Soviet Reluctance to Invade Afghanistan, 1979

The legal basis for any Soviet military intervention was shaky. Under the UN Charter, a country could ask for external assistance if it had been the victim of aggression. But there had been no such aggression. What was going on was an internal struggle, a fight within the revolution, of one group of the population against another.

Andropov weighed in forcefully. If Soviet forces went in, they would find themselves fighting against the people, suppressing the people, firing upon the people. The Soviet Union would look like aggressors. That was unacceptable. Kosygin and Ustinov agreed. Ustinov went on to report that the Soviet military were already doing some prudent contingency planning. Two divisions were being formed in the Turkestan Military District and another in the Central Asian Military District. Three regiments could be sent into Afghanistan at short notice. The 105th Airborne Division and a regiment of motorised infantry could be sent at twenty-four hours’ notice. Ustinov asked for permission to deploy troops to the Afghan frontier and carry out tactical exercises there to underline that Soviet forces were at high readiness. He was, he nevertheless reassured his listeners, as much against the idea of sending troops into Afghanistan as everyone else. Anyway, the Afghans had ten divisions of troops, and that should be quite enough to deal with the rebels.

As for the Afghans’ demand for Soviet troops, the more the Soviet leaders thought about it, the less they liked it. No one had entirely ruled it out. But when they put the arguments to Brezhnev, he made it clear that he was opposed to intervention, remarking sourly that the Afghan army was falling to bits and that the Afghans expected the Soviets to fight their war for them.

And so the final conclusion was that the Soviet Union should send military supplies and some small units to ‘assist the Afghan army to overcome its difficulties’. Five hundred specialists from the Ministry of Defence and the KGB would reinforce the five hundred and fifty who were already in Afghanistan. The Russians would supply 100,000 tons of grain, increase the price paid for Afghan gas, and waive interest payments on existing loans. They would protest to the Pakistani government about its interference in Afghanistan’s internal affairs. Two divisions should go down to the border. But no Soviet troops should be sent to Afghanistan itself.

The KGB had long experience of dealing with Afghanistan, many covert contacts there, and its own ideas of how things should be handled: it was in many ways the lead department. It had invested much of its capital in the Parcham faction, and tended to reflect their views, even though these were a comparatively small proportion of the membership of the PDPA – fifteen hundred out of fifteen thousand.

The rest of the membership was from Khalq. That was also the faction to which most of the Communist officers in the army belonged, men whom Amin had made a special effort to cultivate. The result was a growing contradiction between the views of the KGB, who came to favour intervention and the replacement of Amin by their man, the Parcham leader Babrak Karmal, and the views of the Soviet military, who were prepared to live with Amin because they believed that the main thing was to retain the support of the Khalq officers in the army, many of whom had been trained in the Soviet Union and had good professional relations with their Soviet military colleagues. These disagreements were exacerbated by poor personal relations between senior KGB and army officers, and by rivalries between the KGB and the army’s own intelligence organisation, the GRU.

All this had an increasingly negative effect on the formulation and execution of policy, including the decision to invade Afghanistan in the first place, and the management of policy in the nine years after the invasion took place. Afghan government leaders naturally took advantage of these differences to play one faction off against the other.

Fatal Mistake of the Afghan Communists, 1978

On 9 May the new government issued a radical programme of social, political, and economic reform. ‘The Main Outlines of the Revolutionary Tasks’ proclaimed the eradication of illiteracy; equality for women; an end to ethnic discrimination; a larger role for the state in the national economy; and the abolition of ‘feudal and pre-feudal relationships’ – code for the power of landowners, traditional leaders, and mullahs, especially in the countryside. As for Islam, when Kryuchkov visited Kabul on a fact-finding mission in July 1978, the new President, Taraki, told him to come back in a year, by which time the mosques would be empty. It was all a measure of how far out of touch the new regime was with the realities of their own country.

A woman was appointed to a top political position for the first time in modern Afghan history. Anakhita Ratebzad (1930–), a doctor by training, was one of four women members of the Afghan parliament in 1965, a founding member of the PDPA, and a member of Parcham. Her first husband had been Zahir Shah’s personal physician. Now she was the partner of Babrak Karmal. In the Kabul Times on 28 May, immediately after the coup, she stated firmly, ‘Privileges which women, by right, must have are equal education, job security, health services, and free time to rear a healthy generation for building the future of the country … Educating and enlightening women are now the subject of close government attention.’ A striking person in her own right, she succeeded in charming some of the most senior Soviet officials in Kabul, and they took care to remain on good terms with her as long as Karmal was in power.

The Soviet authorities were distinctly uneasy about what had happened. The Soviet Ambassador, Alexander Puzanov, attempted at the end of May to draw the threads together in a letter to Moscow. He argued that the failed politics of the Daud regime had led to ‘an abrupt sharpening of the contradictions between the Daud regime and its class supporters and the fundamental interests of the working masses, the voice of which is the PDPA’. The actions of the PDPA had been ‘met with approval by the popular masses’. This crude piece of Marxist analysis was characteristic of much of Moscow’s thinking about a country where it was almost totally inapplicable, a cast of thought which underlay some of the Russians’ later policy mistakes.

Puzanov nevertheless conceded that the continuing friction between Khalq and Parcham was already undermining the effectiveness of the new regime. This was a crucial weakness, and he and his specialist party advisers had told the new leadership that they must eliminate their differences. This, he admitted, had not yet happened. Nevertheless, he optimistically concluded that the overall situation was stabilising as the government took measures against the domestic reaction.

His optimism was misplaced. The new government’s programme was a mixture of typical Communist nostrums and some admirable aspirations. The new men had little or no practical experience in government. Whatever attractions the programme might have had in theory, it was not thought through and the people, especially in the villages, where most Afghans lived, were almost entirely unprepared for it. The promotion of women’s liberation and education for girls, laudable as it was in principle, came up against the same fiercely conservative prejudices which had plagued Afghanistan’s reforming kings. Revolts against the new regime began straight away, in both the towns and the villages. The countryside began to slip out of control.

The new government was nothing if not determined, however, and when persuasion failed it used ruthless measures of repression. It targeted not only known members of the opposition but also local leaders and mullahs who had committed no crime. Several generals, two former prime ministers, and others who had been close to Daud – up to forty in all – were executed immediately. Nine months after the coup, ninety-seven men from the influential Mojadedi clan were executed. The Islamists who had been imprisoned by Daud in the Pul-i Charkhi prison in Kabul were executed in June 1979.

In their fanaticism, and in their belief that a deeply conservative and proudly independent country could be forced into modernity at the point of a gun, the Afghan Communists resembled the Pol Pot regime. Unlike in Cambodia, however, in Afghanistan the people were not prepared to be treated in this way by their government. Previous rulers, such as Abdur Rahman, had imposed their authority throughout the country – more or less – by the most brutal methods. But they could make a plausible claim to be good Muslims, after a fashion. The Afghan Communists made the fatal mistake of underestimating the power of Islam and its hold on the people.

Afghanistan in the 1970s

By the 1970s Afghanistan had many of the rudiments of a modern state. It was reasonably secure, and you could travel and picnic and see the sights with comparatively little risk. Foreigners who lived in Kabul in the last days before the Communists took over – diplomats, scholars, businessmen, engineers, teachers, aid workers, hippies – later looked back on that time as a golden age. So did many of the very thin crust of the Afghan middle class who lived in Kabul and some of the big cities.

In the 1970s much of old Kabul still stood, a rabbit warren of streets, bazaars, and mosques, still dominated by the great fortress of Bala Hissar, a place, the Emperor Babur said more than four hundred years earlier, with ‘the most pleasing climate in the world … within a day’s ride it is possible to reach a place where the snow never falls. But within two hours one can go where the snows never melt.’

In the centre of the city was the imposing Arg, the fortified palace build by Abdur Rahman, the scene of one violent turn in Afghan politics after another. Amanullah, Abdur Rahman’s grandson, commissioned European architects to build him a monumental new capital, a vast palace, the Dar-ul Aman, on the south-western edge of the city; and a summer resort in Paghman, a village in the nearby hills, complete with Swiss chalets, a theatre, an Arc de Triomphe, a golf course, and a racecourse for elephants. Across the road from the Dar-ul Aman palace stood the Kabul museum, which was opened in 1924 and contained one of the richest collections of Central Asia art and artefacts in the world: flint tools forty thousand years old from Badakhshan, a massive gold hoard from Bagram, glass from Alexandria, Graeco-Roman statuary, ivory panels from India, Islamic and pre-Islamic artefacts from Afghanistan itself, one of the largest coin collections in the world, and more than two thousand rare books. A grandiose British Embassy, built in the 1920s as a symbol of British power, lay on the northern edge of the city. An equally large Soviet Embassy lay in the south-west on the road to the Dar-ul Aman.

‘Kabul’, said a guidebook sponsored by the Afghan Tourist Bureau, ‘is a fast-growing city where tall modern buildings nuzzle against bustling bazaars and wide avenues filled with brilliant flowing turbans, gayly [sic] striped chapans, mini-skirted school girls, a multitude of handsome faces and streams of whizzing traffic.’

Those were the days when Kabul was on the Hippie Trail and thousands of romantic, adventurous, and often improvident young people poured along the road from Iran through Herat and Kabul to India, driving battered vehicles which regularly broke down and had to be repaired by ingenious local mechanics, seeking enlightenment, drugs, and sex, living on nothing and sometimes dying on the way.

But behind that fragile façade lay the real Afghanistan, a land of devout and simple Muslims, where disputes between individuals, or families, or clans and tribes, were still settled in the old violent way, where women were still subject to the absolute authority of their menfolk, where the writ of the government in Kabul barely ran, and where the idea of national rather than family or local loyalty was barely formed.

Afghanistan’s Early Attempts to Modernize

Abdur Rahman’s successors attempted to push Afghanistan further along the path of modernisation. His son Habibullah (1872–1919) was assassinated in 1919 and succeeded by Amanullah (1892–1960), who took advantage of British weakness at the end of the Great War to invade India. The British bombed Kabul and Jalalabad and drove the invaders back. Neither side had much stomach for the war, and it fizzled out after a month. The British ceased both their subsidies and their control of Afghan foreign policy. Amanullah promptly opened a fruitful relationship with the new Bolshevik government in Moscow – the first foreign government to do so.

He then embarked on an ambitious programme of reform in imitation of the secularising reforms of Atatürk in Turkey. He established a Council of Ministers, promulgated a constitution, decreed a series of administrative, economic and social reforms, and unveiled his queen. His plans for the emancipation of women, a minimum age for marriage, and compulsory education for all angered religious conservatives and provoked a brief rebellion. Tribesmen burned down the royal palace in Jalalabad and marched on Kabul. In 1929 Amanullah fled into exile in Italy.

Nadir Shah (1883–1933), a distant cousin of Amanullah, seized the throne, reimposed order, but allowed his troops to sack Kabul because he had no money to pay them. He built the first road from Kabul over the Salang Pass to the north and continued a cautious programme of reform until he was assassinated in 1933.

His son Zahir Shah (1914–2007) reigned from 1933 to 1973. This was the longest period of stability in Afghanistan’s recent history, and people now look back on it as a golden age. Reform continued. A parliament was elected in 1949, and a more independent press began to attack the ruling oligarchy and the conservative religious leaders.

In 1953 Zahir Shah appointed his cousin Daud (1909–78) as prime minister. Daud was a political conservative but an economic and social reformer. For the next ten years he exercised a commanding influence on the King. He built factories, irrigation systems, aerodromes and roads with assistance from the USSR, the USA, and the German Federal Republic. He modernised the Afghan army with Soviet weapons, equipment, and training.

In 1963 Zahir Shah got rid of Daud to appease conservatives infuriated by his flirtations with the left and the Soviets. But the King continued with the policy of reform. He introduced a form of constitutional monarchy with freedom of speech, allowed political parties, gave women the vote, and guaranteed primary education for girls and boys. Women were allowed to attend the university and foreign women taught there. Ariana Airlines employed unveiled women as hostesses and receptionists, there were women announcers on Kabul Radio, and a woman was sent as a delegate to the United Nations.

During all these years, the educational system was systematically developed, at least in the capital city. Habibia College, a high school modelled on an elite Muslim school in British India, was set up in Kabul in 1904. Amanullah sent many of its students to study in France and elsewhere in Europe. A School of Medicine was inaugurated in 1932, followed by faculties of Law, Science, Agriculture, Education, and Engineering, which were combined into a university in 1947. Most of the textbooks and much of the teaching were in English, French, or German. A faculty of Theology was founded in 1951 linked to the Islamic University of Al-Azhar in Cairo. In 1967 the Soviet Union helped establish a Polytechnic Institute staffed largely by Russians. Under Zahir Shah’s tolerant regime student organisations were set up in Kabul and Kandahar.

Daud rapidly expanded the state school system. Between 1950 and 1978 numbers increased by ten times at primary schools, twenty-one times at secondary schools, and forty-five times at universities. But the economy was not developing fast enough to provide employment for the growing numbers of graduates. Many could find jobs only in the rapidly expanding government bureaucracy. Salaries, already miserable, lost half their real value in the 1960s and 1970s. The good news – though not for conservatives – was that about 10 per cent of this expanded bureaucracy were women.

The American scholar Louis Dupree called Kabul University ‘a perfect breeding ground for political discontent’. It was in the universities that Afghanistan’s first political movements were created. A Communist Party, the People’s Democratic Party of Afghanistan, was set up in 1965 by Nur Mohamed Taraki, Babrak Karmal (1929–96), and Hafizullah Amin, all of whom were to play a major role in the run-up to the Soviet invasion. A number of students who were later to become prominent in the anti-Communist and anti-Soviet struggle also fledged their political wings there: Rabbani (1940–), Hekmatyar (1947–), Abdul Rasul Sayyaf (1946–), and Ahmad Shah Masud (1953–2001) all studied together in Kabul University. Students rioted in 1968 against conservative attempts to limit the education of women. In 1969 there were further riots, and some deaths, when high school students protested against the school management. The university was briefly closed.

Watershed Face-off: 1979 vs. 1989

While Europeans and Americans are remembering the major transformation of international relations in 1989, economic historian Niall Ferguson argues that 1979 marked a much greater watershed.

The real question about Russian policy today is not whether Russia will invade Ukraine, but whether Gazprom’s strategy of investing in new pipelines and gas fields will pay off. Should Gazprom focus on developing its dominant position in the European natural-gas market? Or should the vast gas fields of Russia east of the Urals (Yamal, Arctic, Far East) be given precedence with a view to capturing market share in China? Could Russia one day establish an Organization of Gas Exporting Countries, modeled on the Saudi-dominated oil cartel? Or is the simpler strategy simply to stoke trouble in the Middle East, covertly encouraging the Iranians’ nuclear ambitions until the Israelis finally unleash airstrikes, and then reaping the rewards of a new energy price spike?

These questions themselves indicate the limited long-term significance of the Soviet collapse of two decades ago. By comparison, the events of 10 years earlier—in 1979—surely have a better claim to being truly historic. Just think what was happening in the world 30 years ago. The Soviets began their policy of self-destruction by invading Afghanistan. The British started the revival of free-market economics in the West by electing Margaret Thatcher. Deng Xiaoping set China on a new economic course by visiting the United States and seeing for himself what the free market can achieve. And, of course, the Iranians ushered in the new era of clashing civilizations by overthrowing the shah and proclaiming an Islamic Republic.

Thirty years later, each of these four events has had far more profound consequences for the United States and the world than the events of 1989. Today it is the Americans who now find themselves in Afghanistan, fighting the sons of the people they once armed. It is the free-market model of Thatcher and Reagan that seems to lie in ruins, in the wake of the biggest financial crisis since the Depression. Meanwhile, Deng’s heirs are rapidly gaining on a sluggish American hyperpower, with Goldman Sachs forecasting that China’s GDP could be the biggest in the world by 2027. Finally, the most terrifying legacy of 1979 remains the radical Islamism that inspires not only Iran’s leaders, but also a complex and only partly visible network of terrorists and terrorist sympathizers around the world.

In short, 1989 was less of a watershed year than 1979. The reverberations of the fall of the Berlin Wall turned out to be much smaller than we had expected at the time. In essence, what happened was that we belatedly saw through the gigantic fraud of Soviet superpower. But the real trends of our time—the rise of China, the radicalization of Islam, and the rise and fall of market fundamentalism—had already been launched a decade earlier. Thirty years on, we are still being swept along by the historic waves of 1979. The Berlin Wall is only one of many relics of the Cold War to have been submerged by them.

Two Afghan Candidate Profiles

In the Wall Street Journal of 13 August 2009, Ann Marlowe profiles two of the leading candidates campaigning to replace Karzai as president.

It was midnight this past Sunday when I left the house of Abdullah Abdullah, Hamid Karzai’s leading challenger for the presidency of Afghanistan. Twenty or so men were still waiting to see the candidate, some sitting cross-legged in the grassy courtyard.

When I arrived at 10:30 p.m., one dignitary after another filed into the meeting room: a finance executive, a counter-narcotics official, a former ambassador to the United Arab Emirates, and a female professor at Kabul University. Lesser notables spilled out into the courtyard of the concrete villa, some in Western garb, some in traditional dress. Earlier, the diplomat brother of the slain Northern Alliance leader Ahmad Shah Massoud came to pay his respects.

These Afghans don’t believe the line the foreign press is pushing—that Mr. Karzai has the election sewn up. With 10 days until the vote, they’ve come to offer help or cut deals, believing that they’re backing the winner.

Dr. Abdullah, 49 years old, is an ophthalmologist and a former foreign minister of Afghanistan who entered politics by organizing medical care for the Afghan resistance after the Soviet invasion in 1979. He’s running on a platform of overhauling the 2002 Afghan Constitution. He advocates a parliamentary system, political parties, and direct elections of mayors and provincial governors. (They’re currently appointed by the president.)

Dr. Abdullah has single-handedly turned this election into a much-needed referendum on governance. How much direct democracy is enough? When is a people “mature” enough to elect its leaders? Is legitimacy derived from an election, from performance, or from the power of the gun? These are questions that resonate in Afghanistan as much as they do for Americans considering the merits of democracy promotion overseas….

Mr. Ghani, 60 years old, has focused his campaign on bread-and-butter issues. As finance minister, he started the much-lauded National Solidarity Program for rural development, which introduced economic policies like privatization, a flat tax and a rational tariff system. He is an expert on development economics, and is renowned for his incorruptibility.

But it isn’t clear that Mr. Ghani’s solutions match Afghanistan’s most pressing problems. Foreign journalists tend to focus on rural Afghan poverty. Yet the standard of living for those in towns and cities (about one-third of the population) has improved greatly after nearly a decade of 5%-10% annual GDP growth.

Afghanistan expects 8.5% GDP growth in the fiscal year ending March 2010, up from 3.5% last year, according to Finance Minister Omar Zakhilwal. Afghans are natural capitalists, and, thanks in part to Mr. Ghani, they have laws that allow them to prosper. What they lack is laws that allow them to govern themselves effectively.

Mr. Ghani told me in an interview on Aug. 5 that he believes the problem isn’t with the constitution but with corruption. Dr. Abdullah told me he disagrees. He points to the single nontransferable vote electoral system, in which requirements for candidates are so low that dozens compete for one slot. This system has produced members of parliament with only a few percent of the vote. There’s also the lack of accountability of governors and mayors.

Dr. Abdullah’s fundamental point is that good institutions are more important than goodwill. “Even if a person does not want to abuse power,” Dr. Abdullah tells me, “others around him will.” This is a not-so-veiled reference to Mr. Karzai’s brothers. One is an alleged drug dealer and another allegedly demands kickbacks. Then there’s Mr. Ghani’s brother Hashmat Ghani Ahmadzai, the wealthy chief of the Ahmadzai tribe and an MP notorious for his belligerence.

Is a relatively peaceful (by Afghan standards) transition after a democratic election too much to hope for?

Kite Runner: Crossing a Cultural Minefield

“Be careful, Amir,” he said as I began to walk. “Of what, Baba?”

“I am not an ahmaq, so don’t play stupid with me.” “I don’t know what you’re talking about.”

“Remember this,” Baba said, pointing at me, “The man is a Pashtun to the root. He has nang and namoos.” Nang. Namoos. Honor and pride. The tenets of Pashtun men. Especially when it came to the chastity of a wife. Or a daughter.

“I’m only going to get us drinks.”

“Just don’t embarrass me, that’s all I ask.” “I won’t. God, Baba.”

Baba lit a cigarette and started fanning himself again.

I walked toward the concession booth initially, then turned left at the T-shirt stand-where, for $5, you could have the face of Jesus, Elvis, Jim Morrison, or all three, pressed on a white nylon T-shirt. Mariachi music played overhead, and I smelled pickles and grilled meat.

I spotted the Taheris’ gray van two rows from ours, next to a kiosk selling mango-on-a-stick. She was alone, readirig. White ankle-length summer dress today. Open-toed sandals. Hair pulled back and crowned with a tulip-shaped bun. I meant to simply walk by again and I thought I had, except suddenly I was standing at the edge of the Taheris’ white tablecloth, staring at Soraya across curling irons and old neckties. She looked up.

“Salaam,” I said. “I’m sorry to be mozahem, I didn’t mean to disturb you.”

“Salaam.”

“Is General Sahib here today?” I said. My ears were burning. I couldn’t bring myself to look her in the eye.

“He went that way,” she said. Pointed to her right. The bracelet slipped down to her elbow, silver against olive.

“Will you tell him I stopped by to pay my respects?” I said. “I will.”

“Thank you,” I said. “Oh, and my name is Amir. In case you need to know. So you can tell him. That I stopped by. To … pay my respects.”

“Yes.”

I shifted on my feet, cleared my throat. “I’ll go now. Sorry to have disturbed you.”

“Nay, you didn’t,” she said.

“Oh. Good.” I tipped my hed and gave her a half smile. “I’ll go now.” Hadn’t I already said that? “Khoda hafez.”

“Khoda hafez.”

I began to walk. Stopped and turned. I said it before I had a chance to lose my nerve. “Can I ask what you’re reading?”

She blinked. I held my breath. Suddenly, I felt the collective eyes of the flea market Afghans shift to us. I imagined a hush falling. Lips stopping in midsentence. Heads turning. Eyes narrowing with keen interest.

What was this? Up to that point, our encounter could have been interpreted as a respectful inquiry, one man asking for the whereabouts of another man. But I’d asked her a question and if she answered, we’d be … well, we’d be chatting. Me a mojarad, a single young man, and she an unwed young woman. One with a history, no less. This was teetering dangerously on the verge of gossip material, and the best kind of it. Poison tongues would flap. And she would bear the brunt of that poison, not me—I was fully aware of the Afghan double standard that favored my gender. Not Did you see him chatting with her? but Wooooy! Did you see how she wouldn’t let him go? What a lochak!

By Afghan standards, my question had been bold. With it, I had bared myself, and left little doubt as to my interest in her. But I was a man, and all I had risked was a bruised ego. Bruises healed. Reputations did not. Would she take my dare?

She turned the book so the cover faced me. Wuthering Heights. “Have you read it?” she said.

I nodded. I could feel the pulsating beat of my heart behind my eyes. “It’s a sad story.”

“Sad stories make good books,” she said.

“They do.”

“I heard you write.”

How did she know? I wondered if her father had told her, maybe she had asked him. I immediately dismissed both scenarios as absurd. Fathers and sons could talk freely about women. But no Afghan girl—no decent and mohtaram Afghan girl, at least, queried her father about a young man. And no father, especially a Pashtun with nang and namoos, would discuss a mojarad with his daughter, not unless the fellow in question was a khastegar, a suitor, who had done the honorable thing and sent his father to knock on the door.

Incredibly, I heard myself say, “Would you like to read one of my stories?”

“I would like that,” she said. I sensed an unease in her now, saw it in the way her eyes began to flick side to side. Maybe checking for the general. I wondered what he would say if he found me speaking for such an inappropriate length of time with his daughter.

A Grim Backgrounder on Waziristan

In the forthcoming issue of the Claremont Review of Books, Stanley Kurtz reviews three books by Akbar S. Ahmed, a social anthropologist who once served as Pakistan’s appointed “king” of Waziristan. Here are some excerpts about its grim political culture.

The British solution in Waziristan was to rule indirectly, through sympathetic tribal maliks (elders), who received preferred treatment and financial support. By treaty and tradition, the laws of what was then British India governed only 100 yards on either side of Waziristan’s main roads. Beyond that, the maliks and tribal custom ruled. Yet Britain did post a representative in Waziristan, a “political agent” or “P.A.,” whose headquarters was protected by an elite military force, and who enjoyed extraordinary powers to reward cooperative maliks and to punish offenders. The political agent was authorized to arrest and jail the male kin of miscreants on the run (particularly important given the organization of Waziristan’s tribes around male descent groups). And in special cases, the political agent could blockade and even destroy entire settlements. After achieving independence in 1947, Pakistan followed this British scheme, indirectly governing its many tribal “agencies” and posting P.A.s who enjoyed the same extraordinary powers as under the British.

Akbar Ahmed, a British-trained social anthropologist, served as Pakistan’s P.A. in South Waziristan from 1978 through 1980. Drawing on his academic background and political experience, he has written a fascinating book about his days as “king” (as the tribesmen used to call the political agent). First published in 1983 under the title Religion and Politics in Muslim Society, the book was reissued in 1991, and revised and released again in 2004, each time under the title Resistance and Control in Pakistan. Its obscure title and conventional academic introductory chapters explain why it has been neglected….

The first thing that strikes the reader of Resistance and Control in Pakistan is the pervasive nature of political violence in South Waziristan. And here, in contrast to his later work, Ahmed himself is at pains to emphasize the point. A popular novelist of the British Raj called Waziristan tribesmen “physically the hardest people on earth.” British officers considered them among the finest fighters in the world. During the 1930’s Waziristan’s troublesome tribesmen forced the British to station more troops in that agency than in the remainder of the Indian subcontinent. In more settled agricultural areas of Pakistan’s tribal Northwest Frontier Province, Ahmed says, adults, children, and soldiers mill about comfortably in the open, while women help their men in the fields. No guns are visible. But arid Waziristan is a collection of silent, fortress-like settlements. Women are invisible, men carry guns, and desolation rules the countryside.

Even in ordinary times, from the British era through the present, the political agent’s headquarters at Wana in South Waziristan wears the air of a fortress under perpetual siege. Five British political agents died in Waziristan. Ahmed reports that during a visit to Wana by Zulfikar Ali Bhutto in 1976, the entourage of Pakistan’s Prime Minister was kept nervously awake most of the night by machine gun and rifle fire from the surrounding hills. In short, the Wana encampment in South Waziristan seems like nothing so much as a century-old version of Baghdad’s Green Zone.

Politics in Waziristan is inseparable from violence. A British official once called firing on government officers the local “equivalent for presenting a petition.” Sniping, explosions on government property, and kidnappings are common enough to necessitate continuous military protection for political officials. And the forms of routinized political violence extend well beyond direct attacks on government personnel.

Because government allowances are directed to tribal elders who control violent trouble-makers in their own ranks, ambitious maliks have reason to insure that such outlaws do in fact emerge. Waziristan’s many “Robin Hoods,” who make careers out of kidnapping even non-government officials and holding them for ransom, are simultaneously encouraged and controlled by local maliks. This double game allows the clans to profit from their own capacity for causing trouble, while also establishing a violence valve, so to speak, through which they can periodically convey displeasure with the administration. “To create a problem, control it, and terminate it is an acknowledged and highly regarded yardstick of political skill,” writes Ahmed. For the most part, income in Waziristan is derived from “political activity such as raiding settled districts” and “allowances from the administration for good behavior.” Unfortunately, a people who petitions by sniper fire seems poorly suited to democratic citizenship….

South Waziristan is populated by two major tribes, the Wazirs and the Mahsuds. (A century ago the Mahsuds were part of the Wazirs, but have since split off and gained their own identity.) The Mahsuds traditionally outnumbered the Wazirs and were at least relatively more integrated into modern society. After Pakistan gained independence in 1947, a few Mahsuds moved to “settled areas” and entered school. Many of these made their way into government service, thus connecting the Mahsuds to influential bureaucratic networks. Others started businesses, which brought a modern source of wealth to the tribe….

Following the oil boom of the 1970s, Wazirs and Mahsuds alike migrated to the Persian Gulf to work the oil fields and send their remittances back home. Maliks from the most prestigious tribal lineages initially resisted the call of migration. So the oil boom created an opening that “depressed lineages” happily filled. By the time the maliks began to send their sons to the Gulf, intra-tribal disparities of wealth and influence were disappearing.

So while the Mahsuds had outpaced the Wazirs, the power of maliks was waning among the Wazirs themselves. Now the Wazirs could afford to throw off those pliant elders who had taken and distributed British and later the Pakistan government’s pelf; and by supporting a radical mullah, the restive tribe could feed its resentment of both the government and the Mahsuds.

As Ahmed notes, and in pointed contrast to the “poverty theory” of Islamism, modern education and wealth seem to have sparked this early Islamist rebellion. Instead of spurring further development, economic opportunities have fed the traditionalist reaction. Waziristan’s tribesmen understand full well that their rulers mean to transform their way of life, thereby “taming” them through the seductions of education and modern forms of wealth. While some have accepted the trade, the majority consciously reject it. During the colonial period, education was despised as an infidel plot. In the 1970s conservative tribesmen systematically destroyed electrical poles, which were seen as a threat to Waziristan’s isolation and therefore to the survival of traditional Pushtun culture. Economic development might well “tame” these tribesmen, yet poverty is less the cause of their warlike ways than the result of a deliberate decision to preserve their traditional way of life—their Pushtun honor—even at material cost.

If only the Mahsuds and Wazirs could achieve the lasting peace with each other and the modern world that the Hatfields and McCoys of Pike County, Kentucky, have achieved.

Two Schoolgirls in Kabul, 1992

IN JUNE OF THAT YEAR, 1992, there was heavy fighting in West Kabul between the Pashtun forces of the warlord Sayyaf and the Hazaras of the Wahdat faction. The shelling knocked down power lines, pulverized entire blocks of shops and homes. Laila heard that Pashtun militiamen were attacking Hazara households, breaking in and shooting entire families, execution style, and that Hazaras were retaliating by abducting Pashtun civilians, raping Pashtun girls, shelling Pashtun neighborhoods, and killing indiscriminately. Every day, bodies were found tied to trees, sometimes burned beyond recognition. Often, they’d been shot in the head, had had their eyes gouged out, their tongues cut out.

Babi tried again to convince Mammy to leave Kabul. “They’ll work it out,” Mammy said. “This fighting is temporary. They’ll sit down and figure something out.””Fariba, all these people know is war,” said Babi. “They learned to walk with a milk bottle in one hand and a gun in the other.”

“Who are you to say?” Mammy shot back. “Did you fight jihad? Did you abandon everything you had and risk your life? If not for the Mujahideen, we’d still be the Soviets’ servants, remember. And now you’d have us betray them!”

“We aren’t the ones doing the betraying, Fariba.”

“You go, then. Take your daughter and run away. Send me a postcard. But peace is coming, and I, for one, am going to wait for it.”

The streets became so unsafe that Babi did an unthinkable thing: He had Laila drop out of school.

He took over the teaching duties himself. Laila went into his study every day after sundown, and, as Hekmatyar launched his rockets at Massoud from the southern outskirts of the city, Babi and she discussed the ghazals of Hafez and the works of the beloved Afghan poet Ustad Khalilullah Khalili. Babi taught her to derive the quadratic equation, showed her how to factor polynomials and plot parametric curves. When he was teaching, Babi was transformed. In his element, amid his books, he looked taller to Laila. His voice seemed to rise from a calmer, deeper place, and he didn’t blink nearly as much. Laila pictured him as he must have been once, erasing his blackboard with graceful swipes, looking over a student’s shoulder, fatherly and attentive….

ONE DAY THAT same month of June, Giti was walking home from school with two classmates. Only three blocks from Giti’s house, a stray rocket struck the girls. Later that terrible day, Laila learned that Nila, Giti’s mother, had run up and down the street where Giti was killed, collecting pieces ofher daughter’s flesh in an apron, screech- ing hysterically. Giti’s decomposing right foot, still in its nylon sock and purple sneaker, would be found on a rooftop two weeks later.

At Giti’s fatiha, the day after the killings, Laila sat stunned in a roomful of weeping women. This was the first time that someone whom Laila had known, been close to, loved, had died. She couldn’t get around the unfathomable reality that Giti wasn’t alive anymore. Giti, with whom Laila had exchanged secret notes in class, whose fingernails she had polished, whose chin hair she had plucked with tweezers. Giti, who was going to marry Sabir the goalkeeper. Giti was dead. Dead. Blown to pieces. At last, Laila began to weep for her friend. And all the tears that she hadn’t been able to shed at her [Mujahideen] brothers’ funeral came pouring down.

Titanic Fever Hits Talibanistan, 2000

In the summer of 2000, the drought reached its third and worst year.

In Helmand, Zabol, Kandahar, villages turned into herds of nomadic communities, always moving, searching for water and green pastures for their livestock. When they found neither, when their goats and sheep and cows died off, they came to Kabul. They took to the Kareh-Ariana hillside, living in makeshift slums, packed in huts, fIfteen or twenty at a time….

That summer, Titanic fever gripped Kabul. People smuggled pirated copies of the film from Pakistan—sometimes in their underwear. After curfew, everyone locked their doors, turned out the lights, turned down the volume, and reaped tears for Jack and Rose and the passengers of the doomed ship. If there was electrical power, Mariam, Laila, and the children watched it too. A dozen times or more, they unearthed the TV from behind the toolshed, late at night, with the lights out and quilts pinned over the windows.

At the Kabul River, vendors moved into the parched riverbed. Soon, from the river’s sunbaked hollows, it was possible to buy Titanic carpets, and Titanic cloth, from bolts arranged in wheelbarrows. There was Titanic deodorant, Titanic toothpaste, Titanic perfume, Titanic pakora, even Titanic burqas. A particularly persistent beggar began calling himself “Titanic Beggar.”

“Titanic City” was born.

It’s the song, they said.

No, the sea. The luxury. The ship.

It’s the sex, they whispered.

Leo, said Aziza sheepishly. It’s all about Leo.

“Everybody wants Jack,” Laila said to Mariam. “That’s what it is. Everybody wants Jack to rescue them from disaster. But there is no Jack. Jack is not coming back. Jack is dead.”
