Afghanistan in the 1970s

Afghanistan in the 1970s thus offered a textbook example of what the economists like to call a “rentier state”—one that lives by exploiting the advantages of good fortune (natural resources or favorable strategic position) rather than capitalizing on the talents and skills of its people. There were deep-seated historical reasons for this. Afghan rulers had long governed according to a somewhat minimalist philosophy, dictated, to some extent, by the country’s bewildering ethnic diversity and its fantastically rugged terrain. Roads were few and far between. The high mountains and deep valleys fragmented the population, exacerbating differences of language and custom. When the Soviets finally completed the Salang Tunnel in 1964, the world’s highest traffic tunnel at the time, they supplied the missing link to a road that connected the northern and southern halves of the country for the first time in its history. The Americans, meanwhile, had already built the first east-west highway, from Kabul to Kandahar. This new infrastructure transformed Afghanistan’s economy and dramatically simplified the government’s ability to communicate with the interior.

Even so, the average Afghan’s dealings with Kabul remained shallow and infrequent. The primary function of the local administration was less to provide people with public services, few of which were available in the countryside to begin with, than to prevent them from organizing opposition. Most people correspondingly regarded officials as a remote and somewhat unnecessary presence, better avoided than engaged. American anthropologist Thomas Barfield, who conducted field research in Afghanistan in the mid-1970s, noted that, for most Afghans in the countryside, “government” meant not a concept but a place, namely, the local government compound. “On passing out its front gate, and particularly after leaving the road that led to it, ‘government’ ended,” he wrote. (And this, in turn, helps to explain why literacy rates in the country were so shockingly low. In the 1970s, only 10 percent of the population could read or write—and only 2 percent of women.)

The real power in most communities came from traditional leaders, usually tribal notables or landowners. The local khan might provide jobs, adjudicate disputes, or allocate resources (especially water, that scarce but vital commodity for this overwhelmingly rural population), and his authority rippled through the intricate networks of kinship that structured most of society. The leader’s followers judged his legitimacy in part according to his success at distributing wealth. In the old days, that might have meant the booty from battle, but in the 1960s and 1970s, this often translated into access to a cushy government job or a place in the university in Kabul. Afghanistan is often described rather loosely as a “tribal society,” but the reality is more complex, given the fantastic ethnic and social diversity of the place. The word Afghans use for the defining characteristic of their society is qawm, which can refer not only to networks of blood relationships but also to linguistic, religious, and geographical traits that shape the group to which an individual belongs. A Turkic-speaking Uzbek might define himself above all by the dialect that he speaks, a Persian-speaking Tajik by the district that he hails from, a Pashtun by his tribal affiliation.

If anything could be said to unite them all, it is religion. Virtually all Afghans are Muslims, most of them Sunnis. (The most prominent exception are the Hazaras, an ethnic group, descended from the Mongols, who happen to be Shiites.) Even in the 1960s and ’70s, observers often remarked upon the simple piety of the people in Afghanistan. All activity stopped whenever the call to prayer sounded from the local mosque. References to God and the Prophet punctuated everyday speech. Public figures were expected to invoke the supremacy of the Almighty at every turn.

Yet this did not mean that religion and politics seamlessly overlapped. Throughout their history, Afghans had known rule by kings, not religious leaders. Village mullahs, who performed a variety of religious services in exchange for fees, were often regarded as corrupt or buffoonish, the butt of jokes rather than figures of respect. There were, of course, some religious figures who enjoyed privileged status—Islamic scholars, perhaps, or pirs, Sufi spiritual leaders. But none of these individuals had any clearly defined institutional power over the others. The diffuse quality of Afghan Islam was also a product of practices that many other Sunni Muslims would have regarded as heterodox—such as the veneration of saints, whose graves, beflagged and decorated, were treated as holy places. In Iran, the Shiite religious elite presided over a clearly defined hierarchy, which greatly increased the power of the clerics. In Afghanistan, there were no central religious institutions to speak of. Islam was flat, localized, and fragmented.

1979, A Turning Point

These five stories—rich in event and grand personalities—would be worth telling in themselves. But do they really have that much to do with each other? Surely, Britain’s first female prime minister has nothing in common with Iranian Shiism’s leading militant cleric. And what could possibly unite the bishop of Rome, the budding Islamists of Afghanistan, and the leader of the Chinese Communist Party? The fact that they lived through the same historical inflection point, one might argue, does not mean that their stories are linked. Coincidence is not correlation.

In fact, though, they have much more in common than at first meets the eye. The forces unleashed in 1979 marked the beginning of the end of the great socialist utopias that had dominated so much of the twentieth century. These five stories—the Iranian Revolution, the start of the Afghan jihad, Thatcher’s election victory, the pope’s first Polish pilgrimage, and the launch of China’s economic reforms—deflected the course of history in a radically new direction. It was in 1979 that the twin forces of markets and religion, discounted for so long, came back with a vengeance.

Not all of the historical figures whose fates converged that year necessarily thought of themselves as conservatives, and none of them tried to turn back the clock to some hallowed status quo ante. This is precisely because they were all reacting, in their own ways, to a long period of revolutionary fervor that expressed itself in movements ranging from social democracy to Maoism—and it is striking that they were all variously denounced by their enemies on the Left as “reactionaries,” “obscurantists,” “feudalists,” “counterrevolutionaries,” or “capitalist roaders” who aimed above all to defy the march of progress.

There was a grain of truth to these accusations. The protagonists of 1979 were, in their own ways, participants in a great backlash against revolutionary overreach. Deng Xiaoping rejected the excesses of Mao’s Cultural Revolution in favor of pragmatic economic development—a move that, despite Deng’s disclaimers, entailed a gradual restoration of capitalist institutions. Khomeini’s vision of an Islamic state was fueled by his violent repudiation of the shah’s state-led modernization program (known as the “White Revolution”) as well as the Marxist ideas that dominated Iran’s powerful leftist opposition movements. (The shah, indeed, denounced the Shiite clerics as the “black reaction” in contrast to the “red reaction” of the Marxists.) Afghanistan’s Islamic insurgents took up arms against the Moscow-sponsored government in Kabul. John Paul II used Christian faith as the basis for a moral crusade against the godless materialism of the Soviet system. And Margaret Thatcher aimed to roll back the social democratic consensus that had taken hold in Great Britain after World War II.

At the same time, it was easy to underestimate just how much these leaders had actually absorbed from their opponents on the utopian Left. A conservative can be defined as someone who wants to defend or restore the old order; a counterrevolutionary, by contrast, is a conservative who has learned from the revolution. John Paul II, who had spent most of his adult life under the Communist system, knew the Marxist classics intimately and devoted considerable intellectual and pastoral effort to countering their arguments—knowledge that helped him to shape his program of moral and cultural resistance. (It also left him with an intense interest in the politics of the working class that informed his patronage of the Solidarity movement—as well as feeding a deep skepticism about Western-style capitalism.) Khomeini and his clerical allies appropriated Marxist rhetoric and ideas wherever they could, forging a new brand of religious militancy that railed against colonialism and inequality; socialist notions of nationalization and state management later played a large role in the Islamist government’s postrevolutionary economic policy. (One historian describes the resulting synthesis as “revolutionary traditionalism.”) Afghanistan’s jihadists borrowed from the Communist playbook by building revolutionary political parties and comprehensive ideological systems to go with them. Margaret Thatcher, who studied at Oxford when Marxism was the reigning political fashion, fused her conservative instincts with a most unconservative penchant for crusading rhetoric, ideological aggression, and programmatic litmus tests. It was precisely for this reason that many of the Conservative Party comrades-in-arms who accompanied her into government in 1979 questioned just how “conservative” she really was. As for Deng Xiaoping, he insisted on maintaining the institutional supremacy of the Communist Party even as he charted a course away from central planning and toward state capitalism. Cold War historian Odd Arne Westad describes Deng’s reform program as “a counterrevolution in economics and political orientation the likes of which the world had never seen.”

It was entirely in keeping with this spirit that Thatcher proudly reported to a Conservative Party rally in April 1979 that her political opponents had dubbed her a reactionary. “Well,” she declared, “there’s a lot to react against!” It was, indeed, precisely this peculiar spirit of defiance that gave the year its transformative power. The decisions of these leaders decisively defined the world in which we live—one in which communist and socialist thought has faded, markets dominate economic thinking, and politicized religion looms large. Like it or not, we of the twenty-first century still live in the shadow of 1979.

From Soviet Soldier to Muslim Convert

Aleksei Olenin, who was serving in a transport battalion, was kidnapped as he was relieving himself by the Salang Pass. He was beaten up, tried to escape, tried to hang himself, and was finally incorporated into a mujahedin detachment led by a greybeard called Sufi Puainda Mokhmad. After two months in the mountains, Olenin converted to Islam: ‘No one made me do it. I simply realised that since I was still alive I must have been preserved by some power … I would have adopted any faith that was available: after all, up to then I had been a Young Pioneer, a Komsomol, and was preparing to join the Party.’ He was given the Muslim name Rakhmatula.

In the course of the next six years four other Russian soldiers were brought into the detachment. One of them was Yuri Stepanov, who was renamed Mukhibullo. He too had been captured on the Salang Pass when his zastava was attacked.

Then the news came through that the 40th Army was leaving Afghanistan. The members of the detachment returned to their farms, and Olenin went with them: ‘In those days we grew wheat. The poppies only came with the Taliban.’ Sufi Puainda, who still regarded the Russians as his property, decided that they should all take wives. The Afghan fathers were reluctant to surrender their daughters, because the Russians could not afford the bride price, and because they feared that the girls would be dishonoured when the Russians eventually abandoned them and went home. But one poor man was willing to give Olenin his daughter Nargez. By now Olenin thought that his chances of returning home were in any case at an end.

He was wrong. Before the marriage could take place, the Russian government had successfully negotiated for the return of prisoners. General Dostum (1954–), the Uzbek commander in the north of the country, was anxious to strengthen his relations with the Russians and arranged for Olenin and Stepanov to travel home. He first brought their mothers to meet them in his stronghold of Mazar-i Sharif. Olenin’s mother fainted when she saw him. The prisoners then left via Pakistan, where they were received by Benazir Bhutto (1953–2007): one story was that she had provided the money for their ransom. Olenin arrived back in Otradnoe in May 1994, to find a country transformed beyond his recognition by the collapse of the Soviet Union. His mother paraded the local girls before him in the hope that he would marry one of them and settle down. But his conscience weighed on him and after six months he went back to Afghanistan to find and marry Nargez. He intended to take her back to Russia. But the arrival of the Taliban in power meant that he was once again trapped in Afghanistan. His small business profited, his wife bore him a daughter, and it was not until 2004 that he finally returned again to Otradnoe, this time with his family. He remained a Muslim and the women of the village noticed that he worked harder and drank less than the other men in the village. Musulmanin (The Muslim), a film made in 1995, explores just such a theme: the contrast between the orderly piety of a Russian Muslim convert from Afghanistan and the disorderly and dysfunctional life of the family and village he left behind him.

Initial Soviet Goals in Afghanistan, 1979

In 1968 the Soviet Union had deployed eighteen divisions, backed by eight Warsaw Pact divisions – some five hundred thousand men – to invade Czechoslovakia, a country with a much more forgiving terrain and no tradition of armed resistance to foreigners; a country moreover where, unlike Afghanistan, there was not already a civil war in progress. The government and the KGB initially believed that the job could be done with some 35–40,000 soldiers. The generals naturally wanted more. During the planning phase, under pressure from General Magometov in Kabul and others, the number was increased, and the force which crossed the frontier at the end of December consisted of some eighty thousand soldiers. Even this was nothing like the number that the soldiers believed would be necessary: Russian military experts later calculated that they would have needed between thirty and thirty-five divisions to stabilise the situation in Afghanistan, close the frontiers, secure the cities, road networks, and passes, and eliminate the possibility of armed resistance.

The task before the 40th Army and its commanders as they swept into Afghanistan may have seemed simple, clear, and limited. The Russians had intervened to put an end to the vicious feuding within the PDPA, and to force a radical change in the extreme and brutally counterproductive policies of the Communist government. The aim was not to take over or occupy the country. It was to secure the towns and the roads between them, and to withdraw as soon as the Afghan government and its armed forces were in a state to take over the responsibility for themselves.

This may have looked like a strategy, but it turned out to be little more than an impractical aspiration. The Russians understood well enough that the problems of Afghanistan could only be solved by political means: Andropov had after all argued right at the beginning that the regime could not be sustained with Soviet bayonets. But they also hoped that the Afghan people would in the end welcome the benefits they promised to bring: stable government, law and order, health, agricultural reform, development, education for women as well as men.

They discovered instead that most Afghans preferred their own ways, and were not going to change them at the behest of a bunch of godless foreigners and home-grown infidels. The Russians did not, and could not, address this fundamental strategic issue. The vicious civil war which greeted them had started well before they arrived and continued for seven years after they left, until it ended with the victory of the Taliban in 1996. It was a war in which loyalties were fluid and divided. Individuals and whole groups switched sides in both directions, or negotiated with one another for a ceasefire or a trade deal when the opportunity arose. Fighting and bloodshed erupted within each of the Afghan parties to the war as leaders and groupings struggled for advantage. The Russians found themselves fighting the worst kind of war, a war against an insurgency which they had not expected and for which they were not equipped or trained. All sides behaved with great brutality. There were executions, torture, and the indiscriminate destruction of civilians, their villages, and their livelihood on all sides. Like others who had entered Afghanistan before and since, the Russians were appalled at the violence and effectiveness of the opposition which faced them almost immediately and which made a mockery of their hopes.

One day, both the Russians and the Afghans knew, the Soviets would go home. The Afghans would have to go on living in the country and with one another, long after the last Russian had left. Even those Afghans who supported the Kabul government and acquiesced in the Soviet presence, or perhaps even welcomed it, had always to calculate where they would find themselves once the Soviets had departed.

And there was another fundamental weakness in the strategic thinking of the Soviet government. They had underestimated – maybe they had not even considered – the eventual unwillingness of their own people to sustain a long and apparently pointless war in a far-off country. They were never of course faced by the massive popular movement in America which opposed the war in Vietnam. But a growing disillusion inside and outside government sapped the will of the leadership to continue a war that was brutal, costly, and pointless.

These two misjudgements were sufficient to nullify the military successes of the 40th Army.

Fatal Mistake of the Afghan Communists, 1978

On 9 May the new government issued a radical programme of social, political, and economic reform. ‘The Main Outlines of the Revolutionary Tasks’ proclaimed the eradication of illiteracy; equality for women; an end to ethnic discrimination; a larger role for the state in the national economy; and the abolition of ‘feudal and pre-feudal relationships’ – code for the power of landowners, traditional leaders, and mullahs, especially in the countryside. As for Islam, when Kryuchkov visited Kabul on a fact-finding mission in July 1978, the new President, Taraki, told him to come back in a year, by which time the mosques would be empty. It was all a measure of how far out of touch the new regime was with the realities of their own country.

A woman was appointed to a top political position for the first time in modern Afghan history. Anakhita Ratebzad (1930–), a doctor by training, was one of four women members of the Afghan parliament in 1965, a founding member of the PDPA, and a member of Parcham. Her first husband had been Zahir Shah’s personal physician. Now she was the partner of Babrak Karmal. In the Kabul Times on 28 May, immediately after the coup, she stated firmly, ‘Privileges which women, by right, must have are equal education, job security, health services, and free time to rear a healthy generation for building the future of the country … Educating and enlightening women are now the subject of close government attention.’ A striking person in her own right, she succeeded in charming some of the most senior Soviet officials in Kabul, and they took care to remain on good terms with her as long as Karmal was in power.

The Soviet authorities were distinctly uneasy about what had happened. The Soviet Ambassador, Alexander Puzanov, attempted at the end of May to draw the threads together in a letter to Moscow. He argued that the failed politics of the Daud regime had led to ‘an abrupt sharpening of the contradictions between the Daud regime and its class supporters and the fundamental interests of the working masses, the voice of which is the PDPA’. The actions of the PDPA had been ‘met with approval by the popular masses’. This crude piece of Marxist analysis was characteristic of much of Moscow’s thinking about a country where it was almost totally inapplicable, a cast of thought which underlay some of the Russians’ later policy mistakes.

Puzanov nevertheless conceded that the continuing friction between Khalq and Parcham was already undermining the effectiveness of the new regime. This was a crucial weakness, and he and his specialist party advisers had told the new leadership that they must eliminate their differences. This, he admitted, had not yet happened. Nevertheless, he optimistically concluded that the overall situation was stabilising as the government took measures against the domestic reaction.

His optimism was misplaced. The new government’s programme was a mixture of typical Communist nostrums and some admirable aspirations. The new men had little or no practical experience in government. Whatever attractions the programme might have had in theory, it was not thought through and the people, especially in the villages, where most Afghans lived, were almost entirely unprepared for it. The promotion of women’s liberation and education for girls, laudable as it was in principle, came up against the same fiercely conservative prejudices which had plagued Afghanistan’s reforming kings. Revolts against the new regime began straight away, in both the towns and the villages. The countryside began to slip out of control.

The new government was nothing if not determined, however, and when persuasion failed it used ruthless measures of repression. It targeted not only known members of the opposition but also local leaders and mullahs who had committed no crime. Several generals, two former prime ministers, and others who had been close to Daud – up to forty in all – were executed immediately. Nine months after the coup, ninety-seven men from the influential Mojadedi clan were executed. The Islamists who had been imprisoned by Daud in the Pul-i Charkhi prison in Kabul were executed in June 1979.

In their fanaticism, and in their belief that a deeply conservative and proudly independent country could be forced into modernity at the point of a gun, the Afghan Communists resembled the Pol Pot regime. Unlike in Cambodia, however, in Afghanistan the people were not prepared to be treated in this way by their government. Previous rulers, such as Abdur Rahman, had imposed their authority throughout the country – more or less – by the most brutal methods. But they could make a plausible claim to be good Muslims, after a fashion. The Afghan Communists made the fatal mistake of underestimating the power of Islam and its hold on the people.

Afghanistan in the 1970s

By the 1970s Afghanistan had many of the rudiments of a modern state. It was reasonably secure, and you could travel and picnic and see the sights with comparatively little risk. Foreigners who lived in Kabul in the last days before the Communists took over – diplomats, scholars, businessmen, engineers, teachers, aid workers, hippies – later looked back on that time as a golden age. So did many of the very thin crust of the Afghan middle class who lived in Kabul and some of the big cities.

In the 1970s much of old Kabul still stood, a rabbit warren of streets, bazaars, and mosques, still dominated by the great fortress of Bala Hissar, a place, the Emperor Babur said more than four hundred years earlier, with ‘the most pleasing climate in the world … within a day’s ride it is possible to reach a place where the snow never falls. But within two hours one can go where the snows never melt.’

In the centre of the city was the imposing Arg, the fortified palace build by Abdur Rahman, the scene of one violent turn in Afghan politics after another. Amanullah, Abdur Rahman’s grandson, commissioned European architects to build him a monumental new capital, a vast palace, the Dar-ul Aman, on the south-western edge of the city; and a summer resort in Paghman, a village in the nearby hills, complete with Swiss chalets, a theatre, an Arc de Triomphe, a golf course, and a racecourse for elephants. Across the road from the Dar-ul Aman palace stood the Kabul museum, which was opened in 1924 and contained one of the richest collections of Central Asia art and artefacts in the world: flint tools forty thousand years old from Badakhshan, a massive gold hoard from Bagram, glass from Alexandria, Graeco-Roman statuary, ivory panels from India, Islamic and pre-Islamic artefacts from Afghanistan itself, one of the largest coin collections in the world, and more than two thousand rare books. A grandiose British Embassy, built in the 1920s as a symbol of British power, lay on the northern edge of the city. An equally large Soviet Embassy lay in the south-west on the road to the Dar-ul Aman.

‘Kabul’, said a guidebook sponsored by the Afghan Tourist Bureau, ‘is a fast-growing city where tall modern buildings nuzzle against bustling bazaars and wide avenues filled with brilliant flowing turbans, gayly [sic] striped chapans, mini-skirted school girls, a multitude of handsome faces and streams of whizzing traffic.’

Those were the days when Kabul was on the Hippie Trail and thousands of romantic, adventurous, and often improvident young people poured along the road from Iran through Herat and Kabul to India, driving battered vehicles which regularly broke down and had to be repaired by ingenious local mechanics, seeking enlightenment, drugs, and sex, living on nothing and sometimes dying on the way.

But behind that fragile façade lay the real Afghanistan, a land of devout and simple Muslims, where disputes between individuals, or families, or clans and tribes, were still settled in the old violent way, where women were still subject to the absolute authority of their menfolk, where the writ of the government in Kabul barely ran, and where the idea of national rather than family or local loyalty was barely formed.

Afghanistan’s Early Attempts to Modernize

Abdur Rahman’s successors attempted to push Afghanistan further along the path of modernisation. His son Habibullah (1872–1919) was assassinated in 1919 and succeeded by Amanullah (1892–1960), who took advantage of British weakness at the end of the Great War to invade India. The British bombed Kabul and Jalalabad and drove the invaders back. Neither side had much stomach for the war, and it fizzled out after a month. The British ceased both their subsidies and their control of Afghan foreign policy. Amanullah promptly opened a fruitful relationship with the new Bolshevik government in Moscow – the first foreign government to do so.

He then embarked on an ambitious programme of reform in imitation of the secularising reforms of Atatürk in Turkey. He established a Council of Ministers, promulgated a constitution, decreed a series of administrative, economic and social reforms, and unveiled his queen. His plans for the emancipation of women, a minimum age for marriage, and compulsory education for all angered religious conservatives and provoked a brief rebellion. Tribesmen burned down the royal palace in Jalalabad and marched on Kabul. In 1929 Amanullah fled into exile in Italy.

Nadir Shah (1883–1933), a distant cousin of Amanullah, seized the throne, reimposed order, but allowed his troops to sack Kabul because he had no money to pay them. He built the first road from Kabul over the Salang Pass to the north and continued a cautious programme of reform until he was assassinated in 1933.

His son Zahir Shah (1914–2007) reigned from 1933 to 1973. This was the longest period of stability in Afghanistan’s recent history, and people now look back on it as a golden age. Reform continued. A parliament was elected in 1949, and a more independent press began to attack the ruling oligarchy and the conservative religious leaders.

In 1953 Zahir Shah appointed his cousin Daud (1909–78) as prime minister. Daud was a political conservative but an economic and social reformer. For the next ten years he exercised a commanding influence on the King. He built factories, irrigation systems, aerodromes and roads with assistance from the USSR, the USA, and the German Federal Republic. He modernised the Afghan army with Soviet weapons, equipment, and training.

In 1963 Zahir Shah got rid of Daud to appease conservatives infuriated by his flirtations with the left and the Soviets. But the King continued with the policy of reform. He introduced a form of constitutional monarchy with freedom of speech, allowed political parties, gave women the vote, and guaranteed primary education for girls and boys. Women were allowed to attend the university and foreign women taught there. Ariana Airlines employed unveiled women as hostesses and receptionists, there were women announcers on Kabul Radio, and a woman was sent as a delegate to the United Nations.

During all these years, the educational system was systematically developed, at least in the capital city. Habibia College, a high school modelled on an elite Muslim school in British India, was set up in Kabul in 1904. Amanullah sent many of its students to study in France and elsewhere in Europe. A School of Medicine was inaugurated in 1932, followed by faculties of Law, Science, Agriculture, Education, and Engineering, which were combined into a university in 1947. Most of the textbooks and much of the teaching were in English, French, or German. A faculty of Theology was founded in 1951 linked to the Islamic University of Al-Azhar in Cairo. In 1967 the Soviet Union helped establish a Polytechnic Institute staffed largely by Russians. Under Zahir Shah’s tolerant regime student organisations were set up in Kabul and Kandahar.

Daud rapidly expanded the state school system. Between 1950 and 1978 numbers increased by ten times at primary schools, twenty-one times at secondary schools, and forty-five times at universities. But the economy was not developing fast enough to provide employment for the growing numbers of graduates. Many could find jobs only in the rapidly expanding government bureaucracy. Salaries, already miserable, lost half their real value in the 1960s and 1970s. The good news – though not for conservatives – was that about 10 per cent of this expanded bureaucracy were women.

The American scholar Louis Dupree called Kabul University ‘a perfect breeding ground for political discontent’. It was in the universities that Afghanistan’s first political movements were created. A Communist Party, the People’s Democratic Party of Afghanistan, was set up in 1965 by Nur Mohamed Taraki, Babrak Karmal (1929–96), and Hafizullah Amin, all of whom were to play a major role in the run-up to the Soviet invasion. A number of students who were later to become prominent in the anti-Communist and anti-Soviet struggle also fledged their political wings there: Rabbani (1940–), Hekmatyar (1947–), Abdul Rasul Sayyaf (1946–), and Ahmad Shah Masud (1953–2001) all studied together in Kabul University. Students rioted in 1968 against conservative attempts to limit the education of women. In 1969 there were further riots, and some deaths, when high school students protested against the school management. The university was briefly closed.

How Yunnan Became Chinese, and Muslim

Seven hundred years before the present wave of tourists was an altogether different wave, of Mongols, Turks and Islam. The Mongol conquest of Yunnan in the thirteenth century brought this hitherto independent kingdom for the first time under Beijing’s control and began a process of integration into ‘China proper’ that has continued to today. The Mongol conquest also brought an astonishingly diverse influx of mainly Muslim peoples, from across their Eurasian domains.

Though the invasion forces were ultimately under Mongol command, many of the officers and most of the soldiers were Turks or people from further west. The force that invaded Burma for example is said to have included no fewer than 14,000 men of the erstwhile Persian Khwarezmid empire, under their own commander Yalu Beg. Others came to garrison the new possession. They included Turks from Samarkand, Bokhara, Merv and Nishpur. They also included tribal peoples like the Kipchaks and even Bulgars from the lower Volga. Yunnan itself had been conquered by the Mongol Prince Uriyangkadai who had also conquered Baghdad, and his forces most likely included captive soldiers from the Abbasid caliphate as well as southern Russia and the Ukraine.

There were even more exotic immigrants. They included the Alans–a Sarmatian tribe today known as the Ossetians–who had submitted to the Mongols and had provided a thousand warriors for the personal body guard of the Great Khan. A son of the Alan chief, Nicholas, took part in the conquest of Yunnan, and men from the North Caucasus were posted along the Burmese borderland.

A member of the Mongol imperial clan, Prince Hugeshi, was appointed ‘prince of Yunnan’ whilst the old ruling family, the Duans, were allowed to stay in Dali and keep the title of ‘maharaja’. The Muslim newcomers, based at Dali, became extremely powerful and the most powerful of them all was a native of Bokhara named Sayyid Ajall Shams al-Din Omar. He claimed descent from the emir of Bokhara (though some say his family were originally from Cairo) and by the late 1250s he was a rising star in the Mongol establishment. He served in Baghdad and in China and was appointed as the top administrator in Yunnan in the 1270s. Today the Muslims of Yunnan regard him as the founder of their community, a wise and benevolent ruler who ‘pacified and comforted’ the peoples of Yunnan.

Sayyid Ajall was officially the Director of Political Affairs of the Regional Secretariat of Yunnan, about as bureaucratic a title as one can imagine in medieval times. According to Chinese records, he introduced new agricultural technologies, constructed irrigation systems, and tried to raise living standards. Though a Muslim, he built or rebuilt Confucian temples and created a Confucian education system. His contemporary, He Hongzuo, the Regional Superintendent of Confucian Studies, wrote that through his efforts ‘the orang-utans and butcherbirds became unicorns and phoenixes and their felts and furs were exchanged for gowns and caps’. There were many other civilizing missions on China’s periphery but only in Yunnan was one conducted under Muslim (and essentially Turkish Muslim) leadership.

In this way, Yunnan became known to the Islamic world. When Sayyid Ajall died in 1279 he was succeeded by his son Nasir al-Din who governed for five years and led the invasion of Burma. His younger brother became the Transport Commissioner and the entire family entrenched their influence. There were still very few Han Chinese in Yunnan and the growing Muslim community began to excel as long-distance traders as well. In the early fourteenth century, the great Persian Jewish historian Rashid al-Din Hamadani stated that the Dali region had become exclusively Muslim.

Ottoman Romania: dar al-dhimma

The juridical relationship that evolved between the principalities and the Ottoman state in the fifteenth and sixteenth centuries owed as much to Ottoman pragmatism and legal theory as to the political and social conditions prevailing in Moldavia and Wallachia and the international circumstances of the time. From the perspective of the Islamic law of nations, which the Ottomans observed, the principalities lay in an intermediate zone between dar al-harb (the domain of war), that is, territories contested between the Muslim state and its enemies, and dar al-Islam (the domain of Islam), territories where their inhabitants were subject to a Muslim ruler and Islamic law. The principalities by the sixteenth century clearly no longer belonged to the former, but they had not entered the latter. Some historians have placed them in dar al-sulh (the domain of peace) or dar al-‘ahd, territory acquired by the Muslim ruler by treaty; still others, in accordance with the Hanafite school of law, which predominated in the Ottoman Empire, have assigned them to dar al-muvâda’a (the domain of armistice) or dar al-dhimma (the domain of protection and tribute). The latter two terms may represent most accurately the two main phases through which Ottoman–Romanian relations passed, the years 1538–41 marking the dividing line. At the beginning of their encounter, the principalities were vassal states obliged to pay the tribute and render military service, and, then, as the relationship grew tighter, the sultan, for his part, assumed certain responsibilities toward the principalities, notably to give them protection.

The arrangement that thus emerged enabled Moldavia and Wallachia to escape incorporation into the Ottoman political system, as had happened to the Christian states south of the Danube. Various ‘ahd-names and berāts (writs of appointment) granted by the sultans allowed the principalities almost full internal autonomy. Thus, the sultan acknowledged the right of the prince and the boiers to rule “in accordance with custom” and forbade Turkish civil and military officials or the Muslim clergy to involve themselves in the internal affairs of the principalities. He allowed the boiers to elect the prince, but reserved to himself the right to approve their choice and to invest the new prince with the insignia of his office. As a consequence of autonomy, the laws and legal system, the social structure, landholding and agrarian relations, cultural and intellectual life, and the status of the Orthodox Church were left unchanged. But the sultan took charge of foreign affairs, prohibiting the princes from maintaining diplomatic contacts with foreign states or conclude treaties with them, and he undertook to defend the principalities against foreign attack.

Berber Awakenings in the Maghreb

In the wake of the Tunisian Revolution in 2011, The American Interest published a backgrounder article headlined The Berber Awakening by Bruce Maddy-Weitzman, who had just published a book on The Berber Identity Movement and the Challenge to North African States (University of Texas Press, 2011). Here are a few excerpts from the article.

North Africa has long been the neglected stepchild of Anglo-American Middle East academe and policy institutes. This region, commonly known as the Maghreb, was traditionally the near-exclusive preserve of European (mainly French) policymakers and scholars, owing to proximity, colonial experiences, linguistic familiarity and economic interests.

This neglect is now coming to end. North African studies have flourished recently in the scholarly realm, in English as well as French. On the policy side, the wake-up call came for some with the radical Islamist challenge and bloodletting in Algeria during the 1990s. For others, it came with the discovery of young men of Moroccan and Algerian origins in the ranks of al-Qaeda. For democracy and civil society promoters, Morocco under King Mohamed VI offered a model to emulate. But if any of these didn’t happen to grab your attention, there was Tunisia 2011, which provided the spark for the explosions of popular protest rumbling across the entire Arab world and parts of the Muslim world beyond….

Constitutionally, Algeria and Morocco are certainly Arab-Islamic states, with Arabic being the sole official language. Organizationally, they are both members of the 22-nation League of Arab States, as well as the largely moribund five-nation Arab Maghreb Union (along with Tunisia, Libya and Mauritania). Beginning in the 1930s, the ideologues of Algeria’s national movement proclaimed the Arabic language, along with Islam and territorial nationalism, as the central pillars of their challenge to a century of French settler-colonialism and incorporation into metropolitan France. Morocco’s urban nationalist elite had a similar Arab-Islamic orientation.

Upon achieving independence, both countries directed their educational and cultural nation-building efforts toward the east, toward the Mashriq, linking their societies’ roots to the rise of Islam and the spread of its Arabic-language civilization across North Africa beginning in the late 7th century. Both Algeria and Morocco had to work hard at “becoming Arab”, importing thousands of teachers from the Mashriq to instill a standardized version of written Arabic to replace French as the language of administration. This Arabic differed sharply from the North African dialectical Arabic (darija) spoken in daily life—let alone from the widely spoken Berber dialects. There are three primary dialects in Morocco, and two primary ones in Algeria, along with two additional ones spoken by smaller groups.

So who are the Berbers, and why are they worthy of attention? Simply put, the Berbers are North Africa’s “natives”, the population encountered by the region’s various conquerors and “civilizers”: Carthaginians, Romans, Byzantines, Vandals, Arab-Muslims and Europeans. Berber social organization was classically tribal, and they spoke varieties of a single, mainly unwritten language classified today as Afro-Asian. Their encounters with foreign forces, which generally were more powerful, produced a variety of responses ranging from resistance and retreat to acceptance and assimilation. Overall, Berbers straddled multiple worlds, assimilating the “other” with whom they were engaged in one form of accommodation or another, but retaining distinct attributes of their own.

Inevitably, given their relative weakness, this collection of tribal groupings was branded by a derogatory term: “Berbers”, from the Greek and Roman appellations for “barbarians.” Subsequent Arab-Muslim conquerors quickly adopted the term, and it has stuck ever since. Not surprisingly, modern-day Berber militants reject such stigmatization imposed from the outside, and prefer to call themselves Amazigh, which translates into “free men.”

The Amazigh are worthy of our attention for several reasons, one of which is their underappreciated demographic significance. Speakers of one of the Berber/Tamazight dialects constitute approximately 40–45 percent of the population in Morocco, 20–25 percent in Algeria, 8–9 percent in Libya and about 1–5 percent in Tunisia. They total some 15–20 million persons, a number that exceeds the total population, for the sake of comparison, of Greece or Portugal. These numbers, while considerable, are significantly lower as a percentage than they were a century ago, thanks to complex processes of economic and political integration that have occurred throughout the region.

Indeed, it is this very decline that has helped spur the modern Amazigh identity movement, one which explicitly foregrounds a collective Amazigh “self”, complete with a flag, anthems, collective memory sites (lieux de memoire), a “national” narrative and ancient and modern icons. Thus the movement seeks to renegotiate the terms of Berber accommodation with various “others”: the nation-state, Islam and modernity. The movement’s central demands are recognition by state authorities of the existence of the Amazigh people as a collective and of the historical and cultural Amazighité of North Africa. The most immediate and concrete manifestations of that recognition would be to make Tamazight an official language equal to Arabic and to begin redressing the multitude of injustices which they say have been inflicted on the Berbers in both the colonial and independence eras through corrective educational, social and economic policies. More generally, the movement challenges the fundamental national narratives of these countries, which until recently consigned Berber cultural expressions to state-sponsored folklore festivals, complemented by National Geographic-type television programs on remote and exotic mountain villages, on par with the nomadic Touareg “blue men” of the desert.

In their efforts to fashion a “modern” ethno-cultural collective identity out of the older building blocks of their societies, the Amazigh activists are part of a more general trend that challenges hegemonic Arab-centered nationalism. Ironically, the ever-accelerating processes of globalization, which some thinkers have heralded as the harbinger of a long-awaited post-national age, are also generating an intensified “politics of identity.” The new politics of identity in the Muslim world is marked by the ethno-cultural assertion of formerly marginalized minority groups, combined with a demand for the democratization of political life. For some, like the Kurds, this has reached a critical mass, morphing into full-fledged nationalism. For others, like the Muslim residents of Ethiopia’s Ogaden region, this kind of nationalism is forming fast. Berbers have not yet reached that stage, and they may never reach it. But they, too, have achieved a measure of recognition and self-definition that was inconceivable a generation ago.
