Catalonia & Portugal vs. Castile, 1640

Seeing that his authority was gone and that law and order were everywhere collapsing, the unfortunate Count of Santa Coloma begged the town councillors of Barcelona to close the city gates against the casual labourers who always flocked into the city at the beginning of June to hire themselves out for harvesting. But the councillors were either unable or unwilling to agree; the harvesters made their usual entry; and on Corpus day, 7 June 1640, they inevitably became involved in a brawl. The brawl soon acquired the dimensions of a riot, and within a few hours the mob was hounding down the royal ministers and sacking their houses. The viceroy himself had moved to the dockyards for safety, but a group of rioters forced its way in, and Santa Coloma was caught and struck down as he attempted to escape from his pursuers along the rocky beach.

The murder of Santa Coloma left such authority as remained in Catalonia in the hands of the Diputació and of the city councillors and aristocracy of Barcelona. Although they managed to shepherd the rebels out of Barcelona itself, it was impossible to maintain control over a movement which was spreading through the Principality, wreaking vengeance on all those of whom the rebels disapproved. Stunned as he was by the viceroy’s murder, Olivares still seems to have hoped that the rebellion could be checked without recourse to arms, but the new viceroy, the Catalan Duke of Cardona, died on 22 July without being able to halt the drift to anarchy. Almost at the same moment the rebels gained control of the vital port of Tortosa. The loss of Tortosa made it finally clear that troops would have to be sent into Catalonia, in spite of the obvious risk of war in a province bordering on France; and Olivares pressed ahead with the formation of an army for use against the rebels.

The Conde Duque believed that the Catalans were still too loyal to call on the French for help, but he underestimated the determination and vigour of Claris, and the hatred of his Government and of Castile which his policies had inspired in every class of Catalan society. Some time before, Claris had already made tentative overtures to the French, and Richelieu, who had shown himself well aware of the possibilities of causing trouble both in Catalonia and Portugal, declared himself ready to offer help. During the autumn of 1640 Claris and Olivares stood face to face, Claris hoping to avoid the necessity of committing the Principality to an open break with Madrid, and Olivares equally hoping to avoid the necessity of using an army against the Catalans. ‘In the midst of all our troubles,’ wrote the Conde Duque to the Cardenal Infante in October, ‘the Catalan is the worst we have ever had, and my heart admits of no consolation that we are entering an action in which, if our army kills, it kills a vassal of His Majesty, and if they kill, they kill a vassal and a soldier…. Without reason or occasion they have thrown themselves into as complete a rebellion as Holland….’

But worse was to come. The revolt of the Catalans was bound to have its repercussions in Portugal, where there was a growing determination to cut the country’s links with Castile. Uneasily aware that he could never be sure of Portugal as long as the Duke of Braganza and the higher Portuguese nobility remained at home, Olivares had ingeniously thought to kill two birds with one stone by ordering the Portuguese nobility to turn out with the army that was to be sent into Catalonia. This order meant that, if Portugal was ever to break free from Castile, it must act quickly before Braganza was out of the country. Plans for a revolution were laid in the autumn of 1640, probably with the connivance of Richelieu, who is believed to have sent funds to the conspirators in Lisbon. On 1 December, while the royal army under the command of the Marquis of los Vélez was gingerly advancing into Catalonia, the Portuguese conspirators put their plan into action. The guards at the royal palace in Lisbon were overwhelmed, Miguel de Vasconcellos – Olivares’s confidant and principal agent in the government of Portugal – was assassinated, and Princess Margaret was escorted to the frontier. Since there were virtually no Castilian troops in Portugal, there was nothing to prevent the rebels from taking over the country, and proclaiming the Duke of Braganza king as John IV.

The news of the Portuguese Revolution, which took a week to reach Madrid, forced Olivares and his colleagues to undertake an urgent reappraisal of their policies. Simultaneous revolts in the east and west of the Spanish peninsula threatened the Monarchy with total disaster. Peace was essential: peace with the Dutch, peace with the Catalans. But although the Conde Duque now offered favourable terms to the Catalans, and the upper classes in Catalonia seemed predisposed to accept them as the army of los Vélez moved closer and closer to Barcelona, the populace was in no mood for surrender. It rioted in Barcelona on 24 December, hunting down ‘traitors’ with a savagery surpassing that of Corpus; and Claris, faced on one side with the fury of the mob, and on the other with the advancing Castilian army, took the only course open to him. On 16 January 1641 he announced that Catalonia had become an independent republic under French protection. Then on 23 January, finding that the French were not satisfied with this, he withdrew his plans for a republican system of government, and formally declared the allegiance of Catalonia to the King of France, ‘as in the time of Charlemagne, with a contract to observe our constitutions’. The French were now prepared to give the Catalans full military support; the French agent, Duplessis Besançon, hastily organized the defence of Barcelona, and on 26 January a combined French and Catalan force met the army of los Vélez on the hill of Montjuich outside the walls of Barcelona, Los Vélez unaccountably gave the order to retreat, and the last chance of bringing the revolt of the Catalans to a speedy end was lost.

Spanish Fears of Religious Encirclement, 1568–69

In the Netherlands, in France, the forces of international Protestantism were on the march. That it was an international conspiracy, Philip had no doubt, for each passing year showed more conclusively that the Dutch rebels were not alone. Behind them were the Huguenots, and the Breton seamen who were now waging war on Spanish shipping in the gulf of Gascony, and who were to cut Spain’s maritime communications with Flanders in the winter of 1568–9. Behind them, too, were English privateers like Sir John Hawkins, whose raid into the Spanish Caribbean in 1568 brought Spain and England a step nearer to open war.

Already by 1568 it was clear that the struggle was spreading – spreading in particular to the sea, where the Protestants were at their strongest and where Spain was still weak. The war between Spain and international Protestantism was essentially a naval war, fought in the Bay of Biscay, the English Channel, and even, increasingly, in the hitherto exclusive preserve of the Spanish Atlantic. Spain’s American possessions could no longer be regarded as safe. But for that matter it was questionable whether any part of the King’s dominions was now immune from attack. Indeed, Spain itself was threatened, both by pirate attacks on its coasts, and by armed incursions across its frontier with France.

The acute sensitivity of Philip to the dangers from heresy is suggested by his behaviour in the Principality of Catalonia. The Principality was undoubtedly one of the weaker sections of the Spanish bastions, both because of its exposed position on the French frontier, and because the extent of its privileges made it little amenable to royal control. It was well known that there were Huguenots among the bandit gangs that were constantly passing to and fro across the border, and there was every reason to suspect that heresy had found converts among that steady stream of Frenchmen which had for some years been crossing the Pyrenees into Catalonia in search of work. If heresy were to take root in Catalonia, the position would be extremely grave, since the Principality had all the makings of a second Netherlands: a strong tradition of independence, its own laws and privileges, and a hatred of Castile that was aćcentuated by linguistic and cultural differences. Consequently, as the pressure mounted against the Catalan frontier, the King’s fears grew. The viceroys were instructed to show the greatest vigilance in guarding the frontier, and in 1568 the situation appeared so alarming that severe new measures were decreed: a fresh prohibition on natives of the Crown of Aragon studying abroad; a harsher censorship in Catalonia; and a ban on all teaching by Frenchmen in Catalan schools. Then, in 1569, the Catalans refused to pay the new tax known as the excusado, which had just been authorized by Pius V. Convinced by their refusal that they were on the verge of going over to Protestantism, Philip ordered the Inquisition and the Viceroy to take action, and had the Diputats and a number of nobles arrested.

The King’s vigorous action against the Catalan authorities is an indication of his deep anxiety about the course of events. As he himself later realized, the action was unwarranted; there was no breath of heresy among the Catalan governing class. But the situation seemed sufficiently dangerous to make action essential. The Protestant peril was growing hourly, and it was growing at a moment when the danger from Islam seemed also to be mounting to a climax. For Catalonia was not the only region of Spain where revolt and heresy threatened. On Christmas night of that terrible year 1568 – the year of the danger in Catalonia, of the cutting of the sea-route through the Bay of Biscay, and of the arrest and death of Philip’s son and heir, Don Carlos, a band of Morisco outlaws lead by a certain Farax Abenfarax broke into the city of Granada, bringing with them the news that the Alpujarras had risen in revolt. Although the rebels failed to seize the city, their incursion signalized the outbreak of rebellion throughout the kingdom of Granada. Spain, which had surrounded itself with such strong defences against the advance of Protestantism, now found itself endangered from within; and the threat came not, as was expected, from the Protestants, but from its old enemies, the Moors.

Charles V, Holy Roman Spendthrift

From the moment of his Imperial election Charles V found himself saddled with enormous commitments. The struggle with France in the 1520s, the offensive and defensive operations against the Turks in the 1530s, and then, in the 1540s and 1550s, the hopeless task of quelling heresy and revolt in Germany, imposed a constant strain on the Imperial finances. Always desperately short of funds, Charles would turn from one of his dominions to another in the search for more money, and would negotiate on unfavourable terms with his German and Genoese bankers for loans to carry him over the moments of acute penury, at the expense of mortgaging more and more of his present and future sources of revenue. This hand-to-mouth existence had prompted, in the very first years of the reign, gloomy prophecies about the certainty of financial shipwreck, but, in fact, it was not until 1557, when Philip II had succeeded his father, that the expected bankruptcy materialized. Until then, Charles’s appeals to the generosity of his subjects and his constant recourse to loans from the bankers somehow managed to stave off the moment of disaster; but the price paid was a renunciation of any attempt to organize the Imperial finances on a rational basis and to plan a coherent economic programme for the various territories of the Empire.

The main cost of financing Charles’s imperialism was borne by different territories at different times, depending on their presumed fiscal capacity and on the facility with which money could be extracted from them. The territories concerned were primarily European, for the part played by the new American possessions in financing Habsburg policies during the first half of the sixteenth century was relatively very small. Until the 1550s the Crown’s revenues from America averaged only some 200,000–300,000 ducats a year, as compared with the 2,000,000 ducats a year of the later years of the reign of Philip II. This meant that the real entry of the New World into the Habsburg empire was delayed until the decade 1550–60, and that Charles V’s imperialism, unlike that of his son, was essentially a European-based imperialism. Among the European territories of Charles it was the Netherlands and Italy which bore the brunt of the Imperial expenditure during the first half of the reign. But as each in turn began to be squeezed dry Charles was compelled to look elsewhere for further sources of revenue, and by 1540 he was writing to his brother Ferdinand: ‘I cannot be sustained except by my kingdoms of Spain.’ Henceforth, the financial contributions of Spain – which meant essentially Castile – assumed a constantly increasing importance in relation to those of the Low Countries.

Within Spain there were several potential sources of revenue, both secular and ecclesiastical. The financial contribution of the Spanish Church to Habsburg imperialism in the sixteenth and seventeenth centuries still awaits an adequate study, but its importance would be difficult to overestimate. If the Lutheran princes of Europe were to gain great benefits from breaking with Rome and despoiling the Churches in their territories, the kings of Spain were to show that despoiling the Church was equally possible without going to the lengths of rupture with the Papacy, and that the long-term advantages of this method were at least as great, and probably greater. It was difficult for the Papacy to refuse new financial concessions when the, Faith was everywhere being endangered by the spread of heresy; and the Spanish Crown, by placing no restrictions on mortmain, could further the accumulation of property in the hands of the Church, where it was more readily available for taxation.

Charles V’s fantastically expensive foreign policies and his dependence on credit to finance them therefore had disastrous consequences for Castile. The country’s resources were mortgaged for an indefinite number of years ahead in order to meet the Emperor’s expenses, a large proportion of which had been incurred outside Spain. His reliance on credit contributed sharply to the prevailing inflationary trends. Above all, the lack of provision in the Crown’s financial policies – its inability to devise any coherent financial programme – meant that such resources as did exist were squandered, while the methods used to extract them might almost have been deliberately designed to stunt the economic growth of Castile. The reign of Charles V, in fact, saw three dangerous developments that were to be of incalculable importance for sixteenth- and seventeenth-century Spain. In the first place, it established the dominance of foreign bankers over the country’s sources of wealth. Secondly, it determined that Castile would bear the main weight of the fiscal burden within Spain. In the third place, it ensured that within Castile the brunt of the burden was borne by those classes which were least capable of bearing it.

Odessa, a “Russian Chicago”

Until the 1860s, Odessa was the breadbasket for much of the Western world, feeding a hungry European and, increasingly, global market. Foreign consuls sent breathless dispatches to European capitals about fluctuations in the prices of wheat and barley. Foreign ministers contemplated the effects of diplomatic squabbles on the supply of foodstuffs. Only with the discovery of oil farther to the east, in the Russian Caucasus and the Caspian seaport of Baku, was Odessa’s chief cash export exceeded by that of a rival Russian city.

Odessa’s commercial success lay in its position at the intersection of flatlands and seascape, where the produce of the former could be sent to markets across the latter. But a series of fortunate accidents allowed the city to enhance this natural gift. Talented administrators such as Vorontsov argued for maintaining the freeport status, which was a considerable inducement to foreign and local entrepreneurs. Improvements in the harbor allowed larger ships to enter and lie safely at anchor. The fall-off in plague outbreaks around the Black Sea reduced much of the time that ships, goods, and passengers spent in quarantine. When the Peace of Adrianople was signed between the sultan and tsar in 1829, ending nearly a decade of diplomatic bickering, trade squabbles, and outright war, Russian secured a historic set of concessions from the Ottomans, including an end to the Ottoman practice of boarding and searching Russian merchant ships. The period of relative peace that followed—from the late 1820s to the early 1850s—provided ease of shipping through the Bosphorus and Dardanelles straits.

The economic results were immense. Grain exports from all the Russian Black Sea ports stood at a yearly average of under two million chetverts (a unit of Russian dry measurement equal to 5.77 U.S. bushels) before 1813, but by the 1860s that figure had risen to over sixteen million chetverts. Over half those exports were coming solely from Odessa. Between the 1840s and 1850s, the annual volume of grain exports to Italian ports more than doubled, while the French were importing ten times as much Odessa grain at the end of that period as at the beginning. After the late 1840s, the easing of restrictive import laws in England the introduction of hardier wheat varieties in Russia opened new markets for Odessa’s produce, well beyond the traditional Mediterranean destinations. By the middle of the century, well over a thousand ships were leaving Odessa each year. The number of British ships sailing into the Black Sea increased sevenfold between the mid-1840s and the early 1850s, with Britain accounting for a third or more of all destinations of vessels exiting the port. Wheat, barley, rye, and other grains filled the holds of long-haul sea vessels flying flags of most major European powers.

Of all these goods, the queen was wheat. Ninety percent of Russian wheat exports flowed out of the empire’s Black Sea ports, and many of the sights, sounds, and smells of Odessa derived from its production and sale. Immense herds of cattle provided manure for fertilizer in the countryside and pulled the thousands of wooden carts that bore the harvested grain from field to storage centers….

Some carters would return north with cloth, wine, or other imported goods offloaded from merchant vessels in the harbor, while others chose to transform their infrastructure into capital. The dried dung could be collected and sold as fuel to poor families, and the animals could then be given up to slaughter for meat and hides. The sweet smoke of burning, grass-rich manure mingled in the air with the reek of tallow vats and the sharp odor of tanneries, the factories that produced the bricks of processed fat and bundles of unworked leather destined for Turkey, Italy, or France.

With hundreds of thousands of head of livestock coming through the city each harvest season, dust and mud were constant features of Odessan life. Choking, white-yellow clouds, stirred up by hooves and swirled about by the prevailing winds, powdered residents like talcum. Rain turned inches of accumulated limestone grime into impassable sloughs….

An open, brick-lined drainage system, about two feet deep, ran alongside the major thoroughfares, crossed by occasional footbridges and wooden planks. But the rivulets they contained—the wastewater runoff and solid offal of houses and hotels, as well as animal dung and mud from the streets—could gag even the toughest pedestrian. The blooms of acacia trees and oleander fought back with their perfume, but it usually took a change in wind direction, blowing off the plains and toward the sea, to unburden the city of its own stench.

Odessa and D.C., Separated at Birth

In the tumultuous final decades of the eighteenth century, Russia became a haven for down-and-out European nobles, bored adventurers, and impecunious philosophers, musicians, and artists seeking patrons in an empire that had only recently discovered its European vocation. Armand Sophie Septimanie du Plessis, duc de Richelieu, was one of them. Born in September of 1766, Richelieu was a member of the great family of French nobles and heir to a long tradition of state service. His great-uncle, Armand Jean du Plessis, Cardinal Richelieu, had been the famous and powerful chief minister to Louis XIII….

As a veteran of courtly machinations in Versailles, Richelieu skillfully weathered the uncertain years following the death of his new patron and the brief reign of the petulant Paul. When Alexander became tsar in 1801, Richelieu was thus in a good position to seek a major role in the reformed administration. Given the growing importance of France—both as a trading partner with New Russia and as an occasional enemy of the Russian Empire—appointing someone with French connections to a position in the south made good sense. In 1803 Alexander named the thirty-seven-year-old Richelieu to the post of gradonachal’nik—city administrator—of Odessa, with responsibility for all military, commercial, and municipal affairs. He soon found himself journeying southward to take up the new assignment on a piece of territory that, as he recalled in his memoirs, probably overstating the case, was still “a desert inhabited only by hordes of Tatars and by Cossacks who, rejecting all civilization, sow terror through their brigandage and cruelties.”

When he arrived, Richelieu discovered not so much a city despite the robust commerce, as an architectural drawing—all plan and relatively little substance, with streets and foundations laid out in the chalky dust of the plain. One of de Ribas’s lasting contributions had been his insistence on self-conscious urban organization. Odessa is young by European, even by American, standards. A city that we now think of as typically old world was founded three years after Washington, D.C. Both cities’ central districts are eighteenth-century fantasies of what a city should be: rationally laid out on a grid of symmetrical streets intersected by long, wide avenues and dotted with pocket-sized parks. The avenue provide edifying sight lines over great distances. The parks are places of relaxation and civic-mindedness, with statues and monuments that extol the virtues of duty, honor, and patriotism. It was a thrill for later visitors to Odessa—such as Mark Twain in the 1860s—to stand in the middle of a broad thoroughfare and see the empty steppe at one end and the empty sea at the other, just as visitors to Washington can connect the dots of the Capitol, the Lincoln Memorial, and other prominent landmarks via the major avenues and open spaces.

Purging Prussia at War’s End, 1945-

Among the Allies, only the Soviets remained aware of the tension between Prussian tradition and the National Socialist regime. While the July plot of 1944 evoked little positive comment among western politicians, the Soviet official media found words of praise for the conspirators. Soviet propaganda, by contrast with that of the western powers, consistently exploited Prussian themes – the National Committee for a Free Germany, established as a propaganda vehicle in 1943 and composed of captured German officers, appealed explicitly to the memory of the Prussian reformers, above all Gneisenau, Stein and Clausewitz, all of whom had resigned their Prussian commissions during the French occupation and joined the army of the Tsar. Yorck, the man who ignored the command of his sovereign to walk across the ice to the Russians in 1812, naturally held pride of place.

This was all eyewash, of course, yet it also reflected a specifically Russian perspective on Prussia’s history. The history of relations between the two states was no chronicle of unremitting mutual hatred. Stalin’s hero Peter the Great had been a warm admirer of the Prussia of the Great Elector, whose administrative innovations served as models for his own reforms. Russia and Prussia had cooperated closely in the partitioning of Poland and the Russian alliance was crucial to Prussia’s recovery against Napoleon after 1812. Relations remained warm after the Napoleonic Wars, when the diplomatic bond of the Holy Alliance was reinforced by the marriage of Frederick William III’s daughter Charlotte to Tsar Nicholas I. The Russians backed Austria in the dualist struggles of 1848–50, but favoured Prussia with a policy of benevolent neutrality during the war of 1866. The assistance rendered to the beleaguered Bolsheviks in 1917–18 and the close military collaboration between Reichswehr and Red Army during the Weimar years were more recent reminders of this long history of interaction and cooperation.

Yet none of this could preserve Prussia from dissolution at the hands of the victorious Allies. By the autumn of 1945, there was a consensus among the various British organs involved in the administration of occupied Germany that (in a tellingly redundant formulation) ‘this moribund corpse of Prussia’ must be ‘finally killed’. Its continued existence would constitute a ‘dangerous anachronism’. By the summer of 1946, this was a matter of firm policy for the British administration in Germany. A memorandum of 8 August 1946 by the British member of the Allied Control Authority in Berlin put the case against Prussia succinctly: I need not point out that Prussia has been a menace to European security for the last two hundred years. The survival of the Prussian State, even if only in name, would provide a basis for any irredentist claims which the German people may later seek to put forward, would strengthen German militarist ambitions, and would encourage the revival of an authoritarian, centralised Germany which in the interests of all it is vital to prevent.

The American and French delegations broadly supported this view; only the Soviets dragged their feet, mainly because Stalin still hoped to use Prussia as the hub of a unified Germany over which the Soviet Union might eventually be able to secure control. But by early February 1947, they too had fallen into step and the way was open for the legal termination of the Prussian state.

In the meanwhile, the extirpation of Prussia as a social milieu was already well advanced. The Central Committee of the German Communist Party in the Soviet zone of occupation announced in August 1945 that the ‘feudal estate-owners and the Junker caste’ had always been ‘the bearers of militarism and chauvinism’ (a formulation that would find its way into the text of Law No. 46 of the Allied Control Council). The removal of their ‘socio-economic power’ was thus the first and fundamental precondition for the ‘extirpation of Prussian militarism’. There followed a wave of expropriations. No account was taken of the political orientation of the owners, or of their role in resistance activity. Among those whose estates were confiscated was Ulrich-Wilhelm Count Schwerin von Schwanenfeld, who had been executed on 21 August 1944 for his role in the July conspiracy.

These transformations took place against the background of the greatest wave of migrations in the history of German settlement in Europe. During the last months of the war, millions of Prussians fled westwards from the eastern provinces to escape the advancing Red Army. Of those who remained, some committed suicide, others were killed or died of starvation, cold or illness. Germans were expelled from East Prussia, West Prussia, eastern Pomerania and Silesia, and hundreds of thousands perished in the process. The emigrations and resettlements continued into the 1950s and 1960s. The looting or burning of the great East-Elbian houses signalled the end not only of a socio-economic elite but also of a distinctive culture and way of life. Finckenstein, with its Napoleonic memorabilia, Beynuhnen with its collection of antiques, Waldburg with its rococo library, Blumberg and Gross Wohnsdorff with their memories of the liberal ministers von Schön and von Schroetter were among the many country seats to be plundered and gutted by an enemy bent on erasing every last trace of German settlement. So it was that the Prussians, or at least their mid-twentieth-century descendants, came to pay a heavy price for the war of extermination that Hitler’s Germany unleashed on Eastern Europe.

The scouring of Prussia from the collective awareness of the German population began before the end of the war with a massive aerial attack on the city of Potsdam. As a heritage site with little strategic or industrial significance, Potsdam was very low on the list of Allied targets and had been spared significant bombardment during the war. Late in the evening of Saturday 14 April 1945, however, 491 planes of British Bomber Command dropped their payloads over the city, transforming it into a sea of fire. Almost half the historical buildings of the old centre were obliterated in a bombing that lasted for only half an hour. When the fires had been extinguished and the smoke had cleared, the scorched 57-metre tower of the Garrison Church stood as the dominant landmark in a cityscape of ruins. Of the fabled carillon, famous for its automated renditions of the ‘Leuthen Chorale’, there remained only a lump of metal. The scouring continued after 1945, as entire districts of the old city were cleared to make way for socialist reconstruction. Piedmont and Prussia: Parallels

For nearly half a century after 1815, Prussia stood on the sidelines of European power politics, steering in the lee of the great powers, avoiding commitments and shying away from conflict. It avoided antagonizing its powerful neighbours. It acquiesced in Russian tutelage over its foreign policy. Prussia was the only major European power to remain neutral during the Crimean War (1854–6). To some, it even seemed that Prussia’s status as a member of the concert of the great European powers was obsolete. Prussia, a Times leader article observed in 1860,

was always leaning on somebody, always getting somebody to help her, never willing to help herself [… ] present in Congresses, but absent in battles [… ] ready to supply any amount of ideals or sentiments, but shy of anything that savours of the actual. She has a large army, but notoriously one in no condition for fighting. [… ] No one counts on her as a friend; no one dreads her as an enemy. How she became a great Power, history tells us; why she remains so nobody can tell.

And yet, within eleven years of this blistering appraisal, the Kingdom of Prussia had reinvigorated its armed forces, driven Austria out of Germany, destroyed the military might of France, built a new nation-state and transformed the European balance of power in a burst of political and military energy that astonished the world.

THE ITALIAN WAR
It was no coincidence that the unifications of Italy and Germany were accomplished within a decade of each other. The cultural prehistory of the German nation-state extends back into and beyond the eighteenth century, but the chain of events that made its foundation a political possibility began with the second Italian war of unification. On 26 April 1859, the Austrian Empire declared war on the north Italian Kingdom of Piedmont. This was a conflict that had been planned in advance. During the summer of 1858, the Piedmontese Prime Minister Camillo di Cavour had negotiated a defensive alliance with Emperor Napoleon III of France. In the spring of 1859, Cavour provoked Vienna by massing Piedmontese troops near the border with Austrian Lombardy. The resulting Austrian declaration of war activated France’s obligations under the secret treaty. French troops rushed southwards across the Alps in the first major mobilization by railway. Between the end of April and the beginning of July, the joint French-Piedmontese forces occupied Lombardy, winning two major victories against the Austrians at Magenta (4 June) and Solferino (24 June). Piedmont annexed the Duchy of Lombardy; the duchies of Parma, Modena and Tuscany and the papal territory of Romagna were coaxed into a union with Turin. Piedmont now controlled the north of the peninsula and things might have stayed that way, had it not been for an invasion of the south by a band of volunteers under the command of Giuseppe Garibaldi. The Kingdom of Naples quickly collapsed, clearing the way for the unification of most of the peninsula under the rule of the Piedmontese monarchy. An Italian kingdom was proclaimed in March 1861.

The Prussian monarch, William I, and his foreign minister, Alexander von Schleinitz, responded to these events with the usual Prussian circumspection. As the Franco-Austrian conflict loomed, Prussia stuck to the middle ground, adopting neither the ‘conservative’ option of an alliance with Vienna, nor the ‘liberal’ option of a partnership with France against Austria. There were the usual efforts to make incremental gains in Germany at Austria’s expense. Berlin promised, for example, to assist Austria against France, but only on the condition that Prussia be placed in command of all the non-Austrian Confederal contingents. This proposal, which recalled the security initiatives of Bernstorff and Radowitz during the war scares of 1830–32 and 1840–41, was rejected on prestige grounds by the Austrian Emperor. At about the same time, Berlin deployed heavy troop concentrations to the Rhineland to deter Napoleon III from extending the sphere of his operations to western Germany. There was nothing particularly remarkable or unexpected about these measures. In responding thus to the Italian crisis (and the accompanying French war scare), the Prussian government worked within the well-worn grooves of a tentative dualist rivalry that sought to avoid direct confrontation while embracing the opportunity to expand Prussian influence at Austria’s expense.

Yet it is clear in retrospect that the Italian war set Prussian national policy on a new footing. It was obvious to contemporaries that there were parallels between the Italian and the German predicament. In both cases a strong sense (within the educated elite) of historical and cultural nationhood coexisted with the fact of dynastic and political division (though Italy had only seven separate states to Germany’s thirty-nine). In both cases, it was Austria that stood in the way of national consolidation. There were also clear parallels between Piedmont and Prussia. Both states were noted for their confident bureaucracies and their modernizing reforms, and both were constitutional monarchies (since 1848). Each had sought to suppress popular nationalism while at the same time manoeuvring to extend its own influence in the name of the nation over the lesser states within its sphere of interest. It was thus easy for small-German enthusiasts of a Prussian-led union to project the Italian events of 1859–61 on to the German political map.

The Italian war also demonstrated that new doors had opened within the European political system. Most important of these was the estrangement between Austria and Russia. In 1848, the Russians had saved the Austrian Empire from partition at the hands of the Hungarian national movement. During the Crimean War of 1854–6, however, the Austrians had made the fateful decision to join the anti-Russian coalition, a move that was seen in St Petersburg as rank treachery. Vienna thereby irretrievably forfeited the Russian support that had once been the cornerstone of its foreign policy. Cavour was the first European politician to show how this realignment could be exploited to his state’s advantage.

The events of 1859 were instructive in other ways as well. Under Napoleon III, France emerged as a power prepared to challenge by force the European order established at Vienna in 1815. The Prussians now felt the ancestral threat from the west more keenly than ever. The shock effect of the French intervention in Italy was heightened by memories of the first Napoleon, whose ascendancy had begun with the subjugation of the Italian peninsula and continued with an invasion of the Rhineland. The Prussian mobilization of 1859 may not have been the disaster some historians have described, but it did nothing to allay the sense of vulnerability to a resurgent Bonapartist France. As for the Austrians, they had fought bitterly to keep their Italian possessions, inflicting 18,000 casualties on the Franco-Piedmontese at Magenta and Solferino. Would they not also fight to defend their political pre-eminence within a divided Germany? Prussia’s position was in some respects worse than Piedmont’s, for it seemed clear that the middling states of the ‘third Germany’ (unlike the lesser north Italian principalities) would support Austria in any open struggle between the two potential German hegemons. ‘Almost all Germany for the last forty years has [… ] cherished a hostile spirit against Prussia,’ William wrote to Schleinitz on 26 March 1860, ‘and for a year this has decidedly been on the increase.’

The Italian war was thus a reminder of the centrality of armed force to the resolution of entrenched power-political conflicts, and the view gained ground within the military leadership that Prussia would have to reform and strengthen its army if it was to meet the challenges facing it in the near future. This was not a new problem. Since the 1810s, financial constraints had meant that the size of the army had not kept pace with the growth in the Prussian population. By the 1850s, only about one-half of the young men of eligible age were being drafted. There were also concerns about the quality of the Landwehr militia created to fight Napoleon by the military reformers Scharnhorst and Boyen, as its officers were trained to much less exacting standards.

Vietnamese Disciples of Fukuzawa Yukichi

Phan Chau (or Chu) Trinh (1872-1926), like Phan Boi Chau, had his eyes fixed on independence for his country. Unlike Phan Boi Chau, he was a doctorate (tien si [Ch. 進士 jinshi]) degree holder and had made a short stint of two years in the mandarinate before engaging in a life of a political activist. He went to Japan with Phan Boi Chau, but came back with a completely opposite program of action. He seriously opposed any use of violence in the struggle for independence, and vehemently rejected any interference or assistance, military or otherwise, from any foreign country. He advocated a republican regime in which the people can exert influence over the conduct of public affairs. He promoted a slow but secure march toward independence and civilization, even if need be, under the leadership and guidance of the protecting power that is France.

In 1906, he wrote an open letter to the Governor General of Indochina in which he vented out his frustration in a scathing accusation of the indigenous mandarins who took refuge under the wings of the colonial authorities to abuse with impunity the common people of Vietnam. (An English translation of this document can be found in Colonialism Experienced, Ann Arbor, 2000, p. 125-140.)

In 1907, with a group of Confucian scholars such as Luong Van Can, Nguyen Quyen, Dao Nguyen Pho, Duong Ba Trac, Le Dai and Hoang Tang Bi, he helped create a new type of school modeled after the Keio Gi[j]uku University which was established in Tokyo by a Japanese educator and reformist, Fukuzawa Yukichi. The Vietnamese school was called Dong Kinh Nghia Thuc [東京義塾] (Japanese: Tokyo Gi[j]uku; English: The Eastern Capital Free School). Its existence was sanctioned by a decree of the French colonial government dated March 1907 and its demise was imposed by another decree dated December of the same year.

The school’s life was indeed short, but its influence on the people reached beyond any calculation. It was the first experiment in mass education. Thousands of students of all ages flocked to the school in the evening hours to listen for free to scholars talking frequently about the humanities: morality, human rights; occasionally about the social sciences: economics, political regimes. They taught national history; resuscitated famous personalities of the world; they discussed about the relative advantage of modernization versus westernization; they tried to inculcate into the young minds the virtue of patriotism, loyalty, propriety. Some teachers even introduced to their students rudiments of science and technology. Within a couple of months, branch schools were established in many other cities.

In addition, the teachers adapted dozens of old proverbs and sayings to contemporary situations; they composed songs in verse encouraging their students to learn the quoc ngu, not to hesitate to go abroad to study, to read newspapers everyday, to have their hair cut short, not to smoke opium nor to drink alcohol, not to gamble, not to succumb to female charms.

Such was the success of the school that the French authorities felt threatened and so they decided to shut it down in December of the same year that it opened. The ideal of non violence that had been ardently promoted by Phan Chau Trinh was put to a serious test and it failed.

For this reason, he wanted to experiment with something else. In 1908, in the province of Quang Nam, the people complained that their taxes were too high and the days they had to work without pay for the government too numerous. They took their protest to the provincial capital city in a relatively orderly demonstration. Rapidly, the movement spread to neighboring provinces. The repression came swift, harsh and not too orderly. Many scholars were implicated in the movement. The French executed Tran Quy Cap (1870-1908) a tien si degree holder (1904) and a member of the mandarinate. The monarchical tribunal sent Huynh Thuc Khang (1876-1947), Phan Chau Trinh and Ngo Duc Ke (1878-1929), all three tien si as well, to the infamous penitentiary on the island of Poulo Condore (Con Non or Con Son). Fortunately for Phan Chau Trinh, his resourceful friends alerted the Society for Human Rights which persuaded the government to commute his sentence to exile in France to start in 1911.

While living in exile, Phan Chau Trinh became the patriotic icon around which the Vietnamese community in France rallied itself. During the first world war, he was incarcerated at the Sante Prison, suspected of contacting the Germans for help to liberate his country. He must be innocent of this charge given his revulsion toward violence and his distaste for foreign intervention.

During his stay in France, Phan Chau Trinh wrote several books, among which the best known was a collection of poems he composed during his incarceration at the Sante Prison. Two books of his have been published and confiscated several times right after they were put on the shelves; consequently, they were known only by their titles. One was a Song to Awake the Soul of the Nation (Tinh Quoc Hon Ca [醒国魂歌 Ch. Xingguohunge?]), and the other was a long “epic” poem of 3620 verses written in nom in the style of six and eight syllables. Entitled Giai Nhan Ky Ngo Dien Ca (The Marvelous Encounter of Wonderful People, In Verses) it relates the adventures of a group of friends, belonging to all nationalities, bound together by the virtues of loyalty and friendship, even tinted with some romance. This epic poem was, in fact, an adaptation in verses of a book entitled Jia Ren Qi Yu [佳人奇遇] (Giai Nhan Ky Ngo) that Liang Qichao himself translated from a Japanese work [佳人の奇遇 Kajin no Kigū Strange Encounters with Beautiful Women by Shiba Shirō].

Phan Chau Trinh’s many requests to the Ministry of Colonies for his repatriation were finally granted in 1925. Back in Saigon, he gave a number of public talks on the subjects of monarchy and democracy, virtue and morals in the East and the West.

Late Demise of Classical Chinese in Vietnam

The cultural changes of the period under study [1900-1925] are dominated by one phenomenon: the replacement of classical Chinese by quoc ngu [国語 national language] as the official national writing system of Vietnam. The French, already from the beginning of their administration of Vietnam, had encouraged the use of that script to replace the Chinese characters. In their view, that was the most effective way to wean the Vietnamese from China’s multi-millenary cultural influence. Little did they anticipate that the Vietnamese were going to use the quoc ngu to mobilize the country against them.

It was, however, only toward the beginning of the 1920s that the Vietnamese warmed up to it and used it readily in their every day activities. In the early years of the twentieth century, Phan Boi Chau and Phan Chau Trinh still wrote all their works in classical Chinese. Even in 1924, in Paris, Phan Chau Trinh composed his many letters asking the French minister of Colonies to allow him to go home in the purest style of classical Chinese. The Dong Kinh Nghia Thuc [東京義塾 Eastern Capital Free School, named for Fukuzawa Yukichi’s Tokyo Gijuku (later Keio)] published their classic material in Chinese. The proclamation of the Thai Nguyen mutiny was written in Chinese. Classical Chinese survived at least to the middle of the century for two reasons. The last Confucian examinations were held only in 1918 in Hue, and the royal court of Annam will continue to use Chinese in its official documents until 1945, naturally with a great deal of translations into quoc ngu and French, for, to my knowledge, the last Vietnamese emperor had an exclusively French education.

Although sponsored by the French Security Services, the magazine Nam Phong [南風 South Wind] contributed in an important measure to the vernacularization and to the enrichment of the national script. To some extent, Nam Phong did almost exactly what the Dong Kinh Nghia Thuc dreamt of doing a decade earlier. It translated a vast variety of books or articles in philosophy, in natural and human sciences written mostly in French into quoc ngu. Thus, it introduced foreign cultures and sciences to the Vietnamese people while encouraging them to use a medium which is scientific and rich enough to express their ideas. From the 1920s, newspapers, publishing houses mushroomed and put out an impressive number of books in literature, poetry, sociology, political, social, and natural sciences, all written in the national script. A definite break with the Chinese or nom tradition has been imperceptibly effected and new generations will only deal with the alphabetical writing system.

Prussian Reactions to the French Revolution

Tensions between the two German rivals had risen steadily during the 1780s. In 1785, Frederick II had taken charge of a coalition of German princes opposed to the annexation of Bavaria by the Habsburg Emperor Joseph II. In 1788, the Emperor had gone to war against the Turks, prompting fears that massive Habsburg acquisitions in the Balkans would give Austria the upper hand over her Prussian rival. But in the summer and autumn of 1789, as Austrian forces pushed back the armies of Sultan Selim III, a chain of revolts broke out across the peripheral territories of the Habsburg crown – Belgium, Tyrol, Galicia, Lombardy and Hungary. Frederick William II, a vain and impulsive man who was determined to live up to the reputation of his illustrious uncle, did his best to exploit the discomfort of the Austrians. The Belgians were encouraged to secede from Habsburg rule and the Hungarian dissidents were urged to rise up against Vienna – there was even talk of an independent Hungarian monarchy to be ruled by a Prussian prince.

Seen against this background, the revolution in France was welcome news, for there was good reason to hope that a new, ‘revolutionary’ French administration would put an end to the Franco-Austrian alliance. As the Prussians well knew, the alliance – along with its dynastic personification, Queen Marie Antoinette – was deeply unpopular with the Austrophobe patriots of the revolutionary movement. Berlin therefore courted the various revolutionary parties in the hope of building an anti-Habsburg ‘party’ in Paris. The aim was to reverse the diplomatic realignment of 1756, isolate Austria, and put an end to the expansionist plans of Joseph II. When a fully fledged revolution broke out in the prince-bishopric of Liège, a strip of territory right in the middle of Belgium, the Prussians supported the rebels there too, in the hope that the upheaval would spread to the adjacent Austrian-controlled areas.

There was also an ideological dimension to this tentative support for revolutionary upheaval. In 1789, a number of the leading Prussian policy-makers, including the minister responsible for foreign affairs, Count Hertzberg – were personally sympathetic to the aspirations of the revolutionaries. Hertzberg was a man of the enlightenment who deplored the incompetent despotism of the Bourbons in France. He saw Prussian support for the insurrection in Liège as entirely in keeping with the kingdom’s ‘liberal principles’. The envoy entrusted with handling Prussia’s affairs in the prince-bishopric, Christian Wilhelm von Dohm, was an enlightened official and intellectual (not to mention author of the famous tract supporting the emancipation of the Jews); he was a critic of the episcopal regime in Liège and favoured a progressive, constitutional solution to the dispute between the prince-bishop and the insurrectionists of the Third Estate.

It was above all the threat of a Prussian-backed revolution in Hungary that persuaded Joseph’s successor, Leopold II, to seek an understanding with Prussia. Leopold, a wise and temperate figure, saw at once the folly of pursuing new conquests in the Ottoman Balkans while his hereditary possessions disintegrated behind his back. In March 1790, he despatched a friendly letter to Berlin, opening the door for the negotiations that culminated in the Convention of Reichenbach of 27 July 1790. The two German powers agreed – after tense discussions – to pull back from the brink of war and put their differences behind them. The Austrians undertook to end their costly Turkish war on moderate terms (i.e. without annexations) and the Prussians promised to stop fomenting rebellions within the Habsburg monarchy.

The Convention looked innocuous, but it was more significant than it seemed. The era of bitter Prusso-Austrian antagonism that had structured the political affairs of the Holy Roman Empire since the invasion of Silesia in 1740 was now over, at least for a time, and the two German powers could pursue their interests in concert, rather than at each other’s expense. Following an oscillatory pattern that recalled the days of the Great Elector, Frederick William II abandoned his secret efforts to secure an alliance with Paris and switched to a policy of war against revolutionary France. Foreign Minister Hertzberg and his liberal views fell into disfavour; he was later dismissed. An important role in the new diplomacy went to Frederick William’s trusted adviser and confidant, Johann Rudolf von Bischoffwerder, an exponent of war against the revolution, who was despatched to Vienna in February and June–July 1791. The resulting Vienna Convention of 25 July 1791 laid the foundations for an Austro-Prussian alliance.

The first fruit of the Austro-Prussian rapprochement was a remarkable piece of gesture politics. The Declaration of Pillnitz, issued jointly by the Austrian Emperor and the Prussian king on 27 August 1791, was not a plan of action as such, but rather a statement of principled opposition to the Revolution.
