Interpreting Sino-Soviet Border Clashes, 1969

It remained unclear whether Beijing was simply using the Soviet border threat to galvanize internal party unity, or whether genuine geopolitical realignment was in the making.

The answer came in the spring of 1969, on a tiny, uninhabited fragment of land about 250 miles down the Ussuri River from the Soviet city of Vladivostok. Called Damansky by the Russians and Zhen Bao by the Chinese, the island appeared to be of only symbolic worth. Little over a mile in length and a half mile in breadth, Zhen Bao and its environs were mostly swampland and under water for much of the year. The island is closer to the Chinese side of the river, but both countries had long claimed it. According to Soviet press reports from March 2, 1969, that morning 300 Chinese troops on the island opened machine-gun fire on a Soviet patrol of frontier guards, killing 31 and wounding 14. The Soviets sent reinforcements, but these too were ambushed. Chinese accounts of the encounter, predictably, blamed the aggression on the Soviets (counting 70 Soviet dead), and although at first most Western observers jumped at a chance to blame the Chinese, the reality of that cold morning remained foggy. Both sides had withdrawn from the island by the afternoon, but Zhen Bao marked only the beginning of the conflict. As spring turned to summer, violence erupted again on Zhen Bao as well as thousands of miles to the southwest, on the border between Soviet Kazakhstan and China’s Xinjiang province, and along the Amur River. These skirmishes were more prolonged and bloody than the first brief encounter in March. Both sides issued conflicting accounts of the hostilities, but the geography of the battle sites in Xinjiang—easily accessible from nearby Soviet installations, and hundreds of miles from the nearest Chinese railhead at Ürümqi—suggested that the Soviets started the trouble there.

It was Hill’s job to report on the border conflicts in daily cables to Washington. His commentary was circumscribed by lack of trustworthy eyewitness accounts, and as always he relied heavily on careful reading of the rhetoric coming out of Beijing and Moscow. But by 1969, these had become well-worn limitations for Hill. He was used to sorting through fighting versions of the same story and extracting some shadow of the truth. The responsibility was thrilling. The cables required him to draw on all his experience as a China watcher and to write cogently under extreme pressure—a skill that is learned only by necessity.

Once Nixon and his staff had time to reflect on Hill’s anonymous cables, the significance of intensifying conflict between the world’s two Communist giants was clear. As then national security adviser Henry Kissinger reflected in his memoirs, a Soviet invasion of China would capsize “not only the geopolitical but also the psychological equilibrium of the world; it would create a momentum of irresistible ruthlessness.” Moscow’s periodic threats to attack Chinese nuclear installations or employ nuclear weapons to push People’s Liberation Army forces back from the border were particularly disturbing to Washington. On the other hand, an opportunity suddenly existed to soften China’s raving isolation and cultivate a triangular balance among the world’s three great powers. The situation was delicate. Beijing’s propaganda still accused America of colluding with the Soviets in a renewed attempt at “imperialist encirclement.”

Benefits of Strong, Silent Diplomacy (and Ego)

In the months that followed, Kissinger became a prime mover behind a series of symbolic gestures and guarded diplomatic advances toward China. On a late summer world tour, Nixon remarked cautiously about opening channels with the Chinese to intermediaries in Romania and Pakistan, who, it was assumed, would relay the message to Beijing. As the Soviets grew increasingly nervous that autumn, Kissinger authorized the end of the U.S. destroyer patrol in the Taiwan Strait—a signal whose military significance was dwarfed by its symbolic value. What followed, Kissinger wrote, was “an intricate minuet between us and the Chinese so delicately arranged that both sides could always maintain that they were not in contact, so stylized that neither side needed to bear the onus of an initiative, so elliptical that existing relationships on both sides were not jeopardized.”

Those brief clashes in the desolate reaches of southeastern Siberia set off a geopolitical chain reaction that would culminate in President Nixon’s much-vaunted trip to China in 1972. His visit, to those who had been watching most vigilantly, was less a diplomatic coup than an inescapable executive act confirming several years of geopolitical transformation. The shift in the balance among the Soviet Union, China, and the United States was, for those who knew what to look for, well marked along the way—in official editorials’ compromised turns of phrase, in remote clashes over an inhospitable bit of land, and, sometimes, in what was not said at all.

Hill was never bothered that Kissinger, for whom he would be a top speechwriter in a scant few years, had no idea who had written the cables he read with such interest. Although no reasonable junior officer expected to see his name attached to most of his work, Hill was distinct in his attitude. “Others said, ‘We’re working like dogs, but the time will come when we’ll be ambassadors and we’ll cash in,'” he recalled. “I didn’t. I thought this was great—way beyond anything I’d been asked to do before.” Hill’s self-confidence was more valuable for its noiselessness. It was unusual in a profession that attracted ambitious men and women intent on achieving power and making names for themselves. That breed of officer was often frustrated in the Foreign Service—a highly constrained job, bounded by meddlesome supervisors and a lethargic bureaucracy that shuttled its officers around the globe, granting them little notice or say in their futures. Hill was better suited to it than most. Although every telegram he drafted was revised and chewed up by his superiors, his ideas still confined by a system that offered no guarantee that those on high would listen, he felt that the months spent covering the Sino-Soviet border dispute were the apex of his career thus far. He loved the chance to shape information, to tell the story of the border clashes as he saw it. His was a silent ego, not a meek one.

American Travelers Meet Stalin, 1927

The appointment hour, 1:00 p.m., came without further vacillation by the Kremlin. Robert Dunn, John Brophy, and Paul Douglas all went for the interview. So did Louis Fischer, an American who was writing pro-Soviet articles for left-wing American periodicals out of Moscow at the time. So, as it turned out, did a journalist who was visiting Moscow for the New York Times, Anne O’Hare McCormick.

Those who did attend kept notes. Douglas: “Recalling the deeds of terror that had been committed there throughout its history, I shivered as we entered Red Square and then went through the gates of the Kremlin.” A small pockmarked man met them in a cloakroom; Douglas assumed it was an attendant. But the man took the head place at the table. It was Stalin. “His low brow was clear under a square-ish brush of black hair that made his head look oddly cubist,” wrote Anne O’Hare McCormick. “He looked like any of a million Soviet workingmen,” commented Fischer. “Deep pockmarks over his face,” read Fischer’s notes; “low forehead”; “ugly, short, black and gold teeth when smiles.” Whereas Trotsky had worn white, Stalin wore khaki. Douglas thought he saw a private’s uniform, Fischer a civilian suit. The pants legs he stuck into high black boots. Fischer sought to capture the moment in every medium possible. In his notebook, next to the words, he made pencil sketches of the leader’s head.

The group expected an hour with the leader. They got six and a quarter. One thing struck them even before the meeting started: Stalin’s charm. He was not dashing like Trotsky, but he seemed in a way more genuine. What came through was that Stalin had done his homework and touched on the issues that interested them—workers’ insurance, for example, Douglas’s pet research area since the days of the loggers. Stalin knew all about La Follette’s strong 1924 showing. A questioner asked how Stalin knew that the Russian people were behind him. He answered that the Bolsheviks would never have come to power if they were not popular; today heads of unions were all Communists, again a fact that reflected grassroots support.

Stalin also took time to emphasize that his government was an ethnically diverse one, with a Ukrainian, a Byelorussian, an Azerbaijani, and an Uzbek in the central executive committee of the Soviets. There were also, Fischer would later write, questions about religion: must a Communist be an atheist? Yes, Stalin answered, and even as he answered, church bells across the street rang. The guests laughed, and Stalin smiled—as if to signal the tolerance he could not articulate officially.

Stalin also rejected the notion that U.S. Communists worked “under orders” from Moscow as “absolutely false”—itself a lie. As the group drank lemon tea from a samovar, Stalin made his case: the Soviet Union and the United States might trade together even if they had different systems—the new doctrine of Socialism in One Country.

Fischer reported that no one but a serving woman entered the room during the course of the meeting; she brought cheese, sausage, and caviar sandwiches. (Brophy reported tea and cookies.) There must have been an interpreter and stenographer present. After several hours the guests made an attempt to go; Stalin would not permit it. Instead he turned the tables and asked questions of the delegates. The transcript of these questions, published within a week in Pravda, give as clear a snapshot as any document of the tactical and strategic goals of Soviet foreign policy. Stalin wanted to make the point that he had a genuine labor following in the United States, and he wanted to sideline those organizations that had sidelined him—with the aid of his interlocutors. He had already skewered the anti-Communist American Federation of Labor. Now he set about doing so again: “How do you explain the fact that on the question of recognizing the USSR, the leaders of the American Federation of Labor are more reactionary than many bourgeois?”

Brophy allowed that the AFL had a “peculiar philosophy.” Dunn took time to point out that the AFL was too close to capitalists—especially Matthew Woll, AFL vice president. Brophy was the one who spoke the last formal words of the visitors to Stalin before they departed. In Stalin’s official transcript, the travelers gave the Soviet leader what he sought, a form of U.S. blessing: “The presence of the American delegation in the USSR is the best reply and is evidence of the sympathy of a section of the American workers to the workers of the Soviet Union.” As the group left, Douglas spied a bust of Karl Marx, with full beard, in the corner. Contemplating it, he was startled to feel a heavy hand on his shoulder. It was Stalin. They joked about whether Marx had worn a necktie.

Several of the travelers sensed that they had been used to an extent they had not foreseen: “we realized that in his speeches he was talking over our heads to the newspapers, in answer to Trotsky,” Brophy would write. Anne O’Hare McCormick, confused, retreated to racialist imagery for her report: Stalin, she said, was a hybrid of east and west, almost “Occidorient in person.”

The vessel that returned the group home to America was not the President Roosevelt this time but the Leviathan. The irony of that name may not have escaped some of them. On shipboard, Silas Axtell, the lawyer, bitterly objected that some of the other labor people on the trip were producing a report far too positive. As he later recalled, “The whole report was written with such a solicitous and affectionate regard for the welfare of the dominating group in Russia, whose guests we had been, and the impression from reading the report was so different from the one I had received, I could not possibly subscribe to it.” Douglas likewise quarreled with Robert Dunn over the content of their joint essay. Dunn was painting the picture too rosily, Douglas maintained. Later, he discovered that Coyle had diluted his discussion of civil rights in the published report.

Axtell and Douglas may have been thinking of another intellectual pilgrim who had met Stalin before them: Emma Goldman. Goldman had had every reason to accept what she saw in Russia; the United States of Wilson, Harding, and Coolidge was unlikely to welcome her back. Yet when she learned that Stalin was imprisoning her beloved fellow anarchists, she had grown skeptical. And when the Bolsheviks—led by the same Trotsky of the white suit—bloodily put down their fellow Communists in Kronstadt in 1921, she had turned against the Soviet Union entirely. “I found reality in Russia grotesque, totally unlike the great ideal that had borne me upon the crest of high hope to the land of promise,” Goldman wrote. Though she really had nowhere to go, she left Communist Russia and shortly published a monograph on the false freedoms of the Soviet Union, My Disillusionment with Russia.

A decade after Emma Goldman’s experience, and five years after the 1927 delegation, Arthur Koestler, a young Communist, would also be repulsed. He found that the Soviet Union had developed a neat trick for bribing young intellectuals. Through its State Publishing Trusts it would buy the rights to a book or article—with a different payment for an edition in each one of the Soviet Union’s multiple languages. Koestler reported selling the same short story to as many as ten different literary magazines, from Armenian to Ukrainian. The place really was, he would note ironically, “the writer’s paradise.”

American Travelers in the USSR, 1927

TO MAKE LANDFALL IN EUROPE was a relief for the travelers. Here at least the economic facts did not contradict their reform concepts so profoundly. There were some bumps along the road. In Warsaw they felt a jolt when their guide, Albert Coyle, acknowledged that he had misplaced the trip funds. In Dortmund, Tugwell got bored and skipped a meeting with trade union people at a steel plant to go to an art gallery. But from the time they met Soviet trade union leaders at the Polish-Soviet border, the travelers felt their spirits rise. This would indeed prove the junket of all junkets. It didn’t hurt that their hosts gave them first-class treatment—free transportation, cheap or free hotel service, and so on. And there were to be meetings with leaders—Mikhail Ivanovich Kalinin, the Russian prime minister, Leon Trotsky, already out of the Kremlin’s inner circle but not yet exiled, and others of high rank. For the travelers, who were at best respectable but not themselves of national rank at home, these introductions in and of themselves made for a high. There is nothing headier than finding one is more recognized abroad than at home. And that was not all: rumor had it there would be meetings at the highest level, perhaps even with Stalin himself.

The travelers’ enthusiasm was only strengthened by what they saw in the first few days. The failures of the economy were not all visible. Indeed, if one squinted, things looked almost reasonable in Soviet Russia. Lenin, before dying, had instituted his New Economic Policy (NEP), which allowed the survival of small artisans. The economy had finally begun to regain pre–World War I levels. The brutal collectivization of agriculture and the famines of the 1930s were still to come. The Soviets for their part tried to burnish their own reputation with unfavorable references to America. Everywhere the travelers went, Brophy would later note, they heard about Sacco and Vanzetti, who had been executed while the travelers were in Russia, just as predicted. For days after the execution, the towns the travelers arrived in were draped with banners hung in honor of Sacco and Vanzetti, “victims of ‘American capitalism.’” To the travelers it seemed that Russia understood what the land of Babbitt did not.

Roger Baldwin, who had corresponded with Vanzetti until his death, was deeply impressed with what he saw. Baldwin understood that Stalin’s Russia had a dark side. He didn’t enjoy his time in what he called this “irritating place.” But Russia still seemed somehow farther along than the narrow Massachusetts that could put the anarchist pair to death. Baldwin gave Leo Tolstoy’s son letters he had received from Vanzetti so that Tolstoy might post them for Russians to see at a state bank. As he wrote of Russia, Baldwin’s own conclusions were hopeful. “Everybody is poor together,” he wrote to his mother. “There is much discontent, much regulation of life, but not much terrorism or repression except of the old upper classes.”

For the high-spirited Tugwell, part of the trip was about having a good time. Half a century later, Stuart Chase would write Tugwell, asking whether he recalled when “you, Bart Brebner and I were the ‘Three Musketeers’ in Moscow in 1927.” At one point the group split up, and Tugwell traveled down the Volga on a barge, insisting that his interpreter and captain teach him a folksong about a Russian Robin Hood, “Stenka Rasin.” In exchange Tugwell taught the Russians “Beulah Land.” He rode in private railway cars—“ancient but gaudy” first-class wagons-lits from the days of the Romanovs—through Cossack country. Tugwell kept notes; he dined out. He wondered, as he always did when he was abroad, whether his life was on the correct path: after another preceding period overseas he had taken leave from academia for a year to farm beside his father before deciding the move was a mistake. The more earnest Douglas, himself considerably distracted by his own dying marriage, at one point reproached Tugwell for his lack of gravity.

But when it came to their work, Tugwell, like the other travelers, was serious enough. Committed to researching agriculture reform, he fought off offers to see factories and demanded visits to farms instead. He noted, first of all, that while conditions were still terrible within the Soviet Union, they were probably improving: “The manor houses are gone; only the drab villages remain,” he wrote, concluding that “here is a bit more to eat of a little better quality. There is a radio in the village hall. There is more wood for warmth,” he would later write. New England might be slowly dying; the Soviet Union to his mind represented “a stirring of new life hardly yet come to birth.” He loved the idea of economics being made subservient, itself like a serf, to the good of the rural village: “with us, prices are a result; in Russia they are agents of social purpose.” Tugwell insisted on more visits and was duly granted them.

Tugwell found himself admiring the active role of the Soviet government toward farming. He liked the idea of the agronom, the farm manager or bureaucrat, who oversaw a set of farms or a region. The Russian farmer, he noted, “suffers from price-disadvantage, it is true; but so also do farmers all over the world.” Tugwell pointed out a difference from the United States: in Russia, the farmer’s challenges were the subject of genuine government controversy. “There is a disposition to do something about it. Can this be said of the U.S. government?”

Most of all, however, it was the villages that impressed Tugwell. Many had not yet been collectivized, but they were still relatively cooperative compared to rigidly fenced New England. This cooperation he perceived to be natural, indeed, inevitable—“cooperation is forced in the nature of things.” In his own childhood, there had been similar cooperation. He remembered traveling over New York’s Ellery hills to a friend’s house with his father, only to find the family not at home. The pair had fixed a meal from what they found in the buttery nonetheless, a fact which did not bother their hosts, when they returned, in the slightest. That was the way things were, in the old agricultural community. Under the czars, Tugwell noted, village farmers too had shared—“Russia was communal in this sense long before it was persuaded to Communism in the Marxian sense.”

Tugwell believed that what remained of private arrangements also needed to be ended; it was time for “abandoning the old one-man, one-plow method.” After all, in a big communal field “a tractor can go as far and fast as it is capable of doing without the bother of fence corner turnings. Socially, the village has great advantages if it is not too closely built or too big.” Further rationalization might work if only the stubborn peasant would cooperate. And even though he disliked the Soviet dictatorship from the start, he was struck by the authority of Russian propaganda and its enormous success. Always, the Russians they met up with “told us what our country was like.” This simultaneously horrified the progressive in Tugwell and pleased the efficiency expert in him: “I knew from then on how determined dictators come to manage a people.”

Watershed Face-off: 1979 vs. 1989

While Europeans and Americans are remembering the major transformation of international relations in 1989, economic historian Niall Ferguson argues that 1979 marked a much greater watershed.

The real question about Russian policy today is not whether Russia will invade Ukraine, but whether Gazprom’s strategy of investing in new pipelines and gas fields will pay off. Should Gazprom focus on developing its dominant position in the European natural-gas market? Or should the vast gas fields of Russia east of the Urals (Yamal, Arctic, Far East) be given precedence with a view to capturing market share in China? Could Russia one day establish an Organization of Gas Exporting Countries, modeled on the Saudi-dominated oil cartel? Or is the simpler strategy simply to stoke trouble in the Middle East, covertly encouraging the Iranians’ nuclear ambitions until the Israelis finally unleash airstrikes, and then reaping the rewards of a new energy price spike?

These questions themselves indicate the limited long-term significance of the Soviet collapse of two decades ago. By comparison, the events of 10 years earlier—in 1979—surely have a better claim to being truly historic. Just think what was happening in the world 30 years ago. The Soviets began their policy of self-destruction by invading Afghanistan. The British started the revival of free-market economics in the West by electing Margaret Thatcher. Deng Xiaoping set China on a new economic course by visiting the United States and seeing for himself what the free market can achieve. And, of course, the Iranians ushered in the new era of clashing civilizations by overthrowing the shah and proclaiming an Islamic Republic.

Thirty years later, each of these four events has had far more profound consequences for the United States and the world than the events of 1989. Today it is the Americans who now find themselves in Afghanistan, fighting the sons of the people they once armed. It is the free-market model of Thatcher and Reagan that seems to lie in ruins, in the wake of the biggest financial crisis since the Depression. Meanwhile, Deng’s heirs are rapidly gaining on a sluggish American hyperpower, with Goldman Sachs forecasting that China’s GDP could be the biggest in the world by 2027. Finally, the most terrifying legacy of 1979 remains the radical Islamism that inspires not only Iran’s leaders, but also a complex and only partly visible network of terrorists and terrorist sympathizers around the world.

In short, 1989 was less of a watershed year than 1979. The reverberations of the fall of the Berlin Wall turned out to be much smaller than we had expected at the time. In essence, what happened was that we belatedly saw through the gigantic fraud of Soviet superpower. But the real trends of our time—the rise of China, the radicalization of Islam, and the rise and fall of market fundamentalism—had already been launched a decade earlier. Thirty years on, we are still being swept along by the historic waves of 1979. The Berlin Wall is only one of many relics of the Cold War to have been submerged by them.

Zhao Ziyang on the “Birdcage Economic Model”

Comrade Hu Yaobang was similarly unenthusiastic about the planned economy. According to my observations, he believed it was the highly concentrated top-down planning model that had limited people’s motivation and creativity and restricted self-initiative at the enterprise and local levels. He believed that building a socialist society entailed allowing people, enterprises, and local governments to act independently, while the state continued to direct and mobilize them with social campaigns.

Chen Yun and Li Xiannian, however, emphasized the importance of a planned economy, especially Chen Yun, whose views had not changed since the 1950s. He included the phrase “planned economy as primary, market adjustments as auxiliary” in every speech he gave. The tone of his speeches didn’t change even after reforms were well under way. His view was that dealing with the economy was like raising birds: you cannot hold the birds too tightly, or else they will suffocate, but nor can you let them free, since they will fly away, so the best way is to raise them in a cage. This is the basic idea behind his well-known “Birdcage Economic Model.” He not only believed that China’s first Five-Year Plan was a success, but also, until the end of the 1980s, he believed that a planned economy had transformed the Soviet Union in a few decades from an underdeveloped nation into a powerful one, second only to the United States. He saw this as proof that economic planning could be successful. He believed that the reason China had not done well under a planned economy was mainly the disruption caused by Mao’s policies, compounded by the destructive Cultural Revolution. If things had proceeded as they had in the first Five-Year Plan, the results would have been very positive. In terms of foreign affairs, Chen Yun retained a deep-rooted admiration for the Soviet Union and a distrust of the United States. His outlook was very different from that of Deng Xiaoping, and there was friction between the two.

WW2: National Armies vs. Imperial Armies

The Axis powers were fighting not only against the British, Russians and Americans; they were fighting against the combined forces of the British, Russian and American empires as well. The total numbers of men fielded by the various parts of the British Empire were immense. All told, the United Kingdom itself mobilized just under six million men and women. But an additional 5.1 million came from India, Canada, Australia, New Zealand and South Africa. Victories like El Alamein and even more so Imphal were victories for imperial forces as much as for British forces; the colonial commitment to the Empire proved every bit as strong as in the First World War. Especially remarkable was the fact that more than two and a half million Indians volunteered to serve in the British Indian Army during the war – more than sixty times the number who fought for the Japanese. The rapid expansion of the Indian officer corps provided a crucial source of loyalty, albeit loyalty that was conditional on post-war independence. The Red Army was also much more than just a Russian army. In January 1944 Russians accounted for 58 per cent of the 200 infantry divisions for which records are available, but Ukrainians accounted for 22 per cent, an order of magnitude more than fought on the German side, and a larger proportion than their share of the pre-war Soviet population. Half the soldiers of the Soviet 62nd Army at Stalingrad were not Russians. The American army, too, was ethnically diverse. Although they were generally kept in segregated units, African-Americans accounted for around 11 per cent of total US forces mobilized and fought in all the major campaigns from Operation Torch onwards. Norman Mailer’s reconnaissance platoon in The Naked and the Dead includes two Jews, a Pole, an Irishman, a Mexican and an Italian. Two of the six servicemen who raised the Stars and Stripes on Iwo Jima were of foreign origin; one was a Pima Indian. More than 20,000 Japanese-Americans served in the US army during the war….

The Germans, as we have seen, had made some efforts to mobilize other peoples in occupied Europe, as had the Japanese in the Far East, but these were dwarfed by what the Allies achieved. Indeed, the abject failure of the Axis empires to win the loyalty of their new subjects ensured that Allied forces were reinforced by a plethora of exile forces, partisan bands and resistance organizations. Even excluding these auxiliaries, the combined armed forces of the principal Allies were already just under 30 per cent larger than those of the Axis in 1942. A year later the difference was more than 50 per cent. By the end of the war, including also Free French* and Polish forces, Yugoslav partisans and Romanians fighting on the Russian side, the Allies had more than twice as many men under arms. Fifty-two different nationalities were represented in the Jewish Brigade formed by the British in 1944. They followed an earlier wave of 9,000 or so refugees from Spain, Germany, Austria and Czechoslovakia who had joined the so-called Alien Companies, nicely nicknamed the ‘King’s Own Loyal Enemy Aliens’.

The best measure of the Allied advantage was in terms of military hardware, however, since it was with capital rather than labour – with machinery rather than manpower – that the Germans and the Japanese were ultimately to be defeated. In every major category of weapon, the Axis powers fell steadily further behind with each passing month. Between 1942 and 1944, the Allies out-produced the Axis in terms of machine pistols by a factor of 16 to 1, in naval vessels, tanks and mortars by roughly 5 to 1, and in rifles, machine-guns, artillery and combat aircraft by roughly 3 to 1.

*It is seldom acknowledged that for most of the period from 1940 until D-Day, black Africans constituted the main elements of the rank and file in the Free French Army. Even as late as September 1944, they still accounted for 1 in 5 of de Gaulle’s force in North-West Europe.

I did not quote the immediately preceding section that compares the mismatch in purely economic terms, but I cannot resist quoting the footnote appended to the end of it (on p. 516):

‘We must at all costs advance into the plains of Mesopotamia and take the Mosul oilfields from the British,’ declared Hitler on August 5, 1942. ‘If we succeed here, the whole war will come to an end.’ But three-quarters of total world oil production in 1944 came from the United States, compared with just 7 per cent from the whole of North Africa, the Middle East and the Gulf.

Poland’s Double Decapitation, 1939

Central Europe had a mirror-image quality after September 1939. For it had not only been Hitler who had ordered his troops to invade Poland. Under the terms of the Nazi-Soviet Pact signed in Moscow that August, Josef Stalin had done the same, on September 17. To conservatives like Duff Cooper or Evelyn Waugh, it seemed a moment of revelation, laying bare the essential identity of the two totalitarian systems, National Socialism and ‘socialism in one country’. The signatories themselves appreciated the irony of their partnership. When he flew to Moscow to sign the pact, Ribbentrop had joked that Stalin would ‘yet join the Anti-Comintern Pact’, Hitler and Mussolini’s anti-Communist alliance. Nevertheless, the partition of Poland did not produce exactly identical totalitarian twins. The Soviet zone of occupation was in many respects a mirror image of the German zone but, as with a true mirror image, right and left were transposed.

On September 15, several days after the Germans had taken the town, the 29th Light Tank Brigade of the Red Army rolled into Brest. They had seen little action since crossing the frontier, for the Poles had concentrated their efforts on resisting the invasion from the West. Indeed, most of the fighting was over by the time the Soviets arrived on the scene. The demarcation line between the two occupation zones was, under the terms of the Boundary and Friendship Treaty signed ten days later, to pass just to the west of the fortress. After an amicable joint parade, the Germans therefore withdrew back across the River Bug and the Russians took over. On the Soviet side of the line, thirteen million Poles – including 250,000 prisoners of war – were about to discover for themselves the distinctive charms of life in the workers’ paradise.

The Germans and Soviets had pledged in their latest treaty ‘to assure to the peoples living … in the former Polish state … a peaceful life in keeping with their national character’. Actions on the German side of the new border had already given the lie to those fine words. The Soviet approach was slightly different. At first, attempts were made to woo a sceptical local populace, many of whom remembered all too clearly the last Soviet invasion of 1920, when the Red Army had advanced as far as the Vistula. Soviet soldiers received as much as three months’ salary in advance, with orders to spend it liberally in Polish villages. This honeymoon did not last long, however. Soviet officials lost no time in throwing Poles out of choice apartments in Brest and elsewhere, commandeering them without compensation. Meanwhile, Soviet promises of plentiful jobs in the Donbas region proved to be illusory. Worst of all, Poles soon came to know the Stalinist system of organized terror. ‘There are three categories of people in the Soviet Union,’ people were told: ‘Those who have been in jail, those who are in jail, and those who will be in jail.’ Soon Poles began to joke bleakly that the initials NKVD stood for Nie wiadomo Kiedy Wroce do Domu (‘Impossible to tell when I will return home’). Incredibly, a substantial number of Polish Jews who had fled East at the outbreak of war sought to be repatriated to the German zone of occupation, not realizing that it was only Volksdeutsche who were wanted. This speaks volumes for their experience of nine months of Russian rule.

From Stalin’s point of view, the Nazi vision of a Germanized, western Poland, denuded of its social elites, seemed not menacing but completely familiar. Stalin had, after all, been waging war against the ethnic minorities of the Soviet Union for far longer and on a far larger scale than anything thus far attempted by Hitler. And he regarded few minorities with more suspicion than the Poles. Even before the outbreak of war, 10,000 ethnic Polish families living in the western border region of the Soviet Union had been deported. Now the entire Polish population of the Soviet-occupied zone was at Stalin’s mercy. Beginning on the night of February 10, 1940, the NKVD unleashed a campaign of terror against suspected ‘anti-Soviet’ elements. The targets identified in a set of instructions subsequently issued in November of the same year were ‘those frequently travelling abroad, involved in overseas correspondence or coming into contact with representatives of foreign states; Esperantists; philatelists; those working with the Red Cross; refugees; smugglers; those expelled from the Communist Party; priests and active members of religious congregations; the nobility, landowners, wealthy merchants, bankers, industrialists, hotel [owners] and restaurant owners’. Like Hitler, in other words, Stalin wished to decapitate Polish society.

Esperantists and philatelists are such a menace to society!

Ferguson on the Origins of World War II

For obvious reasons, we tend to think of the years from 1933 to 1939 in terms of the origins of the Second World War. The question we customarily ask is whether or not the Western powers could have done more to avert the war – whether or not the policy of appeasement towards Germany and Japan was a disastrous blunder. Yet this may be to reverse the order of events. Appeasement did not lead to war. It was war that led to appeasement. For the war did not begin, as we tend to think, in Poland in 1939. It began in Asia in 1937, if not in 1931, when Japan invaded Manchuria. It began in Africa in 1935, when Mussolini invaded Abyssinia. It began in Western Europe in 1936, when Germany and Italy began helping Franco win the Spanish Civil War. It began in Eastern Europe in April 1939, with the Italian invasion of Albania. Contrary to the myth propagated by the International Military Tribunal at Nuremberg that he and his confederates were its only begetter, Hitler was a latecomer to the war. He achieved his foreign policy objectives prior to September 1939 without firing a shot. Nor was it his intention to start a world war at that date. The war that broke out then between Germany, France and Britain was nearly as much the fault of the Western powers, and indeed of Poland, as of Hitler, as A. J. P. Taylor contended forty-five years ago in The Origins of the Second World War.

Yet Taylor’s argument was at best only half-right. He was right about the Western powers: the pusillanimity of the French statesmen, who were defeated in their hearts before a shot had been fired; the hypocrisy of the Americans, with their highfaluting rhetoric and low commercial motives; above all, the muddle-headedness of the British. The British said they wanted to uphold the authority of the League of Nations and the rights of small and weak nations; but when push came to shove in Manchuria, Abyssinia and Czechoslovakia, imperial self-interest trumped collective security. They fretted about arms limitation, as though an equality of military capability would suffice to avoid war; but while a military balance might secure the British Isles, it offered no effective security for either Britain’s continental allies or her Asian possessions. With withering irony, Taylor called the Munich agreement a ‘triumph for British policy [and] … for all that was best and most enlightened in British life’. In reality, war with Germany was averted at the price of an unfulfillable guarantee to the rump Czechoslovakia. If handing the Sudetenland to Hitler in 1938 had been the right decision, why then did the British not hand him Danzig, to which he had in any case a stronger claim, in 1939? The answer was that by then they had given another militarily worthless guarantee, to the Poles. Having done so, they failed to grasp what Churchill saw at once: that without a ‘grand alliance’ with the Soviet Union, Britain and France might find themselves facing Germany alone. As an indictment of British diplomacy, Taylor’s has stood up remarkably well to subsequent scholarship – though it must be said that he offers few clues as to why Britain’s statesmen were so incompetent.

Where Taylor erred profoundly was when he sought to liken Hitler’s foreign policy to ‘that of his predecessors, of the professional diplomats at the foreign ministry, and indeed of virtually all Germans’, and when he argued that the Second World War was ‘a repeat performance of the First’. Nothing could be more remote from the truth. Bismarck had striven mightily to prevent the creation of a Greater Germany encompassing Austria. Yet this was one of Hitler’s stated objectives, albeit one that he had inherited from the Weimar Republic. Bismarck’s principal nightmare had been one of coalitions between the other great powers directed against Germany. Hitler quite deliberately created such an encircling coalition when he invaded the Soviet Union before Britain had been defeated. Not even the Kaiser had been so rash; indeed, he had hoped he could avoid war with Britain. Bismarck had used colonial policy as a tool to maintain the balance of power in Europe; the Kaiser had craved colonies. Hitler was uninterested in overseas acquisitions even as bargaining counters. Throughout the 1920s Germany was consistently hostile to Poland and friendly to the Soviet Union. Hitler reversed these positions within little more than a year of coming to power. It is true, as Taylor contended, that Hitler improvised his way through the diplomatic crises of the mid-1930s with a combination of intuition and luck. He admitted that he was a gambler with a low aversion to risk (‘All my life I have played va banque’). But what was he gambling to win? This is not a difficult question to answer, because he answered it repeatedly. He was not content, like Stresemann or Brüning, merely to dismantle the Versailles Treaty – a task that the Depression had half-done for him even before he became Chancellor. Nor was his ambition to restore Germany to her position in 1914. It is not even correct, as the German historian Fritz Fischer suggested, that Hitler’s aims were similar to those of Germany’s leaders during the First World War, namely to carve out an East European sphere of influence at the expense of Russia.

Hitler’s goal was different. Simply stated, it was to enlarge the German Reich so that it embraced as far as possible the entire German Volk and in the process to annihilate what he saw as the principal threats to its existence, namely the Jews and Soviet Communism (which to Hitler were one and the same). Like Japan’s proponents of territorial expansion, he sought living space in the belief that Germany required more territory because of her over-endowment with people and her under-endowment with strategic raw materials.

The League of Nations vs. Japan

Despite its poor historical reputation, the League of Nations should not be dismissed as a complete failure. Of sixty-six international disputes it had to deal with (four of which had led to open hostilities), it successfully resolved thirty-five and quite legitimately passed back twenty to the channels of traditional diplomacy. It failed to resolve just eleven conflicts. Like its successor the United Nations, it was capable of being effective provided some combination of the great powers – including, it should be emphasized, those, like the United States and the Soviet Union, who were not among its members – had a common interest in its being effective. Remarkably, given Manchuria’s role as an imperial fault line earlier in the century, this was not the case in 1931. So uninterested was Stalin in the Far East at this point that in 1935 he offered to sell the Soviet-owned Chinese Eastern Railway to Japan and to withdraw all Soviet forces to the Amur River. If the Soviets were not interested in Manchuria, it was hard to see why Britain or the United States should be, especially at a time when both were reeling from severe financial crises.

On September 30, 1931, the Council of the League issued a resolution calling for ‘the withdrawal of Japanese troops to the railway zone’ where they had originally and legitimately been stationed. However, it set no deadline for this withdrawal and added the caveat that any reduction in troop numbers should only be ‘in proportion as the safety of the lives and property of Japanese nationals is effectively assured’. Eight days later Japanese planes bombed Jinzhou on Manchuria’s south-western frontier with China proper. On October 24 a new resolution was passed setting November 16 as the date by which the Japanese should withdraw. At the end of that month Japanese ground forces advanced towards Jinzhou. In early December, at the Japanese delegate’s suggestion, the League Council decided to send a commission of inquiry under the chairmanship of the Earl of Lytton, the former Governor of Bengal (and son of the Victorian Viceroy). Without waiting for its report, the us Secretary of State, Henry L. Stimson, warned Japan that the United States would refuse to recognize any separate agreement that Tokyo might reach with China; in his opinion, Japan was acting in breach not only of the Kellogg-Briand Pact signed in Paris in 1928 (under which the signatories had made ‘a frank renunciation of war as an instrument of national policy’) but also of the earlier Nine-Power Agreement to maintain the Open Door system in China.

The Japanese were unimpressed by American ‘non-recognition’. In March 1932 they proclaimed ‘Manchukuo’ as an independent state, with the former Chinese Emperor, Puyi, as its puppet ruler – another initiative by the men on the spot which was ratified by Tokyo only after a six-month delay. A week later Lytton submitted his voluminous report, which dismissed the Japanese claim that Manchukuo was a product of Manchurian self-determination and condemned Japan for ‘forcibly seiz[ing] and occupy[ing] … what was indisputably Chinese territory’. The Japanese pressed on with their policy of conquest. They bombed targets in the province of Rehe in the summer of 1932. In January 1933 there was yet another ‘incident’ at Shanhaiguan, the strategic pass where the Great Wall reaches the sea. After a few days it too was in Japanese hands. A week’s fighting added Rehe to Japan’s domain. In February 1933 the League of Nations Assembly accepted Lytton’s report and endorsed all but unanimously his proposal to give Manchuria a new autonomous status. Once again Japan was politely asked to withdraw her troops. In March the Japanese finally announced their intention to withdraw – from the League. Two months later they concluded a truce with Chinese military representatives that confirmed Japan’s control over Manchuria and Inner Mongolia. It also created a large demilitarized zone running through Hebei province, which the Japanese were soon running on an informal basis.

It is sometimes said that this was a fatal turning point in the history of the 1930s; the beginning of that policy of appeasement which was to culminate in 1939. But that is to misread the Manchurian crisis. It was unquestionably a turning point in Japan’s domestic politics. But internationally all that had happened was that the Japanese had achieved their long-standing objective of being treated as an equal by the other imperial powers.
