Zhou Enlai’s Plan for Indochina

Vietnamese sources, meanwhile, suggest Zhou Enlai may also have had another motivation for the new line: a desire by the CCP to incorporate Laos and Cambodia into China’s sphere of influence, if only to keep them from falling into Vietnam’s. Better to give the two states neutral status than to allow Ho Chi Minh’s government to dominate all of Indochina.

On June 19, the day before the chief delegates were scheduled to leave Geneva to return home to consult with their governments, Zhou Enlai told Canadian diplomat and China expert Chester Ronning that a settlement was within reach if only France would commit herself to a political solution. China and her allies had made important concessions, Zhou said, and now the French should follow suit. The next morning he reiterated these points to Eden and also expressed his keen desire to meet the new French premier. Eden, stopping in Paris en route to London later in the day, happily passed the message on to Pierre Mendès France. He urged the Frenchman to meet with Zhou at the earliest opportunity. Mendès France, having received the same recommendation from Jean Chauvel, agreed. But where should the meeting occur? The Chinese foreign minister would not go to Paris as long as his government was not recognized by France, while Mendès France feared he would be perceived as a supplicant if he went so soon to Geneva. Dijon was suggested, but the two sides settled instead on the Swiss city of Bern, on the pretext of thanking the Swiss Confederation president for providing a locale for the negotiations. The meeting was arranged for the following Wednesday, June 23, in the French embassy.

An epic encounter it would be. Zhou Enlai, attired not in his usual blue high-collared tunic but in a gray business suit and tie, looked younger and more relaxed than he had in Geneva, and he made an immediate winning impression on Mendès France: “L’homme était impressionnant.” Zhou opened sternly—China feared neither threat nor provocation and considered both to be illegitimate means of negotiation—but then followed a conciliatory line. He had lived in France and felt an attachment to the French people, he said, and moreover his view aligned with the French view, meaning military questions should take precedence over the resolution of political issues in Indochina. Achieving a cease-fire was the first priority. Much to the Frenchman’s satisfaction and relief, Zhou then made clear that he accepted not only the view that Laos, Cambodia, and Vietnam should be evaluated separately but also, indirectly, the view that there existed “two governments in Vietnam.” Following an armistice, he went on, there should be elections for reunification of that country under a single government.

Zhou declared that his government—like that of the Democratic Republic of Vietnam—intended to move swiftly toward recognition of Laos and Cambodia and to follow a policy of nonintervention toward both. He even hinted that Beijing would have no objection if one or both of the kingdoms chose to be attached to the French Union. What would not be acceptable, however, would be for the United States to misinterpret this Chinese and DRV policy as an excuse to turn the kingdoms into “bases of aggression.” In order to facilitate national reunification, both Phnom Penh and Vientiane should grant recognition to the resistance movements—Khmer Issarak and Pathet Lao—for the sake of unity. The latter, being a significant presence in Laos, should be granted a zone of administrative control, but Viet Minh forces that penetrated Laotian territory might be withdrawn after an armistice.

Mendès France liked what he heard, and he could see by the expression on Jean Chauvel’s face that the ambassador was pleased as well. The premier agreed that there should be no American bases in Cambodia or Laos, and he voiced support for elections in Vietnam. The vote could not happen immediately, though, and there was moreover the issue of what kind of temporary division to have in the meantime. Did the Chinese government support partition? Zhou Enlai initially evaded a direct answer but then said he favored a formula involving “large sectors.” Mendès France agreed that a “horizontal cut” was possible, but not as far south as suggested by the Viet Minh at Geneva. Everything else, he continued, depended on a resolution of this issue of the regroupment zones. Zhou concurred and said “this [is] also Mr. Eden’s opinion.” With hard work, he speculated, the military negotiators in Geneva ought to be able to reach agreement “within three weeks,” at which point the foreign ministers could return and be ready to sign the documents. Mendès France, finding this time limit (July 15) to be uncomfortably close to his own July 20 deadline for the settlement of all outstanding problems, replied that three weeks “should be regarded as a maximum.”

The meeting drew to a close. Both sides were pleased with the outcome and said they understood each other well, but neither doubted that tough slogging remained. Mendès France flew back to Paris, while his Chinese counterpart, having earlier held sessions with the leaders of the Cambodian and Laotian delegations (he promised them that Beijing would respect their sovereignty and independence), departed for a series of meetings in Asia, among them a two-day secret session with Ho Chi Minh.

Negotiating Partition of Vietnam

The president had indicated he would not order unilateral intervention, certainly not without the backing of a Congress that showed scant enthusiasm for going in alone. Dulles therefore continued the Franco-American negotiations over intervention, continued to apply pressure on Australia and New Zealand, continued to warn the British and French against agreeing to partition. The latter task became more difficult on May 25, for in restricted session on that day, Pham Van Dong explicitly endorsed the concept—or as explicitly as was possible without uttering the word. Each side would have complete administrative and economic control over its territory, he said in his characteristically staccato French, and would withdraw its military forces from the other zone. A similar arrangement would be implemented in Laos and Cambodia, with one zone for the royal governments of the Associated States and one for the Viet Minh–supported Pathet Lao and Khmer Issarak. Pham Van Dong stressed that his proposal did not represent a violation of the national unity of each country; the division in each case would be temporary and would lead to elections for reunification.

Pham Van Dong knew the general concept he was outlining would find favor in the British delegation and among many in the press corps. More important, he knew partition had growing support in the French camp. Georges Bidault, anxious to assuage the fears of the South Vietnamese government, remained hostile, but several officials—Claude Cheysson and Raymond Offroy, both of them Indochina specialists, as well as Jean Chauvel and Colonel de Brébisson—were convinced of the wisdom of attempting some kind of division of Vietnam, one that would give each side one of the deltas. A week earlier de Brébisson had commenced a series of face-to-face sessions with the Viet Minh’s Colonel Ha Van Lau, the first such Franco–Viet Minh meeting of the conference. Their initial charge was to discuss the evacuation of the wounded from Dien Bien Phu (it will be recalled that several hundred had been too ill to march to Viet Minh prison camps and had been left behind) as well as a possible exchange of prisoners, but in the days thereafter, they also considered other issues of contention, including the mechanics of a cease-fire and how to achieve the regroupment of the two sides. In the weeks to come, these two colonels, who had fought on opposite sides since the outbreak of the struggle—de Brébisson had been among the first French troops to disembark in Saigon, in November 1945, and Ha, a former clerk in the French colonial administration, had been political commissar in the 320th Division—would contribute as much as anyone to the final work of the conference.

Slowly, almost imperceptibly, Smith seemed to be coming around to the need for some kind of division of the country. At a press conference on May 27, he admitted that one could not ignore Ho Chi Minh’s well-disciplined and formidable fighting force, which controlled a significant proportion of the territory. This Viet Minh position of strength on the battlefield could not be wished out of existence. What the Eisenhower administration sought, Smith continued, was some means of reconciling this reality with American principles, leading to a “termination of hostilities on an honorable basis.”

Nixon in Vietnam, 1953

For the French commander Nixon offered mostly praise, but he lamented Navarre’s failure to utilize the VNA effectively and his reluctance to accept American advice regarding how the native army should be trained. Even here, though, the vice president was sympathetic to the French dilemma. He told a group of State Department officers:

Deep down I sense that Navarre, and Cogny, the Field Commander, and the other field commanders I talked to on the scene at the present time have very little faith in the ability of the Vietnamese to fight separately in independent units which don’t have French noncoms. That may be a cover for the fact that the French naturally have a reluctance to build up a strong independent Vietnamese army because they know that once that is done and once the Vietnamese are able to handle the problem themselves, that despite all the fine talk about the independence within the French Union—when that time comes, the Vietnamese will kick out the French.

My own opinion, of course, as I have expressed it publicly, and I believe it very strongly, is as far as the Vietnamese and the Cambodian and Laotians are concerned, and weak as they are and weak as they will be, even with their national armies, that their only hope to remain independent is to have their independence within the French Union, which the French are now willing to give, but which, unfortunately, they have not been able to sell to the Vietnamese, Cambodians, and Laotians.

On negotiations, the vice president again spoke frankly, while again ignoring the contradictions. Diplomacy should be firmly resisted, he asserted, for it would inevitably lead to Communist domination of Indochina. The French “cannot get out,” and “we cannot have them get out because if we do the Communists—the Viet Minh are the only ones capable of governing, the only ones capable of controlling the country”—would take over. “So what we end up with here is a hard choice. It is a real risk and a real gamble, but what we end up with here, with all that is at stake, it seems to me we have to continue our military aid and, in that connection, I think the military are going to be as flexible as they can be, and, if there is any doubt, they will put in the additional material equipment that is necessary.”

Hence Nixon’s determination, while in Vietnam, to strike only upbeat notes, to urge Navarre on, and to trumpet the robust health of the French Union. The stakes were huge, and victory must come. Now was no time to give up. And indeed, though Nixon’s optimistic pronouncements did little to lift spirits in metropolitan France, where the charcoal autumn sky matched the prevailing mood, they had a noticeable effect on colons and high French officials in Saigon and Hanoi. Navarre and Dejean had more of a bounce in their step after hearing him extol them for the job they were doing and simultaneously admonish the Vietnamese to keep their nationalist ambitions in check. The new U.S. aid package, Nixon had promised them, would soon make itself felt on the ground. How soon was soon? Nobody knew for sure, but Navarre and the high command took satisfaction from the fact that the campaigning season was by now well under way and Giap had yet to launch a major attack anywhere. In past years, he would have moved sooner than this. French intelligence speculated that he felt insufficiently strong to attack in the delta, and that he would concentrate his attention on the highland region of northwestern Tonkin.

Navarre was determined to meet the threat. Rather than concede the highlands and husband his resources for the defense of the deltas and of Annam in the center, he moved to take on the enemy here, in the remote and menacing northwest. As part of that effort, he ordered the reoccupation of a post near the Laotian border. This seemingly innocuous action would trigger a series of moves and countermoves in several world capitals and ultimately bring the war to its climax. The post bore the unlikely name of “Big Frontier Administrative Center,” or, in Vietnamese, Dien Bien Phu.

Japan’s March 1945 Coup in Vietnam

SHORTLY AFTER SIX P.M. ON MARCH 9, 1945, A VISITOR ARRIVED AT the opulent Saigon offices of the French governor-general, Admiral Jean Decoux. It was Shunichi Matsumoto, Japan’s ambassador to Indochina, there ostensibly for the purpose of signing a previously worked-out agreement concerning rice supplies and French financial support for Japanese troops. As the signing ceremony ended, Matsumoto asked Decoux to linger for a private conversation. Matsumoto appeared nervous, the Frenchman later recalled, “something rare in an Asiatic.” It soon became clear why: Tokyo had ordered the ambassador to present an ultimatum, which required unconditional French acceptance no later than nine o’clock that same evening. The entire colonial administration, including army, navy, police, and banks, were to be placed under Japanese command.

For almost five years, Decoux had dreaded the arrival of this moment. Ever since he took office, in July 1940, his overriding objective had been to preserve French sovereignty over Indochina, at least in a nominal sense, so that after the armistice the colony could still be a jewel in the empire. Now Tokyo had issued a demand that, if agreed to, would abolish French colonial control over Indochina. Decoux played for time, but Matsumoto did not budge—the deadline was firm. The Frenchman consulted with several associates, and at 8:45 sent a letter via messenger urging a continuation of the discussions beyond the nine o’clock deadline. The letter carrier went to the wrong building, and it was not until 9:25 that he could at last present the letter to Matsumoto. By then, reports of fighting in Hanoi and Haiphong had already come in. Matsumoto scanned the document, declared, “This is doubtless a rejection,” and ordered the Japanese military machine into action.

It was a carefully planned campaign, code-named Operation Bright Moon. Ever since October 1944, when U.S. forces began their reconquest of the Philippine Islands, the Japanese Military Command had feared that the Allies would use the islands to invade Indochina in order to cut off Japan from her forces in Southeast Asia. And indeed, South East Asia Command (SEAC), based in Kandy, Ceylon, under British admiral Lord Louis Mountbatten, viewed Indochina as an increasingly important theater of operations. Bombers of the U.S. Fourteenth Air Force under Major General Claire L. Chennault operating from South China regularly attacked Japanese targets in Vietnam, sometimes ranging as far south as Saigon to hit ports and rail centers. To add to Tokyo’s concerns, French resistance inside Indochina appeared to be growing, and the Decoux regime seemed clearly to be switching its allegiance from Vichy to de Gaulle’s Free France. The concerns grew in January 1945, when American forces attacked Luzon in the Philippines. In conjunction with this attack, Admiral William F. Halsey, commander of the U.S. Third Fleet, launched a brief but devastating naval raid along the Indochina coast between Cam Ranh Bay and Qui Nhon, in order to deflect Japanese attention from Admiral Nimitz’s advance on Iwo Jima and Okinawa. The Japanese Thirty-eighth Army responded with a major reinforcement of garrisons in Indochina, especially in Tonkin, Annam, and Laos.

Viewed in totality, the available evidence—including the MAGIC intercepts—suggests strongly that Tokyo officials, increasingly resigned to the inevitability of defeat in the war, saw a takeover in Indochina as giving them a stronger position either for negotiation or for fanatic resistance. It’s also clear that their task was made easier by the chronic inability of French Resistance forces to keep their activities and plans secret. Many colons openly expressed their support for the Resistance, and French soldiers collected arms dropped in the countryside and deposited them in arsenals in full view of the Japanese. Portraits of de Gaulle even hung in the public offices of the French High Command. On top of all that, the Japanese had cracked the French codes and were reading all the French ciphers. Their surveillance of French activities was child’s play, and on the evening of March 9 they had their troops ready in strategic positions to negate the anticipated French moves.

Certainly the French were taken by surprise, even though they had drawn up plans to counter just this kind of Japanese thrust and even though intelligence reports had warned that an attack might be imminent. One by one that evening their garrisons fell. Almost without exception, the senior French commanders were captured in their homes or in those of Japanese officers with whom they were dining (the meal invitations being part of the ruse). In Saigon, Japanese forces moved immediately on Decoux’s palace and seized him as well as several other high-ranking French ministers. Throughout Indochina, they took over administrative buildings and public utilities and seized radio stations, banks, and industries. Public beatings and executions of colonial officials occurred in numerous locales, and there were widespread reports of French women being raped by Japanese soldiers—including in Bac Giang province, where the province résident’s wife was gang-raped.

Early Origins of the Vietnam War

FEW TOPICS IN CONTEMPORARY HISTORY have been studied and analyzed and debated more than the Vietnam War. The long and bloody struggle, which killed in excess of three million Vietnamese and wreaked destruction on huge portions of Vietnam, Laos, and Cambodia, has inspired a vast outpouring of books, articles, television documentaries, and Hollywood movies, as well as scholarly conferences and college courses. Nor is there any reason to believe the torrent of words will slow anytime soon, given the war’s immense human and material toll and given its deep—and persisting—resonance in American politics and culture. Yet remarkably, we still do not have a full-fledged international account of how the whole saga began, a book that takes us from the end of World War I, when the future of the European colonial empires still seemed secure, through World War II and then the Franco–Viet Minh War and its dramatic climax, to the fateful American decision to build up and defend South Vietnam. Embers of War is an attempt at such a history. It is the story of one Western power’s demise in Indochina and the arrival of another, of a revolutionary army’s stunning victory in 1954 in the face of immense challenges, and of the failure of that victory to bring lasting peace to Vietnam. To put it a different way, it is the story of how [U.S. soldiers] Dale Buis and Chester Ovnand came to be stationed and meet their fates in a far-off land that many of their compatriots barely knew existed.

But it’s not merely as a prelude to America’s Vietnam debacle that the earlier period merits our attention. Straddling as it did the twentieth century’s midpoint, the French Indochina War sat at the intersection of the grand political forces that drove world affairs during the century. Thus Indochina’s experience between 1945 and 1954 is intimately bound up with the transformative effects of the Second World War and the outbreak and escalation of the Cold War, and in particular with the emergence of the United States as the predominant power in Asian and world affairs. And thus the struggle is also part of the story of European colonialism and its encounter with anticolonial nationalists—who drew their inspiration in part from European and American ideas and promises. In this way, the Franco–Viet Minh War was simultaneously an East-West and North-South conflict, pitting European imperialism in its autumn phase against the two main competitors that gained momentum by midcentury—Communist-inspired revolutionary nationalism and U.S.-backed liberal internationalism. If similar processes played out across much of the globe after 1945, Vietnam deserves special study because it was one of the first places where this destructive dynamic could be seen. It was also where the dynamic remained in place, decade after bloody decade.

My goal in this book is to help a new generation of readers relive this extraordinary story: a twentieth-century epic featuring life-and-death decisions made under profound pressure, a vast mobilization of men and resources, and a remarkable cast of larger-than-life characters ranging from Ho Chi Minh to Charles de Gaulle to Dean Acheson to Zhou Enlai, from Bao Dai to Anthony Eden to Edward Lansdale to Ngo Dinh Diem, as well as half a dozen U.S. presidents. Throughout, the focus is on the political and diplomatic dimensions of the struggle, but I also devote considerable space to the military campaigns that, I maintain, were crucial to the outcome. Laos and Cambodia enter the narrative at various points, but I give pride of place to developments in Vietnam, far more populous and politically important than her Indochinese neighbors.

Indochina, 1945: Famine & Coup

The famine lasted for five months in early 1945 but its causes could be traced back to the year before, and similar to the mass starvation that had struck British-ruled India earlier in the war, it was the result of both natural calamities and official policies. Drought and insect attacks caused the spring harvest in 1944 to drop steeply below expectations, and the following autumn devastating typhoons cut down the agricultural output dramatically. The worst effects of the hunger disaster could have been mitigated if rice had been sent to the north from southern regions, where the crops were more plentiful. However, American bombing had destroyed bridges, railroads, and other infrastructure, and anyway both the Japanese army and the French colonial authorities, who were still in charge despite the presence of large Japanese forces, prioritized the transportation of their own military forces over vital food supplies for the civilian population. Between one and two million people died as a result of the 1945 mass starvation in Indochina. This overall figure covered vast regional variations, and in the worst hit areas of northern Indochina, society teetered on the brink of collapse.

The food scarcity also affected those inhabitants of Indochina who were not directly pushed to the limit by starvation, but still saw a precipitous drop in the standard of living due to steep prices in rice. The result was that the French colonial authorities became even more unpopular than before. The fact that the French administration had helped prevent the kind of mass conscription of forced labor that had happened in other parts of Japanese-controlled Asia mattered less. To many Indochinese it made a much deeper impression to see sharply dressed Japanese officers walk the streets of the major cities, in humiliating contrast to the often flabby-looking French colonial troops.

Therefore, there was widespread anticipation of better times when on March 9, 1945, the Japanese Army in Indochina took over control from the French colonial authorities in a swift coup. French officers were taken into custody, and their soldiers ordered to lay down their arms. Those who resisted were met with trademark brutality. A few French garrisons opposed the Japanese move, and in some cases extended firefights took place. At the end of the battles, French prisoners were bayoneted or beheaded. Defeated foreign legionnaires were forced to watch as Japanese soldiers hauled down the French flag, tore it to shreds, and stamped it into the ground. Rapes of French women were commonplace. Duong Thieu Chi, the official who had witnessed instances of cannibalism, was shocked to see a senior French colonial official be thrown to the floor by a Japanese captain and then beaten bloody with the hilt of a sword.

The new Japanese rulers took steps to improve the food supply, for example by handing out grain from public granaries under much publicity, and also ensured a fairer distribution of rice where it was needed. However, they were less enthusiastic about nationalistic sentiments in the population, who suddenly believed that colonialism might be a thing of the past, resulting in mass gatherings and strikes. “The defense of Indochina against the enemy outside the country will be completely ineffective if domestic order is not perfectly maintained,” the Japanese military authorities warned in a statement. The people of Indochina gradually came to understand that their new masters were perhaps not all that different from the old ones.

Thailand Attacks Indochina, 1941

In early January, forces of the Kingdom of Thailand crossed the border into French Indochina in four different sectors from northern Laos to Cambodia. The attackers made swift progress in most places. Pockets of resistance were wiped out by over-whelming firepower. At the southern edge of the Thai advance, scattered fighting took place along the Route Coloniale 1, the main road connecting Bangkok to Phnom Penh and the other major cities of French Indochina. The French defenses, made up to a large extent of Indochinese recruits, considered the terrain near the road unsuitable for defense and pulled back, allowing the Thai forces to occupy large tracts of land virtually unopposed.

The Thai offensive came as no major surprise to the French. Thailand, one of few Asian nations to escape Western colonialism, had been tempted by the speedy defeat of France in the summer of 1940 to request the return of territory in Laos and Cambodia that had been ceded to the French colonial power in the preceding decades. Part of the Thai motivation was also a desire to act fast and seek a strengthened position in this particular part of Asia before Japan moved in and made it impossible. Following the political fashion of the 1940s, Thailand carried out the drive for more land in the name of bringing “all Thai people” under one government, even though not all the areas claimed by Bangkok were inhabited by people that could justifiably be described as Thai.

In addition, there were domestic reasons for Thailand’s sudden aggressive demeanor. Militarism was growing in the country, and the civilian leadership was increasingly dominated, or rather threatened, by the Army’s jingoistic top brass. Early in the crisis with France, while the United States was seeking to mediate, Washington’s ambassador to Bangkok was visiting Thai Prime Minister Pibul Songgram at his private residence. The American envoy noticed that Army officers were sitting in an adjoining room, listening in on the conversation through an open door. “They might kill me if I do not follow their desires,” the Thai prime minister told his American visitor.

The mediation made little difference, and by late 1940 tensions between France and Thailand had built up. In December, all Thai nationals had left French Indochina, and in the end the diplomatic staff at the Thai consulate in Saigon had been ordered to pack up and sail for Bangkok. In the same month, Thai airplanes dropped bombs over the French colonial city of Vientiane. French pilots who were scrambled to intercept the bombers were surprised to be faced with aircraft that were “extremely well flown.” It seemed, they said, that the Thai pilots had “plenty of war experience.”

Once the land invasion in early January 1941 was a reality, the French military commanders in Indochina set in motion contingency plans prepared a few months earlier. It called for the concentration of the few forces available in a two-pronged counterattack in the forested area around Route Coloniale 1 on January 16.

Where Religion Preserves Language

‘Many young Dai can’t read our language and don’t really understand our culture or Buddhism. A lot of Dai people can speak Dai, but they don’t teach it in normal school any more so you have to become a monk to learn how to read and write it,’ said Zhang Wei. As in Tibet, the monasteries have become the only place in Banna where locals can get an education in their native language. But unlike Tibet, and in another sign of the Dai’s success in convincing the CCP of their essential affability, novices in Banna are allowed to participate in the regular school system as well.

‘You can study Dai here in the morning and go to normal school in the afternoon,’ said Zhang Wei. He believed that was behind the recent rise in the number of monks. ‘A lot of young Dai were put off becoming monks because they thought it was a hard life and what they learned wasn’t useful in the outside world,’ he told me. ‘Now it’s not as strict a life as before. When I was a young novice, the teachers would beat you if you disobeyed them. But we’re not allowed to do that any more.’

Less welcome has been the diminishing of Banna’s role as a key centre of Buddhist learning for Dai people across South-east Asia, a result of the devastation wrought on Banna’s monasteries during the Cultural Revolution. Large numbers of monks fled across the frontiers, while villagers buried scriptures and icons in the jungle so the Red Guards couldn’t destroy them. Many of the temples have since been restored, but Wat Pajay’s status as a spiritual university has been superseded by monasteries outside Banna.

‘Before the Cultural Revolution, Thai and Burmese and Lao monks came to Wat Pajay to study. Now, we go to Thailand and other places. It’s a complete change,’ said Zhang Wei. Fluid borders mean Banna’s monks can visit monasteries in Myanmar and Laos unofficially. But the Dai’s position as a model minority makes getting permission to go abroad far easier than it is for Tibetans or Uighurs. Zhang Wei had already spent a year in Yangon, as well as three in Singapore.

Wat Pajay’s links with overseas monasteries are a crucial element of the cultural and religious networks that tie the Dai of different countries to each other. Da Fosi is an irrelevance in that scheme; its imposition on Jinghong just another instance of Dai culture being appropriated by the Han for the purposes of tourism. And, inevitably, pretty Dai women act as the guides there. But out in greater Dailand, in Banna’s villages and across the borders, the Dai are quietly getting on with worshipping their way, while keeping their language and traditions alive.

Gen. Maxwell Taylor’s Rise

Because the front line against Communism had not been drawn in Laos, South Vietnam would become the principal focus of U.S. policy in Southeast Asia. Under those circumstances Kennedy brought into his administration a man who would exert great influence over two presidents’ decisions to escalate American involvement in Vietnam.

Reeling from the wave of public criticism following the Bay of Pigs and aware of his increasingly troubled relationship with the JCS, Kennedy told his staff that he needed someone to be “my advisor to see that I am not making a dumb mistake as Commander in Chief.” To provide him with military advice and to coordinate the efforts of the White House staff, Defense Department, and intelligence agencies, the besieged president looked to former Army Chief of Staff Maxwell Davenport Taylor.

Max Taylor seemed the model of the soldier-statesman. Inspired by his Confederate grandfather’s Civil War tales, Taylor pursued a military career with great enthusiasm from an early age. When his sixth-grade teacher asked him to name his professional ambition, the young Taylor wrote “major general.” Twelve years later he graduated fourth in the West Point class of 1922. A talented linguist, Taylor later returned to the Military Academy to teach Spanish and French. During assignments in China and Japan, he became proficient in Japanese. It was, in part, his reputation as both a warrior and a scholar that made the general attractive to Kennedy.

The president privately acknowledged that Taylor’s responsibilities could easily have been performed by the Pentagon’s senior military men. He was not only dissatisfied with the Joint Chiefs’ advice but also frustrated by his inability to establish with them the kind of friendly rapport that he enjoyed with the rest of his staff and with many of his cabinet officials. To Kennedy generals and admirals were too formal, traditional, and unimaginative. Bundy confided to Taylor’s principal assistant that Kennedy “would never feel really secure” about the military until “young generals of his own generation in whom he has confidence” filled the top uniformed positions in the defense establishment. Bundy knew that it was important to Kennedy that the top military men be able to “conduct a conversation” with the president to give him a “feeling of confidence and reassurance.” Taylor would strive to satisfy the president’s need. Kennedy’s new personal adviser found the president “an amazingly attractive man—intelligent with a ready wit, personal charm, an ability to inspire loyalty in the people around him.” He soon cultivated a warm friendship with the president and his family.

Taylor knew that the Chiefs and the secretary of defense viewed him as a competing voice in national security issues. The retired general moved to head off potential animosities and assured his old friend Lemnitzer that he would be more of an ally than a source of competition. He told Lemnitzer that his “close personal relations with the President and his entourage” would help to ensure that the Chiefs’ advice reached the president.

When he arrived in Washington on April 22, Taylor’s first responsibility was to conduct an investigation of the decision to mount the Bay of Pigs invasion. Although he concluded that the Chiefs were “not directly responsible” for the misadventure, he criticized them for not warning the president more urgently of the dangers. When the administration sought military advice on narrow questions about the operation, the Chiefs gave competent answers but offered no overall assessment because “they hadn’t been asked.” Taylor concluded that relations between the commander in chief and the JCS had reached “crisis” level.

Taylor & McNamara vs. Joint Chiefs

On October 1, 1962, Taylor took over as chairman of the Joint Chiefs of Staff. He found the Chiefs, still embittered over what they regarded as Kennedy’s unfair criticism in the wake of the Bay of Pigs, engaged in ongoing battles with civilian officials in the OSD [Office of the Secretary of Defense]. The Chiefs saw Taylor’s selection as the imposition of a Kennedy man on an organization designed by law to give impartial military advice to the commander in chief.

Taylor quickly cultivated a warm relationship with the man whom many of the military officers in the Pentagon deeply resented. Taylor and McNamara found common ground in their belief in the need for administrative reform in the Pentagon, faith in the “flexible response” strategy, and utter devotion to their commander in chief. Like McNamara, Taylor concluded that the answer to problems of service rivalry and administrative inefficiency was increased centralization of power in the chairmanship and the OSD. Taylor had once lamented the indecisiveness of Eisenhower’s defense secretaries, and he lauded McNamara for tackling the tough problems of the department. The bond of respect between the two men was mutual. McNamara considered Taylor “one of the wisest, most intelligent military men ever to serve.” Much to the chagrin of the other Chiefs, Taylor and McNamara formed a partnership. Taylor’s overwhelming influence with the secretary of defense and the president made opposition to his views futile.

Historian Robert Divine observed that “Vietnam can only be understood in relation to the Cold War.” Indeed, Cold War crises during Kennedy’s first months as president shaped advisory relationships within his administration and influenced his foreign policy decisions until his assassination in November 1963. Already predisposed to distrust the senior military officers he had inherited from the Eisenhower administration, the Bay of Pigs incident and Laotian crisis motivated the president to seek a changing of the guard in the Pentagon. After the Bay of Pigs, an unsatisfactory diplomatic settlement in Laos, confrontation with the Kremlin over divided Berlin, and Soviet premier Nikita Khrushchev’s bullying rhetoric persuaded Kennedy that the United States needed to make its “power credible.” “Vietnam,” Kennedy concluded, “is the place.” Vietnam, however, loomed in the background while the New Frontiersmen confronted in the Caribbean what would become the best known of Kennedy’s Cold War crises.
