Black Star Journal on Mugabe’s Zimbabwe

Africa-blogger Black Star Journal notes that the floor just keeps dropping below Mugabe’s Zimbabwe. The death rate in Zimbabwe—at 3,500 every week—now surpasses the death rate in Darfur, Iraq, or Lebanon; and average female life expectancy—at 34 years—is now the world’s lowest.

What makes this disaster more tragic and outrageous is that it’s largely Mugabe-made. The economic and food crises are largely his fault thanks to his attacks on large industrial farmers, food producers who were also significant employers. The AIDS pandemic isn’t necessarily his fault but his oppression and the economic crisis have forced large numbers of qualified medical professionals to flee the country….

3500 black Zimbabweans are dying every single week because of Mugabe’s policies. But Mugabe went after WHITE farmers in his land ‘redistribution’ program (ie: redistributed to his cronies). And Mugabe’s ‘liberation’ movement (from the 1970s) went after white imperial rule.

As a result, Africa’s so-called intelligentsia has largely given him a free pass. I can honestly say that few things enrage me more than when educated and normally reasonable Africans provide nothing more than shameless apologia for this guy.

Never mind that white farmers merely had to flee the country. The worst victims of Mugabeism, the dead and starving, are black….

But with tragic symbolism, at least one profession is booming: undertakers.

A real nail in the country’s coffin.

Auden on Yeats in 1939 Inspires Somali in Canada in 2003

W. H. Auden seems a favorite poet to quote in these dark times. Google returns over 500 links to the memorable line “Each sequestered in its hate” from Auden’s poem “In Memory of W. B. Yeats,” who died in 1939. The poem begins:

He disappeared in the dead of winter:
The brooks were frozen, the airports almost deserted,
And snow disfigured the public statues;
The mercury sank in the mouth of the dying day.
What instruments we have agree
The day of his death was a dark cold day.

But the most oft-cited verses seem to be the following.

In the nightmare of the dark
All the dogs of Europe bark,
And the living nations wait,
Each sequestered in its hate;

Intellectual disgrace
Stares from each human face,
And the seas of pity lie
Locked and frozen in each eye.

Now compare Auden’s words with a eulogy for the Somali exile Hussein Afrah Sheengiyale (d. Jan 2003):

According to banadir.com, Norway (another cold country) is now forcing Somalis to return to their homeland.

The authorities in Norway, which has about 17000 Somali refugees and asylum seekers, have decided to return 400 whose asylum applications have been rejected. In fact, after a long period when Somalis were not returned to Southern Somalia, the changed situation in Mogadishu, including the opening of the airport, has given them the idea that it is now safe to return people there.

UNHCR has strongly advised against it, and other Scandinavian countries are not doing the same, preferring to wait and see.

Norway, which likes to be seen as a humanitarian nation, with peace-keepers and conflict solvers in many countries, is now practising a very strict policy in the case of Somalis.

This has caused a lot of debate and uproar. One party in the coalition government, the Socialist Left party, has condemned it, the Norwegian Organisation for Asylum Seekers, NOAS, is protesting, as is the Norwegian Refugee Council, and all major newspapers are daily writing about the situation. In fact, since this became known, the UNHCR has made a special appeal to the government, warning of the dangers of returning people to Somalia at the moment, as it is “a threat to the right to life”.

On "Bestowing the Gift of Development"

In opposition to the development policies pursued by non-Western states, international NGOs focused on alternative grass-roots models of development. This approach is explained by David Korten, a former worker for the United States Agency for International Development:

The widespread belief that development is primarily a task of government has legitimised authoritarianism and created major barriers to true development progress in the [global] South and over the past four decades the people have been expected to put their faith and resources in the hands of government. In return governments have promised to bestow on the people the gift of development. This promise has proved a chimera born of a false assessment of the capacity of government and the nature of development itself.

As [global] Southern states were crippled by the debt crisis and later by the World Bank Structural Adjustment Programmes, state provision of welfare collapsed in many societies. International relief NGOs, with Western government funding, attempted to fill in the gaps. As two Oxfam workers explained:

Gallantly stepping into the breach come the NGOs very much in the neo-colonial role. Whole districts, or once functioning sections of government ministries, are handed over to foreigners to run especially in health or social services. This process is enhanced as Structural Adjustment Programmes bite even deeper … 40 percent of Kenya’s health requirements are now provided by NGOs … The more the NGOs are prepared to move in the easier it is for government to reduce support.

Today’s NGO employees are the direct inheritors of the colonial project not so much in the manner of the imperial civil services as in the manner of the religious missionaries, who were often at odds with the imperial powers in their respective mission fields, and who often provided a good measure of whatever health, education, and welfare services governments failed to provide. The religious missionaries of my parents’ (“greatest”) generation were succeeded by the secular missionaries of my (“boomer”) Peace Corps generation and the current horde of NGOptimists all over the globe—all of whom have gone to do good, and many of whom have done rather well indeed, just like the older missionary elites (or nouveaux évolués), whose offspring often ended up as area specialists in government or academia (or both). On this score, I know very well whereof I speak.

Biafra and the Birth of the ‘New Humanitarianism’

The birth of the modern human rights-based ‘solidarity’ movement has often been located in NGO responses to the Biafran famine in 1968. The famine resulted from the independence war fought by Igbo secessionists of the state of Biafra in south-eastern Nigeria against the federal government. The secessionist struggle received no diplomatic support from the West, the Soviet bloc or other African states, which were concerned over the destabilising effects of questioning state borders. Within a few months the dominance of the government forces and the lack of outside aid had doomed the struggle to failure. As Alex de Waal notes, it was only by accident that Biafra became a cause célèbre for the human rights movement. The international attention stemmed from the famine becoming news through the publication of photographs of severely malnourished children. As Frederick Forsyth, at that time a journalist, recalled:

Quite suddenly, we’d touched a nerve. Nobody in this country at that time had ever seen children looking like that. The last time the Brits had seen anything like that must have been the Belsen pictures … People who couldn’t fathom the political complexities of the war could easily grasp the wrong in a picture of a child dying of starvation.

The media coverage of the first African famine to become headline news led to accusations that the British government’s arms shipments to the Nigerian leadership and lack of support for the Biafrans was making it complicit in genocide by starvation. The lack of UN or outside government relief for the secessionists enabled the humanitarian aid effort to be monopolised, for the first time, by the NGOs. Biafra was the ICRC‘s first large-scale relief operation and Oxfam‘s second field operation. The first real test for non-governmental humanitarian organisations resulted in a split between the Red Cross and major NGOs over the nature of humanitarian action. Oxfam broke its commitment not to act unilaterally and took an openly partisan approach claiming that ‘the price of a united Nigeria is likely to be millions of lives’. Several international NGOs followed, arguing that breaking from the ICRC position of non-criticism was the only ethical way of assisting the population because if the Biafran people lost the struggle for secession they would face systematic massacre by federal forces.

The NGOs and the church-funded campaigns became the main propagandists and source of international support for the Biafran struggle. The Joint Church Airlift supplied aid and attempted to establish a Biafran air force, against Nigerian government opposition. This led to a federal ban on outside aid flights. The ICRC did not engage in any publicity and accepted the federal government’s ban on aid flights. This position was condemned by the more interventionist and partisan aid NGOs. A leading critic was French doctor Bernard Kouchner, who declared that their silence over Biafra made its workers ‘accomplices in the systematic massacre of a population’.

The Biafran war was not only notable for the creation of the new committed and increasingly invasive ethics of human rights intervention. It also set a much more worrying marker for the future of ‘new humanitarian’ rights-based interventionism. The war was already over when the famine became news, and the international interest was immediately used to rekindle the struggle. Speaking later, Paddy Davies of the Biafran Propaganda Secretariat explained:

Biafra realised that this was an angle they could play on. It had tried the political emancipation of oppressed people, it had tried the religious angle … but the pictures of starving children and women, dying children … touched everybody, it cut across the range of people’s beliefs.

For the Biafran government, the provision of aid was secondary to the propaganda and international standing gained from the aid agencies siding with the war aims of the secessionists. Internationalising the struggle put pressure on the Nigerian regime and enabled the Biafran leadership to prolong the war. The aid agencies took on trust the claims of the Biafran government, and its public relations firm Markpress, regarding genocide and ‘thousands dying daily’ and according to Oxfam’s official history ‘they fell for it, hook, line and sinker’. The secessionist line forwarded by Kouchner and other agencies, that the Biafran people would be faced with systematic massacre by federal troops if they lost the war, turned out to be unsubstantiated. In fact, de Waal notes that even as the international relief operation was being massively expanded there was already a large amount of evidence that there would be no genocide. In the large areas of Biafran territory taken over by the federal government there had been no government massacres.

In 1971 Bernard Kouchner established Médecins sans Frontières (MSF), which has since symbolised the ‘new humanitarian’ cause. There are two ‘solidarity’ principles, which were developed out of the Biafra experience and have since become central to the new rights-based humanitarianism. First, the ‘freedom of criticism’ or ‘denunciation’…. Second, the ‘subsidiarity of sovereignty’ or the ‘right of intervention’, the ‘sans frontières’ of the MSF movement. Darfur and Loss Compensation

Although territorial loss in war with its seemingly irreversible quality tends to be decisive, the expectation of such loss, if uncompensated, can also have horrific consequences. In the Darfur region of western Sudan we may have an illustration of just such a consequence as a form of loss compensation by means of self-help, in contrast to compensation that could be offered by the international community.

As a result of protocols signed on May 26, 2004, between southern Sudanese leaders of the black, predominantly Christian Sudanese People’s Liberation Army (SPLA) and the Arabized Muslim leaders of the north, a six-year interim period would be specified, after which a referendum would take place allowing for the possibility of independence for the oil-rich south. This outcome would lead to the loss of approximately one-third of Sudanese territory including its oil. The possible presence of oil in the Darfur region as well makes this territory potentially as valuable economically as the oil-rich south. If Darfur were to be Arabized through the massacre and ethnic cleansing of its black population, then it could serve as compensation for losses in the south, especially in the face of an incipient rebellion by the black Africans in Darfur.

Encouraged by the success of the black southern rebels both on the battlefield and at the conference table, two groups of black Muslims from Darfur rebelled, apparently representing black populations persecuted through raids and other violence by nomadic Arabized tribes. Confronted by another separatist rebellion like that of the SPLA, ethnic cleansing of another black population was unleashed, with a possible genocidal component of tens of thousands dead. One purpose of this effort has been to compensate for the potential losses in the south by ensuring that another potentially valuable territory, Darfur, remains within an Arab-dominated Sudan.

As in the Rwandan case, the international community was intensely concerned that a settlement between the Khartoum government and the SPLA be reached. Colin Powell, then the US secretary or state, visited the negotiations between the SPLA and Khartoum leaders in October 2003 and Darfur itself in June 2004. The United Nations has also taken an active role. And like Arusha in the Rwandan case, an international agreement implying heavy losses in the future, whether in political power (Rwanda, territory already having been lost to the RPF) or valuable territory (Sudan), may have spurred this effort at loss compensation. Also like the Interahamwe in Rwanda, much of the killing and ethnic cleansing has been carried out by a government-supported militia, the Janjaweed, an Arabized military group.

These considerations suggest that even more active intervention is required to stem these massacres and ethnic cleansing. A pairing of the two regions of Sudan, Darfur and the south, should be the focus of international diplomacy, without forsaking one region for the other. Unfortunately, just the opposite appears to have occurred. According to John Prendergast, a former African affairs director at the National Security Council under President Clinton, “When the secretary [Colin Powell] was in Naivasha [location of the negotiations between the Khartoum government and the SPLA], and a major problem was getting worse in Darfur, everyone agreed to deal with the southern problem first and with Darfur later. That was a monumental diplomatic error.”

How AIDS in Africa Was Systematically Overstated

A new study reported in the Washington Post (6 April) drastically redefines the extent of the AIDS epidemic in Africa.

The new data suggest the rate never reached the 30 percent estimated by some early researchers, nor the nearly 13 percent given by the United Nations in 1998.

The study and similar ones in 15 other countries have shed new light on the disease across Africa. Relying on the latest measurement tools, they portray an epidemic that is more female and more urban than previously believed, one that has begun to ebb in much of East Africa and has failed to take off as predicted in most of West Africa.

Yet the disease is devastating southern Africa, according to the data. It is in that region alone — in countries including South Africa, Botswana, Swaziland and Zimbabwe — that an AIDS Belt exists, the researchers say….

Years of HIV overestimates, researchers say, flowed from the long-held assumption that the extent of infection among pregnant women who attended prenatal clinics provided a rough proxy for the rate among all working-age adults in a country. Working age was usually defined as 15 to 49. These rates also were among the only nationwide data available for many years, especially in Africa, where health tracking was generally rudimentary.

The new studies show, however, that these earlier estimates were skewed in favor of young, sexually active women in the urban areas that had prenatal clinics. Researchers now know that the HIV rate among these women tends to be higher than among the general population….

In West Africa, Sierra Leone, just then emerging from a devastating civil war, was found to have a national prevalence rate of less than 1 percent — compared with an estimated U.N. rate of 7 percent.

Such disparities, independent researchers say, skewed years of policy judgments and decisions on where to spend precious health-care dollars.

“From a research point of view, they’ve done a pathetic job,” said Paul Bennell, a British economist whose studies of the impact of AIDS on African school systems have shown mortality far below what UNAIDS had predicted. “They were not predisposed, let’s put it that way, to weigh the counterevidence. They were looking to generate big bucks.”

Economic Disincentives in Cameroon

In the libertarian magazine Reason, Financial Times columnist Tim Harford looks at disincentives for investing in economic infrastructure in Cameroon.

Many people have an optimistic view of politicians and civil servants—that they are all serving the people and doing their best to look after the interests of the country. Other people are more cynical, suggesting that many politicians are incompetent and often trade off the public interest against their own chances of re-election. The economist Mancur Olson proposed a working assumption that government’s motivations are darker still, and from it theorized that stable dictatorships should be worse for economic growth than democracies, but better than sheer instability.

Olson supposed that governments are simply bandits, people with the biggest guns who will turn up and take everything. That’s the starting point of his analysis—a starting point you will have no trouble accepting if you spend five minutes looking around you in Cameroon….

When [President Paul] Biya came to power in 1982, he inherited colonial-era roads that had yet to fall apart completely. If he had inherited a country without any infrastructure, it would have been in his interest to build it up to some extent. Because the infrastructure was already in place, Biya needed to calculate whether it was worth maintaining, or whether he could simply live off the legacy of Cameroon’s colonial rulers. In 1982 he probably thought the roads would last into the 1990s, which was as long as he could reasonably have expected to hold onto the reins of power. So he decided to live off the capital of the past and never bothered to invest in any type of infrastructure for his people. As long as there was enough to get him through his rule, why bother spending money that could otherwise go right into his personal retirement fund?…

Mancur Olson showed that kleptocracy at the top stunts the growth of poor countries. Having a thief for president doesn’t necessarily spell doom; the president might prefer to boost the economy and then take a slice of a bigger pie. But in general, looting will be widespread either because the dictator is not confident of his tenure or because he needs to allow others to steal in order to keep their support.

The rot starts with government, but it afflicts the entire society. There’s no point investing in a business because the government will not protect you against thieves. (So you might as well become a thief yourself.) There’s no point in paying your phone bill because no court can make you pay. (So there’s no point being a phone company.) There’s no point setting up an import business because the customs officers will be the ones to benefit. (So the customs office is underfunded and looks even harder for bribes.) There’s no point getting an education because jobs are not handed out on merit. (And in any case, you can’t borrow money for school fees because the bank can’t collect on the loan.)

It is not news that corruption and perverse incentives matter. But perhaps it is news that the problem of twisted rules and institutions explains not just a little bit of the gap between Cameroon and rich countries but almost all of the gap. Countries like Cameroon fall far below their potential even considering their poor infrastructure, low investment, and minimal education. Worse, the web of corruption foils every effort to improve the infrastructure, attract investment, and raise educational standards.

Chad and Sudan Now at War?

The BBC reported on 23 December that the government of Chad is now fed up with repeated cross-border attacks from the Darfur region of Sudan.

Chad says it is in “a state of war” with neighbour Sudan over the security crisis in the east of the country.

It accuses Sudan of being the “common enemy of the nation” after a Chadian rebel attack on a town last week.

In a statement, the government calls on Chadians to mobilise themselves against Sudanese aggression.

Relations between the two states have deteriorated since Chad accused Sudan of being behind Sunday’s attack on Adre, which left about 100 people dead.

The strong language in the statement will alarm observers who have already warned that tensions along the Chad-Sudan border are nearing breaking point.

Texas and Nigeria Evangelize Each Other

The Guardian, whose reporters are equally mystified by Higher Beings and Rural Beings, reports on a fair-play turnabout in missionary endeavors: Nigerian missionaries evangelizing rural Texans. I wonder if they would have used the same template to describe all those Southern Baptist missionaries, many (often the richest) of them Texans, who descended upon xenophobic Japan after World War II.

They say that God moves in mysterious ways, but perhaps never more so than when telling the leaders of Africa’s largest evangelical church to build their North American headquarters in Floyd….

The Nigerian church, founded in Lagos in 1952, paid about $1m (£580,000) for 198 hectares (490 acres) of pasture, on which it is planning to build cottages, a 10,000-seat amphitheatre, an artificial lake and possibly a modest waterpark, leading some to dub it a Christian Disneyland. At the moment the only structure is a large conference centre that last month hosted a meeting of more than 1,000 ministers and volunteers….

Ajibike Akinkoye, the regional church leader in Dallas, said that when he arrived in Texas more than 10 years ago a voice spoke to him. “The Lord … said ‘you are not going to build a megachurch church yet. You are going to plant little churches around the Dallas metroplex and then I will give you a camp.'” After a series of what he describes as miracles he was pointed towards Floyd. “God directed us there. Through him now we want to open up things that will be great and everlasting blessing to everybody.”

Mr Akinkoye said that before buying the land he had not known about the history of the area, where until recently the Ku Klux Klan had openly thrived. “It never crossed my mind there could be any opposition or danger,” he said. “But when people pointed that out it made me feel ‘thank God we are there’, because even if they are negative towards us, or violent, or kill one of us, that is not going to stop the work God wants us to do. We have no fear, because whatever happens it is God’s will.”

Judge Joe Bobbitt is everything you would expect a Texas judge to be: a walking giant with a crushing handshake, cowboy drawl and a ready smile. In his office at the courthouse two flags – the Stars and Stripes and the Lone Star of Texas – frame his desk. Continuing the stereotype, you might not expect him to have an entirely tolerate attitude towards outsiders taking over a patch of Texas land. But nothing could be further from the truth. “When they first came here I thought their plans were pie in the sky,” he said. “But I met with the head of their organisation from Nigeria and a gentleman from Dallas, and I’ve done my due diligence on this; there are no negative marks on this organisation.

“I did an internet search, and normally, you know, with an organisation this size, somebody, somewhere has something bad to say. But I haven’t been able to find any negative websites on these people. They’ve repaired the road, put in water and sewage and raised the value of that land for everybody. It’s going to be good for the community.”

Is Live 8 an Insult to Africa?

Jean-Claude Shanda Tonme, a consultant on international law and a columnist for Le Messager, a Cameroonian daily, has published his reaction to the Live 8 concert in the New York Times.

LIVE 8, that extraordinary media event that some people of good intentions in the West just orchestrated, would have left us Africans indifferent if we hadn’t realized that it was an insult both to us and to common sense….

Don’t insult Africa, this continent so rich yet so badly led. Instead, insult its leaders, who have ruined everything. Our anger is all the greater because despite all the presidents for life, despite all the evidence of genocide, we didn’t hear anyone at Live 8 raise a cry for democracy in Africa.

Don’t the organizers of the concerts realize that Africa lives under the oppression of rulers like Yoweri Museveni (who just eliminated term limits in Uganda so he can be president indefinitely) and Omar Bongo (who has become immensely rich in his three decades of running Gabon)? Don’t they know what is happening in Cameroon, Chad, Togo and the Central African Republic? Don’t they understand that fighting poverty is fruitless if dictatorships remain in place?…

In Africa, our leaders have led us into misery, and we need to rid ourselves of these cancers. We would have preferred for the musicians in Philadelphia and London to have marched and sung for political revolution. Instead, they mourned a corpse while forgetting to denounce the murderer….

But the truth is that it was not for us, for Africa, that the musicians at Live 8 were singing; it was to amuse the crowds and to clear their own consciences, and whether they realized it or not, to reinforce dictatorships. They still believe us to be like children that they must save, as if we don’t realize ourselves what the source of our problems is.

Well, big-name musicians know a whole lot more about money than they do about democracy. And what do the UN, EU, or most national bureaucracies know about ending corruption? Ending dictatorships by military force is the easy part. Nation-building is nowhere close to being an Olympic sport yet. Not even an exhibition sport.
