Rip Van Winkle Jenkins Sentenced in Japan

The New York Times reports on the low-key trial and sentencing of a U.S. Army deserter, flying beneath all the flak of the U.S. elections.

CAMP ZAMA, Japan, Nov. 3 – Charles Robert Jenkins, the Army sergeant who left his soldiers and walked into North Korea in 1965 to avoid combat duty in Vietnam, received a light sentence Wednesday after pleading guilty in a court-martial here to desertion and aiding the enemy.

After hearing bleak testimony about his harsh life in North Korea, an Army judge seemed to accept a defense lawyer’s argument that Sergeant Jenkins, 64, had “already suffered 40 years of confinement.” The judge, Col. Denise Vowell, then demoted him to private, stripped him of four decades of back pay and benefits, and gave him a dishonorable discharge and a 30-day jail sentence.

The prosecutor, Capt. Seth Cohen, had called for a tougher sentence, evoking, in a veiled way, the need for military discipline while American soldiers are fighting in Iraq. Referring to noncommissioned officers like Sergeant Jenkins, he said, “We can’t have soldiers going into the field fearing that their N.C.O.’s will abandon them, especially given the state of the world today.”

But the trial and sentencing seemed to reflect American political needs to mollify Japanese public opinion, which has been moved by the drama of the American defector from North Carolina and his Japanese wife, Hitomi Soga Jenkins, whom he met in North Korea a few years after North Korean agents had kidnapped her from a Japanese island in 1978.

Apparently to minimize American media attention, the one-day military trial took place as votes were being counted in the American presidential election.

I think this whole affair has been handled with an admirable mixture of punctiliousness and compassion.

Deprived of books, Sergeant Jenkins said he had so treasured a banned copy of the historical novel “Shogun” that he read it 20 times.

I’d say that’s punishment enough (with its hotel bar-influenced mediaeval Japanese). But perhaps he could be further sentenced to his wife’s hometown on Sado Island, off Niigata. “It is one of Japan’s largest minor islands and served as an exile place for important figures since mediaeval times.”

North Korea’s Man-made Famine

NKZone‘s Andrei Lankov’s latest article, Eating Away the Truth, in his “Another Korea” series for the Korea Times is about North Korea’s long-running famine.

Few people would doubt that the famine of 1996-2000 was the worst disaster in the history of post-war Korea. However, nobody knows for sure how many people lost their lives.

Stalinist states have never been famous for openness, and important statistical data in North Korea has been classified from the early 1960s. Officialdom always insisted that the North is a “socialist paradise” where nothing could possibly go wrong.

In the mid-1990s, the North Korean officialdom grudgingly changed the pattern. It gradually dawned on Pyongyang that complaints are necessary to attract donors….

In 2001, Goodkind and West, two researchers from the International Center of the U.S. Census Bureau published what is, perhaps, the most reliable estimate available. They used both data released by the North Korean government and materials obtained from the refugees. Their initial estimates range from 200,000 to 3,000,000. To narrow the range, they also used the indirect evidence, including some Chinese materials from the era of Mao-made famines, and the WFP studies of the North’s nutritional situation. This indirect data allowed them to conclude that the Great Famine took between 600,000 and 1,000,000 lives.

The 600,000 or 900,000 do not sound as dramatic as the oft-cited “two million.” But for a country with a population of some 23 million this is a huge number. Some 3-4 percent of the entire population perished in the disaster. For the U.S., it would be equivalent to wiping out some 10 million people–a far greater proportion than America lost in any war during the twentieth century. And the disaster was entirely man-made; the result of deliberate political decisions.

However, the outside world did not care much. The North Korean famine did not become the major news issue, and outside East Asia only a handful of people really took notice. This seemingly strange indifference reflected the silent but dramatic change in the perception of North Korea that took place in the 1990s. No major player in international politics wanted to attract too much public attention to the mistakes and crimes of the Pyongyang rulers. While people were dying, powers great and small were busy playing their political chess games.

China-Korea Border Issues

NKZone notes reports from Japanese and French news agencies that China has deployed either 10,000, 30,000, or 150,000 troops along the North Korean-Chinese border, either within Yanbian Korean Autonomous Prefecture or all along the 1400-km border–or perhaps both.

It’s unclear whether the Chinese troops were deployed to prevent (a) NK troops and/or refugees from escaping into China and causing embarrassing international incidents, (b) NK troops from “foraging” among ethnic Koreans in China, or (c) NK from undermining 6-party talks about NK nuclear ambitions.

Meanwhile, the Marmot reports that South Korea has quietly declared null and void the 1909 Gando [Kanto] Convention, signed between China and Japan.

This is either incredibly bold or incredibly insane – I haven’t decided which yet, but I’m heavily favoring the latter….

What was interesting about this all – aside from the fact that the Republic of Korea has apparently adopted as its official position that a fairly sizable chunk of Manchurian territory belong to Korea – is the way the story was broke[n]….

OhMyNews … says that many scholars in Korea consider much of Liaoning Province south of Shenyang as “West Gando,” so one could interpret the government’s official position as meaning that the whole of what is now southern Manchuria is, in fact, Korean territory….

I don’t know what to say, other than this is a very dangerous game the government’s playing, especially at a time when Seoul’s relations with Pyongyang, Washington and Tokyo are not the best they’ve ever been. Now is probably not the time to poke Beijing in the eye, especially if one holds any hope at all that the Chinese might be helpful in the re-unification process should North Korea appear on the verge of collapse. And if one day, Korean tourists in Shenyang should find Pyongyang included on Liaoning Provincial maps, they’ll understand why.

South Korean Advice to Ethiopia

Ethiopundit posts excerpts from an interview with South Korea’s ambassador to Ethiopia that appeared in The (Ethiopian) Reporter in March of 2003.

The interviewer questioned him about the prospects for increased economic ties between the two countries and the Ambassador gave some frank responses.

The headline in The Reporter says a lot: “You have lost four decades. When Koreans were working hard what did you do?”

The link between peace and development seems to be an obvious one but it always needs emphasis. Tragically, modern Ethiopian history is largely defined by war and rumors of war. Here is a partial list of just the bloodiest internal ones and their aftermath that have consumed the past four decades and caused a steady erosion of per capita GNP.

Eritrean War of Independence 1961-1993 After a long colonization by Italy that Ethiopia was spared, Eritrea was federated then absorbed by Ethiopia. Many Eritreans resented the strictures of the reunion early on. However, it was the coming of the Marxist military dictatorship, the Dergue, and its bloody depridations from 1974 on, that pushed the conflict from one of occasional banditry to a full scale war for independence.

Ethiopian Civil War 1974-1991 The current Ethiopian government, an ostensibly ethnically based group adherent to Marxism, was allied with the regionally based Eritrean rebels and together they overthrew the Dergue.

Now for a list of the external wars being fought in the same time period.

The Greater Somalia Movement and Ethiopian-Somalian Border Clashes 1960-2004 The Somali flag chosen upon independence in 1960 held a five pointed star. Each point represented a ‘Somali’ region but only two of them were in Somalia. Thus from birth Somali governments were dedicated above all to the conquest of all of Djibouti (now independent and under French protection, then a colony of France), North-Eastern Kenya and almost a third of Ethiopia covering large swathes of territory in the Ogaden region and the South. Under the guise of liberation movements Somali irregulars and the Somali army began a campaign of continous destabilization of Ethiopia (which was apparently given the honor of first place on the list of star points to color in on the Somali flag). Somalia’s current chaos is largely due to its flawed national mission decided upon by its leaders at birth. The border conflict continues today as occasional Somali Islamist groups with designs on Ethiopia are often pursued across the border.

The Ogaden War 1977-1978 Somalia figured its moment had come in 1977 when an Ethiopia weakened by the disruptions of Dergue misrule and the Eritrean war was attacked. This led to a game of international musical chairs. Although well on the way to becoming a strategic enemy of the U.S., the Dergue turned solidly towards the Soviet camp by expelling American military advisors and signing deals for billions in arms with Moscow. The Soviets who had bankrolled and encouraged the Somali aggressions since the early 1960s did not mind when Somalia expelled them fron their bases. Attempts by the Somalis to reach out to the Carter Administration were not successful. Along with massive shipments of Soviet arms came up to 15,000 Cuban clients of Moscow who along with a mobilized Ethiopia solidly defeated the Somali invaders.

Ethiopian-Eritrean War 1998-2000 This fierce border war ended in an Ethiopian victory on the battlefield and afterwards both parties agreed to arbitration on the common border. Through arbitration Eritrea gained a victory at the conference table that the Ethiopian government has (not surprisingly) refused to accept. The conflict can also be partially understood as a contest between the erstwhile partners, the Ethiopian and Eritrean governments, over control of Ethiopia.

At one point in 1977-1978 Ethiopia was fighting two of the bloodiest wars in the world. To this ignoble list must be added the war that the Dergue was fighting against its own people to remain in power. A Civil War raged in the cities between the White Terror and the Red Terror (aptly named after the same period in Russian history) that consumed much of a generation of educated youth in an ongoing orgy of mass killings and perpetual violence. Rural uprisings against the dictatorship, famine as an instrument of state policy and genocidal resettlement programs add to the toll.

The human cost of all of this conflict was staggering. The excellent site Death Tolls for the Major Wars and Atrocities of the Twentieth Century (scroll down to Ethiopia section 11) attempts to quantify the losses that along with war related famine and political murders number into the millions.

Asiapages on Gender Roles and Sexual Practices

Jodi of Asiapages has a couple of posts on gender role expectations in Korea (and Japan) and sexual practices in Pitcairn that are, in turn, discouraging and disturbing. First, Korea (and Japan):

Yesterday and last night, I was scolded to the point of tears for being too confident, too honest and not submissive enough. I was told that as a woman, I had to be quiet. If asked my opinion I should always say what the boss wants to hear, not what I honestly think….

The colleague spared me no mercy and went through every single culturally insensitive thing I have done during my first month on the job:

I was too honest when asked my opinion.

I was too confident when talking to my seniors.

I didn’t follow protocol….

It does amaze me that we are in the one department in the entire building that works with foreigners. This means we have constant interaction with investors from other countries, especially Americans. And yet, some Koreans cannot accept an American working among them. Sometimes I think I am at a disadvantage because I am Korean American and people only see the Korean part of me and therefore, are shocked at my true Americaness. I am convinced that if I were Caucasian, the expectations would be different. (But that is up for debate of course.)

Next, a quote from a witness at Pitcairn’s trial of the century.

“We all thought sex was like food on the table.”

— Mrs. Olive Christian, 48, wife of Pitcairn’s mayor, describing her introduction to sex as a young girl as part of her defense against the sexual abuse accusations brought against half the male population of Pitcairn Island …

These statements were made by Pitcairn women to the media in defense of the accusations brought against the island’s men. They are arguing that sex at a young age was a very casual, acceptable, normal part of life on the island and that claims of rape were really just part of the island’s unique culture.

Sgt Jenkins’s Trial for Desertion

CNN reports:

CAMP ZAMA, Japan (AP) — The U.S. Army is preparing for its biggest desertion trial in decades following the surrender of Sgt. Charles Robert Jenkins, wanted for allegedly abandoning his patrol nearly 40 years ago and becoming a North Korean propaganda tool.

But while publicity is guaranteed, the prosecution might have a hard time winning the case, experts say. And if Jenkins does a plea bargain, as is widely expected, he may suffer nothing worse than a dishonorable discharge.

Jenkins has been living at this base just southwest of Tokyo with his Japanese wife and two North Korea-born daughters since he surrendered on September 11.

My last assignment in the U.S. Army was at a Personnel Control Facility (aka “brig”) where a surprising proportion of the inmates were trying to get a dishonorable discharge by deserting three times (going AWOL for over 30 days each time). Unfortunately, their local sheriffs often turned them over to the military (for a bounty, it was rumored) before the 30 days had expired. It took a lot longer than getting 3 purple hearts, of course, but it was a good bit safer route.

Review of Living Dangerously in Korea

Korean Studies Review has posted online a review by Don Baker of Donald Clark’s book Living Dangerously in Korea: The Western Experience 1900-1950 (Eastbridge, 2003), portions of which were excerpted on this blog back in June. Excerpts from the review follow.

In his title, Don Clark advertises this book as an account of the Western missionary experience in Korea over the first half of the twentieth century. He is too modest. This book is much more than that. Because he writes about how the missionaries responded to the various situations they found themselves witnessing, and sometimes caught up in, he has actually provided a history of Korea from 1900-1950, albeit one filtered through the eyes of Western residents….

Since Western missionaries, including Charlie Clark, remained in Korea after the annexation of 1910, Clark is able to provide a different view of Japanese rule than is usually found in Korean accounts. First of all, he points out that most of the missionaries (with the conspicuous exceptions of Hulbert and Allen) were at first ambivalent about the Japanese takeover, hoping that a colonial government more modern than the Confucian government it replaced would open up more space for missionary activity. However, they soon found out that the Japanese were not enthusiastic about the spread of Christianity in Korea and in fact raised barriers to it….

A more serious problem for the missionaries in the 1920s was the rise of resentment by some Korean Christians of the missionary domination of Korean Christianity. Koreans wanted control of Christian schools such as the Chosen Christian College (now Yonsei University) to be turned over to them faster than the missionaries wanted to relinquish control. Clark tells us that such prominent Korean Christians as Paek Nakchun and Yun Ch’iho resented what they considered “missionary paternalism” in this and other matters. However, such disputes paled in comparison with the issue that confronted both the missionaries and Korean Christians in the 1930s. When the Japanese demanded that Christian schools permit their students to participate in Shinto rituals, both the missionary community and the Korean Christian community were split over how to render unto Caesar the things that are Caesar’s while remaining faithful to the laws of God. The issue was soon rendered moot for the missionaries by the rise of tension between the US and Japan which led to the expulsion of most of the missionaries in 1940. Korean Christians were left behind to resolve that moral dilemma for themselves.

Chun Doo-hwan Email Scam

I get a lot of so-called Nigerian scam letters by email. But yesterday was the first time I noticed a sender attempting to impersonate a Korean.

My name is JANG DOO-HWAN, The brother of Mr. CHUN DOO-HWAN, the former President of South Korea who seized power in a military coup in 1979 and who ruled from 1979 to 1987. My brother was pushed out of office and charged with treason, corruption and embezzlement of over 21billion won. He was wrongly sentenced to death but fortunately AMNESTY INTERNATIONAL stepped in and commuted the sentence to life. We thank God that he has finally being released though still under house arrest in the sense of conditions of the freedom. During my brother’s regime as president of South Korea, we realized some reasonable amount of money from various deals that we successfully executed….

Gee, I can understand why Gen. Chun’s brother would change his surname to Jang, but how could two brothers share the same given name? Were they perhaps conjoined twins at birth? Did the parents call one Doo and the other Hwan? These and other questions must receive satisfactory answers before I send any financial data to mrjangdoohwan@pnetmail.co.za.

Muninn on Deciphering Korean and Konglish

Muninn, who’s back to blogging, has some interesting posts on deciphering Korean by filtering words through screens of Japanese, Chinese, and/or English.

Konglish (like Let’s Dutch pay ‘let’s go Dutch’, overeat ‘vomit’, and walker ‘combat boots’)

Guessing Korean 안내 [annae] and 은행 [eunhaeng] (respectively, 案内 ‘information’, Jp. annai, not used in Ch.; and 銀行 ‘bank’, Jp. ginkô, Ch. yinhang).

BTW, the ginkgo tree in Korean is also eunhaeng. This is much easier for an English speaker who knows Japanese to remember than for a monolingual speaker of either Japanese or Chinese.

Its name means “silvery apricot” (銀杏 yin2 xin4) in Chinese. The same name is used in Japan, where ginkgo later transplanted, but the Japanese pronunciation [was] ginkyō, and this is what the Westerners heard in the eighteenth century. However, the modern Japanese reading is ichō or ginnan (although the Kanji are the same).

But Muninn warns of false cognates, like 手紙 ‘hand paper’, Jp. ‘(postal) letter’, Ch. ‘toilet paper’.

Suppression of Free Speech in South Korea

The Asia Times runs a Pyongyang Watch series by Aidan Foster-Carter, who on 18 May 2004 described a sad case of Double jeopardy for North Korean defectors, but also bemoaned broader tendencies toward the suppression of free speech in South Korea. And this was before the SK government began restricting Internet access.

In the new South Korea, thuggery pays. It is here that bullies, enemies of free speech, of toleration, of democracy are being nourished in the country’s so-called progressive democratization. Not only are they challenging the values of free speech and toleration, but now they are attacking the victims who seek asylum from the tyrannical regime in North Korea….

You’d suppose that these refugees, many of whom have suffered terrible privation and persecution, would be welcomed with open arms in Seoul, wouldn’t you? Don’t the hearts of all good South Koreans go out to their oppressed, starving Northern brethren? Don’t they embrace the few who make it to freedom? Don’t they give them every help and encouragement, to bring closer the day when all Koreans can reunite in the freedom and prosperity that the South now takes for granted?

Well, no. Make that, hell no. And listen to this: on April 20, North Korean defectors opened an Internet radio station in Seoul. (Korean speakers can access it at www.freenk.net)…. What person with an ounce of human decency could possibly not wish Free NK well?

Fact is, many South Koreans are not sympathetic – and some are downright nasty. From day one, Free NK has been hassled and harassed – to the point where, after less than a month on the air, it now may have to close down: the building’s landlord can’t cope with the pressure, so he’s given Free NK notice to quit by the end of this month.

It’s an astonishing and shameful tale…. [They] have been subjected to “continuous threatening phone calls” and e-mails…. Critics get physical, too. A guard at the building said “strange people” come to protest every day….

Even if the actual bullies are a minority, their violence – for that’s what it is – has been nourished in a noxious new soil that is spreading in Seoul these days. I fear I was wrong about democratization in South Korea. At least some of those who fought against dictatorship weren’t, and aren’t, true democrats. What they hated was the generals’ right-wing politics, not authoritarianism per se.

Such self-styled “progressives”, who rule the roost in the new South Korea, seem to me merely to have turned the old values inside out, rather than made true progress. I sometimes think Koreans don’t do shades of gray, but prefer gestalt conversions: a total switch of world view. They flip.

In the bad old days, woe betide you if you said anything good about North Korea in Seoul. Now it’s a mirror image: If you say anything bad about Kim Jong-il, you’re a traitor. Even if, like the defectors of Free NK, you’ve suffered grievously under the Dear Leader – and therefore know whereof you speak, unlike head-in-sand fellow-travellers living safely south of the border.

I find this mentality not only despicable, but baffling. What is wrong with these people? Why do they not only defend tyranny, but attack its victims? What’s in their minds, let alone their hearts?
