Ethiopia, 1978: One More Equal Than Others

From The Fate of Africa: A History of Fifty Years of Independence, by Martin Meredith (PublicAffairs, 2005), pp. 245-248:

In September 1976 the Ethiopian People’s Revolutionary Party (EPRP), drawing support from the labour unions, teachers and students, all vehemently opposed to military rule, embarked on a campaign of urban terrorism against the Derg and its civilian ally, the All-Ethiopian Socialist Movement, usually known by its Amharic acronym, Meison. An assassination attempt was made on Mengistu in the centre of Addis Ababa in September, the first of nine such attempts. Scores of officials and supporters of the Derg were murdered. The Derg in turn sent out its own murder squads…. By mid-1977 the EPRP was effectively destroyed. In the final phase of the red terror, to establish his own supremacy, Mengistu turned on his Meison allies, destroying them too. The young generation of intellectual activists, who had so avidly supported the revolution were all but wiped out.

Mengistu’s hold over other parts of Ethiopia was nevertheless precarious. By mid-1977 the Ethiopian army in Eritrea had lost most major towns and controlled little more than Asmara and the ports of Massawa and Assab. In July 1977 Somalia, deciding the time was ripe to take advantage of the Derg’s preoccupation with Eritrea and other revolts, launched a full-scale invasion of the Ogaden. By August the Somalis controlled most of the Ogaden. In September they captured Jijiga, an Ethiopian tank base, and pressed on towards the town of Harar and the rail and industrial centre of Dire Dawa, the third largest city in Ethiopia.

What rescued Mengistu from military defeat was massive intervention by Soviet and Cuban forces, determined to prop up his Marxist regime. In November 1977 the Soviets mounted a huge airlift and sealift, ferrying tanks, fighter aircraft, artillery, armoured personnel carriers and hundreds of military advisers to Ethiopia. A Cuban combat force numbering 17,000 joined them. Led by Cuban armour, the Ethiopians launched their counter-offensive in the Ogaden in February 1978, inflicting a crushing defeat on the Somalis. The full force of the Ethiopian army, supported by the Soviet Union, was then turned on Eritrea.

At the fourth anniversary celebrations marking the overthrow of Haile Selassie in 1978, Mengistu sat alone in a gilded armchair covered with red velvet on a platform in Revolution Square in Addis Ababa watching a procession of army units and civilian groups pass before him. Then he returned to his headquarters at the Grand Palace. Having succeeded in holding the old empire together, he liked to portray himself as following a tradition of strong Ethiopian rulers. Indeed, Mengistu came to be compared with the Emperor Tewodros, a nineteenth-century ruler who started his career as a minor local chieftain, fought his way up to take the Crown and then strove to reunite the empire after a period of disintegration. At official functions at the Grand Palace, while members of the Derg stood respectfully to one side, Mengistu chose to preside from the same ornate chair that Haile Selassie had once favoured.

One of his ministers, Dawit Wolde Giorgis, once a fervent supporter of the revolution, recalled his growing sense of disillusionment.

At the beginning of the Revolution all of us had utterly rejected anything having to do with the past. We would no longer drive cars, or wear suits; neckties were considered criminal. Anything that made you look well-off or bourgeois, anything that smacked of affluence or sophistication, was scorned as part of the old order. Then, around 1978, all that began to change. Gradually materialism became accepted, then required. Designer clothes from the best European tailors were the uniform of all senior government officials and members of the Military Council. We had the best of everything: the best homes, the best cars, the best whisky, champagne, food. It was a compete reversal of the ideals of the Revolution.

He recalled, too, how Mengistu changed once he had gained complete control.

He grew more abrasive and arrogant. The real Mengistu emerged: vengeful, cruel and authoritarian. His conduct was not limited by any moral considerations. He began to openly mock God and religion. There was a frightening aura about him. Many of us who used to talk to him with our hands in our pockets, as if he were one of us, found ourselves standing stiffly at attention, cautiously respectful in his presence. In addressing him we had always used the familiar form of ‘you’, ante; now we found ourselves switching to the more formal ‘you’, ersiwo. He moved into a bigger, more lavish office in the Palace of Menelik. He got new, highly trained bodyguards – men who watched you nervously, ready to shoot at any time. We now were frisked whenever we entered his office. He began to use the Emperor’s cars and had new ones imported from abroad – bigger, fancier cars with special security provisions. Wherever he went he was escorted by these cars packed with guards, with more riding alongside on motorcycles.

He concluded: ‘We were supposed to have a revolution of equality; now he had become the new Emperor.’

You get the same result every single time a revolutionary thug promises equality—and begins to deliver it with the help of other revolutionary thugs. Every French Revolution yields a new Robespierre—and then a new Napoleon.

Kenya, 1950s: The Mau Mau Civil War?

In postwar years the African population of Nairobi doubled in size. More than half of the inhabitants were Kikuyu, their ranks swelled by a growing tide of desperate, impoverished vagrants. Adding to their numbers were groups of ex-servicemen returning from the war with high expectations of a new life but finding little other than poverty and pass laws. Unemployment, poor housing, low wages, inflation and homelessness produced a groundswell of discontent and worsening crime. Mixing politics and crime, the ‘Forty Group’ – Anake wa 40 – consisting largely of former soldiers of the 1940 age group who had seen service during the war in India, Burma and Ethiopia and other militants were ready to employ strong-arm tactics in opposing the government’s policies and in dealing with its supporters. The trade unions, gathering strength in Nairobi, carried the agitation further, conducting a virulent campaign against the granting of a royal charter to Nairobi. In the African press, too, the tone was becoming increasingly strident. By 1948, the oathing campaign, started by squatters in the Rift Valley and taken up in the Kikuyu reserves and in Nairobi, was in full swing. At fervent gatherings, Kikuyu songs, adapted from church hymns, were sung in praise of Kenyatta and prayers recited to glorify him. In all, several hundred thousand Kikuyu took the oath.

The rising temper of the Kikuyu made little impression on the British governor, Sir Philip Mitchell, a solitary, unapproachable figure from the old colonial school, contemptuous of African nationalists, more preoccupied with the recalcitrant white community than with signs of African discontent, and singularly ill-equipped to deal with the crisis unfolding before him.

Kenyatta, too, found difficulty in controlling the surge of militancy. He favoured constitutional means to oppose colonial rule but was outflanked by militant activists prepared to use violence. In 1951 a hardened group, including two prominent trade unionists, Fred Kubai and Bildad Kaggia, captured control of the Nairobi branch of the KAU [Kenya African Union], proceeded to gain a virtual stranglehold over the national executive and then formed their own secret central committee with plans for an armed uprising. Kaggia, a former staff sergeant in the army, had seen wartime service in Africa, the Middle East and England. Outbreaks of violence – murder, sabotage, arson and forced oathing – became more frequent.

The move towards violence split the Kikuyu people. Both the old Kikuyu establishment – chiefs, headmen and landowners – and the aspiring middle class – businessmen, traders, civil servants and government teachers – opposed violence. So did large numbers of Christian Kikuyu. But by 1952, much of the Kikuyu tribe was caught up in rebellion.

Kenyatta tried to ride out the turbulence, seeking to defuse the crisis rather than to stir it up. Leading activists in Nairobi, while using his name to justify their actions, regarded him with profound suspicion. When the government asked him to denounce Mau Mau publicly, he duly obliged, using a traditional Kikuyu curse. ‘Let Mau Mau perish for ever,’ he told a huge crowd in Kiambu in August 1952, ‘All people should search for Mau Mau and kill it.’ His speech infuriated the central committee. Summoned to a meeting of the central committee at KAU headquarters in Nairobi, he was clearly surprised to discover who its members were. ‘We said, “We are Mau Mau and what you have said at this Kiambu meeting must not be said again”,’ recalled Fred Kubai. ‘If Kenyatta had continued to denounce Mau Mau, we would have denounced him. He would have lost his life. It was too dangerous and he knew it. He was a bit shaken by the way we looked at him. He was not happy. We weren’t the old men he was used to dealing with. We were young and we were serious.’

As the violence grew worse, with daily incidents.of murder, forced oathing and intimidation, a new governor, Sir Evelyn Baring, on the advice of his officials, concluded that the best way to deal with it was to lock up all KAU leaders. In October 1952, shortly after his arrival, Baring declared a state of emergency and ordered the detention of Kenyatta and 150 other political figures, a move taken by Mau Mau activists as tantamount to a declaration of war. In growing panic, white farmers in the Rift Valley expelled some 100,000 squatters, providing Mau Mau with a massive influx of recruits. Many headed straight for the forests of the Aberdares and Mount Kenya to join armed gangs recently established there. Far from snuffing out the rebellion, Baring’s action intensified it. It was only after the emergency was declared that the first white settler was murdered.

The brunt of the war, however, fell not on the whites but on loyalist Kikuyu. They became the target of Mau Mau leaders determined to enforce complete unity among the Kikuyu people before turning on the whites. Nearly 2,000 loyalists died. The official death toll of rebels and their supporters was listed as 11,500, though modern researchers put the real figure far higher. Some 80,000 Kikuyu were detained in camps, often subjected to harsh and brutal treatment. As the tide against Mau Mau turned, gang leaders in the forests tried to keep control by employing ever more perverted oaths, horrifying to the Kikuyu and to whites alike. By comparison, the white community escaped lightly. Though white farmers in isolated farmsteads often lived in fear of attack, after four years only thirty-two white civilians had been killed, less than the number who died in traffic accidents in Nairobi during the same period.

POW Language Use, Nagasaki, 1944-45

My sociolinguistics professor in grad school once opined that the best place to learn a foreign language was in a foreign prison. I assume he was thinking of the advantages of a complete immersion environment, total physical response methodology, and very rigorous incentive structures.

He must have been at least half serious, because he later applied for a grant to fund an audacious experiment to see what innate linguistic structures might emerge in an isolated, silently administered camp whose workers were recruited in equal numbers from communities speaking languages of a full range of word-order typologies and in minimal prior contact with typologically different languages. I believe the granting agency’s Committee on Human Experimentation nixed the proposal, for reasons one can well understand.

What makes me recall this is the abundance of fascinating bits of data about foreign language learning in prison that I’ve been finding in one of the books I’m currently reading, First into Nagasaki: The Censored Eyewitness Dispatches on Post-Atomic Japan and Its Prisoners of War, by George Weller (1907-2002), ed. by Anthony Weller (Three Rivers, 2006). Here are some of the insights of the reporter and the prisoners themselves, arranged under a few general headings.

Incentive Structure

Tervald Thorpson (Wadena, Iowa): “I managed to go a whole year without being beaten. Americans worked hard in the mine, but some had difficulty learning Japanese, and misunderstanding commands got them beatings.” (p. 97)

Sergeant Robert Aldrich (Capitan, New Mexico): “I was in the mine ever since it opened, but I was more fortunate than most because I learned Japanese, thus avoiding beatings due to misunderstanding.” (p. 101)

Methodology

Oscar Otero of Los Lunas, a husky New Mexican captured on Bataan, learned Japanese by being chauffeur to a colonel. By refusing to allow him to talk any Filipino [?], the Japanese furnished the coal mine prisoners with their ablest unofficial interpreter. (p. 88)

Bilingual Assistants

Dark-skinned Junius Navardos (Los Angeles): “Pressure in the mine caused me to pass out once while working. When I came around in the hospital I found myself with burned patches all over my skin. The boys told me that the burns had been made by an American-educated interpreter, Yamamuchi [prob. Yamaguchi], whom we called Riverside because he was brought up there. Asked whether he had done the burning, the interpreter told the doctor, ‘Yes, I did this, because I thought he was feigning.'”

Leland Sims (Smackover, Arkansas): “Many guards could speak English. One who we called Long Beach, because he was educated there, caught me smoking and said, ‘It’s all right with me, but don’t let the other guards catch you.'” (p. 96)

Japanese for Special Purposes

Corporal James Brock (Taft, Texas): “I was most often overworked by a boss we called Shitbird, usually with a hammer handle or a mairugi—that’s a small timber [丸木 maruki ’round wood = log’?]. He hit everybody who passed him, whether you belonged to his shift or not. I’m sorry he’s disappeared since the camp was liberated.” (p. 86)

Henry Sublett of Cisco, Texas, a Marine captured on Corregidor: “I was down with pneumonia and worked in the mine both after and before. Our first Buntai Joe [分隊長 buntaichō ‘squad leader’], or overseer, used to be drunk all the time and beat me every day for my first three months. He always used to the day start off with a few savas [サービス = sābisu ‘freebie’]—meaning ‘gifts’—of blows.” (p. 88)

Runge, captured at Singapore, was “an old Aussie,” which means he arrived at the Mitsui camp and entered the coal mine in June 1944, joining the Bataan and Corregidor Americans who had already been toiling for nearly a year underground. By February 1945 Runge was instructing “new Aussies” in the use of a jackhammer. He was showing F. R. Willis and Robert Tideswell how to chip rock, the whole party being under an overman named Katu-san [prob. Katō], when three cars carrying coal ran off the rails, causing Katu-san’s temper to do likewise. Saying “Dummy, dummy, that’s no good,” the Japanese promised that he would report Runge for haitis savis [兵隊サービス heitai sābisu ‘soldier freebie’], meaning “military gifts”—that is, a beating. (p. 104)

The idea of the camp administrator, Captain Yuri, was that a prisoner’s main and only job was to dig coal for the Japanese, and his only reward for twelve hours’ daily labor should be his salary of three-quarters of a cent daily, plus a yassamai [休み yasumi ‘rest’] or rest day every ten days or so. (p. 108)

With the arrival by train from Nagasaki of the first Army-Navy team for the evacuation of Kyushu’s largest prisoner of war camp, the final sinkes [出欠 shukketsu ‘attendance, (take) roll’] (Japanese for roll calls [otherwise 点呼 tenko lit. ‘point call’]) were sounding today over the grimy buildings and meagerly-clad G.I.s. This camp, 1,700 strong—700 being Americans from Bataan and Corregidor—has been thinned already to 1,300 by impatient ex-prisoners, mostly Americans, who have hit the high road for the American airbase at Kanoya in southernmost Kyushu. (p. 92)

So profound is the prisoners’ hatred of Baron Mitsui’s coal mine, the Japanese military police, and the aeso [営倉 eisō] or guardhouse where five Americans have found a violent death, that the entire camp would probably have been deserted had not the Army-Navy team arrived today. Hospitals filled with cases of malnutrition, diarrhea, beriberi, and mutilated men offer special problems. (p. 92)

Graduate Assistants

Pharmacist William Derrick (Leesville, Louisiana): “The Korean straw bosses were decent to us except when the Japs were around, who frightened them.” (p. 96)

Sergeant Wiley Smith (Coushatta, Louisiana): “We looked across the bay toward Nagasaki after emerging from the mine and saw black smoke starting up. The atomic bomb, falling ninety minutes before, had kindled Nagasaki. Our Japanese bosses kept pointing that way and chattering. It was better than Germany’s surrender, which we only heard about from Korean miners.” (p. 91)

Thoughts on Graduation

Navy Cook Laurel Whitworth (Bourne, Texas): “Leaving Japan for me means not having to cook any more dogs to eat. One day I had to cook sixty-nine, another seventy-three, another fifty-five. I hate cooking dogs.” (p. 94)

Chinese Prisoners in Nagasaki, September 1945

Allied Prison Camp #17, Omuta, Kyushu

American and Chinese prisoner coal miners emerging from underground darkness in central Kyushu are discovering for the first time that their prison camps are adjacent.

For nearly one month since the surrender the Chinese have been going foodless because their Japanese guards have departed from the camp. Their serious medical condition was discovered today by two parties headed by American doctor Captain Thomas Hewlett, of New Albany, Indiana, and Crystal River, Florida, who was captured on Corregidor, and Australian Captain Ian Duncan, of Sydney, captured in Singapore.

B-29s today dropped the Chinese their first food supplies since the surrender.

Hewlett reported that the nearest Chinese camp commander is a remnant of a party under American-trained Airman Lieutenant Colonel Chiu, which left North China two years ago, then numbering 1,236. Three hundred men died on reaching Japan. The Japanese never provided a camp physician and the Chinese have none. Thus in the Chinese camp every man regardless of condition has been considered by the Japanese fit for underground work. Fifty are seriously ill, about half of these with deficiency disease.

This Chinese camp counted 70 men killed by Japanese guards in two years, plus 120 dead of disease, with 546 still living.

The other coal miners’ camp of Chinese consists of what remains of 1,365 who left China eighteen months ago; 54 have been executed or otherwise beaten to death by the Japanese, and 60 died of mining injuries.

Many of the surviving Chinese are ”as thin as skeletons,” with bandages made of rags or newspapers. The camp has one Chinese doctor who possesses neither a scalpel, forceps, thermometer nor stethoscope.

Both those Mitsui mines worked by Americans and those worked by Chinese are defective, “stripped” mines, dangerous to operate because their tunnels’ underpinnings have been removed to obtain the last vestiges of coal.

Another Chinese camp is known to exist somewhere in Kyushu and is being sought by a party headed by Medical Warrant Officer Houston Sanders, of Hartwell, Georgia.

Fates of Resistance to the Partition of Africa

Scores of African rulers who resisted colonial rule died in battle or were executed or sent into exile after defeat. Samori of the Mandingo was captured and died in exile two years later; the Asantehene, King Agyeman Prempeh, was deposed and exiled for nearly thirty years; Lobengula of the Ndebele died in flight; Behazin of Dahomey and Cetshwayo of the Zulu were banished from their homelands.

In the concluding act of the partition of Africa, Britain, at the height of its imperial power, set out to take over two independent Boer republics, the Transvaal and the Orange Free State, and incorporate them into the British Empire, assuming that a war of conquest would take at most a matter of months. It turned into a gruelling campaign lasting three years, required nearly half a million imperial troops to finish it, and left a legacy of bitterness and hatred among Afrikaners that endured for generations. Faced with guerrilla warfare for which they were unprepared, British military commanders resorted to scorched-earth tactics, destroying thousands of farmsteads, razing villages to the ground and slaughtering livestock on a massive scale, reducing the Boers to an impoverished people. Women and children were rounded up and placed in what the British called concentration camps, where conditions were so appalling that some 26,000 died there from disease and malnutrition, most of them under the age of sixteen. All this became part of a Boer heritage passed in anger from one generation to the next, spawning a virulent Afrikaner nationalism that eventually took hold of South Africa.

Small-scale revolts against colonial rule continued for many years. The Baoulé of Côte d’Ivoire fought the French village by village until 1911; the Igbo of Nigeria were not fully defeated until 1919; the Jola of Senegal not until the 1920s; the Dinka of southern Sudan not until 1927. In the desert wastelands of Somaliland a fiery Muslim sheikh, Muhammad ’Abdille Hassan, dubbed by his adversaries the ‘Mad Mullah’, led Dervish warriors in a holy war against the British for twenty years until his death in 1920. Bedouin resistance against Italian rule in Libya ended only in 1931 after nine years of guerrilla warfare. By the 1930s, however, the colonial states of Africa were firmly entrenched; they had, moreover, acquired a legitimacy in the eyes of their inhabitants.

Applebaum Sour on Baker and Blogs

In a review entitled The Blog of War, Anne Applebaum first parodies then purees Nicholson Baker’s Human Smoke: The Beginnings of World War II, the End of Civilization (via A&L Daily).

Baker never answers the questions that he asks. That is, he has not undertaken the historian’s task of hearing multiple arguments, listening to myriad explanations, looking at a wide range of evidence and then marshaling the evidence in order to draw a conclusion. He has not even carefully examined, as other historians have done, the various arguments about the aerial bombardment of civilians–the military tactic that appears to bother him most–to make a judicious argument against its use. Instead, he has used his license as a “novelist” to excuse himself from all of the tedious work of genuine knowledge. By way of research, he has read back issues of The New York Times and The New York Herald Tribune, along with a notably limited group of other historical sources, all long familiar. From them, he has plucked bits of information, shards of the historical record that he finds compelling, or perhaps contrary to what he imagines to be the conventional wisdom–and left his readers to draw their own conclusions.

Here is where I should note, and gladly, that there are many legitimate ways to write history, even many avant-garde, non-linear, novelistic ways to write history, as the historiography of World War II itself well illustrates. There are, after all, political histories of that war, diplomatic histories, social histories, military histories, and intellectual histories, as well as histories written from American, British, Polish, Russian, German, Jewish, Japanese, Slovak, Estonian, Bulgarian, Chinese, and Italian points of view, among dozens of others. Besides all that, there are shelves of memoirs of victims and the children of victims, and perpetrators and the children of perpetrators. There are more purely literary accounts, such as W.G. Sebald’s semi-autobiographical novels, which mix fact and fiction but are nonetheless deeply committed to understanding precisely what happened and why….

But what Baker has produced is nothing like this, nothing like history. You cannot fault his scholarship, because aside from the process of accumulating a set of anecdotes, no scholarship has been conducted. Though the book purports to pronounce upon the international situation, all of Baker’s sources are in English. Almost all of the stories take place in America, Britain or Germany, as if the war was not really happening in Eastern Europe or Russia, let alone Indonesia and Singapore. He has not worked with many primary sources, other than a few memoirs, and he has not discovered any new material. He leaves out enormous chunks of the story. His description of the invasion of Poland in September, 1939, is limited to two sentences–Goering “ordered a thousand planes into Poland. There were dive-bombers over Danzig”–and he does not mention the Soviet invasion of Poland seventeen days later at all.

You cannot disagree with Baker’s argument, because no argument has been made. Baker does not build a case, he insinuates something, leaving the reader to guess what. My best paraphrase of his view goes like this: Churchill was a bully and a drunk. The Roosevelts were snobs and anti-Semites. Therefore they were not good people. Therefore their so-called “good” war must have been hypocritical. Therefore they could only have been fighting because they were in hock to the military industrial complex and they had a bloodthirsty fondness for bombing raids. Moreover, the Holocaust was in part a German response to British aggression, and the Japanese invasion of China was a response to Chinese aggression, and Britain’s very participation in the war was the result of Churchill’s aggression, especially his stubborn refusal to respond to Hitler’s “peace offensive.” Therefore the pacifists were right….

Perhaps, I wondered at one point, the whole book is a gigantic practical joke, a stunt intended to provoke scholars, anger Jews, infuriate Poles, and thereby create massive publicity for Nicholson Baker. And so my initial reaction to Human Smoke was to throw it across the room. Subsequently, I discovered that this reaction was very common, especially among practicing historians.

But then she segues into a sour diatribe on blogs and Wikipedia.

Unlike Nicholson Baker or the editors of Gawker, I cannot really supply an anecdote that will explain, in a hundred words or less, why I decided to pick up the book again and write this review. But a few days after finishing Human Smoke as well as Baker’s treatise on Wikipedia, I happened to be sitting with a group of writers, historians, and critics, all fellows at the American Academy in Berlin, talking about it. As fate would have it–Baker loves portentous and possibly significant coincidences, and who doesn’t?–we were sitting in a villa overlooking the Wannsee. Just across the lake, we could see the Haus der Wannsee-Konferenz, the place where, in 1942, the Nazis decided to exterminate the Jews of Europe.

Had the drunken Churchill and the anti-Semite Roosevelt not decided to fight World War II, none of us would have been there. There would have been no American Academy in Berlin, of course, with its prominently hung portrait of the villa’s original Jewish owners, now the Academy’s patrons; indeed, there would have been no Jews in Berlin, no Americans in Berlin, and no critics and writers in Berlin, save those approved by the Third Reich. Instead, a happy Nazi family would have been looking out over the lake, enjoying the same view.

Yet the dull truth is that we arrived at the topic of Nicholson Baker not because we were talking about the war, but because we were talking about the contemporary cult of the non-expert, or rather the anti-expert: the bloggers who assume that the “mainstream media” is always wrong, the Wikipedia readers who think that a compilation of random anecdotes is always preferable to a learned study, and of course the college students who nowadays prefer to get their news in emails from friends because it is too bothersome to read a newspaper. And the even duller truth is that Human Smoke belongs to this cult, and not to the more exotic outer reaches of the historiography of World War II.

Now, I have great respect for Applebaum’s knowledge of history and her writing of it. In fact, I think I have blogged more excerpts from her fascinating and well-done Gulag: A History than from any other book I’ve read. Nor do I have any sympathy for Baker, nor any desire to inhale the smoke he’s blowing in the book under review. I’m also getting more sour on the blogosphere these days, as it becomes less and less distinguishable from 24-hour journalism’s endless gotcha coverage and partisan shouting matches. And I’m also pretty routinely dismayed by the sloppy amateurishness of much of the stuff I find in Wikipedia (to which I’m contributing more and more these days, but only on subjects I know well).

But, geez, Anne, give us a break. Baker’s book was published by Simon and Schuster, not Gawker Media. Book publishers supposedly employ rigorous editors that blog media so often lack. Your review appeared in The New Republic, a magazine whose writers include fabulists and whose fact-checkers have repeatedly fallen down on the job. Most major media outlets have suffered similar embarrassments in recent years. Do you seriously believe that the reliability and expertise of the world’s legions of newspaper reporters are any more impressive than those of Wikipedia’s legions of contributors? News reports may claim to be the first draft of history, but they are usually the umpteenth draft of tired conventional wisdom. Finally, did the writing of purblind, partisan, and provincial-minded history only begin with blogging? Surely the writing of such history began with the advent of writing, the beginning of history.

The Gulag Economy’s Peace Dividend

Forced labour played an increasingly important part in the post-war Soviet economy, according to a policy dictated by Stalin and his ‘kitchen cabinet’ of advisers. With the ending of the war the pool of unpaid labour available for exploitation by the state grew enormously. Apart from Gulag prisoners and labour army conscripts, there were 2 million German POWs, and about another million from other Axis nationalities, who were mostly used for timber-felling, mining and construction, although those with skills were employed occasionally in Soviet industry. In some factories German POWs were so integral to production that detention camps were built on the factory grounds and officials tried to block the prisoners’ repatriation to Germany. The Gulag population also grew, despite the release of many prisoners in the amnesty of 1945; the camps took in well over a million new prisoners between 1945 and 1950, largely as a result of the mass arrest of ‘nationalists’ (Ukrainians, Poles, Belorussians, Latvians, Lithuanians and Estonians) in territories captured or reoccupied by the Red Army but never really reconciled to Soviet power. The Gulag system expanded into a vast industrial empire, with 67 camp complexes, 10,000 individual camps and 1,700 colonies, employing a captive labour force of 2.4 million people by 1949 (compared with 1.7 million before the war). Overall, it is estimated that conscript labourers represented between 16 and 18 per cent of the Soviet industrial workforce between 1945 and 1948. They were especially important in the mining of precious metals in cold and remote regions where free labour was very expensive, if not impossible, to employ (hence their contribution to the Soviet economy was even more significant than the figures would suggest). Slave labour also made up the workforce in the big construction projects of the late 1940s which came to symbolize, officially at least, the post-war confidence and achievements of the Soviet system: the Volga–Don Canal; the Kuibyshev hydro-electric station; the Baikal-Amur and Arctic railways; the extensions to the Moscow Metro; and the Moscow University ensemble on the Lenin Hills, one of seven wedding-cake like structures (‘Stalin’s cathedrals’) in the ostentatious ‘Soviet Empire’ style which shot up around the capital in these years.

The post-war years saw a gradual merging between the Gulag and civilian economies. Every year about half a million Gulag labourers were contracted out to the civilian sector, mostly in construction, or wherever the civilian ministries complained of labour shortages; about the same number of free labourers, mostly specialists, were paid to work in Gulag industries. The Gulag system was increasingly compelled to resort to material incentives to motivate even its forced labourers. The population of the camps had become more unruly and difficult to control. With the amnesty of about a million prisoners in 1945, mainly criminals, who had their sentences either reduced or annulled, the camps were left with a high proportion of ‘politicals’ – not the intellectual types who filled the camps in the 1930s but strong young men who had fought as soldiers in the war, foreign POWs, Ukrainian and Baltic ‘nationalists’ – who were hostile to the Soviet regime and not afraid of violence. Without a system of rewards, these prisoners simply refused to meet the set targets. The cost of guarding the prisoners was also becoming astronomical. By 1953, the MVD was employing a quarter of a million guards within its camps, spending twice as much on the upkeep of the Gulag than it received in revenue from its output. Several senior MVD officials were seriously questioning the effectiveness of using forced labour at all. There were even mooted plans, supported by Beria and Malenkov, to dismantle sections of the Gulag and convert the prisoners into partially civilian workers, but since Stalin was a firm supporter of the Gulag system, none of these ideas was seriously proposed.

Soviet Wartime Disunity and Unity

Contrary to the Soviet myth of wartime national unity, Soviet society was more fractured during the war than at any previous time since the Civil War. Ethnic divisions had been exacerbated by the Soviet state, which scapegoated certain national minorities, such as the Crimean Tatars, the Chechens and the Volga Germans, and exiled them to regions where they were not welcomed by the local populace. Anti-Semitism, which had been largely dormant in Soviet society before the war, now became widespread. It flourished especially in areas occupied by Hitler’s troops, where a large section of the Soviet population was directly influenced by the Nazis’ racist propaganda, but similar ideas were imported to places as remote as Kazakhstan, Central Asia and Siberia by Soviet soldiers and evacuees from the western regions near the front. Many people blamed the Jews for the excesses of the Stalinist regime, usually on the reasoning of Nazi propaganda that the Bolsheviks were Jews. According to David Ortenberg, the editor of Krasnaia zvezda, soldiers often said that the Jews were ‘shirking their military responsibilities by running away to the rear and occupying jobs in comfortable Soviet offices’. More generally, this gulf between the front-line servicemen and the ‘rats’ who remained in the rear became the focus of a widening divide between the common people and the Soviet elite, as the unfair distribution of the military burden became associated in the popular political consciousness with a more general inequality.

But if there was no genuine national unity, people did unite for the defence of their communities. By the autumn of 1941, 4 million people had volunteered for the citizens’ defence (narodnoe opolchenie), which dug trenches, guarded buildings, bridges and roads, and, when their city was attacked, carted food and medicine to the soldiers at the front, brought back the injured and joined in the fighting. In Moscow the citizens’ defence had 168,000 volunteers from over thirty nationalities, and another half a million people prepared for defence work; in Leningrad, there were 135,000 men and women organized in units of the citizens’ defence, and another 107,000 workers on a military footing, by September 1941. Fired up with civic patriotism, but without proper training in warfare, they fought courageously but died in shocking numbers in the first battles.

Comradeship was also crucial to military cohesion and effectiveness. Soldiers tend to give their best in battle if they feel some sort of loyalty to a small group of trusted comrades, or ‘buddies’, according to military theorists. In 1941–2, the rates of loss in the Red Army were so high that small groups seldom lasted long: the average period of front-line service for infantrymen was no more than a few weeks, before they were removed by death or injury. But in 1942–3, military units began to stabilize, and the comradeship that men found within them became a decisive factor in motivating them to fight. The closeness of these friendships naturally developed from the dangers the men faced. The mutual trust and support of the small collective group was the key to their survival. ‘Life at the front brings people closer very fast,’ wrote one soldier to the fiancée of a comrade, who had been killed in the fighting.

At the front it is enough to spend a day or two together with another man, and you will find out about all his qualities and feelings, which on Civvy Street you would not learn in a year. There is no stronger friendship than the friendship of the front, and nothing can break it, not even death.

Veterans recall the intimacy of these wartime friendships with idealism and nostalgia. They claim that people then had ‘bigger hearts’ and ‘acted from the soul’, and that they themselves were somehow ‘better human beings’, as if the comradeship of the small collective unit was a cleaner sphere of ethical relationships and principles than the Communist system, with all its compromises and contingencies. They often talk as if they found in the collectivism of these groups of fellow soldiers a type of ‘family’ that was missing from their lives before the war (and would be missing afterwards).

Wartime Revelations of Soviet Citizens

Little wonder that the war appeared to many as a sort of spiritual purification, a violent purging of the ‘inhuman power of the lie’ that had stifled all political discussion in the years before. ‘The war forced us to rethink our values and priorities,’ remarks Lazarev, ‘it enabled us, the ordinary soldiers, to see a different kind of truth, even to imagine a new political reality’.

This rethinking became more widespread as the war neared its end and much of the vast Soviet army entered into Europe, where the soldiers were exposed to different ways of life. By the start of 1944, the Soviets had amassed an army of 6 million men, more than twice the size of the German army on the Eastern Front. In June 1944, just as the Allies launched the invasion of northern France, the Red Army burst through the bulk of the German forces on the Belorussian Front, retaking Minsk by 3 July and pushing on through Lithuania to reach the Prussian border by the end of August. Meanwhile the Soviet troops on the Ukrainian Front swept through eastern Poland towards Warsaw. In the southern sector, where the German forces soon collapsed, the Red Army swept across Romania and Bulgaria to reach Yugoslavia by September 1944. The Soviet advance was relentless. By the end of January 1945, the troops of the Ukrainian Front had penetrated deep into Silesia, while Zhukov’s Belorussian Front had reached the Oder River and had Berlin in its sights.

Hardly any of the Soviet soldiers had ever been to Europe. Most of them were peasant sons who had come into the army with the small-world views and customs of the Soviet countryside and an image of the wider world shaped by propaganda. They were not prepared for what they discovered. ‘The contrast between the standard of living in Europe and our own in the Soviet Union was an emotional and psychological shock, and it changed the views of millions of troops,’ observed [war correspondent] Simonov. Soldiers saw that ordinary people lived in better houses; they saw that the shops were better stocked, despite the war and looting by the Red Army; and that the private farms they passed on their way to Germany, even in their ruined state, were far superior to the Soviet collective farms. No amount of propaganda could persuade them to discount the evidence of their own eyes.

The encounter with the West shaped the soldiers’ expectations of the future in their own country. Peasant soldiers were convinced that with the end of the war the collective farms would be swept away. There were many rumours of this sort in the army, most of them involving promises by Zhukov to the troops. Retold in a million letters from the soldiers to their families, these expectations spread throughout the countryside, resulting in a series of peasant strikes on the collective farms. Other soldiers talked about the need to open the churches, about the need for more democracy, even about the dismantling of the Party system root and branch. The film director Aleksandr Dovzhenko remembered a discussion with a military driver, a ‘Siberian lad’, in January 1944. ‘Our life is bad,’ the driver had said. ‘And all of us, you know, just wait for changes and improvements in our lives. We all wait. All of us. It’s just that we don’t all say it.’ ‘I was astonished by what I heard,’ Dovzhenko noted in his diary afterwards. ‘The people have a tremendous need for some other kind of life. I hear it everywhere. The only place where I don’t hear it is among our leaders.’

Officers were in the forefront of this army movement for reform. They openly expressed their criticisms of the Soviet system and their hopes for change. One lieutenant wrote to the Soviet president Mikhail Kalinin in 1945 with a ‘series of considerations to put to the next meeting of the Presidium of the Supreme Soviet’. Having been to Maidanek, the Nazi death camp in Poland, and having seen the consequences of a dictatorship in Germany, the officer demanded an end to arbitrary arrests and imprisonment in the Soviet Union, which, he said, had its own Maidaneks; the abolition of the collective farms, which he knew were a disaster from what he had been told by his own troops; and a list of other, more minor grievances, which his soldiers had asked him to convey to the president.

Party leaders were understandably anxious about the return of all these men with their reformist ideas. For those who cared to look back at history, there was an obvious parallel with the war against Napoleon in 1812–15, when the returning officers brought back to tsarist Russia the liberal thought of Western Europe which then inspired the Decembrist uprising of 1825. Political activists attending a conference at the Second Belorussian Front in February 1945 called for efforts to counteract the pernicious influence of the West.

On the Origins of Stalin’s Great Terror

Extraordinary even by the standards of the Stalinist regime, the Great Terror was not a routine wave of mass arrests, such as those that swept across the country throughout Stalin’s reign, but a calculated policy of mass murder. No longer satisfied with imprisoning his real or imagined ‘political enemies’, Stalin now ordered the police to take people out of the prisons and labour camps and murder them. In the two years of 1937 and 1938, according to incomplete statistics, a staggering total of at least 681,692 people, and probably far more, were shot for ‘crimes against the state’ (91 per cent of all death sentences for political crimes between 1921 and 1940, if NKVD figures are to be believed). The population of the Gulag labour camps and colonies grew in these same years from 1,196,369 to 1,881,570 people (a figure which excludes at least 140,000 deaths within the camps themselves and an unknown number of deaths during transport to the camps). Other periods of Soviet history had also seen mass arrests of ‘enemies’, but never had so many of the victims been killed. More than half the people arrested during the Great Terror were later shot, compared to less than 10 per cent of arrests in 1930, the second highest peak of executions in the Stalin period, when 20,201 death sentences were carried out. During the ‘anti-kulak operation’ of 1929-32, the number of arrests was also very high (586,904), but of these victims only 6 per cent (35,689 people) were subsequently shot.

The origins of the Great Terror are not easy to explain. Nor is it immediately clear why it was so concentrated in these two years. To begin to understand it, we must look at the Great Terror not as an uncontrolled or accidental happening, a product of the chaos of the Stalinist regime that could have erupted at almost any time – a view occasionally put forward – but as an operation masterminded and controlled by Stalin in response to the specific circumstances he perceived in 1937….

The key to understanding the Great Terror as a whole lies perhaps in Stalin’s fear of an approaching war and his perception of an international threat to the Soviet Union. The military aggression of Hitler’s Germany, signalled by its occupation of the Rhineland in 1936, and the occupation of Manchuria by the Japanese, convinced Stalin that the USSR was endangered by the Axis powers on two fronts. Stalin’s fears were reinforced in November 1936, when Berlin and Tokyo united in a pact (later joined by Fascist Italy) against the Comintern. Despite his continuing support of ‘collective security’, Stalin did not place much hope in the Soviet alliance with the Western powers to contain the Axis threat: the Western states had failed to intervene in Spain; they appeared committed to the appeasement of Nazi Germany; and they reportedly gave Stalin the impression that it was their hidden aim to divert Hitler’s forces to the East and engage them in a war with the USSR rather than confront them in the West. By 1937, Stalin was convinced that the Soviet Union was on the brink of war with the Fascist states in Europe and with Japan in the East. The Soviet press typically portrayed the country as threatened on all sides and undermined by Fascist infiltrators – ‘spies’ and ‘hidden enemies’ – in every corner of society.

‘Our enemies from the capitalist circles are tireless. They infiltrate everywhere,’ Stalin told the writer Romain Rolland in 1935. Stalin’s view of politics – like many Bolsheviks’ – had been profoundly shaped by the lessons of the First World War, when the tsarist regime was brought down by social revolution in the rear. He feared a similar reaction against the Soviet regime in the event of war with Nazi Germany. The Spanish Civil War reinforced his fears on this account. Stalin took a close interest in the Spanish conflict, seeing it (as did most of his advisers) as a ‘valid scenario for a future European war’ between Communism and Fascism. Stalin put the military defeats of the Republicans in 1936 down to the factional infighting between the Spanish Communists, the Trotskyists, the Anarchists and other left-wing groups. It led him to conclude that in the Soviet Union political repression was urgently required to crush not just a ‘fifth column’ of ‘Fascist spies and enemies’ but all potential opposition before the outbreak of a war with the Fascists.
