Burma: Engagement Has Failed, Isolation Has Failed

I’ve posted a good bit about Burma since starting to blog almost four years ago, but I’ve been hesitant to post much now because I feel we are all little more than drive-by rubberneckers, turning our heads toward Burma just long enough to catch a glimpse of yet another passing segment in the endless video of disaster news that no one can really do much about—apart from finding a way to pin the blame on one’s favorite ideological demons, of course. Every disaster is good for blind partisans.

But a current article in Foreign Affairs seems to offer a useful retrospective on two opposing diplomatic dead-ends. Both engagement by its neighbors and isolation by more distant but powerful forces seem to have failed.

U.S. policy toward Burma is stuck. Since September 1988, the country has been run by a corrupt and repressive military junta (which renamed the country Myanmar). Soon after taking power, the State Law and Order Restoration Council (SLORC), as the junta was then called, placed Aung San Suu Kyi, the leader of the opposition party the National League for Democracy, under house arrest. In 1990, it allowed national elections but then ignored the National League for Democracy’s landslide victory and clung to power. Then, in the mid-1990s, amid a cresting wave of post-Cold War democratization and in response to international pressure, the SLORC released Suu Kyi. At the time, there was a sense within the country and abroad that change in Burma might be possible.

But this proved to be a false promise, and the international community could not agree on what to do next. Many Western governments, legislatures, and human rights organizations advocated applying pressure through diplomatic isolation and punitive economic sanctions. Burma’s neighbors, on the other hand, adopted a form of constructive engagement in the hope of enticing the SLORC to reform. The result was an uncoordinated array of often contradictory approaches. The United States limited its diplomatic contact with the SLORC and eventually imposed mandatory trade and investment restrictions on the regime. Europe became a vocal advocate for political reform. But most Asian states moved to expand trade, aid, and diplomatic engagement with the junta, most notably by granting Burma full membership in the Association of Southeast Asian Nations (ASEAN) in 1997.

A decade later, the verdict is in: neither sanctions nor constructive engagement has worked. If anything, Burma has evolved from being an antidemocratic embarrassment and humanitarian disaster to being a serious threat to the security of its neighbors. But despite the mounting danger, many in the United States and the international community are still mired in the old sanctions-versus-engagement battle….

If ASEAN and Japan are critical components of any international approach to Burma, China and India could be the greatest obstacles to efforts to induce reform in the country. China has many interests in Burma. Over the past 15 years, it has developed deep political and economic relations with Burma, largely through billions of dollars in trade and investment and more than a billion dollars’ worth of weapons sales. It enjoys important military benefits, including access to ports and listening posts, which allow its armed forces to monitor naval and other military activities around the Indian Ocean and the Andaman Sea. To feed its insatiable appetite for energy, it also seeks preferential deals for access to Burma’s oil and gas reserves….

It will also be a challenge getting India on board. Despite Prime Minister Manmohan Singh’s trumpeting of democratic values, India has actually become more reticent when it comes to Burma in recent years. This is particularly regrettable considering that Congress was one of the Burmese democratic opposition’s strongest supporters during much of the 1990s and that Suu Kyi continues to cite Mohandas Gandhi as a model for nonviolent resistance. The change occurred during the past decade, after New Delhi detected that China’s political and military influence in Burma was filling the void left by the international community’s deliberate isolation of the junta. Like China, India is hungry for natural gas and other resources and is eager to build a road network through Burma that would expand its trade with ASEAN. As a result, it has attempted to match China step for step as an economic and military partner of the SPDC, providing tanks, light artillery, reconnaissance and patrol aircraft, and small arms; India is now Burma’s fourth-largest trading partner. Singh’s government has also fallen for the junta’s blackmail over cross-border drug and arms trafficking and has preferred to give it military and economic assistance rather than let Burma become a safe haven for insurgents active in India’s troubled northeastern region….

Given the differing perspectives and interests of these nations, a new multilateral initiative on Burma cannot be based on a single, uniform approach. Sanctions policies will need to coexist with various forms of engagement, and it will be necessary to coordinate all of these measures toward the common end of encouraging reform, reconciliation, and ultimately the return of democracy. To succeed, the region’s major players will need to work together.

Fat chance of that happening, I’m afraid.

As a gesture of mourning for the lives being sacrificed to ‘keep the peace’, I’ll retain one header image for the rest of the week. It’s a stupa-style memorial dedicated to Japanese war dead in Burma, which I came across in the massive Okunoin cemetery at Kōya-san, one of Japanese Buddhism’s holiest sites.

Etymologically, Myanmar = Burma: Round Two

I’ve blogged on Myanmar = Burma before, but it seems to bear repeating before that sad country once again fades from international consciousness. Here’s the email I sent to the PBS NewsHour last week.

As a regular NewsHour watcher, I find it painful to hear Jim Lehrer pronounce Myanmar as ME-and-Mar, for two reasons.

(1) One is the same reason English speakers insist on pronouncing Kyoto in three syllables. They can pronounce kyu in one syllable (as in ‘cue ball’), but not kyo. I’m sure Jim can pronounce myu in one syllable, as in ‘musing’, but can’t get mya out in one syllable.

(2) But I wouldn’t bother to write you about it if I hadn’t heard Jim offer a lame bit of newsroom CW to explain why he insists on using the name he can’t pronounce rather than the name he can pronounce. Etymologically, Myanmar and Burma are the same word, just pronounced differently. One is formal and literary, the other more common and colloquial. Here’s what a reputable academic specialist says on the matter: “Myanmar/Burma,” by Bertil Lintner, in Ethnicity in Asia, ed. by Colin Mackerras (RoutledgeCurzon, 2003), p. 174:

In 1989, Burma‘s military government changed the name of the country to Myanmar. The reason, it said, was that the British colonial power had named it ‘Burma’ after the main ethnic group in the country, the Burmese, who inhabit the central plains. ‘Myanmar’, it was argued, included the Burmese and all other ‘ethnic races’, including the Shan, the Karen, the Mon, the Kachin and more than 100 other nationalities. This is, however, historically and linguistically highly dubious. The once-British colony has always been called Burma in English and bama or myanma in Burmese.

The best explanation of the difference between bama and myanma is to be found in the Hobson-Jobson Dictionary, which remains a very useful source of information. ‘The name [Burma] is taken from Mran-ma, the national name of the Burmese people, which they themselves generally pronounce Bam-ma, unless speaking formally and emphatically.’

Both names have been used interchangeably throughout history, with Burma being more colloquial and Myanmar more formal. Burma and Myanmar (and Burmese and Myanmar) mean exactly the same thing, and it is hard to argue that the term ‘Myanmar’ would include any more people within the present union than the name ‘Burma’.

There is no term in the language that includes both the Burmans and the minority peoples, since no country with the borders of present-day Burma existed before the arrival of the British in the nineteenth century. Burma, with its present boundaries, is a colonial creation rife with internal contractions and divisions.

If an academic source is too arcane, then perhaps Jim will listen to what a fellow journalist, James Fallows, has to say. He, too, insists on saying Burma not Myanmar [but for political reasons].

The BBC has also weighed in on the topic, favoring the alternative Burma, but its pronunciation guide for those who insist on using Myanmar lists several possibilities—MYAN-mar, my-uhn-MAR, MEE-and-mar, and mi-AN-mar—but recommends myan-MAR (all without pronouncing the final r).

UPDATE: I’m way out of my depth on the issue of Burmese orthography, but from what I understand, written Burmese and spoken Burmese are in a diglossic relationship perhaps akin to that between Classical Arabic and the rich diversity of contemporary colloquial Arabic, or between Classical Chinese and modern spoken Chinese languages and dialects. Written Chinese underwent drastic reforms during the early 20th century to reflect modern spoken Mandarin, but Burmese still awaits such orthographic reforms. So people may write Burmese as it was spoken 1000 years ago (e.g., Mran-ma) but pronounce the same words the way they have turned out after 1000 years of sound change (e.g., Bam-ma), even writing millennium-old grammatical elements that are now archaic or obsolete in the spoken language. It would be as if all English speakers shared no writing system except a Runic version of Anglo-Saxon.

Explaining Indonesian Nationalism Without Islam?

During the 1960s and 1970s some of the most influential essays on politics, personhood, and culture in Muslim Southeast Asia, especially in Indonesia, were written without serious exploration of Islamic influences. For example, Benedict Anderson‘s widely cited and otherwise remarkable essay, “The Idea of Power in Javanese Culture,” drew extensively on Javanese literary and ritual traditions to develop a model of indigenous ideas of power in Java. In “A Note on Islam,” which appears toward the end of the essay, Anderson cites Clifford Geertz to back up his claim that “the penetration of Islam scarcely changed the composition and recruitment of the Javanese political elite or affected the basic intellectual framework of traditional political thought.” This observation raises complex and important issues. Its full assessment, however, would require at least some reference to Sufi notions of kingship, popular Islamic concepts of sainthood, and folk Islamic views of sacrifice and spiritual power, all of which exercise palpable influences on Javanese traditions.

In a later and equally influential book on the origin and spread of nationalism, Anderson displays a similar blind spot. His comments on early Indonesian nationalism abound with insightful references to the “creole functionaries” who were recruited by the colonial state into institutions of modern learning and resocialized in the ways of European administration. These “functionary journeys,” Anderson argues, nurtured a sense of solidarity across linguistic and ethnic barriers that had previously segmented indigenous society, and thus created the links required for this group’s leadership of the Indonesian nationalist movement. In this otherwise subtle account, however, we once again hear nothing about Muslim pilgrimages across ethnic and linguistic boundaries. In places like North Sumatra, Java, and South Sulawesi, these movements also shaped an anticolonial imagination. Though, like their non-Islamic counterparts, many of these Muslim pilgrims at first enunciated political visions premised on only pre- or protonationalist ideals, their religious pilgrimage and political struggles still worked to create a commitment to transethnic solidarities. Eventually, like their counterparts in most of the Muslim world, Muslim leaders elaborated their own versions of the nationalist ideal. These were not secondhand derivatives of secular nationalism, but full- blown alternatives to the version created by Anderson’s European-schooled, “creole nationalists.” In religious centers in Aceh and eastern Java, among others, Muslim thinkers elaborated a vision of the nation premised on shared religion, not merely common ethnic culture. They linked its meanings to Islam’s ancient glories and the distant rumblings of Turkish, Persian, and Arab nationalism.

Islam Marginalized in Southeast Asian Studies

The other marginalization to which the study of Islam in Southeast Asia has long been subjected unwittingly reinforced this neglect. This marginalization occurred within the field of Southeast Asian studies, particularly the form that took shape in the United States in the aftermath of World War II. In this emerging academic field, it was not uncommon for Islam to be portrayed as an intrusive cultural force or, as another widely used metaphor would have it, a late-deposited cultural “layer.” The real Southeast Asia lay deeper and was somehow less Islamic.

This perspective on Islam in Southeast Asia had deep historical and, more specifically, colonial precedents. In colonial times, particularly in the Dutch East Indies, this notion of Islam as a “thin veneer” appealed to those who wished to justify the suppression of Islam on the grounds that it was a threat to colonial power. In Java, for example, nineteenth-century colonial administrators developed a “structure of not seeing,” overlooking Islamic influences in Javanese tradition, while exaggerating and essentializing the influence of non-Islamic ideals. In the aftermath of the brutal Java War (1825–1830), colonial scholars worked to create a canon of Javanese literature that romanticized pre-Islamic literature as a golden age and portrayed the coming of Islam as a civilizational disaster. These Dutch Orientalists conveniently overlooked the fact that the proportion of Islamic-oriented literature in modern court collections was vastly greater than the so-called renaissance literature (pre-Islamic classics rendered in modern Javanese verse) that colonial scholars portrayed as the essence of things Javanese.

Colonial law effected a similar essentialization. Under the direction of Cornelis van Vollenhoven, the “adat (customary) law school” worked under state directive to develop what amounted to a system of legal apartheid. A classic example of the colonial “invention of tradition,” European experts divided the native peoples of the Indies into nineteen distinct legal communities. Islamic law was acknowledged in each community’s legal traditions only to the extent that colonial scholars determined that local custom (adat) explicitly acknowledged Islamic law. In this manner, colonial authorities reified the distinction between customary adat and Islam. As James Siegel’s study of Aceh and Taufik Abdullah’s of Minangkabau both demonstrate, however, this distinction between endogenous “custom” and exogenous “Islam” imposed an artificial polarity on a relationship that had always been dynamic. In fact, in the decades preceding the European conquest, legal traditions in places like Malaya and Minangkabau (west Sumatra) had already begun to accord a greater role to textually based Islamic norms. It was precisely this growing Islamic influence that prompted anxious Dutch authorities to implement their adatrecht policy.

British legal policies in Malaya differed from those of the Dutch. Drawing on their experience with Muslims in India, the British at first regarded Malay Muslims as “unheretical members of some idealized and uniform civilization.” By treating adat as “custom that has no legal consequences” and allowing the Malay sultans a measure of jural authority, the British allowed the formation of institutional structures in which Islamic law had a substantial albeit circumscribed role. Nonetheless, lacking a framework for integrating the study of local traditions and Islam, British scholars of the colonial era fell into an “anecdotal empiricism” that failed to grasp the dynamics of religious change in Malay society as a whole.

Though there was a tradition of Islamic studies in colonial Southeast Asia, then, it suffered from the subordination of scholarship to the needs of the colonial political order.

Suppression of Piracy in the Philippines After 1848

From Iranun and Balangingi: Globalization, Maritime Raiding and the Birth of Ethnicity, by James Francis Warren (Singapore U. Press, 2002), pp. 345-346, 363-364:

By the first quarter of the nineteenth century, the sea war in the Philippines between Spain and the Iranun and Balangingi had taken on a permanent and normal character of a stalemate in which each party recognized the other as an equal with authority generally limited to the territory each controlled. But in 1848 the combined forces of the Spanish navy and army laid waste to the Samal forts at Balangingi, dispersed the survivors, and forcefully relocated the prisoners of war. This was the decisive moment, the turning point in the history of the century-long conflict between Spain and the slave raiders. The Balangingi were on the brink of climbing out of their Samal identity after nearly half a century of constant upheaval, and, according to Frake, “establishing themselves as a different kind of people.” But, in the aftermath of the Spanish devastation of their island stronghold in 1848, they did not succeed. After that event the Balangingi, as ‘notorious pirates’ and a construed single ethnic group, disappeared from the pages of the historical literature and geographical reports. Balangingi fortunes changed in the 1840s and with them the pattern of maritime raiding in Southeast Asia. The destruction of Tempasuk and Marudu by the English in 1845 also forced Iranun groups to relocate on the east coast at Tunku. The loss of these confederate communities made it more difficult for the Balangingi to conduct slave raids in the western sector of the archipelago. This event, coupled with the founding of Labuan by James Brooke and the appearance of steam gunboats on the northwest coast of Borneo, forced them to gradually withdraw from that area and increasingly concentrate their activities on the Dutch possessions.

At the same time, the Spanish adopted a far more aggressive policy in the south. The new governor of the Philippines, Narciso Claveria, understood the strategic importance of the control of Balangingi which became the focal point of a new Spanish strategy. A daring naval attack aimed at the throat of the Sulu, namely Balangingi, was the key to cutting the sultanate in two and stopping slave raiding in the Philippines….

After the destruction of Balangingi in 1848, the Spanish first used the Samal women and children as hostages to force their husbands and kindred to surrender and make peace. The political ploy did not work. So after a short time, the Spanish assembled their steamers and regularly swept the Visayas and the Sulu archipelago from one end to the other. Repeated punitive campaigns ended with a series of major sea battles off the coasts of Samar and Mindanao and attacks on Taupan’s bases to the south. [Julano Taupan was war leader of the Balangingi at Tawi-Tawi.] Hundreds of Balangingi were killed during the six year long war, many of their ships captured, and others destroyed. Taupan sent his raiders to prey on shipping in less troubled waters in the Moluccas, the Banda Sea, the Java Sea, and along the Bornean coasts. But their activities were short-lived. The British and Dutch dealt with the Balangingi menace by joining forces across the region, stationing steamers in all the key straits of the archipelago at certain times of the year when the slave raiders traditionally appeared in those waters. The Dutch navy concentrated on Taupan’s Balangingi operations around Sulawesi and Bonerate, and the British, with James Brooke’s full support, stationed ships at Labuan to protect the Borneo coasting fleets in the South China Sea.

Outburst of Piracy in Southeast Asia, 1754-1838

From Iranun and Balangingi: Globalization, Maritime Raiding and the Birth of Ethnicity, by James Francis Warren (Singapore U. Press, 2002), pp. 53-56:

The Iranun burst quite suddenly into Southeast Asian history in the second half of the eighteenth century with a series of terrifying raids and attacks on the coasts and shipping of the Philippines, the straits of Malacca and the islands beyond Sulawesi. Their primary targets were unprotected coastal settlements and sailing boats that travelled throughout Southeast Asia bringing valuable commodities from China and the West back to the most remote parts of the archipelago. Many of these marauders were sponsored by rulers from the trading states of Cotabato, Sulu, Siak, and Sambas. They were soon described as ‘Lanun’ or ‘Illanoon’—‘pirates’—by those who suffered their depradations or either travelled with or hunted them and wrote about their widespread impact on the Southeast Asian world.

It is estimated that during the last quarter of this century (1774–1798) of maritime raiding and conflict against the Dutch and Spanish, between 100 and 200 seaworthy raiding prahus set out from the Mindanao-Sulu area each year. The sheer size of the vessels—the largest joanga measuring upward of 130 feet in length—and the scale of the expeditions dwarfed most previous efforts, marking a significant departure in the naval strategy of Malay maritime raiding as it had been traditionally understood. The Iranun were far more than mere ‘pirates’ or brigands. The colonial powers and precolonial Malay trading states had to reckon with a dominant force in their own right; a force that was capable of inflicting major defeats on the Spanish and Dutch and toppling local kingdoms. The huge numbers of these skilled sea raiders and slavers that the sultanate of Sulu could mobilize during the heyday of the China trade would henceforth have a profound impact upon Southeast Asia’s history.

The geographical range of Iranun-Balangingi slave raiding activity was enormous, spanning all of Southeast Asia and beyond. Until the latter part of the eighteenth century, the joanga of the Cotabato and Sulu Sultanates were more or less integrated into fleets belonging to the respective sultanates, but by the end of the century many Iranun vessels were also operating independently. Iranun prahus sponsored by both states had their own target areas but inevitably, there was some overlap. Cotabato and Sulu raiding vessels cruised between the Visayas and Luzon, and out into the South China Sea. Those from Tempasuk, on the northwest coast of Borneo, harassed shipping to the west of the huge island itself. Samal Balangingi, situated midway between the Iranun communities in Mindanao and those on Borneo, operated vessels throughout the Philippines and in the central and eastern parts of the Netherlands Indies.

Iranun maritime raids affected virtually the entire coastline of Southeast Asia, and even stretches of New Guinea and the Bay of Bengal were not secure from slave raids. In the east, the Iranun sailed down the Makassar Strait to cross the Java Sea and South China Sea to attack the north coast ports on Java and the large tin mining island of Banka. Iranun raided extensively in the Sangir Islands, Halmahera and, to a lesser extent, in the Moluccas. They also pushed beyond the defended limits of the Southeast Asian world, crossing the South China Sea to attack undefended stretches of the coastlines of Thailand and Cochin China. At the opposite extremity they also raided, but failed to dominate, the dangerous coasts of New Guinea. In the 1790s, Iranun slave hunters in search of captives extended the limits of their known world even further, sailing far into the waters of the Bay of Bengal, touching at the Andaman Islands and perhaps exploring the southern coast of Burma. There seemed no practical way for the colonial powers to link their respective ‘dominions’ together in an island-wide network of defense and communication, and consequently the Iranun made the most of the ill-defended seas and ravaged the coastal populations and commerce….

In the second half of the eighteenth century many Philippine ports, towns, shipyards, and monasteries were not adequately defended while others were totally defenseless. From the mid-1750s onward, the scale, ferocity and unexpected nature of the initial wave of Iranun attacks were deeply disturbing. Thousands of Filipinos perished or were seized as captives; the more so as the Iranun were Muslims and recognized none of the accepted conventions and taboos that were meant to protect the property and personnel of the Catholic Church in times of war between Christians…. This terrifying period of Iranun slave raiding activity, which lasted more than 70 years from roughly 1752 to 1832, severely hampered the overall social and material well-being and growth of the Philippine island world and the colonial state.

Foreigners Purifying Islam in Indonesia

On Tuesday, Bret Stephens had another column in Opinion Journal on Islam in Indonesia, this time highlighting Arab influences.

JAKARTA, Indonesia–The headquarters of the Front for the Defense of Islam is reached by a narrow alley just off a one-lane street in a residential neighborhood near downtown Jakarta. But step inside the carpeted reception area, decorated by a mural of a desert mosque and partially open to the sky, and it’s as if you’ve arrived in a bedouin kingdom.Your host is Habib Mohammad Rizieq Shihab, 41. He is dressed entirely in white, a religious conceit far from typical of most Indonesian ulama, or experts in Islamic theology. To the question, “Where are you from?” Mr. Rizieq is quick to explain that he is descended from the Quraishi tribe, from what is now Yemen. Just how he knows this isn’t clear, but it’s the symbolism that counts: The Prophet Mohammad was a Quraishi, and the tribe is entrusted with the responsibility for protecting God’s House, the Qe’eba, in Mecca. Mr. Rizieq, in fact, is a native of Jakarta.

For the better part of the past decade, Mr. Rizieq and his Front–known by its Indonesian initials FPI–have played a prominent role in Indonesian political life, although the FPI is not a political party. It is an Islamist vigilante group, with the self-appointed mission of policing and, if necessary, violently suppressing “un-Islamic” behavior. Squads of FPI militants have forcibly shut down hundreds of brothels, small-time gambling operations, discos, nightclubs and bars serving alcoholic beverages. They have also stormed “unauthorized” Christian houses of worship, attacked peaceful demonstrators from Indonesia’s renascent Communist party, trashed the office of the National Commission on Human Rights and rampaged through airports looking for Israelis to kill.

“Non-Muslims from Dar el-Harb [countries at war with Muslims], if they are in Indonesia, then it is the duty of Muslims to oppose them to the last drop of blood,” he says. “George Bush can be killed, too.” As for the legitimacy of attacks on American diplomats and civilians, “this is a dilemma,” though after a moment’s reflection he concludes that they “cannot be disturbed” since they are here with the consent of a Muslim government….

Then there is the Institute for Islamic and Arabic Studies, or LIPIA, a Saudi-funded university in Jakarta, which offers full scholarships to top students. “LIPIA was designed to create cadres,” says Mr. Rahmat. Its graduates include Jafar Umar Thalib, the founder of Laskar Jihad, a terrorist group responsible for the death of thousands of Indonesian Christians in the Moluccas.

For his part, Mr. Rizieq tries to distance himself from that kind of violence–although not by much. “If I wanted to I could always bomb these places,” he says. “I’d rather have a physical confrontation.” He adds that he is in contact with Jemaah Islamiyah, responsible for the 2002 Bali bombing, but only in order to persuade it to change its ways. Why would he set his troops upon mere gamblers or prostitutes while conversing with murderers? “When there is universal agreement among Muslims on [the immorality of] adultery or fornication then we will act violently. When there is no agreement [on issues like terrorism] then the approach is dialogue.”

It’s a curious form of tolerance, conceived by a man who arrogates to himself the right to define what is and is not Islamic. Is it a harbinger for Indonesia? That will depend on whether his country seeks to remain a part of Asia, or become a satellite of the Middle East.

Exorcising Radical Islamist Demons in Indonesia

In Tuesday’s Opinion Journal, Bret Stephens profiles an Indonesian who is attempting to preserve the traditions of religious tolerance and syncretism long characteristic of Indonesia.

SENDANG AYU, Indonesia–In the fall of 2005, Abdul Munir Mulkhan returned to his childhood village to exorcise a demon.

Belief in the spirit world persists in this corner of southern Sumatra, as it does throughout most of Indonesia. In this case, however, the demon took human form as an itinerant Islamic preacher named Mun Faasil. He had appeared as if from nowhere the year before and had promptly set about “purifying” the villagers’ religious practices. For instance, he objected to sacrificing water buffalo (a local practice) instead of sheep (an Arab one) for the annual feast of Eid ul-Adha. He also disapproved of the villagers’ custom of giving couples an envelope of cash on their wedding day, on the grounds that there was no Quranic basis for it.

What happened next is a portrait-in-miniature of the assault being waged against traditional Indonesian Islam by its totalitarian variant. “Mun Faasil’s speeches created a crisis of faith,” recalls a village elder. “One group started implying that the others were not true believers.” Things got worse when the preacher began extolling the Prosperous Justice Party (PKS), a radical Islamist party modeled on Egypt’s Muslim Brotherhood, while attacking the Muhammadiyah, the century-old, 30 million-strong, apolitical Islamic social movement to which most of the villagers belong. Soon PKS cadres started arriving in the village.

It was at this point that some of the villagers called on Mr. Mulkhan, 60, to offer a “clarification” on the true teachings of Islam. They were fortunate in their native son. A leading scholar of Islamic theology and history, Mr. Mulkhan had only recently stepped down as vice secretary of the Muhammadiyah and continues to wield influence as a reformer within the organization. It did not take much to persuade his old neighbors that good Muslims do not use narrow theological pretexts to condemn fellow Muslims as infidels. Mun Faasil and his cadres were told to go.

For Mr. Mulkhan, however, what happened in Sendang Ayu was not the end of the matter but only the beginning. If the PKS could reach a remote rural community of 150 people, he reasoned, where had they not penetrated? The problem was compounded by the PKS’s use of clandestine cells to infiltrate the Muhammadiyah’s institutions–hospitals, universities, schools, mosques, charities, student associations–and recruit new members. “We had a situation where people in positions of trust were suddenly revealing themselves as PKS,” he says. “If we had allowed this to continue they would have consolidated their position with a purge of their opponents.”

The rise of the PKS nationally is itself a thing to marvel at. Barely eight years old, it won just 7% of the vote in the 2004 elections and has made itself conspicuous with its support of radical cleric Abu Bakir Bashir. Yet it has already managed to seize key institutions of prestige and patronage throughout Indonesia, including the speakership of the national Parliament, the ministry of agriculture and key municipal posts. As with Hamas in the Palestine Authority, it has burnished a reputation for incorruptibility.

But the Muhammadiyah, with its immense network of social services, is the organization the PKS must first seize if–in the spirit of Antonio Gramsci’s “long march through the institutions”–it is to achieve its longer-term political objectives. As a takeover target, it also helps the PKS that the Muhammadiyah has espoused a relatively strict form of Islam, making its members all the more susceptible to tarbiyeh, the form of Islamic indoctrination practiced by the Muslim Brotherhood and adopted by the PKS.

Shall I Confess to Being a Capitalist or a Prostitute?

In front of a crowd full of sleepy faces, my mother was directed to speak about herself, not as a form of self-introduction, but in a confession of her past sins against the Communist party and the new government. Standing alone onstage with a microphone in her hand, my mother rushed through the major events of her life, trying to convey enough sincerity to keep herself out of trouble. She acknowledged her guilt and ignorance during the Republican era, and praised the enlightened attitudes she had since learned. Her Communist vocabulary had improved a great deal through her encounters with Mr. Tran, and she incorporated his words into her speech, maintaining her eye contact with everyone except Lam. He sat among a group of men, acting as inconspicuous as possible.

When my mother had finished, the community leader stepped up to the podium. Unlike Mr. Tran, who had earned his position through spying, the new leader was a high-ranking officer in the Vietcong’s military. He was in his early fifties, with thin silver hair and a catchy smile. He had spent the past ten years of his life in the Truong Son Mountains, trekking the Ho Chi Minh trail. Rumors had it that he was now waiting to be reunited with his wife and children.

Taking the microphone in his hand, he said, “Thank you, Miss Khuon. What a story! Does anyone care to give any feedback? It is time for some constructive criticism, so without further ado, let’s start. May I remind you that each time anyone among you makes a statement, he or she will earn a point toward community work.”

A man stood up. My mother recognized him as one of her regular customers at her bank during her pre-Revolutionary days. A chill shot through her, since his appearance conjured up in her mind the hundreds of angry customers who had confronted her only a short time ago. As for the man, earning up to thirty points would exempt him from a day of volunteer work in the jungle; however, he also understood my mother’s capacity to hurt him, through her knowledge of his past business affairs.

He cleared his throat and said, “It was a sincere story, told from the heart. But are you leaving out any details? I want to know more about your personal life. Do you have any children? And how many? Have you been married?”

The Communist leader looked at my mother, waiting for her reply. “Well, to tell the truth,” my mother began, mechanically touching her stomach through her blouse, “I have never been married. I have two sons, and a new child on the way.”

“Tell us about your sons,” a voice said. It belonged to a woman who lived in a farm a few blocks away from my house. She was the wife of the town butcher.

“What do you want to know about my sons?” my mother said. “They are still very young.”

The butcher’s wife stood, looking up and down at my mother. Then she blurted out, “I’ve been watching you since you moved into this neighborhood. I don’t need you to tell me how old your children are. What I want to know is the nature of their ethnicity. Are they half-breeds or not? Because if they are, it is an issue to us.”

“Yes, they are.” My mother swallowed.

“Then how did you get these children—through a catalogue?”

“I got them the same way you got your children, through intercourse, of course.” My mother’s answer stirred up a round of laughter in the crowd.

The community leader warned my mother, “Behave yourself, lady. This isn’t a nightclub.”

The butcher’s wife turned bright red but was not giving up. “Under the Imperialist government,” she said fervently, “there are two possible ways for a person to have had mixed-blood children: through prostitution or through adoption. You have admitted earlier that fucking was how you got them, so you must be a hooker.” She ended triumphantly, looking around the audience for affirmation.

My mother swallowed again. She knew at that moment she had to make up her mind about her past status before these strangers. They wanted to label her so that later, they could justify any action taken against her. What was the lesser of the two evils she could admit to being a lowly prostitute or an arrogant capitalist? To the new regime, capitalism was considered the higher crime. Fifteen seconds dragged by before she could speak. Finally, with the crowd’s full attention, my mother nodded in agreement. “Yes, I was,” she said. “A prostitute is exactly what I was. And I am utterly ashamed of it.”

Teaching a Fishy English Lesson, Nhatrang, 1978

Jimmy and I attended the local elementary school, where our studies focused on math, literature, history, and science. All were taught from the Communist point of view. Miss San, who continued to teach my class, decided to hold a free tutorial session at her home every Sunday afternoon. Those were the only lectures in my experience that were not delivered with any political overtone.

Miss San lived in a two-story dwelling several blocks away from my street. She used her first floor as a fish-sauce factory, and three enormous earthenware jars were constantly at work there. Each container could hold two to three hundred pounds of fish, marinating in an equal amount of salt. She explained to us that making fish sauce was her main source of income. Teaching was just a recreational activity. The rancid smell of rotten fish was deadly, like the stench of tooth decay, only stronger. The odor permanently clung to her clothes, seeped into her hair, and like a miasma, spread to her surroundings. The adults, especially men, avoided her. They feared her eccentric nature. Children, however, were drawn to her warm personality, and no one found her more magnetic than I did.

As each Sunday afternoon approached, we eagerly wondered what surprise she had in store for us this week. Sitting on the floor in her rumpled bedroom among her scattered clothes, we waited for her appearance like the audience of a performing artist. One of Miss San’s favorite subjects was English. “The only way for us to grow as a nation is to learn from other countries’ technologies,” she often told us. “How can you learn their technologies? You can start by learning the universal language — English.”

She winked at us with a mischievous smile. “Today, let’s not learn from the textbook. Instead, let’s test our vocabularies, shall we? For the next hour, all of us must speak in English. I know this is a very difficult game, but we can try. Let’s have some fun together.”

We were trembling with excitement. Abandoning our language in a large group discussion such as this one was a forbidden act, yet it seemed so natural and harmless to us in that moment. As if she sensed our uncertainty, Miss San continued, “Let’s keep this our own little secret, children.”

She switched to English and the lesson began. “Duy went out last night,” she said, and I saw my friend sit up a little straighter. Pointing at a small girl in a ponytail, Miss San ordered, “Chi, please finish that thought.”

Chi pondered a few seconds and then said carefully, “Duy went out with a girl last night.”

There were some giggles among the students. The image of Duy with a girl was funny in any language. Miss San turned to me. “Kien, please?” she asked.

“Who was that girl? ” I formed a sentence quickly.

“Yes, that is a good question,” she said. “Tell us who that girl was, Duy.”

Duy stood up. Scratching his ears, he stuttered, searching the room for help. Someone whispered an answer, and he seized it as though he were drowning. “That girl was — was — was — my — mother,” he shouted. His voice cracked from the excitement. We fell into each other’s arms with laughter. Leaning against the wall, Miss San, too, was smiling. In the shadow of the room, I thought she was quite a beautiful lady, almost like a vision.
