Poland-Lithuania’s Golden Age

That Poland-Lithuania was able to rein in the natural inclination of monarchs to seek absolute power was partly the result of the country’s unique political heritage and traditions and partly the result of a unique period of efflorescence, one reflected not only in the degree to which Renaissance ideas penetrated the polity but also in the economic well-being that accompanied the Golden Age….

This Golden Age was no misnomer. Not that Polish miners had suddenly discovered a rich vein of gold. The market for gold and silver bullion was dominated by Spain, whose recent penetration of the New World had uncovered vast new supplies of these precious ores. Poland-Lithuania turned out to have ample reserves of a resource that was in great demand elsewhere in the world: grain.

The particular world conjuncture of the late fifteenth century suddenly upped the ante for the grain trade. The Black Death of the mid-fourteenth century (which, incidentally, never made its way to Poland) had a significant effect on the economy of the countries in Western Europe, which upon rebounding shifted from agricultural production to animal husbandry. The population increase in the growing cities of the West, combined with the conscious decision to raise sheep for wool instead of planting seeds for grain meant that food was at a premium—a situation reflected in the so-called price revolution, which suddenly made it exceedingly profitable to engage in the export of staple foods.

It so happened that Poland-Lithuania was perfectly poised to take advantage of this situation. Not only did these lands have ample fields of grain. They now could profit in full from exporting their grain surplus via the Baltic. How? Because Poland-Lithuania now had an outlet to the sea. In earlier centuries, the Teutonic Knights had dominated the Baltic Sea coast and, with it, all sea-bound trade. This changed in the mid-fifteenth century when the population of Royal Prussia—including cities such as Gdańsk and Elbląg—opted for Polish rule. One long (thirteen-year) war and peace treaty later, Royal Prussia became part of Poland-Lithuania. After the mid-fifteenth century, the Teutonic Knights had to content themselves with the less fertile and less developed lands to the east; and even those lands, known after 1525 as Ducal Prussia, became a fief of the Crown of Poland.

In exchange for their allegiance, the inhabitants of Royal Prussia were given several important political and economic privileges. These included the right to their own regional parliament (the Prussian estates), municipal self-government for the cities, the right to trade everywhere in the vast country, and exemption from any additional tolls on the Vistula. The region’s incorporation into Poland-Lithuania, thus, had the potential to bring much benefit to the state. Gdańsk merchants could contract for Polish grain, and those supplying the grain had recourse to the growing world market for their staples, the easiest commodity for a large lowland country to produce. The result was that in the sixteenth century Poland became the main supplier of grain to Europe. Each fall, tons of golden grain—oats and rye, wheat and barley—were shipped to markets far and wide. Whereas in the year 1490, around twenty thousand tons of rye were exported, for example, nearly a century later (in 1587), the figure had risen to around seventy-one thousand tons.

Some of the grain went to destinations within the Baltic region—to places such as Lübeck or Copenhagen, Stockholm or Riga. The other (larger) half sailed through the sound. Some of the grain ended up not only in Amsterdam but also in places such as Setubal or Faro in Portugal, or even all the way to the Mediterranean.

Among the greatest consumers of Polish grain were the Dutch. Those mighty world traders hailing from a tiny waterlogged flatland could no longer feed themselves. Gdańsk itself was responsible for half of Amsterdam’s Baltic trade. But the Dutch were hardly the only foreigners present in the port Gdańsk. Germans, Frenchmen, Flemings, Englishmen, Spaniards, Portuguese, all traveled to this Baltic entrepôt in search of what Poland-Lithuania could supply. They found a sea of warehouses bursting with rye, wheat, and other grains as well as fibers (flax and hemp), forest goods (wax, honey, potash, lumber), even salted beef.

All this earned the Gdańsk merchants and their Polish suppliers a pretty penny. In the early years of this increased Baltic trade, a foreigner noted what he observed during the annual two-week long fair in Gdańsk, which began on Saint Dominic’s feast day (August 4). He saw over 400 ships arrive in the port. Yet their holds, albeit awaiting the harvest of grain, were hardly empty. They had brought to the shores of Poland-Lithuania all manner of luxury items: French wines; Spanish olive oil, lemons, preserves, and fruits; silks and other fine cloths; Portuguese spices; English cloth and tin. Reportedly the first eight days of the fair were spent loading the boats of the foreigners with Polish-Lithuanian wares, the next eight with selling luxury items (some clearly of global provenance) to the Poles. Business was booming. By mid-century, the historian Marcin Kromer was reproaching his compatriots in the Kingdom of Poland for being obsessed with luxury and splendor, and for adorning themselves in foreign fabrics and exotic leathers, in silks and purples, silver, gold, pearls, and gemstones.

Mazovia (with Warsaw) Joins Poland

Zygmunt’s reign did bring many positive developments, however. One important accomplishment was the ultimate incorporation of Mazovia (with its ducal capital of Warsaw) into the Crown of Poland. Regardless how odd this may seem to contemporary readers, Warsaw—despite its central location and later claims to fame—was not yet fully a part of the realm. Since the fourteenth century, Mazovia had been a fief of Poland, controlled by a branch of the old Piast princely dynasty. Bit by bit, the Crown of Poland had acquired pieces of that territory; yet it was only after the death of the last Mazovian prince, Janusz III, in 1526 that the process of incorporation was completed.

For a Polish province, Mazovia was in many ways atypical. The duchy had long eschewed battle with the Teutonic Knights to its immediate north and even maintained good trade relations with them. As of the late fourteenth century, Mazovians had played an important role in facilitating the trade of timber and naval stores coming to Baltic ports via the Narew, Bug, and Vistula Rivers. The duchy likewise assisted the transit trade of furs, wax, and honey from Lithuania as well as cattle from Volhynia. After 1500, Mazovians expanded their activities to include the grain trade. As for the social composition of the duchy, it boasted a preponderance of nobles—certainly vis-à-vis Poland-Lithuania as a whole. Some 20 percent of the population claimed a noble patent—quite a large number, though to be sure most of these were impoverished soldier-nobles. Warsaw had a provincial feel, although in the sixteenth century it was beginning its ascent, in part thanks to trade.

[It sounds as if Poland may have acquired its own equivalents of the Prussian Junker class when it incorporated Masovia into the Crown of Poland.–J.]

Although King Zygmunt managed to incorporate the remaining pieces of Mazovia into the Crown, he was less successful in pressing state and dynastic interests in the region of the Baltic Sea, this despite a very real occasion to do so. For a war fought against the Teutonic Order in 1519–1521 brought the Knights to their knees—literally. One of the most famous images in Polish history dates from 1525, the so-called Prussian Homage. A triumphant view of this grand event was painted in 1882 by the nineteenth-century Polish artist Jan Matejko, whose colorful brushstrokes lavishly rendered the scene of the former grand master of the Teutonic Knights, Albrecht von Hohenzollern, kneeling before the Polish king and publicly swearing his fealty.

Yet such a rosy view of the event—although attractive to Matejko’s contemporaries, who took especial pleasure in seeing Prussians bowing down before the Poles, even if only in the deep historical past—was misleading. Much more could have been achieved than simply having Albrecht von Hohenzollern kneel before the Polish king (who was, after all, his uncle) and resign himself to the status of subordinate. What could have marked the end of Prussia as an independent entity—had Zygmunt pursued the fight further—instead gave little Prussia a new lease on life. Recall that part of Prussia had already been incorporated into the Crown by Zygmunt’s father. This was the so-called Royal Prussia, which had sought to break away from the hold of the Teutonic Knights and turned to the Polish king for help.

What went wrong, then? Although it was a Polish fief, in this moment Prussia was permitted to undergo a notable change. No longer to be run by the Teutonic Knights, it was transformed by Albrecht von Hohenzollern-Ansbach (the aforementioned nephew of Zygmunt) into a secular state. Henceforth the last grand master of the Teutonic Order would be known as Duke of Prussia, and his successors would have hereditary rights in the lands formerly held by the Order. Not only that: the Prussia of Albrecht von Hohenzollern simultaneously embraced the views promulgated by Martin Luther, who by nailing his ninety-five theses to the door of a church in Wittenberg in 1517 initiated a movement that would forever change the face of Christian Europe. This was the Protestant Reformation. Close to Martin Luther himself, Albrecht became—with Zygmunt’s permission—the first territorial Lutheran ruler and Prussia became the first Protestant state in Europe.

That this should occur without bloodshed or upheaval was in part due to Zygmunt the Old’s willingness to approve this amazing transformation of the former arch-Catholic polity—in part to keep Ducal Prussia from moving into the orbit of the Holy Roman Empire. To be sure, in the Treaty of Kraków of 1525—the first European treaty between a Catholic and a Protestant state—Zygmunt and Albrecht agreed that Ducal Prussia would come fully under Polish control on the extinction of Albrecht of Hohenzollern’s line. That only a generation later a different king would, in a pinch, exchange his hereditary rights to succession for military assistance is but one of the fateful missteps that would haunt Polish history for centuries to come, even if it could not be foreseen in 1525.

Reuniting Polish Lands, 1300s

Even if Poland was in pieces, the lands were developing and its people were thriving. Nor had the broader population lost its identity and connection to the Polish past. Indeed: despite a series of hurdles, an entity to be called Poland once more would come together, as a monarchy, in the early fourteenth century.

This coming together was the work of one of the Piast princes, Władysław Łokietek. A grandson of Duke Konrad of Mazovia, Łokietek hailed from neighboring Cuiavia, in the central-northern reaches of the Polish lands. His sobriquet was “Elbow-High,” which suggests the prince was short of stature. What Łokietek lacked in height, he surely made up for in chutzpah. This plucky—and lucky—Piast prince would begin what can be seen as an upward trajectory for the Poles. The vertically challenged Łokietek was chosen prince of Greater Poland after the death of a different Piast ruler, Przemysł II (1257–1296), who was assassinated on Ash Wednesday on orders of the margraves of Brandenburg. The German margraves were unhappy with Przemysł’s attempts to unify the Polish lands: Przemysł had brought together Greater Poland and the seacoast region known as Gdańsk-Pomerania, and in 1295 was even crowned king in Gniezno, albeit of those two regions alone. Łokietek hoped to build on these achievements.

The Piast was aided in other, more prosaic ways as well. One was the problem faced by many a medieval dynasty: life was brutish and short. The reign of King Václav II came to an end with his sudden death in 1305. His son and successor, also named Václav (who had become king of Hungary before inheriting Bohemia and Poland from his father), was assassinated in Bohemia the following year. The extinction of the Czech Přemyslid dynasty left the throne open (in fact, it left several thrones open), which was then contested from all sides. Habsburgs, Luxemburgs, as well as a number of Piast princes (if not Łokietek) all sought to claim the throne. Married to a Bohemian Přemyslid princess, John of Luxemburg ultimately proved victorious—thus initiating a new Bohemian dynasty. He would consider himself also heir to the Polish throne.

Tiny but tenacious, Łokietek was not one to abandon the cause of conquest and unification so lightly. Whereas Václav II and subsequent Bohemian monarchs had found support in the Germanized towns, the Piast prince managed to rally the knights (if not the towns) to his side. And he was willing to fight. With Hungarian help, Łokietek reconquered Lesser Poland, Cuiavia, and other territories, thus establishing himself as a legitimate ruler of the Polish lands circa 1306. Holding onto them proved a challenge: for example, at one point burghers rebelled in Kraków and other towns of Lesser Poland, and they had to be subdued. The Polish unifier sought to rid Kraków of the miscreants by use of a shibboleth. Those burghers who could pronounce the four words “soczewica, koło, miele, młyn” [emphasis added] (lentil, wheel, grinds, mill) were allowed to stay. Native German speakers stumbled over the pronunciation of the Polish letters “ł” and “s,” which allowed the authorities to shuffle and rearrange the city’s population. Henceforth, the Kraków burghers would find it politic to Polonize. The process of unification was anything but smooth.

Nonetheless, the Piast was persistent—and his persistence paid off. The sixty-year-old Łokietek was crowned King Władysław Łokietek in 1320. His coronation on January 20 of that year took place not in Gniezno but in Kraków, which had been gaining in political significance since Kazimierz the Restorer moved there in the eleventh century. Still, the Elbow-High succeeded in unifying only two provinces: Lesser Poland and Greater Poland. His Poland had no Mazovia, no Prussia (despite Łokietek’s best efforts, the Teutonic Knights had seized control there), no Gdańsk-Pomerania (treacherously taken by the Teutonic Knights), and no Silesia (the Silesian Piasts did not feel compelled to subordinate themselves to the upstart Łokietek, and they remained firmly in the Bohemian orbit). Once again coronation was an important symbolic act, if still just a beginning.

Poland Becomes Catholic, 966

Mieszko seems to have led the Polanie as of about the year 960. The reason we know of him and his state is that, like the Moravians to the south, the Germans (that is, the Christian population to the west, which was part of post-Carolingian Europe, the eastern part of which was ruled by the German emperor) were beginning to pay attention to this emerging state centered around Gniezno [cf. gniazdo ‘nest’]. Early recorded mention of Mieszko’s doings has come down to us from a Jewish trader, Ibrahim Ibn Jakub, who, while on business in Magdeburg in 966, learned of the existence of a well-organized state that was conquering some of the Slavic tribes to its west. A Saxon monk noted the existence of the dynamically expanding state, which likewise caught the attention of Otto I. Titled Emperor of the Romans by the pope only in 962, the German Otto had pretentions to the same region. Before long, Mieszko’s realm came to be referred to as Poland, or the land of the Poles.

It is customary to date the beginnings of the history of Poland to 966. This choice of date reflects a momentous decision made that year. Until this point, the Polanie and the neighboring tribes in the vicinity of Central and Eastern Europe were for the most part pagans. This was not true of the Germans further west, who had already converted to Christianity in late antiquity or the early medieval period; nor was it true for the Moravians, who had witnessed the ninth-century ministry of Cyril and Methodius, the missionaries to the Slavs, although by this time—a century later—they were under German influence. (Note that Kyivan Rus’, lying further to the east, was baptized only as of 988, but its baptism came from Greek sources, that is, Constantinople.) In this part of the world, of world-historical significance was what religion these pagan rulers chose, and at whose hands they were baptized.

It is in 966 that the baptism of Mieszko—head of the Gniezno state, this nascent Polish polity—took place. It is both interesting and important that this was facilitated not by the Germans but by a Bohemian (Czech) connection. A Czech state had emerged around the turn of the eighth and ninth centuries; first baptized by Saint Methodius, the Czechs relatively quickly came under Bavarian influence, their church under the bishop of Regensburg. In 965 Mieszko strengthened the connection with this Slavic neighbor by marrying a Bohemian princess, the daughter of Boleslav I. This Dubravka, known variously also as Dąbrówka or Dobrava, was a Christian, and she likely brought some Christian clergy with her to Gniezno. The next year, Mieszko accepted baptism at their hands.

What is important for the future history of Poland is that this was Western, and not Eastern, Christianity—that is, Mieszko was baptized into the Church of Rome, as it was then known. No less important is that baptism came from Bohemia, not from the imperial power to the west. Mieszko furthermore took care to ensure that his state was placed under the care of missionaries. As missionary priests were directly subordinated to the papacy and not to a bishop within any given territory, this gave the nascent Polish church more flexibility because it was not placed under another sovereign state.

Thus began the Poles’ connection with Roman Catholicism, one that dates back a millennium. It is a connection that has stuck. Until very recently, many people around the world associated Poland above all with the man who, until not so long ago, was head of the Universal Church—Karol Wojtyła, better known as Pope John Paul II. During his first trip to Poland after he became pontiff, John Paul II famously declared to his countrymen that “it was impossible, without reference to Christ, to understand the history of the Polish nation, this great thousand-year-old community that so profoundly shapes my existence and that of each of us.” While clearly there is much to this statement, one cannot say that the Christianization of Poland or the Poles’ historic identification with Roman Catholicism were inevitable. Nor (as we shall see) is the belief that all “real” Poles have always been, or must be, Roman Catholics borne out by the country’s history, certainly not if one examines that history in its entirety. (Such Polish paradoxes await the patient reader.)

So what motivated Mieszko’s conversion? The baptism of “Poland” into the larger Roman Catholic family appears to have been, above all, a political decision and not simply (if such matters are ever simple!) a matter of spiritual conversion. It likely extended originally only to Mieszko’s court and entourage, who through the person of his wife and her entourage were pulled into the Christian orbit. Surely Mieszko realized that, by accepting Christianity, he would no longer be subject to incursions from the west—at least, the types of incursions from the eastern marches that doubtless had long been intended to turn these Slavic peoples from paganism to Christianity. By converting, he would deny the Holy Roman Empire the pretext to interfere with his state. The fact that the baptism came at the hands of a missionary who was under papal jurisdiction proved important. The Polish church thus would not be subordinated to the Holy Roman Empire or any other lay power. Moreover, as denizens of a Christian power the Poles could now seek to spread Christianity to other pagan tribes in the region (for example, the Pomeranians or the tribes further east), thus expanding their own influence.

French Empire Overstretched, 1952

The possibility of a French withdrawal seemingly grew more real that January, as Paris lawmakers prepared to begin a full-dress debate on Indochina in the National Assembly. De Lattre’s death on January 11, just a few days before the start of the debate, set a somber mood for the proceedings, and it was soon clear that a broad cross section of delegates questioned France’s continued commitment to the war. Views that a year earlier would have been labeled “defeatist,” or “unpatriotic,” were openly expressed, and not merely by the left. How could France afford, many delegates asked, to continue a struggle that in 1952 would consume between one-seventh and one-sixth of the entire budget? Answer: She could not, certainly not if she was also to build up a large army in Europe, which alone would enable her to pull her own weight in the organization of Western defense. “I am asking for a change of policy in Indo-China,” declared Pierre Mendès France of the Radical Party.

Influential voices in the French press said in essence the same thing; Le Monde and Le Figaro both noted that, absent dramatically increased U.S. aid, France would soon have to choose between fulfilling her European responsibilities and seeking a rapid diplomatic solution in Vietnam. At the U.S. embassy in Paris, a despondent David Bruce saw French hopes for victory dashed and the public eager for peace. “A snowball has started to form,” the ambassador warned Washington. Absent greater American assistance for the war effort or some kind of “internationalization”—meaning U.S. and British guarantees to defend Indochina militarily—public sentiment for withdrawal would continue to build. The CIA, for its part, said that a full-fledged French reappraisal of Vietnam policy was at hand, with potentially major implications for the United States.

Ultimately, the Pleven government prevailed in the debate, and the Assembly approved by a wide margin the appropriation of 326 billion francs for land forces in Indochina during 1952. This sum, however, did not cover the air force or navy, and as in previous years a supplemental allocation would be required before long. Pleven declared that the government had secured a fresh mandate for the vigorous prosecution of the war, and he lauded French forces for their “magnificent” performance in the field; a year or eighteen months hence, he predicted, France could secure a negotiated settlement “from positions of strength.” His words rang hollow. The dominant mood in the Assembly after the vote, observed one journalist, was that “it couldn’t go on like this.” If the appropriation passed, “it was only because the French army in Indo-China could not be left high and dry without money or equipment.”

Two other factors no doubt shaped the outcome of the vote. One was the growing nationalist restiveness in North Africa, particularly in Morocco and Tunisia. In Rabat, the French faced growing pressure from the sultan, Mohammad Ben Youssef, to grant independence, while in Tunis negotiations had broken down just a few weeks earlier over nationalist demands for home rule. For some Paris officials, the North African tensions were an added reason for withdrawal from Indochina—in the words of Radical leader Édouard Daladier, so long as 7,000 French officers, 32,000 NCOs, and 134,000 soldiers were “marooned” in Vietnam, France would be hopelessly outnumbered in her North African possessions. The alternative view, and the one that won out in the end, was that early disengagement from Vietnam would only intensify nationalist fervor in the Maghreb. (If the Vietnamese can win independence, why can’t we?) For the sake of the empire, then, France had to stay the course in Vietnam. Second, Premier Pleven won political points for his announcement, timed perfectly in advance of the Assembly vote, that he had secured agreement for a three-power conference on Indochina, involving Britain, the United States, and France, to take place in Washington later in the month. Pleven assured delegates that France would press for a joint Western policy toward the Far East and direct Anglo-American support in the event of a Chinese Communist move into Indochina.

The prospect of a Chinese military intervention dominated the discussion of Indochina at the tripartite meetings, though there was a divergence of views on the seriousness of the threat. At the start of 1952, the PRC had about two hundred and fifty thousand troops in the provinces bordering Indochina, many of them ready to cross the frontier on short notice. Both the CIA and the Joint Intelligence Committee of the Joint Chiefs of Staff rejected the likelihood of an invasion, and so did British intelligence. With the Korean War still ongoing and claiming vast Chinese resources, and with the Viet Minh holding their own against the French, these analysts thought Beijing would almost certainly be content to maintain its current level of support—arms and ammunition, technicians and political officers, and the training of Viet Minh NCOs and officers in military centers in southern China. The French, however, insisted on the very real possibility of direct, large-scale Chinese intervention and requested a U.S. commitment to provide air and naval support in that event. The Joint Chiefs of Staff and the National Security Council agreed it was important to decide on a course of action should the Chinese move. But which course?

Many of the French troops in Indochina came from France’s African colonies, some of the best from Morocco and Senegal. By 1952 “the fighting had killed 3 generals, 8 colonels, 18 lieutenant colonels, 69 majors, 341 captains, 1,140 lieutenants, 3,683 NCOs, and 6,008 soldiers of French nationality; 12,019 legionnaires and Africans; and 14,093 Indochinese troops. These numbers did not include the missing or wounded—about 20,000 and 100,000 respectively.” (p. 458)

Vichy vs. Japan vs. Vietnam, 1940

On August 29, Vichy concluded an agreement with Japan that recognized Japan’s “preeminent position” in the Far East and granted Tokyo special economic privileges in Indochina. Japan also received transit facilities in Tonkin, subject to agreement between the military officials on the spot. In exchange, Japan recognized the “permanent French interests in Indochina.” Negotiations continued in Hanoi in September and went slowly, as French negotiator General Maurice Martin held out hope for an American naval intervention that would cause Japan to scale down her demands. Increasingly impatient, the Japanese warned Martin that Japanese troops from the Twenty-second Army, based in Nanning, would enter Indochina at 10 P.M. on September 22, whatever the outcome of the negotiations. At 2:30 P.M. on the twenty-second, the negotiators signed an agreement authorizing the Japanese to station 6,000 troops in Tonkin north of the Red River; to use three Tonkin airfields; and to send up to 25,000 men through Tonkin into Yunnan in southern China.

The agreement stipulated that the first Japanese units would arrive by sea. But the Twenty-second Army was intent on moving its elite Fifth Infantry Division across the Chinese border near Lang Son at precisely 10 P.M. Not long after crossing the frontier, the Japanese units became engaged in a fierce firefight near the French position at Dong Dang. Almost immediately, skirmishing also began at other frontier posts. For two days the battle raged, with the key French position of Lang Son falling on the twenty-fifth. The French forces had suffered a major defeat—two posts were gone, casualties were significant (estimates run to 150 dead on the French side), and hundreds of Indochinese riflemen deserted in the course of the battle. It might have been much worse had not Decoux and Baudouin appealed directly to Tokyo and had not the emperor personally ordered his troops to halt their advance. The Japanese apologized for the incident and termed it a “dreadful mistake,” but they had made their point: Governor-General Decoux and the French might still be the rulers of Indochina, but they operated at the mercy of Japan.

Decoux did his best to pretend otherwise. To anyone who would listen, he claimed that the Japanese were not an occupying force but were merely stationed in the country; that the French administration functioned freely and without impediment; and that the police and security services were solely in French hands. The tricolor, he noted, continued to fly over his headquarters in Hanoi. And indeed, French authority in Indochina remained formidable, as Ho Chi Minh and the Indochinese Communist Party learned firsthand in the fall of 1940. Sensing opportunity with the fall of France in June, the ICP in the autumn launched uprisings in both Tonkin and Cochin China against French authorities, only to be brutally crushed. In Cochin China, the French used their few aircraft as well as armored units and artillery to destroy whole villages, killing hundreds in the process. Up to eight thousand people were detained, and more than one hundred ICP cadres were executed. Not until early 1945 would the party’s southern branch recover from this defeat.

Romania’s Bizarre Revolution, 1989

Like its East German counterpart, the Czechoslovak regime had discovered it lacked the will and conviction to escalate beyond truncheon and tear gas to live ammunition. Remarkably, these two well-armed hardline regimes had accepted oblivion with little protest. Except for the beatings and arrests in the early Leipzig demonstrations, those that followed in East Berlin and Dresden in early October, and the “massacre” (in which no one actually died in Prague) on November 17, the neo-Stalinist dictators departed the scene peacefully if not always gracefully. The transfer of power in Czechoslovakia became known as the Velvet Revolution.

Yet a little to the south, also in former Habsburg lands, this time in Romania, an inflexible dictator was sending militia to quell protest, and the violence he unleashed cost hundreds of lives. The situation there differed from the countries to the north in the absolute separation of the nepotistic regime from society; the extraordinary sacrifices that had been demanded for years—electricity and gas were limited to a few hours a day—and the outrage that resulted, along with revulsion and active hatred. Ceaușescu sought no understanding with groups in the party, let alone beyond the party, and, in contrast to the lands farther north, virtually no opposition groups emerged in Romania’s civil society to articulate interests separate from those of the state. The dictator had regularly cleared the terrain of contenders and destroyed all loci of opposition, producing a “remarkable atomization of Romanian society, in which fear and distrust became the currency of human relations.” The regime and its supporters had no doubt that they would be held responsible for the injustice and misery when the inevitable accounting came, and they fought with corresponding desperation. By 1989 alienation was countrywide, and when demonstrations erupted in one place, they spread quickly, despite—but then because of—knowledge of the numbers of victims.

Protest flared in former Habsburg Transylvania because it had suffered not only privation but also the destruction of local Hungarian culture, including the bulldozing of villages and the deportation of their inhabitants to Eastern Romania. Anger crystalized in mid-December, when authorities scheduled the ejection of the popular Hungarian Reformed Pastor László Tőkés from the city of Timișoara. His memoirs make clear that the Reformed church’s hierarchy was colluding with the state’s plans to help erase his independent voice; Tőkés had routinely acted without bothering to get approval from his superiors, for example, in organizing inter-denominational services at his church.

On December 15, protesters who had been camping near his residence marched toward the city center, where they took control of public offices and looted the well-stocked stores reserved for the Securitate. The following day, security forces fired on the protesters, but instead of extinguishing the embers of revolution, they caused them to spread, and even more citizens of Timișoara converged on the city center. Many were Hungarian-speakers with access to informative media broadcasts from Hungary and Yugoslavia, and word of their demonstrations was carried eastward by railway workers, troops who had rotated out of the city, and the international media. On December 18, Nicolae Ceaușescu left Romania to visit some of his last supporters, the theocratic rulers of Iran. Kept apprised of the growing unrest though his embassy in Bucharest, Soviet Foreign Minister Shevardnadze said he would welcome Ceaușescu’s fall.

On returning on the afternoon of December 20, Ceaușescu declared a state of emergency in Timișoara, claiming that the demonstrators were terrorists who were serving foreign espionage agencies. He then attempted to organize mass rallies in his own favor in Bucharest. Until recently, individuals summoned by the party for mass spectacles could be counted on for abject expressions of adulation; now they demanded Ceaușescu’s resignation. On the evening of December 21, the dictator sent in security forces to disperse the crowd and hundreds were injured. The following day, the armed forces defected to the people, and Ceaușescu and his wife Elena fled Bucharest by helicopter. Under still unexplained circumstances, they touched down in the countryside and were apprehended, placed on trial before a military tribunal, and then executed before television cameras on Christmas Eve. But the fighting between security forces and crowds, now supported by the army, lasted until December 27, spreading to other cities. In all, 1,104 Romanians lost their lives in the revolution.

One explanation that has emerged for the haste in doing away with the rulers was concern that they might lead a counterrevolution against an emerging challenger, the “Front of National Salvation” that suddenly announced its existence over state radio on December 22, just as crowds were seizing the Communist Central Committee building and television station in Bucharest. The Front consisted not of leaders of civil society, let alone dissident groups—none existed—but of formerly high-placed Communists, some of whom had been disgraced by Ceaușescu. Prominent was the onetime apparatchik Ion Iliescu, who enjoyed support among top officials of the police and army. In his first speech, Iliescu called Ceaușescu a “man without a heart or soul or common sense, a feudal fanatic, who destroyed the country” and “perpetrated the worst crimes upon the people.”

Even in its time, this revolution seemed bizarre. Beyond the chilling spectacle of the execution of the dictator and his wife before running cameras, still dressed in heavy winter clothing and looking more like ragged senior citizens than all-powerful rulers, were the sudden change of heart of the crowd facing Ceaușescu in Bucharest; the inexplicably sudden defection of the military; and the sudden rise out of nowhere of a de facto countergovernment. Even in Timișoara, pastor Tőkés had registered an uncanny shift in mood, beyond his control or anyone else’s, perhaps the work of provocateurs from within the police. Was the revolution orchestrated by Ceaușescu’s rivals in the party? Was it in fact staged with demonstrators acting as unwitting actors in someone else’s drama? Afterward rumors spread that the secret services of the United States and the Soviet Union were informed about the activities of anti-Ceaușescu forces.

In the years since, no evidence has emerged to support claims of a wider or deeper conspiracy; what seems clear is that formerly highly placed officials wanted Ceaușescu out of the way. But they themselves were surprised and overwhelmed by the revolutionary events of those late fall days and adapted well to the events as they unfolded, posing as saviors to a deeply traumatized society. The revolution had resulted from a mix of planning and spontaneity. Opposition leaders emerged who, inspired by the example of Timișoara, had hoped to turn the Bucharest demonstration against the dictator. Their hopes proved justified. Many thousands arrived on December 21 in central Bucharest because they had been instructed to do so; they had no plans to oppose, much less topple the dictator. Yet once others, especially young people, began demanding the dictator’s fall, they joined in, suddenly and decisively, at great personal risk, propelled by years of humiliating privation.

Nonviolent Protest in Plauen, 1989

Citizens of Leipzig also knew that in East Berlin and Dresden, small groups had taken to the streets two days earlier on the national holiday of the state’s founding; they had been beaten brutally. The exception to violence on that October 7 was Plauen, a manufacturing town on the border to Bavaria, where some 15,000 had marched for reforms and dispersed peacefully, thanks to the intervention of that city’s Protestant Superintendent. Like many citizens of southern East Germany, Plaueners had suffered poor air quality and provisioning, and they were still electrified, recalling the fourteen trainloads of fellow East German refugees from Prague that had rushed through their town on September 30, southward to freedom. But the October 7 demonstration in Plauen, the largest to that date in East Germany, would not have happened but for the act of one young man, the toolmaker Jörg Schneider. The previous week, he had distributed dozens of leaflets around town calling townspeople to a demonstration for reforms and basic rights. As a result, thousands descended on central Plauen that rainy Saturday afternoon. Authorities did nothing to stop them, because they too had called on citizens to come into town that day: for a celebration of the state’s founding. The crowds had no leader, but they morphed into a demonstration when police pummeled a man who had unfurled a banner reading simply “we want reforms!” The huge crowd then marched around the city center and finally gathered at Plauen’s city hall, the seat of power, where local party officials were sequestered, not knowing what to expect. Guarding them were police armed with enough ammunition to frustrate any attempt to storm the building.

Fortunately, the superintendent, Thomas Küttler, a man of peace, went through the cordon, spoke with the party secretary, a man he knew well, and elicited a pledge to receive a citizens’ delegation in the coming days. He assured the crowd over a megaphone that their demands had been heard, and it dispersed peacefully. Within a few weeks, Plauen had its own round table, as did virtually every East German town.

But before that point was reached, the regime had to be openly tested in its will to use violence to maintain power, and that test occurred on Monday, October 9 in Leipzig. For reasons that are still debated, the regime backed down and let the largest demonstration to date—an estimated 70,000 people—take place without incident. Honecker’s heir apparent, the “youth functionary” Egon Krenz (a man famous for a big smile), later took credit, but actually decisive were three other factors: an impromptu intervention of six prominent local figures, including the SED first party secretary as well as Maestro Kurt Masur, who drafted and read a call for peace on the radio; the fact that no commander in the huge assemblage of well-armed troops and police (with ambulances at the ready) was ready to take responsibility for a bloody showdown; and the fact that the demonstration started as a peace prayer. The October 9 demonstration commenced with thousands of East Germans departing a church holding lit candles as a sign of their commitment to nonviolence.

Thanks to cameras that Roland Jahn had smuggled into the GDR, audiences in the East and West could watch on television the tens of thousands who joined them the next day. They had chanted the authorless words, “We are the people!,” a phrase more daring and challenging than it sounds. For decades, authorities had claimed—in posters and other propaganda draped all over the country—to represent the people. For example, their social policies were “all for the good of the people!” Here on the streets of Leipzig, the people were in fact speaking, revealing the regime’s claim as a lie. You are not the people—we are.

Without the example of a Soviet leader who sanctioned thoughts of radical change, and circumstances that desperately needed change, the demonstrations in Plauen or Leipzig would not have happened. But they also would not have happened without the courage of thousands of anonymous citizens who wanted change and believed that it would come that day or never. They marched and chanted, knowing that the police and militia might fire. After this point, the police and military seemed defanged, their ability to intimidate broken, the regime’s claim to incorporate the will of a “socialist community of human beings” an obvious fiction. Within a week, more than 300,000 came for the Monday demonstration in Leipzig, and they were joined by hundreds of thousands in towns across the GDR, men, women, and children, hands often raised as a sign of peace. A little more than a week later, the leadership of mostly eighty-year-olds submitted its resignation.

In their banners and chants, the demonstrators used an eloquent German word to tell what they had come to detest in the state socialist welfare state: having been treated like children. But they were “mündig,” adults (literally, “people with mouths,” that is, voices). One banner mocked Honecker’s successor Egon Krenz, the man of the irrepressible grin, placing him in a crib above the inscription: “What big teeth you have, Grandma.”

Four of my classmates in advanced Romanian language classes at the University of Bucharest in 1983-84 were German girls from Leipzig University. They were adding Romanian to their translator/interpreter skills repertoire; they already knew Russian. Two of them seemed strict party-liners but the other two seemed more open to exploring new ideas and I ran into one of them (a fellow redhead) at a West German embassy art exhibit in Bucharest. She panicked and begged me not to tell anyone. Of course, I kept silent about it. I ran into the redhead again just before leaving Romania when I went to their dorms to give away my shortwave radio/cassette recorder to one of the two Chinese classmates who became a friend. (They worked for Radio Beijing’s Romanian broadcast service.) The daring redhead insisted on giving her capitalist classmate a good-bye kiss. I’ve lost track of my German classmates’ names but wonder what happened to them in 1989 and where they ended up.

GDR Illusions in 1989

Gorbachev was not alone in admiring the apparent East German economic strength. In 1987, Western economists, looking primarily at numerical data, placed East Germany ahead of the United Kingdom in per capita income, a major index of development. As late as 1988, even sober Western newspapers were describing the GDR as a powerhouse. Its deep debt, similar to that of other countries (in per capita terms) was known but was not considered an impediment to growth and continued “success.” The times when East Germany’s economy was lame were “long past,” wrote journalist Peter Merseburger in 1987. He imagined the GDR lasting far into the unspecified future, thriving as a state that had solved the problem of unemployment and social insecurity, and he praised it for low rents, ignoring the fact that they reflected low investment in housing. The data existed to draw more sobering conclusions, but few did so. The GDR was so much wealthier than Poland that no one believed it, too, might have deep problems. Per capita East German gross national product was 40 percent higher than that of the Soviet Union.

The success of the GDR’s economy was an illusion. The state carried an unsustainable debt and tore down centuries-old buildings in world-class architectural gems (like Greifswald, Weimar, and Brandenburg), because it was too poor renovate them. The GDR could not compete even in areas where the state made its heaviest investments, like microelectronic technology, a major focus from the late 1970s. By September 1988, some 250,000 workers at seventeen Kombinate and 14 billion marks of investment had yielded the production of the GDR’s own 1-megabyte microchip, much celebrated in the party press, but already years behind the standard in the West. Toshiba had been mass-producing a 1-megabyte chip for two years at that point and was at work on a 4-megabyte chip.

The relatively high living standards were made possible by fortuitous circumstances: a strong preexisting industrial base; heavy investments in the 1950s; rational organizational reforms in the 1970s and 1980s (Kombinate); and the fact that West Germany considered the GDR a part of united Germany and gave it full access to the markets of the European Union, as well as several massive loans. Still, East Germany’s leaders felt that no reform was needed. Kurt Hager, East German ideology chief, said his land did not need Gorbachev’s plans for greater openness and restructuring. Simply because your neighbor puts up new wallpaper does not mean that you should do the same. The GDR leader Erich Honecker even mocked Gorbachev. “The young man has been making policy for only a year, and already he wants to take on more than he can chew.”

Extent of Martial Law, 1941

Lt. Col. Thomas Green, now the Hawaiian Department’s judge advocate, moves into Iolani Palace the day after Pearl Harbor. The man who wrote the rules governing the military administration is on hand to direct martial law operations.

At 12:30 P.M., Green switches on the radio to hear President Roosevelt address a joint session of Congress….

Green switches the radio off. The reality of his position washes over him like a wave—with the war official, the martial law over Hawaii is good as permanent. Now the Army must run everything. All civilians need to be registered and fingerprinted. Manpower is needed to censor the press, long-distance telephone calls and all civilian mail. The Army must police the ban on liquor sales. The list seems endless.

Emergency medical facilities fall under direct Army control. That includes the Japanese Charity Hospital—the military took control of over half of the hospital’s facilities in the aftermath of the attack. The day before, eight hundred volunteers from the United Japanese Society in Honolulu, freshly trained to respond to medical emergencies, went straight from their graduation ceremony to tend to the wounded.

Of all the challenges Green faces, creating a functioning justice system is the thorniest. It’s not easy to replace the civil system with military courts overnight. Easing his job is the lack of impediments: the writ of habeas corpus remains suspended, search warrants are unneeded and even written charges are optional. Being tried before a military court will be a shadow of the former process—presided over by a sole officer, who’ll be encouraged to sentence offenders the same day of their arrest.

Japanese Hawaiians are subject to special restrictions. For them, meeting in groups of more than ten is forbidden. Being outside during the nightly blackouts is cause for detention. The entire community is ordered to turn in all firearms, flashlights, portable radios and cameras.

At his home on Kalama Beach, Otto Kuehn hears the rap on his front door, blood frozen. The military police hustle him, Friedel, Hans Joachim and Susie into a truck. All are held in cells at the US Immigration Service’s detention center in Honolulu, held for the crime of being German in Hawaii.
