Prudence of Tokugawa Isolation

Events outside Japan in the seventeenth century emphasized the prudence of the Tokugawa seclusion. This was the Age of Expansion—and not just for Europeans. In China, the Ming Dynasty was coming to an end at the hands of the Manchus, people the Ming once ruled. The Manchus gained control of Inner Mongolia before moving south and taking Manchuria and then Korea in 1637. They took the capital, Beijing, in 1644, prompting the Ming emperor to commit suicide. They spent the rest of the century subduing the remainder of China, defeating the last resistance in Taiwan in 1683. They would later add to their empire Outer Mongolia (1697) and Tibet (1720) to make the largest Chinese empire in history.

India had expanded to, then fallen victim to the expansion of others. The Mogul emperors had consolidated the vast subcontinent under their rule, adding the last big piece, Afghanistan, in 1581. By the end of the next century, however, the government had fallen into decline. Its infighting and inefficiency would eventually weaken and divide India to the point where the British could become the real rulers.

In Russia, Ivan the Terrible was creating an empire at the same time as Japan had been fighting its civil wars. Russians crossed the Ural Mountains into Asia and by 1584 had defeated the Tatars. They went on to colonize Siberia over the next several decades, reaching the Pacific Ocean by 1639, thereby becoming neighbors of Japan.

The Europeans continued to explore, conquer, and settle. In contrast to Tokugawa’s stable Japan, a chaotic Thirty Years’ War began in 1618 between Catholics and Protestants, which slowly engulfed the European continent. By its end, Germany was in ruins and hundreds of thousands were dead from disease, famine, and massacre. The Tokugawa strategy of seclusion then seemed like the wise choice. The only question was how long it could last.

The 250 years between the founding of the Tokugawa Shogunate in 1603 and the first American attempt to force Japan to abandon its seclusion in 1853 were not years of stagnation in or outside Japan. In Japan there was political stability but also long-term trends toward urbanization and bureaucratization. A middle class of merchants emerged: people who accumulated wealth but did not necessarily control land. Nor did they have the same obligations and restrictions as the government and ruling class.

To be sure, there was more change taking place outside Japan than there was within. Much of this change would impinge sooner or later on Japan’s foreign policy as well as its domestic harmony. While most writers focus on the technological changes of the era, social, political, and intellectual changes were just as important. If Europe’s seventeenth century was the Age of Expansion, its eighteenth century was the Age of Enlightenment, which laid the foundations not only of modern science but of democratic conceptions of government as well. Notions such as the divine right of kings, raison d’état, and the innate superiority of a ruling class were on their way out. While Japan remained secluded in the fifth reign of its Tokugawa Shogunate, the English philosopher John Locke was publishing his Second Treatise on Civil Government, emphasizing the triune values of individual liberty, the sanctity of property, and equality under the law. Montesquieu’s treatise advocating a separation of government’s basic functions into separate institutions, De L’Esprit des lois, followed in 1748. Jean Jacques Rousseau’s appeal to the “general will” of the people in Le Contrat Social followed in 1762. Adam Smith’s Wealth of Nations argued the advantages of free trade in 1776. And James Madison, Alexander Hamilton, and John Jay produced The Federalist Papers in 1787 and 1788. These works presaged an Age of Revolution. But in Japan none of this would be discussed: the most influential philosophers were Kamo no Mabuchi, Motoori Norinaga, and Hirata Atsutane.

A small school of Japanese writers began both to lead a return to ancient Japanese literature and to critique Chinese influences on Japan—influences they deemed to be impure blots and accretions on Japanese culture. Thus, one curious effect of Japan’s self-imposed seclusion was that the Chinese became the foreigners. The philosophers advocated the revival of Shinto, an indigenous animistic religion in which many things, living and inanimate, had kami, or spirits. Hundreds of native folk tales were attached to Shintoism, many supporting the notion that Japan was the center of creation and the emperor was divinely appointed.

Shinto had been gradually eclipsed by Buddhism, Confucianism, and Taoism, each of which made its way to Japan through Chinese and Korean missionaries as early as the sixth century. Kamo no Mabuchi (1697–1769) was, not coincidentally, the son of a Shinto priest and was most influential in attracting attention to and reverence for classic Japanese literature—literature that included Shinto mythology. Mabuchi was succeeded in his endeavor by a disciple, Motoori Norinaga (1730–1801). Motoori’s quest was to discover the true Japanese culture, now overlaid with so many foreign influences. He saw in Japan’s distant past an ideal society ruled by the descendents of Shinto deities— the emperors. His works and speeches became very popular. But his writing had more than nostalgic undertones. Demanding new reverence for the emperor was a subtle criticism of the Shogunate that ruled in the emperor’s name. And criticizing Confucianism was tantamount to criticizing the political leadership which not only had been schooled in Confucian thought but was— Motoori implied—subservient to China. And though the Shogun gave Motoori official honors, it was Motoori’s own disciple, Hirata, who drew the ultimate conclusion: that all gods were born in Japan and none outside, thus Japan and the Japanese were a category of creation all by themselves, one that was perfect and pure—when free from the corrupting influences of outsiders.

Hirata, born the same year that the Americans produced their Declaration of Independence, became the leader of a full-blown Shinto revivalist movement. That movement was subtly critical of the government, for which Hirata spent the last two years of his life under house arrest. Though he died before the opening of Japan, his disciples were later appointed to important posts in the government, bringing with them their ideas of Japanese cultural purity to the strategic conversation.

Perhaps fundamentalist ideas such as Shinto revivalism were also the result of the strange political climate in Japan. While politically stable and peaceful, social volatility threatened. Peace and stability had brought overpopulation and a recurring threat of famine, since trade was so severely restricted. This allowed merchant and artisan guilds, or kumi to monopolize a particular distribution, trade, or manufacture. The leaders of the kumi were rich and getting richer, and this naturally caused resentment in both the aristocratic class and the underclass. Women were feeling the brunt of a more and more regulated society under an increasingly fearful, conservative government: their dress, civic participation, businesses, and even leisure arts were more and more carefully proscribed. Meanwhile, the police were easily corrupted and the highest officials were profligate in their spending and increasingly arbitrary in their enforcement of laws. All of these consequences and benefits of seclusion would be starkly outlined when Japan was confronted by the need to reevaluate its strategy of seclusion.

Pinpointing the SARS Outbreak, 2003

I wanted to go back to People’s Hospital [in Beijing], because I couldn’t stop thinking about the “courtyard problem.” By then, it’d become the site of one of the biggest and most difficult battles against SARS. Starting on April 5, about 222 people had been infected at the hospital, including ninety-three hospital staff across nearly half the departments. The emergency ward north of the outpatient wing was the most severely affected; that was where the courtyard was. On April 22, I had seen patients covered in white cloth being rolled out of there. Two days later, when our van passed by once more, the eighty-five-year-old hospital had just announced a full quarantine. Beyond the yellow quarantine tape, three nurses sat on the empty steps, holding their blue nurse’s caps. Their long wet hair was drying in the sun. As they sat in silence, one would occasionally comb her fingers through the hair hanging in front of her chest. Our van parked in front of the hospital for over ten minutes. Xiao Peng pointed his camcorder at them from a distance.

I felt that there must be a correlation between the twenty-nine patients I’d witnessed being transferred without proper protection and the high rate of infection now sweeping the hospital. I wanted to know more about what had happened. No one asked me to work on the story. I wasn’t even sure if I could make it at all, let alone get it on the air, but my team was willing to work with me….

I ended up getting an interview with Zhu Jihong, the director of the emergency ward. He confessed to me that, at the time of transfer, the twenty-nine patients I’d counted were all in fact infected with SARS. In fact, the emergency ward had already been battling known cases since April 5. But rather than report the cases, the real numbers were hidden from the World Health Organization when they came to inspect the hospital. The patients had been transferred to ambulances that drove around Beijing in circles until the inspectors left.

I’d spent a long time convincing Zhu Jihong to accept the interview. I said, “You don’t need to make any judgments or draw any conclusions, just describe what you saw, heard, and felt, that’s all.”

After a long pause on the phone, he said, “The memory is too painful.”

“Of course,” I said, “but pain can be cathartic, consolation for one’s sacrifices.”

Zhu Jihong led me through the emergency ward corridor. He leaned over, undid the heavy chain lock, and pushed the door open. He reached for the wall with his left hand and after some flickering the lights turned on. In the ashen light, the classroom-sized space was filled with blue IV chairs tagged with white labels that read: April 17, Thursday; April 17, Thursday

The beds were littered with rumpled blankets, some of which had fallen to the ground. Chairs were upturned, four feet in the air, left there by people fleeing for their lives.

This was the courtyard I had been hearing so much about. It was a space wedged between four buildings. With the addition of a roof, it had become an indoor space, sealed off from traffic in the rest of the hospital. They’d used it as the IV room, where all the patients with fevers came to receive their drips. Twenty-seven beds sat shoulder to shoulder with only the space of a fist between them. Every day, almost sixty people had sat tightly together on the beds and among a few chairs. Even during the daytime, the room completely depended on artificial lighting. There was no airflow, no windows, only a ventilation panel connected to the central air conditioning system, which spread the germs across the whole hospital.

The patient files that piled up in a mound on a desk were yellowing with age. I hesitated for a second. Zhu Xuhong said with a dismal smile, “Allow me.” He opened the files, which said pneumonia. He pointed toward a blackboard. Next to the twenty-two names written in white chalk, nineteen read: pneumonia, pneumonia, pneumonia

“In fact, it was SARS,” he said.

Even the patients had not known. It was like a taboo. No one in the hospital had even called SARS by its name. They’d called it “that thing.” The first patient had come in on April 5. The doctors suspected she was a SARS patient after seeing her chest radiograph. But the government announced that all cases were from outside Beijing. All public hospitals are managed by the government. And according to the standards for diagnosis and treatment in Beijing, the doctors could only diagnose someone who had a history of direct contact with a confirmed infected person.

On April 22, Zeng Guang, the chief scientist at the Chinese Center for Disease Control and Prevention examined this hospital. He said, “When buildings are about to collapse, escaping is the only choice.” Two days later, People’s Hospital quarantined. Zhang Wenkang, the minister of health, was fired, and within one week, the army built the biggest field medical hospital in Beijing. There were 686 SARS cases there, almost one-tenth of all global cases.

My mom bought a radio for me when I was sixteen. I found out I could hear broadcasts from Taiwan. Listening to “enemy radio” had been illegal for a long time. One of my father’s colleagues had been tortured as a spy in the 1960s, when there was hostility between Taiwan and mainland China, for breaking this law. He ended up cutting his own throat with a razor.

The way the hosts spoke surprised me. They didn’t read from a script or talk like official spokespeople. They shared literature, music, plays, and jokes. One time one of them even went out to her balcony and described how beautiful the sunset was. I’d never experienced such a thing in any media before. I learned to make my own tape, telling stories to myself, in my lonely girlhood.

In 1994, while studying at a railway college in Hunan Province, I took one of those tapes to Hunan People’s Broadcasting Station to look for a summer job. I was too naïve to know that there was no possibility for a student like me to work at a state-controlled media network. The state allocated jobs to everyone. My role was decided already, as an accountant working at the 17th Railway Bureau. The head of the station told me to leave. However, after listening to my tape, the radio host Shang Neng offered me a half hour in his program. He was famous enough to be able to fight against his boss’s disapproval. All state-controlled stations needed money to survive after the 1992 economic reforms—when China set the goal of establishing a socialist market system, opening the gate to the outside world—and Shang Neng attracted a lot of commercials for them.

One year later, in 1995, I signed a contract with the radio station by winning an open competition. It was the first time the station had selected staff through an open market and fair competition. Thinking that a contract meant a job that was only temporary, my mother wrote a harsh letter to warn me of what I might lose if I gave up my state-allocated railway job: my house, hukou, social benefits, safety. In short, all she had had to struggle for her entire life. I didn’t write back to her. Living in a society with a long history of collectivism, we rarely talk about our personal feelings at home, and this was especially true after a period of excessive politicization where the idea of individual humanity was seen as “spiritual pollution.” It was hard to tell my mom that, for me, a job was a spiritual human bond. People wrote to me and I read their letters on the radio; it was a human bond. There were long-suppressed voices that wanted to be heard, and I was there. I did nothing but listen, yet the hole in my life was filled by strangers. More than making a living, I was alive.

In 1999, in order to survive, all the stations—radio and television alike—had to produce programs that spoke to people’s needs. New Youth, a program on Hunan TV, invited me to be their host, and my job was to interview young people who brought sharp ideas to different fields. This was during China’s explosive economic growth, and I realized these people had one thing in common: instead of destroying the old, they built the new where creativity was most unfettered. Life itself has to grow, and where there is a gap, there is a way out. I ended up writing their story as well, including the parts that the station cut, to provide a fuller picture for the magazines. The media market was expanding quickly and competitively around 2000, so it had been to my advantage to work freely, and not sign a contract with the TV station. As one of the first generation media freelancers, I got a taste of what it was like to be independent. Like the rock-and-roll star Cui Jian sang, “As long as I have a pen, no one can stop me.”

Weimar Elections of 1930

Given the horrors that followed, it now seems impossible to understand why German people of their own free will could vote in such large numbers for a party pledged to destroy democracy. In Dresden, Victor Klemperer, an academic at Dresden University, wrote in his diary: ‘107 National Socialists. What a humiliation! How close are we to civil war!’ In contrast, the Nobel Prize-winning physicist Albert Einstein told the Jewish Telegraphic Agency there was no reason for despair over Hitler’s strong showing in the national elections because ‘it was only a symptom, not necessarily of anti-Jewish hatred, but was caused by unemployment and economic misery within the ranks of misguided youth’.

It seems 24 per cent of NSDAP voters were voting in an election for the first time, many of them young people and pensioners, 22 per cent of new NSDAP voters had previously voted for the DNVP, with 18 per cent moving from the middle-class liberal parties, and 14 per cent from the Social Democrats. In sum, the biggest movement of voters to the NSDAP came from the middle-class conservative and liberal parties, and the party received the least swing votes from the KPD and Zentrum. There was also a strong reluctance to vote NSDAP in the big cities with large working-class industrial workers.

The most impressive gains for the NSDAP were in Protestant rural areas, especially those of northern and eastern Germany stretching from Schleswig-Holstein to East Prussia. The party performed very well in large northern states such as Pomerania, Mecklenburg, Hanover, Brunswick and Oldenburg, and achieved comparable results in predominantly Protestant Franconia and Hesse-Nassau. Voting support in these areas came primarily from elements of the lower middle class: small shopkeepers, farmers, self-employed tradespeople such as builders, plumbers, electricians and joiners, but there was also an upswing of support from middle-class white-collar workers, lower civil servants, teachers and university students. It was these who would represent the party’s core voters during its rise to power, but the NSDAP was not simply a ‘middle-class protest party,’ as was once thought. It is now clear Hitler’s party was able to gain support from all sections of society in a way the other political parties could not.

It was not, as is often supposed, primarily economic misery that drove voters to the NSDAP. Hitler’s campaign had focused on the failure of the Weimar political system to solve Germany’s problems, and this issue seems to have struck a far stronger chord with voters than the state of the economy. There was a growing loss of confidence in the Weimar political system, which made the decision to vote for a party that was not tainted by involvement in that system much easier. An editorial in the Frankfurter Zeitung spoke of an ‘election of embitterment’ in which voters expressed deep disaffection with ‘the methods of governing or rather non-governing’ of parliamentary government.

Hitler’s dramatic election breakthrough had a devastating impact abroad. There was a large withdrawal of gold and foreign currency from the Reichsbank, and a sharp fall in German stocks on international markets. Even larger German banks were shaken by the wave of panic selling. Julius Curtius, the Foreign Minister, who was in Geneva while the League of Nations was in session, reported when he heard the results: ‘the mood was one of the greatest alarm’. The world now started taking much greater interest in Adolf Hitler.

Hutchinson Internment Camp in U.K.

Hutchinson was six weeks old; Peter had entered a maturing universe. The internees had developed their daily routines—the favored mug, the preferred toilet cubicle, the ideal route to take when crossing the lawn—habits of minor, vital comfort. The camp’s daily, immovable routine provided the semblance of a reassuring structure, too. For those who couldn’t manage to rouse themselves for the optional dawn exercises held on the lawn square at 7:00, there was mandatory roll call at 7:30. Breakfast: 8:15. Lunch: 12:30. Supper: 7:00. Then, a final counting of heads at 9:30 in the evening.

Thanks to Ahrends and Hinrichsen’s formidable powers of organization, the camp’s schedule of intellectual diversions had grown and diversified, too. On the week of Peter’s arrival, Hutchinson’s timetable of cultural events listed no fewer than forty lectures. The subjects covered philosophy, bookkeeping, medieval history, and the nutritional benefits of fruit (Title: “Q. ‘Why should we eat oranges?’ A. ‘Vitamins’ ”), as well as performances of Brahms and Schubert by a young graduate of the Royal College of Music, Hans Fürth, accompanied on violin by the impressionist painter Fritz Salomonski.

For internees who wished to practice their French, there was a weekly “Cercle Française” run by Dr. Arthur Bratu, a teacher who fled Germany for Belgium before escaping to Britain on a fishing boat. Anyone interested in photography could join weekly classes offered by Paul Henning, a member of the Artists Café. There were soccer games, chess tournaments, boxing matches, and local hikes—albeit under armed guard—through the island countryside, with its bowed reeds and ragwort. In the afternoons Peter could watch a kind of proto-aerobics session on the lawn: exercise set to music, led by Kurt Böhm, the school gymnastics teacher. For a young orphan from Berlin it was overwhelming.

“Artists? Painting? Concerts? For free? Every day? It was unheard of,” Peter later recalled.

There was, in Hutchinson camp, no shortage for a man in search of diversion. There was opportunity for paid work, too. The Camp Bank consisted of one manager and a few clerks; the Post and Parcel Office employed a postmaster and four staff. Sixteen men made up the Fire Brigade and the Air Raid Precaution Services and had regular drills to practice using the portable reciprocating water pumps known as stirrup pumps. They were supplemented by one doctor and twelve stretcher bearers.

In the six weeks since its opening, the camp office had expanded its range of community services, too. It now housed two shoemakers, a laundry, a tailor, a pressing and ironing service, a shirt repairer, two hairdressers, and four watch repairers; services that had enabled some internees to return to the vocations they had been forced to leave behind in their homelands. At the suggestion of Bertha Bracey’s man-in-situ, William Hughes, the members of this last group fixed watches owned by residents outside the camp at the trade union pay rate, on the proviso that the watchmakers did not train any fellow internees—presumably so as not to further threaten the livelihoods of British workers. Those who preferred outdoor employment could apply to chop wood or work as farm laborers. One group of young men from Hutchinson helped to build the island’s airport, digging ditches and laying cables.

Anyone could buy items from the camp canteen, managed by Hans Guttmann, the director of Hammond book publishing. Guttmann, supported by four shop assistants, would even allow any internee to purchase items on credit, provided they could prove they owned a bank account on the outside. In time, every prisoner of war and internment camp, including Hutchinson, received bespoke currency: generic notes stamped with the “camp of issue.”

The camp had emerging opportunities for men who wished to exercise existing talents or seek out new ones. Few may have recognized Otto Haas-Heye, a distinguished clothes designer who, via his Berlin salon Alfred-Marie, helped shape fashion during the 1920s. After a dozen or so men joined his weaving school and began to produce exquisite rugs under his tutelage and direction, however, everyone recognized his work. A carpentry school taught woodwork, while another group made artificial flowers and stuffed animals. Some items were of a particularly high quality. Michael Corvin wrote of Leon Kuhmerker’s talent for artificial flower making: “The [flowers] consist mainly of fine coloured leather and their appearance is amazingly vivid… no flower leaves the little shop which is not perfect in form and unique in making.”

A shop was opened in Douglas to sell items made by the internees, including rugs from the weaving school and model boats made by the carpenters. In her role as chair of the Central Department for Interned Refugees, Bertha Bracey organized materials for most of the workshops and schools.

British Alien Internment Camps, WW2

EIGHT WEEKS EARLIER, ON SATURDAY, July 13, 1940, Captain Hubert Daniel, a kindly, keen-drinking forty-eight-year-old army officer, had declared the camp open. Hutchinson was the seventh of ten internment camps to open on the Isle of Man, an island positioned sufficiently far from the neighboring coasts to be ideally suited for imprisonment. The island’s boat-owning residents had been instructed to stow the oars and remove the spark plugs from their vessels’ engines at night. Even if an escapee were to board a suitable craft, the journey to the mainland was perilous. If you were here, you were here for good.

Hutchinson was currently home to around twelve hundred prisoners, predominantly refugees from Nazi Germany who had been living peacefully in Britain at the time of their arrest. In recent months rumors abounded that a fifth column—a neologism to Britain, now universally understood to refer to traitors living within their country of asylum—had assisted the Nazi occupation of the Netherlands. Newspapers had stoked national paranoia with claims that a similar network of spies lurked in Britain.

Even before the outbreak of war, Scotland Yard, working in conjunction with MI5, the British domestic intelligence service, had been deluged with tip-offs about suspicious refugees and foreigners. The police detained one man when investigators found an entry in his diary that read: “Exchange British Queen for Italian Queen.” The detective assumed he had exposed a fascist plot against the crown. In fact, the man was a beekeeper, planning to overthrow only the tiny monarch that ruled his hive.

The police were first alerted to one of Hutchinson camp’s internees, the young art historian Dr. Klaus Hinrichsen, and his fiancée, Gretel, when a neighbor reported hearing the young couple’s lovemaking. The distrustful neighbor suspected the rhythmic knocking of the bed might contain a coded message. It was difficult, Klaus pointed out, to prove that one did not understand Morse code.

The recent German occupation of France meant an invasion attempt seemed not only plausible but imminent. Days after he became prime minister, Winston Churchill authorized the arrest of thousands of so-called “enemy aliens.” In the chaotic roundups that followed, thousands of Jews who had fled Nazi Germany—including some teenagers like Peter who came via the feted Kindertransport trains—were imprisoned by the same people in whom they had staked their trust, a nightmarish betrayal. The refugees that comprised the majority of tonight’s audience had experienced a collective trauma: to be imprisoned by one’s liberator is to endure an injustice of chronology.

Status and class, those twin, usually indefatigable armaments of privilege, had provided no protection. Oxbridge dons, surgeons, dentists, lawyers, and scores of celebrated artists were taken. The police arrested Emil Goldmann, a sixty-seven-year-old professor from the University of Vienna, on the grounds of Eton College, Britain’s most elite school. At Cambridge University dozens of staff and students were detained in the Guildhall, including Friedrich Hohenzollern, also known as Prince Frederick of Prussia, a grandson of Queen Victoria. That year’s law finals were almost canceled because one of the interned professors had the exam papers locked in his desk and had no time to pass someone the key. The police came for Peter in the early hours of the morning, without prior warning, a manner of detention that had reminded him of the Gestapo’s moonlit roundups and the muggy world of fear and distrust from which he had just fled.

In one sense, the life of Bligh is a tragedy, but a tragedy in the grand manner. He was the victim of two mutinies, one at sea, the other on land. In neither case was he the victim of his own tyranny. The objective of the Bounty mutineers was immediate return to the Lotus Land of Tahiti. In the case of Bligh’s New South Wales administration, the thought of forcible rebellion was probably suggested by the fact of the prior Bounty mutiny. It is only a child who would reason that, because there were two mutinies against Bligh, he must have been guilty of conduct justifying both.

William Bligh was a blunt opinionated man who vigorously opposed anyone who disagreed with him. He had little time for the fripperies and subtleties of society; he lived by simple rules and expected others to do so as well. Despite the colony’s small size and isolation, it had strict social protocols and etiquettes, and the veteran mariner’s language and brusque manners probably shocked upper-class sensitivities. For people who knew him well, Bligh’s social crassness was more than offset by his courage, his honesty, and a generosity to those he thought deserved it. Few leaders, then or today, could rise above the indignities and pressure he had been subjected to, and fought so strongly for what he believed in. In a very real sense Australia’s egalitarian society and fair judicial system survived because of Bligh’s determined spirit. He had fought against entrenched opposition and won.

The minor penalties imposed on [Rum Rebellion leaders] Johnston and Foveaux are unlikely to have satisfied William Bligh. While the courts had clearly vindicated him and his government, the sentences imposed on the rebels were unusually light. From all accounts, Bligh shrugged off his disappointment and moved on. In 1812, Bligh was promoted to Rear Admiral of the Blue, and in 1814 to Vice-Admiral of the Blue. In 1812, he was invited to give advice to the Parliamentary Select Committee on Transportation, and a year later was granted a full government pension. Vice-Admiral Bligh died on 7 Dec 1817, aged 63.

What can be said about the contribution of this controversial man to the fledgling colony? The Hawkesbury settlers regarded him as a person of courage and honour; a heroic fighter against what they saw as a corrupt system. He was considered ‘one of them’, who had fought for their cause and had been arrested as a consequence. Portrayals of Bligh’s character vary greatly in contemporary history, ranging from a fractious troublemaker to inspirational leader. But all assessments agree that Bligh’s actions were always honest. He strived to do the right thing by the colonialists who battled the hardest, however, he appeared unable, or unwilling, to rally the entire colony to his causes. Bligh either lacked, or undervalued, the political and diplomatic skills needed to convince the businessmen that his goals would lead to a successful prosperous colony. His blunt edicts were uncompromising, and this outraged the trading community who expected some give and take in government transactions – in any case, since Hunter’s time they were accustomed to get what they wanted. Bligh’s rigid no-compromising reforms came as a real shock, and those most effected believed they had no option but to fight against them.

In modern times, the support or damnation of the Bligh governorship seems to be divided along ideological lines. One right-wing opinion is that the rebellion ‘was caused not by rum but by the code of honour, which set out how gentlemen should behave. Governor William Blight was overthrown by the powerful people of Sydney because he was no gentleman’. Those in the opposite corner, claim that Bligh’s battles with Macarthur and the Corps were to protect the underprivileged, and to preserve democracy and equality. Overall, the latter camp appears to have many more historical facts on their side.

The commonly cited negative traits of Bligh are difficult to reconcile with our knowledge that he was a devoted family man and was considered something of a hero by most of the small farmers. Some settlers named their newborn sons after him and the use of ‘William Bligh’ or ‘Bligh’ as forenames for boys born in that era are evidence of this admiration. One example of this is William Bligh Turnbull, who was born in 1809 in Windsor, and is the ancestor of a former Prime Minister of Australia, Malcolm Bligh Turnbull.

The earliest writings damning Bligh were written by the colony’s educated elite who supported his overthrow. The written opinions of the illiterate emancipists went largely unrecorded, but the few surviving letters and petitions show their determined support and admiration. Probably the most learned and detailed analysis of William Bligh’s governorship is that of the socialist politician, lawyer and historian, H.V. Evatt. In his book Rum Rebellion Evatt reveals that he is an unapologetic admirer of Bligh. This is not surprising. Knowledge of Evatt’s own character, and his fierce battles in the Australian Labor Party and Australian Parliament, leads one to suspect that he and Bligh would have been the very best of friends, had their lives coincided.

Who Were the First Fleet Convicts?

The majority of convicts transported on the First Fleet were poor illiterate males, younger than 30, and a high proportion of these came from the rural areas of England. It was here that poverty and unemployment was rampant, and, in the absence of any form of social or government support, men stole to keep themselves and their families alive. In the countryside, part-time magistrates, who were mostly landed gentry, sentenced the rural youth to death, prison and transportation for trivial offences – even for leaving their workplace without permission wearing servants’ clothing. Not all offenders were rural, but many of the crimes committed in London (Middlesex) districts were country youths who had migrated there in search of work and food. The enclosure laws and the industrial manufacture of textiles had destroyed the livelihoods of the small farmers, agricultural labourers and many others in small villages. It was here that the full impact of land aggregation and industrialisation was most severely felt. Without work or social support, these people were destitute. The brutal reality of the mid to late 18th century was that starving workers with no prospect of employment had no other choice but to become a felon.

This story explores the lives of young men and women who were transported to Australia for relatively petty felonies. In particular it will trace the history of two young rural workers, Anthony Rope and Elizabeth Pulley, who lived through these tumultuous times. We shall see that their punishment for stealing was incarceration and, eventually, transportation as convicts on the First Fleet. Both came from small villages in Norfolk, but they did not know each other until they reached New South Wales. The story is not specifically about them however, their lives are typical of the convicts sent to establish a new colony on the continent that would eventually become Australia. Their individual stories replicate, in so many ways, those of mostly illiterate and underprivileged workers who were transported to the Ends of the Earth for stealing to prevent starvation.

Rooting Out Nazis in 1946 Germany

The Spruchkammer tribunals were mocked for a good reason. They served mainly to whitewash suspect characters who needed certificates of good character, notoriously labelled Persilschein – after the washing powder Persil – to show they were ‘whiter than white, with all brown [Nazi] stains removed.’ The initial problem was to find anyone in the legal profession who was not themselves compromised – 90 per cent of German lawyers had been Nazi Party members. In Hamburg at the end of the war, every judge was a member of either the Party or an affiliated organisation. It was a dilemma that would never be resolved. So Nazi judges tried cases of Nazi crimes – including those jurists who had sent people to the gallows for ‘crimes’ that, until Hitler came to power, had not been offences, such as sexual relations between Jews and Christians. In the American zone not a single judge was removed from the bench after the war.

The majority of the police were Nazis, too, which ought to have prevented their involvement in such cases, but did not. Kurt Schumacher, the leader of the SDP, had been assigned a five-man police guard by the British Occupation forces, who had assured him that the police force had been ‘cleared of Nazis’. But on 15 May 1946 he angrily wrote to British officials to say that, after overhearing his bodyguards chatting, he found that four out of the five had been in the SS. He was also profoundly shocked to learn that the British had just appointed a notorious SS man, Lieutenant-Colonel Adolf Shult, as head of the police in the British zone. An Allied Control Commission report to the British Foreign Office explained: ‘It is fairly clear that if the denazification of the police is carried to extremes there would be no police force left. With conditions…[in Germany] as they are it would perhaps seem that the essential thing is to have a reliable police force and this cannot be achieved without some sense of security…The need is…[to] terminate the process of denazification at some stage for these reasons…We will surely still need the police as an instrument of military government.’ In an apparently seamless transition, many senior officers kept their jobs, among them Wilhelm Hauser, Chief of Police in the Rhineland-Palatinate, who, when he was an SS officer in Byelorussia, had been responsible for countless wartime atrocities.

No German institution was entirely ‘cleansed’. Brown stains remained everywhere. More than three-quarters of university professors had been Party members, and even those who briefly lost their jobs were reinstated. Dr Hans Preuss, Dean of the Theology Department at one of Germany’s foremost universities, Erlangen, in Nuremberg, was a fervent Nazi who, in the 1930s had organised the burning of books in the university’s library written by Jews or Marxists. Preuss was sacked in the summer of 1945 but got his job back the following year. Around two-thirds of Germany’s teachers had been Nazis, and at the gymnasia, the best secondary schools, the figure was higher. Thousands had been fired in the three or four months after the end of the war. In 1946, 90 per cent of them were reinstated. The British poet Stephen Spender, then a civil servant, who had been despatched early in the year to report on education in the British Occupation zone, could see why. Visiting a school in Hamburg, he asked the children what they were studying. ‘Latin and biology,’ they said. ‘Nothing else?’ I asked. ‘No, sir. You see the history, geography, English and mathematics teachers have all been fired.’

Many of the clergy, regardless of denomination, had also been Party members. After the sacking of numerous German civil servants, the Lutheran Bishop of Württemberg, Theophil Wurm, preached that they had suffered too much and were the victims ‘of extremely skilful propaganda…[most] had joined the Party thinking of the public welfare. They did not identify themselves with the regime.’ He was perhaps also thinking of himself. He had joined the Nazi Party in 1933, arguing that he had done so ‘in good faith…believing it could produce a religious revival,’ though he later began to oppose the regime and was removed from his bishopric. The American Religious Affairs Division of the Occupation reported to Clay that it knew of 351 active clergy in the American sector. Of these, only three were defrocked. In the summer of 1946 the Catholic Archbishop of Freiburg, Conrad Gröber, nicknamed ‘Brown Conrad’ because of his fervent support for the Nazis, issued a pastoral letter to his flock in which he blamed the rise of Hitler on ‘secularism’, neatly absolving the Church and the people from responsibility for what had happened over the last dozen years.

Taj Mahal’s Husband and Son

‘After the death of his beloved Queen Taj Mahal,’ wrote Manucci, ‘Shah Jehan selected in Hindustan the city of Dihli in order to build there a new city as his capital. He gave it the name Shahjehanabad — that is to say, “Built by Shah Jehan”. He expended large sums in the construction of this city, and in the foundations he ordered several decapitated criminals to be placed as a sign of sacrifice.’

Shah Jehan was forty-seven when he decided to move his court from Agra to Delhi. He had just lost his wife; his children were now grown up. The building of a new city was the middle-aged Emperor’s bid for immortality.

Shah Jehan had himself come to power twelve years earlier after a bloody civil war. He had been the able but ruthless third son; to seize the throne he had had to rebel against his father and murder his two elder brothers, their two children, and two male cousins. Yet while Shah Jehan was capable of bouts of cold-blooded brutality, he was still the most aesthetically sensitive of all the Mughals. As a boy of fifteen he had impressed his father, the Emperor Jehangir, with the taste he demonstrated in redesigning the Imperial apartments in Kabul. As the young Emperor he had rebuilt the Red Fort in Agra in a new architectural style that he had himself helped to develop. Then, on his wife’s death, he had built the Taj Mahal, arguably the most perfect building in all Islam.

Before her death Mumtaz Mahal had borne Shah Jehan fourteen children; of these, four sons and three daughters survived to adult-hood. The eldest was Dara Shukoh – the Glory of Darius. Contemporary miniatures show that Dara bore a striking resemblance to his father; he had the same deep-set almond eyes, the same straight, narrow nose and long, full beard, although in some pictures he appears to have been slightly darker and more petite than Shah Jehan. Like the Emperor he was luxurious in his tastes and refined in his sensibilities. He preferred life at court to the hardships of campaigning; he liked to deck himself in strings of precious stones and belts studded with priceless gems; he wore clothes of the finest silk and from each ear lobe he hung a single pearl of remarkable size.

Nevertheless Dara was no indolent voluptuary: he had an enquiring mind and enjoyed the company of sages, Sufis and sannyasin (wandering ascetics). He had the Hindu Upanishads, the Bhagavad Gita and the Yoga-Vashishta translated into Persian and himself composed religious and mystical treatises. The most remarkable was the Majmua-ul-Baharain (‘The Mingling of the Two Oceans’), a comparative study of Hinduism and Islam which emphasized the compatibility of the two faiths and the common source of their divine revelations. In an age when even the most liberal of Mughal Emperors used to demolish Hindu temples, this was both a brave and novel work; but some considered Dara’s views not just unusual but actually heretical. In private, many of the more orthodox Muslim nobles furrowed their brows and wondered how the crown prince could possibly declare, as one noble put it, ‘infidelity and Islam to be twin brothers’.
