Late Demise of Classical Chinese in Vietnam

The cultural changes of the period under study [1900-1925] are dominated by one phenomenon: the replacement of classical Chinese by quoc ngu [国語 national language] as the official national writing system of Vietnam. The French, already from the beginning of their administration of Vietnam, had encouraged the use of that script to replace the Chinese characters. In their view, that was the most effective way to wean the Vietnamese from China’s multi-millenary cultural influence. Little did they anticipate that the Vietnamese were going to use the quoc ngu to mobilize the country against them.

It was, however, only toward the beginning of the 1920s that the Vietnamese warmed up to it and used it readily in their every day activities. In the early years of the twentieth century, Phan Boi Chau and Phan Chau Trinh still wrote all their works in classical Chinese. Even in 1924, in Paris, Phan Chau Trinh composed his many letters asking the French minister of Colonies to allow him to go home in the purest style of classical Chinese. The Dong Kinh Nghia Thuc [東京義塾 Eastern Capital Free School, named for Fukuzawa Yukichi’s Tokyo Gijuku (later Keio)] published their classic material in Chinese. The proclamation of the Thai Nguyen mutiny was written in Chinese. Classical Chinese survived at least to the middle of the century for two reasons. The last Confucian examinations were held only in 1918 in Hue, and the royal court of Annam will continue to use Chinese in its official documents until 1945, naturally with a great deal of translations into quoc ngu and French, for, to my knowledge, the last Vietnamese emperor had an exclusively French education.

Although sponsored by the French Security Services, the magazine Nam Phong [南風 South Wind] contributed in an important measure to the vernacularization and to the enrichment of the national script. To some extent, Nam Phong did almost exactly what the Dong Kinh Nghia Thuc dreamt of doing a decade earlier. It translated a vast variety of books or articles in philosophy, in natural and human sciences written mostly in French into quoc ngu. Thus, it introduced foreign cultures and sciences to the Vietnamese people while encouraging them to use a medium which is scientific and rich enough to express their ideas. From the 1920s, newspapers, publishing houses mushroomed and put out an impressive number of books in literature, poetry, sociology, political, social, and natural sciences, all written in the national script. A definite break with the Chinese or nom tradition has been imperceptibly effected and new generations will only deal with the alphabetical writing system.

Stalin’s Fears of Japan and Poland, 1937-1939

In 1937 Japan seemed to be the immediate threat. Japanese activity in east Asia had been the justification for the kulak operation. The Japanese threat was the pretext for actions against the Chinese minority in the Soviet Union, and against Soviet railway workers who had returned from Manchuria. Japanese espionage was also the justification for the deportation of the entire Soviet Korean population, about 170,000 people, from the Far East to Kazakhstan. Korea itself was then under Japanese occupation, so the Soviet Koreans became a kind of diaspora nationality by association with Japan. Stalin’s client in the western Chinese district of Xinjiang, Sheng Shicai, carried out a terror of his own, in which thousands of people were killed. The People’s Republic of Mongolia, to the north of China, had been a Soviet satellite since its creation in 1924. Soviet troops entered allied Mongolia in 1937, and Mongolian authorities carried out their own terror in 1937-1938, in which 20,474 people were killed. All of this was directed at Japan.

None of these killings served much of a strategic purpose. The Japanese leadership had decided upon a southern strategy, toward China and then the Pacific. Japan intervened in China in July 1937, right when the Great Terror began, and would move further southward only thereafter. The rationale of both the kulak action and these eastern national actions was thus false. It is possible that Stalin feared Japan, and he had good reason for concern. Japanese intentions were certainly aggressive in the 1930s, and the only question was about the direction of expansion: north or south. Japanese governments were unstable and prone to rapid changes in policy. In the end, however, mass killings could not preserve the Soviet Union from an attack that was not coming.

Perhaps, as with the Poles, Stalin reasoned that mass killing had no costs. If Japan meant to attack, it would find less support inside the Soviet Union. If it did not, then no harm to Soviet interests had been done by preemptive mass murder and deportation. Again, such reasoning coheres only when the interests of the Soviet state are seen as distinct from the lives and well-being of its population. And again, the use of the NKVD against internal enemies (and against itself) prevented a more systematic approach to the actual threat that the Soviet Union faced: a German attack without Japanese or Polish assistance and without the help of internal opponents of Soviet rule.

Officially, the agreement signed in Moscow on 23 August 1939 was nothing more than a nonaggression pact. In fact, Ribbentrop and Molotov also agreed to a secret protocol, designating areas of influence for Nazi Germany and the Soviet Union within eastern Europe: in what were still the independent states of Finland, Estonia, Latvia, Lithuania, Poland, and Romania. The irony was that Stalin had very recently justified the murder of more than one hundred thousand of his own citizens by the false claim that Poland had signed just such a secret codicil with Germany under the cover of a nonaggression pact. The Polish operation had been presented as preparation for a German-Polish attack; now the Soviet Union had agreed to attack Poland along with Germany.

On 1 September 1939, the Wehrmacht attacked Poland from the north, west, and south, using men and arms from annexed Austria and Czechoslovakia. Hitler had begun his war.

In August and September 1939, Stalin was reading maps not just of east Europe but of east Asia. He had found an opportunity to improve the Soviet position in the Far East. Stalin could now be confident that no German-Polish attack was coming from the west. If the Soviet Union moved against Japan in east Asia, there would be no fear of a second front. The Soviets (and their Mongolian allies) attacked Japanese (and puppet Manchukuo) forces at a contested border area (between Mongolia and Manchukuo) on 20 August 1939. Stalin’s policy of rapprochement with Berlin of 23 August 1939 was also directed against Tokyo. The Molotov-Ribbentrop Pact between Germany and the Soviet Union, signed three days after the Soviet offensive, nullified the Anti-Comintern Pact between Germany and Japan. Even more than the battlefield defeat, the Nazi-Soviet alliance brought a political earthquake in Tokyo. The Japanese government fell, as would several more in the coming months.

Once Germany seemed to have chosen the Soviet Union rather than Japan as its ally, the Japanese government found itself in an unexpected and confusing situation. The consensus among Japanese leaders was already to expand southward rather than northward, into China and the Pacific rather than into Soviet Siberia. Yet if the union between Moscow and Berlin held, the Red Army would be able to concentrate its forces in Asia rather than in Europe. Japan would then be forced to keep its best troops in the north, in Manchukuo, in simple self-defense, which would make the advance into the south much more difficult. Hitler had given Stalin a free hand in east Asia, and the Japanese could only hope that Hitler would soon betray his new friend. Japan established a consulate in Lithuania as an observation point for German and Soviet military preparations. The consul there was the russophone spy Chiune Sugihara.

When the Red Army defeated the Japanese, on 15 September 1939, Stalin had achieved exactly the result that he wanted. The national actions of the Great Terror had been aimed against Japan, Poland, and Germany, in that order, and against the possibility of encirclement by these three states working together. The 681,692 killings of the Great Terror did nothing to make encirclement less likely, but diplomacy and military force did. By 15 September Germany had practically destroyed the Polish Army as a fighting force. A German-Polish attack on the Soviet Union was obviously out of the question, and a German-Japanese attack on the Soviet Union also looked very unlikely. Stalin had replaced the phantom of a German-Polish-Japanese encirclement of the Soviet Union with a very real German-Soviet encirclement of Poland, an alliance that isolated Japan. Two days after the Soviet military victory over Japan, on 17 September 1939, the Red Army invaded Poland from the east. The Red Army and the Wehrmacht met in the middle of the country and organized a joint victory parade. On 28 September, Berlin and Moscow came to a second agreement over Poland, a treaty on borders and friendship.

So began a new stage in the history of the bloodlands. By opening half of Poland to the Soviet Union, Hitler would allow Stalin’s Terror, so murderous in the Polish operation, to recommence within Poland itself. Thanks to Stalin, Hitler was able, in occupied Poland, to undertake his first policies of mass killing. In the twenty-one months that followed the joint German-Soviet invasion of Poland, the Germans and the Soviets would kill Polish civilians in comparable numbers for similar reasons, as each ally mastered its half of occupied Poland.

The organs of destruction of each country would be concentrated on the territory of a third. Hitler, like Stalin, would choose Poles as the target of his first major national shooting campaign.

Scope of the Great War of Africa, 1996–?

The Democratic Republic of the Congo is a vast country, the size of western Europe and home to sixty million people. For decades it was known for its rich geology, which includes large reserves of cobalt, copper, and diamonds, and for the extravagance of its dictator Mobutu Sese Seko, but not for violence or depravity.

Then, in 1996, a conflict began that has thus far cost the lives of over five million people.

The Congolese war must be put among the other great human cataclysms of our time: the World Wars, the Great Leap Forward in China, the Rwandan and Cambodian genocides. And yet, despite its epic proportions, the war has received little sustained attention from the rest of the world. The mortality figures are so immense that they become absurd, almost meaningless. From the outside, the war seems to possess no overarching narrative or ideology to explain it, no easy tribal conflict or socialist revolution to use as a peg in a news piece. In Cambodia, there was the despotic Khmer Rouge; in Rwanda one could cast the genocidal Hutu militias as the villains. In the Congo these roles are more difficult to fill. There is no Hitler, Mussolini, or Stalin. Instead it is a war of the ordinary person, with many combatants unknown and unnamed, who fight for complex reasons that are difficult to distill in a few sentences—much to the frustration of the international media. How do you cover a war that involves at least twenty different rebel groups and the armies of nine countries, yet does not seem to have a clear cause or objective? How do you put a human face on a figure like “four million” when most of the casualties perish unsensationally, as a result of disease, far away from television cameras?

The conflict is a conceptual mess that eludes simple definition, with many interlocking narrative strands. The New York Times, one of the few American newspapers with extensive foreign coverage, gave Darfur nearly four times the coverage it gave the Congo in 2006, when Congolese were dying of war-related causes at nearly ten times the rate of those in Darfur.

Friends of ours who know we like Pu’erh tea from Yunnan, China, recently gave us a disk of it that proved to be very rich in flavor, with the additional attraction of one of the worst Chinese-to-English translations I think I’ve ever seen. The translation goes awry in spelling, grammar, word-choice, and even typography. Here’s an image of the little slip of paper that came inside the package.

Interpreting Sino-Soviet Border Clashes, 1969

It remained unclear whether Beijing was simply using the Soviet border threat to galvanize internal party unity, or whether genuine geopolitical realignment was in the making.

The answer came in the spring of 1969, on a tiny, uninhabited fragment of land about 250 miles down the Ussuri River from the Soviet city of Vladivostok. Called Damansky by the Russians and Zhen Bao by the Chinese, the island appeared to be of only symbolic worth. Little over a mile in length and a half mile in breadth, Zhen Bao and its environs were mostly swampland and under water for much of the year. The island is closer to the Chinese side of the river, but both countries had long claimed it. According to Soviet press reports from March 2, 1969, that morning 300 Chinese troops on the island opened machine-gun fire on a Soviet patrol of frontier guards, killing 31 and wounding 14. The Soviets sent reinforcements, but these too were ambushed. Chinese accounts of the encounter, predictably, blamed the aggression on the Soviets (counting 70 Soviet dead), and although at first most Western observers jumped at a chance to blame the Chinese, the reality of that cold morning remained foggy. Both sides had withdrawn from the island by the afternoon, but Zhen Bao marked only the beginning of the conflict. As spring turned to summer, violence erupted again on Zhen Bao as well as thousands of miles to the southwest, on the border between Soviet Kazakhstan and China’s Xinjiang province, and along the Amur River. These skirmishes were more prolonged and bloody than the first brief encounter in March. Both sides issued conflicting accounts of the hostilities, but the geography of the battle sites in Xinjiang—easily accessible from nearby Soviet installations, and hundreds of miles from the nearest Chinese railhead at Ürümqi—suggested that the Soviets started the trouble there.

It was Hill’s job to report on the border conflicts in daily cables to Washington. His commentary was circumscribed by lack of trustworthy eyewitness accounts, and as always he relied heavily on careful reading of the rhetoric coming out of Beijing and Moscow. But by 1969, these had become well-worn limitations for Hill. He was used to sorting through fighting versions of the same story and extracting some shadow of the truth. The responsibility was thrilling. The cables required him to draw on all his experience as a China watcher and to write cogently under extreme pressure—a skill that is learned only by necessity.

Once Nixon and his staff had time to reflect on Hill’s anonymous cables, the significance of intensifying conflict between the world’s two Communist giants was clear. As then national security adviser Henry Kissinger reflected in his memoirs, a Soviet invasion of China would capsize “not only the geopolitical but also the psychological equilibrium of the world; it would create a momentum of irresistible ruthlessness.” Moscow’s periodic threats to attack Chinese nuclear installations or employ nuclear weapons to push People’s Liberation Army forces back from the border were particularly disturbing to Washington. On the other hand, an opportunity suddenly existed to soften China’s raving isolation and cultivate a triangular balance among the world’s three great powers. The situation was delicate. Beijing’s propaganda still accused America of colluding with the Soviets in a renewed attempt at “imperialist encirclement.”

Benefits of Strong, Silent Diplomacy (and Ego)

In the months that followed, Kissinger became a prime mover behind a series of symbolic gestures and guarded diplomatic advances toward China. On a late summer world tour, Nixon remarked cautiously about opening channels with the Chinese to intermediaries in Romania and Pakistan, who, it was assumed, would relay the message to Beijing. As the Soviets grew increasingly nervous that autumn, Kissinger authorized the end of the U.S. destroyer patrol in the Taiwan Strait—a signal whose military significance was dwarfed by its symbolic value. What followed, Kissinger wrote, was “an intricate minuet between us and the Chinese so delicately arranged that both sides could always maintain that they were not in contact, so stylized that neither side needed to bear the onus of an initiative, so elliptical that existing relationships on both sides were not jeopardized.”

Those brief clashes in the desolate reaches of southeastern Siberia set off a geopolitical chain reaction that would culminate in President Nixon’s much-vaunted trip to China in 1972. His visit, to those who had been watching most vigilantly, was less a diplomatic coup than an inescapable executive act confirming several years of geopolitical transformation. The shift in the balance among the Soviet Union, China, and the United States was, for those who knew what to look for, well marked along the way—in official editorials’ compromised turns of phrase, in remote clashes over an inhospitable bit of land, and, sometimes, in what was not said at all.

Hill was never bothered that Kissinger, for whom he would be a top speechwriter in a scant few years, had no idea who had written the cables he read with such interest. Although no reasonable junior officer expected to see his name attached to most of his work, Hill was distinct in his attitude. “Others said, ‘We’re working like dogs, but the time will come when we’ll be ambassadors and we’ll cash in,'” he recalled. “I didn’t. I thought this was great—way beyond anything I’d been asked to do before.” Hill’s self-confidence was more valuable for its noiselessness. It was unusual in a profession that attracted ambitious men and women intent on achieving power and making names for themselves. That breed of officer was often frustrated in the Foreign Service—a highly constrained job, bounded by meddlesome supervisors and a lethargic bureaucracy that shuttled its officers around the globe, granting them little notice or say in their futures. Hill was better suited to it than most. Although every telegram he drafted was revised and chewed up by his superiors, his ideas still confined by a system that offered no guarantee that those on high would listen, he felt that the months spent covering the Sino-Soviet border dispute were the apex of his career thus far. He loved the chance to shape information, to tell the story of the border clashes as he saw it. His was a silent ego, not a meek one.

Wordcatcher Tales: Frikadel, Shippoku-dai, Zhuofu

During the early years of the Edo period, Japan engaged in much trade with East Asian countries. As a result, a remarkable amount of foreign cuisine was imported. Unusual ingredients, previously seen but rarely in Japan, were introduced. Their use was at first limited to social or ceremonial events and special banquets, but in time they were consumed by a broad range of the population.

A number of new foods are recorded in contemporary writings: red-and-white hanpen (a cake of pounded fish); yaki-dōfu (broiled bean curd); sarasa-jiru (a soup made with fresh chrysanthemums); a Javanese dish called gōren (“goreng“) made with fried fish; and furugasuteru (“frikadel“), a dish apparently of Dutch provenance in which beef and cabbage were finely minced, combined with egg, seasoned with wine, covered with bread crumbs, and fried.

The spread of such cuisine brings to mind my own experiences as a child. My hometown was in the Kansai area, in a rural area around the city of Akō in Harima. Things may have changed now, but in my childhood we called a dining table a shippoku-dai. Usually everyone ate from individual boxlike trays, but local tradition required the use of a shippoku-dai when guests arrived. The word shippoku, which originates from the Chinese word zhuofu (tablecloth [桌布]), denotes a Chinese-style dining table. But what we called shippoku-dai was a purely Japanese-style table with no hint of Chinese influence. Shippoku cuisine, a Japanese version of Chinese food, is today a specialty of Nagasaki; this cuisine and the shippoku-dai were probably transmitted to Japan in much the same manner. Although shippoku cuisine did not spread to the rural areas, the shippoku-dai, by contrast, spread to every nook and cranny of the Japanese countryside. Many people of the Kansai area must have fond recollections of this kind of table.

On the Foreignness of Vietnam to Thais

The Thai soldiers saw South Vietnam as a separate country in a conception that differed from their understanding of their immediate neighbors Laos and Cambodia. Many of these soldiers had passed through those two countries in their youth. Private First Class Aran’s childhood home in Nong Khai, for instance, was within sight of the Mekong River and the banks of Laos opposite. As he recalled, “It was like going into my sibling country. Back then Thailand and Laos weren’t that different from each other. There was no ideology [separating them] at all. We crossed over to play like normal. We could eat and sleep, and then cross back. [The Lao people] were like our relatives; we could go back and forth [between Thailand and Laos] all the time.” Those soldiers from the southern Isan subregion, many of them from districts where Khmer was spoken as a first language, enjoyed similar ease in crossing the Thai-Cambodian border in the period before the World Court awarded full ownership of Prasat Khao Phra Wihan (Preah Vihear in Khmer) to Phnom Penh in 1962. For the ethnic Khmer living in southern Isan’s Sisaket, Surin, and Buriram provinces, a jaunt into Cambodia was as unremarkable as the boat ride on the Mekong River made by their ethnic Lao counterparts in the north.

Vietnam was different. Its cultural dissimilarities more so than its geographic distance put it into a separate category. It seemed Chinese. The strong cultural similarities between the Vietnamese and the Chinese made such comparisons inevitable. The historical Vietnamese embrace of Confucian principles, Mahayana Buddhism, Chinese script (as well as Nom, the Vietnamese indigenous script that resembles Chinese to many outsiders), and the classics of Chinese literature encouraged the Thais to see Vietnam as belonging to China’s sphere. It seemed distant beyond the kilometers that separated it from Thailand.

Upon their arrival in Vietnam, the first action undertaken by many Thai volunteers was to acknowledge the presence and sovereignty of the local spiritual regime. As soon as Sergeant Khamron set foot in South Vietnam, he dropped to his knees, scooped up a handful of dirt, and sprinkled it over his head. He carried out this impromptu gesture to ensure that Mae Thorani would protect him while he was in South Vietnam…. “If you are Buddhist, they train you to do things like this,” he explained. “There is a khata [verse] that says, ‘When you go to a foreign land/Entrust your care to Mother Earth.’ It is the same thing when you return. When I got back [to Thailand], I immediately knelt down, took up some dirt, and sprinkled it on my head. I said, ‘I’m back.'” Khamron’s decision to carry out the same action on returning to his homeland underscores the degree to which many soldiers saw South Vietnam’s spiritual forces as belonging to a separate (and specifically Vietnamese) realm. Despite sharing the same physical landmass and duplicating the same flora, fauna, and weather, the two countries were seen to harbor individual and esoteric spiritual actors. The sovereignty of each area belonged to local spirits. For this reason, some Thai soldiers brought their own soil with them. They collected samples of dirt, which they addressed as “Mae Thorani,” and carried the samples with them to South Vietnam.

Edo-period Sinophilia & Hollandophilia

There is yet another reason why Edo-period culture has not been properly appreciated: the influence of Chinese culture has not yet been properly understood. During the Edo period Chinese culture was highly venerated. Its deep and lasting influence was important, not just for Japanese Confucianism and Confucian scholarship, but for a whole range of other pursuits as well. The effect of Chinese poetry and literature, or of Ming and Qing dynasty art and scholarship, can hardly be overestimated. For example, the book Tianxia yitong zhi (Records of All the World) greatly influenced the fudoki (gazetteers) produced throughout Japan. This volume was published as Dai Min ittō-shi (Records of the Ming Dynasty) at the beginning of the Genroku era (1688–1704) by a warrior from the Wakayama domain. Similarly, the volumes Gai yu congkao (Gaiyō sōkō in Japanese) by ZhaoYi (1727–1814) were also profoundly influential. The respect for things Chinese lasted until the Sino-Japanese War (1894–1895), but thereafter the fact that Chinese culture had once been of great importance faded from memory.

Similarly, “Dutch learning” (that is, Western learning, rangaku) was also highly important during the Edo period. Over one hundred times throughout the Edo period, the chief of the Dutch settlement at Dejima in Nagasaki came to Edo to receive an audience and present gifts to the shogun. For some twenty or thirty days during the spring, the chief and his retinue stayed at the Nagasaki-ya, a lodge at Hongoku-chō. From around the middle of the Edo period, a number of cultured individuals made use of these few weeks to engage in unfettered cultural exchange widi the Dutch. Japanese were strictly forbidden to enter the Dutch outpost of Dejima in Nagasaki, but within Edo much free activity was possible. After the Meiji Restoration, however, the diplomatic relations maintained by the Tokugawa bakufu with the Dutch were overshadowed by the Meiji government’s policy of strengthening ties with England, France, Germany, and the United States. In turn, much that concerned rangaku was forgotten. Although cultural exchange with the Dutch was once of great significance, its conditions and historical role have only recently begun to receive scholarly attention. Such examples show that Edo-period culture demands reevaluation. The type of historical perspective suggested here should begin to make a correct appraisal possible.

China’s Chopstick Threat

Today’s LA Times contains an op-ed calling attention to the forests being consumed by China’s enormous output of disposable chopsticks, which I suspect have nevertheless played a significant role in reducing the spread of communicable diseases (as have disposable hypodermic needles, which constitute another sometimes nasty environmental threat). China’s government is now trying to discourage their use.

The disposable chopstick, made largely from birch and poplar (and, less so, from bamboo, because of its higher cost) begins to look deeply menacing — an environmental disaster not to be taken lightly. Begin with China’s 1.3 billion people. In one year, they go through roughly 45 billion pairs of the throwaway utensils; that averages out to nearly 130 million pairs of chopsticks a day. (The export market accounts for 18 billion pairs annually.)…

Calls to abandon the use-and-toss type began more than 10 years ago and have since persisted unabated. By 2006, the activism had become more strenuous: Citizens launched a BYOC (Bring Your Own Chopsticks) movement, which continues to gather momentum….

Yet, more than 10 years later, the targeted disposable remains with us. Why?

First, while we in the West don’t give much thought to a chopstick “industry,” in China, where 100,000 people in more than 300 plants are employed in the manufacture of the wooden utensils, it’s most definitely a flourishing enterprise. And just as jobs trump environmental issues in the West (think the coal, oil and logging industries), the argument that 100,000 jobs are at stake is a refrain that carries considerable weight. As Lian Guang, president of the Wooden Chopsticks Trade Assn., told the China Daily in 2009, “The chopstick industry is making a great contribution by creating jobs for poor people in the forestry regions,” adding that melamine-resin chopsticks are hardly a sanitary substitute with their “high formaldehyde content.” His mention of melamine resin is an effective touch, I admit.

Then there are the restaurants. The alternative to wooden disposables is sterilizing the tableware (plastic, metal or durable wood chopsticks) after each use. But the cost differential is significant: Disposables run about a penny apiece, while sterilization ranges from 15 to 70 cents. Restaurants, especially the low-end ones, worry about passing the costs on to customers. And the worry would seem to be warranted: Consumer advocacy groups from 21 Chinese cities published an open letter in March arguing that the costs of sterilization should not be passed on to consumers as the food safety law obligates restaurants to provide free, clean and safe tableware.
