Mazovia (with Warsaw) Joins Poland

Zygmunt’s reign did bring many positive developments, however. One important accomplishment was the ultimate incorporation of Mazovia (with its ducal capital of Warsaw) into the Crown of Poland. Regardless how odd this may seem to contemporary readers, Warsaw—despite its central location and later claims to fame—was not yet fully a part of the realm. Since the fourteenth century, Mazovia had been a fief of Poland, controlled by a branch of the old Piast princely dynasty. Bit by bit, the Crown of Poland had acquired pieces of that territory; yet it was only after the death of the last Mazovian prince, Janusz III, in 1526 that the process of incorporation was completed.

For a Polish province, Mazovia was in many ways atypical. The duchy had long eschewed battle with the Teutonic Knights to its immediate north and even maintained good trade relations with them. As of the late fourteenth century, Mazovians had played an important role in facilitating the trade of timber and naval stores coming to Baltic ports via the Narew, Bug, and Vistula Rivers. The duchy likewise assisted the transit trade of furs, wax, and honey from Lithuania as well as cattle from Volhynia. After 1500, Mazovians expanded their activities to include the grain trade. As for the social composition of the duchy, it boasted a preponderance of nobles—certainly vis-à-vis Poland-Lithuania as a whole. Some 20 percent of the population claimed a noble patent—quite a large number, though to be sure most of these were impoverished soldier-nobles. Warsaw had a provincial feel, although in the sixteenth century it was beginning its ascent, in part thanks to trade.

[It sounds as if Poland may have acquired its own equivalents of the Prussian Junker class when it incorporated Masovia into the Crown of Poland.–J.]

Although King Zygmunt managed to incorporate the remaining pieces of Mazovia into the Crown, he was less successful in pressing state and dynastic interests in the region of the Baltic Sea, this despite a very real occasion to do so. For a war fought against the Teutonic Order in 1519–1521 brought the Knights to their knees—literally. One of the most famous images in Polish history dates from 1525, the so-called Prussian Homage. A triumphant view of this grand event was painted in 1882 by the nineteenth-century Polish artist Jan Matejko, whose colorful brushstrokes lavishly rendered the scene of the former grand master of the Teutonic Knights, Albrecht von Hohenzollern, kneeling before the Polish king and publicly swearing his fealty.

Yet such a rosy view of the event—although attractive to Matejko’s contemporaries, who took especial pleasure in seeing Prussians bowing down before the Poles, even if only in the deep historical past—was misleading. Much more could have been achieved than simply having Albrecht von Hohenzollern kneel before the Polish king (who was, after all, his uncle) and resign himself to the status of subordinate. What could have marked the end of Prussia as an independent entity—had Zygmunt pursued the fight further—instead gave little Prussia a new lease on life. Recall that part of Prussia had already been incorporated into the Crown by Zygmunt’s father. This was the so-called Royal Prussia, which had sought to break away from the hold of the Teutonic Knights and turned to the Polish king for help.

What went wrong, then? Although it was a Polish fief, in this moment Prussia was permitted to undergo a notable change. No longer to be run by the Teutonic Knights, it was transformed by Albrecht von Hohenzollern-Ansbach (the aforementioned nephew of Zygmunt) into a secular state. Henceforth the last grand master of the Teutonic Order would be known as Duke of Prussia, and his successors would have hereditary rights in the lands formerly held by the Order. Not only that: the Prussia of Albrecht von Hohenzollern simultaneously embraced the views promulgated by Martin Luther, who by nailing his ninety-five theses to the door of a church in Wittenberg in 1517 initiated a movement that would forever change the face of Christian Europe. This was the Protestant Reformation. Close to Martin Luther himself, Albrecht became—with Zygmunt’s permission—the first territorial Lutheran ruler and Prussia became the first Protestant state in Europe.

That this should occur without bloodshed or upheaval was in part due to Zygmunt the Old’s willingness to approve this amazing transformation of the former arch-Catholic polity—in part to keep Ducal Prussia from moving into the orbit of the Holy Roman Empire. To be sure, in the Treaty of Kraków of 1525—the first European treaty between a Catholic and a Protestant state—Zygmunt and Albrecht agreed that Ducal Prussia would come fully under Polish control on the extinction of Albrecht of Hohenzollern’s line. That only a generation later a different king would, in a pinch, exchange his hereditary rights to succession for military assistance is but one of the fateful missteps that would haunt Polish history for centuries to come, even if it could not be foreseen in 1525.

The Jagiellonian Moment, c. 1500

Kazimierz IV Jagiellon married Elizabeth, the daughter of Albrecht Habsburg and granddaughter of Sigismund of Luxemburg. She produced for him an abundance of heirs: six sons and five daughters. This situation was enviable in a world where dynasties so often died out but also challenging, in that all this royal blood cried out for distinguished posts. And indeed: the royal pair strove to find places for their children to rule, capitalizing on the still prevalent medieval idea that royal bloodlines were important. All their children were brought up for exalted positions, and many of them would rule on one throne or another (sometimes on several at once). They were given an excellent education under none other than Jan Długosz, former secretary to Bishop Zbigniew Oleśnicki and Kraków canon. His greatest and certainly most durable claim to fame came from his twelve-book Latin-language history of Poland, Annales seu Cronicae Regni Poloniae (Annals or Chronicles of the Kingdom of Poland), which covered the history of the country up to 1480. In addition to royal heads of state, the pupils of the royal tutor Długosz included a future cardinal (Kazimierz’s son Fryderyk) as well as a future saint (his namesake, Kazimierz).

A longer period ensued before the same Jagiellon gained control over the Hungarian throne. In Hungary, it was the Transylvanian-born Matthias Corvinus (son of János Hunyadi) who was chosen king in 1458, doubtless in part due to the memory of his father’s military prowess, which he seemed to have inherited. Better known by a nickname taken from the raven (Latin: corvus) on his escutcheon, Corvinus was the first commoner to ascend to the Hungarian throne, and he was an outstanding ruler. He made inroads into what had been Poděbrady’s holdings, annexing Moravia and Silesia as well as the Lusatias. At one point the Hungarian king even occupied Vienna, the Habsburgs’ capital, which he retained control of until his death in the spring of 1490. Władysław followed these developments closely. To strengthen his position as a candidate for the throne, that autumn the Jagiellon secretly married Corvinus’s widow, and she sought to have him gain power in Hungary. Although it may seem paradoxical, there was opposition from Władysław’s own father, who wanted to seat another son, Jan Olbracht, on the Hungarian throne. The men even fought two wars over the succession (so much for family unity). Yet, once the Habsburgs got involved, the tide turned against Jan Olbracht. To keep Hungary and Bohemia safely in Jagiellonian hands, Kazimierz IV Jagiellończyk threw his weight behind his eldest son, already seated on the Bohemian throne.

Although in Hungary he was officially hailed as King Ulászló II, Władysław came to be known there as King Bene—this, apparently, from always answering “very well” (bene) to whatever was asked of him. Among other things, in 1514 he allowed the Hungarian nobles to establish the so-called Tripartitum, a new codification of Hungarian law that gave them increased power over their peasants. Yet the Jagiellon was indeed the true ruler of the two countries, though he reconfigured them somewhat, restoring Moravia, Silesia, and Lusatia to the kingdom of Bohemia (they had come under Hungarian control under Matthias Corvinus). He also notably restored Vienna and eastern Austria, which had been occupied by Corvinus, to the Habsburgs—a move that, while keeping Habsburgs from conniving to unseat him, would nonetheless strengthen a future rival to Jagiellonian rule. Władysław lived until 1516, to be succeeded on both thrones by his son Louis (Czech: Ludvik; Hungarian: Lajos). In this way, Jagiellons came to control both the Bohemian Crown of Saint Wenceslas and the Hungarian Crown of Saint Stephen.

But this was only the near realm of Central Europe. All five daughters of Kazimierz Jagiellończyk fared well in the marriage game also. They demonstrated the potential impact of the Jagiellonian dynasty on the German-speaking world. Jadwiga married George the Rich, prince of Bavaria. Another daughter, Barbara, wed another George the Bearded, duke of Saxony. Two other sisters, Anna and Elżbieta, married the dukes of Pomerania and Legnica (German: Liegnitz), respectively; each of these husbands (Bogislaw X and Friedrich II) would be given the sobriquet of Great. Their other sister, Zofia, was the wife of Friedrich von Hohenzollern-Ansbach, elector of Brandenburg. Zofia would give birth to Albrecht von Hohenzollern-Ansbach, who (as we shall see) would be last in the long line of grand masters of the Teutonic Order on the Baltic Sea coast.

All this left the Jagiellons seemingly in a strong position. Men from the dynasty came to control all of East-Central Europe: from Hungary and Bohemia through Poland and Lithuania, putting them in a position to rule over vast territories and peoples. Kazimierz IV Jagiellon ruled Poland and Lithuania, while his son Władysław had ascended to the Crowns of Saint Wenceslas and Saint Stephen—that is, Bohemia and Hungary, respectively. Jagiellons would rule uninterruptedly over these four political entities for some thirty-six years: from 1490 to 1526, their power extended from the Baltic to the Adriatic and nearly all the way to the Black Sea.

That the Jagiellonian Moment in Central and Eastern Europe is so little known has to do with both the nature of Jagiellonian rule and the times in which they lived. With the exception of Lithuania, the countries they ruled—Poland, Bohemia, Hungary—were elective monarchies with relatively powerful, noble-dominated parliaments. In these countries, what was wanted was not an absolute monarch but, rather, someone who would work with the existing parliamentary bodies.

Poland and Lithuania Unite

In 1411 a peace between the Polish-Lithuanian state and the Teutonic Order was finally achieved at Toruń. At that time, Jagiełło managed only to secure Žemaitija for Lithuania and Dobrzyń for Poland. Thus, ultimately, Lithuania benefited much more than did the Crown of Poland—somewhat paradoxical in a state that purportedly was dominated by the Polish half. While Lithuania regained all that it sought, the Poles remained unsatisfied. Notably, however, these were the territories that the Order had refused to give Poland-Lithuania to keep the peace only a year earlier. Still, this left many formerly Polish lands along the Baltic coast in the hands of the Teutonic Order, including the important towns of Gdańsk and Toruń. And the Crown of Poland still had no outlet to the sea.

However, in a way, the Battle of Grunwald [= the First Battle of Tannenberg in what is now named Stębark] did have an important outcome for Poland-Lithuania. The joint fight against a common enemy brought the subjects of the two halves of the state closer together, proving to Poles and Lithuanians alike that they had mutual interests. Together, they could accomplish much, even if separately each (especially Lithuania) was weak.

Within a couple of years, Poles and Lithuanians took another step on the road to becoming closer. This was in the so-called Union of Horodło, signed in the Volhynian town of that name in 1413. What had previously been a personal union cemented solely by the person of Jagiełło would now have a solid dynastic connection. To be sure, the position of grand duke in Lithuania would be hereditary (Vytautas agreed to be dux [no modifier], under Jagiełło), while the king of Poland would be elected. But the latter—that is, Jagiełło’s successor—would come from the Lithuanian dynasty, to be elected upon consultation of Vytautas and the Lithuanian boyars.

One of the most interesting provisions of the tripartite document called for a special union of (Catholic) Lithuanian and Polish nobility and clergy. Some fifty years after their conversion to Roman Catholicism, forty-seven Lithuanian noble families were embraced by and included in Polish heraldic clans. In this way, the palatine of Kraków, for example, accepted into his Leliwa clan the palatine of Vilnius. The Polish castellan of Sącz would be united with the Lithuanian castellan of Trakai (Polish: Troki). The numerous Półkozic clan embraced a Lithuanian noble family, while the protoplast [progenitor] of the Lithuanian Radvila family (better known under their Polonized name, Radziwiłł) became part of the Sulima clan. In essence, a joint Polish-Lithuanian noble estate was established. Henceforth, there would be a single nation for the united state.

The Preamble to the Union of Horodło gives evidence of the lofty principles undergirding the union: “Whosoever is unsupported by the mystery of Love, shall not achieve the Grace of salvation. . . . For by Love, laws are made, kingdoms governed, cities ordered, and the state of the commonweal is brought to its proper goal.” The love between the Poles and Lithuanians would truly have a familial (clan) basis now. Yet the union was not complete. It did not include the Orthodox nobility—for the most part, Ruthenes. They were, in a way, second-class citizens—something that would not bode well for the future.

Dilemmas of Pagan Lithuania

The pagan Lithuanians had managed to conquer the western Ruthenian territories (roughly today’s Belarus and Ukraine) at the time of these lands’ greatest weakness. In a relatively short space of time, they made huge advances. Lithuania gained control over Polatsk in 1307, over Minsk in 1340, over Smolensk (a mere 230 miles from Moscow) in 1356, and even over the far-distant Kyiv—the former, great capital of Kyivan Rus’—in 1363.

This tremendous expansion was in part facilitated by the protoplast [= progenitor] of the great Lithuanian dynasty, Gediminas (1315–1341). He was ably assisted by his numerous sons, the most important Kestutis and Algirdas. While Kestutis’s presence could be felt in the Polish southeast in 1376, it was Algirdas who earlier defeated the Golden Horde at Syni Vody (Blue Waters; Polish: Sine Wody) and gained control over Kyiv. The two formed a sort of diarchy—a kind of dual rule that would be inherited by their sons, Jogaila (Algirdas’s favorite son) and Vytautas.

In the process of conquering this large swath of Eastern Europe, the Lithuanian Gediminid dynasty inherited a sizable population that was Slavic and Orthodox—a population that outnumbered the Lithuanians themselves eight to one. The Lithuanians figured mainly as rulers and elites. Most of the East Slavic inhabitants—most notably, the boyars (nobles) of Ruthenia to the south—were members of the Orthodox faith. In other words, they were Christians, but not followers of the Church of Rome.

The pagan Lithuanians within this large multiethnic entity were the nobles and villagers of the north—that is, residing in the core Lithuanian territories, before the decline of Rus’ allowed the Lithuanians to gain control of a good chunk of the Ruthenian lands. This was a small but not insignificant population, especially as it included members of the ruling family, such as the future king of Poland. This expanded Lithuanian state was a completely decentralized entity, with descendants of Gediminas ruling over various sections of the state (and often quarreling among themselves).

Although Lithuanians ruled, the rapid expansion of the state left the initial population, which had yet to establish a written language, with real challenges. How could they rule over Christian, and lettered, peoples? In part this imbalance was ameliorated by the Lithuanians availing themselves of a ready-made state language—the language of the conquered Ruthenes. Intermarriage with Ruthenian princes led to the spread of Ruthenian culture within the Grand Duchy. Many Gediminids became converts to Orthodoxy and otherwise found the culture of the conquered Slavs to be attractive. Some went so far as to ally themselves with the Muscovite state to the east. This most certainly was true of the numerous sons of Algirdas and his first wife, Maria, all of whom embraced Orthodoxy and ruled in the eastern section of the Grand Duchy. (Their half-brother Jogaila long remained a pagan, as did the other children of Algirdas and his second wife, Juliana of Tver—this notwithstanding her Orthodox provenance.)

Danish Empire Shrinks, 1536-1720

During the short 200 years from 1536 to 1720, the Danish empire experienced a considerable weakening and serious land divisions. From being a medium-sized European power, enjoying supremacy over Sweden, the dominant power in the Baltic Sea and Northern Germany as well as in the North Sea, Denmark’s positions in the Baltic Sea region and in Northern Germany were overtaken by Sweden. Moreover, the more vital interests of Britain and the Netherlands in the trade and shipping in the Baltic Sea meant that the conditions became internationalized, and both the Danish Empire and Sweden had to submit to the dictates of super powers. This is also seen in the Danish empire’s failure to recapture the Scanian territories or its numerous futile attempts to solve the Gottorp problem, although this was otherwise Denmark’s primary security priority. The prolonged conflict that the empire engaged with Sweden led to extensive efforts to strengthen the Danish empire inward and outward through the introduction of the tax and military state, of an active and multifaceted business policy and of royal absolutism in 1660. But all in all, both the empire and Sweden (despite conquests from Denmark and Norway) were in the long term weakened by their continuous rivalry. Perhaps the efforts to maintain the position of power that the Danish Empire still had in 1536 were simply too great a burden: the empire was thinly spread geographically, had relatively small resources, and a small population. Perhaps this was an inevitable situation, because the trade and shipping on the Baltic Sea were so vital to the larger naval forces. At the very least, by 1720 both the Danish Empire and Sweden had been transformed into actors (albeit not puppets) in an international system in which Britain and Russia set the bar.

Danish Civil Warriors and Crusaders

On Christmas Day 1144, the Christian Principality of Edessa was lost to Sultan Zenghi of Mosul. It was the first major defeat in the Latin Middle East, and when the news reached Western Europe, it was met with despair and determination. Something had to be done, and preparations were underway for a new crusade just as large as the first (in general, see Phillips 2007). An absolutely crucial force in this effort was Bernard of Clairvaux, abbot of the wide-reaching Cistercian order. Bernhard was a gifted speaker and traveled throughout northern Europe on a preaching mission, and it was also he who initially allowed Northern German princes to fight the pagan Slavic peoples instead of traveling to Edessa. He rationalized this on the theological grounds that the devil attacked Christianity on all fronts simultaneously, and that it was just as important to defend themselves in the north as it was in the south. This cumulatively led to the so-called Second Crusade in 1147, which was one crusade but executed on many fronts, as it was described by contemporaries. Crusades were led against Damascus, against several places in the Iberian Peninsula, and in the Baltic Sea.

In 1146, Cardinal Ubaldus hosted a church meeting in Odense to preach crusade and drum up support (Bysted et al. 2012; Jensen 2017). The reaction must have amazed him, because King Erik III Lamb of Denmark immediately abdicated and entered a monastery, thus becoming the first and so far the only Danish king to voluntarily surrender the throne. He also died shortly afterwards and presumably resigned due to illness. He was followed by Sweyn III, who was later nicknamed Sweyn Grathe. Grathe was chosen by the Sealanders, but the people of Jutland concurrently chose Canute, the son of Magnus (Nilsson) (who had killed Canute Lavard). The third individual to partake in the battle for the throne was Canute Lavard’s son, Valdemar, who was now about 15 years old. The struggle developed into an eleven year war between Sweyn III, Canute, and Valdemar, and is often portrayed as a civil war. It is probably more accurate to see the conflict as formerly independent countries who now seized the opportunity to choose their own king. Conversely, these kings sought to expand their own power and unite the kingdoms over which their predecessors had ruled. During this same time period, several kings fought for power in Norway and Sweden as well.

The bloody wars in Denmark give a rare insight to the rulers’ paths, both physically and mentally, to power within the empire. Sweyn III began his king’s reign by working with Valdemar to declare Canute Lavard a saint and place his bones as relics upon the high altar in Ringsted. It was not recognized by Archbishop Eskild because it was a private canonization without the pope’s acceptance, but it does show that Valdemar would henceforth use his father’s miracles as an argument to support his own position as king. After that, Keld of Viborg, who had previously sought the pope for permission to mission and become a martyr among the pagan Wends, mediated between Sweyn and Canute by having them participate in a joint crusade against the Wendish Dobin, near present-day Rostock. They participated because the pope promised that if they fell, their souls would be in heaven before their blood cooled on the earth (Knytlingesaga 1919–25, 108). At Dobin, they met with a Saxon cavalry, and succeeded in occupying the city, baptizing the inhabitants and forcing them to free their Christian slaves. Then, according to Saxo, the Danish army withdrew because Sweyn and Canute did not trust each other. According to his contemporary, German historian Helmold of Bosau, retreat was because “the Danes are mighty warriors at home, but completely useless in real battle” (Helmold 1868, 65).

Herding Fractious Volksdeutsche

At all levels of German society, scruples over profiting from the displaced Poles’ and Jews’ misery were rapidly overcome. Volksdeutsch colonists brought in from outside the Incorporated Territories fought vigorous turf battles with those already there, who pressed the authorities—often successfully—for compensation for their losses at the hands of the Polish state during the interwar years. Both found themselves competing with hundreds of thousands of predatory Reichsdeutsche, the citizens of the “old Reich,” who flooded into the conquered districts with an eye to the main chance. (One of them was Hitler’s favorite tank commander, General Heinz Guderian, who trawled the Warthegau in search of an estate befitting his elevated status. When an aghast Field Marshal von Manstein asked him what had become of the Polish owners of the manor he eventually selected, “Guderian said that he did not know, when he had taken over his estate the Poles had gone and he had no idea what had become of them.”) Tensions among all three groups, and among different ethnicities within the Volksdeutsch “family,” frequently ran high:

Settlement advisers depicted Bessarabian German children fighting local Volksdeutsche children. Native ethnic Germans were portrayed complaining that everything was done for the incoming settlers but nothing for them, and murmuring that if the settlers hadn’t come, they would have got all the confiscated Polish land for themselves. One settlement adviser reported that the local ethnic Germans called the settlers from Bukovina “gypsies.” Bukovina Germans hit back by calling the local ethnic Germans “Poles.” Settlement advisers were also quick to criticize fellow Reich Germans, usually men, for arrogance towards the Volksdeutsche. One told the story of a settler’s wife from Bukovina who forgot to wear the badge showing she was German and was thrown out of the post office, where she was trying to post parcels to her son at the front, by a Reich German man who hit her in the face.

Trying in just a few years to concoct a cohesive Germanic whole from a Volksdeutsch melting pot that constantly threatened to boil over was thus a forlorn hope. For many colonists, the dream of an idyllic life in the Incorporated Territories ended even sooner. The Volksdeutsch holding camps proved irresistibly attractive as reservoirs of available personnel to military recruiters and to businesses struggling to maintain production in the face of Germany’s increasingly acute labor shortage. Inmates, facing an open-ended sojourn in ramshackle facilities whose commandants were prone to imposing upon them “a militarized regimen, separating them by sex and treating the newcomers as children, if not prisoners,” were susceptible to such overtures. Sometimes even Himmler yielded to the temptation, ordering in December 1940 that the Bessarabian Germans, who had not fulfilled his expectations as potential colonists, be conscripted instead into labor battalions. On other occasions it was the Volksdeutsche themselves who threw in the towel. Some colonists from Galicia, disappointed with the farms assigned to them in the Warthegau, abandoned them in the autumn of 1940 and sought readmission to their holding camp in łódź; another group was arrested for rejecting the properties they were offered and holding a demonstration against the authorities. And sometimes the mismatch between colonist and colony was so great that no amount of official intervention could make Germanic silk purses out of sociological sow’s ears. The genteel Estonian and Latvian Volksdeutsche proved a particular disappointment as settlers, looking askance at the notion that they should become agrarian pioneers in the agoraphobia-inducing Polish steppes. “Either they were large landowners, who were not prepared to accept the conditions of peasant settlements (which would be like suggesting to Thomas Jefferson or ‘Turnip’ Townshend that they take on three acres and a cow) or they were urban dwellers…. Soon planning officials were calling on the evacuation staff not to send them any more Balts.”

The sheer diversity among the Volksdeutsche, indeed, was probably the biggest single impediment to the success of the colonization program. Other than their regional accents, some were indistinguishable from their Reichsdeutsch counterparts. Arthur Greiser, born in Poznań province, was himself Volksdeutsch. But the claims of others were far more tenuous, if not completely fictional. Poles and Jews often observed with bemusement that many members of the Selbstschutz [self-defense] militias that sprang up to assist the Germans were, as one woman put it “people from our town, Poles,” who as soon as the Nazis arrived “suddenly heard the call of their German blood! Mostly they were scum: ex-jailbirds, card-sharps, thieves, petty (and not so petty!) crooks.” The ease with which yesterday’s Pole, Ukrainian, or Czech could become today’s German was not lost on the Reichsdeutsche, who began to describe their supposed co-racials as Beutegermane or “booty Germans” who had attached themselves to the Volk solely for the purpose of grabbing as much loot as they could.

Prewar Ethnic Cleansing in Europe

In one respect it is misleading to speak of “the postwar expulsions.” From the very beginning of the Second World War, the European totalitarian powers engaged in ethnic cleansing on a scale never before seen in history. For Adolf Hitler, a continent from which “undesirable” peoples—Jews, Slavs, Roma, and others—had been displaced to make room for incoming German colonists lay at the very heart of his nightmarish racial vision. Even the Holocaust, when it had finally been decided upon, was but a means to this larger end. But his fellow dictator Josef Stalin also had grand ambitions to redraw the ethnographic map of the continent. During the two years of their uneasy partnership under the Nazi-Soviet Pact, both men found it convenient to work together.

Neither was a newcomer to the task. Stalin especially had a notable record of moving potentially troublesome national minorities around his empire, both as a form of collective punishment and to ensure that vulnerable borderlands were inhabited by ethnic groups—principally Russians and Georgians—in whose loyalty he considered he could repose greater confidence. To be sure, the internal transfer of smaller nations falling within the Russian orbit already had a long and dishonorable history by the time Stalin assumed control. Tsar Alexander II, the ironically named “Tsar-Liberator,” displaced nearly half a million natives of the western Caucasus in 1863–64 to enhance the security of the border. His grandson, Nicholas II, would follow his example in the first months of the Great War, removing to the Russian interior the ethnic Germans of central Poland along with an even greater number of Polish Jews. With the front beginning to collapse in the face of Hindenburg’s counterattacks in January 1915, Army General Headquarters stepped up this purge of potentially disloyal German, Austro-Hungarian, and Turkish subjects, by the simple expedient of giving the expellees a short period to collect what goods they could and then setting fire to their houses and crops. As the displaced people fled east, without food or any semblance of an evacuation system in operation, they began to die in large numbers. In the central Asian regions and the Far East of the Russian Empire, Chinese, Korean, and Moslem populations were removed for similar reasons. But it was only after the Bolshevik Revolution that internal deportations of entire peoples became a regular instrument of state policy.

A youthful Stalin cut his teeth as an architect of forced removals when as “Commissar for Nationalities” he assisted his fellow Georgian, Sergo Ordzhonikidze, to clear out the Terek Cossacks from the northern Caucasus in 1920. In the second half of the 1930s, movements of this kind reached unprecedented levels. “Between 1935 and 1938,” as Terry Martin notes, “at least nine Soviet nationalities—Poles, Germans, Finns, Estonians, Latvians, Koreans, Chinese, Kurds, Iranians—were all subjected to ethnic cleansing.” Most of these movements were connected to the Soviet leader’s paranoia over “spies” and “wreckers” within the country. In 1937, for example, 11,868 ethnic Germans living in the USSR were arrested as suspected Nazi agents; the following year no fewer than 27,432 were detained on similar charges. The number of Soviet Poles held for espionage was greater still. The majority of these detainees were executed; the peoples to which they belonged were internally exiled by police and NKVD units. During the years of Stalin’s “Great Terror,” a total of approximately 800,000 members of national minorities were victims of execution, arrest, or deportation—generally to the Central Asian republics of Kazakhstan and Uzbekistan, which began to rival Siberia as convenient dumping grounds for peoples the government viewed with disfavor.

Although Hitler had less scope than his Soviet counterpart for large-scale transfers of population, he too worked energetically to convert Germany into an ethnically and racially homogeneous state even before the war. The persecution of the Jews since 1933 had the explicit intention of compelling them to leave the country: in its crudest form, this consisted of physically pushing those who held dual citizenship across the borders into the territory of neighboring countries. A further wave of coerced migrations, this time under international auspices, ensued as a result of the Munich Agreement, which provided a six-month window of opportunity for ethnic Czechs and Slovaks to move out of the Sudetenland (and Germans elsewhere in Czechoslovakia to transfer in) and established a German-Czechoslovak commission to “consider ways of facilitating the transfer of population.” In the spring of 1939, Germany browbeat neighboring Lithuania into ceding the largely German Memelland to the Reich, though tens of thousands of Volksdeutsche were left in the areas remaining under Lithuanian control. Lastly, at Mussolini’s behest, Heinrich Himmler opened negotiations with Italy in May 1939 to secure the removal of the 200,000 ethnic Germans of the Alto Adige region in the Italian Alps. Notwithstanding his “Pact of Steel” with Hitler concluded in the same month, the Duce had not been oblivious to the recent fate of countries bordering on the Reich that harbored German minority populations. After the Nazi state’s absorption of Austria in the Anschluss of 1938, Mussolini considered it wise to remove temptation, and his ethnic Germans, from his new partner’s field of vision. By July, an agreement in principle had been reached for the “voluntary” departure of the German-speaking population, though no decision was taken as to their ultimate destination. Although the pact supposedly required the ratification of the ethnic Germans themselves in a plebiscite, an affirmative vote was ensured by declaring that any who elected to remain ipso facto consented to be resettled anywhere within the Italian domains that Mussolini chose to send them. According to rumors deliberately spread to make certain that voters saw the matter in the correct light, this was to be Abyssinia.

Sweden’s Caps vs. Hats in 1700s

Meanwhile, in Sweden, effective government was exercised by Count Arvid Horn, celebrated as one of Charles XII’s most daring generals and, later, as a skillful diplomat. As president of the estate of nobles, Horn decided that war-weary Sweden needed a long period of peace, and he had to choose his allies with some care. In 1727, when Horn began his rule, Europe was divided into two rival camps. England-Hannover and France stood opposed to Austria, Spain, and Russia, and Horn finally linked the fortunes of Sweden with the Anglo-French combination.

For eleven years, Horn pursued a pacifist policy, much to the displeasure of a large number of young noblemen who were eager to follow a more aggressive course, an aspiration in which they were supported by many influential businessmen and burgesses. These aggressively minded young men nicknamed Horn’s party the “Nightcaps” or more usually the “Caps,” in tribute to their sleepy conduct of national affairs, and in consequence came to call themselves the “Hats.”

In the 1730s, the alliance between England and France broke up, and the French ambassador in Stockholm, well supplied with money, began to intrigue with the Hats. By the payment of large bribes, he managed to organize a campaign of ruthless agitation and abuse aimed at Horn’s government. In 1739, Horn was forced to resign and his supporters were expelled from the council. The Hats, generally men of the lesser nobility and the bourgeoisie, took over.

The aim of the Hats was to take revenge on Russia, with French help, and the outbreak of the War of the Austrian Succession in 1741 seemed to give them the opportunity that they sought. Beginning with a tripartite contest for the Austrian inheritance and the invasion of Austria by Frederick the Great of Prussia, it was to draw many European nations into the fray. France, Spain, Bavaria, and Sweden came to Prussia’s support, while Britain and Holland joined beleaguered Austria. Separately, Sweden declared war on Russia. The entire conflict, which was fought in many combinations and in many theaters, including the American colonies (where it was known as King George’s War), lasted until 1748.

Origins of Rus

While the Danes and the Norwegians were venturing southward and westward in their search for a better life, the Swedes looked toward the East. Already, Swedish Ruotsi, or rowing men, had made themselves the masters of much of the eastern coast of the Baltic and had established settlements in what would later be called Finland, Estonia, Lithuania, and Latvia. But the Swedes were not content to remain on the Baltic coast. They rowed their longships down the gulf which leads to modern St. Petersburg and up to Lake Ladoga, that great inland sea. Thence, the Ruotsi, or “Rus” (as the Slav tribesmen they met corrupted the name), set the prows of their vessels toward the south, down the network of rivers that run to the Black and the Caspian seas. They were led, the Russian chroniclers tell us, by Rurik and two lieutenants, Askold and Dir, who were possibly his brothers. Rurik founded a “kingdom” south of Lake Ladoga and established the city of Novgorod, while his brothers, pressing farther south, set themselves up as kings of Kiev, on the Dnieper River. By the year 900, the two Swedish colonies were united as the lusty new state of Kievan Rus. Russia owes its name and its foundation as a nation to these Swedish oarsmen.

The purpose of the Swedes was not so much conquest, though that was an essential part of their plan, as trade. Swedish ships plied the river courses in such numbers that even Constantinople was threatened by the merchant-marauders. There, at the seat of the Roman Empire, the Swedes gathered goods from the East – gold, silver, carpets, tapestries, perfumes, leatherwork, dried fruits, precious stones, and many other things never before seen in their homeland. These treasures were shipped to Gotland, a large island in the middle of the southern Baltic Sea, which developed into a rich trading entrepôt. To it came merchants from the mainland of Sweden, Denmark, and countries as far afield as France and Holland. Modern research has unearthed in Gotland hoards of coins from every part of the world known to tenth-century Europe.
