Wordcatcher Tales: Trümmerfrauen, Kachelofen, Luftbrücke, OGs

I recently finished reading a new book, Journey Interrupted: A Family Without a Country in a World at War, by Hildegarde Mahoney (Regan Arts, 2016). It’s about a German family in New York City who planned to visit relatives in Germany. They set out in the spring of 1941, after the war had started, so they aimed to take the long way around, via the West Coast, Pacific Ocean, Japan, and Siberia, because the war in Europe had started, but the Eastern Front was quiet. They landed in Yokohama just as Germany attacked the Soviet Union, violating the Nazi-Soviet Pact of 1939. They spent the war years in Japan, several postwar years in Germany, arriving back in New York a decade after they left.

I came across a few words of interest, which I’ll cite in context to give a small taste of the tale.

Trümmerfrauen (rubble women), from Kindle Loc. 2036-2042:

We devoured the food the waiter gave us, thrilled to have solid food to eat. The next stop we made was at the Red Cross. Once again, we were badly shaken at the sight of the many men we passed who had lost legs, arms, or both and had not yet been able to get prostheses. Turning the corner into the next street, we saw something we deemed highly unusual. There, in front of long planks of wood, sat a row of women, all with hammers in hand, chipping cement off perfectly good bricks and throwing the cleaned bricks on a pile. They proceeded to take another cement-caked brick off the pile of rubble, knock off its cement, and throw it on the cleaned pile. That procedure went on throughout the day in almost every city, and it was thanks to the many Trümmerfrauen (“rubble women”), as they were known, that the rebuilding of Germany had slowly begun.

Kachelofen (tile oven), from Kindle Loc. 2338-2342:

The very gray days were beginning to get shorter, and even during the midday hours it was difficult to distinguish between land and sky. In that part of northern Germany the days were uniformly gray, cool, and frequently misty and foggy. It was a time of year I did not like at all, remembering the freezing weather in Karuizawa. It was, however, a time to enjoy sitting around the old-fashioned tile oven in the living room. In those days there was no central heating. Instead, each room had a Kachelofen (a tile oven) in which one built a fire in the early morning that kept on heating the room throughout the day with the addition, from time to time, of more wood or coal.

Luftbrücke (airlift, lit. ‘airbridge’), from Kindle Loc. 2610-2614:

In May 1949, there was good news. The Luftbrücke, also known as the Berlin Airlift, which had begun in June 1948 in response to the Soviet blockade of Berlin—the United States, Britain, and France had been flying in supplies to the western sector of Berlin after the Russians had cut off all routes by land and sea—was winding down when the Soviet barricades were lifted. At the end of September, Luftbrücke finally ended its operation after more than a quarter million flights.

OGs (Office Girls, called OLs in Japan these days), from Kindle Loc. 2858-2864:

I started work at Time Inc. on the twenty-third floor, where the Time International offices were located. There, right off the elevators, was the office girls’ desk, where two of us were stationed at all times. We were known as OGs and did everything from making coffee first thing in the morning to sorting and delivering mail, sharpening pencils, and running errands. At the end of the day, we made the rounds of the offices and picked up any mail left in the outgoing boxes on the writers’ desks and worked with the mailroom when there were larger packages or boxes to go out. Most of the week things went pretty smoothly, except at the end of every week just before Time magazine was put to bed and press time approached. Then things would get pretty tense, as everyone was pressured and under the gun to meet the deadline.

Evaluating Romania’s Antonescu

Who was Antonescu, really?

A French assessment of him in 1922, when Antonescu was forty and a military attaché to Paris, stated: “A well-tried intelligence, brutal, duplicitous, very vain, a ferocious will to succeed … an extreme xenophobia, [these are] the striking characteristics of this strange figure.” To read Deletant, Hitchins, and others, we can say that Antonescu was a realist, militarist, nationalist, and authoritarian, who had no use for parliamentary democracy. But neither was he strictly fascist: he purged the fascists from his regime early on and had a disdain for pageants and parades. He believed in order, but not as a prerequisite to freedom, only as an end in itself. His support for Hitler was heavily determined by the calamitous international situation he inherited from Carol II and Romania’s tragic position on the map between Nazi and Stalinist empires. Antonescu made the cold calculation that an alliance with Germany was simply the best option for regaining territories that Romania had lost to the Soviet Union. As Antonescu reportedly told journalists a few days after Pearl Harbor: “I am an ally of the Reich against Russia; I am neutral between Great Britain and Germany; and I am for the Americans against the Japanese. But at the same time, Antonescu could also say that “Europe has to be liberated once and for all from the domination of Free-Masons and Jews.”

If not a proponent of the Final Solution itself, Antonescu was among the twentieth century’s great ethnic cleansers. He spoke about the need to “purify” and “homogenize” the Romanian population, and rid it of “Yids,” “Slavs,” and “Roma.” (Antonescu’s deportation of the Roma people to Transdniestria—where some 20,000 died of disease, starvation, and cold—was not a result of German pressure, but something he had initiated on his own.) One of Antonescu’s ministers stated that the circumstances of German military successes provided Romania with a unique opportunity for a “complete ethnic unshackling.” Antonescu himself saw the Jews as a “disease” and as “parasites,” in Deletant’s language, “to be cleansed from the body of Romania.” The deportation of Jews from quasi-historical Romanian lands of Bukovina and Bessarabia to Transdniestria, a region where Romania had few historical claims, should be seen in this light.

And yet it cannot be forgotten that Antonescu kept, by some statistical reckoning, the largest number of Jews away from the Final Solution in Axis-dominated Europe. He did so in large measure because of “opportunism” and extreme nervousness as to his own fate, as the Soviets and Western Allies began to tighten the noose on Hitler’s war machine. The end to deportation and mass murder in Transdniestria and the decision not to send Romanian Jews from inside the country to death camps in Poland were all actions taken after the Nazi defeat at Stalingrad, when Antonescu began to realize that Hitler might not, after all, win the war. Radu Ioanid might refer to this as “opportunistic mercy.” Antonescu was more of a realist than a fanatical fascist, and so he was always sensitive to shifting geopolitical winds. There was also Antonescu’s own proud and autocratic character. The idea of the Führer ordering him from abroad to give up his Jews did not sit well with him. As someone in direct contact with Antonescu at the time observed, the Marshal “did not like receiving orders; he liked giving them.” There was also pressure brought to bear upon Antonescu from Romanian intellectuals, from the queen mother, Helen, and from the National Peasant Party leader Iuliu Maniu to save Romanian Jewry. Again, this all must be seen in the context of Soviet and American victories on the battlefront.

Antonescu was toppled in a palace coup on August 23, 1944, just as the Red Army was already marching triumphantly into Romania. He was tried by pro-Soviet Romanian authorities, duly convicted, and executed in 1946 by a firing squad at Jilava Prison near Bucharest. Antonescu was a mass murderer without strictly being a fascist. The fact that he kept an astonishingly larger number of Jews from death cannot erase the fact that he killed an astonishing number—in indescribable suffering. There is no moral ambiguity in that.

Georgetown University professor Charles King, an expert in these matters, remarked that the best thing which can be said about Antonescu is that he was a conservative anti-Semite, not a millenarian one like Adolf Eichmann or Alfred Rosenberg.

Upon Antonescu’s removal from power, the Romanians switched sides in the war. For the remainder of the war Romania contributed more troops—538,000— to the Allied cause than any other country except for the Soviet Union, Great Britain, and the United States. Romanian casualties against the Nazis in 1944–45 were some twenty-five times greater than those of Italy, another country that fought first for the Axis and then against it. Of course, Romania’s change of heart was a consequence of its need to regain all of Transylvania from Nazi-occupied Hungary. Self-interest dominates foreign policy thinking most of the time in most places. Yet rarely has national self-interest been applied so nakedly as by Romanian regimes during World War II, descending as it did to the level of sheer opportunism. It also bears repeating that the shamelessness of Romania evinced during the war was, in turn, partly a function of its impossible geographical position, especially after Munich, when Chamberlain abandoned Central Europe to Germany.

Michael the Brave Macchiavellian

Born in 1558, Michael rose to become a leading boyar, or feudal personage, buying up villages and acquiring the throne of Wallachia in 1593 by providing the Ottoman sultanate with the requisite bribes. The next year he initiated a campaign against the same sultanate by inviting Ottoman creditors to a litigation, then locking the doors and burning the building down. This was followed by a general massacre of Turks in Wallachia. In response to Michael’s raids as far south as Adrianople in Thracian Turkey, the sultan’s troops invaded Wallachia in 1595. Michael’s overreach forced him into an alliance with the Hungarian ruler of Transylvania that allowed the Hungarian to subjugate neighboring Moldavia. Nevertheless, the alliance helped Michael defeat a Turkish army at Călugăreni, between Bucharest and the Danube in Muntenia. Yet the tactical victory was not enough to stop Michael’s retreat north toward the Carpathians, in the face of an advance by the Ottomans that saw them take Bucharest. But with reinforcements from Hungarian-controlled Moldavia and Transylvania, Michael was able to force the Turks southward. The Ottomans, now preoccupied with a war against the Austrian Habsburgs, made a temporary truce with Michael in 1598. The Poles meanwhile had invaded Moldavia, toppling the Hungarians there and removing Moldavia from the anti-Ottoman alliance. The alliance completely collapsed when the Hungarians made a deal with the Austrians over Transylvania. So Michael, rather than continue to fight the Turks, began to negotiate with both them and the Austrians for recognition of his right to retain the throne of Wallachia. But the Turks wanted too much tribute and so Michael made an alliance with the Austrians instead. Then the Poles, who held sway in Moldavia, forced the Hungarian rulers in Transylvania to break their alliance with the Austrians. This led, through more convolutions, to a deal between Christian Transylvania, Christian Moldavia, and Muslim Turkey. Michael then entered negotiations with the Turks, even as he plotted with the Austrians to topple the Hungarians in Transylvania. Michael’s successful invasion of Transylvania was secured at the Battle of Selimbar, near Sibiu, in 1599. In 1600, now in charge of both Wallachia and Transylvania, Michael invaded pro-Polish Moldavia. The victory there allowed Michael to claim the unity of all three core-Romanian principalities. But later the same year, the Austrians defeated Michael in Transylvania and the Poles defeated him in Moldavia. Michael responded by entering into negotiations with the Austrians. The Hungarians in Transylvania, fearing a deal between Michael and the Habsburgs, assassinated him near Cluj in 1601.

Romania, in this reading, emerges from the travails of history as an even more intense version of early modern Europe itself: nothing is ever secure and more bloodshed always lies in wait. If European history is a nightmare, then that of Romania is doubly so. The very unswerving energy of Michael the Brave—operating for years on end at levels of stress that would immobilize the average Western politician in the twenty-first century—was a mere requirement of any warlord of the age. And if Michael as a late Renaissance man could not conceive of a unitary Romanian state, his accomplishment, nevertheless—and however short-lived—gave Romanian speakers of later eras a vision of what was politically possible.

European Peace Dividends, 1713

The Republic of Pirates: Being the True and Surprising Story of the Caribbean Pirates and the Man Who Brought Them Down, by Colin Woodard (Mariner Books, 2008), Kindle Loc. 1212-1228:

WITH THE END of the War of the Spanish Succession in 1713, tens of thousands of sailors suddenly found themselves out of a job. The Royal Navy, bankrupted by the twelve-year-long world war, rapidly demobilized, mothballing ships and dumping nearly three-quarters of its manpower, over 36,000 men, in the first twenty-four months following the signing of the Peace of Utrecht. Privateering commissions ceased to have any value, their owners compelled to tie their warships up and turn the crews out onto the wharves of England and the Americas. With thousands of sailors begging for work in every port, merchant captains slashed wages by 50 percent; those lucky enough to find work had to survive on twenty-two to twenty-eight shillings (£1.1 to £1.4) a month.

Peace did not bring safety to those English sailors who found work in the West Indies. Spanish coast guard vessels, the guardas costas, continued to seize English vessels passing to and from Jamaica, declaring them smugglers if so much as a single Spanish coin were found aboard. They always found the “illicit” coins because they were the de facto currency of all of England’s Caribbean colonies. Thirty-eight Jamaican vessels were so seized in the first two years of peace, costing the vessel owners nearly £76,000. When the crews resisted, the guardas costas often killed a few in retribution; the rest spent months or years in Cuban prisons. “The seas,” the governor of Jamaica would later recall, had become “more dangerous than in time of war.”

As the months passed, the streets, taverns and boarding houses of Port Royal grew crowded with angry, destitute mariners. Merchants, stung by their losses, sent out fewer vessels, further reducing the number of jobs for sailors. Those sailors who had been captured—some more than once—were physically abused by the Spanish and financially pinched by their employers, who reduced their losses by not paying them for the time they were serving in prison. “Resentment and the want of employ,” one resident later recalled, “were certainly the motives to a course of life which I am of [the] opinion that most or many of them would not have taken up had they been redressed or could by any lawful mean have supported themselves.”

European Naval Tactics, 1702

In the spring of 1702, England went to war, siding with the Dutch, Austrians, and Prussians against France and Spain. By doing so, they were setting the stage for the greatest outbreak of piracy the Atlantic would ever know….

In the early years of the conflict, the English and French navies clashed in two massive fleet engagements. These battles involved only the Royal Navy’s largest vessels, the ships of the line: enormous, lumbering, wooden fortresses bristling with three stories of heavy cannon. These ships, the first-, second-, and third-rates, were too slow and cumbersome to use in more subtle operations such as convoying merchantmen, attacking enemy shipping, or patrolling the unmarked reefs and shoals of the Caribbean. They were built for one purpose: to join a line of battle in a massive set-piece engagement….

Each of the navy’s seven first-rate ships had a crew of 800 men, who were crammed into a 200-foot-long hull with a hundred heavy cannon, and months of supplies and food stores, including live cows, sheep, pigs, goats, and poultry…. [Each] massive ship maneuvered into the line of battle, two hundred yards ahead of one ship, two hundred yards behind another. The enemy ships lined up in similar fashion and, after hours or even days of maneuvers, the two lines passed each other, discharging broadsides. The ships would sometimes pass within a few feet, blasting thirty-two-pound cannonballs into each other’s hulls. These balls punched straight through people, eviscerating or decapitating, and spraying the cramped gun decks with body parts and wooden splinters. Cannon trained on exposed decks were generally loaded with grapeshot or with a pair of cannonballs chained together, either of which could reduce a crowd of men into a splay of mangled flesh. From the rigging, sharpshooters picked off enemy officers or, if the ships came together, dropped primitive grenades on their opponent’s deck. Above and below, every surface was soon covered with blood and body parts, which oozed out of the scuppers and drains when the ship heeled in the wind. “I fancied myself in the infernal regions,” a veteran of such a battle recalled, “where every man appeared a devil.”

These early engagements took the lives of thousands of men but they were hardly conclusive. Seven English and four French ships of the line fought a six-day battle off Colombia in August 1702, for example, with neither side losing a single ship. Two years later, fifty-three English and Dutch ships of the line squared off with some fifty French vessels off Málaga, Spain, in the largest naval engagement of the war; the daylong bout of fleet-scale carnage ending in a draw.

By happenstance, the Royal Navy wiped out its French and Spanish rivals early in the war. In October 1702, an English battle fleet trapped twelve French ships of the line and most of the Spanish navy in a fjordlike inlet on Spain’s northern coast, destroying or capturing all of them. Five years later, an Anglo-Dutch force captured the French port of Toulon and so many men-of-war that the French were unable to engage in further fleet actions. Thereafter on many English ships of the line, crewmen had substantially reduced odds of dying in battle, though disease, accident, and abuse still carried off nearly half the men who enlisted.

Top Secret WWII POW Camp in Hawai‘i

Honolulu resident John Bond, who has done a lot of historical research on the Ewa area of Oahu, has posted on the Ewa Battlefield blog a long compilation of his findings about a top secret World War II POW camp near Iroquois Point. Here are a few excerpts.

Camp Iroquois was unique as a Japanese POW camp with a philosophy of winning the “hearts and minds” which helped play a significant classified, secret role in winning the Pacific War. Americans usually heard very grim and brutal stories of the treatment of American prisoners in the hands of the Imperial Japanese military.

Japanese military POW’s arriving from the Pacific island battlefields were relatively few in numbers due to the fact that they were expected to never allow themselves to be captured alive. Huge numbers killed themselves by suicide attacks or killing each other.

Those that were captured early in the war usually were the result of incapacitating wounds or ship being sunk, such as at the battle of Midway where the Imperial Japanese Navy lost four aircraft carriers, among other fleet ships. Those survivors that could be picked up were brought back to Pearl Harbor to be interrogated for their military knowledge.

Then they were screened for a possible interest in cooperating with the United States to win the war by saving Japanese lives and preparing for the future democratic government of Japan.

Additionally, the alumni of the Camp Iroquois project became some of the most important ambassadors, academics and writers that greatly influenced future American Japanese relations and the establishment of many organizations developing diplomatic and cultural relationships and a solid mutual defense partnership….

Camp Iroquois really should be a part of the telling of the Honouliuli Internment and POW Camp story. Fortunately a lot of the story has actually been saved in great detail by the US Navy Japanese/Oriental Language School Archival Project, University of Colorado at Boulder Libraries in newsletters called The Interpreter.

Origins of WWII Korean POWs in Hawai‘i

From Korean Prisoners-of-War in Hawaii During World War II and the Case of US Navy Abduction of Three Korean Fishermen, by Yong-ho Ch’oe, Univ. of Hawaii, in Asia-Pacific Focus: Japan Focus, vol. 7, iss. 49, no. 2 (30 November 2009):

Approximately 2,700 Korean POWs were captured and brought to the Island of Oahu, where they were incarcerated until the end of the war and their repatriation to Korea in December 1945…. Plucked mostly from various Pacific islands toward the end of the war, these Korean POWs were detained in a camp in Honouliuli on the Island of Oahu. This camp, located in Honouliuli Gulch, west of Waipahu, was opened in March 1943 as the Honouliuli Internment Camp to detain Japanese and Japanese-American internees as well as POWs from Japan, Italy, and elsewhere. It was later renamed as Alien Internment Camp and still later as POW Compound Number 6….

The first arrivals of Korean POWs to the Honouliuli camp must have come in late 1943 or early 1944 as the following report suggests: “As a result of the Gilbert Island operation and the capture of Korean noncombatant prisoners of war, it has been found necessary to construct an additional enclosure to separate the Japanese from the Koreans.”…

Among the 798 men on the Japanese side on Makin Atoll, there was one labor unit consisting of 276 men “who had no combat training and were not assigned weapons or a battle station,” according to one report. It is believed that most, if not all of them, were Korean. If this is true, out of 276 Korean noncombatants, only 104, less than half, survived as prisoners while 172 died in the fighting.

The Gilbert Islands Operation then turned against Tarawa Atoll, where more than 4,700 defenders, including 1,200 Korean laborers, were stationed.8 After four days of fierce combat, the atoll was brought under American control. The total Japanese and Korean casualties were reported to be 4,713. The only survivors were one Japanese officer, 16 enlisted men, and 129 Koreans who were taken as POWs. This means that out of 1,200 Korean noncombatant laborers on Tarawa, only 129 survived as POWs and nearly 1,000 died in battle….

In addition to these Korean POWs from the Gilbert Islands, some 300 to 400 Korean laborers were brought to the Honouliuli camp after the American military operation on Saipan in 1944. In a telephone interview I conducted with Mr. Young Taik Chun, a second generation Korean-American, on October 27, 1990, he stated that in July or August of 1944 the United States military authorities asked him to interpret for Korean POWs at the Honoulilui camp, who had just been brought from Saipan. When he arrived at the camp, there were 300 to 400 Koreans, all of them noncombatant laborers, who had recently been transported from Saipan….

It is likely that Korean laborers from various other Pacific islands, such as Guam, Tinian, Palau, and Peleliu were also brought to the Honouliuli camp as POWs, having experienced similar ordeals….

A United States military report, dated July 28, 1945, states that 2,592 Koreans were detained in Hawaii…. This number increased to 2,700 by December 1945 when a complete list of the Korean POWs of the Honouliuli camp was made just before they were repatriated to Korea.

There were also three Korean college student draftees (Ko. hakbyŏng, Jp. gakuhei) who deserted and surrendered to the British in Burma (a fascinating story), and three fisherman abducted in April 1945 by an American submarine, Tirante, in the strait between Japan and Korea.

Who Incites Neighbors to Kill Each Other?

All the wars of the South Caucasus are case studies of the strange phenomenon whereby neighbors who have coexisted peacefully for years can end up fighting one another. Karabakh is a striking example. One village named Tug in the south of Karabakh had been home to people of both communities, with only a small stream dividing them. At first, the Armenians and Azerbaijanis of Tug said that the dispute would not affect them; then they retreated to their own half of the village, with some families being broken up; finally, in 1991, the Azerbaijanis were driven out by force.

The problem can be described as “mutual insecurity.” In tsarist times, pogroms had broken out when the regime weakened. In Soviet times, order was maintained by a central “policeman,” but when that law enforcer withdrew, the two national groups turned to their own armed men to protect them. Then in 1991 the Soviet armed forces collapsed into indiscipline, arming both sides and providing hundreds of “guns for hire.” This helped elevate a low-intensity conflict into an all-out war fought with tanks and artillery.

Another answer to the puzzle of neighbors fighting one another is that generally it was not they who actually started the conflict. Many Armenians and Azerbaijanis, like the people of Tug, did their best to resist the slide toward war. In the spring of 1991, the revolutionary California-born Armenian warrior Monte Melkonian was sent on a commission down Armenia’s border with Azerbaijan to prepare villages for impending conflict. He got frustrated as villagers asked him and other would-be defenders to leave, saying they did not want to fight their Azerbaijani neighbors.

Moreover, although ordinary Armenians and Azerbaijanis lived side by side, the views of their intellectual elites were sharply different. Each harbored memories of the wars of the tsarist era and subscribed to nationalist ideas, which had been boosted by the officially tolerated nationalism of the late Soviet period. In 1988, some intellectuals often played a negative role by disseminating narratives of hate. The Armenian writer Zori Balayan wrote that the Azerbaijanis were “Turks” who had no history of their own. The Azerbaijani historian Ziya Buniatov wrote an inflammatory pamphlet suggesting that the Armenians themselves had been behind the killing of Armenians in Sumgait.

After the intellectuals came the men of violence. As the Soviet security apparatus withered, the initiative was handed to people who have been called “entrepreneurs of violence.” They were people who were often marginal figures in society but willing or able to fight. Violence became self-fueling. In the later war in Abkhazia, much of the most brutal fighting would be done by people from outside Abkhazia itself—North Caucasians on the Abkhaz side, incoming Georgian paramilitaries on the Georgian side. These guns-for-hire would exact a tithe for their fighting in looting and plunder.

Rise and Fall of Baku as Oil Capital

Oil was first exploited commercially in the mid-nineteenth century. The industry took off in 1871 when the Russian government allowed in private enterprise and the first wells were drilled. Two of the Swedish Nobel brothers, Robert and Ludwig, invested in the new industry and by the end of the decade had the biggest refinery in Baku and were shipping barrels of oil across the Caspian Sea to the Russian port of Astrakhan in the world’s first oil tanker, the Zoroaster. By the 1880s, oil fields such as Balakhany had sprouted hundreds of brick wells extracting the oil from the ground, and Baku’s new northern industrial suburb was nicknamed the Black Town because of the clouds of dark oil smoke hanging over it from two hundred refineries. In one generation, Baku turned from a forgotten desert citadel into a modern metropolis. The population skyrocketed from 14,000 in 1863 to 206,000 forty years later. “Baku is greater than any other oil city in the world. If oil is king, Baku is its throne,” wrote the British author J. D. Henry in 1905. You could become a millionaire literally overnight if an “oil gusher” appeared on your land. One man who got lucky was Haji Zeynalabdin Tagiev, the illiterate son of a shoemaker, who turned into one of Baku’s most famous businessmen and benefactors after a gusher appeared on his land. Tagiev was unusual in being a native Azeri. Most of the businessmen were European, Russian, or Armenian. Tensions between Armenian bourgeoisie and Azeri workers were an underlying cause of the brutal “Tatar-Armenian” war in Baku in 1905 in which hundreds were killed and thousands of oil wells destroyed.

Henry asked rhetorically, “Why is Baku rich? The answer is simple—because it produces a commodity which has a market wider than the civilised world, for it is carried on camels into the innermost parts of the Asian Continent, and on yaks into the wild regions of the Himalayas.” But camels and yaks were insufficient to export a major new world community to the wider world. Baku faced the same problem as it would a century later—how to export the oil from the land-locked Caspian basin to consumers. In the 1870s, the geography of the Caucasus was such a barrier that Tiflis imported more American kerosene by ship than it did Baku oil. The Caspian Sea was stormy and dangerous for several months of the year, limiting how much could be sent to Russia. So in 1883 the new oilmen, with financing from the Rothschild family, built the first cross-Caucasian railway from Baku to Batum on the Black Sea. In 1906, Baku oil made another leap forward when the world’s longest “kerosene pipeline” was completed, running for 519 miles along the same route to Batum.

In the years 1914–21, oil wealth was a major factor in the international scramble for the Caucasus. In 1918, German commander Erich von Ludendorff saw Azerbaijani oil and its route via Georgia as a key reason to move into the South Caucasus. In the end, the British took control of Baku, and in 1919 British foreign secretary Arthur Balfour identified its oil as Britain’s major priority in the region. He said, “I should say we are not going to spend all our money and men in civilizing a few people who do not want to be civilized. We will protect Batum, Baku, the railway between them and the pipe-line.” When the British had gone, the oil-starved Bolsheviks made Baku their first target in the Transcaucasus. Having captured the city in April 1920, Trotsky declared that the new oil resources would win the Reds the Civil War and would be “our hope for restoring the economy, for ensuring that old men and women and children do not die of cold in Moscow.”

Only in the late 1920s did Baku oil production climb back to its prewar levels, but in 1941 Baku was vital to Stalin’s war effort against Germany and produced around three-quarters of the Soviet Union’s oil. When Hitler’s Germany invaded the Soviet Union, the Germans again identified Baku oil as a vital asset. In August 1942, the Germans occupied the western side of the North Caucasus and planned a push south to Azerbaijan. Saying “Unless we get the Baku oil, the war is lost,” Hitler diverted divisions away from the battle for Stalingrad toward the Caucasus. That summer, Hitler’s staff famously had a cake made for him that had the shape of the Caspian Sea in the middle. Film footage shows a delighted Hitler taking a slice of the cake, which had the letters B-A-K-U written on it in white icing and chocolate made to look like oil spooned over it.

The debacle at Stalingrad in the winter of 1942–43 meant that Germany never invaded the South Caucasus, but even the threat of attack was a death-sentence for the Baku oil industry. Stalin, who knew the Baku oil fields from his revolutionary days of 1905, had the oil wells shut down so they would not fall into German hands. Almost the entire Azerbaijani oil industry and its experts were transferred to the oil wells of the Volga and the Urals. After the war, Russia’s oil fields received the major investment, and Azerbaijan suffered. The on-land fields had dried up, and in order to reach the trickier offshore fields, a small town named Oily Rocks was built thirty miles out in the sea—reached across a causeway built on sunken ships. Cramped and polluted, Oily Rocks eked out what could still be drilled of Azerbaijan’s oil within the capacity of Soviet technology. But increasingly, the existing expertise was not up to the challenge. By the time the Soviet Union ended, Azerbaijan was producing only 3 percent of the Soviet oil output.

Sectarian Standoff in Central African Republic

This update on the sorry state of affairs in the Central African Republic (CAR) is in memory of my closest brother, who died a year ago today just before his 64th birthday. He served as a Peace Corps Volunteer on rural health projects in what was then Emperor Bokassa‘s Central African Empire during the late 1970s, and later went on to become one of the tiny handful of academic experts on the country. For his memorial service, his old Peace Corps colleagues recommended redirecting contributions to Water for Good, which builds wells to provide clean water throughout the CAR.

The following excerpt is from a detailed and depressing firsthand report in Foreign Policy by Ty McCormick headlined ‘One Day, We Will Start a Big War’: Outgunned by powerful rebels in the Central African Republic, the U.N. can’t even protect civilians. Now it’s pushing for early elections that could destroy a fragile peace.

There are scarcely 200 paces of tarmacked road in Bambari, a sprawling city of rusty tin kiosks and crumbling concrete edifices, smudged with rust-colored clay, deep in the heavily forested interior of the Central African Republic (CAR). They span the length of a single-lane bridge across the Ouaka River, a muddy torrent that cleaves Bambari in half from north to south. They also happen to be the most important 200 paces of road in town, though for reasons unrelated to the quality of the driving surface. The bridge marks the boundary between two dangerously divided communities, a red line across which visitors from the other side risk death, occasionally by decapitation.

The east bank of the Ouaka is controlled by remnants of the Seleka, a largely Muslim rebel coalition that pillaged and raped its way across CAR before seizing power over the country for a brief period in 2013. The west bank belongs to the anti-Balaka, the knife- and machete-wielding Christian self-defense militias that sprang up to counter the Seleka but managed to make the Muslim rebel coalition’s abuses look relatively mild by comparison. “Muslims are too afraid to travel to the [west] bank,” the mayor of Bambari, Abel Matchipata, told me recently. “Some Christians are traveling to the [east] bank, but they are doing so with a lot of fear.”

Bambari’s stark divisions mirror those in the rest of CAR, a Texas-sized swath of rainforest and savannah that is sandwiched between Chad, Sudan, and the Democratic Republic of the Congo, among other troubled neighbors. Even before the latest crisis, CAR was “worse than a failed state,” according to the International Crisis Group. Now, after two-and-a-half years of turmoil stemming from the Seleka coup, the country is de facto partitioned: anti-Balaka in the southwest and former Seleka fighters in the northeast, where they fled after the coalition was disbanded and its leader stepped down under intense international pressure in January 2014. (They are now known as ex-Seleka, an umbrella term that refers to a smattering of armed groups lacking an organized central command.) Outside of CAR’s capital city, Bangui, virtually nothing is under government control. At least 6,000 people have been killed and 832,000 displaced — 368,000 inside the country and 464,000 abroad. About half of the country’s 4.7 million inhabitants are in urgent need of humanitarian assistance, according to the United Nations.

When I visited Bambari last month, ahead of planned elections that many fear could be destabilizing, the city of just under 50,000, the third-largest in CAR, was still reeling from its latest spasm of violence. On Aug. 20, a Muslim taxi driver was plucked from his car outside the city and beheaded by anti-Balaka fighters. The incident provoked a backlash from the Muslim community and a counter-backlash from the Christian community, both of which have acquired a healthy appetite for revenge. By the time the dust had settled, at least 10 people were dead and dozens more wounded, including two aid workers from the Red Cross.

The unenviable task of keeping Bambari’s residents from each other’s throats falls mainly on a single battalion of U.N. peacekeepers from the Democratic Republic of the Congo, which is itself home to the largest peacekeeping operation in the world. The Congolese are part of a 12,000-strong U.N. force in CAR known by its French acronym, MINUSCA. Authorized with a robust Chapter VII mandate to protect civilians and support the transitional government that replaced the Seleka, MINUSCA has been dogged by persistent charges of abuse and incompetence since taking over for a beleaguered African Union force in September 2014. U.N. peacekeepers have been accused of rape and of firing indiscriminately on civilians. They have also struggled to halt periodic outbursts of violence, like the spate of clashes and looting in late September that paralyzed the capital for close to a week. “Plagued by accusations of sexual abuse and facing mounting violence, MINUSCA threatens to turn into a disaster for the U.N.,” said Richard Gowan, a U.N. expert at the European Council on Foreign Relations.
