Capt. Cook & the Earl of Sandwich

IN EARLY FEBRUARY of 1776, Cook received an invitation to have dinner at the London home of one of the most powerful men in England: John Montagu, the Fourth Earl of Sandwich and First Lord of the Admiralty. It must have been clear by the nature and timing of the invitation that something very important was to be discussed. Cook promptly accepted and a date was set.

Lord Sandwich was a shrewd, cynical, and sometimes ruthless politician, adroit in the power games of London. He and his fellow lords presided over an institution that was the largest organization in Britain and indeed in all of Europe. But Sandwich was much more than a Machiavellian bureaucrat; he was an intellectual of sorts, interested in the science of the day, and an advocate for exploration—probably the staunchest advocate, in fact, behind Cook’s second voyage of discovery.

Sandwich was lanky and tall, with such an odd, shambling, lopsided gait that people liked to say he could walk down both sides of the street at the same time. When at the Admiralty, he was known to be a workaholic. He was, one critic said, a man of “limitless ambition to which he has sacrificed everything,” and he kept such fiendish hours that he would often forsake his meals, opting instead to place a piece of beef between slices of toasted bread, which is how he came to be known as the “inventor” of the sandwich. He was a competitive card player and gambler, and the handy snack he had devised is said to have sustained him through many a long night at the gaming table. Lord Sandwich was a man in a hurry, in other words, and so perhaps it’s fitting that he should be known for a food architecture that can be gobbled quickly—for, through his relentless advocacy of exploration and global cross-pollination, he had accelerated many a timeline.

To find relief from the general toil of his job, Lord Sandwich had cultivated a deep affection for the voyages of exploration that the Admiralty periodically supported. He was perhaps the country’s greatest admirer of James Cook, and everything that had emanated from Cook’s two expeditions to date. Sandwich had been a catalyst, a patron, a sponsor. As far as he was concerned, Cook could do no wrong.

Politically, Sandwich was the gray eminence behind the proposed expedition to North America’s “backside.” In advocating for the voyage, he had confronted considerable resistance within government circles. Mounting tensions in the American colonies had caused the Royal Navy to shift its already strained resources. In a time of imminent war, yet another expedition to the far side of the world seemed a luxury England could not afford. Yet the ever crafty Sandwich had managed to circumvent the naysayers to win official approval.

This was the voyage in which Cook “discovered” the Hawaiian Islands and named them after his sponsor.

Capt. Cook’s Shipboard Hygiene

DURING HIS TWO voyages, Cook had shown himself to be a benevolent though strict leader of his own men—sparing with the lash and solicitous of his crew’s happiness, comfort, and health. These should be attributes for any good naval officer, but so many ship captains of the era could be unimaginably brutal in their punishments, tyrannical in their command style, and indifferent to conditions belowdecks. The Royal Navy, it was famously said, was “manned by violence and maintained by cruelty.”

Cook, however, was a different sort of captain. He constantly experimented with schemes for shipboard hygiene and diet. He knew that prolonged dampness and darkness were eternal enemies that worked in concert and must be mercilessly fought. Many diseases killed sailors on long voyages, but most of them, Cook found, could be prevented by maintaining strict cleanliness, especially in the galley.

Germ theory was only a nascent and controversial concept among medical scientists at the time, but Cook intuitively seemed to grasp its essence. Ever at war against grime, he kept his men scrubbing the decks with soap and vinegar, and often ordered smoking fires, set in pots, to be lit deep within the ship. His perpetual campaign against cockroaches, rats, weevils, and other vermin was resourceful, almost scientific, in its approach. “To cleanliness, as well in the ship as amongst the people, enough attention cannot be paid,” Cook insisted. “The least neglect occasions a putrid and disagreeable smell below.”

Then there was the most dreaded maritime disease of all: scurvy, a ghastly disorder that was considered an almost inevitable occupational hazard of long ocean voyages. During the Age of Sail, it was generally assumed that scurvy would kill off half the crew members on any lengthy expedition. The malady’s progression was all too well known: spongy gums, fetid breath, protuberant eyes, scaly skin, a breakdown in the tissues and cells of the body, convulsions, and, eventually, death.

But amazingly, during his two odysseys, it seemed that Cook had beaten scurvy. On his second voyage, the Resolution was at sea for three years, but not a single one of his men died of the disease—or even, it seems, developed advanced symptoms. This was a historic breakthrough. He didn’t understand scurvy’s true cause, its etiology; that it resulted from a deficiency of vitamin C would not be determined until the 1930s, when scientists deduced the compound’s chemical structure.

But Cook, following his own hunches while building on a host of older theories, had put in place an astoundingly efficacious system of prevention. A Scottish surgeon named James Lind had demonstrated as far back as the 1750s that scurvy could be treated by consuming citrus fruit, but it took decades before his ideas were aggressively adopted. Building on Lind’s findings, Cook insisted that whenever possible, his sailors—accustomed to a diet of salted meat and stale biscuits—consume fresh fruits, vegetables, and greens. On the Resolution he kept some strange-sounding supplementary items on the menu as well, such as carrot marmalade, wort of malt, rob of orange, inspissated lemon juice, and a concoction known as saloop, which was steeped from the root of a common meadow plant, Orchis mascula.

Cook hadn’t really conquered scurvy, though—the particular lessons he’d learned through hard and patient experimentation would be unlearned and then learned again, dismissed and revived in piecemeal fashion, over the next several decades. But for now, the Admiralty viewed Cook’s apparent mastery over the disease as possibly an even more consequential achievement than proving the Southern Continent’s nonexistence. So many sons of England, so many sons of so many countries, had died of this horrible malady. It has been estimated that nearly two million European sailors perished from scurvy between 1600 and 1800. The notion that a thousand-day voyage could be undertaken without the disease’s appearance represented a radical shifting of the possibilities; it meant that His Majesty’s ships could range wider and longer, extending the reach of the Crown to the world’s most distant nooks and corners, to complete the maps of the globe.

Kauaʻi, 1778: Aliens Arrive

On the night the ships appeared, some fishermen were out on the ocean, working by torchlight. One of them, a man named Mapua, was bewildered by what he saw: An enormous silhouette approached, rising high above the surf, fire burning at its top. It had holes on its side, Mapua noticed, and a long spear in front like the sharp nose of a swordfish. Then a second creature appeared, much like the first. Mapua had no idea what they were, but he was sure they were something malevolent.

Mapua and his fellow fishermen paddled hurriedly to shore. According to oral accounts assembled by the Hawaiian historian Samuel Mānaiakalani Kamakau, they were “trembling and frightened by this wonderful apparition.” When they reached the village, Mapua immediately informed the high chief, Kaeo, about this strange and disturbing sight.

By the next morning the two leviathans had drawn closer to shore. What were they? Where had they come from? What did they want? An onlooker, thoroughly astonished by them, is said to have wondered, “What are those branching things?” (Probably the ships’ masts, sprits, and spars.) Another replied, “They are trees moving about on the sea.”

No, the local priest countered, they were the floating heiaus, or temples, of the gods. “This is not an ordinary thing,” the kāhuna insisted. He said the branches must be steps reaching toward heaven.

As the vessels moved still closer, wrote Kamakau, the villagers were captivated by this “marvelous monster,” and “great wonder came to the people.” A large crowd began to assemble on shore, “shouting with fear and confused thought.” Judging by the way the ships had appeared, silent and ghostly, the edges of their sails furling and fluttering, backing and filling, they seemed to some like giant stingrays that had emerged from the sea.

A few canoes were dispatched to investigate, and the brave paddlers crept just close enough to catch glimpses of humanlike creatures walking upon the decks of the ships. Never having seen tricorne hats before, they thought these strangers’ heads must be deformed. They mistook the odd, close-fitting uniforms for an epidermis. “Their skin is loose and folding,” one said. Unacquainted with pockets, the paddlers imagined they were little doors that opened into the men’s bodies. “Into these openings they thrust their hands, and take many valuable things—their bodies are full of treasure!”

As the ships edged closer to shore, the watching crowds on the beach grew larger and larger, the anticipation building to a frenzy. The people were full of fear and dread, but also a kind of rapture. They sensed something ominous was happening, that their island world was about to change forever.

“The harbor resounded with noise,” wrote Kamakau. “And louder grew the shouting.”

Eastern Europe After Mohacz

The political consequences of the battle of Mohacz were also considerable. Louis II had died childless; and the Habsburgs of Austria, long-sighted dynastic politicians and shrewd diplomatists, became the leading contenders for the thrones of both Hungary and Bohemia, and soon gained both. But in Hungary there was strong backing for a local candidate, John Zapolyai, and he, too, was crowned king. This political division weakened resistance to the Turks, who by the end of 1541 had occupied the southern and central parts of the country, including the capital Buda; and gained suzerainty over the east, which became a largely autonomous principality, Transylvania.

The death of Louis had ended one Eastern European dynasty. Two others failed to survive the sixteenth century. The last Jagiellonian King of Poland-Lithuania died in 1572; the last of Russia’s ancient Riurikid dynasty in 1591. In both instances political hiatus encouraged tumults, though, as we have seen, the long-term outcomes were quite dissimilar. While Russia returned to dynastic rule, Poland abandoned it. In this respect she came to resemble the smaller polities in the region, the Danubian Principalities, self-governing tributaries to the Turk, which also lacked dynastic rule: The instability of their domestic politics is suggested by the fact that, in the course of one century Wallachia had twenty-four, and Moldavia no fewer than forty, changes of ruling prince, or hospodar.

These religious and political changes were obvious to contemporaries. But there were other shifts, no less profound in their effects, which were much less noticeable at the time, or recognized only in retrospect.

Europe’s centre of economic gravity had been moving from the Mediterranean to the countries bordering on the North Atlantic; from the basin of the River Po to that of the Rhine (where it has remained); and from the emporia of Istanbul and Venice to that of Amsterdam. Furthermore, a surge in the population of Western Europe, and in particular of its cities, was stimulating a sharply increasing demand, and hence higher prices, for imported foodstuffs which Eastern Europe was able to supply. This was to have marked social as well as economic effects, especially on those regions with access to the Baltic, not least in encouraging the rise of serfdom.

At the same time the importation of silver from the Americas was promoting a sharp increase in the money supply and hence serious inflation. This was to throw the finely-tuned mechanisms of the Ottoman state out of kilter and prove a major factor in its subsequent decline. And there was one change perceived by very few, if at all, the indirect effects of which were felt by almost everyone. This was ‘the little ice age’, a slight but insidious drop in the average temperature beginning late in the sixteenth century. By restricting the latitude and height at which agriculture was viable this precipitated famines, population movements and the great disorders which were to overtake most of Eastern Europe at the turn of the century, turning the frontier lands especially into a crucible of violence.

And there was a plethora of other factors which intervened at various points with varying intensity to influence the course things took. Linguistic differences, for example, sometimes fed into religious and political struggles; and social classes sometimes gained or lost constitutional rights according to the religion they embraced at a particular moment. Low population density in Poland-Lithuania contributed to the enserfment of the peasant; yet high population density in the Ottoman Empire contributed to the disruption of that state. Sometimes the effects seem paradoxical. The Turkish presence, so often assumed to be a wholly negative influence, slowed down and even reversed the process of enserfment in Hungary for a time. The Baltic grain boom had helped to promoted serfdom, yet the end of the boom around the turn of the century served not to remove serfdom, but to entrench it. And though Protestantism is often associated with the origins of modern science Copernicus was a priest whom Polish Protestants rejected, while the patron of Tycho Brahe and Kepler was a Habsburg. The interactions of circumstances and catalysts that shaped Eastern Europe in the period from 1526 to 1648 far exceeded in complexity the most complicated transmutation process in any alchemists’ laboratory.

Origin of North Korea’s Nuclear Program

In 1962, the Soviet Union and the United States were locked in a thirteen-day standoff over the installation of nuclear-armed Soviet missiles in Cuba, less than one hundred miles from the US coastline. For those two weeks, the world teetered on the edge of nuclear war. But the conflict was resolved diplomatically when Soviet leader Nikita Khrushchev agreed to remove the missiles as long as President John Kennedy agreed not to invade Cuba. A deal was done.

Kim Il Sung viewed this deal as a capitulation by the Soviet Union to the United States, a sign that Moscow was willing to sell out an ally for the sake of its own security. The Great Leader apparently learned from this that North Korea should never entrust its national security to any other government. This injected new momentum into his drive for nuclear independence. Within a few months, Kim Il Sung’s regime had started to explore the possibility of developing a nuclear deterrent of its own. The leader who had espoused a need for a stronger agricultural policy was soon standing before the cadres in Pyongyang to hammer home the importance of putting equal emphasis on economic growth and national defense. This was the first “simultaneous push” policy. The proportion of the national budget devoted to defense rose from only 4.3 percent in 1956 to almost 30 percent within a decade.

The nuclear scientists who returned home from the Soviet Union set about building, about sixty miles northeast of Pyongyang, a similar complex to the one they’d worked at in Dubna. This would eventually become the Yongbyon Nuclear Research Complex.

More impetus came in the early 1970s, when it emerged that North Korea’s other main ally, China, had secretly started to forge relations with the United States, an effort that led to President Richard Nixon’s historic visit to Beijing in 1972.

Meanwhile, in South Korea, the strongman Park Chung-hee, a general who’d seized the presidency through a military coup, was secretly pursuing nuclear weapons of his own. When this news emerged, it was an unbearable blow to Kim Il Sung’s personal vanity and sense of national pride.

Another key factor that must have been weighing on Kim Il Sung’s mind was his own mortality. He was in his sixties by this time and was starting to prepare his son to take over. He thought that having nuclear weapons would make it easier for his son to keep a grip on the state. In lieu of charisma, Kim Jong Il should at least have nukes.

In the late 1970s onward, the North Koreans had built more than one hundred nuclear facilities at Yongbyon alone. American intelligence agencies were alarmed. In the space of about six years, a country with no previous experience had built a functioning nuclear reactor. Three years later came unambiguous proof that the reactor’s purpose was military, not civilian; the country had built a major reprocessing facility that would enable it to turn the fuel from the reactor into fissile material.

But its efforts were not going unnoticed among allies either. The Soviet Union pressured Kim Il Sung into signing the Nuclear Non-proliferation Treaty at the end of 1985. It took seven years for North Korea to allow in the inspectors required under that treaty, and when they got in, they found numerous signs that the regime was secretly working on the very kind of nuclear program it had pledged against. In 1993, Kim Il Sung threatened to withdraw from the treaty, triggering an alarming standoff. North Korea and the United States came the closest to war in forty years.

Talks to resolve the impasse were ongoing when Kim Il Sung suddenly died in the summer of 1994, propelling both sides into unknown territory. They did, however, manage to sign a landmark nuclear disarmament deal called the Agreed Framework, under which North Korea agreed to freeze and eventually dismantle its nuclear weapons program and a US-led coalition agreed to build two civilian nuclear reactors that could be used to generate electricity for the energy-starved country.

Pyongyang had no intention of abiding by this agreement either. Signing the deal was all about buying the Kim regime time to work on its program while maintaining the appearance of cooperating.

North Korea had developed a close relationship with Pakistani nuclear scientist Abdul Qadeer Khan. In the 1990s, while North Koreans were dying of starvation and while Kim Jong Un was watching Jackie Chan movies in Switzerland, the regime was building a uranium-enrichment program. Uranium enrichment wasn’t technically covered under the Agreed Framework. And North Korea loves technicalities.

A Pastoral Veterinarian’s Four Tasks

IN EARLY JANUARY, we were graced with a guest of honor. This visitor was very distinguished—he was neither looking for camels nor passing through: he was the veterinarian!

The veterinarian was the guest who had traveled the farthest and who was also the most important, so far. From the banks of the Ulungur, he drove down in a pickup to complete four important tasks: one, vaccinate the sheep; two, geld livestock; three, act as deliveryman for incoming and outgoing parcels; four, give everybody a haircut.

Okinawan Médecins Avec Frontières

The imperial schooling of Okinawan youths in Taiwan reflects Okinawa’s liminal position in the Japanese colonial empire. Taiwan had benefited from heavy Japanese investment in colonial development, whereas Okinawa was left behind and marginalized within the Japanese Inner Territory. The Medical Training School was the first and most eminent medical school in Okinawa before World War II, but it was poorly equipped and had insufficient human resources. In contrast, the support the colonial government of Taiwan provided for medical education enabled Taiwan Medical College to quickly become the top educational institution for the Taiwanese. Nevertheless, Okinawan youths were able to take advantage of their “Japanese” status in obtaining imperial schooling. Taiwan Medical College opened its doors to Japanese students in 1919 and allowed Taiwanese students to enroll alongside them in 1922. Bringing the Taiwanese into tertiary institutions with Japanese students reinforced the fact that they were in direct competition with the Japanese and at a disadvantage because they were not native speakers of Japanese. Instead, Okinawan youths gained the most from the policy allowing Taiwanese students to attend medical school alongside their Japanese peers. Taiwan Medical College and the Specialized Division for Medicine paved the way for Okinawans to become medical doctors without incurring great debt. Indeed, Okinawa’s medical development cannot be understood without understanding the circulation of people and knowledge beyond the metropole-colonies divide. Modern medicine in Okinawa was, on the one hand, marginalized within the scientific network of the Japanese Empire; on the other, Okinawans’ liminality allowed them to gain the greatest benefit from the imperial school network.

German U-Boat Losses, 1943-44

After the carnage of 1942 and early 1943, the Allies had seen a stunning turnaround in the Atlantic. By September 1943, most U-boats had been swept from the Atlantic waters. This was thanks not only to the new high-speed bombes but also to a host of other Allied war measures: advances in radar, sonar, and high-frequency direction finding; more aircraft carriers and long-range aircraft; better convoy systems. The Allies changed their convoy cipher, and Dönitz could no longer read it. The tables turned. During the summer, American hunter-killer units used code breaking along with other intelligence to find and sink big German submarines that were sent out to refuel U-boats. These refuelers were known as milch cows, and between June and August, American carrier planes sank five. In October, they finished off all but one. The refuelers were critical to the U-boats’ ability to stay so far away from their home base, and as the milch cows went down, the U-boats began to drift homeward.

There was always the chance, however, that the U-boats could come back. And they did try. In October 1943, the U-boats reappeared. But now the costs were punishingly high. For every Allied merchant vessel sunk, seven U-boats were lost. Now Dönitz was the one who could not build boats fast enough to replace those he was losing. In November, thirty U-boats ventured into the North Atlantic and sank nothing. The U-boats began lurking elsewhere, clustering around the coast of Britain, hoping to intercept materiel brought in for an anticipated invasion of France. Dönitz was always trying to innovate the U-boats, adding a Schnorchel that enabled them to remain submerged longer. He was willing to sacrifice his boats, and his men, and kept the U-boats in the water even as a way to tie up Allied resources.

But it was a losing battle. In May 1944, the Allies sank half the U-boats in operation—more than the Germans could replace. More than three-quarters of the U-boat crews were killed, suffering terrible watery deaths. The women in the tracking room were privy to the full immensity and horror.

By now the British had indeed handed over the four-rotor bombe operations to the Americans. After the war, a U.S. Navy file was made of messages from grateful—and gracious—British colleagues. “Congratulations from Hut six on colossal… week,” said one missive from Bletchley. An internal British memo acknowledged that “by half way through 1944” the Americans “had taken complete control of Shark and undoubtedly knew far more about the key than we did.”

Japanese Shipping Losses, 1943-44

November 1943, one month after Dot’s arrival at Arlington Hall, marked the war’s most devastating month for Japanese tonnage sunk. U.S. subs sank forty-three ships and damaged twenty-two. American sub captains received intelligence of seventy-six movements of enemy ships. In December, American subs sank or damaged about 350,000 tons, including thirty-two ships sunk and sixteen damaged.

Behind the success of the U.S. Navy were the code breakers. “The success of undersea warfare is to a certain extent due to the success with which Japanese code messages were translated,” noted a naval report. An American naval commander pointed out in a postwar memo that sometimes a convoy might slip through, but only because U.S. submarines were kept so busy by information from decoded messages that they could not handle all the convoys they were alerted to. Over at the Naval Annex, the assembly line of WAVES identified the movements of marus [merchant marine ships] supplying the Japanese Navy. Findings from both operations found their way to the submarine captains, who could hardly keep up with the bounty of intelligence.

The devastation of Japan’s shipping had an enormous impact. Soldiers were deprived of food and medicine. Aircraft did not get spare parts and could not launch missions. Troops did not reach the places they were sent as reinforcements. On March 12, 1944, a broken 2468 message gave the route and schedule of the Twenty-First Wewak Transport convoy, sunk while leaving Wewak to return to Palau. When the Japanese Eighteenth Area Army made a “complete tabulation of shipping from Rabaul and Truk during January,” in an attempt to convince Japanese Army headquarters that it was feasible to send them much-needed supplies, these messages laid out the shipping routes and sealed their doom. Only 50 percent of ships reached the destination; only 30 percent got home.

At the end of the war, a U.S. naval report found that “more than two-thirds of the entire Japanese merchant marine and numerous warships, including some of every category, were sunk. These sinkings resulted, by mid-1944, in isolation of Japan from her overseas sources of raw materials and petroleum, with far reaching effects on the capability of her war industry to produce and her armed forces to operate. Her outlying bases were weakened by lack of reinforcements and supplies and fell victim to our air, surface and amphibious assaults; heavy bombers moved into the captured bases.” This report’s author, C. A. Lockwood, commander of the submarine force of the U.S. Pacific Fleet, noted that his men got a “continuous flow of information on Japanese naval and merchant shipping, convoy routing and composition, damage sustained from submarine attacks, anti-submarine measures employed or to be employed, effectiveness of our torpedoes, and a wealth of other pertinent intelligence.” Whenever code breaking was unavailable, he added, “its absence was keenly felt. The curve of enemy contacts and of consequent sinkings almost exactly paralleled the curve of volume of Communication Intelligence available.”

He added: “There were many periods when every single U.S. sub in the Pacific was busy” responding.

In fact, he added, code-breaking intelligence made it seem to the Japanese that there were more American submarines in the Pacific than there really were. “In early 1945 it was learned from a Japanese prisoner of war that it was [a] common saying in Singapore that you could walk from that port to Japan on American periscopes. This feeling among the Japanese was undoubtedly created, not by the great number of submarines on patrol, but rather by the fact, thanks to communications intelligence, that submarines were always at the same place as Japanese ships.”

Japanese Transport Code Language

Short, straightforward, and no-nonsense, the messages consisted of sailing schedules, harbormaster reports, reports on the water levels of ports and transportation of cargo. Sailing schedules were the simplest. These included the transport number, the date, the time the maru [ship name] would be arriving or leaving, and its destination. Others concerned the movement of troops or equipment. A few dealt with transportation of the wounded or ashes of the dead. The marus out there in the Pacific Ocean carried everything: food, oil, supplies, human remains.

When a new message arrived, Dot looked for stereotypes, which were words that occurred frequently in the same place. “Maru” was a common one, but there were others as well, depending on the origin and the goods being transported. For example, one station transmitting from Singapore—the #3 Sen San Yusoo—sent a regular report on the shipping of oil to Hiroshima, Manila, and Tokyo. Stereotyped words might include ship names and numbers; the number of kiloliters of light oil, crude oil, heavy oil, aviation gasoline, or other gasoline aboard; how many trips each ship would take, and when. Another Singapore station transmitted to Hiroshima, Tokyo, and Moji a report of ships leaving for Palembang. Stereotypes might include the ship number or name, the date and hour of departure, the speed, the course, and the date and hour of scheduled arrival at the mouth of the Musi River.

Another transmitted a daily weather report with data including wind velocity and direction, temperature, and condition of the surface of the Andaman Sea, the South China Sea, the Yellow Sea, and other faraway bodies of water. Dot handled a lot of weather reports. Sitting at her table in Arlington, Virginia, Dot was amused at how many bits and pieces of information she knew about what the weather was like eight thousand miles away.

Another station transmitted a report on small boats available for supply services. Mentioned might be steel barges, wooden barges, special boats, small boats, twenty-metric-ton boats, plywood barges, and cargo submarines.

A station at Surabaya originated a report on the departure of ships escorted by a single Navy plane, including the names and types of ships (motor, sail, fishing), number of barges being towed, date of departure and destination, speed, scheduled date of arrival, route, and daily position of ship on consecutive days at given hours. A report from Shanghai about a supply ship might include a message spelling out that the probable route was “from Shanghai along the coast to the Yangtze River up the Yangtze River to WUU (Buko) down the river to Nanking and finally across the East China Sea to Moji.”

Here is how Dot did her work: Let’s say she knew that the code group for “arriving” was 6286 and she knew where this word was likely to appear. She would find that place in the message and look at the GAT [“group as transmitted”] before her. Books at Arlington Hall listed common code words as well as possible enciphered versions. She would look for a match, or she could do the math in her head and strip out the additive herself. Sometimes—when they were desperate—the code breakers would take the code groups and encipher them with every possible additive. A smattering of 2468 code groups included:

4333 hassoo—to send things [発送]
4362 jinin—personnel [人員]
4400 kaisi—beginning, commencing [開始]
4277 kookoo—navigate, to sail [航行]
4237 toochaku yotei—scheduled to arrive [到着予定]
4273 hatsu yotei—scheduled to leave [発予定]

There were vocabulary words associated with sailing schedules. According to training materials compiled at Arlington Hall, atesaki [宛先] was “destination” or “address”; chaku [着] was “arriving”; dai ichi [第一] was “first”; honjitsu [本日] was “today.” Maru [丸] was “commercial ship”; sempakutu [船舶通] was “ship” [-tu for 通行 tsuukou ‘traffic, passage’?]; sempakutai [船舶隊] was “convoy unit”; teihaku [碇泊] was “anchoring”; yori [より] was “from”; yotei [予定] was “schedule.” Gunkan [軍艦] was “warship.” Chu [中] was “now [or ‘in the middle of, i.e., underway’].” Hatsusen [発船] was “ship leaving.” Hi [日] was “day”; hongetsu [本月] was “this month”; senghu [sic; 船上 senjou?] was “onboard ship”; shuzensen [修繕船] was “ship being repaired”; tosai sen [搭載船] was “ship loading.”

Dot’s workday consisted of messages that, once deciphered, said things like “PALAU DENDAI/ 2/ 43/ T.B./ TRANSPORT/ 918/ (/878/)/ 20th/ 18/ JI/ CHAKU/ ATESAKI/ DAVAO/ SEMPAKUTAI/ 4/ CEBU/ E.T./”
