Transpacific Animal Dispersals

Dispersals across the Pacific are more daunting still. Some species do exist on both sides of the Pacific Ocean, as we have seen. Marsupials live in the Americas (opossums and shrews) and in Australasia (kangaroos, koalas, Tasmanian devils, etc.). Intriguingly, a tiny arboreal marsupial from South America known as the monito del monte is more closely related to Australian marsupials than to its American cousins. Could this be the first terrestrial mammal to cross the Pacific? Recent research shows that marsupials originated in South America and migrated to Australia tens of millions of years ago, when there was a land connection via Antarctica or at least great proximity among these three landmasses. The same holds true for other lineages distributed on both sides of the Pacific, including birds, frogs, and turtles.

The only terrestrial vertebrate that seems to have survived a transpacific passage of six thousand miles is an iguana. The vast majority of iguanas are indigenous to the New World. Yet one genus called Brachylophus lives in the South Pacific islands of Fiji and Tonga. How did it get there? A passage from Central or South America would have taken a minimum of six months and more likely a year or more. Like geckos, iguanas are well suited for oceanic dispersals. They are able to obtain water from the plants they eat and possess nasal salt glands and thick skins that protect them from dehydration. Their presence not only on the American continent but also on many surrounding islands demonstrates their ability to travel across stretches of ocean. The Galápagos Islands, for instance, lie about six hundred miles away from the coast of Ecuador and are home to no fewer than three species of land iguanas as well as one marine iguana that lives on land but dives into the ocean to procure food, foraging on seaweed and reaching exposed rocks completely surrounded by water.

Still, it is one thing to drift on logs for a couple of weeks and quite another to endure a six-thousand-mile passage. After several months adrift and no food left, any voyaging iguana would have perished. Nonetheless, some biologists have proposed a possible solution. The stowaways may have spent much of this journey as eggs. Brachylophus has an unusually long incubation period of seven, eight, or even nine months, one of the longest of any iguana. It is possible then that thirty or forty million years ago an unsuspecting group of iguanas, some in the form of eggs, may have dispersed by means of an epic rafting passage in which everything went right. Yet even if Brachylophus was somehow able to cross much of the Pacific, few other terrestrial vertebrates ever did until humans began making inroads in far more recent times.

Transatlantic Animal Dispersals

Oceanic dispersals are extremely instructive because they reveal what is biologically possible, showing what oceans could be crossed and in what direction and which ones constituted insurmountable barriers. The Atlantic, for instance, has been breached several times. One hundred million years ago, South America became something of an island unto itself, having broken off from Africa and decoupled from North America (until about three and a half million years ago, when the Isthmus of Panama finally connected the two halves of the hemisphere). South America therefore existed in “splendid isolation” for tens of millions of years, as one scholar has put it. Yet several dispersals from Africa occurred during this time. South America was originally rodent-free, but a type of rodent called caviomorphs—related to guinea pigs, chinchillas, and capybaras but different from mice and rats—irrupted into it between fifty-five and forty-one million years ago. The closest relatives to the South American caviomorph rodents live in Africa, clearly indicating the source population. Primates followed suit. Again, South America possessed no primates at first. Yet a monkey that scientists call Chilecebus carrascoensis somehow got across the Atlantic Ocean thirty-five to twenty million years ago. To succeed, any primate had to be small and extremely resilient. To judge by the extant fossils, Chilecebus carrascoensis weighed less than two pounds and had a skull barely two inches long. This intrepid voyager would give rise to all New World monkeys, including spider monkeys, capuchins, and marmosets.

As far as we know, about a dozen species have made it across the Atlantic Ocean, including rodents, primates, bats, tortoises, a blind snake, and even a weak-flying bird called the hoatzin. Of all these creatures, geckos and skinks were particularly capable of surviving long oceanic passages, as they hid underneath branches and laid eggs resistant to desiccation and even short-term immersion in seawater. Yet, irrespective of individual capabilities, two main factors explain these successful crossings. First, the closest two points across the Atlantic (Kabrousse, Senegal, and Touros, Brazil) now lie about 1,740 miles apart and, thirty or forty million years ago, perhaps half that distance. Nine hundred miles is far but not overwhelmingly so. Second, the rivers of western Africa constitute excellent launching pads to catch western-moving Atlantic currents leading to the Americas. Although crossing the Atlantic has never been easy, the biological record shows that it has occurred from time to time, and what is true for geckos and rodents applies no less to humans. When Christopher Columbus set out to cross the Ocean Sea in 1492, he and his crew were embarking on a voyage that other species had already made successfully.

Other oceanic paths have been less common. The reverse Atlantic passage from South America to Africa, for instance, has played a much smaller role in the dispersal of species. Negative evidence cannot settle the matter definitively. South American organisms may well have crossed but been attacked on arrival, or perhaps they survived in Africa but without leaving much of a trace. Still, it is striking that no terrestrial vertebrates are known to have made the eastward passage across the Atlantic.

Indentured Servitude vs. Slavery

As the 17th century drew to a close, English and French colonists were no longer able to justify investments in indentured servitude, even as temporary chattel, on economic grounds. They were, however, able to promote the institution on social and political grounds. The policy decision to pull white women from field gangs because they were better placed to serve the colonial enterprise in the field of reproduction exemplifies the significance of social forces in determining the shape of the labor system. Importantly, it shows that the planters’ efforts to reinvent servitude as slavery received some pushback for social and political purposes. In addition, there was the matter of sustaining militia regiments to assist in the suppression of enslaved Africans. To these ends colonial governments, rather than planters, sought to ramp up the demand for male servants.

Given the harshness of Caribbean work and epidemiological environments, for many servants the plantation experience amounted to lifelong enslavement. The legal requirement of fixed-time servitude and the social reality of lifelong labor were offset by mortality trends and management policy. To suggest, as one scholar does, that it “was, of course, inconceivable that any of the [white] labor pools mentioned (convicts, prisoners of war, or vagrants) could have been converted into chattel slaves” is to ignore what was taking place on the ground in the colonies (Eltis 2000, 70).

The conversion of servitude into slavery was conceived by planters of cotton, tobacco, and sugar. If these planters failed at this conversion, it was not because of weak managerial resolve, but because of the multiple internal and external forces that militated against them, including servants’ unrelenting ambition to participate in colonialism as independent wealth makers.

From the beginning, those Barbadian planters who received large grants of land calculated the benefits of importing African labor to work them. Pre-sugar Barbadian planters, such as James Drax, were directly involved in sponsoring slave voyages to the African coast; the Drax family later became sugar barons in Barbados and Jamaica. Other English merchants with investment interests in Barbados were known slave traders. The Earl of Warwick, who claimed in 1629 that Barbados was granted him by the monarch, and Maurice Thompson, a large landowner, were involved in the supply of enslaved Africans directly to Barbados before the “sugar revolution.”

The contrast with smaller landholders is sharp. Before the [Dutch] Brazilian political crisis of 1645 wrecked that country’s sugar industry, the Dutch West India Company was selling slaves on easy terms to creditable planters in Barbados and Guadeloupe. Strapped for cash and alienated from credit, the “small holders did not take to sugar,” says Blackburn, “because it was a new and unfamiliar crop, and because it could not be harvested for at least eighteen months after the first planting” (Blackburn 1997, 231). They did not attract Dutch or English credit, had no access to core funding for slave purchase, and thus remained in the servant market. In this way they drove the demand for servants despite the potential availability of slaves.

“Slavery and cotton,” then, was as established in Barbados and Guadeloupe in 1640 as would be “sugar and servitude” in 1650 and “sugar and slavery” in 1660. Between 1645 and 1650, the midpoint of the transition, the mixed-labor regime was at its peak. As big investors in cotton production, planters with financial access did two things that prepared them for sugar: they consolidated small plantations into large ones, and they made substantive purchases of enslaved Africans. Economies of scale in cotton production enabled many of these planters to access larger external credit instruments that enabled the expansion of both the servant trade and the slave trade. In addition, the planters sped up the land consolidation process that facilitated the sugar industry.

These investors became industry leaders who championed the charge into sugar production and plantation expansion after 1645. In effect, they were deepening rather than creating the reliance upon enslaved Africans. Capital was scarce and expensive; risks were high. In pursuit of profits, planters fully exploited whatever labor was within their reach. Alongside “sugar and black slavery” there was “sugar and white slavery.” Plantation agriculture before, during, and after the sugar revolution generally meant disciplined, coerced labor—and, as Williams so aptly concluded, “at times that labor has been slave, at other times nominally free; at times black, at other times white or brown or yellow” (Williams 1944, 29).

Dutch & Portuguese Role in Barbados

Discovered by the Portuguese in 1500, Brazil became the site where the Portuguese first managed to reinstall the sugar plantation complex they and the Spanish had pioneered on the Atlantic islands off the coast of Africa, and to achieve its continuity and growth. By 1526 Brazil was exporting sugar, and in the early 17th century its output superseded not only that of earlier Atlantic outposts but also that of the rapidly declining Spanish-Caribbean sugar industry. Part of the reason for this success was that the Portuguese straddled both shores of the Atlantic. Most of the slaves, on whose labor the early Brazilian sugar industry depended, came from the Portuguese colony in Angola, the civil war-ridden neighboring kingdom of Kongo, or the Portuguese factories in the Bight of Benin and Cape Verde (which drew on Senegambian sources). As a result, Portuguese planters in Brazil did not face a problem their Spanish colleagues in the Caribbean would unsuccessfully struggle with for another two centuries: the highly restrictive and inefficiently organized asiento system by which Spain provisioned its New World colonies with African slave labor. While Spanish plantations floundered after the turn of the 17th century, the same period marked the beginning of a boom in Brazil. If the British and French in the Caribbean were looking for a model for hyperprofitable overseas agricultural enterprises, by that time it would not have been Hispaniola or Cuba but the northeastern Brazilian province of Pernambuco.

But what about the Dutch? Like other northern European nations, the Dutch initially began to prey upon the Spanish fleet in the second half of the 16th century. Like the British and French, they also perceived the advantages of piratical raids on the Spanish mainland colonies. By the early 17th century, however, the new Dutch West India Company, founded in 1621, embarked on a different course of action. Its novel approach was not merely to skim off profits by raiding Iberian colonies or preying upon the homeward-bound fleet, but to take over the very source: fully developed colonial enterprises.

Aware of the advantages the Portuguese enjoyed by maintaining a connection between Angola and northeastern Brazil, the Dutch seized control of both places at once. Between about 1630 and 1650 they achieved three distinct but interrelated goals: they subjected both regions to a rigorous scheme of capitalistic development, pumping in the requisite cash and credit for building up the plantation infrastructure of Brazil; they continued their role as major maritime architects of legal and illegal commercial links between the Caribbean colonies of various nations; and they turned Amsterdam—which already was the center of finance and banking in northern Europe—into one of the major international European markets for sugar. In contrast to the Portuguese, the Dutch apparently had no strong interest in monopolizing sugar production. In their view, profit lay in offering credit and taking over commercial shipping and distribution.

While the importance of the Dutch introduction of sugarcane to Barbados in 1637 is open to question, the crucial role of Dutch merchants in providing financial backing with which British settlers built the first sugar mills on that island is beyond dispute. Dutch planters and sugar masters also taught the British Barbadians what they came to call the “method of Pernambuco”—which included not only the know-how of planting, milling, and processing cane, but also the rudiments of a legal code regulating slavery. Dutch ships, finally, linked Barbados’s emerging plantation economy both to the supply of African labor provided by the Atlantic slave trade and to the effective and profitable distribution networks in the Netherlands. Although the extent of Dutch involvement has lately become the subject of debate among historians, it may be safe to say that within little more than the decade between 1640 and 1650, the Dutch helped to transform Barbados from a slaveholding society with a large yeoman population engaged in fairly diversified economic pursuits into a slave society solidly based on sugar monoculture.

These developments were due in no small measure to a fortuitous Atlantic conjuncture. For the “sugar revolution” in Barbados occurred at a time when English metropolitan control over the island faltered. What allowed the Barbadians to engage in such principally illegal dealings with the Dutch was the colonial result of the turmoil in the metropole incited by the English Civil War. As the eminent historian of that war, Christopher Hill (1986), put it, between 1641 and 1650, Barbados virtually became an independent state, or at least approached a state of home rule. As a consequence, the emerging planter elite began to control legislative and executive matters in a manner unprecedented in any New World colony. Only when the British Parliament sent the fleet in the fall of 1651 did the Barbadians finally resubmit to imperial control. They arguably did so, however, because they had become too afraid of their own slaves and rebellious servants to risk giving out arms to them—a situation foreshadowing the agonizing decisions the Jamaican planter elite made when the protest of the 13 North American colonies against British commercial legislation began to escalate into a full-scale colonial war more than a century later.

Still, the intervening period had allowed the Barbadian planter elite enough autonomy to achieve three major objectives: first, to engineer the crucial economic takeoff with the help of Dutch capital and distribution networks; second, to forge a brutal slave code—first properly codified in 1661, but developed in the 1640s—that allowed masters almost unlimited power to exploit their human chattel; and third, to begin a process of concentration of landholding that effectively pushed small freeholders off the island.

Europe’s Oldest Overseas Colonies

Because of this long history of colonial domination, the Caribbean is rightly considered the oldest theater of overseas European expansion. The extended duration of the region’s colonial experiences and the depth of the colonial imprint on its society and culture dwarf those forged in African or Asian colonies during the age of high imperialism (ca. 1850–1914). Whereas in those latter regions, with very few exceptions, colonial arrangements lasted less than a century, in the Caribbean most societies were built from scratch at least 350 years ago (and some more than 500 years ago), all within strictures dictated by a mercantile, colonial capitalism. Put in even starker terms, except for Haiti, which violently overthrew French colonial rule after little more than a century, all of the Caribbean nations that gained independence in the course of the 19th or 20th centuries had endured at least three centuries of colonial domination.

Moreover, few other colonial settings were as dramatically affected by European agency—demographically, politically, and culturally—as the insular Caribbean. The drama of the Spanish conquest of the Aztec and Inca states notwithstanding, the success of Iberian colonialism on the American mainland rested heavily on the mobilization of large indigenous populations, often with the significant collaboration of subjugated native elites. Though mainland Spanish America received its share of European settlers and African slaves, Amerindians (and, increasingly, mestizos) predominated demographically throughout the colonial era. Likewise, Europeans rarely managed to gain more than coastal footholds in Asia until the late 18th century, and in Africa not until the second half of the 19th.

In the Caribbean, however, the demographic collapse of the indigenous population led to the near-complete repopulation of the islands by enslaved Africans transported to the region as a rightless and degraded workforce for emerging plantation enterprises, which increasingly provided the raison d’être for colonies in which sugar, coffee, tobacco, indigo, cocoa, or other tropical staples shaped the course of political and economic development. To be sure, communities of Native Caribbean descent persist today in Dominica, St. Vincent, and other islands, and in Puerto Rico and its diaspora a neo-Taino movement that aims to attain federal recognition has recently taken hold. Likewise, as Aisha Khan points out in chapter 27, the size of populations locally identified as “white” (or “Asian”) varies greatly from island to island. Yet there is no question that the Caribbean region as a whole is demographically the most highly “Africanized” part of the New World.

Contemporary historians of the transatlantic slave trade tend to agree that the Antilles absorbed about 45% of the upwards of 10 million enslaved Africans who survived the violence of capture in Africa and the ordeal of the Middle Passage (Eltis 2001). But the sheer extent of the moral catastrophe entailed in the transplantation of Africans to the Caribbean becomes clearer in comparative terms. The French Windward Islands (Martinique, Guadeloupe, St. Lucia, and Grenada), whose combined landmass of 1,483 square miles is about equal to that of the state of Rhode Island, imported more than 300,000 slaves between the early 17th century and the ending of the trade in the mid-19th century, while the entire British mainland of North America imported some 389,000 over a comparable period. Even more dramatically, French Saint-Domingue, slightly larger than Maryland, is estimated to have received upwards of 770,000 enslaved Africans between its formal cession to France in 1697 and the outbreak of the Haitian Revolution in 1791, a vast majority of them arriving in the decades immediately preceding this event—yet no more than 450,000 of them were still alive when the revolution put a decisive end to slave importation into the colony. Still, the French islands were far from exceptional in this regard. British Jamaica imported more than a million enslaved Africans between 1655 and 1807, yet released a mere 310,000 of them and their descendants into freedom once emancipation arrived in the 1830s.

Sicily’s 1908 Earthquake and WW1

At 5:20 A.M. on December 28, 1908, Messina had suffered the deadliest natural disaster in European history: an earthquake measuring 7.1 on the Richter scale, followed by a forty-foot tsunami along the nearby coasts. More than ninety percent of its buildings were destroyed, between 70,000 and 100,000 people killed. Hundreds more were buried alive, often for a week or more, since all terrestrial lines of communication were shattered; it was several days before the Red Cross and other relief organizations could reach the city. Nearly all the municipal archives were lost—which is why so much of modern Sicilian history has to be told from the frequently misleading point of view of Palermo.

The Messina earthquake resulted in a huge increase in the rate of emigration. Sicilians were already leaving their homeland in greater numbers than any other people in Europe. In the early days many of them had made the relatively short journey to Tunisia, then a French protectorate; but by 1900—though Argentina and Brazil were also popular—the vast majority were traveling to the United States. By the beginning of the First World War, the number of emigrants totaled not less than a million and a half. Some villages, having lost virtually all their male population, simply disappeared off the map. Here indeed was a terrible indictment of the way the island had for so long been governed; on the other hand, many of those emigrants who prospered made regular remissions to the families they had left behind, and reports of their prosperity gave the younger generation new ambitions toward education and literacy. Moreover, the increasing shortage of labor led to a huge increase in agricultural wages.

The war itself created new problems. Sicily’s export markets, on which the island depended, were virtually cut off for its duration. War industries, of the kind which were established elsewhere in Italy, were clearly not indicated in a region in which there was no skilled labor and no efficient transport. The government, desperately needing cheap food, fixed unrealistically low prices for flour; officially declared wheat production consequently declined by about thirty percent over the war years. Black market prices rocketed. As for the Mafia, it had never had it so good. Here the villain was the notorious Don Calogero Vizzini, who somehow escaped military service and made vast sums out of wartime shortages. In 1917 it proved necessary to pass a law against the stealing of animals; thanks to high prices and government controls, whole flocks would disappear overnight. True, there were occasional compensations: men who went to fight in the north would return with new skills and new aspirations—but also with new political ideas. During the years of war, Sicily moved steadily to the left.

Finally, during the postwar years, more and more emigrants were returning in retirement to their old homes, often with considerable savings, and bringing with them all their experience of the New World. Some, admittedly, also imported the latest techniques of gangsterism, but these were only a small minority; perhaps the most important result of the years spent abroad was a new self-respect, and with it an inability any longer to accept the old cap-in-hand approach to the large landowners. Gradually, the people of Sicily were learning to look their masters in the face.

First Fleet Commander & Governor

In early September 1786, Captain Arthur Phillip was officially commissioned to become the governor of the colony in New South Wales. This would prove to be an excellent choice; Phillip was a veteran mariner with vision and humility and had enlightened views on equality. Support for Phillip’s appointment had not been unanimous. On 3 Sep 1787, Lord Howe wrote to Lord Sydney ‘I cannot say the little knowledge I have of Captain Philips [sic] would have led me to select him for a service of this complicated nature’. Arthur Phillip is certainly not the focus of this story but his importance to the ultimate success of the First Fleet and the New South Wales settlement cannot be overstated. Because of this, a short overview of his career is warranted.

Excellent biographies of Arthur Phillip’s life have been published. Michael Pembroke writes ‘He was a man with a good head, a good heart, lots of pluck, and plenty of common sense. To those qualities he brought an uncommon amount of integrity, intelligence and persistence’. As an experienced sea captain, Phillip appreciated the dangers of the voyage ahead and from his time as a farmer he knew that establishing a new settlement would be challenging. He had progressed through the ranks of the Royal Navy from Ordinary Seaman to Post Captain mostly by merit and had held numerous important commands during his long naval career.

Like the great maritime navigator and explorer James Cook, Arthur Phillip had risen to some eminence from quite unprivileged beginnings.

In April 1787, Captain Phillip received details of his commission as Governor of New South Wales. They included the authority to establish a new settlement at Botany Bay. Somewhat controversially Phillip was ordered to govern the colony alone, without a council. Much later, during the establishment of the settlement, some officers questioned the extent of the powers granted to Phillip. Arthur Bowes Smyth, the Fleet Surgeon, observed that Phillip’s commission was ‘a more unlimited one than was ever before granted to any Governor under the British Crown’. This concern was understandable. Although the governor was subject to the rule of British law, he had been given the power to appoint justices and officers of the law, to raise an army, to erect fortifications and to exercise sovereign naval powers. Phillip also had full authority to pardon and reprieve, either absolutely or conditionally, according to the seriousness of the crimes, and, most importantly, to make land grants to emancipated convicts. Matters of particular concern for Phillip with his commission were the rights and official status of transportees. He had been appalled by the slavery he had seen in South America and Africa, and he was determined that New South Wales not be another convict slave colony.

Little Ice Age Effects in North America

IF THE LITTLE ICE AGE posed daunting challenges to North America’s agricultural societies, it was a boon for the continent’s hunters. The cool and wet conditions favored buffalo and grama grasses, the bison’s preferred forage, and the springs were wet, supporting crucial early growth of grass after the winter’s deprivations. Now the sole surviving species of megafauna, the supremely adaptable and prolific bison faced no serious competitors, and the herds expanded their range all the way from the Rocky Mountain foothills to hundreds of miles east of the Mississippi River, and from the subarctic to the Gulf of Mexico. And where bison herds thinned out, thriving deer herds took over, their domain covering much of the eastern half of the continent.

The majority of North American Indians became generalists who farmed, hunted, and gathered to sustain themselves. Instead of striving to maximize agricultural output—an aspiration that had animated Ancestral Puebloans, Cahokians, and other early farming societies—they sought stability, security, and solidarity. Instead of priestly rulers, they preferred leaders whose principal obligation was to maintain consensus and support participatory political systems. Power flowed through the leaders, not from them. Most North Americans lived in villages rather than cities. Ancestral Pawnees, Arikaras, Mandans, and Hidatsas were typical. They settled along the upper Missouri Valley, where capillary action drew groundwater to the surface. They lived in dome-shaped earth-lodge villages that housed hundreds rather than thousands. They were horticulturists and built fortifications only rarely. This sweeping retreat from hierarchies, elite dominance, and large-scale urbanization may have turned North America—along with Australia—into the world’s most egalitarian continent at the time.

The collective mindset that prevailed, reflecting broad-based and carefully balanced economies, also distinguished North America’s Indigenous peoples. The continental grasslands—the Great Plains—were teeming with tens of millions of buffalo. Huge herds blackened the flat plains to the horizon, pulling humans in. The Shoshones moved east from the Great Basin, the Blackfoot came from the northeast, and the Crows, Omahas, Poncas, and Kansas abandoned their villages and fields along the Missouri Valley. The Kiowas migrated south from the upper Yellowstone Valley and forged an alliance with the resident Apaches. Former farmers did not give up tilling, but all of them now hunted bison, surrounding them in large communal hunts and felling them with spears and arrows, chasing them into concealed corrals in riverbeds, or driving them over cliffs to their deaths. In the Black Hills, hunters stampeded bison herds, driving the panicked animals into a corridor marked by stones that channeled the beasts toward a buffalo jump, a steep sinkhole where the high fall did the killing.

China’s Silver Shortage, 1830s

There was nothing the government could do about the weather, but the root cause of the economic turmoil in the 1830s, and the problem from which many of the others grew, was a human one: China’s monetary system had gone haywire. It was mainly a problem of currency, of which the Qing dynasty had two primary forms: copper for small transactions and silver for large ones. Copper came in minted coins (with holes through the middle so they could be strung on a loop for convenience), while domestic silver—nearly pure and known in English as “sycee”—was unminted, traded by weight in units of measurement called taels that were just under an ounce. In normal times, a tael of silver was worth a thousand copper coins, and, value for value, the excessive difficulty of moving large amounts of copper between provinces meant that silver was the medium through which all long-distance trade was conducted within the empire. Silver was also, significantly, the basis on which tax quotas were assessed. By contrast, copper was the medium of the rural marketplace and menial wages. Nearly all of the income and savings of the lower classes of China—farmers, hired laborers, craftspeople—were in copper coins.

The crisis was that the value of silver had begun to rise sharply, and as it rose the exchange rate between silver and copper skewed out of control. From the ideal rate of 1,000 copper coins per tael of silver in the eighteenth century (even less at times, which was a boon for peasants since it meant their copper money was worth more), it had risen to 1,200 by the time Daoguang came to the throne. By 1830 it reached 1,365 copper coins per tael of silver and showed no signs of stopping. Since taxes were assessed in a fixed amount of silver, which had to be purchased with copper currency, this meant that by the early 1830s the peasants of China had suffered a nearly 40 percent increase in their effective tax burdens for reasons none fully understood. And as with nearly every problem in the empire, the corruption of officials made a bad situation even worse, as tax collectors commonly charged even higher rates of exchange so they could pocket the proceeds. By the late 1830s, some regions were reporting copper–silver exchange rates as high as 1,600 to 1, with tax collectors independently demanding as much as 2,000 copper coins per tael of silver owed. This dramatic decline in the worth of copper currency was disastrous for the general population, piling economic hardship on the poor who could scarcely bear it and sparking widespread tax protests that layered on top of all the other sources of dissent against the government. But although the emperor could occasionally grant tax amnesties to regions afflicted by floods or drought, the government quite desperately needed every tael of revenue it could get and so the exactions continued.

Even with that outflow of sycee silver, however, the inflow of Spanish dollars to purchase tea and silk at Canton should have been able to maintain a relatively steady overall silver supply in China (and in fact, since the late eighteenth century Spanish dollars had been preferred even over native sycee in some of China’s most important domestic markets). But on that count, a range of forces far beyond China’s borders came into play. First, it had been American merchants who brought most of the silver to China in the early nineteenth century (fully one-third of Mexico’s entire silver output between 1805 and 1834 was carried to China by Americans). But a shift in U.S. government monetary policy in 1834 made silver more expensive for American merchants, so they switched abruptly to using bills of exchange—which were acceptable to the Hong merchants but resulted in a decline in the amount of tangible silver entering the country from abroad. With the drop in American imports, China, which for centuries had been the world’s largest net importer of silver, unexpectedly turned into an exporter of the metal.

In the even bigger picture, though, what the Chinese scholars who blamed foreign trade and opium for the scarcity of silver in China did not realize was that it wasn’t just a Chinese problem: by the 1820s, silver was becoming scarce everywhere. Most of the world’s supply at this time had come from mines in Spanish Mexico and Peru (thus the importance of the Spanish dollar), but national revolutions in Latin America that began in the 1810s shut down those mines and choked off the world’s largest fonts of the precious metal. Global production of silver declined by nearly half during the 1810s—the same time its value began to creep upward in China—and it continued to decline during the decade that followed. The ramping up of the opium trade in 1820s China thus coincided fatefully with the onset of a global slump in silver output that would last for the next thirty years.

Regardless of where the specific blame lay, it was a devastating confluence of economic forces for China: the loss of sycee through the opium smuggling trade, the global scarcity of silver after the Latin American revolutions, and the drying up of American silver imports into China together helped cause a catastrophic decline in the empire’s supply of the metal. And it was a vicious cycle, for as silver became more valuable in China, wealthy families and businessmen would hoard it, removing even more from circulation and making the problem worse.

Latin America’s IMF Era

Essentially, Latin America faced an acute problem of governance after the debt crisis of the 1980s. The IMF had defined the main objectives of policy, which were to curb inflation, deregulate and privatize the economy, and service the foreign debt. But if the goals were clear, the means of achieving them were not. The crux of the problem was finding effective authority to see through the IMF reforms, but effective authority depends on legitimacy, which rests, in turn, on a consensus as to the founding principles of the state. And, as we have seen in this book, the inherent weakness of the state in Latin America lay precisely in a chronic inability since Independence to establish a lasting national consensus of this kind (see Chapter 9, pp. 374–7). All the same, the IMF required governments in these weakly based states to slash public spending and lay off huge numbers of workers in societies that were already the most unequal in the world. Even so, where one might have expected a return to the kind of revolutionary struggles or military dictatorships that marked the 1960s and 1970s, democratic politics endured in virtually all the republics throughout the 1990s and beyond.

The persistence of democracy was due more than anything to the collapse of communism in Eastern Europe in 1989–90, and then in the Soviet Union itself in 1991, bringing to an end the Cold War between the USSR and the USA. As a result of this collapse, Marxism lost its ideological force – Cuba was not regarded as a viable model in the 1980s and 1990s – but it also weakened the extreme right, which could no longer block social reform by inviting the US government to intervene in order to prevent Soviet infiltration into its ‘backyard’. Internal and external events thus drove Latin American politics towards a vaguely defined centre ground, but if the result was democracy, this was democracy that rested on a consensus of despair, for there was nowhere either for the left or the right to go but to the ballot box in order to try to fix the problems of the wrecked economies.

The question was how to induce electorates to swallow the medicine prescribed by the IMF. Governments had to consult the people to win some measure of consent, and electorates grown weary of inflation, violence and disorder did tend to consent to free-market reform in the 1990s. Voters were fed up with the empty promises and corrupt deals associated with traditional parties, so they tended to elect new or independent candidates to the presidency, as in Brazil, Peru, Colombia, Venezuela, Bolivia, Ecuador, and even in Mexico after the ruling party had been forced to give up rigging elections. Many countries reformed their constitutions. In a few cases, such as Colombia or Chile, it was to strengthen democratic institutions by improving representation and accountability. In most others it was to maintain continuity of reform by allowing a president to serve additional consecutive terms. In others, notably in Peru (1993), it was to move towards authoritarianism, or even veiled dictatorship. ‘Democracy’ was still a fairly malleable concept in Latin America, too often permeated by more traditional practices such as patronage and clientship, caudillo-style personalism and electoral manipulation (see Chapter 9, pp. 346–9). Thus, in a few republics such as Peru, Venezuela, Bolivia and Ecuador, there emerged what has been termed ‘delegative democracy’, a new version of the old tradition of caudillo populism, whereby executive power was ‘delegated’ to a charismatic leader via the ballot box, giving him a mandate to override the institutional checks and balances represented by the legislature or judiciary.

The quest for effective authority was shaped by the complexion and recent history of individual republics, but problems of governance were critically affected also by the ebb and flow of the globalized economy, over which nation states had little control. During the years of international expansion – roughly from 1992 to 1998 – governments were able to carry out liberalizing reforms with considerable public backing, but the Thai devaluation crisis of 1997, followed by Russia’s default in 1998, created a backwash that spread unrest through Latin America until about 2002, cutting growth and overwhelming governments, some of which fell to furious protestors. (The period 1998–2002 became known as ‘the lost half-decade’.) However, when world trade expanded from 2002, most Latin American countries experienced an extraordinary boom in exports of oil, minerals and agricultural goods to the developed world, and especially to China, so problems of economic management tended to ease once again. Then in late 2008, the globalized economy lurched into recession once more after a massive banking crash in Wall Street and London, with consequences for political stability and liberal democracy that were hard to foresee.
