Who Was Responsible for World War I?

Would any of the Entente Powers have acted differently had they known of the profound complicity of the Serbian army, though not the government, in the murder of Franz Ferdinand? Almost certainly not, because this was not why the Austrians and Germans acted, or their opponents reacted. The Russians simply considered the extinction of a small Slav state as an excessive and indeed intolerable punishment for the crime of Princip, and for that matter Apis. Unless France had swiftly declared its neutrality and surrendered its frontier fortresses as Germany demanded, its alliance with Russia would have caused Moltke to attack in the West. The British were entirely unmoved by Serbia’s impending fate, and acted only in response to the German violation of Belgian neutrality and the threat to France. The various participants in what would soon become the Great War had very different motives for belligerence, and objectives with little in common. Three conflicts – that in the Balkans over East European issues, the continental struggle to determine whether German dominance should prevail, and the German challenge to British global naval mastery – accomplished a metamorphosis into a single over-arching one. Other issues, mostly involving land grabs, would become overlaid when other nations – notably Japan, Turkey and Italy – joined the struggle.

Many people in Britain have argued through the past century that the price of participation in the war was so appalling that no purpose could conceivably justify it; more than a few blame Sir Edward Grey for willing Britain’s involvement. But, granted Germany’s determination to dominate Europe and the likely consequences of such hegemony for Britain, would the foreign secretary have acted responsibly if he had taken no steps designed to avert such an outcome? Lloyd George in his memoirs advanced a further popular argument against the conflict, laying blame upon the soldiers he hated: ‘Had it not been for the professional zeal and haste with which the military staffs set in motion the plans which had already been agreed between them, the negotiations between the governments, which at that time had hardly begun, might well have continued, and war could, and probably would, have been averted.’ This was nonsense. What happened was not ‘war by accident’, but war by ill-conceived Austrian design, with German support.

Today, as in 1914, any judgement about the necessity for British entry must be influenced by an assessment of the character of Kaiser Wilhelm II’s empire. It seems frivolous to suggest, as do a few modern sensationalists, that a German victory would merely have created, half a century earlier, an entity resembling the European Union. Even if the Kaiser’s regime cannot be equated with that of the Nazis, its policies could scarcely be characterised as enlightened. Dominance was its purpose, achieved by peaceful means if possible, but by war if necessary. The Germans’ paranoia caused them to interpret as a hostile act any attempt to check or question their international assertiveness. Moreover, throughout the July crisis they, like the Austrians, consistently lied about their intentions and actions. By contrast, whatever the shortcomings of British conduct, the Asquith government told the truth as it saw this, to both its allies and its prospective foes.

The Kaiserreich’s record abroad was inhumane even by contemporary standards. It mandated in advance and applauded after the event the 1904–07 genocide of the Herero and Namaqua peoples of German South-West Africa, an enormity far beyond the scope of any British colonial misdeed. German behaviour during the 1914 invasion of Belgium and France, including large-scale massacres of civilians endorsed at the highest level, cannot be compared with what took place in the Second World War, because there was no genocidal intent, but it conveyed a profoundly disturbing image of the character of the regime that aspired to rule Europe.

It seems mistaken to suppose that neutrality in 1914 would have yielded a happy outcome for the British Empire. The authoritarian and acquisitive instincts of Germany’s leadership would scarcely have been moderated by triumph on the battlefield. The Kaiser’s regime did not enter the war with a grand plan for world domination, but its leaders were in no doubt that they required huge booty as a reward for the victory they anticipated. Bethmann Hollweg drafted a personal list of demands on 9 September 1914, when Berlin saw victory within its grasp. ‘The aim of the war,’ he wrote, ‘is to provide us with [security] guarantees, from east to west, for the foreseeable future, through the enfeeblement of our adversaries.’

France was to cede to Germany the Briey iron deposits; Belfort; a coastal strip from Dunkirk to Boulogne; the western slope of the Vosges mountains. Her strategic fortresses were to be demolished. Just as after 1870, cash reparations would be exacted sufficient to ensure that ‘France is incapable of spending considerable sums on armaments for the next eighteen to twenty years’. Elsewhere, Luxembourg would be annexed outright; Belgium and Holland transformed into vassal states; Russia’s borders drastically shrunken; a vast colonial empire created in central Africa; a German economic union extending from Scandinavia to Turkey.

Wittgenstein Goes to War, 1914

In Paris, artist Paul Maze reported to the Invalides to volunteer for the army, only to discover that no more men were being immediately accepted. A hoary old sergeant dismissed the crestfallen youth with the words, ‘Why worry? You’ll get all you want before the end.’ Maze, who was bilingual, joined the disembarking British Expeditionary Force at Le Havre as an interpreter, and eventually became a decorated officer. Many young men in all countries, especially artists and writers, were less enthusiastic than curious about the prospect of seeing a battlefield.

Viennese-born Ludwig Wittgenstein, who was twenty-five, at first saw it as offering an escape from his own tortured philosophical confusions and uncertainties, intensified by study at Cambridge under Bertrand Russell. He volunteered for military service, and recorded in his coded diary delight at the civilised reception he received. ‘Will I be able to work now??’ he asked himself on 9 August. ‘I am curious about my future life! The military authorities in Vienna were extraordinarily civil. Officials who had to deal with thousands of men every day answered my questions politely and at length. Such things cheer me up enormously; they remind me of the way things are done in England.’ Within days, however, Wittgenstein’s spirits sagged. Dispatched to serve as a searchlight operator aboard the picket boat Goplana on the Vistula, he found the company of ordinary sailors not merely unwelcome, but repellent: ‘The crew are miserable pigs! They display no enthusiasm, unbelievable brutishness, stupidity and wickedness! So it is untrue that a shared great cause (the war) ennobles humanity.’…

Some civilians, especially academics, strove to keep open lines of communication with their peers in enemy countries: this was thought a civilised gesture, emphasising the universality of European culture. In October 1914 Maynard Keynes sent a letter to Ludwig Wittgenstein via neutral Norway, asking the Austrian about the possibility that he might provide a scholarship for a Cambridge logician after the war. Wittgenstein, who was rich, had earlier shown himself a generous benefactor, but now he was crewing a Vistula picket boat. He reacted crossly to receiving a mere business proposal from an old friend ‘at such a time as this’….

Ludwig Wittgenstein wrote on 25 October: ‘I feel ever more strongly the awful tragedy of our – the German race’s – predicament. It seems to me as good as certain that we cannot prevail against England. The English – the best race in the world – can’t lose. But we can lose and will lose, if not this year then next. The idea that our race should be beaten distresses me terribly because I am completely and utterly German!’

South Slavic Nationalism before 1914

The south Slavs lived in four different states – the Hapsburg Empire, Serbia, Montenegro and Bulgaria – under eight different systems of government. Their impassioned nationalism imposed a dreadful blood forfeit: about 16 per cent of the entire population, almost two million men, women and children, perished violently in the six years of struggle that preceded Armistice Day 1918. Serbia fought two Balkan wars, in 1912 and 1913, to increase its size and power by seizing loose fragments of the Ottoman Empire. In 1912 the Russian foreign minister declared that a Serb–Bulgarian triumph over the Turks would be the worst outcome of the First Balkan War, because it would empower the local states to turn their aggressive instincts from Islamism, against Germanism: ‘In this event one … must prepare for a great and decisive general European war.’ Yet the Serbs and Bulgarians indeed triumphed in that conflict; a subsequent Serb–Romanian victory in the Second Balkan War – a squabble over the spoils of the First – made matters worse. Serbia doubled its territory by incorporating Macedonia and Kosovo. Serbians burst with pride, ambition and over-confidence. Wars seemed to work well for them.

In June 1914 the Russian minister in Belgrade, the dedicated pan-Slavist Nikolai Hartwig, was believed actively to desire an armed clash between Serbia and Austria, though St Petersburg almost certainly did not. The Russian ambassador in Constantinople complained that Hartwig, a former newspaper columnist, ‘shows the activity of an irresponsible journalist’. Serbia was a young country wrested from the Ottoman Empire only in 1878, which now clung to the south-eastern frontier of the Hapsburg Empire like some malevolent growth. Western statesmen regarded the place with impatience and suspicion. Its self-assertiveness, its popular catchphrase ‘Where a Serb dwells, there is Serbia,’ estabilised the Balkans. Europe’s chancelleries were irritated by its ‘little Serbia’, proud-victim culture. Serbs treated their own minority subjects, especially Muslims, with conspicuous and often murderous brutality. Every continental power recognised that the Serbs could achieve their ambition to enfold in their own polity two million brethren still under Hapsburg rule only at the cost of bringing down Franz Joseph’s empire.

Just four and a half million Serbs occupied 87,300 square kilometres of rich rural regions and barren mountains, a smaller country than Romania or Greece. Four-fifths of them lived off the land, and the country retained an exotic oriental legacy from its long subjection to the Ottomans. Such industries as it had were agriculturally based – flour and sawmills, sugar refineries, tobacco. ‘Within little more than two days’ rail from [London],’ wrote an enthusiastic pre-war British traveller, ‘there lies an undeveloped country of extraordinary fertility and potential wealth, possessing a history more wonderful than any fairy tale, and a race of heroes and patriots who may one day set Europe by the ears … I know no country which can offer so general an impression of beauty, so decided an aroma of the Middle Ages. The whole atmosphere is that of a thrilling romance. Conversation is larded with accounts of hairbreadth ’scapes and deeds of chivalry … Every stranger is welcome, and an Englishman more than any.’

Others saw Serbia in much less roseate hues: the country exemplified the Balkan tradition of domestic violence, regime change by murder. On the night of 11 June 1903, a group of young Serb officers fell upon the tyrannical King Alexander and his hated Queen Draga by candlelight in the private apartments of their palace: the bodies were later found in the garden, riddled with bullets and mutilated. Among the assassins was Dragutin Dimitrijević, who became the ‘Apis’ of the Sarajevo conspiracy: he was wounded in a clash with the royal guards, which earned him the status of a national hero. When King Peter returned from a long exile in Switzerland to take the throne of a notional constitutional monarchy, Serbia continued to seethe with factionalism. Peter had two sons: the elder, Djordje, educated in Russia, was a violent playboy who was forced to relinquish his claim to the throne after a 1908 scandal in which he kicked his butler to death. His brother Alexander, who became the royal heir, was suspected of attempting to poison Djordje. The Serb royal family provided no template for peaceful co-existence, and the army wielded as much power as that of a modern African statelet.

Piedmont and Prussia: Parallels

For nearly half a century after 1815, Prussia stood on the sidelines of European power politics, steering in the lee of the great powers, avoiding commitments and shying away from conflict. It avoided antagonizing its powerful neighbours. It acquiesced in Russian tutelage over its foreign policy. Prussia was the only major European power to remain neutral during the Crimean War (1854–6). To some, it even seemed that Prussia’s status as a member of the concert of the great European powers was obsolete. Prussia, a Times leader article observed in 1860,

was always leaning on somebody, always getting somebody to help her, never willing to help herself [… ] present in Congresses, but absent in battles [… ] ready to supply any amount of ideals or sentiments, but shy of anything that savours of the actual. She has a large army, but notoriously one in no condition for fighting. [… ] No one counts on her as a friend; no one dreads her as an enemy. How she became a great Power, history tells us; why she remains so nobody can tell.

And yet, within eleven years of this blistering appraisal, the Kingdom of Prussia had reinvigorated its armed forces, driven Austria out of Germany, destroyed the military might of France, built a new nation-state and transformed the European balance of power in a burst of political and military energy that astonished the world.

THE ITALIAN WAR
It was no coincidence that the unifications of Italy and Germany were accomplished within a decade of each other. The cultural prehistory of the German nation-state extends back into and beyond the eighteenth century, but the chain of events that made its foundation a political possibility began with the second Italian war of unification. On 26 April 1859, the Austrian Empire declared war on the north Italian Kingdom of Piedmont. This was a conflict that had been planned in advance. During the summer of 1858, the Piedmontese Prime Minister Camillo di Cavour had negotiated a defensive alliance with Emperor Napoleon III of France. In the spring of 1859, Cavour provoked Vienna by massing Piedmontese troops near the border with Austrian Lombardy. The resulting Austrian declaration of war activated France’s obligations under the secret treaty. French troops rushed southwards across the Alps in the first major mobilization by railway. Between the end of April and the beginning of July, the joint French-Piedmontese forces occupied Lombardy, winning two major victories against the Austrians at Magenta (4 June) and Solferino (24 June). Piedmont annexed the Duchy of Lombardy; the duchies of Parma, Modena and Tuscany and the papal territory of Romagna were coaxed into a union with Turin. Piedmont now controlled the north of the peninsula and things might have stayed that way, had it not been for an invasion of the south by a band of volunteers under the command of Giuseppe Garibaldi. The Kingdom of Naples quickly collapsed, clearing the way for the unification of most of the peninsula under the rule of the Piedmontese monarchy. An Italian kingdom was proclaimed in March 1861.

The Prussian monarch, William I, and his foreign minister, Alexander von Schleinitz, responded to these events with the usual Prussian circumspection. As the Franco-Austrian conflict loomed, Prussia stuck to the middle ground, adopting neither the ‘conservative’ option of an alliance with Vienna, nor the ‘liberal’ option of a partnership with France against Austria. There were the usual efforts to make incremental gains in Germany at Austria’s expense. Berlin promised, for example, to assist Austria against France, but only on the condition that Prussia be placed in command of all the non-Austrian Confederal contingents. This proposal, which recalled the security initiatives of Bernstorff and Radowitz during the war scares of 1830–32 and 1840–41, was rejected on prestige grounds by the Austrian Emperor. At about the same time, Berlin deployed heavy troop concentrations to the Rhineland to deter Napoleon III from extending the sphere of his operations to western Germany. There was nothing particularly remarkable or unexpected about these measures. In responding thus to the Italian crisis (and the accompanying French war scare), the Prussian government worked within the well-worn grooves of a tentative dualist rivalry that sought to avoid direct confrontation while embracing the opportunity to expand Prussian influence at Austria’s expense.

Yet it is clear in retrospect that the Italian war set Prussian national policy on a new footing. It was obvious to contemporaries that there were parallels between the Italian and the German predicament. In both cases a strong sense (within the educated elite) of historical and cultural nationhood coexisted with the fact of dynastic and political division (though Italy had only seven separate states to Germany’s thirty-nine). In both cases, it was Austria that stood in the way of national consolidation. There were also clear parallels between Piedmont and Prussia. Both states were noted for their confident bureaucracies and their modernizing reforms, and both were constitutional monarchies (since 1848). Each had sought to suppress popular nationalism while at the same time manoeuvring to extend its own influence in the name of the nation over the lesser states within its sphere of interest. It was thus easy for small-German enthusiasts of a Prussian-led union to project the Italian events of 1859–61 on to the German political map.

The Italian war also demonstrated that new doors had opened within the European political system. Most important of these was the estrangement between Austria and Russia. In 1848, the Russians had saved the Austrian Empire from partition at the hands of the Hungarian national movement. During the Crimean War of 1854–6, however, the Austrians had made the fateful decision to join the anti-Russian coalition, a move that was seen in St Petersburg as rank treachery. Vienna thereby irretrievably forfeited the Russian support that had once been the cornerstone of its foreign policy. Cavour was the first European politician to show how this realignment could be exploited to his state’s advantage.

The events of 1859 were instructive in other ways as well. Under Napoleon III, France emerged as a power prepared to challenge by force the European order established at Vienna in 1815. The Prussians now felt the ancestral threat from the west more keenly than ever. The shock effect of the French intervention in Italy was heightened by memories of the first Napoleon, whose ascendancy had begun with the subjugation of the Italian peninsula and continued with an invasion of the Rhineland. The Prussian mobilization of 1859 may not have been the disaster some historians have described, but it did nothing to allay the sense of vulnerability to a resurgent Bonapartist France. As for the Austrians, they had fought bitterly to keep their Italian possessions, inflicting 18,000 casualties on the Franco-Piedmontese at Magenta and Solferino. Would they not also fight to defend their political pre-eminence within a divided Germany? Prussia’s position was in some respects worse than Piedmont’s, for it seemed clear that the middling states of the ‘third Germany’ (unlike the lesser north Italian principalities) would support Austria in any open struggle between the two potential German hegemons. ‘Almost all Germany for the last forty years has [… ] cherished a hostile spirit against Prussia,’ William wrote to Schleinitz on 26 March 1860, ‘and for a year this has decidedly been on the increase.’

The Italian war was thus a reminder of the centrality of armed force to the resolution of entrenched power-political conflicts, and the view gained ground within the military leadership that Prussia would have to reform and strengthen its army if it was to meet the challenges facing it in the near future. This was not a new problem. Since the 1810s, financial constraints had meant that the size of the army had not kept pace with the growth in the Prussian population. By the 1850s, only about one-half of the young men of eligible age were being drafted. There were also concerns about the quality of the Landwehr militia created to fight Napoleon by the military reformers Scharnhorst and Boyen, as its officers were trained to much less exacting standards.

Prussian Reactions to the French Revolution

Tensions between the two German rivals had risen steadily during the 1780s. In 1785, Frederick II had taken charge of a coalition of German princes opposed to the annexation of Bavaria by the Habsburg Emperor Joseph II. In 1788, the Emperor had gone to war against the Turks, prompting fears that massive Habsburg acquisitions in the Balkans would give Austria the upper hand over her Prussian rival. But in the summer and autumn of 1789, as Austrian forces pushed back the armies of Sultan Selim III, a chain of revolts broke out across the peripheral territories of the Habsburg crown – Belgium, Tyrol, Galicia, Lombardy and Hungary. Frederick William II, a vain and impulsive man who was determined to live up to the reputation of his illustrious uncle, did his best to exploit the discomfort of the Austrians. The Belgians were encouraged to secede from Habsburg rule and the Hungarian dissidents were urged to rise up against Vienna – there was even talk of an independent Hungarian monarchy to be ruled by a Prussian prince.

Seen against this background, the revolution in France was welcome news, for there was good reason to hope that a new, ‘revolutionary’ French administration would put an end to the Franco-Austrian alliance. As the Prussians well knew, the alliance – along with its dynastic personification, Queen Marie Antoinette – was deeply unpopular with the Austrophobe patriots of the revolutionary movement. Berlin therefore courted the various revolutionary parties in the hope of building an anti-Habsburg ‘party’ in Paris. The aim was to reverse the diplomatic realignment of 1756, isolate Austria, and put an end to the expansionist plans of Joseph II. When a fully fledged revolution broke out in the prince-bishopric of Liège, a strip of territory right in the middle of Belgium, the Prussians supported the rebels there too, in the hope that the upheaval would spread to the adjacent Austrian-controlled areas.

There was also an ideological dimension to this tentative support for revolutionary upheaval. In 1789, a number of the leading Prussian policy-makers, including the minister responsible for foreign affairs, Count Hertzberg – were personally sympathetic to the aspirations of the revolutionaries. Hertzberg was a man of the enlightenment who deplored the incompetent despotism of the Bourbons in France. He saw Prussian support for the insurrection in Liège as entirely in keeping with the kingdom’s ‘liberal principles’. The envoy entrusted with handling Prussia’s affairs in the prince-bishopric, Christian Wilhelm von Dohm, was an enlightened official and intellectual (not to mention author of the famous tract supporting the emancipation of the Jews); he was a critic of the episcopal regime in Liège and favoured a progressive, constitutional solution to the dispute between the prince-bishop and the insurrectionists of the Third Estate.

It was above all the threat of a Prussian-backed revolution in Hungary that persuaded Joseph’s successor, Leopold II, to seek an understanding with Prussia. Leopold, a wise and temperate figure, saw at once the folly of pursuing new conquests in the Ottoman Balkans while his hereditary possessions disintegrated behind his back. In March 1790, he despatched a friendly letter to Berlin, opening the door for the negotiations that culminated in the Convention of Reichenbach of 27 July 1790. The two German powers agreed – after tense discussions – to pull back from the brink of war and put their differences behind them. The Austrians undertook to end their costly Turkish war on moderate terms (i.e. without annexations) and the Prussians promised to stop fomenting rebellions within the Habsburg monarchy.

The Convention looked innocuous, but it was more significant than it seemed. The era of bitter Prusso-Austrian antagonism that had structured the political affairs of the Holy Roman Empire since the invasion of Silesia in 1740 was now over, at least for a time, and the two German powers could pursue their interests in concert, rather than at each other’s expense. Following an oscillatory pattern that recalled the days of the Great Elector, Frederick William II abandoned his secret efforts to secure an alliance with Paris and switched to a policy of war against revolutionary France. Foreign Minister Hertzberg and his liberal views fell into disfavour; he was later dismissed. An important role in the new diplomacy went to Frederick William’s trusted adviser and confidant, Johann Rudolf von Bischoffwerder, an exponent of war against the revolution, who was despatched to Vienna in February and June–July 1791. The resulting Vienna Convention of 25 July 1791 laid the foundations for an Austro-Prussian alliance.

The first fruit of the Austro-Prussian rapprochement was a remarkable piece of gesture politics. The Declaration of Pillnitz, issued jointly by the Austrian Emperor and the Prussian king on 27 August 1791, was not a plan of action as such, but rather a statement of principled opposition to the Revolution.

Crowning the First King of Prussia, 1701

In terms of the proportion of territorial wealth consumed, the coronation of 1701 must surely be the most expensive single event in the history of Brandenburg-Prussia. Even by the standards of an age that revelled in courtly ceremonial as an expression of power, the Prussian coronation was unusually splendid. The government levied a special crown tax to cover its expenditures, but this brought in a total of only 500,000 thalers – three-fifths of this amount were paid out for the queen’s crown alone, and the royal crown, fashioned of precious metal and studded over its entire surface with diamonds, accounted for the rest and more besides. Reconstructing the total cost of the festivities is difficult, since no integrated account survives, but it has been estimated that around 6 million thalers were spent in all for the ceremony and attendant festivities, about twice the annual revenues of the Hohenzollern administration.

The coronation was singular in another sense too. It was entirely custom-made: an invention designed to serve the purposes of a specific historical moment. The designer was Frederick I himself, who was responsible for every detail, not only of the new royal insignia, the secular rituals and the liturgy in the castle church, but also for the style and colour of the garments worn by the chief participants. There was a staff of experts to advise on monarchical ceremonial. Foremost among these was the poet Johann von Besser who served as master of ceremonies at Frederick’s court from 1690 until the end of the reign and possessed a wide-ranging knowledge of English, French, German, Italian and Scandinavian courtly traditions. But the key decisions always fell to the Elector.

The ceremony that resulted was a unique and highly self-conscious amalgam of borrowings from historical European coronations, some recent, others of older vintage. Frederick designed his coronation not only with a view to its aesthetic impact, but also in order to broadcast what he regarded as the defining features of his kingly status. The form of the crown, which was not an open band, but a domed metal structure closed at the top, symbolized the all-embracing power of a monarch who encompassed in his own person both secular and spiritual sovereignty. The fact, moreover, that the king, in contrast to the prevailing European practice, crowned himself in a separate ceremony before being anointed at the hands of his clergy, pointed up the autonomous character of his office, its independence from any worldly or spiritual authority (save that of God himself). A description of the coronation by Johann Christian Lünig, a renowned contemporary expert on the courtly ‘science of ceremony’, explained the significance of this step.

Kings who accept their kingdom and sovereignty from the Estates usually only take up the purple mantle, the crown and sceptre and mount the throne after they have been anointed: [… ] but His Majesty [Friedrich I], who has not received His Kingdom through the assistance of the Estates or of any other [party], had no need whatever of such a handing-over, but rather received his crown after the manner of the ancient kings from his own foundation.

Given the recent history of Brandenburg and Ducal Prussia, the importance of these symbolic gestures is obvious enough. The Great Elector’s struggle with the Prussian Estates and particularly the city of Königsberg was still a memory with the power to disturb – it is a telling detail that the Prussian Estates were never consulted over the coronation and were informed of the forthcoming festivity only in December 1700.

One of the reasons for adopting the title ‘King in Prussia’ – an unusual title that occasioned some amusement at the European courts – was that it freed the new crown from any Polish claims pertaining to ‘royal’ Prussia, which was still within the Polish Commonwealth. In negotiations with Vienna, particular care was expended to ensure that the wording of any agreement would make it clear that the Emperor was not ‘creating’ (creieren) the new royal title, but merely ‘acknowledging’ (agnoszieren) it. A much disputed passage of the final agreement between Berlin and Vienna paid lip service to the special primacy of the Emperor as the senior monarch of Christendom, but also made it clear that the Prussian Crown was an entirely independent foundation, for which the Emperor’s approval was a courtesy rather than an obligation.

In 1701, as so often before, Berlin owed its good fortune to international developments. The Emperor would probably not have cooperated in the Elector’s elevation had it not been for the fact that he stood in urgent need of Brandenburg’s support. The epochal struggle between Habsburg and Bourbon was about to enter a new and bloody phase, as a coalition of European powers gathered to oppose French designs to place a grandson of Louis XIV on the vacant Spanish throne.

Frederick I was not the only European ruler to seek elevation to kingly status at this time – the Grand Duke of Tuscany had acquired the right to be addressed as ‘Royal Highness’ in 1691; the same right was acquired during the following years by the dukes of Savoy and Lorraine. More importantly from Berlin’s perspective, a number of rival German dynasties were angling for a royal title during the 1690s. The Elector of Saxony converted to Catholicism in order to get himself elected King of Poland in 1697, and negotiations began at around the same time over the possible succession of the Electoral House of Hanover to the British royal throne. The Bavarians and the Palatine Wittelsbachs were likewise engaged with (ultimately futile) plans to capture a royal title, either by elevation or, in the latter case, by securing a claim to the ‘royal throne of Armenia’. In other words, the coronation of 1701 was no isolated personal caprice, but part of a wave of regalization that was sweeping across the still largely non-regal territories of the Holy Roman Empire and the Italian states at the end of the seventeenth century. Royal title mattered because it still entailed privileged status within the international community. Since the precedence accorded to crowned heads was also observed at the great peace treaties of the era, it was a matter of potentially grave practical importance.

The recent growth of interest in the early modern European courts as political and cultural institutions has heightened our awareness of the functionality of courtly ritual. Courtly festivities had a crucial communicative and legitimating function. As the philosopher Christian Wolff observed in 1721, the ‘common man’, who depended upon his senses rather than his reason, was quite incapable of grasping ‘what the majesty of a king is’. Yet it was possible to convey to him a sense of the power of the monarch by confronting him with ‘things that catch his eye and stir his other senses’. A considerable court and court ceremonies, he concluded, were thus ‘by no means superfluous or reprehensible’.

Courts were also densely interlinked with each other through family diplomatic and cultural ties; they were not only focal points for elite social and political life within each respective territory, but also nodes in an international courtly network. The magnificent celebrations of the coronation anniversary, for example, were observed by numerous foreign visitors, not to speak of the various dynastic relatives and envoys who could always be found at court during the season.

The international resonance of such events within the European court system was further amplified by published official or semi-official accounts, in which scrupulous attention was paid to details of precedence, dress, ceremony and the splendour of the spectacle. The same applied to the elaborately ritualized observances associated with mourning. The orders issued following the death of Queen Sophie Charlotte were not primarily intended to lend expression to the private grief of the bereaved, but rather to send out signals about the weight and importance of the court where the death had occurred. These signals were directed not only to a domestic audience of subjects, but also to other courts, which were expected to mark their acknowledgement of the event by entering into various degrees of mourning. So implicit were these expectations that Frederick I was furious when he discovered that Louis XIV had decided not to put the court at Versailles into mourning on Sophie Charlotte’s account, presumably as a means of conveying his displeasure at Berlin’s pro-Austrian policy in the War of the Spanish Succession. Like the other ceremonies that punctuated life at court, mourning was part of a system of political communication. Seen in this context, the court was an instrument whose purpose was to document the rank of the prince before an international ‘courtly public’.

Religious Cleansings and an Early Modern World War

WHEN THE ENGLISH expelled their Jews in 1290, they inaugurated a policy which spread widely over the next two centuries. In 1492 Ferdinand and Isabella’s edict of banishment forced thousands from a homeland where they had known great security and prosperity. Sicily and Sardinia, Navarre, Provence and Naples followed suit. By the mid-sixteenth century, Jews had been evicted from much of western Europe. A few existed on sufferance, while many others converted or went underground as Marranos and New Christians, preserving their customs behind a Catholic facade. The centre of gravity of the Jewish world shifted eastwards—to the safe havens of Poland and the Ottoman domains.

In Spain itself not everyone favoured the expulsions. (Perhaps this was why a different policy was chosen towards the far more numerous Muslims of Andalucia who were forcibly converted, and only expelled much later.) “Many were of the opinion,” wrote the scholar and Inquisitor Jeronimo de Zurita, “that the king was making a mistake to throw out of his realms people who were so industrious and hard-working, and so outstanding in his realms both in number and esteem as well as in dedication to making money.” A later generation of Inquisitors feared that the Jews who had been driven out “took with them the substance and wealth of these realms, transferring to our enemies the trade and commerce of which they are the proprietors not only in Europe but throughout the world.”

The expulsion of the Jews formed part of a bitter struggle for power between Islam and Catholicism. One might almost see this as the contest to reunify the Roman Empire between the two great monotheistic religions that had succeeded it: on the one side, the Spanish Catholic monarchs of the Holy Roman Empire; on the other, the Ottoman sultans, themselves heirs to the Roman Empire of the East, and rulers of the largest and most powerful Muslim empire in the world. Its climax, in the sixteenth century, pitted Charles V, possessor of the imperial throne of Germany and ruler of the Netherlands, the Austrian lands, the Spanish monarchy and its possessions in Sicily and Naples, Mexico and Peru, against Suleyman the Magnificent, who held undisputed sway from Hungary to Yemen, from Algiers to Baghdad. Ottoman forces had swept north to the gates of Vienna and conquered the Arab lands while Ottoman navies clashed with the Holy League in the Mediterranean and captured Rhodes, Cyprus and Tunis, wintered in Toulon, seized Nice and terrorized the Italian coast. The Habsburgs looked for an ally in Persia; the French and English approached the Porte. It was an early modern world war.

Sudetenland, Ireland, and Rand Uitlanders

The term Sudetenland was not much used before the 1930s. At the end of the First World War an attempt had been made to associate the predominantly Germanophone periphery of Bohemia and Moravia with the new post-imperial Austria by constituting Sudetenland as a new Austrian province, but this had come to nothing. The Germans who found themselves under Czechoslovakian rule after the First World War – they accounted for over a fifth of the population, not counting the mainly German-speaking Jews – had at no time been citizens of the Reich of which Hitler was Chancellor. They were first and foremost Bohemians. The role of Bohemia in the evolution of National Socialism had nevertheless been seminal. It had been there that, before the First World War, German workers for the first time defined themselves as both nationalists and socialists in response to mounting competition from Czech migrants from the countryside. It had been in Bohemia that some of the most bitter political battles in the history of inter-war Czechoslovakia had been fought, over issues like language and education. The industrial regions where German settlement was concentrated were hard hit by the Depression; Germans were over-represented among the unemployed, just as they were under-represented in government employment. On the other hand, Czechoslovakia was unusual in Central and Eastern Europe. It was the only one of the ‘successor states’ that had arisen from the ruins of the Habsburg Empire that was still a democracy in 1938. It also occupied a strategically vital position as a kind of wedge jutting into Germany, dividing Saxony and Silesia from Austria. Its politics and its location made Czechoslovakia the pivot around which inter-war Europe turned.

The first and greatest weakness of Chamberlain’s foreign policy was that by accepting the legitimacy of ‘self-determination’ for the Sudeten Germans, it implicitly accepted the legitimacy of Hitler’s goal of a Greater Germany. Chamberlain’s aim was not to prevent the transfer of the Sudeten Germans and their lands to Germany, but merely to prevent Hitler’s achieving it by force.* ‘I don’t see why we shouldn’t say to Germany,’ so Chamberlain reasoned, ‘give us satisfactory assurances that you won’t use force to deal with the Austrians and Czecho-Slovakians and we will give you similar assurances that we won’t use force to prevent the changes you want if you can get them by peaceful means.’ His comparison with the English settlers in the Transvaal on the eve of the Boer War said it all; Chamberlain did not mean to imply that a war was likely, but that the German demands for the Sudetenlanders were as legitimate as his father’s had been for the Uitlanders. To use a different analogy, it had taken generations for British Conservatives to reconcile themselves to the idea of Home Rule for the Irish; they conceded the Sudeten Germans’ right to it in a trice. Since Versailles, Germany had been aggrieved. The transfer of the Sudetenland was intended to redress her grievances in what Chamberlain hoped would be a full and final settlement.

* The ‘Uitlanders’ (Afrikaans for ‘foreigners’) were the British settlers who had been drawn to the Transvaal by the discovery of gold. They were treated by the Boers as aliens, furnishing the British government with a pretext for intervention in the region. Joseph Chamberlain, the arch-enemy of Home Rule for Ireland, demanded ‘Home Rule for the Rand’, meaning that the Uitlanders should be granted the vote after five years’ residence.

What was more, Hitler gained immediately from Munich. With Czechoslovakia emasculated, Germany’s eastern frontier was significantly less vulnerable. Moreover, in occupying the Sudetenland, the Germans acquired at a stroke 1.5 million rifles, 750 aircraft, 600 tanks and 2,000 field guns, all of which were to prove useful in the months to come. Indeed, more than one in ten of the tanks used by the Germans in their Western offensive of 1940 were Czech-built. The industrial resources of Western Bohemia further strengthened Germany’s war machine, just as the Anschluss had significantly added to Germany’s supplies of labour, hard currency and steel. As Churchill put it, the belief that ‘security can be obtained by throwing a small state to the wolves’ was ‘a fatal delusion’: ‘The war potential of Germany will increase in a short time more rapidly than it will be possible for France and Great Britain to complete the measures necessary for their defence.’ ‘Buying time’ at Munich in fact meant widening, not narrowing, the gap that Britain and France desperately needed to close. To put it another way: it would prove much harder to fight Germany in 1939 than it would have proved in 1938.

Ferguson on the Origins of World War II

For obvious reasons, we tend to think of the years from 1933 to 1939 in terms of the origins of the Second World War. The question we customarily ask is whether or not the Western powers could have done more to avert the war – whether or not the policy of appeasement towards Germany and Japan was a disastrous blunder. Yet this may be to reverse the order of events. Appeasement did not lead to war. It was war that led to appeasement. For the war did not begin, as we tend to think, in Poland in 1939. It began in Asia in 1937, if not in 1931, when Japan invaded Manchuria. It began in Africa in 1935, when Mussolini invaded Abyssinia. It began in Western Europe in 1936, when Germany and Italy began helping Franco win the Spanish Civil War. It began in Eastern Europe in April 1939, with the Italian invasion of Albania. Contrary to the myth propagated by the International Military Tribunal at Nuremberg that he and his confederates were its only begetter, Hitler was a latecomer to the war. He achieved his foreign policy objectives prior to September 1939 without firing a shot. Nor was it his intention to start a world war at that date. The war that broke out then between Germany, France and Britain was nearly as much the fault of the Western powers, and indeed of Poland, as of Hitler, as A. J. P. Taylor contended forty-five years ago in The Origins of the Second World War.

Yet Taylor’s argument was at best only half-right. He was right about the Western powers: the pusillanimity of the French statesmen, who were defeated in their hearts before a shot had been fired; the hypocrisy of the Americans, with their highfaluting rhetoric and low commercial motives; above all, the muddle-headedness of the British. The British said they wanted to uphold the authority of the League of Nations and the rights of small and weak nations; but when push came to shove in Manchuria, Abyssinia and Czechoslovakia, imperial self-interest trumped collective security. They fretted about arms limitation, as though an equality of military capability would suffice to avoid war; but while a military balance might secure the British Isles, it offered no effective security for either Britain’s continental allies or her Asian possessions. With withering irony, Taylor called the Munich agreement a ‘triumph for British policy [and] … for all that was best and most enlightened in British life’. In reality, war with Germany was averted at the price of an unfulfillable guarantee to the rump Czechoslovakia. If handing the Sudetenland to Hitler in 1938 had been the right decision, why then did the British not hand him Danzig, to which he had in any case a stronger claim, in 1939? The answer was that by then they had given another militarily worthless guarantee, to the Poles. Having done so, they failed to grasp what Churchill saw at once: that without a ‘grand alliance’ with the Soviet Union, Britain and France might find themselves facing Germany alone. As an indictment of British diplomacy, Taylor’s has stood up remarkably well to subsequent scholarship – though it must be said that he offers few clues as to why Britain’s statesmen were so incompetent.

Where Taylor erred profoundly was when he sought to liken Hitler’s foreign policy to ‘that of his predecessors, of the professional diplomats at the foreign ministry, and indeed of virtually all Germans’, and when he argued that the Second World War was ‘a repeat performance of the First’. Nothing could be more remote from the truth. Bismarck had striven mightily to prevent the creation of a Greater Germany encompassing Austria. Yet this was one of Hitler’s stated objectives, albeit one that he had inherited from the Weimar Republic. Bismarck’s principal nightmare had been one of coalitions between the other great powers directed against Germany. Hitler quite deliberately created such an encircling coalition when he invaded the Soviet Union before Britain had been defeated. Not even the Kaiser had been so rash; indeed, he had hoped he could avoid war with Britain. Bismarck had used colonial policy as a tool to maintain the balance of power in Europe; the Kaiser had craved colonies. Hitler was uninterested in overseas acquisitions even as bargaining counters. Throughout the 1920s Germany was consistently hostile to Poland and friendly to the Soviet Union. Hitler reversed these positions within little more than a year of coming to power. It is true, as Taylor contended, that Hitler improvised his way through the diplomatic crises of the mid-1930s with a combination of intuition and luck. He admitted that he was a gambler with a low aversion to risk (‘All my life I have played va banque’). But what was he gambling to win? This is not a difficult question to answer, because he answered it repeatedly. He was not content, like Stresemann or Brüning, merely to dismantle the Versailles Treaty – a task that the Depression had half-done for him even before he became Chancellor. Nor was his ambition to restore Germany to her position in 1914. It is not even correct, as the German historian Fritz Fischer suggested, that Hitler’s aims were similar to those of Germany’s leaders during the First World War, namely to carve out an East European sphere of influence at the expense of Russia.

Hitler’s goal was different. Simply stated, it was to enlarge the German Reich so that it embraced as far as possible the entire German Volk and in the process to annihilate what he saw as the principal threats to its existence, namely the Jews and Soviet Communism (which to Hitler were one and the same). Like Japan’s proponents of territorial expansion, he sought living space in the belief that Germany required more territory because of her over-endowment with people and her under-endowment with strategic raw materials.

Ferguson on the Appeal of Fascism vs. Nazism

Considering the emphasis the new dictatorships laid on their supposedly distinctive nationalistic traditions, they all looked remarkably alike: the coloured shirts [German Brownshirts, Italian Blackshirts, Irish Blueshirts, Romanian Greenshirts], the shiny boots, the martial music, the strutting leaders, the gangster violence. At first sight, then, there was little to distinguish the German version of dictatorship from all the rest – except perhaps that Hitler was marginally more absurd than his counterparts. As late as 1939, Adolf Hitler could still be portrayed by Charlie Chaplin in his film The Great Dictator as an essentially comic figure, bawling incomprehensible speeches, striking preposterous poses and frolicking with a large inflatable globe. Yet there were in reality profound differences between National Socialism and fascism. Nearly all the dictatorships of the inter-war period were at root conservative, if not downright reactionary. The social foundations of their power were what remained of the pre-industrial ancien régime: the monarchy, the aristocracy, the officer corps and the Church, supported to varying degrees by industrialists fearful of socialism and by frivolous intellectuals who were bored of democracy’s messy compromises.* The main function the dictators performed was to crush the Left: to break their strikes, prohibit their parties, deny voice to their voters, arrest and, if it was deemed necessary, kill their leaders. One of the few measures they took that went beyond simple social restoration was to introduce new ‘corporate’ institutions supposed to regiment economic life and protect loyal supporters from the vagaries of the market. In 1924 the French historian Elie Halevy nicely characterized fascist Italy as ‘the land of tyranny … a regime extremely agreeable for travellers, where trains arrive and leave on time, where there is no strike in ports or public transport’. ‘The bourgeois’, he added, ‘are beaming.’ It was, as Renzo De Felice said in his vast and apologetic biography of the Duce, ‘the old regime in a black shirt’….

Contrary to the old claims that it was the party of the countryside, or of the north, or of the middle class, the NSDAP attracted votes right across Germany and right across the social spectrum…. It is true that places with relatively high Nazi votes were more likely to be in central northern and eastern parts, and those with relatively low Nazi votes were more likely to be in the south and west. But the more important point is that the Nazis were able to achieve some electoral success in nearly any kind of local political milieu, covering the German electoral spectrum in a way not seen before or since. The Nazi vote did not vary proportionately with the unemployment rate or the share of workers in the population. As many as two-fifths of the Nazi voters in some districts were working class, to the consternation of the Communist leadership. In response, some local Communists openly made common cause with the Nazis. ‘Oh yes, we admit that we’re in league with the National Socialists,’ said one Communist leader in Saxony. ‘Bolshevism and Fascism share a common goal: the destruction of capitalism and of the Social Democratic Party. To achieve this aim we are justified in using every means.’ It was a mark of Goebbels’ skill in making the party seem all things to all men that, simultaneously, dyed-in-the-wool Prussian Conservatives could regard the Nazis as potential partners in an anti-Marxist coalition. Thus were political rivals lured into what proved to be fatal forms of cooperation. The only significant constraint on the growth of the Nazi vote was the comparatively greater resilience of the Catholic Centre party compared with parties hitherto supported by German Protestants.

Other fascist movements, as we have seen, depended heavily on elite sponsorship to gain power. The Nazis did not need to. For all the attention that has been paid to them, the machinations of the coterie around Hindenburg were not the decisive factor, as those of the Italian elites had been in 1922. If anything, they delayed Hitler’s appointment as Chancellor, an office that was rightfully his after the July 1932 election. It was not the traditional elite of landed property that was drawn to Hitler; the real Junker types found him horribly coarse. (When Hitler shook hands with Hindenburg, one conservative was reminded ‘of a headwaiter closing his hand around the tip’.) Nor was it the business elite, who not unreasonably feared that National Socialism would prove a Trojan horse for socialism proper; nor the military elite, who had every reason to dread subordination to an opinionated Austrian corporal. The key to the strength and dynamism of the Third Reich was Hitler’s appeal to the much more numerous intellectual elite; the men with university degrees who are so vital to the smooth running of a modern state and civil society.

For reasons that may be traced back to the foundation of the Bismarckian Reich or perhaps even further into Prussian history, academically educated Germans were unusually ready to prostrate themselves before a charismatic leader.

(*A list of all the treasonous clerics who flirted or did more than flirt with fascism would be a book in its own right. If only to give an illustration of how widespread the phenomenon was, dishonourable mention may be made of the writer Gabriele D’Annunzio, who established his own tinpot tyranny in post-war Fiume; the poet T. S. Eliot, who wrote that ‘totalitarianism can retain the terms “freedom” and “democracy” and give them its own meaning’; the philosopher Martin Heidegger, who, as Rector of Freiburg University, lent his enthusiastic support to the Nazi regime; the political theorist Carl Schmitt, who devised pseudo-legal justifications for the illegalities of the Third Reich; the novelist Ignazio Silone, who shopped former Communist comrades to the fascists; and the poet W. B. Yeats, who wrote songs for the Irish Blueshirts. Thomas Mann, who had made his fair share of mistakes during the First World War and only with difficulty broke publicly with the Nazi regime, was not wrong when he spoke of ‘the thoroughly guilty stratum of intellectuals’.)
