Who Toppled Mossadegh?

History has charitably characterized the Mossadegh period as a democratic revolution in the making. But Iranian politics was not then truly moving in the direction of liberal democracy. Mossadegh talked of reducing the power of the Shah but was amassing power in his own hands and was quick to cross the constitution when it suited him—including dismissing the parliament in 1953. Far from liberal democracy, Iran seemed to heading for the familiar story of an elected Third World politician riding the wave of nationalism and transforming himself into an authoritarian ruler, leaving his country broken in the process.

As Mossadegh stepped up tensions with Britain, cutting off diplomatic relations in October 1952, the British government requested U.S. assistance, suggesting that the United States collaborate in overthrowing Mossadegh. The Truman administration refused to take direct military or diplomatic action against Iran, fearing that Mossadegh was naïve about the Soviet threat and too close to the communist Tudeh Party, which had backed Mossadegh’s election. Cold war paranoia fueled fear that Iran would join the Soviet sphere of influence. Shortly after Dwight Eisenhower won the presidency in the 1952 election, he approved a plan for the CIA to sponsor a propaganda campaign to foment protest against Mossadegh, allocating $1 million in funding to the plan (of which not much more than $60,000 was eventually spent), which was dubbed Operation Ajax.

The CIA urged the Shah to execute his constitutional authority to remove Mossadegh from office, but he resisted doing so, and in a preemptive move, Mossadegh, who had learned of the intentions against him, announced that he was dissolving parliament and he organized a national plebiscite to affirm his hold on power.

His extreme moves ignited further agitation against him, and the crisis came to a head when, in August 1953, the Shah finally did formally dismiss Mossadegh from power. When Mossadegh refused to step down, the Shah fled the country to Rome, appointing retired General Fazlullah Zahedi prime minister. With Mossadegh still in charge and the Shah gone, however, the Anglo-American plan failed and the crisis deepened. Massive protests erupted in the streets of Tehran and around the nation, with brutal fighting breaking out between pro-Shah and pro-Mossadegh factions. Four days later General Zahedi, widely popular in the royalist military, led troops to storm the capital in a second coup attempt. Mossadegh surrendered to Zahedi the next day, and the Shah was reinstalled in power. It has been common wisdom that the CIA did all the heavy lifting for the coup, but in reality it was General Zahedi, taking advantage of the growing popular apprehension with the worsening situation, who planned and led the second coup that won the day.

Rising Primacy of Sistani among Shia

Fundamentalism and extremism speak to the Muslim world’s deep-seated yearning for change. Sentiments that decades ago supported leftist ideologies across the Muslim world today fuel Islamic ideology and more so the extremist interpretations of it. Look and listen closely and you can see Lenin’s ghost standing behind Khomeini, and an undertone of Che Guevara in bin Laden’s bluster. Bin Laden is not quite as dashing as Che, and al-Qaeda is far too steeped in jihadism to have come up with a really good T-shirt, but still it has attained glory as the iconic flag-bearer of resistance in the postcommunist world. It appeals to those who, after the fall of the Berlin Wall, still yearn for revolution. Until violent jihadism meets the same fate in the many pockets of the region where it is currently wreaking havoc that Islamic revolution met in Algeria, many Muslims will continue to see in the jihadi fighter a compelling representative of their hunger for success and respect. This is why the effort to quash radical groups is vitally important and must be sustained. But fundamentalism has also been changing from within, recognizing the limits of revolutionary violence and turning attention instead to participation in elections and to winning over converts by championing the cause of social justice and representing the interests of the poor in the political system, providing much-needed social services. With the putting down of Islamic revolts in state after state—Egypt after 1981, Syria in 1982, Algeria after 1991, and most recently, Saudi Arabia after 9/11—many fundamentalists conceded that the creation of Islamic states was no longer in the cards. The call for an Islamic state was not entirely abandoned, but increasingly it was recognized as a distant prospect, and social activism took over as the work at hand. Many popular clerics have also stepped up to denounce violence in the name of Islam, especially in the wake of 9/11. Even Shia fundamentalism, which was the force behind Khomeini’s fashioning of the Islamic Republic as the domain of clerics and which sees politics as inseparable from Islam, has been moderating.

Three decades after the Iranian Revolution, it is not Khomeini’s heirs who are the most popular voices of Shia faith, but the quietist Ayatollah Sayyid Ali al-Sistani, who sees to the affairs of his community from his perch in the holy city of Najaf in southern Iraq. Sistani stands for the older Shia tradition, which holds that, absent the return of the messiah, the Mahdi, the ideal Islamic order is not within the realm of the possible. Clerics, he says, should merely see to it that the state does not repress Islam or violate major Islamic teachings, and should otherwise leave politics alone. Since 2003, Sistani has gathered an impressive following and is today the most venerated and influential Shia cleric not only in Iraq, but far beyond. Shias from Detroit to Delhi embrace him as their “source of emulation.” Even in Lebanon, where Shiism is usually associated with Hezbollah, most Shias follow Sistani. That is also now the case in Kuwait and Saudi Arabia. Even in Iran, observant Shias have turned to Sistani.

Secularist Delusions in Revolutionary Iran

The chasm between the Shah and his people had become glaringly obvious. What was less clear, but equally important, was a chasm between the communist and socialist visions for the country of the secular intellectual elite and the middle-class professionals and the hopes of the ardent lower-class followers of Khomeini. At least the chasm was misunderstood by the secularists. Among the secular agitators against the monarchy, clerics and their followers were widely regarded as harmless hangers-on to the great bandwagon of revolution. The secularists failed to perceive both Khomeini’s true intentions, and the surging momentum—and force in numbers—of the backing for him among the teeming urban and rural lower and working classes. The exploding numbers of urban factory workers had no infatuation with the ideologies that fascinated the middle class; Khomeini’s populist call for freeing Iran of dictatorship and spreading the oil wealth among the population is what appealed to them.

Azar Salamat studied at Berkeley in the late 1960s, and there joined radical Iranian students agitating against the Shah. When she went back to Iran in the late 1970s she was determined to do Lenin’s work, spreading the gospel of communism, organizing the working class, and setting Iran on the path to a communist revolution. With comrades in tow she would visit factories on the outskirts of Tehran looking for the proverbial proletarian laborers to convert to the cause. Workers on their lunch break listened politely to the Marxist harangue, humoring the young idealists, but understood little about dialectical materialism or capitalist exploitation. Communism was an alien tongue; so “when we turned to leave,” remembers Salamat of one telling lunchtime encounter, “one of them called to us, waving his hand. ‘Bye bye,’ he said in English, grinning with amusement. Nothing seemed to express more clearly the foreignness of our contingent to those workers whom we thought our natural allies.”

It was as if years of thinking secular thoughts and following secular ideologies had blinded these secular activists to reality. They correctly perceived that their support for Khomeini was vital in building widespread support for a revolution. Leftist jargon did not percolate down into society very well, and the revolution needed the support of larger numbers—of the poor and traditional Iranians who looked to the clergy for moral and political leadership. But the secularists failed to appreciate the intensity of Khomeni’s mission to establish an Islamic state, or to think through what would be in store for them if and when the clergy took power.

Secular revolutionaries stayed deliberately silent on the issues of Islamic government and Islamic law, hejab and women’s rights, and engaged in little discussion of how individual liberties, economic aspirations, and democratic goals could be affected by clerical rule. This absence of serious discussion in speeches, rallies, meetings, manifestoes, media, and everyday conversations is astonishing on reflection. So strong were their opposition to the Shah and their trust in the clergy—their conviction that the only issue that mattered was ridding Iran of the Shah—that they forgot all about those other hard-earned cultural freedoms that were so vital to their lives and future. When they did finally wake up to the reality of the revolution, it was too late….

With the revolution triumphant throngs of class warriors banded together in revolutionary committees and militias, and backing Khomeini’s cause, came out of slums and working-class neighborhoods, bazaars, and poorer quarters of the city to claim their prize. They were quick learners. None knew what dialectics of history was about or what Marx had penned in his Das Kapital. Khomeini had taught them it was not necessary to convert to Marxism to be a revolutionary; it was more important to make the revolution Islamic.

The middle-class pro-communist and pro-democracy protestors were shocked by the numbers of Khomeini’s forces and their zeal, and they quickly came to understand they were outgunned. The clergy drew large crowds to demonstrations day after day, and even larger numbers to voting booths for a national referendum and constituent assembly elections that were to decide the fate of the revolution. The middle class cringed at the takeover unfolding, and efforts were made to better organize and resist. But leftist and pro-democracy rallies were disrupted by club-wielding thugs, who also stormed Tehran University to purge it of leftists. When in March tens of thousands of middle-class women poured into the streets to demand freedom of dress, vigilante thugs attacked them. Pro-democracy forces formed a new party, the National Democratic Front, and at first large crowds showed up at its rallies. But after only a few confrontations with Khomeini’s stone-throwing and club-wielding mobs, the Front melted away.

Downsides of Kemalism

Looking back over the decades since Ataturk and Reza Shah ruled we can see that much in way of economic development and social change has been achieved in the Middle East. Kemalist presidents, kings, and generals unified countries, and built roads, modern school systems, and hospitals. But those authoritarian regimes also often lost their way, succumbing to the temptation of despotism, and in the process growing corrupt. The leviathans they created also stifled market forces and hindered true economic change.

Top-down modernization had its limits. States can do things faster and more efficiently than markets, but only to get things moving; they are notoriously bad at managing economies once they are out of the gate. Kemalist states did not know when and how to stop growing, and that was their undoing. Unchecked by parliaments and unaccountable to the people, the Kemalist states have lived up to the saying: “Power tends to corrupt, and absolute power corrupts absolutely.” Kemalism never had a problem garnering support in the West. Defenders of Kemalism, such as the historian Bernard Lewis, had hoped that by promoting secularism and modernity the state would serve as handmaiden of democracy, believing that modernity must come before democracy, especially given Islam’s strong hold on the structures of power, and the hearts and minds of the populace. Democracy would have to follow dictatorship.

But by the 1970s, Kemalism was running aground everywhere. The state remained imposing, but its modernizing edge was gone. The juggernaut of swift reform, secularism, and rapid change had ground to a halt. Accolades for the state and trust in its ability to transform society and economy had given place to widespread cynicism and doubt among the populace. In the Arab world modernizing states became platforms for the dynastic machinations of strongman presidents; their best-functioning institutions—impressive in their efficiency—became their dreaded mukhabarat, intelligence and security services.

One of Kemalism’s legacies is pent-up rage among the lower classes, to whom so few of the economic benefits flowed, and who greatly resented the assault on Islam. This pent-up rage has in time inflicted much travail on the region—as well as on the West. It was the driving force that tipped the balance of power toward fundamentalism in the Iranian Revolution, and it has been the fuel driving the support around the region for Islamic extremism. Crucial to Kemalism’s failure to generate more robust economic growth, and to distribute economic benefits more equitably, was the manner in which it bred a highly dependent, rather than entrepreneurial, middle class.

Ahmadinejadonomics

There is no question that Ahmadinejad has been the biggest individual beneficiary so far of the regime’s crackdown on reform. The fuel behind his electoral victories, and the reason for his appeal to the Supreme Leader, was his raging populist anger that the benefits of the economic reforms had not made their way down to the lower classes. During the 2005 campaign, he said little about the thorny nuclear issue and even less about religion and cultural freedoms. Instead he railed against corruption and the suspect wealth of clerics (including most famously Rafsanjani, who was running against him). Ahmadinejad vowed to halt privatization while protecting the consumer subsidies, price controls, and labor laws that were popular with those on the lower rungs of the socioeconomic ladder. Asked about his intentions regarding women’s rights, the aspiring candidate said: “People think a return to revolutionary values is only a matter of wearing the headscarf. The country’s true problem is employment and housing, not what to wear.”

When he became president, Ahmadinejad followed through with sound and fury in clamping down on the private sector. He shoved aside the normal economic-policy agencies and put monetary, budget, and fiscal matters under the president’s office. He then used that control to print money with no regard for the inflationary consequences. Iran’s money supply soon ballooned by a staggering 40 percent. His office also used its discretionary authority over planning and budgets to hand out contracts large and small to allies and favorites. A series of central bank governors resigned in protest—the last to go accused the president of mismanagement and plundering bank reserves.

To combat the growing problems Ahmadinejad proposed price controls as well as tightening the regulation of banking and credit markets. He even mused aloud about the benefits of abolishing interest (which despite all the talk of Islam’s ban on usury has remained the foundation of banking in the Islamic Republic), in the end settling for rates a good 10 and 15 points below the rate of inflation. Those who could withdrew their savings and bought real estate at home or abroad; those who could not saw their money dwindle amid Ahmadinejad’s flood of devalued currency. Salaried workers and pensioners suffered most. Ahmadinejad cared little if he was scaring businessmen into sending billions out of the country. At one point, he said that Iran’s economic problems would go away if a few people from the stock market could be stood up in front of a firing squad. The economic sanctions that his wild rhetoric helped to attract seemed to concern him even less. Capital investment, especially in manufacturing, dried up. Production fell, and by 2008 many factories were working at less than half their capacity. The money that was flowing into land speculation and property development was causing higher real-estate prices and construction costs—the latter dealing an especially heavy blow to a country that desperately needs to build up its basic infrastructure.

Ahmadinejad flaunted his lack of concern with economic planning and numbers; to him inflation and unemployment were alien concepts. He once told a reporter that he got his economic news from his neighborhood butcher (when that butcher too complained about inflation to a newspaper, Ahmadinejad closed the paper). Ahmadinejad’s game was raw populism. Why not bribe the poor for their support when there are so many more of them than there are of those wealthy Iranians who live in prosperous enclaves and depend on the private sector? He almost tripled government spending from $15 billion to $40 billion. Everywhere he traveled he promised public projects, and then decided to do more, to take wads of cash and checks to rallies and distribute them among well-wishers. Pensioners may have had a hard time making ends meet, businessmen may have faced a credit crunch, but all the poor needed to do to get a home loan was to write to the president’s office.

The steady rise in oil prices between 2005 and the third quarter of 2008 made this populist spending spree affordable. With dollars from oil sales flooding in, Ahmadinejad could afford to focus on currying favor with the voting masses while putting off hard economic decisions, and the Supreme Leader could afford to stand by and watch as Iran’s president shredded his country’s economy. Ahmadinejad used government contracts funded by the oil windfall to bolster his favorite businessmen and grease the Revolutionary Guards, whose support was essential to his political survival. The private sector changed shape, breaking down into the president’s preferred insiders (who got the contracts, cheap loans, and government support), and everyone else. The high oil prices made it seem, to the undiscerning at least, as if Iran could afford a political strategy masquerading as an economic policy.

When oil prices were peaking in 2007–08, Iran brought in $250 billion in petroleum income. Yet by the time prices fell off the table as a credit crunch cooled the global economy drastically in the second half of 2008, there was no more than $25 billion (some estimates run as low as $9 billion) of this left in the country’s cash reserves. Where did all that money go? Not to growth-promoting investments, but to populist causes near and dear to Ahmadinejad. As 2008 came to a close, Iranians found themselves staring into an economic abyss. The official rate of inflation was 27 percent (the real rate is almost certainly higher). Unemployment ran far into double digits too, possibly as high as 35 percent (the government admits to 20 percent). Merchants and salaried workers complained, and labor unions took to protesting for higher wages. The poor began complaining that their government handouts were not going far enough, and wanted more. The exceptionally cold winter of 2007–08 and a drought the following summer had caused first a fuel shortage and then an electricity deficit (Iran relies on rivers and dams for a good portion of its electric power). The depth of unhappiness manifested itself in September 2008, when merchants shut down bazaars across Iran for three days to protest a new sales tax. Growing government spending under Ahmadinejad had made the country dependent on oil prices in the $90 range (Iran claims its budget assumes $37) to stay in the black, and no one could say when prices that high would return.

Such a reversal in economic fortunes can be a powerful impetus for regime change. When a period of boom in Southeast Asia ended in the Asian financial crisis of 1997, many governments came under pressure. Anwar Ibrahim led a serious but unsuccessful challenge against Prime Minister Mahathir in Malaysis, and in next-door Indonesia, the Suharto dictatorship unraveled. The global crisis of 2008 and the massive drop in oil prices that it brought have buffeted Iran—which relies on oil for 80 percent of it government revenues—and could well have far-reaching political consequences beyond the summer of 2009 protests.

The last time Iran went through a boom-to-bust ride on the oil rollercoaster, there was a revolution. That will not likely happen again, but the downturn could end the current detour down the blind alley of populism and spark renewed interest in economic reform, privatization, and a viable private sector. Government spending (including subsidies that equal 25 percent of annual GDP) are a drag on the economy. Falling oil revenues and mounting government expenditure leave little room for complacency. The government will have to tighten its belt, shrink in size, and look to the private sector to create jobs, generate tax revenue, and grow the economy; and that will require private sector–friendly policies.

Watershed Face-off: 1979 vs. 1989

While Europeans and Americans are remembering the major transformation of international relations in 1989, economic historian Niall Ferguson argues that 1979 marked a much greater watershed.

The real question about Russian policy today is not whether Russia will invade Ukraine, but whether Gazprom’s strategy of investing in new pipelines and gas fields will pay off. Should Gazprom focus on developing its dominant position in the European natural-gas market? Or should the vast gas fields of Russia east of the Urals (Yamal, Arctic, Far East) be given precedence with a view to capturing market share in China? Could Russia one day establish an Organization of Gas Exporting Countries, modeled on the Saudi-dominated oil cartel? Or is the simpler strategy simply to stoke trouble in the Middle East, covertly encouraging the Iranians’ nuclear ambitions until the Israelis finally unleash airstrikes, and then reaping the rewards of a new energy price spike?

These questions themselves indicate the limited long-term significance of the Soviet collapse of two decades ago. By comparison, the events of 10 years earlier—in 1979—surely have a better claim to being truly historic. Just think what was happening in the world 30 years ago. The Soviets began their policy of self-destruction by invading Afghanistan. The British started the revival of free-market economics in the West by electing Margaret Thatcher. Deng Xiaoping set China on a new economic course by visiting the United States and seeing for himself what the free market can achieve. And, of course, the Iranians ushered in the new era of clashing civilizations by overthrowing the shah and proclaiming an Islamic Republic.

Thirty years later, each of these four events has had far more profound consequences for the United States and the world than the events of 1989. Today it is the Americans who now find themselves in Afghanistan, fighting the sons of the people they once armed. It is the free-market model of Thatcher and Reagan that seems to lie in ruins, in the wake of the biggest financial crisis since the Depression. Meanwhile, Deng’s heirs are rapidly gaining on a sluggish American hyperpower, with Goldman Sachs forecasting that China’s GDP could be the biggest in the world by 2027. Finally, the most terrifying legacy of 1979 remains the radical Islamism that inspires not only Iran’s leaders, but also a complex and only partly visible network of terrorists and terrorist sympathizers around the world.

In short, 1989 was less of a watershed year than 1979. The reverberations of the fall of the Berlin Wall turned out to be much smaller than we had expected at the time. In essence, what happened was that we belatedly saw through the gigantic fraud of Soviet superpower. But the real trends of our time—the rise of China, the radicalization of Islam, and the rise and fall of market fundamentalism—had already been launched a decade earlier. Thirty years on, we are still being swept along by the historic waves of 1979. The Berlin Wall is only one of many relics of the Cold War to have been submerged by them.

Iran: It All Depends Who You Talk (and Listen) to …

Stratfor‘s George Friedman weighs in on what’s going on in Iran in his characteristically hard-nosed way. Here are some excerpts from his take on the situation as of 15 June (via RealClearPolitics).

In 1979, when we were still young and starry-eyed, a revolution took place in Iran. When I asked experts what would happen, they divided into two camps.

The first group of Iran experts argued that the Shah of Iran would certainly survive, that the unrest was simply a cyclical event readily manageable by his security, and that the Iranian people were united behind the Iranian monarch’s modernization program. These experts developed this view by talking to the same Iranian officials and businessmen they had been talking to for years — Iranians who had grown wealthy and powerful under the shah and who spoke English, since Iran experts frequently didn’t speak Farsi all that well.

The second group of Iran experts regarded the shah as a repressive brute, and saw the revolution as aimed at liberalizing the country. Their sources were the professionals and academics who supported the uprising — Iranians who knew what former Supreme Leader Ayatollah Ruholla Khomeini believed, but didn’t think he had much popular support. They thought the revolution would result in an increase in human rights and liberty. The experts in this group spoke even less Farsi than those in the first group.

Limited to information on Iran from English-speaking opponents of the regime, both groups of Iran experts got a very misleading vision of where the revolution was heading — because the Iranian revolution was not brought about by the people who spoke English. It was made by merchants in city bazaars, by rural peasants, by the clergy — people Americans didn’t speak to because they couldn’t. This demographic was unsure of the virtues of modernization and not at all clear on the virtues of liberalism. From the time they were born, its members knew the virtue of Islam, and that the Iranian state must be an Islamic state.

Americans and Europeans have been misreading Iran for 30 years. Even after the shah fell, the myth has survived that a mass movement of people exists demanding liberalization — a movement that if encouraged by the West eventually would form a majority and rule the country. We call this outlook “iPod liberalism,” the idea that anyone who listens to rock ‘n’ roll on an iPod, writes blogs and knows what it means to Twitter must be an enthusiastic supporter of Western liberalism. Even more significantly, this outlook fails to recognize that iPod owners represent a small minority in Iran — a country that is poor, pious and content on the whole with the revolution forged 30 years ago.

There are undoubtedly people who want to liberalize the Iranian regime. They are to be found among the professional classes in Tehran, as well as among students. Many speak English, making them accessible to the touring journalists, diplomats and intelligence people who pass through. They are the ones who can speak to Westerners, and they are the ones willing to speak to Westerners. And these people give Westerners a wildly distorted view of Iran. They can create the impression that a fantastic liberalization is at hand — but not when you realize that iPod-owning Anglophones are not exactly the majority in Iran….

Ahmadinejad enjoys widespread popularity. He doesn’t speak to the issues that matter to the urban professionals, namely, the economy and liberalization. But Ahmadinejad speaks to three fundamental issues that accord with the rest of the country.

First, Ahmadinejad speaks of piety. Among vast swathes of Iranian society, the willingness to speak unaffectedly about religion is crucial. Though it may be difficult for Americans and Europeans [at least their elite classes—Joel] to believe, there are people in the world to whom economic progress is not of the essence; people who want to maintain their communities as they are and live the way their grandparents lived. These are people who see modernization — whether from the shah or Mousavi — as unattractive. They forgive Ahmadinejad his economic failures.

Second, Ahmadinejad speaks of corruption. There is a sense in the countryside that the ayatollahs — who enjoy enormous wealth and power, and often have lifestyles that reflect this — have corrupted the Islamic Revolution. Ahmadinejad is disliked by many of the religious elite precisely because he has systematically raised the corruption issue, which resonates in the countryside.

Third, Ahmadinejad is a spokesman for Iranian national security, a tremendously popular stance. It must always be remembered that Iran fought a war with Iraq in the 1980s that lasted eight years, cost untold lives and suffering, and effectively ended in its defeat. Iranians, particularly the poor, experienced this war on an intimate level. They fought in the war, and lost husbands and sons in it. As in other countries, memories of a lost war don’t necessarily delegitimize the regime. Rather, they can generate hopes for a resurgent Iran, thus validating the sacrifices made in that war — something Ahmadinejad taps into. By arguing that Iran should not back down but become a major power, he speaks to the veterans and their families, who want something positive to emerge from all their sacrifices in the war….

Western democracies assume that publics will elect liberals who will protect their rights. In reality, it’s a more complicated world. Hitler is the classic example of someone who came to power constitutionally, and then preceded to gut the constitution. Similarly, Ahmadinejad’s victory is a triumph of both democracy and repression….

What we have now are two presidents in a politically secure position, something that normally forms a basis for negotiations. The problem is that it is not clear what the Iranians are prepared to negotiate on, nor is it clear what the Americans are prepared to give the Iranians to induce them to negotiate. Iran wants greater influence in Iraq and its role as a regional leader acknowledged, something the United States doesn’t want to give them. The United States wants an end to the Iranian nuclear program, which Iran doesn’t want to give.

I suspect he’s right, unfortunately. And that’s why I don’t put much stock in analysis by either international media twits or high-flying professional diplomats, both of whom tend to talk too much with fellow elites, and then just repeat what they hear, as if their interlocutors deserve to speak for everyone else. (I’m waiting for a noncomprehending elitist like Thomas Frank to write What’s the Matter with Iran?)

UPDATE (in response to comments on my Blogger blog): A whole lot of people who are already fairly well off seem to be quite willing to trade economic progress for social justice or traditional values or some set of religious or ideological goals, especially if other, ideologically offensive people take the biggest economic hit, not themselves. And political leaders who haven’t a clue about how to achieve economic progress are only too willing to pander to those other values to stay in power, not just in Iran.

Friedman mentions the high likelihood of electoral fraud, but seems to think it didn’t make the crucial difference. Perhaps he now realizes he underestimated the fraud and is backtracking in his latest analyses.

When I look at the results of the 1979 revolution in Iran, the 1989 counterrevolt in China, and the fate of so many revolutions that only led to devolution and repression, I find it hard to be optimistic. When the dust settles (without too much blood in it, I hope), the liberal internationalists we’re all so fond of will not be the ones in control. It’ll be either the same old corrupt clergy of the revolutionary generation (perhaps with a more human face), or the bizarre new populist nationalists of the war generation.

Finally, one also has to ask, Who does Friedman listen to? The same types of status-quo-favoring spooks who failed to predict the collapse of the Soviet empire in 1989?

Flogging the Vote in Tehran, 2001

Since the middle of the summer of 2001, Tehran had witnessed a baffling revival in the practice of public flogging, a form of punishment prescribed by Islamic sharia (criminal law) but abandoned by the Islamic Republic for over two decades. In the parks and squares of the capital, young people found guilty of petty social offenses like drinking alcohol, attending parties, and selling pornography were being rounded up every few days and lashed before crowds in busy squares.

The Tehran police released a statement meant to explain: “Regarding the spread of decadent Western culture in the society, police have seriously risen up against the propagators of corruption.” The corruption described included: shop owners selling pets such as dogs and monkeys; clothes bearing pictures of Western movie and rock stars; coffee shops serving women dressed immodestly and wearing heavy makeup; malls playing “illegal” music; and shops that displayed women’s underwear or nude mannequins in their windows.

The head of the judiciary declared “an all-out fight against social vices” and said “the people” had thanked the judiciary for carrying out the punishments. Both the police and the judiciary were run by hard-liners, while the Interior Ministry, which was loyal to President Khatami, publicly opposed the floggings. The standoff illustrated how the Islamic Republic worked, or more aptly, did not work: one powerful semi-official body implementing a policy that another sphere of government opposed and tried to obstruct.

Privately, reformists said Islamic criminal law, with its seventh-century origins and arcane punishments such as stoning and lashings, should be abolished. But discarding Islamic law would definitively secularize Iran. What sort of Islamic Republic, after all, could be run without Islamic legal codes? How else could Shiite clerics justify their divine right to govern without religious law?

The hard-liners were anticipating the upcoming presidential election and feared massive voter turnout, which would bolster Khatami—the bee in their turban—with a second popular mandate to carry forward reform. Somewhere in some dusty, dirty-carpeted room in Qom, some wily hard-liner understood the psychology of electoral politics. Television attack ads—or in this case, public floggings—disgusted voters enough to keep them at home. Khatami’s opponents staged such spectacles to discourage fence sitters, already unsure whether to support a maimed-duck president, from voting.

In the weeks that followed, the lashings sparked an open debate about the role Islamic law should play in modern society—a crucial and thorny question many Muslim societies are facing today. On many important issues in Islamic law—like stoning as punishment for adultery, or the killing of apostates, or a woman’s blood money equaling half a man’s—the Koran is largely silent. Historical records of the Prophet Mohammad’s teachings, called hadith, offer some guidance, but because they are open to interpretation, the calculations depend on the philosophical and moral worldview of clerics. A skillful cleric can convincingly argue that a given punishment, like stoning, should be abolished, or upheld. Purely in theological terms, it can be argued either way.

The progressive clerics in the reform movement searched for a way out of the impasse. They argued that since Islam is silent about 95 percent of the matters people face in daily life, people should be free to determine their own behavior, adjusting to the changing times. But the hard-liners interpreted this domain of the 95 percent as their own, a chance to shape society in their own image, by prescribing rules by fatwa. This debate, obscure as it may sound, was the basis for the political battle over the Islamic Republic’s soul, if not the role of Islam itself in modern life: In the realm of the Koran’s silence, are people free, or subject to the fatwa of clerics?

While the debate was significant—unique in a region that as a rule stifled candid talk on sensitive religious issues—it couldn’t have mattered less to ordinary Iranians. They were light years ahead of such conversations (the need for secularism being as obvious to them as the blue of the sky), and it only irritated them to watch the country’s rulers engage in esoteric theological bickering.

Young people were busy launching weblogs (by 2003, Iran ranked number three in the world in number of weblogs); intellectuals were writing innovative, sparkling satire, graphic designers were creating websites for the West. Their interest was turning intensely outward, to the world of ideas outside, and they didn’t have the patience for this conversation among men of religion.

Although the reform movement had a far more intimate sense of people’s actual desires than the conservative clergy, its leaders were still disconnected. They made the same miscalculation that the conservatives had, and it was ultimately this that cost them people’s support. They assumed people would always back them, simply because there was no better alternative. In a competition between violent, fundamentalist ayatollahs, and religious-minded moderates, surely the Iranian people would choose the latter. For a couple of years this logic held, but as the regime stayed the same, and as it became more and more apparent that official change would be slow and undetectable, the distinction between religious conservatives and religious moderates (both functionaries of a dinosaur regime) ceased to matter at all.

They’re all the same, complained student activists who had once passionately delineated their difference. In the end, reformists and conservatives had more in common politically with each other than with ordinary Iranians. The gulf between a mullah and an Iranian civilian was far wider than between a mullah and a reformist.

That much became clear when I began reading the daily newspapers in earnest. Each day I had to skim at least ten, because the political cliques that lined the spectrum from hard-Iine to reformist each had their own mouthpiece. They included the Super-fundamentalist But Non-Violent Clerics of Qom; the Pragmatic Anti-U.S., Pro-Europe Technocrat Hard-liners; the Fascist Anti-Western Hard-liners Prone to Assassinations; the Classical Anti-Western, Pacifist Clerics; and the Society of Combative Clerics, not to be confused with the Society of Clerical Combatants.

These factions had risen up together through the ranks of the Revolution, studied together at the feet of the Ayatollah Khomeini, ordered executions and then dined on chelo-kabob. They were the architects of this system, and now they were bickering over its structure and its spoils. “Reformist” and “conservative” were the labels they used when fighting amongst themselves—and though they fought each other like cats, they still considered themselves khodi (insiders) and everyone else gheir-khodi (outsiders).

An Elite Birthday Party in Tehran

Other than the steady stream of cars that silently pulled up to the Kermanis’ front door, there was no indication of the scene transpiring inside the darkened house. For their daughter Leila’s seventeenth birthday, the Kermanis were throwing a “mixed party,” which meant both boys and girls would attend and dance together to Western music, both activities officially banned by the regime.

Inside, the atmosphere was more Japanese hostess bar than a teenager’s birthday party: a disco ball flashed against the walls, as erotically dressed girls and bored-looking young men prowled about self-consciously, oppressed by the pressure to have wild, illicit fun. Staging and attending such an event involved such elaborate subterfuge that nothing less would do. Leila worked the room in a white halter top that glowed in the flashing strobe light, trying unsuccessfully to lighten the edgy mood.

Everyone scanned the room furtively, carefully blase, holding distracted conversations. The heels were high, the skirts short, and the corners dark. In shadowy corners, shots were taken, hash was smoked. A Toni Braxton song came on, filling the makeshift dance floor with couples swaying in close embrace—an intimacy out of place in an Iranian family home, especially with Mrs. Kermani yards away in the kitchen, clucking orders to the maid preparing birthday cake. Toni Braxton went over well. So well that the song, “Unbreak My Heart,” was played three more times, and each time, the embraces got a little tighter.

I, spinster chaperone, sat in the kitchen with Mrs. Kermani, who cast forlorn, helpless glances at the spectacle in her living room. I don’t know what’s wrong with these kids, she sighed. Poor Mrs. Kermani. Five years ago, she had fretted over raising a daughter in a grim, socially oppressive society. Now, she seemed aware that social permissiveness carried its own knot of worries—strained sexual relations, drinking and drugs, a new range of emotional pitfalls. When I was a teenager, we would dance all night, she mused, fiddling with the stack of dessert forks. They’re dancing, just slow dancing, I said. She gave me the Iranian parental your-generation-is-weird look, and I gave her the your-generation-made-the-revolution look.

Around midnight, Mrs. Kermani began finding quiet rooms where worried parents could be pacified on the phone. While she called taxis, the girls scrambled to pull pants under their miniskirts. The cloakroom was strewn with slipdresses, for coming, and veils and roopoosh, for going. Leila looked exhausted; she didn’t sparkle or preen, as she might have, given that she was beautiful and young, that it was her birthday, and that she had just presided over the most glamorous party of the season. As she shut the door, a girl in five-inch heels traipsing toward a waiting car turned her head back, and cried “Happy moharram!” in a tinny voice.

Three years ago, parties such as this were unthinkable. President Khatami’s election made them commonplace. Elite Tehranis threw parties where waiters in starched white shirts circulated cocktails in gleaming crystal. Less status-conscious Iranians gathered as frequently, though they drank homemade vodka instead and were comfortable sitting on cushions. Everyone celebrated this newfound freedom in whatever way made sense to their lives. Trendy teenagers hung disco balls over their parties. Shiny, exposed, pedicured toes. Political arguments in the backseats of taxis. Young families picnicking with music in the Alborz foothills. Small freedoms, admittedly, that appeared inconsequential from the outside, but here they were felt deeply. They were the difference between suffocating, and breathing very, very heavily.

As Kimia and I drove home that night, careening down the wide expressway that connected north Tehran to downtown, I wondered how many more of such parties I could stand. All the laconic airs, the premeditated exposure of so much flesh. It hadn’t been a birthday party so much as a pushing and shoving match with the Islamic Republic; a cultural rebellion waged indoors against the regime’s rigid codes of behavior. Those codes banned young men and women from interacting casually together, attending soccer matches, studying at the library.

When they were finally permitted a few free hours in each other’s company, they scarcely knew what to do, or how to behave. They had never developed a sense of what normal behavior between the sexes looked like; not only were they lacking a template, they found the prospect of normality unsatisfying. Instead, they sought to contrast the oppressive morality outside with amplified decadence behind closed doors, staking out their personal lives as the one realm in which they could define their individuality, and exercise their free will. The realm where the system tried to intrude, but ultimately could not control. The Islamic Republic does not control me; see it in the layers of makeup I apply to my face, the tightness of my jeans, the wantonness of my sex life, the Ecstasy I drop.

Reporting from a Land of Lecherous Clerics

My father had taught me that clerics were lazy; more specifically, that they were unsuited to run a country because their work kept them in seminaries, sipping tea in robes, and that sort of languid profession did not lend itself to the more challenging task of administering a government. Convinced their worst sin was sloth, I had not assumed they were equally lecherous. One really could not have a proper conversation with a cleric. They were absurd. A one-hour interview with a mullah inevitably cycled like so:

First fifteen minutes: Gaze averted, stares at own feet, wall, space, anywhere but two-foot radius around opposing female.

Second fifteen minutes: Slowly casts glances in direction of head and talking voice.

Third fifteen minutes: Makes eye contact and conducts normal conversation.

Last fifteen minutes: Begins making googooly eyes, smiling in impious fashion, and requesting one’s mobile phone number.

I didn’t understand why they did this with me, since they are supposed to favor round women and fair women, and I was neither. Some actually complained about this, with mock concern for my health (“Miss Moaveni, have you been ill? You’ve lost so much weight. … Don’t you like Iranian food?”). How they could detect a body underneath the billowing tent I wore, let alone its fluctuations, was beyond me. I asked Khaleh Farzi, who explained that clerics had x-ray vision. That was why they didn’t mind keeping women veiled.

It was only over time, after repeated exposure to womanizing clerics, clerics who stole from the state and built financial empires, who ordered assassinations like gangsters, who gave Friday sermons attacking poodles, that I came to understand the virulence of my father and my uncle’s hate for the Iranian clergy. Perhaps their flaws were no greater than those of ordinary mortals, but ordinary mortals did not claim divine right to rule, ineptly, over seventy million people. As the gravity of the Islamic Republic’s hypocrisy revealed itself, I came to the slow, shocking realization that Iranian society was sick. Not in a facetious, sloganny way, exaggerating the extent of culture wars and social tensions, but truly sick. The Iran I had found was spiritually and psychologically wrecked, and it was appalling.

I doubt a thoroughly secular state would be much better if it suffered under the political hegemony of, say, its professors of literature or philosophy (or linguistics, to pick on my own field).
