Late Demise of Classical Chinese in Vietnam

The cultural changes of the period under study [1900-1925] are dominated by one phenomenon: the replacement of classical Chinese by quoc ngu [国語 national language] as the official national writing system of Vietnam. The French, already from the beginning of their administration of Vietnam, had encouraged the use of that script to replace the Chinese characters. In their view, that was the most effective way to wean the Vietnamese from China’s multi-millenary cultural influence. Little did they anticipate that the Vietnamese were going to use the quoc ngu to mobilize the country against them.

It was, however, only toward the beginning of the 1920s that the Vietnamese warmed up to it and used it readily in their every day activities. In the early years of the twentieth century, Phan Boi Chau and Phan Chau Trinh still wrote all their works in classical Chinese. Even in 1924, in Paris, Phan Chau Trinh composed his many letters asking the French minister of Colonies to allow him to go home in the purest style of classical Chinese. The Dong Kinh Nghia Thuc [東京義塾 Eastern Capital Free School, named for Fukuzawa Yukichi’s Tokyo Gijuku (later Keio)] published their classic material in Chinese. The proclamation of the Thai Nguyen mutiny was written in Chinese. Classical Chinese survived at least to the middle of the century for two reasons. The last Confucian examinations were held only in 1918 in Hue, and the royal court of Annam will continue to use Chinese in its official documents until 1945, naturally with a great deal of translations into quoc ngu and French, for, to my knowledge, the last Vietnamese emperor had an exclusively French education.

Although sponsored by the French Security Services, the magazine Nam Phong [南風 South Wind] contributed in an important measure to the vernacularization and to the enrichment of the national script. To some extent, Nam Phong did almost exactly what the Dong Kinh Nghia Thuc dreamt of doing a decade earlier. It translated a vast variety of books or articles in philosophy, in natural and human sciences written mostly in French into quoc ngu. Thus, it introduced foreign cultures and sciences to the Vietnamese people while encouraging them to use a medium which is scientific and rich enough to express their ideas. From the 1920s, newspapers, publishing houses mushroomed and put out an impressive number of books in literature, poetry, sociology, political, social, and natural sciences, all written in the national script. A definite break with the Chinese or nom tradition has been imperceptibly effected and new generations will only deal with the alphabetical writing system.

Prussian Reactions to the French Revolution

Tensions between the two German rivals had risen steadily during the 1780s. In 1785, Frederick II had taken charge of a coalition of German princes opposed to the annexation of Bavaria by the Habsburg Emperor Joseph II. In 1788, the Emperor had gone to war against the Turks, prompting fears that massive Habsburg acquisitions in the Balkans would give Austria the upper hand over her Prussian rival. But in the summer and autumn of 1789, as Austrian forces pushed back the armies of Sultan Selim III, a chain of revolts broke out across the peripheral territories of the Habsburg crown – Belgium, Tyrol, Galicia, Lombardy and Hungary. Frederick William II, a vain and impulsive man who was determined to live up to the reputation of his illustrious uncle, did his best to exploit the discomfort of the Austrians. The Belgians were encouraged to secede from Habsburg rule and the Hungarian dissidents were urged to rise up against Vienna – there was even talk of an independent Hungarian monarchy to be ruled by a Prussian prince.

Seen against this background, the revolution in France was welcome news, for there was good reason to hope that a new, ‘revolutionary’ French administration would put an end to the Franco-Austrian alliance. As the Prussians well knew, the alliance – along with its dynastic personification, Queen Marie Antoinette – was deeply unpopular with the Austrophobe patriots of the revolutionary movement. Berlin therefore courted the various revolutionary parties in the hope of building an anti-Habsburg ‘party’ in Paris. The aim was to reverse the diplomatic realignment of 1756, isolate Austria, and put an end to the expansionist plans of Joseph II. When a fully fledged revolution broke out in the prince-bishopric of Liège, a strip of territory right in the middle of Belgium, the Prussians supported the rebels there too, in the hope that the upheaval would spread to the adjacent Austrian-controlled areas.

There was also an ideological dimension to this tentative support for revolutionary upheaval. In 1789, a number of the leading Prussian policy-makers, including the minister responsible for foreign affairs, Count Hertzberg – were personally sympathetic to the aspirations of the revolutionaries. Hertzberg was a man of the enlightenment who deplored the incompetent despotism of the Bourbons in France. He saw Prussian support for the insurrection in Liège as entirely in keeping with the kingdom’s ‘liberal principles’. The envoy entrusted with handling Prussia’s affairs in the prince-bishopric, Christian Wilhelm von Dohm, was an enlightened official and intellectual (not to mention author of the famous tract supporting the emancipation of the Jews); he was a critic of the episcopal regime in Liège and favoured a progressive, constitutional solution to the dispute between the prince-bishop and the insurrectionists of the Third Estate.

It was above all the threat of a Prussian-backed revolution in Hungary that persuaded Joseph’s successor, Leopold II, to seek an understanding with Prussia. Leopold, a wise and temperate figure, saw at once the folly of pursuing new conquests in the Ottoman Balkans while his hereditary possessions disintegrated behind his back. In March 1790, he despatched a friendly letter to Berlin, opening the door for the negotiations that culminated in the Convention of Reichenbach of 27 July 1790. The two German powers agreed – after tense discussions – to pull back from the brink of war and put their differences behind them. The Austrians undertook to end their costly Turkish war on moderate terms (i.e. without annexations) and the Prussians promised to stop fomenting rebellions within the Habsburg monarchy.

The Convention looked innocuous, but it was more significant than it seemed. The era of bitter Prusso-Austrian antagonism that had structured the political affairs of the Holy Roman Empire since the invasion of Silesia in 1740 was now over, at least for a time, and the two German powers could pursue their interests in concert, rather than at each other’s expense. Following an oscillatory pattern that recalled the days of the Great Elector, Frederick William II abandoned his secret efforts to secure an alliance with Paris and switched to a policy of war against revolutionary France. Foreign Minister Hertzberg and his liberal views fell into disfavour; he was later dismissed. An important role in the new diplomacy went to Frederick William’s trusted adviser and confidant, Johann Rudolf von Bischoffwerder, an exponent of war against the revolution, who was despatched to Vienna in February and June–July 1791. The resulting Vienna Convention of 25 July 1791 laid the foundations for an Austro-Prussian alliance.

The first fruit of the Austro-Prussian rapprochement was a remarkable piece of gesture politics. The Declaration of Pillnitz, issued jointly by the Austrian Emperor and the Prussian king on 27 August 1791, was not a plan of action as such, but rather a statement of principled opposition to the Revolution.

Crowning the First King of Prussia, 1701

In terms of the proportion of territorial wealth consumed, the coronation of 1701 must surely be the most expensive single event in the history of Brandenburg-Prussia. Even by the standards of an age that revelled in courtly ceremonial as an expression of power, the Prussian coronation was unusually splendid. The government levied a special crown tax to cover its expenditures, but this brought in a total of only 500,000 thalers – three-fifths of this amount were paid out for the queen’s crown alone, and the royal crown, fashioned of precious metal and studded over its entire surface with diamonds, accounted for the rest and more besides. Reconstructing the total cost of the festivities is difficult, since no integrated account survives, but it has been estimated that around 6 million thalers were spent in all for the ceremony and attendant festivities, about twice the annual revenues of the Hohenzollern administration.

The coronation was singular in another sense too. It was entirely custom-made: an invention designed to serve the purposes of a specific historical moment. The designer was Frederick I himself, who was responsible for every detail, not only of the new royal insignia, the secular rituals and the liturgy in the castle church, but also for the style and colour of the garments worn by the chief participants. There was a staff of experts to advise on monarchical ceremonial. Foremost among these was the poet Johann von Besser who served as master of ceremonies at Frederick’s court from 1690 until the end of the reign and possessed a wide-ranging knowledge of English, French, German, Italian and Scandinavian courtly traditions. But the key decisions always fell to the Elector.

The ceremony that resulted was a unique and highly self-conscious amalgam of borrowings from historical European coronations, some recent, others of older vintage. Frederick designed his coronation not only with a view to its aesthetic impact, but also in order to broadcast what he regarded as the defining features of his kingly status. The form of the crown, which was not an open band, but a domed metal structure closed at the top, symbolized the all-embracing power of a monarch who encompassed in his own person both secular and spiritual sovereignty. The fact, moreover, that the king, in contrast to the prevailing European practice, crowned himself in a separate ceremony before being anointed at the hands of his clergy, pointed up the autonomous character of his office, its independence from any worldly or spiritual authority (save that of God himself). A description of the coronation by Johann Christian Lünig, a renowned contemporary expert on the courtly ‘science of ceremony’, explained the significance of this step.

Kings who accept their kingdom and sovereignty from the Estates usually only take up the purple mantle, the crown and sceptre and mount the throne after they have been anointed: [… ] but His Majesty [Friedrich I], who has not received His Kingdom through the assistance of the Estates or of any other [party], had no need whatever of such a handing-over, but rather received his crown after the manner of the ancient kings from his own foundation.

Given the recent history of Brandenburg and Ducal Prussia, the importance of these symbolic gestures is obvious enough. The Great Elector’s struggle with the Prussian Estates and particularly the city of Königsberg was still a memory with the power to disturb – it is a telling detail that the Prussian Estates were never consulted over the coronation and were informed of the forthcoming festivity only in December 1700.

One of the reasons for adopting the title ‘King in Prussia’ – an unusual title that occasioned some amusement at the European courts – was that it freed the new crown from any Polish claims pertaining to ‘royal’ Prussia, which was still within the Polish Commonwealth. In negotiations with Vienna, particular care was expended to ensure that the wording of any agreement would make it clear that the Emperor was not ‘creating’ (creieren) the new royal title, but merely ‘acknowledging’ (agnoszieren) it. A much disputed passage of the final agreement between Berlin and Vienna paid lip service to the special primacy of the Emperor as the senior monarch of Christendom, but also made it clear that the Prussian Crown was an entirely independent foundation, for which the Emperor’s approval was a courtesy rather than an obligation.

In 1701, as so often before, Berlin owed its good fortune to international developments. The Emperor would probably not have cooperated in the Elector’s elevation had it not been for the fact that he stood in urgent need of Brandenburg’s support. The epochal struggle between Habsburg and Bourbon was about to enter a new and bloody phase, as a coalition of European powers gathered to oppose French designs to place a grandson of Louis XIV on the vacant Spanish throne.

Frederick I was not the only European ruler to seek elevation to kingly status at this time – the Grand Duke of Tuscany had acquired the right to be addressed as ‘Royal Highness’ in 1691; the same right was acquired during the following years by the dukes of Savoy and Lorraine. More importantly from Berlin’s perspective, a number of rival German dynasties were angling for a royal title during the 1690s. The Elector of Saxony converted to Catholicism in order to get himself elected King of Poland in 1697, and negotiations began at around the same time over the possible succession of the Electoral House of Hanover to the British royal throne. The Bavarians and the Palatine Wittelsbachs were likewise engaged with (ultimately futile) plans to capture a royal title, either by elevation or, in the latter case, by securing a claim to the ‘royal throne of Armenia’. In other words, the coronation of 1701 was no isolated personal caprice, but part of a wave of regalization that was sweeping across the still largely non-regal territories of the Holy Roman Empire and the Italian states at the end of the seventeenth century. Royal title mattered because it still entailed privileged status within the international community. Since the precedence accorded to crowned heads was also observed at the great peace treaties of the era, it was a matter of potentially grave practical importance.

The recent growth of interest in the early modern European courts as political and cultural institutions has heightened our awareness of the functionality of courtly ritual. Courtly festivities had a crucial communicative and legitimating function. As the philosopher Christian Wolff observed in 1721, the ‘common man’, who depended upon his senses rather than his reason, was quite incapable of grasping ‘what the majesty of a king is’. Yet it was possible to convey to him a sense of the power of the monarch by confronting him with ‘things that catch his eye and stir his other senses’. A considerable court and court ceremonies, he concluded, were thus ‘by no means superfluous or reprehensible’.

Courts were also densely interlinked with each other through family diplomatic and cultural ties; they were not only focal points for elite social and political life within each respective territory, but also nodes in an international courtly network. The magnificent celebrations of the coronation anniversary, for example, were observed by numerous foreign visitors, not to speak of the various dynastic relatives and envoys who could always be found at court during the season.

The international resonance of such events within the European court system was further amplified by published official or semi-official accounts, in which scrupulous attention was paid to details of precedence, dress, ceremony and the splendour of the spectacle. The same applied to the elaborately ritualized observances associated with mourning. The orders issued following the death of Queen Sophie Charlotte were not primarily intended to lend expression to the private grief of the bereaved, but rather to send out signals about the weight and importance of the court where the death had occurred. These signals were directed not only to a domestic audience of subjects, but also to other courts, which were expected to mark their acknowledgement of the event by entering into various degrees of mourning. So implicit were these expectations that Frederick I was furious when he discovered that Louis XIV had decided not to put the court at Versailles into mourning on Sophie Charlotte’s account, presumably as a means of conveying his displeasure at Berlin’s pro-Austrian policy in the War of the Spanish Succession. Like the other ceremonies that punctuated life at court, mourning was part of a system of political communication. Seen in this context, the court was an instrument whose purpose was to document the rank of the prince before an international ‘courtly public’.

Mobutu’s Mercenaries, 1996

There were few memorable battles for the rebels as they crossed the country. Bukavu was one of the fiercer ones, as the Zairian army tried to put up some resistance; later, they knew better. Goma fell quickly as a result of treason, as Mobutu’s officers sold equipment and intelligence to their enemies in the months prior to the invasion and then did little to defend the town. Simultaneously, Ugandan troops had crossed the border to the north and taken the town of Mahagi with only thirty soldiers. A rebel commander told me that three of his men on a motorcycle defeated two hundred Mobutu soldiers in another town in the northeast.

Where there was resistance, it was often because of foreign troops. Rwandan ex-FAR [Forces Armées Rwandaises] were fighting alongside the Zairian army, trying to protect the retreating refugees. In Kindu, along the upper reaches of the Congo River, over a thousand ex-FAR joined Mobutu’s troops, although they were poorly coordinated and soon scattered. Mobutu’s officers, however, had not given up. They decided to make a stand in Kisangani, the country’s third largest city and the gateway to the east, located at a bend in the Congo River. The city had a long airstrip and was a major river port. The army’s high command flew in reinforcements and also mined the airport and the main roads leading to town from the east. Diplomats speculated that Mobutu would be history if the town fell.

Mobutu’s generals began frantically organizing other foreign support. Using their contacts in Belgrade and Paris, they managed to hire around 280 mercenaries, mostly French and Serbs, under the command of Belgian colonel Christian Tavernier, along with some attack helicopters and artillery.

It was too little, too late. The area they had to cover was too large, and the Zairian army too disorganized for them to have much impact. The soldiers of fortune were also perhaps not of the best quality. A French analyst described them as a mixture between “Frederick Forsyth’s ‘dogs of war’ and the Keystone Kops.” He went on to disparage the Serbs’ performance in particular: “They spent their days getting drunk and aimlessly harassing civilians. They did not have proper maps, they spoke neither French nor Swahili, and soon most of them were sick with dysentery and malaria.”

Tavernier chose as his operational base Watsa, a remote town in the northeast that had little strategic importance, but where he had obtained mining rights. The colonel himself was seen more often in the upscale Memling Hotel in Kinshasa than on the battlefield, haranguing foreign correspondents, boasting of his feats, and complaining of government ineptitude.

Internal tensions also hampered operations. The French, mostly former soldiers from the Foreign Legion, were better connected and paid up to five times as much as the Serbs—up to $10,000 per month for the officers. But the Serbs controlled most of the aircraft and heavy weaponry, old machines leased at inflated prices from the Yugoslav army. The French accused their counterparts of amateurism; the Serbs retorted that the last time the French had won a serious battle was at Austerlitz in 1805.

On the battlefield, everything fell apart. The Serbs never provided the air support the French demanded, complaining of missing parts and a lack of fuel. On several occasions, they even bombed Mobutu’s retreating troops, killing dozens. Mobutu’s security advisor remembered the episode: “We had two different delegations from Zaire recruiting mercenaries separately. What was the result? We had mercenaries from different countries who spoke different languages…. We bought weapons from different countries that didn’t work together. It was a veritable Tower of Babel.”

The mercenaries behaved abysmally toward the local population. Even today, residents of Kisangani remember the deranged Serbian commander Colonel Jugoslav “Yugo” Petrusic, driving about town in his jeep, harassing civilians. He shot and killed two evangelical preachers who annoyed him with their megaphone-blasted prayers. He was sure that AFDL rebels had infiltrated Kisangani, and he arrested civilians for interrogation, subjecting them to electroshocks from a car battery and prodding them with a bayonet.

Help the Victims of Genocide and the Perpetrators?

In southwestern Rwanda, the Hutu flight was stalled by the deployment of a UN-mandated French military mission, dubbed Operation Turquoise, intended to protect the few remaining Tutsi in that region as well as aid workers. It was one of the many absurdities of the Rwandan crisis: The French government and its contractors had made thirty-six shipments of weapons to Habyarimana’s government between 1990 and 1994, worth $11 million, and had deployed seven hundred fifty French troops, who helped with military training, planning, and even interrogation of RPF prisoners. Just months after they had finished helping to train the Interahamwe, the French, wolves turned shepherds, announced a humanitarian intervention to bring an end to the killing.

The French troops did save Tutsi lives. They also, however, refused to arrest the Habyarimana government and army officials in their territory who were known to have organized massacres. Hate radio continued broadcasting unhindered from the area controlled by the French, exhorting the population to continue the extermination of Tutsi. Meanwhile, across the Zairian border in Goma, the base of French operations, at least five shipments of weapons from France were delivered to the ex-FAR leadership who had fled from Kigali. To add insult to injury, French president François Mitterrand personally authorized a donation of $40,000 to Habyarimana’s wife, one of the most extremist members of the president’s inner circle, when she arrived in Paris fleeing the violence in country. The donation was labeled as “urgent assistance to Rwandan refugees.”

Kapuscinski on the rise of Habyarimana

In 1972, the Hutus from Burundi, emboldened by the example of their brothers in Rwanda, attempted to stage an insurrection, slaughtering, for starters, several thousand Tutsis, who, in response, killed more than a hundred thousand Hutus. It was not the fact of the massacre alone, for these occurred regularly in both countries, but its staggering proportions that created an uproar among the Hutus of Rwanda, who decided to react. They were further inspired by the fact that during the pogrom, several hundred thousand (a million, they sometimes say) Hutus from Burundi sought shelter in Rwanda, creating an enormous problem for this poor country already periodically beset by food shortages.

Taking advantage of this crisis (they are murdering our kinsmen in Burundi; we do not have the wherewithal to support a million immigrants), the commander in chief of the Rwandan military, General Juvénal Habyarimana, staged a coup d’état in 1973 and declared himself president. The coup exposed the profound rifts and conflicts within the Hutu community. The defeated president Grégoire Kayibana (who would later be starved to death) represented a moderately liberal Hutu clan from the country’s central region. The new ruler, on the other hand, hailed from a radical, chauvinistic branch inhabiting Rwanda’s northwest. (Habyarimana, one can say, is the Radovan Karadžić of the Rwandan Hutus.)

Habyarimana will rule for twenty-one years, until his death in 1994. Massively built, powerful, energetic, he focuses all his attention on erecting an iron-clad dictatorship. He institutes a one-party system. He names himself party leader. All the country’s citizens must be party members from the time of birth. The general now improves upon the all-too-simple scheme of enmity: Hutu versus Tutsi. He will enrich this formula by adding another dimension, a further division—those in power versus those in the opposition. If you are a loyal Tutsi, you can become the head of a hamlet or a village (although not a minister); if you criticize the authorities, however, you will end up behind bars or on the scaffold, even if you are 100 percent Hutu. The general was absolutely correct to proceed this way: Tutsis were not the only ones hostile to his dictatorship; there were also large numbers of Hutus who genuinely hated him and resisted him in every way they could. Finally, the conflict in Rwanda was not only a quarrel between castes, but also a violent clash between tyranny and democracy. In this sense the language of ethnic categories, and the mind-set it stems from, is terribly deceptive and misleading. It blurs and neglects the more profound truths—good versus evil, truth versus lies, democracy versus dictatorship—limiting one to a single, and indeed superficial and secondary dichotomy, a single contrast, a single set of oppositions: He is of infinite worth because he is Hutu; or he is worthless because he is Tutsi.

While strengthening the dictatorship was the first task to which Habyarimana devoted himself, gradual advances were also being made on a parallel front: the privatization of the state. With each passing year, Rwanda was increasingly becoming the private property of the clan from Gisenyi (the general’s small hometown), or, more strictly speaking, the property of the president’s wife, Agathe, and of her three brothers, Sagatawa, Seraphin, and Zed, as well as of a bevy of their cousins. Agathe and her brothers belonged to the clan called Akazu, and this name became the password that could open many doors within Rwanda’s mysterious labyrinths. Sagatawa, Seraphin, and Zed had luxurious palaces around Gisenyi, from which, together with their sister and her husband, the general, they ruled over the army, the police, the banks, and the bureaucracy of Rwanda. So, a little nation somewhere in the mountains of a distant continent, ruled by a greedy family of voracious, despotic petty chieftains. How did it come to acquire such tragic worldwide renown?

In the eighties, the young activist Yoweri Museveni starts a guerrilla war against the horrific regime of the psychopath and butcher Milton Obote. Museveni needs fighters. And he quickly finds them, because in addition to his Ugandan brethren, the young men from Rwandan refugee camps are volunteering: militant, battle-hungry Tutsis. Museveni gladly accepts them. They undergo military training in Uganda’s forests, under the direction of professional instructors, and many of them go on to finish officer-training schools abroad. In January 1986, Museveni enters Kampala at the head of his divisions and seizes power. Many of these divisions are commanded by, or include in their ranks, Tutsis born in the refugee camps—sons of the fathers who had been driven out of Rwanda.

For a long time no one notices that there has arisen in Uganda a well-trained and battle-tested army of Tutsi avengers, who think of one thing only: how to revenge themselves for the disgrace and injury inflicted upon their families. They hold secret meetings, create an organization called the Rwandan Patriotic Front, and make preparations to attack. During the night of September 30, 1990, they disappear from the Ugandan army barracks and from the border camps, and at dawn enter Rwandan territory. The authorities in Kigali are completely surprised. Surprised and terrified. Habyarimana has a weak and demoralized army, and the distance from the Ugandan border to Kigali is not much more than 150 kilometers: the guerrillas could march into Kigali in a day or two. That is what would certainly have happened, for Habyarimana’s troops offered no resistance, and maybe it would never have come to that hecatomb and carnage—the genocide of 1994—were it not for one telephone call. This was the call for help General Habyarimana made to the French president, François Mitterrand.

Mitterrand was under strong pressure from the French pro-African lobby. Whereas the majority of European capitals had radically broken with their colonial past, Paris had not. French society still includes a large, active, and well-organized army of people who made their careers in the colonial administration, spent their lives (quite well!) in the colonies, and now, as foreigners in Europe, feel useless and unwanted. At the same time, they believe deeply that France is not only a European country but also the community of all people partaking of French culture and language; that France, in other words, is also a global cultural and linguistic entity: Francophonie. This philosophy, translated into the simplistic language of geopolitics, holds that if someone, somewhere in the world, is attacking a French-speaking country, it is almost as if he were striking at France itself.

Secularizing Religious Education in Salonica

The struggle for communal authority was fought out over many areas—care for the poor and sick, the upkeep of cemeteries, the administration of religious foundations themselves—but the key battleground was education. For religious learning alone was no longer enough. Ties with the West meant also that local merchants needed employees to be familiar with modern languages, mathematics and geography. The notable Jewish families pushed hard for the use of Italian and French books in the old Talmud Torah in the 1840s. When they got nowhere, they obtained a firman to found their own pilot school, run by a German rabbi whom the local rabbis regarded as an impious foreigner. But the real educational revolution among Salonican Jewry only came in 1873 when the same notables opened a branch of the Paris-based Alliance Israélite Universelle—the very embodiment of French Enlightenment liberalism—in the teeth of fierce opposition from the elderly chief rabbi. It was an extraordinary success: by 1912 the Alliance was responsible for educating more than four thousand pupils, over half the total number of children in Jewish schools. “I was once invited to an annual gathering of the Israelite Alliance,” wrote a British journalist during the First World War. “There were many hundreds of Jews there, male and female, and a great many of them were once removed only from the street porter class. But they rattled off French as if they had been born to it.” Not only were the majority of the city’s Jewish children receiving an education outside the control of the religious authorities, but they were receiving it on the basis of the principles of contemporary French republicanism. Such a trend had a corrosive effect on the authority of the chief rabbi, and helped turn him slowly into more and more of a purely religious and spiritual figurehead.

Within the Greek community similar shifts were taking place. In the old days, children learned reading and writing from the occasional literate priest or from the so-called didaskaloi who gave lessons as they passed through the city. But in 1828 the junior high school was reestablished, and a girls’ school was set up in 1845. The primary school population climbed from 1500 in 1874 to nearly 2000 in 1900 and 3900 by the time the Greek army arrived in 1912. An Educational Society was set up in 1872 with its own private library and a commitment to “useful knowledge,” and in 1876 a teacher-training college followed. Salonica’s Greek high school was recognized by the University of Athens, a development of huge significance for the rise of Greek nationalism, and the control of school standards and appointments was also handled by representatives of the Greek state. Through education in other words, the Greeks of Salonica gradually reoriented themselves towards the new national centre in Athens. The Patriarchate in Istanbul, which had once enjoyed unchallenged authority over the empire’s Orthodox believers, found itself losing ground.

Within the city’s Muslim community, pedagogical arguments were also raging. All Riza, a minor customs official, quarrelled with his wife Zübeyde, over how to educate their son, Mustafa. Zübeyde, a devout woman who was nicknamed the mollah, followed the older conception or education and wanted him to attend the neighbourhood Qur’anic school. His father, on the other hand, favoured the new style of schooling pioneered by a renowned local teacher, Shemsi Effendi, who ran the first private primary school in the empire. In the end, the young Mustafa started at the first and finished at the second, before moving to the military preparatory college. Helped by his education and by Salonica’s new beer-gardens and nightlife, he became a pronounced secularist, thereby foreshadowing in his own upbringing the trajectory through which—by then better known to the world as Mustafa Kemal Ataturk—he would later lead post-Ottoman Turkey.

Mustafa Kemal’s experiences were not unusual, for the spirit of Western education was transforming local Muslim cultures of learning. The Ma’min were setting up private schools like Shemsi’s, and state officials like Mustafa Kemal’s father shared their vision of a modernizing Islam. Investment in education had been a priority of the reformers in Istanbul, and m 1869 a new imperial Ordinance of General Education outlined a school system, based partly on the French lycée model that would promote knowledge of science, technology and commerce among both boys and girls. Reaction from the long-established medreses was fierce but under Sultan Abdul Hamid this was overcome, in part by emphasizing the Islamic character of the new schools. A state schooling sector emerged in Salonica and the city’s first vocational college the Ecole des Arts et Métiers, trained orphans in typography, lithography, tailoring and music. Later came a teacher-training college, a junior high school, a commercial school and a preparatory school for civil servants—the Idadié—housed in an imposing neo-classical building standing just beyond the eastern walls. (Today it contains the chief administrative offices of the University of Thessaloniki.)

The Near Eastern Crisis of 1875-78

Beginning with a peasant uprising in Bosnia-Hercegovina, the troubles spread in 1876 to Bulgaria and the Danubian provinces and ended with an invasion by the Russian army the following year. The Treaty of San Stefano, which Russia imposed on the empire early in 1878, created a vast new Bulgarian state which passed just to the north of Salonica itself and cut it off from its hinterland. Even after the other Great Powers forced Russia to back down and tore up the San Stefano agreement, there was no disguising the humiliation suffered by the Porte: at the Congress of Berlin, Serbia was declared independent, an autonomous (if smaller) Bulgaria was established under Russian control, Cyprus was occupied by British troops (as the price for supporting the Turks) and the Great Powers forced the Ottoman authorities to pledge a further programme of administrative reforms.

These events deeply affected Salonica. As always in time of war, the city was in a febrile state—filled with soldiers, requisitioning agents, tax-collectors and rumours. Muslim notables criticized the diplomacy of the Porte and feared for the first time “being driven out of Europe.” The Bulgarian insurrection actually broke out just three days before the killing of the consuls in Salonica; rumours of the rising had reached the city, together with reports of outrages on Muslim villagers and of plans to drive them from their homes. At one point the authorities feared that Salonica’s Christians too would rise to prompt a Russian advance on the city itself, and the Vali warned he would quell any insurrection in the harshest manner. “I know him to be of the party in Turkey,” wrote the British consul, “who believe the Eastern Question can only be solved by the destruction, or at least the expatriation of all Christians from the European provinces of Turkey, and replacing them by Circassians and colonists from Asia.”

The spectacle of vast forced movements of populations crisscrossing the region was no fantasy. While the eyes of Europe were fixed—thanks to Gladstone’s loud condemnation of the “Bulgarian horrors”—on the Christian victims of the war, thousands of Muslim refugees from Bosnia, Bulgaria and the Russian army were headed south. Added to those who had earlier fled the Russians in the Caucasus—somewhere between 500,000 and 600,000 Circassians and Nogai Tatars had arrived in the empire between 1856 and 1864—the refugee influx which accompanied the waning of Ottoman power was well and truly under way. A Commission for the Settlement of Refugees was created, and the figures provided by this organization show that more than half a million refugees crossed into the empire between 1876 and 1879 alone.

In January 1878, the Porte ordered the governor of Salonica to find lodging for fifty thousand throughout the province. The following month it was reported that “the whole country is full of Circassian families, fleeing from the Russian army and the Servians, in long lines of carts … panic-stricken, they strive to embark for Asia Minor and Syria.” While Albanian Ghegs and uprooted Nogai Tatars settled around the town, thousands more left weekly on steamers bound for Smyrna and Beirut. Many of these refugees had been settled in the Bulgarian lands only a decade earlier; now for a second time they were being uprooted because of Russian military action. Destitute, exploited by local land-owners, many—especially Circassian—men formed robber bands, and became a byword for crime in the region. Two years after the end of hostilities, there were still more than three thousand refugees, many suffering from typhus or smallpox, receiving relief in the city, and another ten thousand in the vicinity. The Mufti of Skopje estimated that a total of seventy thousand were still in need of subsistence in the Sandjak of Pristina. By 1887, so many immigrants from the lost provinces had moved to Salonica that house rents there had risen appreciably.

The political outlook for Ottoman rule in European Turkey was grim. Only Western intervention had saved the empire from defeat at the hands of the Russian army; the consequent losses in Europe were great. The powers openly discussed the future carve-up of further territories, and Austrians, Bulgarians and Greeks fixed their eyes on Salonica. As discussions began at the Congress of Berlin on the territorial settlement, one observer underlined the need for a further sweeping reform of Ottoman institutions and the creation of an “impartial authority” to govern what was left. In view of the patchy record of the past forty years’ reform efforts, few would have given the imperial system long to live. Indeed many expected its imminent collapse, especially after the youthful Sultan Abdul Hamid suspended the new constitution barely two years after it had been unveiled. But they had to wait longer than they thought. The empire had another few decades of life left, and in that time Salonica itself prospered, grew and changed its appearance more radically than ever before.

Belated Ottoman Religious Reform

In 1851 Christian testimony was admitted in a local criminal court for the first time, but it was not for another decade that it was given decisive weight when contradicted by Muslim witnesses. “Are we the masters of this empire or not?” demanded some of the beys, protesting on the “part of Islamism” against the constant infringement by foreign powers of the “rights of the Turkish nation.” A visiting dervish preached that Europe was “devoted to the extermination of Muslims,” and claimed that the sultan, by giving in to their demands, had shown himself to be no more than a gavur. “Let us massacre the infidels whom the Prophet and our first Sultans conquered,” he went on, “And then we will go throughout Frenghistan [the land of the Franks] sword in hand, and all will be well with us.” When Abdul Mecid died in 1861, the view in the local coffeehouses was that he had been “too favourably disposed to Christians,” and many of Salonica’s Muslims, including highly placed functionaries, openly hoped that his successor would bring back the janissaries and revoke the reforms.

This did not happen. Instead the number of non-Muslims in the civil service rose, and in 1868 a Council of State with non-Muslim members was created. In the provinces progress was slower: as late as 1867, justice in Salonica was still loaded against non-Muslims, taxes remained inequitable and the clause relating to Christians being appointed to official positions remained a “dead letter.” Ibrahim Bey, the mufti, resisted reform of the local courts, and as he was very popular among the poorer Muslims of the city, Salonica’s governors hesitated to take him on. But the lead from the top was clear: the Porte instructed Salonica’s mollah to speak respectfully when he addressed the Greek metropolitan, and to refer politely to the “Christian” religion. “Looking at things reasonably,” wrote the British ambassador, Sir Henry Bulwer in 1864, “it is but just to observe that this government is about the most tolerant in Europe.”

The old ideology of the sultan as Defender of the Faith was now no longer appropriate for the new-look empire. It was supplanted by a new creed of Ottomanism, an allegiance to the dynasty itself that supposedly crossed religious boundaries. As the government gazette for the province declared in May 1876:

Even though for centuries among us there has not existed something we might call public opinion, on account of our different religions, nonetheless Ottomans, Christians, Jews and in a word all those bearing the name of Osmanli and living under the sceptre of His Imperial Excellency have lived as faithful subjects of all ranks, as patriots and as a single unit of nationalities, each lending a helping hand to the other as brothers, none ever daring to attack the honour, property, life or religious customs of the other, and everyone enjoying complete freedom in the exercise of his social privileges.

The new policy was underlined in religious holidays and official ceremonies. After the Ottoman fleet arrived in port, Greek priests from the city performed mass for its Christian sailors in the Beshchinar gardens, and Turkish naval officers complimented the archbishop on a “very appropriate sermon.” When the chief rabbi Raphael Ascher Covo died at the end of 1874 after twenty-six years in office, his funeral was attended by the staff of the governor, the president of the town council, the Greek archbishop, consuls and other notables: the procession was “one of the largest ever witnessed in European Turkey.” All shops were closed, Jewish firemen in the service of the North British and Mercantile Insurance companies provided the guard of honour lining the streets, and bells were rung as the bier passed the Orthodox cathedral.” A century earlier, such an occasion would have been inconceivable.

Rise and Fall of the Nutmeg Monopoly

The conditions of soil and climate on Banda were so perfect for nutmeg trees that most of the trees were planted naturally by the same species of Tine and very handsome fruit pigeons’ which Wallace observed. These birds had such a wide-opening beak that they could swallow an entire nutmeg fruit and pass the round seed undamaged through the gut, so that it grew where it fell. The labourers had to keep the saplings free of weeds, tend the tall kenari trees which provided essential shade for the nutmeg trees, and pick the fruit. Obligingly, in that warm equatorial climate, the nutmegs gave their crop all year long. It is calculated that, in nearly two centuries of colonial rule, Holland produced a billion guilders’ worth of these spices from their tiny Banda holdings. The income from the Banda spice monopoly so dominated Dutch foreign policy that Holland offered the island of Manhattan to the British if they would drop their claim to the minuscule islet of Run in the Bandas barely three kilometres long and one and a half kilometres wide. Even more remarkably, Run itself grew no nutmeg trees. The Dutch ripped them up in order to concentrate virtually the entire world production of nutmeg and mace on the other Bandas.

Slavery in the Dutch Indies was not abolished until 1862, so there must have been slaves on Banda when Wallace visited there in the late 1800s. Yet he says nothing about them and – astonishingly for an Owenite socialist – he voiced his strong approval of the Dutch system of monopoly plantation though he knew this opinion would raise hackles in Victorian England. State monopolies, he argued, were the only way for a colony to be viable. The mother country had to find some way of paying the huge cost of its colonial efforts, bringing education, peace and a ‘civilising influence’ to unruly native peoples, and if the state controlled a lucrative monopoly, that cost could be met. It was far better, Wallace argued, for the state to reap the profits than to allow the local economy to pass into the hands of private businesses, who would exploit the natives and give nothing in return. The only condition which Wallace put forward was that the monopoly should be of a product not essential to the natives, who must be able to live without it. In this respect, of course, nutmeg was ideal; it was a luxury, not a subsistence food.

In truth, by Wallace’s time the state’s monopoly in nutmeg was in tatters. Nutmegs were being grown illegally elsewhere in the Moluccas, and the French had established nutmeg plantations in Mauritius, using seeds smuggled in from the Spice Islands. Corruption had been so widespread among the superintending officials in Banda and Amsterdam that tight control of the nutmeg trade was a sham. The Dutch authorities abandoned the system within a decade of Wallace’s visit, and handed over ownership of Banda’s nutmeg gardens to the perkiniers, the planters who had previously held them on licence. They in their turn would go under, unable to survive in world competition. The nutmeg plantations fell into neglect and Banda began a long, slow slide into obscurity while, ironically, the impoverished planters came to be replaced by a new generation of Bandanese orang kaya who re-established the age-old trade links. Twenty years after Wallace’s visit, the wealthiest man on the islands was a Javanese Arab trader, Bin Saleh Baadilla, who traded in pearls and bird products. His warehouse contained skins of Birds of Paradise prepared by the natives of Kai, Aru and New Guinea, as well as the feathers of other exotic and coloured species from the rainforest. Where his predecessors had sent the bird-skins to decorate the fans and turbans of a few Indian and Malay potentates, Bin Saleh now had a larger and more voracious market. He shipped his bird-skins to the milliners of Europe, who at the peak of the fashion craze were said to be importing 50,000 bird-skins a year to provide decorations for ladies’ hats.
