. But once I began reading Color Blind, I couldn’t put it down. It reads well, but unfortunately appears to be very poorly fact-checked in places.

The Wilsonian Reset with Latin America, 1913

Thus the military interventions in Haiti and the Dominican Republic in the Wilson era, often portrayed as drastic departures from American practice, had ample historical precedent. What was different about Wilsonian policy toward Hispaniola was the degree of political interference undertaken by the United States to reform its admittedly backward societies and, that failing, the willingness to use military intervention as a means of bringing about reform. It can be argued that Roosevelt had done much to set the pattern for such interfering behavior in the Dominican Republic’s internal affairs with the customs receivership. But Roosevelt had established strict limitations on what he believed the United States should and should not in the republic, and the 1907 treat had reaffirmed these restrictions. We would collect the customs, set aside 55 percent for satisfying foreign claimants, and give the politicians of Santo Domingo the remainder. We would protect the customhouses from the perils of insurrection. After that, if their political house was in disorder—and it usually was—it was their house.

That was Roosevelt and Root‘s approach. Their policy for the republic involved no sweeping American prescriptions for reordering Dominican finances or tinkering with the republic’s chronically disturbed political system. Taft and Knox went much further. In 1912, when revolutionary outbreaks disturbed the frontier, the American minister, William Russell, recommended military occupation of the customhouses and indeed a takeover of the country to bring to an end what he considered barbaric practices—forced recruiting into warlord armies, pilfering of public funds, and judicial corruption.

Wilson and Bryan advocated even more stringent requirements for the Dominican political system. The president personally directed Mexican policy, and he gave Bryan and the State Department considerable latitude in Dominican and Haitian affairs. The Great Commoner was easily the most controversial of Wilson’s cabinet appointees. Acting on the impulse that he must cleanse the foreign service, he zealously removed most of the appointees who had secured their posts under the nascent professional standards inaugurated by Hay and appointed wheelhorses and party hacks in their stead. For Latin American posts Bryan’s housecleaning resulted in the dismissal of ministers with an average of fifteen years’ experience and knowledge of the language of the country to which they were accredited. Most of Bryan’s nominees were simply incompetent, though the new minister to the Dominican Republic, James M. Sullivan, a former lawyer and prizefight promoter (who had been recommended by the secretary of state as one of his “deserving Democrats”), was both incompetent and corrupt. Eventually public revelations about the circumstances of his appointment and Wilson’s intervention brought Sullivan’s removal but not before he had seriously damaged American prestige in the republic.

Death of Venice’s Stato da Mar, c. 1500

Vasco da Gama returned from India in September 1499, having rounded the Cape of Good Hope. The Republic dispatched an ambassador to the court of Lisbon to investigate; it was not until July 1501 that his report came in. The reality of it fell on the lagoon like a thunderclap. Terrible foreboding gripped the city. For the Venetians, who lived with a particularly intense awareness of physical geography, the implications were obvious. Priuli poured his gloomiest predictions into his diary. It was a marvel, incredible, the most momentous news of the time:

… which will take a greater intelligence than mine to comprehend. At the receipt of this news, the whole city … was dumbfounded, and the wisest thought it was the worst news ever heard. They understood that Venice had ascended to such fame and wealth only through trading by sea, by means of which a large quantity of spices were brought in, which foreigners came from everywhere to buy. From their presence and the trade [Venice] acquired great benefits. Now from this new route, the spices of India will be transported to Lisbon, where Hungarians, Germans, the Flemish, and the French will look to buy, being able to get them at a better price. Because the spices that come to Venice pass through Syria and the sultan’s lands, paying exorbitant taxes at every stage of the way, when they get to Venice the prices have increased so much that something originally worth a ducat costs a ducat seventy or even two. From these obstacles, via the sea route, it will come about that Portugal can give much lower prices.

Cutting out hundreds of small middlemen, snubbing the avaricious, unstable Mamluks, buying in bulk, shipping directly: To Venetian merchants, such advantages were self-evident.

There were countering voices; some pointed out the difficulties of the voyage:

… the king of Portugal could not continue to use the new route to Calicut, since of the thirteen caravels which he had dispatched only six had returned safely; that the losses outweighed the advantages; that few sailors would be prepared to risk their lives on such a long and dangerous voyage.

But Priuli was certain: “From this news, spices of all sorts will decrease enormously in Venice, because the usual buyers, understanding the news, will decline, being reluctant to buy.” He ended with an apology to future readers for having written at such length. “These new facts are of such importance to our city that I have been carried away with anxiety.”

In a visionary flash, Priuli foresaw, and much of Venice with him, the end of a whole system, a paradigm shift: not just Venice, but a whole network of long-distance commerce doomed to decline. All the old trade routes and their burgeoning cities that had flourished since antiquity were suddenly glimpsed as backwaters—Cairo, the Black Sea, Damascus, Beirut, Baghdad, Smyrna, the ports of the Red Sea, and the great cities of the Levant, Constantinople itself—all these threatened to be cut out from the cycles of world trade by oceangoing galleons. The Mediterranean would be bypassed; the Adriatic would no longer be the route to anywhere; important outstations such as Cyprus and Crete would sink into decline.

The Portuguese rubbed this in. The king invited Venetian merchants to buy their spices in Lisbon; they would no longer need to treat with the fickle infidel. Some were tempted, but the Republic had too much invested in the Levant to withdraw easily; their merchants there would be soft targets for the sultan’s wrath if they bought elsewhere. Nor, from the eastern Mediterranean, was sending their own ships to India readily practical. The whole business model of the Venetian state appeared, at a stroke, obsolete.

The effects were felt almost immediately. In 1502, the Beirut galleys brought back only four bales of pepper; prices in Venice steepled; the Germans reduced their purchases; many decamped to Lisbon. In 1502, the Republic dispatched a secret embassy to Cairo to point out the dangers. It was essential to destroy the Portuguese maritime threat now. They offered financial support. They proposed digging a canal from the Mediterranean to the Red Sea. But the Mamluk dynasty, hated by its subjects, was also in decline. It proved powerless to see off the intruders. In 1500, the Mamluk chronicler Ibn Iyas recorded an extraordinary event. The balsam gardens outside Cairo, which had existed since remote antiquity, produced an oil with miraculous properties highly prized by the Venetians. Its trade symbolized the centuries-old commercial relationship between Islamic countries and the West. That year, the balsam trees withered away and vanished forever. Seventeen years later, the Ottomans strung up the last Mamluk sultan from a Cairo gate.

Tome Pires, a Portuguese adventurer, gleefully spelled out the implications for Venice. In 1511, the Portuguese conquered Malacca on the Malay Peninsula, the market for the produce of the Spice Islands. “Whoever is lord of Malacca,” he wrote, “has his hand on the throat of Venice.” It would be a slow and uneven pressure, but the Portuguese and their successors would eventually squeeze the life out of the Venetian trade with the Orient. The fears that Priuli expressed would in time prove well-founded; and the Ottomans meanwhile would systematically strip away the Stato da Mar.

The classical allusions of de’ Barbari’s map already contain a backward-looking note; they hint at nostalgia, a remaking of the tough, energetic realities of the Stato da Mar into something ornamental. They perhaps reflected structural changes within Venetian society. The recurrent bouts of plague meant that the city’s population was never self-replenishing; it relied on immigrants, and many of those from mainland Italy came without knowledge of the seafaring life. It was already noticeable during the Chioggia crisis that the volunteer citizens had to be given rowing lessons. In 1201, at the time of the adventure of the Fourth Crusade, the majority of Venice’s male population were seafarers; by 1500, they were not. The emotional attachment to the sea, expressed in the Senza, would last until the death of the Republic, but by 1500, Venice was turning increasingly to the land; within four years, it would be engaged in a disastrous Italian war that would again bring enemies to the edge of the lagoon. There was a crisis in shipbuilding, a greater emphasis on industry. The patriotic solidarity that had been the hallmark of Venetian destiny had been seen to fray: A sizable part of the ruling elite had demonstrated that, though still keen to recoup the profits of maritime trade, they were not prepared to fight for the bases and sea-lanes on which it depended. Others, who had made fortunes in the rich fifteenth century, stopped sending their sons to sea as apprentice bowmen. Increasingly, a wealthy man might look to reinvest in estates on the terra firma, to own a country mansion with escutcheons over the door; these were respectable hallmarks of nobility to which all self-made men might aspire.

It was Priuli again, acute and regretful, who caught this impulse and pinpointed the declining glory it seemed to imply. “The Venetians,” he wrote in 1505, “are much more inclined to the Terra Firma, which has become more attractive and pleasing, than to the sea, the ancient root cause of all their glory, wealth, and honor.”

Comparing the Russian and Turkish Revolutions

During all these years there were remarkable parallels between those two arch-enemies of the past, Turkey and Russia. The Russian revolution in 1905, the Young Turks in 1908, had both sprung from the same original passions – a deeply rooted desire for democratic government at a time when the equivalent of Britain’s Industrial Revolution was changing the face of the two empires, each half European, half Asian. Each had reached a moment of destiny after losing a succession of wars. The parallels went further. Both separated Church from State. And while Constantinople became Istanbul, and a new capital was built out of a primitive village on the steppes, St Petersburg became Petrograd, then Leningrad and the capital was moved to Moscow. In both cases the move was symbolic, the sign not only that each country wanted to blot out its tarnished history but wanted also to signalise to the world that it was making a fresh start.

There was, however, one vital difference between the two countries. A massive ideology underlay the tremendous events in Russia, often paralysing the Bolshevik attempts to introduce reforms, to get things done. By contrast Musatafa Kemal, as he Europeanised Turkey, unceremoniously nationalising banks, introducing rural electrification, was never hampered by mystical theories which had to be earnestly debated. Since the basis of Mustafa Kemal’s ideology was to produce a modern, Westernised Turkey, he could bulldoze any measures, however startling, through Parliament simply because reform was the only creed he preached.

Venice’s Imperial Stato da Mar

By the treaty of October 1204, the Partition of the Lands of the Roman (Byzantine) Empire, Venice became overnight the inheritor of a maritime empire. At a stroke, the city was changed from a merchant state into a colonial power, whose writ would run from the top of the Adriatic to the Black Sea, across the Aegean and the seas of Crete. In the process its self-descriptions would ascend from the Commune, the shared creation of its domestic lagoon, to the Signoria, the Serenissima, the Dominante—“the Dominant One”—a sovereign state whose power would be felt, in its own proud formulation, “wherever water runs.”

On paper, the Venetians were granted all of western Greece, Corfu, and the Ionian islands, a scattering of bases and islands in the Aegean Sea, critical control of Gallipoli and the Dardanelles, and, most precious of all, three-eighths of Constantinople, including its docks and arsenal, the cornerstone of their mercantile wealth. The Venetians had come to the negotiating table with an unrivaled knowledge of the eastern Mediterranean. They had been trading in the Byzantine Empire for hundreds of years, and they knew exactly what they wanted. While the feudal lords of France and Italy went to construct petty fiefdoms on the poor soil of continental Greece, the Venetians demanded ports, trading stations, and naval bases with strategic control of seaways. None of these were more than a few miles from the sea. Wealth lay not in exploiting an impoverished Greek peasantry, but in the control of sea-lanes along which the merchandise of the East could be channeled into the warehouses of the Grand Canal. Venice came in time to call its overseas empire the Stato da Mar, the “Territory of the Sea.” With two exceptions, it never comprised the occupation of substantial blocks of land—the population of Venice was far too small for that—rather it was a loose network of ports and bases, similar in structure to the way stations of the British Empire. Venice created its own Gibraltars, Maltas, and Adens, and like the British Empire it depended on sea power to hold these possessions together.

This empire was almost an accidental construct. It contained no program for exporting the values of the Republic to benighted peoples; it had little interest in the lives of these unwilling subjects; it certainly did not want them to have the rights of citizens. It was the creation of a city of merchants and its rationale was exclusively commercial. The other beneficiaries of the partition of 1204 concocted scattered kingdoms with outlandish feudal titles—the Latin Empire of Constantinople, the Kingdom of Salonika, the Despotate of Epirus, the Megaskyrate of Athens and Thebes, the Triarchy of Euboea, the Principality of Achaea, the Marquisates of Boudonitza and Salonae—the list was endless. The Venetians styled themselves quite differently. They were proud lords of a Quarter and Half a Quarter of the Empire of Romania. It was a merchant’s precise formulation, coming in total to three-eighths, like a quantity of merchandise weighed in a balance. The Venetians, shrewdly practical and unromantic, thought in fractions: They divided their city into sixths, the capital costs of their ships into twenty-fourths, and their trading ventures into thirds. The places where the flag of Saint Mark was raised and his lion carved on harbor walls and castle gates existed, in the repeated phrase, “for the honor and profit of Venice.” The emphasis was always on the profit.

The Stato da Mar allowed the Venetians to ensure the security of their merchant convoys, and it protected them from the whims of foreign potentates and the jealousy of maritime rivals. Crucially, the treaty afforded full control of trade within the center of the eastern Mediterranean. At a stroke it locked their competitors, the Genoese and the Pisans, out of a whole commercial zone.

Theoretically Byzantium had now been neatly divided into discrete blocks of ownership, but much of this existed only on paper, like the crude maps of Africa carved up by medieval popes. In practice the divisions were far messier. The implosion of the Greek empire shattered the world of the eastern Mediterranean into glittering fragments. It left a power vacuum, the consequences of which no one could foresee—the irony of the Fourth Crusade was that it would advance the spread of Islam, which it had set out to repel. The immediate aftermath was less an orderly distribution than a land grab.

The eastern Mediterranean became a magnet for adventurers and mercenaries, pirates and soldiers of fortune from Burgundy, Lombardy, and the Catalan ports. It was a last Christian frontier for the young and the bold. Tiny principalities sprang up on the islands and plains of Greece, each one guarded by its desolate castle, engaging in miniature wars with its neighbors, feuding and killing. The history of the Latin kingdoms of Greece is a tale of confused bloodshed and medieval war. Few of them lasted long. Dynasties conquered, ruled, and vanished again within a couple of generations, like light rain into the dry Greek earth. They were dogged by continuous, if uncoordinated, Byzantine resistance.

Venice knew better than most that Greece was no El Dorado. True gold was coined in the spice markets of Alexandria, Beirut, Acre, and Constantinople. They impassively watched the feudal knights and mercenary bands hack and hatchet each other and pursued a careful policy of consolidation. They hardly bothered with many of their terrestrial acquisitions. They never claimed western Greece, with the exception of its ports, and unaccountably failed to garrison Gallipoli, the key to the Dardanelles, at all. Adrianople was assigned elsewhere for lack of Venetian interest.

The Venetians’ eyes remained fixed on the sea but they had to fight for their inheritance, continuously dogged by Genoese adventurers and feudal lordlings. This would involve them in half a century of colonial war. Venice was granted the strategic island of Corfu, a crucial link in the chain of islands at the mouth of the Adriatic, but they had to oust a Genoese pirate to secure it and then lost it again five years later. In 1205, they bought Crete from the Crusader lord Boniface of Montferrat for five thousand gold ducats, then spent four years expelling another Genoese privateer, Henry the Fisherman, from the island. They took two strategic ports on the southwest tip of the Peloponnese, Modon and Coron, from pirates, and established a foothold on the long barrier island of Euboea, which the Venetians called Negroponte (the Black Bridge), on the east coast of Greece. And in between they occupied or sublet a string of islands around the south coast of the Peloponnese and across the wide Aegean. It was out of this scattering of ports, forts, and islands that they created their colonial system. Venice, following the Byzantines, referred to this whole geographic area as Romania—the “Kingdom of the Romans,” the word the Byzantines used for it—and divided it up into zones: Lower Romania, which constituted the Peloponnese, Crete, the Aegean islands, and Negroponte; and Upper Romania, the lands and seas beyond, up the Dardanelles to Constantinople itself. Farther still lay the Black Sea, a new zone of potential exploitation.

Venice and Constantinople, 1082

For four hundred years the Adriatic itself had been ruled from Rome; for another six hundred the sea, and Venice itself, had been subject to Rome’s Greek-speaking successor, the Byzantine emperors in Constantinople. By the year 1000, this power was starting to wane, and the Venetians were engaged in a stealthy act of substitution. In the small stone cathedrals of Zara, Spalato, Istria, and Traù, the Venetian doge was remembered in prayers only after the name of the emperor in Constantinople, but this practice was, simply, a ritual. The emperor was far away; his power no longer stretched much north of Corfu, at the gates of the Adriatic, and along the Italian shore. The lords of Dalmatia were in all fact the Venetians. The power vacuum created by weakening Byzantine control would allow Venice to move up the scale progressively from subjects to equal partners and finally, in tragic circumstances, to usurpers of the Byzantine sea. The lords of the Dalmatian coast were embarked on the ascent.

The relationship between Byzantium and Venice was one of intense complexity and longevity, chafed by mutually contradictory views of the world and subject to wild mood swings, yet Venice always looked to Constantinople. This was the great city of the world, the gateway to the East. Through its warehouses on the Golden Horn flowed the wealth of the wider world: Russian furs, wax, slaves, and caviar; spices from India and China; ivory, silk, precious stones, and gold. Out of these materials, Byzantine craftsmen fashioned extraordinary objects, both sacred and profane—reliquaries, mosaics, chalices chased with emeralds, costumes of shot silk—that formed the taste of Venice. The astonishing Basilica of Saint Mark, reconsecrated in 1094, was designed by Greek architects on the pattern of the Church of the Holy Apostles in Constantinople; its artisans recounted the story of Saint Mark, stone by stone, in imitation of the mosaic styles of Saint Sophia (Hagia Sophia); its goldsmiths and enamelers created the Pala d’Oro, the golden altarpiece, a miraculous expression of Byzantine devotion and art. The whiff of spices on the quays of Venice had been carried a thousand miles from the godowns of the Golden Horn. Constantinople was Venice’s souk, where its merchants gathered to make (and lose) fortunes. As loyal subjects of the emperor, the right to trade in his lands was always their most precious possession. He, in turn, used this privilege as the bargaining chip to rein in his uppity vassals. In 991 Orseolo gained valuable trading rights for Venetian support in the Adriatic; twenty-five years later they were tetchily withdrawn again in a spat.

Differing attitudes to commerce marked a sharp dividing line. From early on, the amoral trading mentality of the Venetians—the assumed right to buy and sell anything to anyone—shocked the pious Byzantines. Around 820 the emperor complained bitterly about Venetian cargoes of war materials—timber, metal, and slaves—to his enemy, the sultan in Cairo. But in the last quarter of the eleventh century the Byzantine Empire, such a durable presence in the Mediterranean basin, started to decline, and the balance of power began tilting in Venice’s favor. In the 1080s the Venetians defended the empire in the Adriatic against powerful Norman war bands, intent on taking Constantinople itself. Their reward was sumptuous. With all the imperial pomp of Byzantine ritual, the emperor affixed his golden seal (the bulla aurea) to a document that would change the sea forever. He granted the city’s merchants the rights to trade freely, exempt from tax, throughout his realms. A large number of cities and ports were specified by name: Athens and Salonika, Thebes and Antioch and Ephesus, the islands of Chios and Euboea, key harbors along the coasts of southern Greece such as Modon and Coron—invaluable staging posts for Venetian galleys—but above all, Constantinople itself.

Here, Venice was given a prize site down by the Golden Horn. It included three quays, a church and bakery, shops and warehouses for storing goods. Though nominal subjects of the emperor, the Venetians had effectively acquired their own colony, with all the necessary infrastructure, in the heart of the richest city on earth, under extremely favorable conditions. Only the Black Sea, Constantinople’s grain basket, was barred to the avid traders. Quietly echoing among the solemn, convoluted lines of the Byzantine decree was the sweetest Greek word a Venetian might ever want to hear: monopoly. Venice’s jostling rivals in maritime trade—Genoa, Pisa, and Amalfi—were now put at such disadvantage that their presence in Constantinople was almost futile.

The Golden Bull of 1082 was the golden key that opened up the treasure-house of eastern trade for Venice. Its merchants flocked to Constantinople. Others started to permeate the small ports and harbors of the eastern seaboard. By the second half of the twelfth century, Venetian merchants were visible everywhere in the eastern Mediterranean. Their colony in Constantinople grew to around twelve thousand and, decade by decade, the trade of Byzantium imperceptibly passed into their hands. They not only funneled goods back to an avid market in continental Europe, they acted as intermediaries, restlessly shuttling back and forth across the ports of the Levant, buying and selling. Their ships triangulated the eastern seas, shipping olive oil from Greece to Constantinople, buying linen in Alexandria and selling it to the Crusader states via Acre; touching Crete and Cyprus, Smyrna and Salonika. At the mouth of the Nile, in the ancient city of Alexandria, they bought spices in exchange for slaves, endeavoring at the same time to perform a nimble balancing act between the Byzantines and the Crusaders on one hand and their enemy, the Fatimid dynasty in Egypt, on the other. With each passing decade, Venice was sinking its tentacles deeper into the trading posts of the East; its wealth saw the rise of a new class of rich merchants. Many of the great families of Venetian history began their ascent to prominence during the boom years of the twelfth century. The period heralded the start of commercial dominance.

With this wealth came arrogance—and resentment.

The Postwar Quonset Era

The Quonset form [called kamaboko-gata in Japanese] rippled throughout postwar visual culture. It no longer needed explaining; it had become an icon unto itself. On television shows like Gomer Pyle, USMC, the action played out on a stage set dominated by the horizontal lines and half-circle forms of the Quonset. The Marx Toy Company, creator of the Yo-Yo, released a yellow “Construction Office” Quonset toy. Sherwin Williams, playing to the evolving market, developed, in conjunction with Stran-Steel, a special paint called Quon-Kote, whose can was festooned with rows of Quonsets. “Quon-Kote dresses up your Quonset, gives it a trim, well-kept look that is an important business asset.” One can even find a lasting example of the Quonset influence, oddly enough, in an engineering textbook, where the Quonset was pictured with a halo of arrows and numbers. The typical exercise posited the situation thus: “You are to design Quonset huts for a military base in the Mideast. The design windspeed is 100 ft/s.” Problem-solving questions included, “What is the net drag force acting on the Quonset hut?”

The Quonset seemed ubiquitous in any sector of public life; indeed, it even played a part as ideal fallout shelters in proving-grounds tests and elsewhere (e.g., in Palm Beach, Florida, a buried Quonset-type structure served as a temporary shelter for the vacation home of President Kennedy) as postwar peace and optimism were quickly overshadowed by the threat of atomic war. Indeed, Quonsetlike structures, designed by entrepreneurs like Nebraska’s Walt Behlen, were even submitted to test atomic explosions at the proving grounds in Nevada. Civil defense officials were intrigued by the domelike profile for the same reasons as engineers—the way the wind, or the force of an atomic blast, moved across its surface.

On college campuses, where enrollment had soared as returning veterans took advantage of the GI Bill, Quonsets mushroomed as temporary classrooms and student housing. “It was a lifesaver for all of us because housing prices in New Haven were out of sight,” one veteran told Yankee Magazine. “We had to wait three semesters to get a Quonset hut.” In Kalamazoo, Indiana, the Quonset community was referred to as a “genteel slum”—one veteran remembered the walls being so thin he could hear his neighbor asking for bread. Another Quonset resident recalled the instant neighborly bonhomie that seemed to arrive with the huts. “We enjoyed our neighbors, had people to dinner and sherry parties, and a lot of drop-in visitors from the campus and from the neighboring college where I was still teaching … We tackled the insufficiencies with enthusiasm.” Bernard Malamud was said to have written a number of his short stories in a Quonset at Oregon State University in 1948. The writer Lewis Lapham’s recollections of a job interview with the Central Intelligence Agency a year out of college involved a Quonset: “The interview took place in one of the Quonset huts near the Lincoln Memorial that had served as the Agency’s temporary headquarters during World War II. The military design of a building hastily assembled for an urgent purpose imparted an air of understated glory, an effect consciously reflected in the studied carelessness of the young men asking the questions.” …

In 1948, a young political neophyte named Gerald Ford set up his congressional campaign headquarters in a Quonset (emblazoned with his portrait) in Grand Rapids, Michigan. … Foreshadowing Bill Gates’ garage founding of Microsoft, engineer William Bradford Shockley, in 1955, set up his fledgling and pioneering semiconductor company—the creative spark that ignited what would become Silicon Valley—in a Quonset in California, near Palo Alto. In 1947, a food company salesman named Jeno Paulucci opened his novel business—what would become the Chinese food giant Chun-King—in a Quonset near Duluth, Minnesota. Great Lakes actively pitched such uses. “You’re in business Faster and for Less money with a Quonset.”

Spain’s Era of Desengaño: ‘Queremos comer sin trabajar’

The great plague of 1599–1600 wiped out at a single blow much of the population increase of the sixteenth century, and opened a new era in Castilian demographic history: an era of stagnation, and perhaps of demographic decline.

The economic consequences of the plague were to be seen in the labour crisis with which the new century opened, and can be traced in the 30 per cent increase in salaries in the three years that followed it. González de Cellorigo, an official in the chancellery of Valladolid who published in 1600, under the shadow of the plague, a brilliant treatise on the problems of the Spanish economy, accurately prophesied its effects: ‘Henceforth we can only expect that everything requiring human industry and labour will be very expensive… because of the shortage of people for tillage and for all the types of manufactures that the kingdom needs.’ The acute labour shortage, and the consequent upswing of salaries, were, as González de Cellorigo appreciated, irreparable disasters for the Castilian economy, since they destroyed the possibility that the years of peace might be used to build up Castilian industry to a point at which it would again be able to compete with foreign industries in the home and overseas markets.

But the most serious long-term consequences of the plague may have been psychological rather than economic. Already, before it was struck by the plague, Castile was weary and depressed. The failures in France and the Netherlands, the sack of Cadiz by the English, and the King’s request for a national donativo in 1596 as bankruptcy struck, completed the disillusionment that had begun with the defeat of the Invincible Armada. Then, to crown it all, came the plague. The unbroken succession of disasters threw Castile off balance. The ideals which had buoyed it up during the long years of struggle were shattered beyond repair. The country felt itself betrayed – betrayed perhaps by a God who had inexplicably withdrawn His favour from His chosen people. Desolate and plague-stricken, the Castile of 1600 was a country that had suddenly lost its sense of national purpose.

Castilians reacted to the moment of disillusionment in different ways. Optimism had gone, to be replaced by bitterness and cynicism, or else by the resignation of defeat. The new mood of fatalism and disillusionment naturally tended to reinforce certain latent tendencies that had already been encouraged by the unusual circumstances of the sixteenth century. During that century, events had conspired to disparage in the national estimation the more prosaic virtues of hard work and consistent effort. The mines of Potosí brought to the country untold wealth; if money was short today, it would be abundant again tomorrow when the treasure fleet reached Seville. Why plan, why save, why work? Around the corner would be the miracle – or perhaps the disaster. Prices might rise, savings be lost, the crops fail. There seemed little point in demeaning oneself with manual labour, when, as so often happened, the idle prospered and the toilers were left without reward. The events of the turn of the century could only increase this sense of insecurity and strengthen an already widespread fatalism. It was fatalism that characterized the outlook of the pícaro, and the seventeenth century was essentially the age of the pícaro, living on his wits – hungry today, well fed tomorrow, and never soiling his hands with honest work. ‘Queremos comer sin trabajar’: we want to eat without working. The words could be applied to Castilians in many walks of life, from the townsman living comfortably on his annuities to the vagabond without a blanca in his purse.

It was in this atmosphere of desengaño, of national disillusionment, that Cervantes wrote his Don Quixote, of which the first part appeared in 1605 and the second in 1614. Here, among many other parables, was the parable of a nation which had set out on its crusade only to learn that it was tilting at windmills. In the end was the desengaño, for ultimately the reality would always break in on the illusion. The events of the 1590s had suddenly brought home to more thoughtful Castilians the harsh truth about their native land – its poverty in the midst of riches, its power that had shown itself impotent. Brought face to face with the terrible paradoxes of the Castile of Philip III, a host of public-spirited figures – such men as González de Cellorigo and Sancho de Moncada – set themselves to analyse the ills of an ailing society. It is these men, known as arbitristas (projectors), who give the Castilian crisis of the turn of the century its special character. For this was not only a time of crisis, but a time also of the awareness of crisis – of a bitter realization that things had gone wrong. It was under the influence of the arbitristas that early seventeenth-century Castile surrendered itself to an orgy of national introspection, desperately attempting to discover at what point reality had been exchanged for illusion. But the arbitristas – as their name suggested – were by no means content merely to analyse. They must also find the answer. That an answer existed they had no doubt; for just as Sancho Panza had in him something of Don Quixote, so also even the most pessimistic arbitrista was still something of an optimist at heart. As a result, the Government of Philip III found itself bombarded with advice – with innumerable projects, both sensible and fantastic, for the restoration of Castile.

“New Spain’s Century of Depression”

The imperialism of Philip II’s reign had been based on a Spanish-Atlantic economy, in that it was financed out of the resources of America and of a Castile which itself received regular injections of silver from the silver-mines of the New World. During the last decade of the sixteenth century American silver was still reaching Spain in very large quantities, and the port of Seville had an undeniable air of prosperity; but the comforting appearances masked the beginning of a radical change in the structure of the entire Spanish-Atlantic system.

This change was, in part, a direct result of Spain’s war with the Protestant powers of the north. In the first two decades after the outbreak of the Netherlands revolt, the Dutch had continued to trade with the Iberian peninsula. Spain was dependent on northern and eastern Europe for its supplies of grain, timber, and naval stores, a large proportion of which were transported in Dutch vessels. Irked by Spain’s continuing dependence on the Dutch, and anxious to strike a blow at the Dutch economy, Philip II placed an embargo on Dutch ships in Spanish and Portuguese ports in 1585, and again in 1595. The Dutch appreciated as well as Philip II that any interference with their peninsular trade threatened them with disaster. They needed Spanish silver and colonial produce, just as they also needed the salt of Setúbal for their herring industry. Faced with embargoes on their peninsular trade, they therefore reacted in the only possible way, by going direct to the producing areas for the goods they needed – to the Caribbean and Spanish America. From 1594 they were making regular voyages to the Caribbean; in 1599 they seized the salt island of Araya. This intrusion of the Dutch into the Caribbean disrupted the pearl fisheries of Santa Margarita and dislocated the system of maritime communications between Spain’s colonial possessions. For the first time, Spain found itself heavily on the defensive in the western hemisphere, its overseas monopoly threatened by increasingly audacious Dutch and English attacks.

The presence of northern interlopers in the American seas was a serious danger to the Spanish commercial system; but potentially even more serious was the simultaneous transformation in the character of the American economy. During the 1590s the boom conditions of the preceding decades came to an end. The principal reason for the change of economic climate is to be found in a demographic catastrophe. While the white and the mixed population of the New World had continued to grow, the Indian population of Mexico, scourged by terrible epidemics in 1545–6 and again in 1576–9, had shrunk from some 11,000,000 at the time of the conquest in 1519 to little more than 2,000,000 by the end of the century; and it is probable that a similar fate overtook the native population of Peru. The labour force on which the settlers depended was therefore dramatically reduced. In the absence of any significant technological advance, a contracting labour force meant a contracting economy. The great building projects were abruptly halted; it became increasingly difficult to find labour for the mines, especially as the negroes imported to replace the Indians proved to be vulnerable to the same diseases as those which had wiped out the native population; and the problem of feeding the cities could only be met by a drastic agrarian reorganization, which entailed the creation of vast latifundios where Indian labour could be more effectively exploited than in the dwindling Indian villages.

The century that followed the great Indian epidemic of 1576–9 has been called ‘New Spain’s century of depression’ – a century of economic contraction, during the course of which the New World closed in on itself. During this century it had less to offer Europe: less silver, as it became increasingly expensive to work the mines, and fewer opportunities for the emigrants – the 800 or more men and women who were still arriving in the 1590s in each flota from Seville. At the same time, it also came to require less of Europe – or at least of Spain. European luxury products found themselves competing with the products of the Far East carried to America in the Manila galleon. But much more serious from the point of view of Spain was the establishment in its American possessions of an economy dangerously similar to its own. Mexico had developed a coarse cloth industry, and Peru was now producing grain, wine, and oil. These were exactly the products which had bulked so large in the cargoes from Seville during the preceding decades. In fact, the staple Spanish exports to America were ceasing to be indispensable to the settlers, and in 1597 Spanish merchants found it impossible to dispose of all their goods: the American market, the source of Andalusia’s prosperity, was for the first time overstocked.

From the 1590s, therefore, the economies of Spain and of its American possessions began to move apart, while Dutch and English interlopers were squeezing themselves into a widening gap. It was true that Seville still retained its official monopoly of New World trade, and that Sevillan commerce with America reached an all-time record in 1608, to be followed by a further twelve years in which trade figures, while fluctuating, remained at a high level. But, as an index to national prosperity, the figures are deprived of much of their significance by the fact that the cargoes were increasingly of foreign provenance. The goods which Spain produced were not wanted by America; and the goods that America wanted were not produced by Spain.
