Caribbean Population & Demographics

The size of the region’s indigenous population at the time of European contact is not known. Spanish chroniclers estimated the population at 1 million, but modern anthropologists argue that the numbers were much higher, between 6 and 12 million, with large populations on Hispaniola, Puerto Rico, and Jamaica. Tragically, these peoples and their societies were decimated within a few decades of contact, by Old World diseases, slave labor, emigration, and suicide. However, recent mitochondrial DNA studies of present populations have revealed a high Native American contribution, which suggests extensive sexual encounters between Spanish men and native women during the conquest period. Several thousand descendants of the Caribs still live on the island of Dominica, while “Black Caribs,” people of mixed Carib, African, and Taino descent, live in northern St. Vincent. The mountainous volcanic island of St. Vincent was so successfully defended by the Caribs that it was one of the last of the Lesser Antilles to be colonized. After their defeat by the British, several thousand Black Caribs were deported in 1797 to an island off the coast of Honduras. Their descendants eventually settled on the Caribbean coast of Central America between Belize and Nicaragua, where they created a distinctive Garifuna culture.

The insular nature of the Caribbean region is significant because islands provided opportunities for colonial powers to establish defensible colonies during periods of intense European rivalry and warfare. Neighboring islands belonging to different colonial powers had little contact with each other, so despite their common histories, islands acquired some of the distinctive cultural traits of their colonists’ mother countries, especially with respect to language and styles of governance—a legacy that has contributed to the cultural diversity of the region today.

Caribbean populations increased significantly under slavery, when more than four million people were brought from Africa, dramatically shaping the future ethnic composition of the population. A second important wave of immigration took place in the decades after emancipation, when large numbers of indentured laborers were brought from Asia to alleviate labor shortages on the plantations. Between 1835 and 1917, almost 700,000 workers arrived from British India and another 150,000 came from China, primarily into Trinidad and British Guiana, while approximately 50,000 from the Dutch East Indies (mainly Java) settled in Suriname. After completing their indentured service, many laborers stayed on, encouraged by land grants and prospects for economic advancement, further enriching the cultural diversity of Caribbean societies. Today, people of East Indian descent form the largest ethnic group in Trinidad and Guyana (formerly British Guiana). Tens of thousands of Western Europeans (mostly Spaniards) also arrived in the Hispanophone Caribbean during the 19th and 20th centuries.

By 1960 the Caribbean population had reached 17 million, and it has since more than doubled to 40 million. Cuba, the largest island, has 11 million people, and the Greater Antilles together account for more than 90% of the region’s total. In terms of language groupings, about 64% of the people live in the Spanish-speaking countries (Cuba, the Dominican Republic, and Puerto Rico) and 22% live in French-speaking territories (mainly Haiti). Only about 6 million people live in English-speaking countries, two-thirds of whom live in either Jamaica (2.7 million) or Trinidad and Tobago (1.4 million). Islands such as Antigua, St. Lucia, St. Vincent, and Grenada have populations between 100,000 and 200,000, while St. Kitts and Nevis has only 40,000.

Not surprisingly, population densities are high by international standards, with an average of 66 people per square mile. However, as with other demographic statistics, there is considerable variability from island to island. The highest population densities are in Barbados (1,663 per square mile), Aruba (1,479), and Puerto Rico (1,115), while the lowest are in the Bahamas (60) and the Turks and Caicos Islands (127). The population densities are even lower in continental French Guiana (3), Suriname (7), and Guyana (10) because their populations are geographically concentrated in the lowland coastal areas, while the interior rainforests and savannas are relatively unpopulated.

Chinese Under Vietnamese Dynasties

When Vietnam became independent of its Chinese colonial masters in AD 938 and power was consolidated by the Ly dynasty (AD 1009-1225), the issue of the ethnic Chinese as a resident community of foreign nationals and how they are to be treated arose. Thus began a form of assimilation policy. During the reign of the Ly’s and the the subsequent Tran dynasty (AD 1226-1400), the us of ethnic Chinese scholars and officials in leading administra­tive position was advocated. But this applied to only those Chinese who had chosen to settle permanently in Vietnam. Those who retained their migrant status could not even travel without permission from the local authorities.

During the Later Le dynasty (AD 1428-1592) and under the rule of the Trinh lords in the north up till AD 1788, assimilation and surveillance of the Chinese community intensified. The Chinese had to abide by Vietnamese laws, conform with Vietnamese customs and traditions, even to the extent of dressing the Vietnamese way. Chinese immigrants were not free to travel within Dai Viet (Great Viet, the name of the country then), particularly in the vicinity of Thang Long, the country’s capital. The more stringent Vietnamese  attitude towards the Chinese community was because the Le’s reign came as a result of having defeated the occupied force of China’s Ming dynasty. The Chinese army had earlier entered Vietnam on the pretext of helping the then Tran emperor to quell a rebellion. They stayed on for twenty years (AD  1407-1427).

This was how assimilation gradually proceeded over the centuries. However, as mentioned above, new waves of migrants in the later part of the seventeenth century strengthened the identity of the Chinese community. It was not just a question of numbers. A new factor had also emerged to raise the socio-economic status of the Chinese. That was the growing importance of international commerce as more Western powers started to make their appearances in this part of the world in the seventeenth century. To understand the extent of Chinese participation in this important trade, let us look at some of these trading centres.

As mentioned earlier, small Chinatowns started to emerge in almost every main city and in various important economic centres in Vietnam around this time. Examples would include Pho Hien, Hoi An (then known by foreigners as Faifo), Phien Tran (today’s Gia Dinh), Tran Bien (today’s Bien Hoa), Cholon, and Ha Tien. Pho Hien, located in the centre of the Red River plain in the north, came into being in the thirteenth century. Due to the thriving business in the beginning of the seventeenth century, more Chinese, Japanese, and Europeans were attracted to this town. The Dutch East India Company sent a trade representative there in AD 1637. The English East India Company also established an office there in AD 1672. Unlike the European and the Japanese, Chinese merchants not only traded, but also par­ticipated in the production of black incense, alum sugar, sedge mat, Chinese medicinal herbs.

The old town of Hoi An, 26 km north of Danang, was reputedly the most busy trading port of Vietnam from the sixteenth to eighteenth centuries. Its rise was mainly owing to foreign merchants, especially Chinese and Japanese, who controlled the external trade since native Vietnamese were not active in the seafaring business. European traders who called at this port in the seventeenth century related that Hoi An town had two special quarters: one Chinese and other Japanese, with each ruled by a Vietnamese governor.

According to Le Qui Don, a renowned historian of that time,  commerce and handicraft were the two main livelihoods of Hoi An’s Chinese residents. They bought brass utensils transported there by European vessels and resold them in their own quarters. The seven-month long trading season began approximately  with each new year and the natives would bring their prod­ucts here for sale, things such as raw and processed silk, various kinds of wood and spices, and rice. Vessels from China arrived loaded with porcelain, paper, tea, silver bars, arms, sulphur, saltpeter, lead, and lead oxide. According to another source of history, the amount of gold extracted in South Vietnam was mainly for export. Chinese merchants from Hoi An bought over this volume to export. Gold, which was reserved entirely for export, was monopolized by the Chinese merchants of the town. Historic documents stated that by the eighteenth century (AD 1714), Chinese merchants of Hoi An established the Sea Trading Association. This was probably the first in stance of institution-building by the Chinese migrants. There were in AD 1768 nearly 6,000 Chinese, most of whom were engaged in trading.

Chinese-dominated trading centres have their ups and downs, a result of political changes within Vietnam and the Chinese community’s relationship with the ruling powers of the time. This relationship and the status of the community was sometimes a function of state-to-state relations between China and Vietnam. Cholon, which is today still famous as a hub of Chi­nese economic activities, was one such example. It began as a small settlement of villages 5 km. from Saigon, born of the Tay Son rebellion, which began in the early 1760s and ended with its leaders taking over the whole country in AD 1788. In order to escape the ravages of the Tay Son uprising, in AD 1778 a group of Chinese moved from their settlement in Tran Bien (today’s Bien Hoa), northeast of Saigon, to a place that came to be known as Cholon (today’s districts 5 and 6 of Ho Chi Minh City), southwest of Saigon. This land was given to them by Le Van Duyet, the lord of that area and who was opposed to the Tay Son rebels. In AD 1792, during the reign of Tay Son, there was a massacre of the Chinese in Cholon.

There were explanations to account for the Tay Son period, both dur­ing their uprising and when they were in power, this being a difficult time for the ethnic Chinese. The latter were on the wrong side since they were generally supportive of the Nguyen lords, the corrupt ruling order which the Tay Son leaders were seeking to overthrow. The Nguyen lords, and the imperial court at Hue that they controlled, had allowed Chinese migrants into the country and to prosper in their business. This effete regime was also heavily steeped in Confucianism and patterned on the Chinese imperial court, influences which the Tay Son leaders sought to remove. Furthermore, the Tay Son rebellion took its roots from widespread peasant discontent and the Chinese, a distinctive urban elite, were therefore a natural target. Finally, the Nguyen lords called on the assistance of the Qing emperor in China to help fight the rebels, and in AD  1788 an army from China invaded. It was defeated, however, but it must have added to anti-Chinese feelings within the Tay Son movement.

In AD 1802 the Tay Son dynasty was toppled by Nguyen Anh, one of the last Nguyen lords. Nguyen Anh then established the Nguyen dynasty, declared himself Emperor Gia Long, and reverted to a Confucian orthodoxy patterned after the Qing court in China. Chinese business activities flourished under the Nguyens. By the time the French acquired South Vietnam as a colony of Cochinchina in AD 1867, Cholon had 500 tiled houses, two man-made canals, and five bridges under construction, including one of iron. The quay along the Arroyo Chinois was covered with warehouses and shipyards. In the centre of the town was placed a fountain of Chinese design, and the streets were lit by lamps using coconut oil.

The Nguyen rulers used Chinese merchants in the collection of taxes, encouraged them to set up shipyards to build boats and ships, allowed them to buy houses, acquire land, and foorm their own social and economic organizations. Historical records show that in some economic sectors, the Chinese were even more favored than the Vietnamese. They could, for example, build ships of any capacity while the Vietnamese were allowed to build only small ships. In the first half of the nineteenth century, the Nguyen court exempted new Chinese immigrants from all taxes in the first three years after their arrival. Such preferential treatment for the Chinese community helped them to expand their economic power. It also encouraged further immigration by the Chinese.

What was the motivation of the Nguyen court for encouraging the Chinese? First, the increasing wealth of the Chinese community served the interest of Vietnam’s ruling class. Officials got financial spinoffs from Chi­nese businesses. The Chinese also brought useful handicraft skills. There were also common strategic interests at that time as Asian countries were starting to experience the encroachment of Western imperial powers. For Vietnam, a bigger and stronger China next door may be useful to fend off Western powers.

Besides commerce, the Chinese in Vietnam were also actively involved in investment and mining. In the first half of the nineteenth century, the Chinese operated 124 mines in the North on lease. They recruited their own miners, mostly new arrivals from China. Materials extracted from these mines, such as iron and coal, were generally for export with a small propor­tion reserved as tax payment to the Vietnamese authorities. Despite measures by local authorities to restrict Chinese miners, their numbers rose to 700-800 at times. It was a general tendency then for successful Chinese mine formen to return to China or revert to trading after having reaped huge profits from mining. Even though Chinese mining entrepreneurs paid taxes to the royal court and also reinvested part of their earnings, the overall participation of the Chinese in mining represented a loss rather than a gain of capital for Vietnam. Chinese leasing of mines was subsequently prohibited by law when the French colonized the country.

Quaker Roles in Kindertransport

Shortly after Kristallnacht, Wilfrid Israel, a Jewish businessman and owner of Israel’s Department Store, one of the largest in Berlin, wrote to Bertha Bracey. Israel, a descendant of the first chief rabbi of Britain, Hermann Adler, was well connected—his friend Albert Einstein later said of Israel: “Never in my life have I come in contact with a being so noble, so strong and as selfless… a living work of art.”

Israel had already begun work to secure the release of Jews who had been arrested during the pogrom. He invited the commandant of Sachsenhausen, the concentration camp where Jewish men were being forced to accept the blame for Rath’s murder, to do his Christmas shopping at the store for free in exchange for the release of captives.

Now Israel wanted to organize the rescue of Jewish children up to the age of seventeen and find a way to send them to Britain. Israel knew that he needed the assistance of regional committees to quickly establish the machinery to realize such a plan, but British Jews were forbidden to visit Berlin. He had remained in contact with Bertha ever since they met in Nuremberg. Bertha was at her Euston office when she received the invitation from her old friend to visit him in Berlin.

The Quakers, a group that numbered just twenty-three thousand in Britain at the time, were permitted to travel freely to and from Nazi Germany. This generous attitude was the result of the group’s humanitarian work after the First World War, the so-called Quakerspeisung—Quaker feeding—a program that provided five million German children with food in the aftermath of the war and recession.

Many children who benefited from this philanthropic work grew up to become senior Nazi officers; the memory of the group’s benevolence remained clear across the nation and political divides. In 1936 a Nazi dictionary for children provided just three entries for church denominations: Protestanten, Katholische, and Quäker. The definition for Quäker identified the group as having “sacrificially cared for destitute children in Germany after the Great War.” As a result, the Nazi regime allowed the Quakers to continue their philanthropic work relatively unimpeded.

In the days after Kristallnacht, Bertha traveled to Berlin with a delegation of five colleagues to confer with Wilfrid Israel as to how they might, with the utmost urgency, evacuate children to Britain. When she arrived, Bertha attempted to keep her presence in the city secret, fearing that German Quakers living in the city might experience reprisals were the group’s plans exposed. These plans, first suggested by the German Jewish social worker and refugee activist Solomon Adler-Rudel and devised in collaboration with the Jewish Refugees Committee, were a masterpiece of collaboration and international organization.

Vulnerable German children up to the age of seventeen would take a train from Germany to the Netherlands, which, the day after Kristallnacht, had agreed to allow temporary residence to an unlimited number of German and Austrian children. From Holland, they would take the ferry to Britain, to be accepted into the home of a willing family. There would be unimaginable pain as children were parted from their parents, not knowing when or if they would again meet, but the plan seemed preferable to any alternative. As she returned to Britain, Bertha knew that without the backing of the British government—which would need to issue the immigration permits—it would come to naught.

Prime Minister Neville Chamberlain was torn on how his government should respond to current events. As news from Germany spread, the prevailing tide of public opinion had shifted; national anxieties about asylum seekers were, it seemed, matched and even surpassed by the urge to demonstrate compassion on the international stage. Outrage had finally grown to the monstrous proportions necessary for action.

Chamberlain told the House of Commons that his government would consider “any possible way by which we can help these people.” An “open doors” policy was out of the question, however, not least because of fears that refugees might compete for jobs at a time of high unemployment. Even prominent Jewish representatives appeared to oppose the large-scale admission of Jews, seemingly afraid of agitating anti-Semitism in Britain.

Four days after the attacks, a meeting of the Cabinet Committee on Foreign Policy discussed possible responses. The home secretary, Sir Samuel Hoare, who was from a Quaker family, suggested that part of the British annual quota of sixty thousand immigrants—of which only about a quarter had currently been used—might be earmarked for German Jews suffering from Nazi oppression. The previous September, Winston Churchill had written an open letter in the Evening Standard imploring Hitler to cease his persecution of Jews; now he suggested settling refugees in a colony such as British Guiana. The discussion ended without resolution.

On the morning of November 21, eleven days after the violence of Kristallnacht, Bertha Bracey met the home secretary, accompanied by five other humanitarian representatives. Among them was Ben Greene, who had returned from a trip to Germany only that morning. The members of this interfaith group, called the Movement for the Care of Children from Germany, outlined a plan that, Hoare soon realized, might represent precisely the kind of grand gesture that the British public required.

At first, Hoare expressed some doubt that any parents would willingly send their child alone to a foreign country, to live with strangers. Greene explained that, while he was in Berlin, he had put the same question to Jewish families in person.

“They were,” Greene told the politician, “almost unanimously in favor of parting with their children.” Better to assume the risks of their children going to a foreign country, most parents had told him, than keep them to face the capricious dangers at home.

Moved by Bertha’s tragic descriptions of Berlin, challenged by her display of Quaker faith in action, and no doubt inspired by what seemed like a public relations coup, Hoare at last committed to a course of action. Provided they had a guarantor to offer food, shelter, and the cost of a ticket home, “transmigrant” children, as they were to be known, would be welcome in Britain. Visas and alien cards would be waived in place of a new permit bearing the child’s name and those of his or her parents.

That evening Hoare made good on his promise. In a debate in the House of Commons he pledged that, while the refugee issue was “an international problem” that “no single country can hope to solve,” Britain was “prepared to play [its] full part. “I believe that we could find homes in this country for a very large number [of children] without any harm to our own population,” he continued. We shall, Hoare promised, “put no obstacle in the way of children coming here.”

There was much to be done. In addition to the logistical challenges involved in bringing unaccompanied minors across Europe, there was the issue of locating and vetting British families who could provide safe lodging. Ideally these individuals would be equipped to ease the children’s psychological turmoil at having been separated from their parents. Regional committees needed to be set up to enlist foster parents and organize accommodations.

Then there was the question of how—considering that the need vastly outstripped the provision—places would be allocated. Priority would be given to middle-class candidates, perceived to be likely to adapt most quickly to a new country, and—in a grim paralleling of the Nazi preference for Aryan-looking children—blond girls were favored, as potential British foster parents and guarantors were more inclined to choose them from photographs.

Dennis Cohen, chair of the Jewish Refugees Committee’s emigration department, and his wife left for Berlin on November 28, 1938, to finalize arrangements with the German government and consult with the welfare organizations responsible for making selections—the Reichsvertretung in Germany, and the Kultusgemeinde in Austria—from more than six hundred applications that had already arrived.

The children were to be brought out of Germany by various means, mainly train, but also by plane in some cases. The proposal was dubbed by the German Railway Authority as simply Kindertransport—the Children’s Transport.

The Nazis cooperated with the plan: so long as no money or valuables were removed from Germany, and the emigration was handled discreetly and with no cost to the state, the party voiced no objection to sending Jewish children to Britain. The SS organized extra carriages for the refugees to be attached to regular trains. The refugees would be accompanied by a minimum number of adult supervisors, around one adult per twenty-five children in the first instance. The British act of benevolence was also conditional: all young people accepted into the country were expected to have left Britain for a new country of asylum within two years, preferably one.

New Holland Becomes Australia

Increasingly, the continent of which New South Wales was part of became known as ‘Australia’ in official communications and documents. Captain Matthew Flinders was the first to adopt this name in the 1814 publication of his charts and journal of the exploratory voyage. The use of Australia for the colony rather than New South Wales first appeared in The Sydney Gazette in 1816. After that, the name ‘Australia’ was widely used. A year later, Governor Macquarie introduced it into his letters to the Colonial Office and on 21 Dec 1817, he recommended that henceforth the continent and colony be called ‘Australia’ rather than ‘New Holland’.

The first Australia Day celebration was held on 26 Jan 1818 to commemorate the 30th anniversary of the colony. The official celebration of this day paid tribute to Arthur Phillip ‘whose virtues and talents entitle him to the grateful remembrance of his Country, and to whose arduous exertions the present prosperous state of the Colony may chiefly be ascribed’. In recognition of the anniversary, a 30-gun salute was fired.

Cromwell, Coffee, and a Synagogue

Tulips, anemones and irises were not the only exotic commodities taking hold in Cromwell’s England, either. In 1657, a London jury prosecuted James Farr, a barber, ‘for making and selling a drink called coffee whereby in making the same he annoyeth his neighbours by evil smells’. Coffeeshops had appeared in Oxford in 1650, where it had been drunk in the university in the 1640s, and in London in 1652 (opened by an Armenian).

Far from being the international pariah it had been in 1649, England was now opening itself up to the world, with London the centre of a growing empire of trade and power. Cromwell’s most remarkable project, though, was to make England welcoming to the world’s Jews. In 1655, the chief rabbi of Amsterdam, Manasseh Ben Israel, had arrived in London. Lodging on the Strand, he was entertained by Cromwell, who agreed to try and facilitate the readmission of Jews to England, largely because he hoped to convert them and thus usher in the Second Coming. In the end, Cromwell was blocked by a combination of the self-interests of English merchants and the anti-Semitism of his political class. However, because the expulsion in 1290 had been by royal decree, Cromwell could use his Protectoral power to reassure Jewish representatives that they wouldn’t be prosecuted. The rabbi himself was given a state salary of £100 a year, a burial ground for Jews was purchased and a synagogue on Creechurch Lane became established from 1657, where it remains today, in the heart of the City.

Japan’s Defeat Hits Southeast Asia

Even many years after the war, Mustapha Hussein remembered his reaction when he heard that Japan had surrendered: “I cried.” A political radical in the former British colony of Malaya, he had hoped that the peninsula’s separatist movement would seize the opportunity and declare independence during the brief period that offered itself while Japan was fatally weak and the Allies had not yet declared victory. Now that Japan had formally capitulated, the reimposition of British rule was just a matter of time. The chance was wasted. “I regretted the matter deeply as Malaya would once again be colonized and gripped by Western power.”

Elsewhere in Southeast Asia, some activists did try to exploit the brief interregnum between Japan’s surrender and the arrival of the Western victors. In the East Indies on August 17, two days after the Japanese had accepted their defeat, the head of the separatist movement, Sukarno, declared independence, creating “an electrifying effect on the mass of Indonesians,” according to an observer. In Indochina two weeks later, on September 2, the day of the surrender ceremony on the USS Missouri in Tokyo Bay, the US-backed guerrilla leader Ho Chi Minh did the same for Vietnam. “Today we are determined to oppose the wicked schemes of the French imperialists, and we call upon the victorious Allies to recognize our freedom and independence,” he told a jubilant crowd in Hanoi.

Both attempts were squashed within weeks as the old imperialists returned, battered but determined to pick up where they had left off. It would seem that it was now back to colonial business as usual, and that the Western empires would be resurrected to their former grandeur. Nothing could be further from the truth. The European colonies, some dating back centuries, only returned for a brief interlude before evaporating forever. This also meant that the peace that was heralded by Hirohito’s speech in August 1945 was not peace at all, but more war by new means. This went for virtually all of Southeast Asia. For every society in the region except Thailand, the first two decades after the war that ended in 1945 brought new mass-scale violence, whether in the form of war, civil war, or revolution, or a combination of the three.

It came as completely unexpected to most Europeans. B. C. de Jonge, governor general of the Dutch East Indies in the 1930s, had confidently signaled that his country’s control of the Southeast Asian archipelago was essentially for eternity. “We have ruled here for 300 years with the whip and the club and we shall still be doing it in another 300 years,” he had said. In fact, counting from the time they returned to the East Indies in 1945 trying to reinstate their authority, the Dutch had only four years left as colonial masters. The Dutch had shown in 1941 that they could be beaten, fast and decisively, and the aura of superiority which had enabled them to control a country many times larger than their own was gone forever.

The genie of independence was out of the bottle, and it could not be put back in. Often it had horrifically violent results. Dirk Bogarde, the future actor, was on the island of Java with British forces and saw how Dutch internees, returning from the camps and trying to start their lives anew in their looted homes, often were murdered by frenzied mobs. In one instance, an elderly Dutch couple had been hacked to death in their small villa: “The woman… had put up a desperate fight, her hands shredded by the knives, her blood sprayed in elegant arcs across the tiled walls. The man lay face downwards in the sitting room, his balding head almost severed from his body.”

The inability of the Western colonial powers to deal efficiently with social problems that the colonized people, left to their own devices, had occasionally proven better at solving further contributed to the Western loss of prestige in the former colonies. An example was the famine in Indochina, which was alleviated after the French authorities had been ousted in the spring of 1945 and replaced with an indigenous regime propped up by the Japanese. Immediately after assuming power, the colony’s new rulers introduced new measures to reduce speculation on the pricing of scarce rice supplies while improving the transportation of grains to the hunger-stricken provinces. “Brutal measures that we ourselves would not have ventured to take bring a momentary abundance,” a French writer reluctantly acknowledged, adding that the people of Indochina “have come to think very seriously that they are ripe to be a great nation.”

This was only reinforced when the Japanese left and handed back Indochina to the Western powers. Despite the improvement made in the spring, the food situation quickly turned desperate again. “Hanoi with a population of 200,000 inhabitants is literally dying of hunger,” a foreign observer wrote. “The worst situation is that of feeding the infants.” This was only partly the result of Western mismanagement. More importantly, Indochina experienced devastating flooding, with river levels in Hanoi reaching a historical record, but the prestige of the colonial authorities suffered yet another blow.

As in the East Indies, a protracted guerrilla campaign followed in Indochina, fueled by the population’s thirst for independence, and French determination to hold onto its prized possession. If France let go of this “admirable balcony on the Pacific,” it would no longer be a great power, a leading French politician said. The result was long years of bloodshed which gradually evolved into a full-scale conventional war, and only ended with the withdrawal of the French colonial rulers and the division of Indochina into two in 1954.

French Yield to Mohawks, 1622

In 1622, desperate to put an end to the violence that disrupted the fur trade, the raison d’être of New France, Champlain yielded to Mohawk demands. The Dutch came to their own conclusions about Mohawk power around the same time, retreating from closer interactions; and Champlain, spotting an opening, extended a peace proposal to the Indian nation. The Mohawks accepted a treaty, which freed them to focus on their Native rivals. They attacked Montagnais towns in the Saint Lawrence Valley, securing the northern and western flanks of Iroquoia, the Iroquois homeland. In the south and east, Mohawks, the “Keepers of the Eastern Door,” moved to discipline the Dutch, who, placing profits before politics, had opened Fort Orange to Mahicans. By 1628, the Mahicans and the Dutch had seen enough. The Mahicans agreed to pay the Mohawks an annual tribute in wampum, and the Dutch resigned to placate the Iroquois League with goods. Mohawk sachems now controlled who was allowed to trade at the fort—whose guns, lead, and powder could make and unmake Indigenous regimes in the Northeast.

France’s support for its Native allies was not altruism; it was secured by a generous trade in beaver pelts and through the social alchemy of sharing. “The Beaver does everything perfectly well,” a Montagnais hunter declared, “making sport” of French traders. “It makes kettles, hatchets, swords, knives, bread; and, in short, it makes everything.” It is only a slight exaggeration to say that the beaver also made New France itself. In 1627 the colony was home to mere eighty-five people, yet its charter granted it all of North America, from Florida to the Arctic Circle. To prop up the colony, Cardinal Richelieu, the chief minister of King Louis XIII, established the Company of One Hundred Associates to facilitate immigration. Expectations were still modest. The company had to bring in fifteen hundred French “of both sexes” during the first ten years, or face heavy sanctions. It was clear that collaboration with the Indians through the beaver pelt trade would remain New France’s lifeline.

However, New France was also a religious and moral project that mobilized French officials, missionaries, and soldiers to make a concerted effort to enforce acceptable behavior. Marriage customs, especially polygyny, became a source of contention between Jesuits and Indians. For Native men, having multiple wives was essential as a mark of status, as well as insurance that they would produce more children who would contribute to the household’s prosperity and reputation. When French missionaries challenged Indigenous marriage arrangements, both Native women and men fought back fiercely. But large numbers of women—especially captured secondary wives—also sought relief from the grueling labor and lack of autonomy under authoritative and abusive husbands. For them and others, missionaries and Christianity could be useful: they could offer a different life.

In the early 1630s, New France, already inseparable from its network of Indian allies, encompassed an expanding domain around the Saint Lawrence Valley. French traders were reaching out to the Indians for their furs, and Jesuit friars were reaching out for their souls, entrenching the French in North America. In 1631, Champlain wrote a booklet on French and English colonization in the New World, stating that the English “do not deny us all New France and cannot question what the whole world has admitted.”

By the mid-seventeenth century, the colonies in Maine that had been founded by European powers were confined to the Atlantic coast below the Penobscot River, and most of those colonies were small and vulnerable. European maps were remarkably accurate when depicting coasts and rivers, but the rest of the continent remained terra incognita. The English, French, and Dutch colonies had not become launchpads for territorial expansion, and only the French had a plan for colonization—a plan that emphasized coexistence. All colonial powers simply struggled to survive. Rather than looking to the west for conquests, they looked to the east, toward their mother countries, for goods, weapons, and soldiers to keep them safe. The settlements were more footholds than full-fledged colonies. It is telling that the out-of-the-way Great Fishery was still the most lucrative of the European schemes, and it was a business venture, not a colony.

The Spanish Empire had instigated an early European surge consisting largely of ruthless pillaging, which was lucrative but not sustainable. It had not led to permanent possessions in North America. By 1600, the Spanish were seriously questioning their methods. More than a century of colonialism had merely scratched the surface of the Indigenous continent.

The Fox of the Mohegans

THE MOHEGAN SACHEM UNCAS SEEMED TO BE everywhere, shaping every major development in the borderlands between the colonists and the Indians. In 1626, at the age of thirty-six, he had forged a MoheganPequot alliance by marrying the daughter of Tatobem, the great sachem of the Pequots. Uncas accepted a subordinate role under the senior sachem, only to immediately challenge Pequot authority when Tatobem died in 1633. Uncas persuaded the Narragansetts to join him but struggled to challenge the supremacy of the Pequots, who had drawn the Dutch into their orbit. The Pequots banished Uncas to live among the Narragansetts. Stripped of followers, Uncas seemed to have exhausted his options. The Mohegan territory was shrinking rapidly, and he had but a handful of followers.

But then Uncas spotted an opening in the form of the new English colony of Connecticut. He approached the newcomers and established ties with the leading Puritans. He warned the colonists of an imminent Mohegan attack and earned their trust. When the English moved against the Pequots, Uncas supported the colonists, having become alienated from the haughty Pequots. When the Pequots were crushed, he adopted several survivors as newly born Mohegans. He was one of the crucial signers of the 1638 Treaty of Hartford, which dispossessed all the Indians who were not party to it. He promised to live in peace with the English; in return, the remaining Pequots would be divided between the Mohegans and the Narragansetts. It was at once revenge and an attempt at ethnic erasure. The treaty’s clause that the Pequots “shall no more be called Pequots but Narragansetts and Mohegans” was as much Uncas’s doing as it was that of the colonists. Acutely aware of their weakness in the midst of powerful Indigenous confederacies, the English expected the Mohegans and Narragansetts to punish the Pequots and “as soon as they can either bring the Chief Sachem of our late Enemies the Pequots that had the chief hand in killing the English to the said English or take off their heads.” When peace came, the English held more than three hundred Pequots captives. They carried many of them to the colony of Providence Island, near the Spanish-controlled Mosquito Island, trading them for African slaves. New Englanders did not want Pequots nearby.

With the Pequots utterly defeated, the Mohegans emerged as a major regional power. While maneuvering to marginalize the leading Narragansett sachem, Miantonomi, Uncas directed the English—apparently through misinformation—to move against the Narragansetts. In the mid-1640s, the English began to encroach on Narragansett lands. Uncas captured Miantonomi and turned him over to the English. The colonists sentenced the sachem to death and asked Uncas to execute the order. With a Puritan delegation witnessing, Uncas’s brother Wawequa sank a tomahawk in the sachem’s skull. The Narragansetts soon signed a peace treaty with the Connecticut Colony.

Uncas’s opportunistic diplomatic maneuvering and his ability to create and break alliances placed the colonists at a significant disadvantage in the contest for position and power. Uncas and his Mohegans endured endless colonial challenges, large and small—not just surviving as a people but controlling the world around them. Huddling in their small colonial enclaves, the English and Dutch were insular and powerless in comparison, managing little more than glimpses of the Indigenous politics that determined events and outcomes. The English thought they could regulate matters of war and peace in the New World, but more often than not, Indians steered them into fighting and financing Indian wars and facilitating truces and treaties with goods and gifts when the fighting stopped. The colonists—whether Spanish, French, English, or Dutch—could be arrogant and brutal, but the Indians had learned how to exploit them for their own purposes. Properly managed and manipulated, they could be useful.

Heydey of Dutch Wampum Trade

IMPERIAL RIVALRIES among the European powers exacerbated the tense situation in New England. More quietly than the Spanish, French, and English, the Dutch had entered the contest for North America in 1609, when Henry Hudson, having failed to find a sea route to China through North America, came to a river that still bears his name. When Dutch merchants arrived in the Hudson Valley in the 1610s, they realized it was a place of vast advantages. The Hudson was navigable for 160 miles into the interior, allowing access to bustling Native markets along the Saint Lawrence Valley and in the Great Lakes. Uninterested in converting and “civilizing” the Indians, the business-minded Dutch treated Indians as customers and trading partners.

The Dutch Indian policy was persistently practical. Dutch merchants quickly determined where the power lay and acted accordingly, forging close ties with the Mahican Nation, which dominated the interior trade. The Dutch built Fort Nassau in 1614 on the Hudson and, through the Mahicans, sold guns, powder, and iron tools across an enormous hinterland. In return, Fort Nassau was flooded with beaver pelts, North America’s most coveted commodity, making a fortune for the Dutch. The fort had only about four dozen employees, half of them traders and the other half soldiers. This kind of light colonialism was not exactly by design—Dutch imperial ambitions in Asia drew most of the available resources—but the relative modesty of their operations in North America would serve the Dutch well.

Dutch commercial prowess alarmed the English, triggering an unexpected imperial contest centered on processed clamshells. Clamshells were the raw material for wampum beads, which were sacred to many eastern Indians. They painted them with various colors and strung them into belts that were used in religious ceremonies, to proclaim social status, to stabilize border relations, and as mnemonic devices in relating traditional stories. Wampum also served as currency, and there the entrepreneurial Dutch merchants spotted an opportunity. They began to supply the coastal Indians with metal lathes that enabled them to manufacture wampum on an industrial scale. Native women could produce five to ten feet of wampum belt a day, and soon some three million monetized wampum beads were circulating in the Northeast, fueling an expanding exchange economy. Europeans had accepted a currency that a moment earlier meant next to nothing to them.

Struggling to enter into the lucrative wampum trade and to pay their European debts—building colonies was extremely expensive—the still fragile Puritan colonies approached the Wabanakis, who were expert mariners and trappers equally capable of producing great quantities of prime beaver pelts, swordfish, cod, or right whales. Living far to the north of the main clamshell-farming area, Wabanakis were eager for access to wampum; the Puritans began to demand it from their Native neighbors to buy Wabanaki furs. Their methods were harsh, ranging from naked extortion to thinly disguised tribute payments. New Englanders and the Dutch began using wampum belts as currency in their internal trade. In 1637, the Massachusetts General Court declared wampum legal tender, exchangeable for shillings and pennies. Weetamoo, a saunkskwa—female sachem—of the Pocasset people of the Wampanoag Confederacy, relied almost exclusively on wampum in her expansive diplomacy with colonists. It was a precarious dynamic, and the Wabanakis began to carefully consider the extent to which they should engage with the Indians in the interior. For them the interior was a terrifying place where the contest over territory unbalanced the world. The amphibious Mi’kmaqs, not the English, were their most dangerous neighbors. Mi’kmaqs traded with Europeans, accumulating guns and powder and projecting their power deep into the interior and far out into the sea, securing a near monopoly on fisheries and other maritime resources around the Saint Lawrence Bay. They became the foremost maritime power along the Northeast Coast. In their slipstream, the Wabanakis extended their operations in the Saint Lawrence Valley and New France, unnerving New England traders and officials.

Dutch-British Swap in the Gold Coast

The Dutch had first traded on the Gold Coast in 1580 and in 1637 they had attacked the castle at Elmina and seized it from the Portuguese. From Elmina the Dutch continued the slave trade begun by its former owners and developed a strong relationship with both the king of Elmina, who controlled the surrounding lands, as well as the Asantes who supplied the Dutch with slaves in exchange for European goods and weapons. The king of Elmina had secured a supportive relationship with the Asantes over the years, which was based on trade and a mutual distrust of the British. The people of Elmina traded fish and salt to their immediate neighbours, in exchange for food stuffs, such as maize and cassava, as well as cattle. There was also an important trade with much of the Akan hinterland, including the Asante, in which the traders of Elmina exchanged goods, such as cotton cloth, leather goods, powder, ammunition and weapons for palm oil, food stuffs, animal skins and slaves.

Over the following centuries, the Dutch, working alongside Elmina traders, very much concentrated their efforts on economic activity. Although the abolition of slavery severely limited the trade in human cargo, it did not eradicate it and the Dutch continued to play a part in this trade, but not in such an overt manner as before. The Dutch maintained a neutrality in conflicts between the Asante nation and the British and their native allies and this can be partly explained by the fact that the Asantes, through conquest, held the ‘Notes’ to Elmina Castle and the Dutch would pay a yearly rent to the court at Kumasi in return for good relations between the two. Yet, this placid relationship was to alter as the nature of trade changed throughout the nineteenth century. The Dutch found it more and more difficult to make their economic activities along the Gold Coast financially viable and in the 1860s they began to negotiate with the British as to how both countries could benefit by working together.

In March 1867, in the hope of introducing and operating an effective tariff along the whole of the Gold Coast, and to reduce budgetary losses, the Dutch and the British agreed to consolidate their trading interests into two blocks. Elmina was used as the dividing line and the British took the area to the east and the Dutch to the west of the castle. In true imperial style, neither country gave any thought as to how the local population might react to a change in governance and none of the local chiefs were consulted. The treaty came into effect on 1 January 1868 and in its terms the British handed over control of the forts and trading posts of Apollonia, Dixcove, Sekondi and Kommenda and in return gained Dutch Accra, Moree, Apam and Kormantine. Crucially, the British also relinquished to the Dutch the protectorate over the peoples of Eastern and Western Wassa, Apollonia and Denkyira.
