Carnarvon’s Vision for South Africa: Another Canada

While Kimberley’s magnates were manoeuvring for advantage, Britain’s imperial ambitions were also on the march. In 1874, a new Tory government led by Benjamin Disraeli had come to power with aims of extending the realms of the British empire and reversing the years of fiscal rectitude and frugality overseas pursued by the previous Gladstone administration. Disraeli proudly called himself ‘an Imperialist’ and appointed as colonial secretary a like-minded expansionist, the Earl of Carnarvon. Carnarvon’s main preoccupation was imperial defence. He regarded the Cape and its naval facilities at Simon’s Bay as being the most important link in the imperial network outside Britain itself, upon which the safety of the whole empire might one day depend. In the words of a Royal Commission on Colonial Defence chaired by Carnarvon, the Cape route was ‘essential to the retention by Great Britain of her possessions in India, Mauritius, Ceylon, Singapore, China and even Australasia’. It needed to be ‘maintained at all hazards and irrespective of cost’. Strategic considerations overrode financial concerns. Furthermore, the Cape provided a vital commercial link. Despite the opening of the Suez Canal in 1869, one seventh of all British trade annually passed the Cape. In the event of a war affecting the Mediterranean and the Suez Canal, the Cape route would become even more important.

What concerned Carnarvon was the chaotic character of the interior of southern Africa, which offered opportunities for other European powers to meddle and undermine British supremacy in the region. In sum, southern Africa consisted of three separate British colonies, two Boer republics and a troublesome assortment of African chiefdoms, notably the Xhosa, the Zulu, the Swazi, the Pedi, the Venda, the Tswana and the Sotho. It was an area of ill-defined borders where armed conflict appeared to be endemic. Carnarvon was alarmed in particular by the Transvaal’s determined efforts to expand eastwards and gain access to the sea at Delagoa Bay, which would enable it to escape from commercial dependence on colonial ports and break away from British domination. He was adamant that the security of the Cape could not be assured unless Britain controlled the interior.

To forestall the Transvaal’s moves, Britain claimed possession of Delagoa Bay for itself. But when the matter was put to arbitration, Britain lost to Portugal. The Transvaal meanwhile sought to involve other European powers. In 1875, President Thomas Burgers toured Europe in search of German and Dutch aid to build a railway joining Pretoria to Delagoa Bay. Carnarvon concluded that the sooner the Transvaal was incorporated into the British orbit the better.

As colonial secretary in a previous British administration, Carnarvon had gained the credit for launching Canada as a self-governing dominion by amalgamating seven independent provinces inhabited by French-speaking and English-speaking colonists with different traditions and mutual distrust; and he assumed that a similar feat could be accomplished in southern Africa. Carnarvon’s plan was to construct a confederation of its disparate peoples that would serve as a bastion of the British empire and protect both its strategic and commercial interests.

The advantages of confederation, Carnavon told the cabinet, were ‘very obvious’. It would encourage the flow of European immigration and capital; provide a more effective administration at less expense; and reduce the likelihood of demands for aid in the form of money or troops. Furthermore, it would assist the development of ‘a uniform, wise and strong policy’ towards ‘the native question’. In sum, confederation would ensure a great leap forward.

Carnarvon found few willing accomplices in the region, however. There were too many old grievances, too much distrust. For the Boer republics, cooperation with Britain meant only ‘die juk van Engeland’ – ‘the yoke of England’. Carnarvon managed to cobble together a conference in London in August 1876 attended by a variety of delegates from southern Africa, but made no headway.

Glaswegian Goodwill Tour in Tangier

Tangier in 1956 was an extraordinary place, my first taste of Africa and the world of Islam. Morocco had been, until very recently, a French colony, but Tangier was under tripartite administration between the British (the post office), the French (police and law courts), and the Spanish (general administration).

There was a vigorous independence movement called Istiqlal, which rioted elsewhere, but the Tangerines are known for their civility and tolerance, so Tangier was spared the rioting, at least while we were there.

My parents played the tourist out of the El Minzah Hotel, but I could not, like them, retire to bed at ten p.m., so I would steal back out and explore the bars and dives of the port quarter. It was here I met the Marine Commandos.

There was a British warship moored in the outer harbor on what is called a “flying the flag” mission. The idea was to spread pro-British goodwill along the African coast. It was in a dockside bar that I came across a group of Marines who were having terrible trouble making themselves plain to the bar staff, who spoke only Moorish Arabic and Spanish.

I tried to help and was promptly press-ganged as unit interpreter by the senior sergeant. They were all from Glasgow, from, I believe, Gallowgate, or the Gorbals: about five feet tall and just as wide. The problem was not between English and Spanish. That was easy. It was between English and Glaswegian. I could not understand a word they said. Eventually a corporal was discovered whom I could decipher and the three-language enigma was solved. We moved from bar to bar as they spent their shore leave and accrued pay on pints of beer and triple-scotch chasers.

Another problem, and quite a big one on a goodwill mission, was that they tended to leave each bar looking as if a bomb had gone off. I solved this by suggesting a gratuity for the staff. Contrary to rumor, Glaswegians are not stingy. When I explained the Tangerines were dirt poor, the Marines chipped in generously. But I explained to the bar staff that the extra money was the house-repair budget. Smiles all around.

Each morning, I was decanted from a taxi outside the El Minzah at about five, just in time for a short nap before joining my parents for breakfast at eight. On the third day, the Royal Navy warship weighed anchor and cruised off, taking the commandos to continue their friendship-building mission somewhere else.

Gorbachev’s Visit and Krenz’s Coup

When First Secretary Mikhail Gorbachev arrived on October 7 [1989] to participate in the East German regime’s fortieth anniversary celebrations, Susie Corbett was in East Berlin on a regular shopping trip. “As far as I could see from touring the center of town in my car,” she recalled, “it seemed the whole place was enjoying a fête, with red Soviet flags dressing up the main thoroughfares and government buildings and the population seemingly keen to celebrate, too. Nothing seemed any different to my previous visits.” After a massive military parade, the Soviet leader’s pronouncements to the media in a public walkabout (unheard of by any Eastern Bloc leader until then) shocked Honecker and those closest to him in the SED hierarchy—Gorbachev announcing to the cameras, “A party that lags behind the times will harvest bitter fruit.” This was a clear and honest appraisal of the pressure the country was under from internal protests and his knowledge of the perilous financial state of the GDR. The planned torch-lit parade that evening, which would praise the creation of the GDR, the rule of the SED, and of course the leadership of Erich Honecker, turned into a farcical spectacle. Gorbachev looked on incredulously, standing alongside the grimacing East German leader, as they watched supposed loyal party activists shout to the Soviet general secretary, “Gorbi, Gorbi—help us!”

For the ailing Honecker, this was a disaster, which had quickly followed a fiery meeting, with the German and Russian men clashing verbally in private and in a meeting of the East German politburo, Honecker deriding Gorbachev’s reformist policies compared to what he believed were the GDR’s economic success. The Soviet leader had audibly hissed his derision at the old East German, with Honecker’s excuses met by deafening silence around the politburo table.

Robert Corbett received a request from Britain’s ambassador to West Germany, Sir Christopher Mallaby, to discuss the situation. Televised coverage of an October 16 march in Leipzig had been aired on West German TV following secret video recordings that were smuggled out of the GDR. Now the world could see hundreds of thousands of East Germans demonstrating, instead of just the hundreds who were trickling into the West German embassy compound in Prague seeking asylum. It was a far bigger story.

A general atmosphere of unease gripped Berlin, reinforced when the sudden news came through that Erich Honecker had been forced to step down. The younger generation within the East German politburo, led by his deputy Egon Krenz, had taken Gorbachev’s visit and his official rebuke on the need for the regime to change as a signal to make a grab for power. Krenz had long been seen as the heir apparent and had risen through the SED ranks to become secretary of the central committee. Crucially, he oversaw security for the country and was able to persuade the head of the Ministry of State Security, Erich Mielke, to support his bid to oust the ailing leader. The week after this bloodless coup, more than 350,000 people took to the streets of Leipzig for a second mass rally. Secret dossiers had been prepared for the new leader that outlined what kind of state he was now inheriting from the man he had unceremoniously ousted. The GDR was in effect bankrupt and surviving on enormous loans from the Federal Republic just to keep going in the short term. Debt was piling on top of debt to the international markets. Was the game up? Ambassador Mallaby and his fellow ambassadors of the USA and France were deeply concerned and this was reflected in the by now constant updating of plans by the three Western Allied Commandants and their staffs.

Checkpoint Charlie’s Other Names

Checkpoint Charlie would be formally distinguished by the Four Powers as the single crossing point (either by foot or by motor vehicle) for foreigners and members of the Allied forces. Members of the Allied forces were subsequently not allowed to use the other sector crossing point designated for use by foreigners at the Friedrichstraße railway station. The name “Charlie,” though it would become quite catchy to fans of spy novels and films over the years, had a more prosaic backstory. The Allied checkpoints covering entry into East Germany, and then into Berlin, derived their names, simply, from the letters in the NATO phonetic alphabet. The Allied checkpoints on the Autobahn linking the city to the West were Checkpoint Alpha at Helmstedt/Marienborn and Checkpoint Bravo, its counterpart at Dreilinden/Drewitz in the southwest corner of Berlin. Soldiers of the US Army’s 287th Military Police Company would man this new crossing in shifts around the clock beginning on August 23. This small unit was then formally expanded, and a desk was placed in a nearby building on Freidrichstraße to serve as the official checkpoint, complete with a radio system. Now that it had a radio, it needed a call sign, and thus “Charlie” was attached to it. Within a few weeks, the US Army moved a trailer to the center of the road to act as the new control point on the Allied side. Checkpoint Charlie was now designated the major crossing point for Allied personnel, foreigners, and diplomats in the heart of Berlin. The Russians simply called it the “Friedrichstraße Crossing Point,” and their East German cousins the Grenzübergangsstelle (“Border Crossing Point”) Friedrich/Zimmerstraße—which was geographically where the checkpoint was located.

Inner German Border Before the Wall

This Inner German border, … stretching almost fourteen hundred kilometers (close to nine hundred miles) from the Baltic Sea to the border with Czechoslovakia, was still not the impregnable barrier Stalin envisaged, a fact reflected in the name the locals living along its length gave to it, die Grenze (“the Border”).

Hans-Ulrich Jörges’s father decided to flee to the West in 1956, sending word to his family to follow him a year later. “We could leave,” Uli recalled later, “because they were not interested in a single woman with two children. I do remember a house search by Stasi officers, who wore long Gestapo-like leather coats, when I was three or four years old. Of course, that was a terrifying experience. In West Germany we settled in a village close to the border in Hessen, not far away from Bad Salzungen. Every Sunday for many years, in a sort of Homeric ritual, we traveled to the border and looked across the fence into our homeland of Thüringen. My parents would stand there fighting back the tears, gripping our hands tightly, and talking to one another to offer some comfort.”

For Uli’s family, the frontier was perhaps in the mind. “Our border was marked with a simple fence that you could walk across fields to and stand right up against, without any concern as to the border guards on the other side harming you. It was almost like a fence for retaining cattle in their field. There was no ‘Death Strip’ at that time, and when the border guards in the East passed by, one could even casually talk to them. I recall a small man standing beside us who shouted out to them as they marched past us silently that they come over to eat some white bread [difficult to obtain in East Germany]—and they did.”

Bengalis Recruit the East India Company, 1757

The bankers and merchants of Bengal who sustained Siraj ud-Daula’s regime had finally turned against him and united with the disaffected parts of his own military; now they sought to bring in the mercenary troops of the East India Company to help depose him. This was something quite new in Indian history: a group of Indian financiers plotting with an international trading corporation to use its own private security force to overthrow a regime they saw threatening the income they earned from trade. This was not part of any imperial masterplan. In fact, the EIC men on the ground were ignoring their strict instructions from London, which were only to repulse French attacks and avoid potentially ruinous wars with their Mughal hosts. But seeing opportunities for personal enrichment as well as political and economic gain for the Company, they dressed up the conspiracy in colours that they knew would appeal to their masters and presented the coup as if it were primarily aimed at excluding the French from Bengal for ever.

By 1 May, a Secret Committee made up of senior Company officials in Bengal formally resolved to join the conspiracy: ‘The Committee were unanimously of the opinion that there could be no dependence on this Nabob’s word, honour and friendship, and that a revolution in the Government would be extremely for the advantage of the Company’s affairs.’

The Secret Committee then began to haggle over their terms of service, again using Khwaja Petrus as the intermediary for their coded correspondence. Before long, Mir Jafar and the Jagat Seths had significantly raised their offer, and were now promising the participants Rs28 million, or £3 million sterling – the entire annual revenue of Bengal – for their help overthrowing Siraj, and a further Rs110,000 a month to pay for Company troops. In addition, the EIC was to get zamindari – landholding – rights near Calcutta, a mint in the town and confirmation of duty-free trade. By 19 May, in addition to this offer, Mir Jafar conceded to pay the EIC a further enormous sum – £1 million – as compensation for the loss of Calcutta and another half a million as compensation to its European inhabitants.

On 4 June a final deal was agreed. That evening, Khwaja Petrus obtained for Watts a covered harem palanquin ‘such as the Moor women are carryed in, which is inviolable, for without previous knowledge of the deceit no one dare look into it’. Within this, the Englishman was carried into Mir Jafar’s house to get the signatures of the old general and his son Miran, and to take their formal oath on the Quran to fulfil their part of the treaty obligations. On 11 June, the signed document was back in Calcutta with the Select Committee, who then countersigned it. The next evening, pretending to set off on a hunting expedition, Watts and his men decamped from Kasimbazar and made their escape through the night, down the road to Chandernagar.

On 13 June 1757, a year to the day since Siraj had begun his attack on Calcutta, Clive sent an ultimatum to Siraj ud-Daula accusing him of breaking the terms of the Treaty of Alinagar. That same day, with a small army of 800 Europeans, 2,200 south Indian sepoys and only eight cannon, he began the historic march towards Plassey.

From Merchants to Mercenaries in Mughal India

Soon both the British and the French were intriguing with the different states in the south, covertly offering to sell their military assistance in return for influence, payments or land grants. In 1749, in return for a small trading port, the EIC became involved in its first attempt at what today would be called regime change, taking sides in a succession dispute in the Maratha kingdom of Tanjore. The attempted coup was a miserable failure.

Dupleix, however, had much more success as a military entrepreneur. His clients had to pay for their European weapons and troops in land grants and land revenue collection rights that would enable the French Compagnie to maintain its sepoys and finance its trade from Indian revenues rather than importing bullion from Europe. Dupleix sold his services as a mercenary first to one of the claimants to the throne of the Carnatic, and then, in a much more ambitious move, despatched the Marquis de Bussy to Hyderabad to take sides in the succession crisis that had followed the death of the region’s most powerful Mughal overlord, Nizam ul-Mulk, as his sons fought for control of the Nizam’s semi-detached fragment of the Mughal Empire. Dupleix was handsomely rewarded for his assistance with a present of £77,500, the high Mughal rank of Mansab of 7,000 horse – the equivalent of a Dukedom in Europe – the rich port of Masulipatnam and a jagir (a landed estate) worth £20,000. Selling the services of his trained and disciplined troops, he soon realised, was an infinitely more profitable business than dealing in cotton textiles.

Dupleix’s generalissimo, the Marquis de Bussy, who also made a fortune, could hardly believe the dramatic results his tiny mercenary force achieved as he marched through the Deccan: ‘Kings have been placed on the throne with my hands,’ he wrote to Dupleix in 1752, ‘sustained by my forces, armies have been put to flight, towns taken by assault by a mere handful of my men, peace treaties concluded by my own mediation … The honour of my nation has been taken to a pinnacle of glory, so that it has been preferred to all the others in Europe, and the interests of the Compagnie taken beyond its hopes and even its desires.’

In reality, however, these were all two-way transactions: weak Indian rulers of fragmented post-Mughal states offered large blocks of territory, or land revenue, to the different European Companies in return for military support. The warfare that followed, which usually involved very small Company armies, was often incoherent and inconclusive, but it confirmed that the Europeans now had a clear and consistent military edge over Indian cavalry, and that small numbers of them were capable of altering the balance of power in the newly fractured political landscape that had followed the fall of the Mughal Empire. The Carnatic Wars that rumbled on over the next decade might have had few conclusive or permanent strategic results, but they witnessed the transformation of the character of the two Companies from trading concerns to increasingly belligerent and militarised entities, part-textile exporters, part-pepper traders, part-revenue-collecting land-holding businesses, and now, most profitably of all, state-of-the-art mercenary outfits.

Guarding Egypt’s Docks, 1941

The only useful job we did in Alexandria was regular dock guard, which was not as dull as it sounds. Air raids were an almost nightly occurrence and there were other diversions as well….

Among our other duties in the docks we had to prevent the pilfering of stores. Local Australian ack-ack gunners were the worst offenders and since their officers seemed to condone it, we gave up handing over any men we caught and merely beat them up. The sailors from the merchant ships were also pretty bad. They would unload attractive stores such as NAAFI supplies during the day, then steal them at night and take them back on board. We caught several and they got quite stiff punishments from their captains when we handed them over. The Egyptian dockers were the other looters, but after we had shot one they became less of a problem.

For some reason the French sailors from the pro-Vichy naval ships that had been interned were allowed complete freedom to wander about Alexandria. Many had pro-Axis sympathies and frequently became involved in brawls, especially with our Spaniards, one of whom died of knife wounds.

During the evacuation from Greece most of the commando was on guard, not only to prevent unauthorised people from entering the docks, but to prevent any from getting out, whether civilians or servicemen. Most troops disembarked in an orderly manner with their arms, were entrained and taken off to camps; but we had a great deal of trouble with the Australians. They disembarked, luckily without any arms, with the one objective of getting into the town as quickly as possible to have a drink and a woman. They strongly resented our guards for preventing them from leaving the docks. ‘Yellow bastards, why weren’t you fighting in Greece?’ they taunted. ‘Why did you run away and leave all your weapons behind?’ countered the commandos. They soon came to blows and free fights started. More guards and military police were rushed to the scene to restore order. It was all very unpleasant.

The most impressive disembarkation that I watched was when HMS Ajax came in at high speed, made fast, and disembarked a battalion of New Zealanders with their arms in perfect order. She was speeding away again in under an hour, bound back to Greece to carry out further rescue work.

Mercenary Roles in Yemen, 1963

When I returned to the Yemen in November, 1963, I went in through Aden and Beihan; by then I had met Johnson and Boyle, who had informed the mercenaries in the field of my impending visit. The first of the British to arrive there was Major Johnny Cooper, who had commanded one of the SAS squadrons that served under me in the attack on the Jebel Akhdar in Oman. Shortly after that operation he had left the SAS, having reached the age limit, but returned to Muscat as one of the Sultan’s Contract Officers and did extremely well. He later became the first of Johnson’s recruits. At the time of my arrival in Aden he had already established his headquarters with a wireless set and operator in the Khowlan area, not far from Sana, with one of the princes.

It is worth recording that at the height of the mercenary effort, when I was commanding them, they never numbered more than 48, of whom 30 were French or Belgian and 18 British. They were broken down into small missions — usually one officer, one NCO wireless operator, and one NCO medical orderly — and deployed according to the wishes and needs of the Royalist commanders. It is important to realize that none of the mercenaries actually fought in the war; their job was to advise the commanders, train their troops and provide communications and medical services. The medical situation in Royalist areas was particularly desperate; there were virtually no trained doctors. Until quite late in the war the International Red Cross operated only in Republican territory; but even when it sent a mission to the Royalists its hospital was situated a long way from the fighting and the doctors spent most of their time treating the local civilians for endemic diseases. This was no fault of the Swiss doctors, who would gladly have served at the front, but of the Red Cross directorate, which gave them categorical instructions not to go near it.

I flew to Aden on 14 November, and on to Beihan two days later. There I spent the night in the village of Naqub, twenty miles north of the State capital, in the ‘safe house’ allocated to the mercenaries by the Ruler. I shared it with three Frenchmen, who were in wireless contact with Johnny Cooper and the other missions, and seven British, who arrived in the middle of the night after a drive of three days in a lorry from Aden; in the morning another Frenchman joined us — Colonel Bob Denard, a veteran of the Congo who now commanded all the mercenaries in the Yemen except the British. His Frenchmen and Belgians, though very polite to me, were seldom chatty or communicative outside their own circles; some of them, I knew, had belonged to the OAS and so had little love for General de Gaulle, but I never discussed politics with them. Their attitude to the work was strictly professional; they were there for the money, but they meant to give good value in return. Most of them, as I have said, had seen service in the Congo, and many of them alternated between the Congo and the Yemen, serving now in one theatre, now in another. The reason, I discovered, was that in the Congo they had all the drink and women they wanted, but seldom received their pay; whereas in the Yemen they had regular pay but no women or drink. And so when they had earned enough in the Yemen they went off to the Congo to enjoy it.

The British, on the other hand, were more often inspired by enthusiasm for the Royalist cause or a simple thirst for adventure, although there were some deplorable exceptions — one fairly senior officer, in particular, was strictly on the make; unfortunately mere enthusiasm was an unreliable guide to efficiency, and I discovered later on that, while the NCO specialists did excellent work, the British officers who proved their worth were those who understood some Arabic.

Capetown & St. Helena, 1842

Cape of Good Hope is always hailed by the home-bound sailor with as much delight as Cape Horn is with fear. Here we found much shipping lying quietly at anchor. The view of Cape Town from the ship’s deck is indeed novel. On either side of Table Mountain are seen the crags of Lion’s Head and Devil’s Peak. The broad, flat top of Table Mountain is always overhung by a great cloud, and when the cloud spreads out and covers the whole town with its broad shadows, it is then termed by Jack before the mast “the devil’s tablecloth.”

To the south, on the hill, stands the world-renowned observatory, where Sir John Herschell discovered the planet which once bore his name, but is now called Uranus.

Cape Town is an old Dutch settlement, and everything wore a Dutch look. Almost all the people we met were Dutch. Both men and women were short and stout, with full, rosy cheeks. They all dressed in the old Dutch fashion.

On the 17th we got under way, and took our departure from the Cape of Storms, shaping our course for the island of St. Helena.

On the morning of the 19th Joseph Sylva, a Portuguese boy, who had shipped at Oahu, died. In the afternoon his body, with two roundshot, was sewed up in his hammock, and committed to the deep. Brave little Joe is now sleeping beneath the blue waters with others of the ocean’s heroes.

After a run of thirteen days, we came to anchor in the roadstead of the Valley of Jamestown, island of St. Helena. Here we found six American and two English ships, one from Sweden, and a Dutch sloop-of-war, at anchor. The island of St. Helena is nothing but a large, barren rock, uprisen from the sea, and so steep that only a short distance from the shores soundings cannot be obtained with a deep-sea line. The only landing place was Jamestown. The population, at this time, including the garrison, … numbered about four thousand, and all lived in the Valley of Jamestown. Meats, vegetables, and fruits we found very scarce and extremely dear. Rum, however, was plenty, and quite cheap. It was not made here, but was sent out from New England, America!

St. Helena is celebrated only because of its being the place of Napoleon Bonaparte’s confinement and death.
