The Era of Beaver Pelts and Mad Hatters

IT WAS A SEEMINGLY RANDOM flight of fashion that began the dramatic expansion in commerce between the English, French and many of the Indigenous peoples of North America. Furs have always had value in winter for warmth, and to a lesser extent had value for their water-resistant properties, but it was their use in the manufacture of felt that drove the demand in Europe. Felt was developed originally in central Asia as an excellent insulating and waterproofing material for tents and tarps; it was also used in ancient times by Roman legionaries as padding under their armour. In seventeenth-century Europe, felt was primarily used in the manufacture of hats, an ever-changing fashion accoutrement that became an indispensable signifier of prestige and social identity first for gentlemen and ladies and then, as the century progressed, for nearly every status of person. The style of hat signalled the level of prestige and the profession of the wearer. Picture the distinctive tricorne or Continental hat; or the cocked hat of the navy; the dignified stovepipe Regent, or top hat, of the financiers; and the somewhat amusing Paris Beau beloved of the young urban rake. Ladies’ hats had their own hierarchy of frivolity, complexity and expense—and attendant etiquette and social flourishes that governed how a hat was worn and with which accessories, how it was donned and with which distinctive and noble gesture it was removed.

In general, the waterproof and durable beaver felt hat, which could be dyed and moulded into a bewildering variety of shapes, was perfectly suited to symbolize and reflect the desires of an increasingly stratified and mercenary society. People were marked by their hats, the prices of which were well known and appreciated. Since it took about three to four worn beaver pelts to make enough felt for a single hat, some hats were so pricey that they were carefully tended and repaired for years and then passed down as inheritances. Even wealthy people kept inferior spares to be worn in inclement weather, saving their best beaver for notable occasions—or at least occasions when others might note the quality and make of their hat.

Felt was made using heat, moisture, pressure and mercury nitrate to shrink the fur fibres so that they matted together. Hatters spent long hours toiling away in their poorly ventilated tenements, inhaling clouds of mercury fumes as they bent over their felt-making apparatus, combing, pressing and steaming the pelts into the desired consistency and shape. Mercury was eventually discovered to have debilitating effects on the hatter, causing a type of poisoning called erethism, or mad hatter disease, which was characterized by tremors, depression, delirium, memory loss and hallucinations. Hatter wasn’t a profession or trade conducive to a long and healthy life, but nor were many other occupations of the era, and the dangers were poorly understood while the pay could be high.

By the early eighteenth century, London was not only the principal depot for the wholesale warehouses of prime beaver pelts from the best beaver preserve in the world, but by a coincidence of history it was also becoming the global centre for hat manufacture, which for centuries had been based in northern France. Seventeenth-century Europe was riven with religious conflict between Catholics and Protestants. Many of the felt and hat manufacturing trades were dominated by French Protestant Huguenots. In the mid-1680s, they began to flee their homes and cross the English Channel to escape religious persecution. They settled in the vicinity of London and brought with them the secrets of their trade, so that soon the best hats in Europe made from the best beaver pelts from North America originated in London. The most distinguished French nobility, and even Catholic cardinals, ordered their distinctive hats from Protestant hat makers in London.

The World of the Coureurs de Bois, 1600s

FRENCH MARINERS HAD BEEN TRADING FOR furs intermittently since the second half of the sixteenth century, but it was the founding of Quebec by Champlain in 1608 that marked the transition from a seasonal coastal trade to a permanent enterprise with routes that extended deep into the continent’s interior. With a population numbering only in the hundreds, the tiny French colony nevertheless became embroiled in the regional conflicts of the Montagnais, Algonquin, Huron and Iroquois-speaking peoples, with furs and firearms being the drivers of economic and political activity. Algonquian speakers lived primarily in the Ottawa Valley, the Huron farther west around Georgian Bay and in southern Ontario, and the Montagnais in the north of present-day Quebec and around the mouth of the Saguenay River on the Gulf of the St. Lawrence. The Huron were an Iroquoian-speaking people with similarly settled culture but were not part of the Haudenosaunee, or Iroquois Confederacy, to the south and east.

The land was covered in great deciduous forests of oak and maple and elm, interspersed with lakes and rivers. It was humid and hot in the summer and cold and deeply snow-covered in the winter. The more northern Montagnais and Algonquin lived semi-nomadic lives, moving between different regions of their territory according to the season and the availability of animals for food. The Huron and Iroquois, on the other hand, lived in villages of large communal longhouses around fields of corn, squash and beans. Corn was an important trade commodity to northern peoples like the Algonquin. The trade routes were well maintained and regularly patrolled. The lakes and rivers held an abundance of fish, and wild turkeys were plentiful, as were wild game such as deer and migratory geese and other birds. These were affluent societies made even more so in the early days of the fur trade when they had access to European trade goods at cheap prices and, thanks to their role as middlemen, trade with more distant groups.

The 1650s were a time of conflict and upheaval along the St. Lawrence region, the Hudson River and what is today southern Ontario. The Montagnais positioned themselves as the fur brokers, as successive Indigenous peoples would do in time, pushing the trade farther north and west, transporting French manufactured goods inland, trading and then carrying the furs back to auction off to the French. In exchange they demanded firearms to help them in their conflict with the Mohawk of the Iroquois Confederacy to the south—a pre-existing struggle that intensified as the beaver population diminished, causing increasing competition between the Iroquois, the Montagnais and the Huron over who would control trade with the peoples farther west and north. The Hudson River region was never the best beaver territory, and by the 1640s it was mostly trapped out, which led to the “Beaver Wars” of the 1650s and 1660s, as the Iroquois sought to become the only middlemen in the trade, controlling all access to the European fur markets. By 1650, the Huron were vanquished as a political force, the survivors abandoning their lands and fleeing to distant regions.

It was common for young Frenchmen to live, work, travel and learn Indigenous languages and customs to secure alliances and smooth commerce. They were called the coureurs de bois, or runners of the woods. The French settlements at Quebec, Trois-Rivières and Tadoussac were traditionally allied with the Huron and the Algonquian-speaking peoples and suffered the animosity and hostilities of the Iroquois. The tiny French colony was entirely dependent upon local peoples for survival—the settlers owed their existence to the conduit they presented to exchange furs for metal implements. These people showed the French how to survive—how to hunt food, avoid scurvy and use furs for winter clothes that were far superior to cloth. Many young men married women from the Indigenous societies to form alliances for protection and to gain access to hunting and trapping grounds. By 1660, the entire French presence in New France was barely 3,200 people, two-thirds of them men, but within a decade it had already doubled. Montreal was founded only in 1642 and for many years consisted of little more than a few dozen families, although it too grew along with the fur trade.

Foreign Volunteers in the Boer War

Stung by accusations that the war had been mismanaged, the British government ordered a change of command and appointed as commander-in-chief Field Marshal Frederick Roberts – ‘Lord Bobs’ – a diminutive, 67-year-old war hero, blind in one eye; but it was decided to leave Buller in charge of the Natal army. Two more divisions – the last readily available – were despatched from England. The government also realised that it had been trying to fight the wrong kind of war, relying too much on slow-moving infantry battalions to deal with mounted Boer riflemen using highly mobile tactics; British mobility needed to match Boer mobility. Britain called for civilian volunteers to join a new ‘Imperial Yeomanry’. Some 20,000 men from the ‘hunting and shooting’ fraternity signed up, including thirty-four members of parliament and peers. The City of London paid for one thousand volunteers. Further reinforcements came from other parts of the empire – from Canada, Australia and New Zealand. By January 1900, the total number of troops Britain had shipped to South Africa had reached 110,000. Additional support was provided by uitlander refugees and colonial volunteers formed into two mounted corps of their own – the Imperial Light Horse and the South African Light Horse – financed in part by Wernher, Beit & Co.

Even members of the Indian community in Natal – originally immigrants employed as indentured labourers to work on sugar plantations – volunteered to serve as stretcher-bearers. Their organiser was a 28-year-old lawyer, Mohandas Gandhi, who had arrived from India in 1893, spending a year in Pretoria before settling in Durban. Gandhi expressed sympathy for the Boer cause but considered he was bound by loyalty to Britain. ‘I felt that, if I demanded rights as a British citizen, it was also my duty, as such, to participate in the defence of the British Empire.’ The Natal authorities at first turned down Gandhi’s offer. But after Black Week, their attitude changed. Gandhi’s ambulance corps of ‘free’ Indians and indentured labourers recruited 1,100 volunteers.

Just as the British won support from the empire, so Boer ranks were bolstered by foreign volunteers. Some 2,000 uitlanders – Germans, French, Dutch, Irish, Irish-Americans, Russians, Scandinavians, even some English – joined the Boer cause. Another 2,000 foreign volunteers arrived from abroad. A retired French army colonel, Count de Villebois-Mareuil, enlisted, hoping to capture Cecil Rhodes. ‘History will add a fresh flower to the glory of France,’ he wrote in his diary. ‘To take Kimberley and see the face of the Napoleon of the Cape.’ He rose to the rank of Vecht-generaal – combat general – but was killed in action in April 1900. In all, the Boer allies were able to raise armed forces totalling more than 70,000 men. In addition, about 10,000 Africans served as auxiliaries to Boer commandos – retainers, porters, gun-bearers and labourers – many of them conscripted under duress.

Yet early Boer advantages were soon frittered away by poor strategy. By committing such a large proportion of their forces to the siege of three towns, Boer generals lost the opportunity to drive deeper into Natal and the Cape Colony when both areas were highly vulnerable to mobile attack. As their forward thrusts began to ebb, they turned to a more defensive stance, preparing for a much tougher British assault. By December, the Boer offensive had reached its limits. Unlike 1881, there had been no crushing blow to induce the British to negotiate.

Carnarvon’s Vision for South Africa: Another Canada

While Kimberley’s magnates were manoeuvring for advantage, Britain’s imperial ambitions were also on the march. In 1874, a new Tory government led by Benjamin Disraeli had come to power with aims of extending the realms of the British empire and reversing the years of fiscal rectitude and frugality overseas pursued by the previous Gladstone administration. Disraeli proudly called himself ‘an Imperialist’ and appointed as colonial secretary a like-minded expansionist, the Earl of Carnarvon. Carnarvon’s main preoccupation was imperial defence. He regarded the Cape and its naval facilities at Simon’s Bay as being the most important link in the imperial network outside Britain itself, upon which the safety of the whole empire might one day depend. In the words of a Royal Commission on Colonial Defence chaired by Carnarvon, the Cape route was ‘essential to the retention by Great Britain of her possessions in India, Mauritius, Ceylon, Singapore, China and even Australasia’. It needed to be ‘maintained at all hazards and irrespective of cost’. Strategic considerations overrode financial concerns. Furthermore, the Cape provided a vital commercial link. Despite the opening of the Suez Canal in 1869, one seventh of all British trade annually passed the Cape. In the event of a war affecting the Mediterranean and the Suez Canal, the Cape route would become even more important.

What concerned Carnarvon was the chaotic character of the interior of southern Africa, which offered opportunities for other European powers to meddle and undermine British supremacy in the region. In sum, southern Africa consisted of three separate British colonies, two Boer republics and a troublesome assortment of African chiefdoms, notably the Xhosa, the Zulu, the Swazi, the Pedi, the Venda, the Tswana and the Sotho. It was an area of ill-defined borders where armed conflict appeared to be endemic. Carnarvon was alarmed in particular by the Transvaal’s determined efforts to expand eastwards and gain access to the sea at Delagoa Bay, which would enable it to escape from commercial dependence on colonial ports and break away from British domination. He was adamant that the security of the Cape could not be assured unless Britain controlled the interior.

To forestall the Transvaal’s moves, Britain claimed possession of Delagoa Bay for itself. But when the matter was put to arbitration, Britain lost to Portugal. The Transvaal meanwhile sought to involve other European powers. In 1875, President Thomas Burgers toured Europe in search of German and Dutch aid to build a railway joining Pretoria to Delagoa Bay. Carnarvon concluded that the sooner the Transvaal was incorporated into the British orbit the better.

As colonial secretary in a previous British administration, Carnarvon had gained the credit for launching Canada as a self-governing dominion by amalgamating seven independent provinces inhabited by French-speaking and English-speaking colonists with different traditions and mutual distrust; and he assumed that a similar feat could be accomplished in southern Africa. Carnarvon’s plan was to construct a confederation of its disparate peoples that would serve as a bastion of the British empire and protect both its strategic and commercial interests.

The advantages of confederation, Carnavon told the cabinet, were ‘very obvious’. It would encourage the flow of European immigration and capital; provide a more effective administration at less expense; and reduce the likelihood of demands for aid in the form of money or troops. Furthermore, it would assist the development of ‘a uniform, wise and strong policy’ towards ‘the native question’. In sum, confederation would ensure a great leap forward.

Carnarvon found few willing accomplices in the region, however. There were too many old grievances, too much distrust. For the Boer republics, cooperation with Britain meant only ‘die juk van Engeland’ – ‘the yoke of England’. Carnarvon managed to cobble together a conference in London in August 1876 attended by a variety of delegates from southern Africa, but made no headway.

Malaria in Sicily, 1943

In 1740, the writer Horace Walpole noted “a horrid thing called mal’aria” that afflicted Italy every summer. Before the war, the Rockefeller Foundation had published a sixteen-volume study on where the disease, which killed three million people each year, was most prevalent; Italy, infested with the mosquito Anopheles maculipennis—soon shortened to “Ann” in GI slang—had the highest malaria rates in the Mediterranean. Quinine had been used for centuries to suppress malaria’s feverish symptoms, but U.S. supplies came almost exclusively from cinchona trees in the East Indies, now controlled by the Japanese. American scientists seeking a substitute examined fourteen thousand compounds, including dozens tested on jailhouse volunteers; the best replacement proved to be a substance originally synthesized by the German dye industry and given the trade name Atabrine.

Soldiers detested the stuff, which they dubbed “yellow gall.” It tasted bitter, upset the stomach, turned the skin yellow, and was rumored to cause impotence and even sterility. Many soldiers stopped taking it, prophylactic discipline grew lax, and proper dosage levels were misunderstood. Moreover, some malaria control experts failed to reach Sicily until weeks after the invasion. Soldiers also grew careless about covering exposed skin in the evening. Protective netting was in short supply, and insect repellent proved ineffective: troops agreed “the mosquitoes in Sicily enjoyed it very much.”

More than a thousand soldiers afflicted with malaria in North Africa on the eve of HUSKY had been left behind when the fleets sailed. On July 23, doctors detected the first case contracted in Sicily. By early August thousands of feverish, lethargic soldiers had been struck down. Ten thousand cases would sweep through Seventh Army, and nearly twelve thousand more in Eighth Army. (The swampy Catania Plain was particularly noxious.) All told, the 15th Army Group sustained more malaria casualties than battle wounds in Sicily. A medical historian concluded that “the disease record of the Seventh Army on Sicily was one of the worst compiled by any American field army during World War II.” With soldiers also suffering from dengue, sandfly, and Malta fevers, distinguishing one malady from another became so difficult that many patients were diagnosed simply with “fever of unknown origin,” soon known to soldiers as “fuo.”

Southern Sympathies Abroad, 1863

General Johnston is a very well-read man, and agreeable to converse with. He told me that he considered Marlborough a greater general than Wellington. All Americans have an intense admiration for Napoleon; they seldom scruple to express their regret that he was beaten at Waterloo.

Remarking upon the extreme prevalence of military titles, General Johnston said, “You must be astonished to find how fond all Americans are of titles, though they are republicans; and as they can’t get any other sort, they all take military ones.”

Whilst seated round the camp fire in the evening, one of the officers remarked to me, “I can assure you, colonel, that nine men out of ten in the South would sooner become subjects of Queen Victoria than return to the Union.” “Nine men out of ten!” said General Johnston—”ninety-nine out of a hundred; I consider that few people in the world can be more fortunate in their government than the British colonies of North America.” But the effect of these compliments was rather spoilt when some one else said they would prefer to serve under the Emperor of the French or the Emperor of Japan to returning to the dominion of Uncle Abe; and it was still more damaged when another officer alluded in an undertone to the infernal regions as a more agreeable alternative than reunion with the Yankees.

Shikoku Island League Team Names

In 2005, entrepreneurs on the island of Shikoku created an independent professional minor league designed to appeal to local baseball fans. Shikoku is not home to any of the Nippon Professional Baseball (NPB) teams. The two main sponsors of the initiative were JR Shikoku and Shikoku’s Coca-Cola Bottling Company. (Japanese railway companies public and private have long been major sponsors of professional baseball teams.) Among the strategies for building a local fan base are uniquely localized names and the hiring of Shikoku natives for fill-in roles like designated hitters, pinch hitters, and such. Like NPB’s Pacific League, the Shikoku Island League employs DHs. The team names are just as quirky and unique as those of North American minor league teams like the Albuquerque Isotopes, Lansing Lugnuts, Montgomery Biscuits, or Savannah Sand Gnats. All the team names are written in katakana but abbreviated in roman capital letters. The Island League (IL) logo and mascot is a blue and white Manta Ray, for its baseball-diamond shape.

Tokushima IndigoSocks (IS) – Tokushima Prefecture is famous for its indigo, so it’s not surprising that the team color is blue. The mascot is a spider, who wears four pairs of socks. The IndigoSocks won the 2019 league championship, but lost to the Tochigi Golden Braves in the interleague championship.

Kagawa Olive Guyners (OG) – Takamatsu in Kagawa Prefecture is the league headquarters, and the Olive Guyners have won the most league championships so far. Kagawa is famous in Japan for its olives and olive oils, home games are played in Olive Stadium, and the team color is green. Guyners is an anglicized rendering of the local Sanuki dialect word gaina ‘strong’.

Kochi Fighting Dogs (FD) – Kochi Prefecture (once known as Tosa Domain) is famous for its Tosa fighting dogs, Japanese mastiffs, so its team name and mascot were easy to choose. The team color is black and their gray mascot wears a yokozuna belt like that of sumo champions. The FD won the first league championship in 2005, but haven’t done so well since then. In 2017 they hired Manny Ramirez but he left in mid-August with a knee injury.

Ehime Mandarin Pirates (MP) – Ehime Prefecture is famous for its mandarin oranges (mikan), and its seafaring heritage. Their basketball team is the Ehime Orange Vikings. The team color is orange in both cases.

In 2007, the league expanded to include two teams on Kyushu and changed its name to the Shikoku-Kyushu Island League. But the Nagasaki Saints (named for the prefecture’s long Roman Catholic heritage) and Fukuoka Red Warblers (named for the color of ume and the Japanese bush warbler) didn’t last long. Nor did the Three Arrows team from Mie (三重 ‘three weights’) Prefecture, on Honshu across the Kii Channel from Tokushima. So now the official name of the league is Shikoku Island League plus, presumably to allow for other expansion attempts.

In 2014, two independent baseball leagues, Shikoku Island League plus and Route Inn Baseball Challenge League, formed the Japan Independent Baseball League Organization. The champions of each league play each other at the end of each season. Shikoku Island League plus has also sent all-star teams to play all-stars from the independent Can-Am League in North America.

Reasons to End the War of 1812

The object of every war, or threat of war, is, in a final analysis, to bring about such a state of mind in the other party that he does not want to make war. The will of the enemy is the ultimate objective, as Hitler was never tired of preaching, and as Clausewitz understood in those moments when he was not engrossed in the means to the exclusion of the ends. By 1814 both England and America had reached that state of mind. Mr Madison’s conversion was the product of many factors: the failure of the invasion of Canada, the emptiness of the Treasury (resulting from the British blockade) and the fall of Bonaparte. It must be remembered that Mr Madison took the important step of waiving his demands regarding impressment in June 1814. Yet it would be hard to withstand the conclusion that the greatest factor was the presence of a British squadron in the Chesapeake; it was with those topsails almost in sight that Monroe sent off the crucial dispatch. Naval and military factors brought about the British change of heart, the defeat at Lake Champlain, and the repulse—almost bloodless though it was—at Baltimore, and the continued presence of American privateers in British home waters. Finally it was the threat of further military operations—the continuance of the blockade and the menace of Cochrane’s roving army—that kept the American commissioners amenable and facilitated the negotiations.

Once peace came to appear desirable every step was taken to hurry its coming. Debatable questions were ignored or postponed for future discussion. Two hundred written words, even with all the ‘whatsoevers’ and the legal redundancies, affirmed the peace; hardly more were necessary to settle the very difficult questions arising out of a definition of the war’s end in all parts of the world, and a hundred words decided the fate of the prisoners. By contrast it took some thousands of words to set up a future commission to clear up the debatable points left over from the Peace of Paris, now thirty years old. The question of the Indians was solved—or postponed—by specifically including them in the treaty of peace, in two brief paragraphs. One single article, of fifty words, made declaration of the intention of the United States to abolish the slave trade; its presence was an indication of the power and determination of the benevolent enthusiasts of Britain as compared with the more fitful influence of the war party.

The shelving of the debatable points was denounced by some intelligent people on both sides of the Atlantic, on the grounds that it would lead eventually to a renewal of the war. They were proved in the event to be wrong; the memory of the profitless damage done by the war persisted, and was as influential in the minds of those responsible for keeping the peace as the knowledge of it had been in the minds of those responsible for making the peace. The boundary questions were settled amicably, and from there it was an easy step to the neutralization of the American-Canadian border, an achievement in the cause of peace so beneficial, and so far ahead of its time, as almost to justify the bloodshed and misery of the tragic war.

Problems Pacifying the Chesapeake, 1813

Cockburn acted with considerable energy. He sent his boats where his ships could not penetrate. One of Warren’s reports (dated from ‘Annapolis, Chesapeake’!) told of sending the boats of the fleet fifteen miles up the Rappahannock, where they boarded and captured four armed schooners—a privateer and three letters of marque—manned by heavy crews totalling over two hundred officers and men, the British loss being only thirteen; undoubtedly the Americans flinched, and undoubtedly the demoralization resulting from the arrival of the British in the Chesapeake was considerable. Cockburn pushed on northwards into the farthest extremity of the Chesapeake, striking at the communications between Baltimore and Philadelphia; today the Chesapeake and Delaware Canal runs close to the scene of his operations. He had no troops with him at present, save for a small detachment of artillerymen, but he had a rocket-boat, and several craft of small draught, mostly prizes he had previously captured, and with his marines and a detachment of seamen he could scrape together a force of some four hundred men. He made a feint at Baltimore, occasioning considerable alarm, and then struck at the other side. There was militia to oppose him, but badly led and quite uninspired, even though Washington was only a day’s ride away. The tiny landing-parties met with almost no resistance, the militia abandoning their positions the moment an attack was launched; in one battery a hundred and thirty stand of small-arms were picked up after having been thrown away by the men supposed to use them. Cockburn reached all the objectives (‘foundries, stores, and public works’) assigned to him by Warren’s orders. He destroyed a foundry (‘the Cecil or Principio Foundery, one of the most valuable works of the kind in America’) on the outskirts of Havre-de-Grace, along with Government depots of provisions and military equipment; he burned a dozen sail of coasters, and vast stores of flour, sending one party far up the Susquehanna, all this at a cost of less than a dozen wounded.

He had been faced, from the moment of his arrival, with the problem of dealing with civilian opposition. It was not only militiamen, and certainly not only militiamen in uniform, who fired on his landing-parties. It was not in human nature, and certainly not in American human nature, to refrain from taking a shot at red-coated marines landed on a mission of destruction in a country whose constitution declared that ‘the right of the people to bear and carry arms shall not be infringed’. The laws of war had not yet been codified. It was understood, however, that a man who fought without a uniform was liable to death if caught, his house was liable to destruction, and even the village or town from which he came; but the invading regular troops, on the other hand, were bound to respect civilian life and property. Moreover, there was an occasionally accepted ruling—later incorporated in the Geneva Convention—that a people might be permitted to take up arms in a spontaneous uprising; a year or two before Wellington had maintained this point in correspondence with Massena regarding the status of the un-uniformed Portuguese militia. In essence, therefore, the ultimate policy was decided by the commanding officer of the invading force. Cockburn deplored the ‘useless rancour’ of the inhabitants in opposing him, and burned houses and towns where such opposition was offered him. He congratulated himself, and felicitated Warren, on having achieved his object, for Charlestown submitted to him without opposition and he was assured that ‘all the places in the upper part of the Chesapeake’ had adopted the resolution that neither guns nor militiamen should be suffered there. On the surface the policy of reprisals had succeeded, but it is doubtful whether it had conduced towards the ultimate end of the invasion, which was to prevail on the American people to agree to peace.

In the prevailing state of sullen resentment Cockburn had to decide on another question of policy, closely allied to the matter of reprisals. Like every naval officer of the time he was faced by the chronic problem of the supply of drinking-water, and by the nearly as urgent problem of the supply of fresh provisions. He could hardly be expected to detach ships to his base hundreds of miles away to fill up with water, nor could he expect his men to live on salt meat when they could see cattle browsing on shore and hear cocks crowing. Yet the parties he landed to fill up his water-casks were always liable to have shots fired at them; his efforts to buy fresh provisions were not very successful. He maintained that it was inhuman to deprive his men of drinking water, and he was quite sincere in his protestations that he was offering genuine value for livestock. He did not make allowance for the irresistible temptation his landing-parties offered to the local man with a rifle who had heard nothing about the resolution of the towns to make no resistance, and who would have cared nothing whatever he heard. And Cockburn tried to buy cattle with bills on the British Treasury; he was an able and active officer, but he displayed complete ignorance of the people he was fighting if he expected a Maryland farmer to part with his herd in exchange for bills redeemable in London at some vague future date. Wellington was dealing with the similar problem in Spain and France by paying handsomely in gold and silver—even taking care to have supplies ready of the actual currency of the country in which he found himself—but Cockburn had no gold or silver to spare, partly because Wellington had all the available supply. Refusal to sell, in Cockburn’s eyes, was a hostile act. He was justified then in seizing provisions without payment, and that, even in the chaotic state of the laws of war, justified armed resistance; resistance justified reprisals, and the vicious circle was started again at the moment when he thought the country was pacified.

Arbeit Macht Frei in Postwar Europe

Economic logic generally set the limits of humanitarian solidarity in postwar Europe. The employment contracts offered to refugees were often highly restrictive, designed to keep them in low-paid or undesirable jobs for as long as possible. Belgium’s “Operation Black Diamond” imported 32,000 DPs as miners, but required them to work a full two years in the mines before they were allowed to seek employment elsewhere. As of 1949, 8,000 had returned to refugee camps in Germany, unable to tolerate the harsh conditions. Other employment programs were similarly restrictive. Britain’s “Westward Ho!” program enabled 82,000 migrants from Eastern Europe to emigrate to the UK, but confined refugees to employment in mining, textiles, agriculture, or domestic service, rather than allowing them to move freely between jobs or professions.

The French government, with its ongoing anxieties regarding population growth, was initially among the most eager to recruit DP labor. The French military commander Pierre Koenig immediately recognized that East European DPs “represent a human and labor resource that we will have a high interest in using to the advantage of our country,” and he urged French authorities to recruit the best workers. In 1948, the French government even set up its own vocational training courses for refugees in the French zone of occupied Germany. Conditions for foreign workers in postwar France were notoriously poor, however, and that hampered recruitment efforts. Ultimately, the IRO resettled only 38,107 East European refugees in France between July 1, 1947, and December 1950. The bulk of refugees were headed to the New World. In the same period, the United States received 238,006 refugees, Israel 120,766, Australia 170,543, and Canada 94,115.
