Linguistics & the Law of Unintended Consequences

In 2004, another University of Hawai‘i linguist with long experience of Micronesia, Kenneth L. Rehg, published a follow-up to Donald Topping’s article on attempts by professional linguists to foster the vitality of smaller languages. His article, Linguistics, Literacy, and the Law of Unintended Consequences appeared in Oceanic Linguistics 43:498-518. Here’s a taste of what he had to say.

At present, we have no predictive science of language vitality, and it is unlikely that we will ever have one, given the very large number of factors that impinge upon language survival. Topping was certainly correct, however, when he wrote (2003:527): “Our experience in Micronesia tells me that as long as the indigenous language gives the appearance of being robust, the alarm cries of linguists will go unheeded. It is only when the threat of cultural extinction becomes real that language and cultural retention becomes a serious matter of concern.” Ironically (or perhaps not), it is a fact about Micronesia that the major proponents of English have for the most part been the Micronesians, and the champions of the local languages have for the most part been the foreign linguists and educators. There are, of course, many exceptions on both sides, the most noticeable among the Micronesians being those individuals who participated in the University of Hawai‘i programs described at the beginning of this paper. What is also telling, though, is the fact that most of the funding that has been utilized in support of the Micronesian languages has come from external sources in the form of grants from the United States government. All too often, when these funds dried up, so too did the indigenous language programs they supported.

Thus, while it is clear that the Micronesians have the capacity to sustain their own languages, it is not nearly so obvious that their leaders have the will to do so. Ultimately, of course, the survival of small languages everywhere is beyond the control of foreign linguists. As Topping (2003:527) wrote, “… the real saviors of the endangered languages will be the people who speak them, not the linguists who talk about them.” But, if we are called upon to assist communities that care about the long-term well-being of their language, then we must carefully weigh our actions. In the case of Micronesia, some very good work was done on these languages, but the “Law of Unintended Consequences” also came into play. This is the law that reminds us that the actions of individuals–and especially agencies, institutions, and governments–invariably have effects that are not intended or anticipated. Thus, we set out to promote literacy in the Micronesian languages, but some of our efforts had just the opposite effect. Disputes over orthographies, unrealistic expectations concerning standards, an insufficient understanding of the literacy needs of these communities, and reliance on external funding all hindered progress toward that goal. Consequently, I have come to believe that if the linguistic community is serious about documenting and supporting the threatened languages of the world, we must move such endeavors into the mainstream of our discipline. What we need now, far more than good intentions, is excellent research that can serve as the foundation for excellent applications and excellent training. Further, given Topping’s observation that only the people who speak threatened languages can save them, I believe that linguistics departments everywhere must strive to recruit, support, and train speakers of such languages–in particular, those who evidence a wholehearted commitment to conserving their linguistic heritage.

But doesn’t that go back to the issue of unintended consequences? And isn’t it fair to ask why it should be necessary for outsiders to encourage populations “who evidence a wholehearted commitment to their linguistic heritage” to preserve a language they already hold dear?

Or is this suggestion more about telling people what they *ought* to think and do?

Fair point. To me, it seems more about telling linguists what they ought to do than telling native speakers of threatened languages what they ought to do. But remember all those linguistically trained educators from Micronesia that opted for careers in politics rather than education that Topping mentioned (in the preceding blogpost)? Some years back, I also had the experience of meeting one of my wantoks (that is, speakers of the same language, in this case a very exclusive club of c. 300) from the rather educationally progressive village where I did fieldwork in New Guinea as he passed through Honolulu with his family–and a set of golf clubs–after completing an MLS degree in Illinois. He was already aiming for a career in politics, not library science.

What Difference Did Linguists Make?

In 1994, University of Hawai‘i professor Donald M. Topping presented a paper at the Seventh International Conference on Austronesian Linguistics at a plenary session on endangered languages. It was the last session of the conference, held on a Saturday morning after some of the conference participants had already departed.

That presentation appeared posthumously in 2003 under the title Saviors of language: Who will be the real Messiah? in Oceanic Linguistics 42:522-527. Here’s a bit of what he had to say.

Linguists concerned about the fate of endangered languages appear also to be endangered, at least in terms of numbers. At the Sixth International Conference on Austronesian Linguistics [in Honolulu in 1990], fourteen papers were given at prime time, about mid-way through the meetings. Here at the Seventh [in Leiden in 1994], we three—the last of our species?—have been relegated to the tail end. This is perhaps befitting, for issues of language survival may not be any of our business. Nevertheless, let me recount the experiences of one aging linguist who, earlier in his career, was convinced that he could make a difference….

In the early 1970s a group of us at the University of Hawai‘i felt, perhaps arrogantly, that linguists had not only a role, but a responsibility to help preserve the languages of Micronesia. Emboldened with this messianic complex, and a substantial source of funding, we launched a major project to ensure their survival….

How well has it worked? Let’s review some of the results. With the published reference grammars and dictionaries the results have been mixed. Aside from the Chamorro and Palauan reference grammars, which are being used as text materials in Palau and Guam, the others have been largely ignored. Of the twelve published dictionaries, four have been reprinted (Chamorro, Palauan, Marshallese, and Ponapean). Again, with the possible exception of Palauan and Chamorro, where the dictionaries are used in the education programs, most of the sales have obviously been to expatriates and tourists, and not to the speakers of the languages.

What became of the Micronesian linguists, some of whom took M.A. degrees in linguistics? Sadly, the majority of them have gone into other fields, especially politics, and have all but abandoned language concerns. Of the few who remained in Education, only two (one Palauan and one Chamorro) have maintained an active role in developing vernacular language education.

Of the 1,300 or so Micronesian language texts developed during phase 2 of the materials development project, few are to be found outside of the University of Hawai‘i library. Even though thousands of volumes were shipped to Micronesia as they were produced, they have all but disappeared.

The vernacular education programs in Micronesian schools, according to a 1989 report published by the University of Guam, are either nonexistent or very weak. The gradual loss of text materials, career changes by the Micronesian linguists, and parental pressures to teach their children English have all contributed to this decline.

Surprisingly, a major obstacle to the success of the Micronesian linguistics project is one that was unanticipated, and may be fairly assigned to the linguists themselves. That is the problems presented by the “new” orthographies. Mr. Leo Pugram, Coordinator for Curriculum and Instruction in Yap, made the following statement, “When the new orthography was established, it was a time for problems, confusion, and hatred for the new orthography. This still exists today on Yap.”

Obviously, the linguists left their mark: the “new orthography.” The complaint articulated so bluntly by Mr. Pugram was echoed by nearly every other Micronesian educator who attended the Guam conference. Although the University of Hawai‘i linguists involved made every effort to involve the community of speakers in the choice of orthography for the dictionaries and reference grammars, they are the ones who were blamed for the controversies that surfaced after the books were published.

On the other hand, the linguists probably had an equally positive influence by raising the awareness of the language issue in the various Micronesian communities where indifference had prevailed for so long. People began to talk about their languages and their importance to cultural integrity, albeit in a controversial frame. The publications themselves—bilingual dictionaries and reference grammars in nicely bound volumes—served to elevate the status of the Micronesian languages in the eyes of their speakers.

Still, one must ask the question: did linguists or linguistics really make a difference for the future of the languages? Did our work have any impact in preventing, or slowing down the linguistic adulteration and erosion that is seen today in many parts of Micronesia?

Perhaps the best way to address that question is to look at three communities in the Pacific where language erosion had progressed almost to the point of no return, and where we are now witnessing a linguistic and cultural renaissance: Guam, New Zealand, and Hawai‘i. Was it the linguists with their bag of tools that triggered the positive action? Or were there other more critical factors?…

What are the forces driving this renaissance? In my view, it is the real threat of cultural extinction more than anything else that gives it life. In all three of the communities, the indigenous people, many of whom are on the lower end of the socioeconomic scale, are vastly outnumbered by “outsiders.” There is growing resentment of the majority culture. And there is strong leadership emerging among the indigenous people who are demanding legal redress. These are probably the strongest forces behind the observed language renaissance.

Where then, are the linguists? Have they played a role? Do they now? Each of the three languages in question was described and lexified by nonnative linguists during the 1950s and early sixties. At the time of their work these linguists issued the call of alarm about the precarious status of the languages. Their calls, however, appeared to fall on deaf ears, for there was little response. It took the coming of another generation of young people who were not afforded the opportunity to learn their heritage language at home before the threat of total language loss became real.

Ironically, when the cultural/ethnic renaissance began to emerge with force, the “pioneering” linguists were often vilified for profiting from their published works, misinterpreting the language, or concocting an unacceptable spelling system. Nevertheless, their works are still used extensively for the development of language programs and materials that are having such remarkable success today.

Paul ‘Scrooge’ Theroux on Aid to Africa

The New York Times on 15 December carried an op-ed on African aid by Hawai‘i’s resident literary Scrooge, Paul Theroux.

It seems to have been Africa’s fate to become a theater of empty talk and public gestures. But the impression that Africa is fatally troubled and can be saved only by outside help – not to mention celebrities and charity concerts – is a destructive and misleading conceit. Those of us who committed ourselves to being Peace Corps teachers in rural Malawi more than 40 years ago are dismayed by what we see on our return visits and by all the news that has been reported recently from that unlucky, drought-stricken country. But we are more appalled by most of the proposed solutions.

I am not speaking of humanitarian aid, disaster relief, AIDS education or affordable drugs. Nor am I speaking of small-scale, closely watched efforts like the Malawi Children’s Village. I am speaking of the “more money” platform: the notion that what Africa needs is more prestige projects, volunteer labor and debt relief. We should know better by now. I would not send private money to a charity, or foreign aid to a government, unless every dollar was accounted for – and this never happens. Dumping more money in the same old way is not only wasteful, but stupid and harmful; it is also ignoring some obvious points.

If Malawi is worse educated, more plagued by illness and bad services, poorer than it was when I lived and worked there in the early 60’s, it is not for lack of outside help or donor money. Malawi has been the beneficiary of many thousands of foreign teachers, doctors and nurses, and large amounts of financial aid, and yet it has declined from a country with promise to a failed state.

In the early and mid-1960’s, we believed that Malawi would soon be self-sufficient in schoolteachers. And it would have been, except that rather than sending a limited wave of volunteers to train local instructors, for decades we kept on sending Peace Corps teachers. Malawians, who avoided teaching because the pay and status were low, came to depend on the American volunteers to teach in bush schools, while educated Malawians emigrated. When Malawi’s university was established, more foreign teachers were welcomed, few of them replaced by Malawians, for political reasons. Medical educators also arrived from elsewhere. Malawi began graduating nurses, but the nurses were lured away to Britain and Australia and the United States, which meant more foreign nurses were needed in Malawi.

When Malawi’s minister of education was accused of stealing millions of dollars from the education budget in 2000, and the Zambian president was charged with stealing from the treasury, and Nigeria squandered its oil wealth, what happened? The simplifiers of Africa’s problems kept calling for debt relief and more aid. I got a dusty reception lecturing at the Bill and Melinda Gates Foundation when I pointed out the successes of responsible policies in Botswana, compared with the kleptomania of its neighbors. Donors enable embezzlement by turning a blind eye to bad governance, rigged elections and the deeper reasons these countries are failing.

Although I gave up on Theroux’s travel writing after his bitchy, self-absorbed The Happy Isles of Oceania, I think he has a valid point here.

My Malaria Tales

In 1976, I got a chance to do linguistic fieldwork in Papua New Guinea. PNG is a malaria zone, so I tried to get antimalarials before I left, but hardly any doctors in Honolulu knew about either malaria or PNG, and they wouldn’t prescribe anything unless it was for treatment, not prevention. So my first day in Sydney, en route, I went to a public hospital and waited a long time to see a doctor. (Australia, like Canada, gives free but limited medical coverage to everybody.) When the doctor finally saw me, he asked me all sorts of questions about PNG because he was to spend part of his residency there, but he said state policy was to give only one week’s worth of medicine at a time free. So I got just two Chloroquine pills, one week’s prophylactic dose. I was due to arrive in PNG within the week.

In PNG I had no trouble buying Chloroquine at a local chemist (pharmacy) and took them faithfully every Sunday. For months, I was fine. The only problem I had was early on, when my intestinal flora were changing to accommodate the local diet. I got the runs one night really bad. The village was maybe 100 yards from end to end, with the women’s outhouse out over the water (flushed twice a day by the tide) near my end of the village and the men’s outhouse clear at the other end of the village, across a coconut log bridge over the stream that served as the village’s only supply of fresh, cold mountain water. The men’s bathing hole was upstream from the women’s bathing, laundry, and dishwashing area, and people were really careful not to shit near the river. That night, I must have walked through the dark village 6 or 8 times, setting off the dogs each time, but not always having much to feed the fish with by the time I climbed up into the four-hole outhouse and squatted over the ocean. So, before long, I’d start the long trek back, setting off the dogs again.

I slept under a mosquito net in the village, although not always when I took trips to the neighboring village where several kids from my host family went to school. (They boarded there.) One day during August (I think), I felt really feverish, with flu symptoms, but the next day I felt better, so I let the village boat, with its loud, 2-stroke, Japanese Yanmar diesel engine, leave for town without me. It was an 8-hour trip up the coast to Lae, where the boat would sell its catch of fish, fill up with ice for the next catch, take on supplies and passengers, and be back in a week. That evening after I went for my customary bath in the stream, I couldn’t stop shivering. My hosts built up the fire and I hunkered down next to it until the shivers turned to sweat. By that time, I figured I’d better take a treatment dose of Chloroquine: 2 pills every 4-6 hours, rather than 2 pills every week. In a day or two the flu symptoms abated and I broke out instead with intense itching under the skin of my hands and feet. It hurt to walk over the rough path to the bathing hole. So the next time the boat came back to load up and take more fish and passengers, I was on board.

The doctor I saw in town thought maybe I had reacted to the Chloroquine, so he put me on milder Camoquine and, sure enough, the next time I came down with malaria symptoms and took a treatment dose, at least I didn’t have that horrible itch. (By now many strains of malaria in PNG are resistent to both.) But the timing was bad. I had come into town about Thanksgiving time, and my host, an American with an MA in ESL from Hawai‘i, had fixed up a real American meal with turkey, deviled eggs, and pumpkin pies. My throat was swollen, it hurt to swallow, and I was too sick to join the crowd for dinner, so I went off to bed. That night my fever broke and I soaked the sheets. The next day I felt much better–and ravenous. Fortunately, there were leftovers of everything except the deviled eggs. I ate a lot, but swallowed carefully.

Back in Honolulu, I got another severe bout of malaria. By this time, I knew the whole cycle real well–24 hours of fever and chills followed by 24 hours of dull headache. It was sure to be Plasmodium vivax, according to Merck’s Manual, so I managed to get referred to a Dr. Berman, the only civilian doctor in town who knew much of anything about malaria. (He had seen plenty of it as an Army doctor in Vietnam.) So I drove to the emergency room of the hospital where he was supposed to start a shift at 7 pm. He took a long time getting to me and I spent the whole time shivering under the air-conditioning vent in the examination room, trying to cover myself with little hand towels.

When Berman finally saw me, I made the mistake of telling him I was suffering from P. vivax and asking for a treatment dose of Camoquine or its equivalent. He sent me for a blood test, but couldn’t find anything, so he sent me away for another 48 hours until I would be in worse shape again. When he couldn’t see anything in that sample, either, he told me to come back when I was really in the throes of fever and chills. So at the peak of the next 48-hour cycle, I was driving shakily through traffic to his downtown office. This time, he managed to find the little buggers under the microscope. He returned with a sarcastic “Congratulations, Dr. Outlier. Your diagnosis is correct. It’s Plasmodium vivax.” Whereupon, I let him have it, telling him each of those 3 lab tests cost me $24 that my grad student health insurance didn’t cover, and that I had been through a week’s worth of the symptoms a 3rd time now, thanks to him. I think he ended up waiving any of his own fees above what my health insurance covered. He also prescribed some very powerful drug that was supposed to clear the creatures out of my liver as well. I’ve never had a relapse since then.

Famous Non-Hawaiian Prompts AP Style Change

Heavy news coverage of Hawai‘i’s most famous current sports personality has finally prompted the AP to conform its stylebook to reflect the meaning of the term “Hawaiian” as it is used in Hawai‘i rather than the meaning assigned to it in Webster’s. Nelson Daranciang of the Honolulu Star-Bulletin reports:

Outside the state, few people know that all Hawaii residents are not Hawaiians. [My personal stylebook recommends rephrasing that as “not all X residents are Xians”–J.] For years, “The Associated Press Stylebook” and libel manual, a guide commonly used by newspapers around the country, said there was no difference.

That has changed.

The AP has informed its member organizations of an update to the stylebook on the use of the term “Hawaiian.” From now on, Hawaiians will be used only to describe members of the ethnic group indigenous to the Hawaiian Islands. “Hawaii resident” or “islander” describes anyone who lives in the state.

Previously, “Hawaiians” could be used to describe residents of Hawaii….

AP Honolulu Bureau Chief Dave Briscoe said, “We’ve actually been trying to get a change for years.”

He said the use of “Hawaiian” becomes an issue whenever a prominent person from Hawaii makes national or international news. He said the bureau has had to change Hawaiian to Hawaii resident in stories originating on the mainland describing teenage golfer Michelle Wie.

Wie is an American of Korean ancestry. She is also a Hawaii resident.

Briscoe said he had difficulty persuading AP to make the change, because the organization bases much of its stylebook on dictionary definitions. According to Webster’s New World Dictionary, Hawaiian is a native or inhabitant of Hawaii.

I remember having a go-round on this point in the comment thread of a Language Hat post a while back.

Dangers of One-Party Control in a U.S. Democracy

The explosive outbreak in 1997 of a long-simmering scandal in Hawai‘i illustrates the dangers of one political party exercising full control of all three branches of a U.S.-style government for over four decades. In Hawai‘i’s case, Democrats maintained constant control of the legislature, the governor’s office, and the judiciary–while the state Supreme Court justices appointed the trustees of the largest charitable trust in the country. But Republicans are in no way immune to the same pernicious disease, whether at the state or national level.

University of Hawai‘i law professor Randall Roth was instrumental in bringing the extent of the scandal to public attention and forcing state and federal officials to begin attempts to redress the sorry state of affairs. Here’s an excerpt from his article in the journal of the International Center for Not-for-profit Law in 1999. Much has changed since that time.

Kamehameha Schools/Bishop Estate (KS/BE) was established 114 years ago by the will of Princess Bernice Pauahi Bishop, the great-granddaughter and last descendant of King Kamehameha the Great. Initial funding of this charitable trust consisted of roughly 10% of the Kingdom of Hawaii’s land mass, including all of Waikiki. The KS/BE corpus today is estimated to be worth approximately $10 billion, including a 10% interest in Goldman Sachs….

The will directs that trustees be chosen by justices of the “Supreme Court,” which at the time of the princess’ death meant the Supreme Court of the Kingdom of Hawaii. But Supreme Court justices continued to make the selections when Hawaii was a republic, territory and state … until late last year. It was then that four of the five justices, bowing to public pressure, agreed not to participate in future trustee selections. The one dissenter has suggested privately that he has authority to make future selections “as a majority of one.” In past years, the justices did not hesitate to decide cases involving the trustees they selected. But earlier this year, the justices agreed to recuse themselves in such matters.

HIGHLY COMPENSATED TRUSTEES. KS/BE trustees have paid themselves annual fees averaging about $900,000 each. They argue that this has been within the compensation cap set by mechanical application of Hawaii’s statutory fee provision. But the nation’s preeminent authority on trust law has called this formula “practically incomprehensible … an awful statute.” Among other problems, it does not define “revenue,” “income” and “general profits.” As a result, it is not clear in what circumstances net income as opposed to gross income is to be used, or to what extent capital losses are to be offset against capital gains.

These ambiguities take on greater meaning when you consider a few numbers. During the three-year period currently under review by a court-appointed master, the trustees experienced losses and loss reserves totaling $241 million. This exceeded investment income from all sources, including Goldman Sachs. Plus, annual management and general expenses rose from $42 million to $52 million to $61 million. According to the master, the total return for this three-year period was minus 1.0%.

Due to a dramatic, last-minute floor vote on the floor of the state House of Representatives, the 1998 Legislature replaced the statutory fee formula with a simple requirement that trustee compensation always be “reasonable under the circumstances.” The bill had been bottled up in the House Judiciary Committee (whose chair has for years received a $4,000 monthly retainer from KS/BE), and was actively fought by the Speaker of the House (who recently received a $132,000 consulting fee on a KS/BE land transaction).

POLITICAL CONNECTIONS. One of the current trustees was Speaker of the state House of Representatives at the time of his appointment in 1984 and for several years thereafter. Another had been President of the state Senate just prior to being appointed a trustee. A third had just been chairman of the state Judicial Selection Commission, and a fourth was a physical education teacher turned state Department of Education administrator who recently had served as chairperson of the sitting Governor’s re-election committee on the island of Maui. The fifth trustee, Oswald Stender, is sometimes called the accidental trustee. Unlike the other four, he is not politically active and was not the first choice of any justice. Stender emerged as a compromise candidate only when the justices reached a stalemate over other candidates, one of whom was generally regarded at that time as a political “king maker.” Stender is the only trustee with CEO-like credentials. [All trustees have now been replaced.–J]

Cynics sometimes point out that members of the Judicial Selection Commission are selected by the Speaker of the House, President of the Senate and Chief Justice of the Supreme Court … and that KS/BE trustees in recent years have included a Speaker of the House, President of the Senate and Chief Justice of the Supreme Court. The Governor also selects Commission members, and the most recent trustee is the best friend and political confidant of the Governor. [emphasis added]

The law firm of another recent Judicial Selection Commission chairman has received $15 million in fees from KS/BE since his tenure on the Commission, and the law firm of a former Governor received millions in fees soon after he left office in 1995.

Unsuccessful candidates for justice of the state Supreme Court have described being quizzed by members of the Judicial Selection Commission about who they might be inclined to name as a KS/BE trustee. These candidates concluded that no one gets appointed to the high court in Hawaii unless they answer this question “correctly.”

Lotte Marines Clinch Pennant!

I’m happy to see the long-suffering White Sox in the U.S. World Series. Last year about this time, I was wondering whether this year would see an all-Chicago series between the Cubs and the Sox. The major drawback of the White Sox victory over the Angels is that it brings to an end Matt Welch‘s season of sharply informed comment on the national pastime.

Meanwhile, Japan’s Pacific League playoffs have ended, too, with gratifying results.

FUKUOKA (AP) Bobby Valentine’s Chiba Lotte Marines are going to the Japan Series for the first time in 31 years.

Tomoya Satozaki doubled in a pair of runs in the top of the eighth inning at Yahoo Dome on Monday as the Marines defeated the Softbank Hawks 3-2 in Game 5 of the Pacific League’s second stage playoffs to advance to the Japan Series, where they will face the Central League champion Hanshin Tigers.

“I don’t think either team should have lost,” said Valentine. “The Hawks are a great team and the Marines are a great team and I congratulate everyone in the organization.”

The Marines, who last played in the Japan Series in 1974 when they were known as the Lotte Orions, will open the best-of-seven championship on Saturday at Chiba Marine Stadium.

When I was a kid, my brother and I used to root for the Nankai Hawks, while my Dad would root for their archrivals, the Daimai Orions. Now I’m happy to see the successors of the Orions beat the Hawks, mostly because the Hawks have been rather unfair toward foreign players, while the Marines have gone so far as to hire a foreign manager, not to mention one of Hawai‘i baseball’s favorite sons, Benny Agbayani.

In a sloppy piece (see comments) from 2001, Scott Gorman at JapanBall.com described the Hawks’ attitude toward foreign players who threaten their manager’s home run record.

On September 24th, [Tuffy] Rhodes, a journeyman when he played in America, did the unthinkable: He tied Sadaharu Oh’s decades-old record for most home runs in a season when he belted number 55. That he was even granted a chance to tie and perhaps surpass Oh, the unchallenged king of Japanese baseball as a player and now the manager of the Fukuoka Daiei Hawks, may be a testament to how much attitudes towards American players have changed in Japan, just as the immense popularity of Ichiro Suzuki in the United States signals a sea change in the American acceptance of Japanese players.

In contrast, consider the case of Randy Bass, an American slugger of an earlier era, who in 1985 was denied even the opportunity to challenge Oh. When he got close, Japanese players and managers appalled at the thought of an American (and it must be said in race-conscious Japan, an African-American player to boot) taking home the precious record intentionally walked or hit him every time he came to the plate in the last games of the season. Oh said nothing.

But this year, Oh let it be known that Rhodes should have a chance without prejudice, much to his credit. Perhaps he suddenly remembered that as a young player, before he was anointed, he took lots of guff because his mother was born in Taiwan, and he therefore was not a “pure” Japanese. [Oh’s family name is Wang in Chinese, and more likely came from his father’s side.] Rhodes’ lot was made easier by the fact that he showed proper respect for the record and the personage of Oh all year, much to the dismay of the Japanese sporting press, who love to create screaming headlines.

(But perhaps Oh still had mixed feelings, at least about seeing his 37-year-old record broken in front of him. In a game against Oh’s Fukuoka Daiei Hawks on September 30th, Rhodes was walked or given impossible-to-hit pitches, despite Oh’s statement that he wanted everything on the level. Were Oh’s coaches acting against his wishes? Hard to say, but unlikely. But the general principle remained; Rhodes, it was maintained, was still be given his chances, apparently just not against the Hawks).

UPDATE: Tom of That’s News to Me notes that Gorman seems to have mixed up Randy Bass, who’s white, with Tuffy Rhodes, who’s black.

Russian Repatriates from Hawai‘i, 1917

A reader, John Wilmer, sent a link to a website full of long lost far outliers that immediately sucked me in. Here are a few excerpts from the introduction and translated applications for repatriation from Hawai‘i to Russia in 1917.

At the beginning of the 20th century Hawaii sugar plantation owners began to recruit laborers of European background. Former Secretary of the Territory of Hawaii and Director of the Bureau of Immigration, Alatau L.C. Atkinson, and a somewhat questionable Russian entrepreneur A. V. Perelestrous, traveled to Harbin, Manchuria to recruit Russian workers, primarily from the area around Vladivostok. Perhaps as many as 2,000 Russians and Ukrainians came to Hawaii.

The idea for repatriating Russians living aboard began right after the February Revolution in Petrograd. Vil’gel’m Vasil’evich Trautshold, a career diplomat who had served as a Vice Consul in Hakodate (1906-12), as a Consul in Dairen and General Consul in Harbin (1914-17), was sent to Hawaii from September 1917 to March of 1918. The costs of repatriation to Russia were borne by the new government….

Podrez Sergei Konstantinovich. Born Oct. 6, 1878. He was a peasant from the village of Dubki IUzhno-Ussuriisk uezda Primor’ye oblast. In Harbin he was a tailor’s shop and worked as an agent for the Singer Co. In 1910 he came with his family to Hawaii. Before repatriation from Honolulu he was a construction worker on the local prison. He left Hawaii alone in 1918 after he divorced his wife Elena Ermolaevna, 33 yrs. old (she was a mid-wife). They had four daughters ages two to sixteen, and had refused to leave with him. The court in Honolulu told the husband to pay $6 wk in alimony.

Kolesnichenko Demid (Dmitrii) Borisovich. Born Aug. 16, 1883 in the village of Kotliarka Kiev guberniia. In Nikol’sk-Ussuriisk he was the owner of a workshop were he considered that he “received more money for his work.” (than Hawaii) He was a reserve junior non-commissioned officer in 1905. He came to Hawaii through Harbin on the ship Korea in 1910. His wife Pelageiia Nikiforovna, b. 1889 and three children from the ages of 4 to 8. Two of these were born in Honolulu. He mostly worked on sugar plantations on Oahu, but his last work was as repairman for horse-carriages ($4.75 day). He wanted to return to his parents in Nikol’sk-Ussuriisk. Trautshold noted: “drinks.”

Riazantsev Fedor Petrovich. Born in 1865. He was a peasant in the village of Orlovka Tifilissk guberniia. Dukhobor Minister (Svobodnik). In 1899 he finished three years of exile to Tifiliisk for publicly destroying weapons (a religious principle). After that he emigrated with his parents to Canada and lived in British Columbia. In Feb. 1917 he came to Honolulu with his family. His wife (“spiritual sister”–Dukhobors don’t get married) Pelageia, b. 1872, and their two sons aged 12 and 23 yrs. old returned to San Francisco because it was difficult to find work in Hawaii. In Honolulu Fedor was a temporary worker for building the water-works ($2 day). He said to Trautshold: “I know about freedom [i.e., the revolution] in Russia, and the Dukhobors want to ask the government to give us land to settle where we can live without animals.” Dec. 16, 1917 he returned to Russia.

Hawai‘i in Japan

Even before coming back to Japan, I knew that every year for the past few decades at least a million Japanese citizens have visited Hawai‘i, many more than once. But I’ve been surprised again and again by the depth and breadth of Hawai‘i connections all over Japan.

Hawai‘i-roasted Lion’s coffee, Kona coffee, and Hawai‘i macadamia nuts and chocolates were available in the first small grocery store we shopped at in Shinagawa station in Tokyo. And, of course, every train station travel agency displays plenty of flyers for Hawai‘i vacations. We’ve noted a lot of aloha shirts and Hawai‘i T-shirts–at least in August–and not just on yakuza types. We’ve seen T-shirts plus aloha shirt combinations for sale in Ito Yokado, a nationwide discount department store. (The layered look is quite popular with young people here.) T&C Surf Design stuff is ubiquitous. (I’ve even seen it on wooden geta.)

One of the most prominent restaurants in Ashikaga, right on main street near the JR train station, is a Royal Host franchise with a full-on Hawai‘i theme and hibiscus logo, as if were lifted right out of a Waikiki hotel oriented to Japanese tourists. It offers Kona coffee, macadamia chocolates, orchids and pineapple on the plate, a “Big Island” four-kinds of meat dinner, and even Loco Moco on the menu. Loco Moco is even mentioned on the banners out front. When we ate there one day, I ordered their cold noodles, which turned out to be a passable attempt at Korean-style nengmyon, complete with sliced apples, sliced boiled egg, (mild) kimchee, and a subtly sesame-flavored broth. They’re open from 8 a.m. to 2 a.m., and seem to attract regular customers of all ages.

But even more impressive are the chance encounters that turn up surprisingly deep connections.

The travel-happy owners of our favorite okonomiyaki restaurant in Ashikaga have been to Hawai‘i six times–and to Bali twelve times! The many Indonesian artifacts in their store prompted me to inquire.

Yesterday, my wife and I went up to the immigration office in Utsunomiya and stopped at a coffee shop called Akai Tori (‘red bird’) on the way back, just as we passed Futaara Shrine. The place was filled with Hawaiian collectibles from the 50s and 60s. The owner had been to Hawai‘i five times

The most poignant tale came from a widow running a small Ainu craft and souvenir shop at the small Kawamura Kaneto Ainu Museum in Asahikawa on Hokkaido, which has had an official visit from a Maori delegation, but none from Hawai‘i’s Kanaka Maoli. While we were poking around her neighbor’s shop, she began talking to our daughter, whose Hawai‘i connections prompted a sweet but sad story. Her husband had made many trips to Hawai‘i as an Ainu woodcarver when Shirokiya department store in Ala Moana shopping center held its annual Asahikawa food and crafts fair. He brought his family along a few times, and the son ended settling in Hawai‘i after marrying a local girl. His mother had attended his Hawaiian wedding and–too few years later–sadly returned to attend his funeral as well. He died in his 40s. His mother kindly dressed our daughter up in an Ainu robe and headband so we would take a photo, all free of charge–although we did buy the headband, which was embroidered by the widow herself.

Senator Fong as King Lear

Today’s Honolulu Star-Bulletin carries a long sad story by reporter Sally Apgar about the familial and financial legacy of Sen. Hiram Fong, the first Asian American U.S. senator.

In sorting through the personal papers of the late Sen. Hiram Fong Sr., daughter Merie-Ellen Fong Gushi found what she believes are clues to why her twin brother, Marvin, has spent the last eight years waging wars in boardrooms and courtrooms against his parents and three siblings.

A letter dated Dec. 6, 1985, written in Marvin’s spidery handwriting, was addressed to his father and began: “I have never in my life hated anyone, but I hate you.

“For 37 years you have degraded me, making me feel I was ‘good for nothing.'”

Marvin wrote: “I promise to hurt you as much as you have hurt me in 37 years…. I will publicly embarras (sic) you; I will destroy whatever is left of your precious name. It may be tomorrow, a year from now or in five years, just expect it in your lifetime. You only care about your name and money…. I will rejoice in your downfall.”

Marvin’s battles, played out publicly in at least three major lawsuits, ripped apart the family financial empire, drove his parents to declare bankruptcy as a strategy to protect their remaining wealth and resulted in Marvin and his wife, Sandra Au Fong, gaining ownership of Market City Shopping Center and control of the most valuable remaining family assets.

In a symbolic end to the Fong saga, the U.S. Bankruptcy Court trustee auctioned off the family estate on Alewa Drive for $1.68 million to a developer last week.

In 1950, Hiram Fong Sr., the ambitious son of poor Chinese immigrants who graduated from Harvard Law School and became the first Asian-American elected to the U.S. Senate, built that house high on a ridge overlooking the sea and downtown Honolulu. Fong, a Republican, served from 1959 to 1977.

As a businessman, Sen. Fong made and lost millions. He lived his last weeks on a bed in the living room of that once-elegant house, which, like his fortune, declined into ruin.

“This whole thing with Marvin is like ‘King Lear‘ or something out of the Bible,” said Hiram Jr., the oldest son, in a recent interview at the house, which is now crowded with moving boxes.

Referring to Marvin’s 1985 letter, Hiram Jr. shook his head sadly and said, “He accomplished what he set out to do in the letter.”

Junior, as he is nicknamed, is trained as a lawyer and served briefly in the state Legislature and on the City Council before trying his hand at various disastrous business ventures, including a failed floating restaurant and a Laotian gold mine.

As the firstborn in a Chinese family, Junior was the anointed son destined to follow in his father’s footsteps.

Today, Junior, 65, who has languished in involuntary bankruptcy since 2001, is living at the family home until the sale is complete. For several years, Junior, who chain-smokes and reads westerns by Louis L’Amour, chauffeured his father every morning to his office at Finance Factors, one of the companies he helped found.

Several afternoons a week, he drove his father to St. Francis Medical Center for dialysis treatments. Junior and his sister Merie-Ellen, known as Muffy, who lives on Maui and works in her husband’s landscape business, have been the chief caregivers for their parents. Before Sen. Fong died, he asked the two to take care of their mother, Ellen Lo, who now lives in a care home.

In February, Junior was evicted from the family’s dilapidated former Kahaluu vacation home by its new owners, Finance Factors. Junior unsuccessfully represented himself in the eviction proceeding held in Kaneohe District Court against a team of lawyers from Finance Factors.

Asked what he will do when the family home is sold, Junior joked, “I will buy a van to live in and park it in Finance Factors’ parking lot.”

In an interview, Marvin, 57, said sadly, “My father was never fair to us. He always took Junior’s side.”

In court documents, Marvin, who was the “baby” of the family, refers to Junior as “the preferred son” who his father bailed out of a series of failed investments, taking on loans until the banks turned him down for more and the foreclosures began.

In documents filed in his father’s bankruptcy case, Marvin wrote that his father and Junior began their downward slide in the 1970s when the two co-signed loans “on a disastrous investment in the Oceania floating restaurant” and lost about $1 million. In the same court documents, Marvin said, “Since then, and in part because of that catastrophe, Fong Sr. has willingly and actively participated in Fong Jr.’s downward spiraling mishaps and wrongdoing.”

There’s lots more to the story. The sage advice of Lear’s Fool comes too late.

The version of Lear that I grew up on was entitled “Like Meat Loves Salt” in the Grandfather Tales collection by by WPA-funded folklorist Richard Chase, whose Jack Tales are my favorite “reading aloud” stories. I remember trying to tell one, I think it was Jack and the Varmints in Tok Pisin during fieldwork in Papua New Guinea.

P.S. “Learn more than thou trowest” seems to mean “Take in more than you believe”–exceedingly sage advice for anyone in these days of information overload.
