Prussian Reactions to the French Revolution

Tensions between the two German rivals had risen steadily during the 1780s. In 1785, Frederick II had taken charge of a coalition of German princes opposed to the annexation of Bavaria by the Habsburg Emperor Joseph II. In 1788, the Emperor had gone to war against the Turks, prompting fears that massive Habsburg acquisitions in the Balkans would give Austria the upper hand over her Prussian rival. But in the summer and autumn of 1789, as Austrian forces pushed back the armies of Sultan Selim III, a chain of revolts broke out across the peripheral territories of the Habsburg crown – Belgium, Tyrol, Galicia, Lombardy and Hungary. Frederick William II, a vain and impulsive man who was determined to live up to the reputation of his illustrious uncle, did his best to exploit the discomfort of the Austrians. The Belgians were encouraged to secede from Habsburg rule and the Hungarian dissidents were urged to rise up against Vienna – there was even talk of an independent Hungarian monarchy to be ruled by a Prussian prince.

Seen against this background, the revolution in France was welcome news, for there was good reason to hope that a new, ‘revolutionary’ French administration would put an end to the Franco-Austrian alliance. As the Prussians well knew, the alliance – along with its dynastic personification, Queen Marie Antoinette – was deeply unpopular with the Austrophobe patriots of the revolutionary movement. Berlin therefore courted the various revolutionary parties in the hope of building an anti-Habsburg ‘party’ in Paris. The aim was to reverse the diplomatic realignment of 1756, isolate Austria, and put an end to the expansionist plans of Joseph II. When a fully fledged revolution broke out in the prince-bishopric of Liège, a strip of territory right in the middle of Belgium, the Prussians supported the rebels there too, in the hope that the upheaval would spread to the adjacent Austrian-controlled areas.

There was also an ideological dimension to this tentative support for revolutionary upheaval. In 1789, a number of the leading Prussian policy-makers, including the minister responsible for foreign affairs, Count Hertzberg – were personally sympathetic to the aspirations of the revolutionaries. Hertzberg was a man of the enlightenment who deplored the incompetent despotism of the Bourbons in France. He saw Prussian support for the insurrection in Liège as entirely in keeping with the kingdom’s ‘liberal principles’. The envoy entrusted with handling Prussia’s affairs in the prince-bishopric, Christian Wilhelm von Dohm, was an enlightened official and intellectual (not to mention author of the famous tract supporting the emancipation of the Jews); he was a critic of the episcopal regime in Liège and favoured a progressive, constitutional solution to the dispute between the prince-bishop and the insurrectionists of the Third Estate.

It was above all the threat of a Prussian-backed revolution in Hungary that persuaded Joseph’s successor, Leopold II, to seek an understanding with Prussia. Leopold, a wise and temperate figure, saw at once the folly of pursuing new conquests in the Ottoman Balkans while his hereditary possessions disintegrated behind his back. In March 1790, he despatched a friendly letter to Berlin, opening the door for the negotiations that culminated in the Convention of Reichenbach of 27 July 1790. The two German powers agreed – after tense discussions – to pull back from the brink of war and put their differences behind them. The Austrians undertook to end their costly Turkish war on moderate terms (i.e. without annexations) and the Prussians promised to stop fomenting rebellions within the Habsburg monarchy.

The Convention looked innocuous, but it was more significant than it seemed. The era of bitter Prusso-Austrian antagonism that had structured the political affairs of the Holy Roman Empire since the invasion of Silesia in 1740 was now over, at least for a time, and the two German powers could pursue their interests in concert, rather than at each other’s expense. Following an oscillatory pattern that recalled the days of the Great Elector, Frederick William II abandoned his secret efforts to secure an alliance with Paris and switched to a policy of war against revolutionary France. Foreign Minister Hertzberg and his liberal views fell into disfavour; he was later dismissed. An important role in the new diplomacy went to Frederick William’s trusted adviser and confidant, Johann Rudolf von Bischoffwerder, an exponent of war against the revolution, who was despatched to Vienna in February and June–July 1791. The resulting Vienna Convention of 25 July 1791 laid the foundations for an Austro-Prussian alliance.

The first fruit of the Austro-Prussian rapprochement was a remarkable piece of gesture politics. The Declaration of Pillnitz, issued jointly by the Austrian Emperor and the Prussian king on 27 August 1791, was not a plan of action as such, but rather a statement of principled opposition to the Revolution.

The Making of Evita Duarte

The facts of Evita’s early life coincide nicely with those of the poor she came to represent: she was, like so many others, born of a destitute woman who found it expedient, and possibly gratifying, to take a wealthy and powerful lover. (Juan Duarte was a landowner and small-town caudillo, or political boss, in a rural area about ninety miles west of Buenos Aires, and he was properly married. Juana Ibarguren was a woman he spent many nights with and was the mother of five of Duarte’s children, of whom Eva Maria, born in 1919, was the youngest.) Like so many children born of these arrangements in a country where upper-class snobbery reaches extremes of refinement and viciousness, Eva was humiliated by her bastard status. (Juana Ibarguren and her children, who lived in a one-room house, were kept away from Juan Duarte’s elegant funeral, but were allowed to say a quick farewell to the corpse at the wake.) Eva migrated on her own from the sticks to Buenos Aires at age fifteen, and, like so many of the expanding capital’s other new residents, she looked for opportunity and found it lacking. She shared with her class a gnawing, all-encompassing resentment that was the precise counterpart of the seething contempt the ruling class cultivated for the plebes. Most important, neither she nor her fellow poor were inclined to be fatalistic. The Argentina that Eva Duarte grew up in was a nation of recent immigrants—Italian anarchist farmers, Spanish socialist shopkeepers, conservative German merchants—who had brought their politics with them when they migrated, and who firmly believed that they deserved the better life they were willing to work so hard for.

Perón—himself born out of wedlock, and pursuing upward mobility through an army career—was their catalyst. He was a cynical politician who systematically played off his followers against one another, often with tragic results, and his authoritarian approach to government probably grew out of his intense admiration for Franco and Mussolini. It may well be the case that he (and Eva) provided shelter for Nazis fleeing Europe after the Axis collapse, in exchange for a significant part of the Third Reich’s treasure—Dujovne works hard to try to prove it in her biography—but generations of Argentines have remained impervious to these accusations, because of what Perón gave them: a political movement that legitimated and ennobled the working poor, and a decisive restructuring of the state which—by nationalizing key resources, establishing generous social-welfare programs, and institutionalizing a crony relationship between organized labor and the government—transformed Argentina from a sugar daddy for the rich into a sugar daddy for the poor. Perón was only one of several upstart colonels when Evita thanked him for existing, and his speeches did not then, or ever, reveal the kind of substantial political thinking that gets translated into lasting programs or gets used to interpret reality in other parts of the world, but he cannot simply be written off as a demagogue. He had a vision of a free Argentina: a nation that under his verticalista guidance would steer clear of both sides in the Cold War, and in which law and order would prevail, government would be responsive to the needs of its citizens, and workers would get the respect their efforts deserved. In that sense, he was revolutionary, and Eva Duarte, like millions of others, responded instantly to his appeal. As for his aloof, diffident personality (he liked to describe himself as “a herbivorous lion”), it, too, was a virtue, for it turned him into an empty vessel that Evita could fill with her faith.

Eva Duarte’s role in history was determined within months of her first encounter with the colonel. One day she was a source of hilarity for upper-class women, who made a point of tuning in to her “Famous Women” broadcasts. (“What a daily pleasure, this nasal voice who played [Catherine of Russia] with rural tango accents!” one said.) The next, she had secured her movie role in Circus Cavalcade, because she was already the established mistress of Juan Perón, a man not known for passion, who had nevertheless rented an apartment in Eva’s building so that he could be near her without violating the moral code. His new lover was not easy or pleasant to live with—she threw tantrums, demanded in public that he marry her, and soon displayed her contempt for all but his most slavishly devoted political associates—yet despite these defects she was the perfect woman for him, because she pushed him beyond his own apathy.

This book was one of my last two purchases from my local Border’s before it went out of business. My favorite history shelves were still much fuller than many of the other shelves in the sad-looking store.

Breadlines in the U.S. and Ukraine, 1933

Bloodlands: Europe Between Hitler and Stalin, by Timothy Snyder (Basic Books, 2010), Kindle Loc. 533-575 (pp. 21-22):

Nineteen thirty-three was a hungry year in the Western world. The streets of American and European cities teemed with men and women who had lost their jobs, and grown accustomed to waiting in line for food. An enterprising young Welsh journalist, Gareth Jones, saw unemployed Germans in Berlin rally to the voice of Adolf Hitler. In New York he was struck by the helplessness of the American worker, three years into the Great Depression: “I saw hundreds and hundreds of poor fellows in single file, some of them in clothes which once were good, all waiting to be handed out two sandwiches, a doughnut, a cup of coffee and a cigarette.” In Moscow, where Jones arrived that March, hunger in the capitalist countries was cause for celebration. The Depression seemed to herald a world socialist revolution. Stalin and his coterie boasted of the inevitable triumph of the system they had built in the Soviet Union.

Yet 1933 was also a year of hunger in the Soviet cities, especially in Soviet Ukraine. In Ukraine’s cities—Kharkiv, Kiev, Stalino, Dnipropetrovsk—hundreds of thousands of people waited each day for a simple loaf of bread. In Kharkiv, the republic’s capital, Jones saw a new sort of misery. People appeared at two o’clock in the morning to queue in front of shops that did not open until seven. On an average day forty thousand people would wait for bread. Those in line were so desperate to keep their places that they would cling to the belts of those immediately in front of them. Some were so weak from hunger that they could not stand without the ballast of strangers. The waiting lasted all day, and sometimes for two. Pregnant women and maimed war veterans had lost their right to buy out of turn, and had to wait in line with the rest if they wanted to eat. Somewhere in line a woman would wail, and the moaning would echo up and down the line, so that the whole group of thousands sounded like a single animal with an elemental fear.

People in the cities of Soviet Ukraine were afraid of losing their place in breadlines, and they were afraid of starving to death. They knew that the city offered their only hope of nourishment. Ukrainian cities had grown rapidly in the previous five years, absorbing peasants and making of them workers and clerks. Ukrainian peasant sons and daughters, along with the Jews, Poles, and Russians who had inhabited these cities for much longer, were dependent upon food they obtained in shops. Their families in the country had nothing. This was unusual. Normally in times of hunger city dwellers will make for the countryside. In Germany or the United States the farmers almost never went hungry, even during the Great Depression. Workers and professionals in cities were reduced to selling apples, or stealing them; but always somewhere, in the Altes Land or in Iowa, there was an orchard, a silo, a larder. The city folk of Ukraine had nowhere to go, no help to seek from the farms. Most had ration coupons that they would need to present in order to get any bread. Ink on paper gave them what chance to live that they had, and they knew it.

The proof was all around. Starving peasants begged along the breadlines, asking for crumbs. In one town, a fifteen-year-old girl begged her way to the front of the line, only to be beaten to death by the shopkeeper. The city housewives making the queues had to watch as peasant women starved to death on the side-walks. A girl walking to and from school each day saw the dying in the morning and the dead in the afternoon. One young communist called the peasant children he saw “living skeletons.” A party member in industrial Stalino was distressed by the corpses of the starved that he found at his back door. Couples strolling in parks could not miss the signs forbidding the digging of graves. Doctors and nurses were forbidden from treating (or feeding) the starving who reached their hospitals. The city police seized famished urchins from city streets to get them out of sight. In Soviet Ukrainian cities policemen apprehended several hundred children a day; one day in early 1933, the Kharkiv police had a quota of two thousand to fill. About twenty thousand children awaited death in the barracks of Kharkiv at any given time. The children pleaded with the police to be allowed, at least, to starve in the open air: “Let me die in peace, I don’t want to die in the death barracks.”

Hunger was far worse in the cities of Soviet Ukraine than in any city in the Western world. In 1933 in Soviet Ukraine, a few tens of thousands of city dwellers actually died of starvation. Yet the vast majority of the dead and dying in Soviet Ukraine were peasants, the very people whose labors had brought what bread there was to the cities. The Ukrainian cities lived, just, but the Ukrainian countryside was dying. City dwellers could not fail to notice the destitution of peasants who, contrary to all seeming logic, left the fields in search of food. The train station at Dnipropetrovsk was overrun with starving peasants, too weak even to beg. On a train, Gareth Jones met a peasant who had acquired some bread, only to have it confiscated by the police. “They took my bread away from me,” he repeated over and over again, knowing that he would disappoint his starving family. At the Stalino station, a starving peasant killed himself by jumping in front of a train. That city, the center of industry in southeastern Ukraine, had been founded in imperial times by John Hughes, a Welsh industrialist for whom Gareth Jones’s mother had worked. The city had once been named after Hughes [Yuzovka (Юзовка)]; now it was named after Stalin. (Today it is known as Donetsk.)

The Hutu Jacobin Revolution, 1959

The Tutsis are not shepherds or nomads; they are not even breeders. They are the owners of the herds, the ruling caste, the aristocracy.

The Hutus, on the other hand, constitute the much more numerous and subordinate caste of farmers (in India they are called Vaisyas). The relations between the Tutsis and the Hutus were authentically feudal—the Tutsi was the lord, the Hutu his vassal. The Hutus lived by cultivating land. They gave a portion of their harvest to their master in exchange for protection and for the use of a cow (the Tutsis had a monopoly on cattle; the Hutus could only lease them from their seigneurs). Everything according to the feudal order—the dependence, the customs, the exploitation.

Gradually, toward the middle of the twentieth century, a dramatic conflict arises between the two castes. The object of the dispute is land. Rwanda is small, circumscribed, and densely populated. As often in Africa, a battle erupts between those who make their living raising cattle and those who cultivate the land. Usually, however, the spaces on the continent are so great that one side can move onto unoccupied territory and the sparks of war are extinguished. In Rwanda, such a solution is impossible—there is no place to go, nowhere to retreat to. Meantime, the Tutsis’ herds increase and need ever more grazing land. There is but one way to create new pastures: by taking land from the peasants, i.e., by ejecting the Hutus from their territories. But the Hutus are already cramped. Their numbers have been swelling rapidly for years. Making matters worse, the lands they farm are poor, for all intents and purposes infertile. The mountains of Rwanda are covered with a very thin layer of soil, so thin that when the rainy season comes each year, the downpours wash away large stretches of it, and in many places where the Hutus had their little fields of manioc and corn, naked rock now glistens.

So, on the one side, the powerful, expanding herds of cattle—the symbol of Tutsi wealth and strength; and on the other the squeezed, huddled, increasingly displaced Hutus. There is no room, there is no land. Someone must leave, or perish. Such is the situation in Rwanda in the fifties, when the Belgians enter the picture. They have suddenly become highly involved: Africa is just then at a critical juncture, there is a surging wave of liberation, of anticolonialism, and there is pressure to act, to make decisions. Belgium is among those powers whom the independence movement has caught most by surprise. Thus, Brussels has no game plan, its officials do not really know what to do. As is usual in these circumstances, their response is to delay finding real solutions, to stall. Until now, the Belgians ruled Rwanda through the Tutsis, leaning on them and using them. But the Tutsis are the most educated and ambitious sector of the Banyarwanda, and it is they who now are demanding freedom. And they want it immediately, something for which the Belgians are utterly unprepared. So Brussels abruptly switches tactics: it abandons the Tutsis and begins to support the more submissive, docile Hutus. It begins to incite them against the Tutsis. These politics rapidly bear fruit. The emboldened, encouraged Hutus take up arms. A peasant revolt erupts in Rwanda in 1959.

In Rwanda, alone in all of Africa, the liberation movement assumed the form of a social, antifeudal revolution. In all of Africa, only Rwanda had its siege of the Bastille, its dethronement of the king, its Gironde and its terror. Groups of peasants, enraged, inflamed Hutus armed with machetes, hoes, and spears, moved against their masters-rulers, the Tutsis. A great massacre began, such as Africa had not seen for a long time. The peasants set fire to the households of their lords, slit their throats, and crushed their skulls. Rwanda flowed with blood, stood in flames. A massive slaughter of cattle began; the peasants, often for the first time in their lives, could eat as much meat as they wished. At the time, the country had a population of 2.6 million, including 300,000 Tutsis. It is estimated that tens of thousands of Tutsis were murdered, and as many fled to neighboring states—to the Congo, Uganda, Tanganyika, and Burundi. The monarchy and feudalism ceased to exist, and the Tutsi caste lost its dominant position. Power was now seized by the Hutu peasantry. When Rwanda gained its independence in 1962, it was members of that caste who formed the first government. At its head was a young journalist, Grégoire Kayibanda. I was visiting Rwanda for the first time then. My memories of Kigali, the capital, are of a small town. I was unable to find a hotel; perhaps there wasn’t one. Some Belgian nuns finally took me in, letting me sleep in the maternity ward of their neat little hospital.

The Hutus and the Tutsis awoke from such a revolution as from a bad dream. Both had lived through a massacre, the former as its perpetrators, the latter as its victims, and such an experience leaves a painful and indelible mark. The Hutus have mixed emotions. On the one hand, they vanquished their masters, cast off the feudal yoke, and for the first time attained power; on the other hand, they did not defeat their lords in an absolute way, did not annihilate them, and this consciousness, that the enemy was painfully wounded but still lives and will seek vengeance, sowed in their hearts an insuppressible and mortal fear (let us remember that fear of revenge is deeply rooted in the African mentality, that the immemorial right of reprisal has always regulated interpersonal, private, and clan relations here). And there is a lot to be afraid of. For although the Hutus seized the mountainous fortress of Rwanda and established their rule there, a Tutsi fifth column, numbering around 100,000, remains within its borders; furthermore, and perhaps even more dangerously, the fortress is encircled by the encampments of Tutsis expelled from it yesterday.

Africa’s New Leaders vs. Mobutu, 1996

By mid-1996, Museveni [of Uganda] and Kagame [of Rwanda] had stitched together an impressive alliance of African governments behind their drive to overthrow Mobutu. The war that started in Zaire in September 1996 was not, above all, a civil war. It was a regional conflict, pitting a new generation of young, visionary African leaders against Mobutu Sese Seko, the continent’s dinosaur. Never had so many African countries united militarily behind one cause, leading some to dub the war Africa’s World War. Unlike that war, however, the battle for the Congo would not be carried out in trenches over years, leading to millions of military casualties. Here, the battles were short and the number of soldiers killed in the thousands, figures dwarfed by the number of civilians killed. Unlike World War II, the African allies banded together not against aggressive expansionism, but against the weakness of the enemy.

The leader of this coalition was its youngest, smallest member: Rwanda. It was typical of the RPF, who had played David to Goliath several times before and would do so again later. At the outset, it seemed to be the perfect embodiment of a just war: Kigali was acting as a last resort based on legitimate security concerns.

What seems obvious in hindsight—that Mobutu’s army had been reduced to a mockery of itself, that Mobutu’s hold on power had crumbled—was a vague hypothesis in RPF intelligence briefings at the time. When Kagame told his officers that they would go all the way to Kinshasa, they nodded politely but in private shook their heads. That was a journey of over 1,000 miles, through unknown terrain, similar to walking from New York to Miami through swamps and jungles and across dozens of rivers. They would have to fight against 50,000 of Mobutu’s soldiers as well as perhaps 50,000 ex-FAR and Interahamwe. It seemed impossible. “We never thought we could make it all the way to Kinshasa,” Patrick Karegeya, the Rwandan intelligence chief, told me.

It is easy to forget, now that greed and plunder claim the headlines as the main motives for conflict in the region, that its beginnings were steeped in ideology. The Rwandan-backed invasion was perhaps the heyday of the African Renaissance, riding on the groundswell of the liberation of South Africa from apartheid, and of Eritrea, Ethiopia, and Rwanda from dictatorships. It was an alliance motivated in part by the strategic interests of individual governments, but also by a larger spirit of pan-Africanism. Not since the heyday of apartheid in South Africa had the continent seen this sort of mobilization behind a cause. For the leaders of the movement, it was a proud moment in African history, when Africans were doing it for themselves in face of prevarication from the west and United Nations. Zimbabwe provided tens of millions of dollars in military equipment and cash to the rebellion. Eritrea sent a battalion from its navy to conduct covert speedboat operations on Lake Kivu. Ethiopia and Tanzania sent military advisors. President Museveni recalled: “Progressive African opinion was galvanised.”

Absent from these talks, however, were the Congolese. Their country was to be liberated for them by foreigners who knew little to nothing of their country. And of course, these foreigners would soon develop other interests than just toppling Mobutu. Within several years, the Congo was to become the graveyard for this lofty rhetoric of new African leadership as preached by Mbeki, Albright, and many others. Freedom fighters were downgraded to mere marauding rebels; self-defense looked ever more like an excuse for self-enrichment. Leaders who had denounced the big men of Africa who stayed in power for decades began appearing more and more like the very creatures they had fought against for so many decades.

In 1996, however, the future remained bright.

Railroads and Other Baffling Innovations

Why do our clothes not fit so well? It results from a chain of circumstances the origins of which are obscure to most and the direction of which was partially accidental. Early in the nineteenth century, inventors came up with an automated loom, and businesspeople put these to work in England and in such American industrial cities as Lowell, Massachusetts, turning out cheap cotton cloth. This, along with the application of the cotton gin to cotton production, revitalized slavery as well as creating an incentive for inexpensive ready-made and therefore not specifically tailored clothing.

Such long-range deep impacts of technological and business developments have long been studied. Lynn White, in Medieval Technology and Social Change, documented the enormous impact of clocks, heavy harness and stirrups on population growth, shock warfare, and the age of exploration. Siegfried Giedion wrote in his Mechanization Takes Command of what he called “anonymous history.” Who can estimate the impact of the invention of the toilet, or the assembly line in food production, or household machinery on the status of women? Langdon Winner observed “Developments in the technical sphere continually outpace the capacity of individuals and social systems to adapt. As the rate of technological innovation quickens, it becomes increasingly important and increasingly difficult to predict the range of effects that a given innovation will have.”

A recent touring art exhibit called “The Railway: Art in the Age of Steam” reaffirmed the impact of that technology on perceptions of life and landscape. “The application of steam power to motion,” the catalog noted, “came as a startling turn of events.” Some found it wondrous, but “for others it heralded a frightening, almost demonic energy.” There was something supernatural about it, even extraterrestrial. It made middle-class people “physically and psychologically susceptible to impersonal and potentially lethal industrial machines.”…

Think of the social and psychological changes wrought by the telegraph, electricity, the phonograph, the automobile, the airplane, radio, television, the computer, the Internet, the long-playing record, video games, the cell phone, fast food, the shopping mall, and the iPod. And think of how “baffled,” in many ways, we are by them and how they should fit in with the rest of our existence. These devices have become ubiquitous parts of modern life. An age when they did not exist is nearly unimaginable to many, while an age where they do exist is unendurable to others.

Kapuscinski meets a member of Ghana’s New Class

Baako enjoys great prestige among the young. They like him for being a good athlete. He plays soccer, cricket, and is Ghana’s Ping-Pong champion.

“Just a minute,” he interrupted, “I just have to place a call to Kumasi, because I’m going there tomorrow for a game.”

He called the post office for them to connect him. They told him to wait.

“I saw two films yesterday,” he told me, as he waited, holding the receiver to his ear. “I wanted to see what they’re showing. They’re playing films schoolchildren shouldn’t go to. I must issue a decree that forbids young people to see such things. And this morning I spent visiting book stalls throughout the city. The government has established low prices for schoolbooks, but the word is that retailers are marking them up. I went to check for myself. Indeed, they are selling them for more than they’re supposed to.”

He dialed the post office again.

“Listen, what are you so busy with over there? How long am I supposed to wait? Do you know who this is?”

A woman’s voice answered, “No.”

“And who are you?” Baako asked.

“I’m the telephone operator.”

“And I am the minister of education and information, Kofi Baako.”

“Good morning, Kofi! I’ll connect you right away.”

And he was talking to Kumasi.

I looked at his books, stacked on a small cabinet: Hemingway, Lincoln, Koestler, Orwell, The Popular History of Music, The American Dictionary, as well as various paperbacks and crime novels.

“Reading is my passion. In England I bought myself the Encyclopaedia Britannica, and now I’m reading it little by little. I cannot eat without reading, I have to have a book lying open in front of me.”

A moment later:

“I’ve got another, even greater hobby: photography. I take pictures all the time and everywhere. I have more than ten cameras. When I go to a store and see a new camera, I immediately have to buy it. I bought a film projector for the children, and show them films in the evening.”

He has four children, ranging in age from three to nine. All of them attend school, even the youngest. It is not unusual here for a three-year-old to be enrolled in school. The mother will send him off, especially if he’s a handful, just to have some peace.

Kofi Baako himself first went to school at three. His father was a teacher and liked being able to keep his eye on his children. When he finished elementary school, he was sent for high school to Cape Coast. He became a teacher, and then a civil servant. At the end of 1947, Nkrumah had returned to Ghana having finished university studies in America and England. Baako listened to his speeches, which spoke of independence. Then Baako wrote an article, “My Hatred of Imperialism.” He was fired from his job. He was blacklisted, and no one would employ him. He hung around the city, eventually meeting Nkrumah, who entrusted him with the position of editor in chief of the Cape Coast Daily Mail. Kofi was twenty years old.

He wrote another article entitled “We Call for Freedom,” and was jailed. Arrested with him were Nkrumah and several other activists.They spent thirteen months behind bars, before finally being released. Today, this group constitutes Ghana’s government.

Now Baako speaks about broad issues. “Only thirty percent of the people in Ghana can read and write. We want to abolish illiteracy within fifteen years. There are difficulties: a shortage of teachers, books, schools. There are two kinds of schools: missionary-run and state-run. But they are all subject to the state and there is a single educational policy. In addition, five thousand students are being educated abroad. What frequently happens is that they return and no longer share a common language with the people. Look at the opposition. Its leaders are Oxford- and Cambridge-educated.”

“What does the opposition want?”

“Who knows? We believe that an opposition is necessary. The leader of the opposition in parliament receives a salary from the government. We allowed all these little opposition parties and groups to unite, so they would be stronger. Our position is that in Ghana, anyone who wants to has the right to form a political party—on the condition that it not be based on criteria of race, religion, or tribe. Each party here can employ all constitutional means to gain political power. But, you understand, despite all this, one doesn’t know what the opposition wants. They call a meeting and shout: ‘We’ve come through Oxford, and people like Kofi Baako didn’t even finish high school. Today Baako is a minister, and I am nothing. But when I become minister, then Baako will be too stupid for me to make him even a messenger.’ But you know, people don’t listen to this kind of talk, because there are more Kofi Baakos here than all those in the opposition put together.”

Chasing Identity Mirages in South Africa

From The Masque of Africa: Glimpses of African Belief, by V. S. Naipaul (Knopf, 2010), pp. 212-214:

IN THE Apartheid Museum one wall was engraved with the names of some of the repressive racial acts that had helped to keep the state in order. There was no longer apartheid, but it had lasted long enough—thirty-six years—for people to be made by the intrusive laws. Fatima, our guide and arranger, had been made by the laws. Someone less remarkable would have been crushed. Fatima had literary ambitions; this idea of nobility helped her to keep her soul. She also had an idea of other cultures outside—in the beginning she dreamed of the Islamic world—and though this Islamic dream was misguided, it also in the end helped her.

She told us when we met that she was “coloured.” This was a South African word, it could mean someone of mixed race in a purely descriptive way. It had another meaning as well, and then it was loaded with unspoken insult. It came from the remote past and it implied that an ancestor was a Bushman: the equivalent here of what a pigmy was in Gabon, physically negligible, but also to be considered the first man, full of wisdom about trees and plants and poisons. In the “Origins Centre” at Witwatersrand University they endlessly ran short films (scratchy and loud from being run over and over again) about Bushmen singing and dancing and hunting the magnificent eland, which they poisoned and killed in a terrible way.

On her mother’s side there was a great-grandfather who was English. Her great-grandmother was Xhosa. She claimed to be of mixed race (already the fantasy created by apartheid legislation), but Fatima saw photographs of the lady and thought she was very much a Xhosa woman. Fatima’s paternal grandfather was very black, but the family spoke Afrikaans and hated dark skin; and when Fatima went to visit them they took her to the hairdresser and had the kinks in her wiry hair straightened out so that she could look white.

So she grew up as “just a coloured girl,” without any identity. The Xhosa girls at school all had identities, and she had nothing. She grew up in a coloured community. She had Muslim neighbours and she saw they had feasts and rituals and a complete Muslim identity; and it was no doubt to grasp at this identity that when she was twenty she married a Muslim cleric. She was very pleased to have done that, feeding off the religion from the source, as it were. She began to “cover up”; she started with a head scarf, and soon she was all covered, except for the face and hands. She did this on her own, but then her husband made more and more demands. He didn’t like her sitting in taxis with other men; he didn’t like her shaking hands with them. He threatened to divorce her. Her job as a reporter became impossible; her dream of an Islamic identity fell to the ground. It had already taken a knock when she went to Durban and tried to attach herself to the Indian community there. They weren’t easy; they wanted to know her family name, her village; invariably, at the end of this inquisition, when they understood that she was coloured, they dropped her. She read a lot about Islam; she got to know more than the Indians and Muslims who quizzed her; it didn’t help. She went on the pilgrimage to Mecca, but felt nothing; she saw only the restrictions on her as a woman.

She began to look then for a black identity, but it was hard. Her coloured background again got in the way; the blacks rejected her as someone without a country or culture. So the whole South African journey for her was a discovery of pain: from her coloured beginnings to the Islamic dream, to the Indians of Durban, to the blacks of the townships. There were townships in Durban but they were near the airport and she didn’t see them. She saw them properly only when she came to Johannesburg and began to work with the blacks. It was only then that she understood the great pain and, with that, the deception, for Africans, of political freedom and the end of apartheid.

Fatima said, “I see that the blacks here reach out more than the white South Africans. They, the whites, want the blacks to be ‘there,’ not near them. They cannot reach out or forgive, and they want a distance from the black. They are full of preconceived ideas, like Soweto is dangerous and that a black boy friend is bad.”

I had wanted, when I began this book, to stay away from politics and race, to look below those themes for the core of African belief. But rather like Fatima looking for identity, I felt stymied in South Africa and saw that here race was all in all; that race ran as deep as religion elsewhere.

Benevolent Colonialism of NGOs in the Balkans

One of the people who most helped put my impressions of Ceauşescu‘s Romania in 1983-84 into coherent wider perspective was Steve Sampson, an American anthropologist from (at that time) the University of Copenhagen (now at Lund University) who had done a lot of fieldwork in Romania during the 1970s and come back for more just as we were finishing our Fulbright year there. He was the one who introduced me to the term “actually existing socialism,” which Western socialists employed to distinguish their visions of ideal socialism from the actual implementation of socialist projects in Eastern Europe and elsewhere, where nearly every ostensible good intention had paved the road to ruin. When I recently googled his name, I came up with an interesting article he had published about attempts by NGOs to help failed societies in the Balkans pick themselves up and get fresh starts. I’ll quote just the introduction from his preprint published in Anthrobase under the title Weak States, Uncivil Societies and Thousands of NGOs: Western Democracy Export as Benevolent Colonialism in the Balkans.

In 1997, as part of a EU program to help build civil society in Bosnia, I was assigned to participate in the “mapping” of civil society in the country. We found nearly 400 various voluntary groups and civil society organizations. There were community groups, environmental groups, women’s groups, youth, refugee/returnee groups, human rights groups, psychosocial assistance groups, associations for reconstruction, culture, legal aid etc. Even in the eastern Republika Srbska, which was considered to be home to some of the most uncivil tendencies in Bosnia, we found various local initiatives and activities which we certainly could call “civil society”. This was surprising to the international aid organizations operating in Bosnia, who saw themselves as operating virtually alone, or needing to “build up the NGO sector”. But it also surprised ordinary Bosnians working in civil society who also felt tremendously isolated. During a meeting, one of them even declared, “If we had had 400 NGOs in our country before the war, there would have been no war.”

As part of this same study, we also commissioned a study of the history of the Bosnian voluntary sector. We found that a hundred years ago and up to the Titoist period, Bosnia was full of voluntary charities known as Vakuf, civic organizations, community groups, intellectual clubs and other organizations and activities which we would today call “civil society” or non-government organizations. It turns out that Bosnia was not so Balkan as it may seem, and that the real problematic was not the absence of civil society and the need to implant NGO organizations, but the fact that a vibrant civil society had in some ways declined or dissolved due to specific historical and political factors. Similar tendencies have prevailed in most other Balkan countries: there were community groups centered on neighborhood, occupation, or common interest which existed together with or supplemented the primary family groups; moreover, family groups often fulfilled what we today would call civic functions, providing security, welfare, etc. Kosovo’s (pre-1999) parallel institutions are the most recent example. The problem of civil society is not necessarily its absence but its decline under specific conditions of economic chaos or political repression.

I point out this example because over the last few years in trying to export Western democracy to the Balkans, we continually interpret our difficulties in terms of the barriers posed by stubborn Balkan traditions. A Western democracy assistance program has stalled or not been implemented, and this is explained by the fact that local Balkan organizations or government offices lack initiative, are not serious, are just thinking about the money, are hypocritical, lazy or corrupt. NGOs are accused of being unable to cooperate, of hoarding information; staff are accused of not having enough initiative; intellectuals of being unable to write clearly; officials of promising to do something and then changing their minds or catering to their political patrons.

These explanations for inadequately executed programs come from the donors and their representatives. They are often not written down in reports but are the stuff of ethnographic interviews or café chatter when “the internationals” gather. But the critique is also complemented by the locals. In Albania, Bosnia, Romania, and Kosovo, the locals make similar complaints about donors: the donors do not listen to their suggestions; they come in and out as if they know everything; they impose bureaucratic barriers on obtaining funds; they are keeping secrets from us; they are maintaining their positions to earn high salaries, otherwise they would have to go home; they are wasting aid money meant for us; they are carrying out unnecessary appraisals, evaluations, and control visits using uninformed foreign consultants. In short, the donors are “not being transparent with us”, they say. This activity, “donor bashing”, is almost de rigeur at conferences on the Balkans and in recent locally produced analyses (Deacon and Stubbs 1998, Papiè 2001). Criticism of donors in Eastern Europe, particularly of American programs, comes also from Western specialists (see esp. Wedel 2001, Carothers 1999, Carothers and Ottaway 2001).

Now it would be easy, much too easy, to call all this an Orientalist discourse, yet another indication that we stupid Westerners don’t know what’s going on. I myself, having worked on such projects, have been accused of all these things. Analyzing the local laments, it would also be easy to see a kind of Balkan externalization in which all problems are attributed to the machinations of outside actors beginning with the Turks, later on the Communists, and now the West, represented by their agents at the local EU office or USAID mission. It would be easy to conclude that the donors are stupid, naive or corrupt, and that the local staff are unthankful or manipulative.

Yet things are not so simple. In fact, most of the actors on both sides of the Western aid system are intelligent, diligent and well-intentioned. Moreover, many of the most anti-Balkan statements come not from the foreigners, who in fact have a sympathy for the trials and tribulations of these countries, but from local citizens frustrated at their own countrymen for squandering opportunities or not being able to cooperate. The most negative remarks about the Albanians, Kosovars, Bosnians and Romanians with whom I have worked have come from other Albanians, Kosovars, Bosnians and Romanians.

The discursive turn in Balkan studies (Wolff 1994, Todorova 1997), in which societies are purely constructive and therefore artificial, has blinded us to the concrete problems which cause some organizations and projects, despite good intentions and declarations, to falter. Measuring project success is always problematic. Often we tend to compare the ideal of our own society (our own myths of efficiency, transparency and cooperation) with the harsh reality of getting things accomplished in the Balkans. There are in fact some concrete factors connected with Balkan history and society which do indeed give democracy projects a particular colour in these places south and east of the Alps. In one particular sector, civil society/NGO development, activists and project coordinators conclude that of the thousands of registered NGOs, no more than 10% are truly active. The rest exist only on paper, or have been formed only to obtain funds, or are a cover for a single person’s activity, or simply a cover for tax free business, or even worse. Civil society is accused of being secretive, manipulative, ineffective, nepotistic, of being an “NGO mafia” who reward each other with trips, computers, and other benefits. The conflicts can even be more dramatic. In Albania, for example, I was working with a head of a youth organization who explained to me that he was unable to work with another youth activist because of a family feud: He explained to me, “Do you know what it’s like to be angry at somebody for five generations?”(Sampson 1996).

Let me try to summarize, at the risk of putting all the Balkan societies under a single category (something we do every day when we talk about “the West”). What makes the Balkans both interesting, and exasperating is the presence of alternative social arrangements for achieving one’s own strategies and for preventing others from achieving theirs. Kinship, clans, family relations, social networks, social circles, intrigues, ties of loyalty, informal linkages, and a host of social obligations somehow inhibit people from fulfilling their official duties to formal institutions, or prevent organizations from operating in an efficient, transparent way. In one sense, these are the famous “parallel structures” which played such a prominent role throughout the Balkans both before and during communism, and in Kosovo during the 1990s. In another sense, these parallel structures are the true civil society, the social self organization to fulfill grass roots needs in a hostile political environment.

The paradox, of course, is that these same informal relations which inhibit institutions from functioning are those which have enabled Balkan peoples to survive subjugation by foreign powers, authoritarian politicians, and countless wars and betrayals. Moreover, if we examine the many successful civil society initiatives in the Balkans, we find that many of these activities are based on the utilization of kinship, friendship and neighborhood ties and strong social linkages of obligations. Members of NGOs are not simply independent individuals with a common interest; they have often grown up together, gone to school together, served in the military or spent time in prison together, been in exile together, or are close friends or cousins. They “know each other”. Let us call this relationship one of “trust”. Trust, and the moral obligations associated with these, enable people to get a meeting together at a moment’s notice, or put together an application, or locate a plane ticket when everything is sold out. Trust is what the members of an Albanian grant-giving foundation with whom I worked, when reviewing applications for grants from other activist groups, could throw the project proposal aside and conclude, “I know him. He’s good.” And it is these same importance of social relations which also causes them to question another project proposal, no matter how well written, by saying, “I don’t know her.” or “Her father was a communist”.

The strength of these ties is well known to Balkan ethnographers. Extended families, friendship, godparenthood, village ties, and conversely, relations of enmity and feud are the very stuff of Balkan ethnography, especially out in the villages and up in the mountains. It is these ties which enable communities to hold together while also tearing them apart in the most violent fashion. In fact, the stronger the kin and family ties, the more violent the feuds and more fragmented the society. Highland Montenegro and Northern Albania are examples (Boehm 1984).

Seen from a Western democratic point of view, the problem of the Balkans is what to do about these traditional institutions. Up to now, the idea has been the replace them or go around them by establishing new institutions: NGOs, community organizations, parliaments, ombudsmand, and other kinds of formal organizations. Even in politics, the idea has been to turn the personalistic, clientilistic political parties into transparent, accountable organizations. Much of the activity of Western development projects is about implanting these new forms onto preexisting communities. It is about replacing loyalty to persons with a Western model of loyalty to an institution and its principles. Sometimes these efforts have been successful, though the presence of so many façade or nonfunctioning organizations seems to belie the success.

The ability to actually utilize these traditional networks has been limited to a very few projects: one of the most interesting are the Danish government-financed projects for conflict resolution in Albania, in which traditional leaders and peacemakers are given training in modern techniques of conflict resolution, which they then use to arbitrate family disputes, village conflicts or long-standing blood feuds. Generally, however, the effort by Western democracy and civil society programs is to transplant our models so that local cultural traditions remain unused.

Most Westerners’ observations about complications in civil society development speak of the stubbornness of Balkan cultural traditions. The adaptability and flexibility of these traditions tends to be forgotten, as it tends to conflict with the dynamics of the Western foreign aid system as it operates in local communities and social interventions. It is what I call the “social life of projects”, a specific set of resources, people and practices which ultimately creates embedded interests (Sampson 1996). One of these interests is to make itself irreplaceable, i.e., to construct a local Balkan reality in which local problems persist and make project personnel and project thinking a necessity. At its best, the project system begins with foreign staff and their organization, who are then gradually replaced by local staff, what in Kosovo has been called “kosovarisation” by the OSCE.

Project society has its own dynamics, and it is misleading to see Western aid projects as an insidious plot. The donors and their personnel are by and large well-intentioned, and the most suitable term for Western intervention in the Balkans would be benevolent colonialism. Here the accent should be on the benevolent aspects. Traditional European colonialism was violent, repressive and exploitative, but we also know that even the most brutal colonial regimes in Africa had civilizing missions, priests, doctors and humanitarians who truly sought to help. They built roads, sewage systems and railroads. Today’s Western benevolent colonialism seeks to provide a climate of security and stability in the Balkans, and while their may be untapped consumer markets for cellular phones and household goods, the economic benefits of Western investment in the Balkans are questionable.

We need to understand the nature of this Western good will, the mechanisms behind “funding virtue” (Ottaway and Carothers 2001). Balkan critiques of the West focus on Western self interest and manipulation, hence the conspiracy aspect. They fail to understand that from an economic point of view, the Balkans is more a burden than a benefit. Hence my focus on benevolent colonialism. This kind of colonialism has its own dynamics, whereby the Balkans are a Western project. Let me therefore use the rest of this paper to detail the nature of project society in the Balkans.

American Travelers in the USSR, 1927

TO MAKE LANDFALL IN EUROPE was a relief for the travelers. Here at least the economic facts did not contradict their reform concepts so profoundly. There were some bumps along the road. In Warsaw they felt a jolt when their guide, Albert Coyle, acknowledged that he had misplaced the trip funds. In Dortmund, Tugwell got bored and skipped a meeting with trade union people at a steel plant to go to an art gallery. But from the time they met Soviet trade union leaders at the Polish-Soviet border, the travelers felt their spirits rise. This would indeed prove the junket of all junkets. It didn’t hurt that their hosts gave them first-class treatment—free transportation, cheap or free hotel service, and so on. And there were to be meetings with leaders—Mikhail Ivanovich Kalinin, the Russian prime minister, Leon Trotsky, already out of the Kremlin’s inner circle but not yet exiled, and others of high rank. For the travelers, who were at best respectable but not themselves of national rank at home, these introductions in and of themselves made for a high. There is nothing headier than finding one is more recognized abroad than at home. And that was not all: rumor had it there would be meetings at the highest level, perhaps even with Stalin himself.

The travelers’ enthusiasm was only strengthened by what they saw in the first few days. The failures of the economy were not all visible. Indeed, if one squinted, things looked almost reasonable in Soviet Russia. Lenin, before dying, had instituted his New Economic Policy (NEP), which allowed the survival of small artisans. The economy had finally begun to regain pre–World War I levels. The brutal collectivization of agriculture and the famines of the 1930s were still to come. The Soviets for their part tried to burnish their own reputation with unfavorable references to America. Everywhere the travelers went, Brophy would later note, they heard about Sacco and Vanzetti, who had been executed while the travelers were in Russia, just as predicted. For days after the execution, the towns the travelers arrived in were draped with banners hung in honor of Sacco and Vanzetti, “victims of ‘American capitalism.’” To the travelers it seemed that Russia understood what the land of Babbitt did not.

Roger Baldwin, who had corresponded with Vanzetti until his death, was deeply impressed with what he saw. Baldwin understood that Stalin’s Russia had a dark side. He didn’t enjoy his time in what he called this “irritating place.” But Russia still seemed somehow farther along than the narrow Massachusetts that could put the anarchist pair to death. Baldwin gave Leo Tolstoy’s son letters he had received from Vanzetti so that Tolstoy might post them for Russians to see at a state bank. As he wrote of Russia, Baldwin’s own conclusions were hopeful. “Everybody is poor together,” he wrote to his mother. “There is much discontent, much regulation of life, but not much terrorism or repression except of the old upper classes.”

For the high-spirited Tugwell, part of the trip was about having a good time. Half a century later, Stuart Chase would write Tugwell, asking whether he recalled when “you, Bart Brebner and I were the ‘Three Musketeers’ in Moscow in 1927.” At one point the group split up, and Tugwell traveled down the Volga on a barge, insisting that his interpreter and captain teach him a folksong about a Russian Robin Hood, “Stenka Rasin.” In exchange Tugwell taught the Russians “Beulah Land.” He rode in private railway cars—“ancient but gaudy” first-class wagons-lits from the days of the Romanovs—through Cossack country. Tugwell kept notes; he dined out. He wondered, as he always did when he was abroad, whether his life was on the correct path: after another preceding period overseas he had taken leave from academia for a year to farm beside his father before deciding the move was a mistake. The more earnest Douglas, himself considerably distracted by his own dying marriage, at one point reproached Tugwell for his lack of gravity.

But when it came to their work, Tugwell, like the other travelers, was serious enough. Committed to researching agriculture reform, he fought off offers to see factories and demanded visits to farms instead. He noted, first of all, that while conditions were still terrible within the Soviet Union, they were probably improving: “The manor houses are gone; only the drab villages remain,” he wrote, concluding that “here is a bit more to eat of a little better quality. There is a radio in the village hall. There is more wood for warmth,” he would later write. New England might be slowly dying; the Soviet Union to his mind represented “a stirring of new life hardly yet come to birth.” He loved the idea of economics being made subservient, itself like a serf, to the good of the rural village: “with us, prices are a result; in Russia they are agents of social purpose.” Tugwell insisted on more visits and was duly granted them.

Tugwell found himself admiring the active role of the Soviet government toward farming. He liked the idea of the agronom, the farm manager or bureaucrat, who oversaw a set of farms or a region. The Russian farmer, he noted, “suffers from price-disadvantage, it is true; but so also do farmers all over the world.” Tugwell pointed out a difference from the United States: in Russia, the farmer’s challenges were the subject of genuine government controversy. “There is a disposition to do something about it. Can this be said of the U.S. government?”

Most of all, however, it was the villages that impressed Tugwell. Many had not yet been collectivized, but they were still relatively cooperative compared to rigidly fenced New England. This cooperation he perceived to be natural, indeed, inevitable—“cooperation is forced in the nature of things.” In his own childhood, there had been similar cooperation. He remembered traveling over New York’s Ellery hills to a friend’s house with his father, only to find the family not at home. The pair had fixed a meal from what they found in the buttery nonetheless, a fact which did not bother their hosts, when they returned, in the slightest. That was the way things were, in the old agricultural community. Under the czars, Tugwell noted, village farmers too had shared—“Russia was communal in this sense long before it was persuaded to Communism in the Marxian sense.”

Tugwell believed that what remained of private arrangements also needed to be ended; it was time for “abandoning the old one-man, one-plow method.” After all, in a big communal field “a tractor can go as far and fast as it is capable of doing without the bother of fence corner turnings. Socially, the village has great advantages if it is not too closely built or too big.” Further rationalization might work if only the stubborn peasant would cooperate. And even though he disliked the Soviet dictatorship from the start, he was struck by the authority of Russian propaganda and its enormous success. Always, the Russians they met up with “told us what our country was like.” This simultaneously horrified the progressive in Tugwell and pleased the efficiency expert in him: “I knew from then on how determined dictators come to manage a people.”
