German vs. Polish War Damage

[“Bomber”] Harris believed that the bombing campaign against German cities, together with the Soviet struggle against Hitler’s forces in the east, would bring the war to an end in 1944, sparing the Western Allies from having to mount an invasion. The Ministry of Economic Warfare provided him with a table of a hundred German towns, compiled from Bomber’s Baedeker data, rating them according to their economic importance. He crossed them out one by one as his planes worked through the list. Although the campaigns did not have the effect that he had predicted, they continued after the D-Day invasion in June 1944, and were sustained almost up to the moment at which Germany finally surrendered.

During those last terrible months before the clock stopped at Stunde Null, Allied bombers made sure that they had left few German cities unvisited. The major targets had all been struck over and over again; minor potential targets now attracted increasing attention from the mission planners. With hindsight, speculative remarks in the Bomber’s Baedeker entry for Pforzheim read like a death sentence upon the Black Forest town and its inhabitants, who specialised in making jewellery and watches. ‘These industries were formerly carried out largely in the homes of the individual workers,’ the report observed, ‘and it may be said that almost every house in this city is a small workshop . . . As was the case in the 1914–1918 war, most of the factories and workshops of Pforzheim will have now been turned over to the manufacture of precision parts for instruments, small-arms components, fuzes, clockwork movements and similar products . . .’

In his post-war report on Bomber Command’s operations, Harris rewrote the Baedeker’s presumption into a statement of fact. As if the RAF’s reconnaissance aircraft could see through roofs and ceilings, the chief of Bomber Command asserted that ‘almost every house was a small workshop engaged in the production of instruments, small arms and fuzes’. Every house was therefore confirmed as a legitimate target, and so was everybody in it. The RAF bombed the town towards the end of February 1945, raising a firestorm. ‘Hardly a building remained intact,’ Harris claimed: the accepted figure for the extent of the destruction is 83 per cent. He noted that Pforzheim had a population of 80,000, but not that the raid killed 17,600 of those inhabitants. It was the third highest toll from an Allied raid in Europe, after the firestorms that left 18,500 dead in Hamburg and 25,000 in Dresden. The scale of the whole campaign is indicated by the estimate of 350,000 for the total death toll.

In hindsight, looking back along a timeline in which the war against the Third Reich ended in May, the attacks carried out against modest German towns in February and March seem to defy any strategic justification. Pforzheim and Würzburg were the most horrific instances of bombing that was, in Richard Overy’s measured judgement, ‘evidently punitive in nature and excessive in scale’. At the time it may have looked different to many on the Allied side, after the Western Allies’ slow progress towards German territory and the Reich’s deployment of new weapons, including the V-2 ballistic missiles that represented a new technology for bombing cities. The first American troops did not manage to get across the Rhine until early March, little more than a week before the climax of the British raids on Würzburg. In January, Britain’s Bombing Directorate had advocated inducing ‘a state of terror by air attack’. Hitherto, the RAF had euphemistically talked of attacking ‘morale’. Now the word ‘terror’ was slipping into the Allies’ usage, as they cast about for ways to win the war.

Even with hindsight, and even with decades in which to reflect upon how to locate right and wrong in the history of the air war against Germany, the campaign poses questions that are intractable even when they are answered. The period of reflection seemed to last until almost the end of the century, and then the books began to appear. Peter Johnson wrote his memoirs, subtitled Reflections and Doubts of a Bomber, which were published in 1995. The writer W.G. Sebald produced a series of essays that came out in 1999 under the title Luftkrieg und Literatur (Air War and Literature). Lighting his argument with firestorm scenes, he criticised his fellow German authors for having failed to write about the bombing war in a satisfactory fashion, or at all. Then, in 2002, came Jörg Friedrich’s Der Brand (The Fire), the best-seller that thrust the Bombenkrieg, and German suffering, to the forefront of national public debate about the Second World War. Written by a freelance scholar-journalist, Der Brand was not an argument about morality or a detached academic summation of events in their broader context. It was a literary enactment of agony, its testimony unbearably eloquent, and a lament for loss. To describe it as repetitious is not to deprecate its narrative structure, but to recognise the depiction of similar horrors in city after city as an assertive act of remembrance. Professional historians criticised its standards of scholarship, while acknowledging its literary power. Pushing its readers onward through inferno after inferno, Der Brand insisted that their gaze should be fixed upon the lives consumed in the fires, and the agonies in which those lives ended.

Across the eastern border, by contrast, Germany’s actions had created a moral framework of invulnerable simplicity for the Poles. In Warsaw the narrative was grand, tragic and unequivocal. It was easy to put together a story of urbicide planned from the start of the occupation, or even earlier (on the basis of a rumour that Friedrich Pabst had been appointed as the future Chief Architect of Warsaw more than a month before the German invasion). The so-called Pabst plan made a compelling narrative element, although in reality it may have been little more than a vanity project for a peripheral regime functionary from Würzburg. Poles embraced the story that emerged from the capital’s ruins, a sublime arc of victimhood and valour, as the story of the nation. Warsaw’s tragedy was Poland’s tragedy in its most concentrated form, reaching a peak of intensity in the Old Town’s passion of resistance, devastation and martyrdom. As it rebuilt its capital city, the whole nation created an example to be followed throughout the country, in spirit if not necessarily in form. The reconstruction of each individual Polish town or city was understood to be part of the greater national project.

No such understanding was available to Germans, for whom the very idea of a national story was fundamentally compromised. Jörg Arnold notes that Der Brand rarely even speaks of ‘Germans’ at all: ‘the locality, not the nation, is the focal point of reference’. That was the position in which the people of German cities found themselves after Stunde Null. Each town had to work out a story of its own upon which to rebuild itself.

U.S. & France Shift Vietnam Policy

IF AMERICAN MILITARY INTERVENTION IN VIETNAM WAS AT LONG last off the table, the Eisenhower administration still could not bring itself to take the next step and support a negotiated settlement. Even as each of the other main players in Geneva gravitated toward partition as the preferred solution—Viet Minh and French negotiators made significant progress on the particulars in secret meetings on June 4, 5, and 10, even as Georges Bidault personally remained noncommittal—the administration was loath to sign on. (At least publicly; privately, Bedell Smith told Australia’s Casey on June 13 that he personally accepted the idea of partition.) In domestic political terms, it would be better for the conference to collapse than for it to agree to a compromise with Communists, especially of the Chinese variety.

Hence the equanimity with which U.S. officials greeted the splits that emerged in restricted sessions in mid-June. The disagreements concerned the authority and composition of an international supervisory commission that would monitor the peace, and the status of Cambodia and Laos. Resolution seemed impossible, and many delegates, Eden among them, concluded that a breakup of the conference was imminent. Dulles was pleased, or at least not disturbed. “It is our view,” he cabled Bedell Smith on June 14, “that final adjournment of Conference is in our best interest, provided this can be done without creating an impression in France at this critical moment that France has been deserted by US and UK and therefore has no choice but capitulation on Indochina to Communists at Geneva and possible accommodation with Soviets in Europe.”

But what if such capitulation and accommodation occurred, or what if the Communists used the failure of the conference as an excuse to try to conquer the whole of the Indochinese peninsula? Robert Bowie, the director of the State Department’s Policy Planning Staff, articulated precisely that fear at a meeting of the NSC on June 15. Here was the United States, Bowie said, withdrawing from the Geneva Conference because she found the Communist proposals unacceptable, yet she was unwilling to do anything to bolster the French position. The likely result: The Viet Minh would charge down the peninsula and get more of Indochina than they were demanding at the conference. In the wake of such a development, Nehru and other “Asiatics” would swing to the Communist side. Far better, Bowie asserted, to defend “South Vietnam,” if necessary with four U.S. divisions.

Although U.S. diplomats in Saigon had made similar noises for several weeks, this was a revolutionary idea in the halls of power in Washington.53 Bowie had not merely asserted that partition served American interests better than allowing the negotiations to fail; he had said the southern half of Vietnam was militarily defensible. The five-power staff talks had come to the same conclusion, with a consensus that a line from Thakhek (in Laos) to Dong Hoi—that is, about 17°50’ north—could be defended. For the moment, Bowie found few takers for his argument, but his advocacy gained force among high officials in the days thereafter. Already by June 17, John Foster Dulles could be heard singing a new tune at another meeting of the NSC. Seconding Eisenhower’s comment that the native populations of Southeast Asia viewed the war as a colonial enterprise, the secretary, according to the note taker, said “perhaps the time had come” to let the French get out of Indochina entirely and then try to “rebuild from the foundations.” And later in the same meeting: “For the United States or its allies to try to fight now in the Delta area was almost impossible, if for no other reason than that the French have no inclination to invite us in. They are desperately anxious to get themselves out of Indochina.… Probably best to let them quit.”

The “perhaps” and the “probably” were important. Although in hindsight Dulles’s words constituted a watershed moment—the first clear sign of a monumental policy shift, from keeping the French fighting and resisting negotiations to moving France out of Indochina altogether and “rebuild[ing] from the foundations,” without the taint of colonialism—at the time, in mid-June 1954, neither he nor President Eisenhower knew what they wanted. They still groped hesitantly for some means of reconciling the competing imperatives on Indochina: to keep the nation out of “another Korea” while avoiding any hint of “appeasement” of the Communists. Seeing danger whichever way they turned, especially in a congressional election year, the two men still saw advantages in letting the Geneva meeting collapse without an agreement. On June 12, Smith candidly told Eden that he had just received a “plain spoken” personal message from Eisenhower instructing him to do everything in his power to bring the proceedings to an end as quickly as possible. “We decided,” the president himself would recall of this period in June, “that it was best for the United States to break off major participation in the Geneva Conference. The days of keeping the Western powers bound to inaction by creating divisions of policy among them in a dragged-out conference were coming to an end.”

In Paris, however, one man had a different idea. On June 18, six days after the Laniel government failed to win a vote of confidence (306 to 296), Pierre Mendès France, who had spoken out against this war longer and more fervently than any other leading politician, became France’s new prime minister. In soliciting the National Assembly’s support, the veteran Radical deputy didn’t merely proclaim as his first objective a cease-fire in Indochina; he vowed that he would resign within thirty days of his investiture if an agreement had not been reached. His last act before resigning, he added, would be to introduce a bill for conscription to supplement the professional army in the field, which the Assembly would have to vote on the same day. Mendès France was sufficiently encouraged by the results of the de Brébisson-Ha secret discussions to make this pledge, but he knew it was a gamble. How would the delegations at Geneva respond? Would he be able to bring the Viet Minh, the Americans, the Chinese, the Soviets along? And what about Bao Dai’s State of Vietnam, which that week had had her own change of leadership, one little noticed at the time but with enormous implications for the future? Buu Loc was out as prime minister, replaced by Ngo Dinh Diem. Would Diem, who immediately announced his opposition to any settlement involving partition, upset the Mendès France timetable?

So many questions, so much to work out. And the clock was now ticking.

Negotiating Partition of Vietnam

The president had indicated he would not order unilateral intervention, certainly not without the backing of a Congress that showed scant enthusiasm for going in alone. Dulles therefore continued the Franco-American negotiations over intervention, continued to apply pressure on Australia and New Zealand, continued to warn the British and French against agreeing to partition. The latter task became more difficult on May 25, for in restricted session on that day, Pham Van Dong explicitly endorsed the concept—or as explicitly as was possible without uttering the word. Each side would have complete administrative and economic control over its territory, he said in his characteristically staccato French, and would withdraw its military forces from the other zone. A similar arrangement would be implemented in Laos and Cambodia, with one zone for the royal governments of the Associated States and one for the Viet Minh–supported Pathet Lao and Khmer Issarak. Pham Van Dong stressed that his proposal did not represent a violation of the national unity of each country; the division in each case would be temporary and would lead to elections for reunification.

Pham Van Dong knew the general concept he was outlining would find favor in the British delegation and among many in the press corps. More important, he knew partition had growing support in the French camp. Georges Bidault, anxious to assuage the fears of the South Vietnamese government, remained hostile, but several officials—Claude Cheysson and Raymond Offroy, both of them Indochina specialists, as well as Jean Chauvel and Colonel de Brébisson—were convinced of the wisdom of attempting some kind of division of Vietnam, one that would give each side one of the deltas. A week earlier de Brébisson had commenced a series of face-to-face sessions with the Viet Minh’s Colonel Ha Van Lau, the first such Franco–Viet Minh meeting of the conference. Their initial charge was to discuss the evacuation of the wounded from Dien Bien Phu (it will be recalled that several hundred had been too ill to march to Viet Minh prison camps and had been left behind) as well as a possible exchange of prisoners, but in the days thereafter, they also considered other issues of contention, including the mechanics of a cease-fire and how to achieve the regroupment of the two sides. In the weeks to come, these two colonels, who had fought on opposite sides since the outbreak of the struggle—de Brébisson had been among the first French troops to disembark in Saigon, in November 1945, and Ha, a former clerk in the French colonial administration, had been political commissar in the 320th Division—would contribute as much as anyone to the final work of the conference.

Slowly, almost imperceptibly, Smith seemed to be coming around to the need for some kind of division of the country. At a press conference on May 27, he admitted that one could not ignore Ho Chi Minh’s well-disciplined and formidable fighting force, which controlled a significant proportion of the territory. This Viet Minh position of strength on the battlefield could not be wished out of existence. What the Eisenhower administration sought, Smith continued, was some means of reconciling this reality with American principles, leading to a “termination of hostilities on an honorable basis.”

UK Doubts About French Vietnam

[John Foster] Dulles produced a draft letter, addressed to [George] Bidault, stating that while U.S. intervention at Dien Bien Phu was now impossible, Washington was nevertheless ready to move “armed forces” into Indochina, provided France and other allies so desired, for the purpose of defending Southeast Asia. The letter was handed to Eden, who skimmed it and passed it on to Bidault. Several minutes ticked by as he read it and considered his options. He was still primarily interested in Dien Bien Phu, and he remained leery of internationalization, but perhaps this was a way to salvage something out of the wreckage. He cleared his throat and said yes, he would be prepared to receive the letter formally.

Suddenly events stood at a new watershed: United Action was back with a bang, and the war seemed about to be internationalized. [Anthony] Eden quickly interjected that his government did not feel bound by the Dulles-Eden communiqué of April 14 [1954] to intervene in the Indochina War. He could promise no more, he said, than to return to London at once to consult with his cabinet colleagues. But the foreign secretary understood that the crucial moment had arrived; as he noted in a cable to the Foreign Office just before heading to the airport: “It is now quite clear that we shall have to take a decision of first-class importance, namely whether to tell the Americans that we are prepared to go along with their plan or not.” Just prior to departure, he received a call from Maurice Schumann, the French secretary of state for foreign affairs, advising him that both Laniel and Bidault hoped he would gain approval from his colleagues to proceed “on the lines desired by Mr. Dulles.”

The dilemma was acute, as [Sir Evelyn] Shuckburgh observed in his diary that evening: “If we refuse to cooperate with the US plan, we strain the Alliance. If we do as Dulles asks, we certainly provoke the bitterest hostility of India and probably all other Asiatic states and destroy the Commonwealth. Also, a war for Indo-China would be about as difficult a thing to put across the British public as you could find.”

Eden and his team landed at 10:20 P.M., got into two waiting cars, and drove straight to Churchill’s country estate, Chequers, arriving shortly before midnight. There to greet them was the prime minister, wearing a silken two-piece suit covered by a dressing gown. Drinks were distributed, whereupon Eden laid out the essentials of the situation. Churchill heard him out, then ruminated on “our glorious Empire, our wonderful Indian Empire, we have cast it away”—the implication being, thought Shuckburgh, why should Britain fight for a decrepit French colonial effort after that? Then a cold supper, during which general agreement was reached that Britain should reject the American request. In London the following morning, the cabinet, in a rare Sunday meeting to which the chiefs of staff were also summoned, needed little persuasion to confirm the rejection. The chiefs of staff said the proposed action would be ineffective and added that even a total collapse in Indochina would not decisively affect the British position in Malaya. The domino theory did not hold.

Graham Greene in Vietnam

MORE THAN ANY OTHER OF GREENE’S NOVELS, THE QUIET AMERICAN contains firsthand reportage, much of it done on this three-and-a-half-month stay in 1951–52. A comparison of the book with his letters home, his journal, and his articles makes this clear. Much of the time he was in Saigon or Hanoi, but occasionally he accompanied French troops into the field. Tall and unarmed, he was an easy target, but he showed complete disregard for his own physical safety, even when at Phat Diem he found himself in the midst of heavy fighting. (This action too features in the novel.) Greene was not at this point pro-Communist, but the talent and fierce dedication of the Viet Minh impressed him. In his article for Life, he acknowledged that many of Ho Chi Minh’s supporters were motivated by idealism and were not part of any monolithic Stalinist movement. Even worse from the editors’ perspective, Greene saw little chance of stopping Communism in Indochina. The article urged France to prepare herself for retreat from the region and warned Washington that not all social-political problems could be overcome with force. Hughes and Luce, aghast at this message, rejected the piece, despite the fact that Greene also offered up a crude articulation of the domino theory of the type that Fowler ridicules in the novel. (“If Indo-China falls,” Greene wrote, “Korea will be isolated, Siam can be invaded in twenty-four hours and Malaya may have to be abandoned.”) Thus rebuffed, Greene offered the article to the right-wing Paris Match, which published it in July 1952.

Greene concluded the article with a jarringly sentimental tribute to the courage and skill of French soldiers. Maybe he was trying to soften the blow of the impending defeat. But it’s also the case that he retained in 1952 a good measure of sympathy for the French cause, and for European colonialism more generally. He had himself been born into the British Empire’s administrative class, and its worldview and mores continued to imbue him. He could write movingly of Saigon as the “Paris of the East,” and he much enjoyed spending time in the cafés along the rue Catinat in the company of French colons and officials. He was indeed in this period something of a Frenchman manqué. Castigating the Americans for being “exaggeratedly mistrustful of empires,” Greene said the Old World knew better: “We Europeans retain the memory of what we owe Rome, just as Latin America knows what it owes Spain. When the hour of evacuation sounds there will be many Vietnamese who will regret the loss of the language which put them in contact with the art and faith of the West.”

Little wonder that Greene and the colons got on so well; they spoke in the same terms regarding all that European colonialism had wrought and the damage the Americans could do. It is ironic, therefore, that some leading French officials mistrusted him. General de Lattre, eager to win more American aid and aware that Greene was in Indochina on assignment from an American magazine, initially went out of his way to woo the novelist, inviting him to informal dinners and giving him the use of a military plane. But the general’s opinion changed after Greene visited Phat Diem and showed keen interest in Bishop Le Huu Tu. De Lattre hated the bishop’s seeming double-dealing, blaming him for his son Bernard’s death near Phat Diem the previous year—the bishop, de Lattre believed, had tacitly allowed the Viet Minh to sneak up on the position Bernard’s unit was defending. In the general’s mind, Greene became a kind of accomplice in the treachery.

The elder de Lattre became convinced that Greene and his friend in Hanoi, the British consul Trevor-Wilson, were in fact spies, working for the British secret service. He blurted out to the head of the Sûreté: “All these English, they’re too much! It isn’t sufficient that they have a consul who’s in the Secret Service, they even send me their novelists as agents and Catholic novelists into the bargain.” De Lattre placed both men under Sûreté surveillance and used Vietnamese to assist in the effort. “The French gave us orders to watch Graham Greene very closely,” recalled Pham Xuan An, a self-taught English speaker who was tasked with censoring the Englishman’s dispatches, and who would later lead an extraordinary double life as a Time reporter and Viet Cong spy. “While he was in Asia, smoking opium and pretending to be a journalist, the Deuxième Bureau assured us he was a secret agent in MI6, British Intelligence.”

The title of this chapter is “The Quiet Englishman,” referring to Greene as the author of The Quiet American (1955).

Fall of Saigon, September 1945

Although an ICP-dominated “Committee of the South,” led by Tran Van Giau, had seized control of the city and other parts of Cochin China, its control was precarious. Until early September, order was maintained, despite grumbling from the Cao Dai, the Hoa Hao, and the Trotskyites over Tran Van Giau’s decision to negotiate with French representative Jean Cédile (the latter having parachuted into Cochin China on August 22). As the futility of the talks became widely known—the Viet Minh would discuss the country’s future ties to France only on condition that the French first recognize Vietnam’s independence, which Cédile refused to do—the frustration boiled over. French residents, afraid of losing their colonial privileges, braced for a struggle, while political skirmishing among the rival Vietnamese groups increased. In short order, Giau and the committee lost control of events.

Even worse, they did so precisely at the moment when Allied troops were about to arrive in Saigon. The first contingent of British troops, largely comprising Nepalese Gurkhas and Muslims from the Punjab and Hyderabad in the Twentieth Indian Division, entered the city on September 12. On every street hung large banners: “Vive les Alliés,” “Down with French Imperialism,” “Long Live Liberty and Independence.” The troops’ orders were to disarm the Japanese and to maintain law and order. More broadly, though, British officials, in London as well as in Saigon, saw their task as facilitating a French return. Unlike in the Middle East, where France was a rival to British interests, in Southeast Asia she was a de facto ally, a partner in preserving European colonial control in the region.

As ever, London strategists had to tread carefully, so as not to offend anticolonial sentiment in the United States or complicate relations with China. “We should avoid at all costs laying ourselves open to the accusation that we are assisting the West to suppress the East,” one junior official observed. “Such an accusation will rise readily to the lips of the Americans and Chinese and would be likely to create an unfavorable impression throughout Asia.” Other British analysts expressed similar concerns. But the course to be traveled was never in doubt. A failure to bolster the French in Vietnam could cause chaos in the country and also spur dissidence in Britain’s possessions—two very frightening prospects indeed. Hence the fundamental British objective: to get French troops into Indochina as quickly as possible, and then withdraw British forces with dispatch.

The man assigned to this task, Major General Douglas Gracey, commander of the Twentieth, has been described by historians as miscast for his role, in view of his pro-French bias and his paternalistic philosophy that “natives” should not defy Europeans. An unreconstructed colonialist, born in and of the empire, Gracey had spent his whole career with the Indian Army. “The question of the government of Indochina is exclusively French,” he said before leaving for Vietnam. “Civil and military control by the French is only a matter of weeks.” But if Gracey was unusual for his forthrightness, his thinking was fully within the mainstream of British official thinking in the period. Thus Foreign Secretary Ernest Bevin could tell the Chinese ambassador in September: “We naturally assumed that Indo-China would return to France.” And thus Anthony Eden could recall that “an Anglo-Indian force under General Gracey occupied the southern half of the country until the French were able to resume control.”

Still, it cannot be denied that Gracey by his initial actions in Saigon exacerbated an already-tense situation. His nickname was “Bruiser,” and it fit. When he arrived at Tan Son Nhut airfield aboard an American C-47 on September 13, he walked straight past the Viet Minh delegation waiting patiently by the tarmac and departed in the company of a group of Japanese soldiers. Gracey refused to meet Viet Minh leaders in the days thereafter, and indeed ordered that they be evicted from the former Governor-General’s Palace. “They came to see me and said ‘welcome’ and all that sort of thing,” he later said. “It was an unpleasant situation and I promptly kicked them out. They were obviously communists.”

On the twenty-first, following more unrest, Gracey proclaimed martial law. He banned public meetings and demonstrations, imposed a curfew, and closed down the Vietnamese press—even as he allowed French newspapers to continue to publish. Looters and saboteurs, he said, would be summarily shot. In effect the nationalist government was being shut down. The next day, encouraged by Cédile, Gracey released and rearmed more than a thousand excitable French soldiers. The soldiers, their ranks swollen by angry French civilians, promptly set about terrorizing any Vietnamese they encountered. Hundreds were beaten and jailed, and some Committee of the South members were hanged. One French woman who sympathized with the Viet Minh had her hair shaved off like those who collaborated with the Germans in metropolitan France. By midmorning on the twenty-third, the French flag was once more flying from most important buildings.

It was, in the words of one Briton on the scene, a coup d’état ….

Another observer, the Paris-based photojournalist Germaine Krull, who had arrived with the first contingent of Gurkhas on September 12, noted with disgust in her diary the sight of “these men, who were supposed to be the soldiers of France, this undisciplined horde whose laughing and singing I could hear from my window, corrupted by too many years in the tropics, too many women, too much opium and too many months of inactivity in the camp,” and who were now wandering through the streets “as if celebrating 14 July, their guns slung over their shoulders, cigarettes dangling from their lips.” On the rue Catinat she observed “soldiers driving before them a group of Annamites bound, slave-fashion to a long rope. Women spat in their faces. They were on the verge of being lynched.” That night Krull “realized only too well what a serious mistake we had made and how grave the consequences would be.… Instead of regaining our prestige we had lost it forever, and, worse still, we had lost the trust of the few remaining Annamites who believe in us. We had showed them that the new France was even more to be feared than the old one.”

Gracey, angered by the brutality of these “tough men,” ordered the former detainees back to barracks as punishment, but the damage was done: Viet Minh leaders on the twenty-fourth mobilized a massive general strike that paralyzed Saigon. French civilians barricaded their houses or sought refuge in the old Continental Hotel. Bursts of gunfire and the thuds of mortar rounds could be heard throughout the city, as Viet Minh squads attacked the airport and stormed the local jail to liberate hundreds of Vietnamese prisoners. At dawn on the twenty-fifth, Vietnamese bands of various political stripes slipped past Japanese guards in the Cité Herault section of town and massacred scores of French and Eurasian civilians, among them many women and children.

Thus began, it could be argued, the Vietnamese war of liberation against France. It would take several more months before the struggle would extend to the entire south, and more than a year before it also engulfed Hanoi and the north, which is why historians typically date the start of the war as late 1946. But this date, September 23, 1945, may be as plausible a start date as any.

Japan’s March 1945 Coup in Vietnam

SHORTLY AFTER SIX P.M. ON MARCH 9, 1945, A VISITOR ARRIVED AT the opulent Saigon offices of the French governor-general, Admiral Jean Decoux. It was Shunichi Matsumoto, Japan’s ambassador to Indochina, there ostensibly for the purpose of signing a previously worked-out agreement concerning rice supplies and French financial support for Japanese troops. As the signing ceremony ended, Matsumoto asked Decoux to linger for a private conversation. Matsumoto appeared nervous, the Frenchman later recalled, “something rare in an Asiatic.” It soon became clear why: Tokyo had ordered the ambassador to present an ultimatum, which required unconditional French acceptance no later than nine o’clock that same evening. The entire colonial administration, including army, navy, police, and banks, were to be placed under Japanese command.

For almost five years, Decoux had dreaded the arrival of this moment. Ever since he took office, in July 1940, his overriding objective had been to preserve French sovereignty over Indochina, at least in a nominal sense, so that after the armistice the colony could still be a jewel in the empire. Now Tokyo had issued a demand that, if agreed to, would abolish French colonial control over Indochina. Decoux played for time, but Matsumoto did not budge—the deadline was firm. The Frenchman consulted with several associates, and at 8:45 sent a letter via messenger urging a continuation of the discussions beyond the nine o’clock deadline. The letter carrier went to the wrong building, and it was not until 9:25 that he could at last present the letter to Matsumoto. By then, reports of fighting in Hanoi and Haiphong had already come in. Matsumoto scanned the document, declared, “This is doubtless a rejection,” and ordered the Japanese military machine into action.

It was a carefully planned campaign, code-named Operation Bright Moon. Ever since October 1944, when U.S. forces began their reconquest of the Philippine Islands, the Japanese Military Command had feared that the Allies would use the islands to invade Indochina in order to cut off Japan from her forces in Southeast Asia. And indeed, South East Asia Command (SEAC), based in Kandy, Ceylon, under British admiral Lord Louis Mountbatten, viewed Indochina as an increasingly important theater of operations. Bombers of the U.S. Fourteenth Air Force under Major General Claire L. Chennault operating from South China regularly attacked Japanese targets in Vietnam, sometimes ranging as far south as Saigon to hit ports and rail centers. To add to Tokyo’s concerns, French resistance inside Indochina appeared to be growing, and the Decoux regime seemed clearly to be switching its allegiance from Vichy to de Gaulle’s Free France. The concerns grew in January 1945, when American forces attacked Luzon in the Philippines. In conjunction with this attack, Admiral William F. Halsey, commander of the U.S. Third Fleet, launched a brief but devastating naval raid along the Indochina coast between Cam Ranh Bay and Qui Nhon, in order to deflect Japanese attention from Admiral Nimitz’s advance on Iwo Jima and Okinawa. The Japanese Thirty-eighth Army responded with a major reinforcement of garrisons in Indochina, especially in Tonkin, Annam, and Laos.

Viewed in totality, the available evidence—including the MAGIC intercepts—suggests strongly that Tokyo officials, increasingly resigned to the inevitability of defeat in the war, saw a takeover in Indochina as giving them a stronger position either for negotiation or for fanatic resistance. It’s also clear that their task was made easier by the chronic inability of French Resistance forces to keep their activities and plans secret. Many colons openly expressed their support for the Resistance, and French soldiers collected arms dropped in the countryside and deposited them in arsenals in full view of the Japanese. Portraits of de Gaulle even hung in the public offices of the French High Command. On top of all that, the Japanese had cracked the French codes and were reading all the French ciphers. Their surveillance of French activities was child’s play, and on the evening of March 9 they had their troops ready in strategic positions to negate the anticipated French moves.

Certainly the French were taken by surprise, even though they had drawn up plans to counter just this kind of Japanese thrust and even though intelligence reports had warned that an attack might be imminent. One by one that evening their garrisons fell. Almost without exception, the senior French commanders were captured in their homes or in those of Japanese officers with whom they were dining (the meal invitations being part of the ruse). In Saigon, Japanese forces moved immediately on Decoux’s palace and seized him as well as several other high-ranking French ministers. Throughout Indochina, they took over administrative buildings and public utilities and seized radio stations, banks, and industries. Public beatings and executions of colonial officials occurred in numerous locales, and there were widespread reports of French women being raped by Japanese soldiers—including in Bac Giang province, where the province résident’s wife was gang-raped.

Labour, Het Volk, and Asiatic Exclusion

In 1906 and 1907 the Chinese Question on the Rand emerged as a key issue in two major political elections: the general election in Britain and the election for responsible government, or home rule, in the Transvaal. Both elections brought new parties into power that spelled the speedy demise of the Chinese labor program and, moreover, influenced broader political trajectories. In Britain, the Chinese Question helped the Liberal Party overturn more than twenty years of nearly unbroken Conservative rule and galvanized the trade unions to form the Labour Party, which would by the time of the Great War eclipse its Liberal ally as the main opposition to the Tories. The emergence of Labour as an independent political force was inextricably linked to a self-conscious identity that placed it at the center of an imperial white working class. Labour not only acted in solidarity with British workers in the settler colonies, it also expressed a self-interested vision of the colonies as destinations for working-class emigration as a hedge against domestic economic uncertainty. The trade union movement put its own stamp on social imperialism, claiming it from Milner and Chamberlain in a more class-based, yet eminently racialized, politics.

In the Transvaal, the Chinese Question emerged as a common complaint among diverse interests, which hurt the political fortunes of the establishment Progressive Party, dominated by the mining interest. It proved a sensational issue that helped stir Afrikaans-speaking voters to the new Het Volk party organized by the former Boer commandos Jan Smuts and Louis Botha. Het Volk won the election; a few years later, in 1910, Botha would be premier of the newly federated Union of South Africa, with Smuts in his cabinet. Their ascent signaled the electoral strength of Afrikaners in South Africa, even as Afrikaner politics would remain diverse across the subcontinent, from racial hard-liners in the Orange River Colony to moderates in the Cape Colony. Notably, Botha, and especially Smuts, while advocating for white supremacy and racial segregation, committed themselves to the mining interest and more broadly to British imperialism.

South Africa was the most bluntly racist of the British settler colonies. But it was of a piece with Canada, Australia, and New Zealand, all established as dominions of the British Empire, the concept of “dominion” signaling not a colony but a polity akin to a country, and one that indeed signaled its own dominion over native peoples. Dominions possessed maximum autonomy within the British Empire, which protected the rule of local white settlers while conveniently distancing the metropole from the openly racist modus operandi of native removal, racial segregation, and Asiatic exclusion—tenets of white settlerism that had, in fact, been forged in the United States.

THE ARGUMENT AGAINST Chinese labor was not just that it cost whites jobs. Critics believed that an additional, if not greater, danger lay in the prospect that indentured Asian labor would lead to a settled Asian population of merchants and traders. The use of indentured Indians on the Natal sugar plantations was an object lesson in the consequences of importing indentured colored labor. Indian indenture had led inexorably to a free, settled population, including merchants and traders who undersold white businesses. By 1905 there were more Indians than whites in Natal, and they were migrating to the Transvaal. Whites worried that the small population of Chinese merchants in Johannesburg would likewise grow, especially with an indentured labor force potentially offering an ethnic market. They warned that the “imported Asiatic gains a grip on a country with wonderful rapidity.” Although Natal passed laws to restrict immigration of Asiatics, the colony was “a back door wide open” because indentured Indian laborers were not required to repatriate at term: “the indentured coolie of to-day is the free man of tomorrow, and the free man becomes the trader.”

Zhang Deyi, Qing Ambassador to U.K.

DESPITE ANOTHER ROUND of protest—including a trade union rally of eighty thousand in London’s Hyde Park—the Chamber of Mines and the Transvaal government moved with dispatch to set up a program. Transvaal agents, who had already laid the groundwork for recruiting in China, went into high gear. In fact, recruitment in Yantai (Chefoo) in Shandong province had started in January, before the ordinance was finally approved.

But there was just one problem: China had not approved the program. The lapse violated long-standing diplomatic protocols, established in 1860, regarding the recruitment of Chinese labor to territories within the British Empire. The Foreign Office did not show Ordinance no. 17 to the Chinese ambassador in London, Zhang Deyi, until mid-February. Zhang promptly intervened via the Foreign Affairs Department in Beijing (Waiwubu, the successor to the Zongli Yamen). Everything ground to a halt while Zhang Deyi and the Foreign Office commenced negotiations in London in March. The Transvaal Chamber of Mines called the delay “quite unexpected” and “much to be regretted.”

When Harry Ross Skinner had recommended importing Chinese indentured labor for the gold mines, he had predicted that China would respond “passively” to such a project. The Foreign Office should have known better. Zhang Deyi was no naïf—he was a seasoned diplomat with forty years of experience in the Qing foreign service. His appointment as Qing ambassador to the Court of St. James’s in 1902 was his eighth assignment abroad. He had begun his career as a young translator on the Qing’s first overseas mission in 1866 and in the Burlingame delegation in 1868; he had then served in various capacities in Chinese embassies, mostly in Europe. Zhang was also one of China’s most prolific diplomat-diarists, who wrote and published eight books chronicling his trips (Figure 20).

Nor was Zhang a stranger to South African affairs. From 1896 to 1900, he had served as councilor in the Qing legation in London, and from there he closely followed the South African War. As ambassador, Zhang was well aware of the debates taking place in South Africa over proposals to import Chinese labor. He worried that the mining companies would abuse Chinese workers in the manner that had made Peru and Cuba the most notorious destinations of the nineteenth-century coolie trade. He further worried that ill treatment of indentured Chinese in South Africa would have negative effects on overseas Chinese communities throughout Africa, from Mauritius to Tanganyika to the Cape Colony. He knew indentured Chinese labor emigrants were vulnerable to the “three harms”—low wages, tight controls, and poor benefits. As early as February 1903—nearly a year before the Transvaal passed Ordinance no. 17—Zhang reported to Beijing that South Africa was likely to recruit Chinese labor. He wrote repeatedly throughout the year that China should forbid labor from going to South Africa without a convention with Great Britain. He was furious when he learned that recruitment was already taking place in Yantai before China had agreed to the program.

On May 13, after three months of negotiation in London, Foreign Secretary Lord Lansdowne and Ambassador Zhang Deyi signed the Emigration Convention of Great Britain and China of 1904. The convention underscored the distance traveled from the mid-nineteenth-century heyday of the coolie trade. It stipulated a minimum age of twenty for emigrants and inspection to ensure that laborers were of sound body and mind. Contracts were to be written in Chinese and English and specify wages, hours, and rations; free passage and return; and the right to free medical care and medicine. It required witness from both Chinese and British officials. It gave China the right to station a consul or vice-consul in the colony and gave Chinese workers “free access to the Courts of Justice to obtain the redress for injuries to his person and property” as well as access to postal facilities for sending letters and remittances to their families.

Zhang pressed hard for a prohibition on corporal punishment, but he was unable to insert an outright ban into the agreement because, the Foreign Office informed him, Transvaal law provided for corporal punishment for certain offenses for “everybody, including whites.” The British assured Zhang that floggings would be administered only by order of a magistrate or judge after trial and conviction, and only with government-approved instruments, and that it would not exceed twenty-four lashes. Although the agreement showed improvement in China’s ability to negotiate protections for its emigrant workers, enforcement of the terms of the ordinance would be determined on the ground.

Recruiting Chinese to South Africa

THE IDEA OF RECRUITING Chinese to South Africa was not entirely novel. During the nineteenth century, nearly sixty thousand Chinese indentured workers labored on French plantation island colonies off the east African coast and in German, British, and French colonies on the continent. The Chinese presence in South Africa dates to the eighteenth century, when the Dutch East India Company shipped Malay and Chinese convicts from Batavia to the Cape Colony. During the 1870s and ’80s a few hundred Chinese artisans and workers arrived in the Cape Colony and Natal, along with greater numbers of Indians, contracted for infrastructure construction after the opening of the diamond fields. Voluntary merchant emigrants from southern China followed in their path. By 1904 there were 2,398 Chinese in all of British South Africa, more than half of them living in the Cape Colony. Chinese in the Cape worked mostly as small traders and also as cooks, carpenters, basket weavers, fish sellers, and wagon drivers.

There were hardly any Chinese in the former Afrikaner republics. The Orange Free State excluded Chinese from settlement altogether. The ZAR excluded from citizenship “any of the native races of Asia, including ‘Coolies’ [Indians and Chinese], Arabs, Malays and Mohammedan subjects of the Turkish Dominion.” It forbade Asiatics from walking on footpaths and pavements; from driving public carriages; from riding in first- and second-class railway compartments; and from buying or possessing liquor. The anti-Chinese laws of the former Afrikaner republics remained in place when power transferred to the British after the South African War.

Notwithstanding these restrictions and discriminations, Chinese carved out small niches in Johannesburg. By 1890 there were more than a hundred Chinese in the town, shopkeepers, laundrymen, and market gardeners; by 1904 the Chinese population of the Transvaal was about nine hundred. Chinese often did business in poorer white districts. Unlike white-owned shops, the Chinese sold at low prices, in small quantities, and on credit.

The Chinese in Johannesburg at the turn of the century followed the same patterns of social organization Chinese practiced across the diaspora. In the 1890s, they formed a huiguan called the Kwong Hok Tong (guanghetang) or Cantonese Club. It built a “clubhouse” on leased land in Ferreirastown, the original settlement of Johannesburg, which now lay at the city’s fringe. The house had several reception rooms, six bedrooms, a kitchen, and a latrine. Membership cost five pounds for initiation and dues according to one’s occupation. The club rented rooms at two pounds a month; kept a library of books and periodicals; and held social events and meetings that drew as many as 150 people. Yeung Ku Wan (Yang Feihong), a collaborator of Sun Yatsen who arrived in South Africa in 1896, formed a second group, the Xingzhonghui (Revive China Society). Photographs of members of both groups show educated men dressed in Western-style clothing.

Thus in 1903, when the idea of importing Chinese labor for the gold mines circulated, there was already a history of Chinese migration to South Africa and a small but established Chinese community in Johannesburg. These served as both precedent and warning—for both Chinese and whites.
